பீகார் தலைநகர் பாட்னாவில் உள்ள சிறைக் கைதிகளின் ஆதார் எண் வழங்கப்பட்டு வருகிறது. சிறையில் முகாம் நடத்தி ஆதார் இல்லாத நபர்களுக்கும் வழங்கப்பட்டும், ஏற்கனவே இருந்தால், அவர்களின் ஆதார் எண்ணும் பெறப்பட்டு வருகிறது.

இதற்கான நிகழ்ச்சியை மாவட்ட கலெக்டர் சஞ்சய் குமார் பேகூர் சிறையில் நேற்று இதை தொடங்கி வைத்தார்.

அப்போது மாவட்ட கலெக்டர் சஞ்சய் குமார் கூறுகையில், “ பேகூர் சிறையில் ஆயிரத்துக்கும் மேற்பட்ட கைதிகள் உள்ளனர். இவர்கள் அனைவரும் தங்களின் ஆதார் எண்ணை வழங்கியுள்ளனர். மேலும், ஆதார் இல்லாத மற்ற 500 பேருக்கு ஆதார் எண் வழங்க இந்த முகாம் பயன்படும். இந்த இலக்கு அடுத்த 10 நாட்களில் முடிக்கப்படும். அதன்பின் படிப்படியாக மற்ற சிறைகளுக்கும் விரிவு படுத்தப்படும். ஆதார் மூலம், ஒரு குற்றவாளியின் அடையாளத்தை தெரிந்து கொண்டு, முந்தைய காலத்தில் செய்த குற்றங்கள் தொடர்பான ஆவணங்களை போலீசார் எளிதாக கண்டுபிடிக்க முடியும்’’ எனத் தெரிவித்தார்.

`2,000 ரூபாய் நோட்டில் GPS சிப் இருக்கிறது. அந்த சிப்பை வைத்து மோடி Satellite வழியாகப் பார்ப்பார். கறுப்புப் பணத்தைக் கண்டுபிடித்து ஒழிப்பார். புதிய இந்தியா பிறக்கும்' என்றெல்லாம் சொன்னார்கள். ஆனால், கடைசியில் கடுகு டப்பாவில் இருந்த பணத்தைக் காலி செய்ததுதான் மோடி அரசின் சாதனையாக இருக்கிறது. இந்த நிலையில் மீண்டும் வங்கி வாசலில் மக்களை நிற்கவைக்க அரசு தயாராகிவிட்டதாகவே தெரிகிறது.



2,000 ரூபாய் நோட்டைத் திரும்பப் பெற, மத்திய அரசு முடிவெடுத்துவிட்டது. `2,000 ரூபாய் நோட்டை அச்சிட வேண்டாம்' என்று ரிசர்வ் வங்கிக்கு உத்தரவு பிறப்பிக்கப்பட்டுள்ளது. இந்த நிலையில் `புதிதாக அறிமுகம் செய்யப்பட்டுள்ள 2,000 ரூபாய் நோட்டை வாபஸ் பெறுவதற்கு மத்திய அரசு முடிவெடுத்துள்ளதா?' என, மத்திய நிதி அமைச்சர் அருண் ஜெட்லியிடம் மாநிலங்களவையில் எதிர்க்கட்சிகள் கேள்வி எழுப்பினர். அருண் ஜெட்லி அவையில் இருந்தும், மௌனத்தை மட்டுமே பதிலாக அளித்தார். இதனால் மீண்டும் பணமதிப்பு நீக்க நடவடிக்கை வரலாம், 2,000 ரூபாய் நோட்டை திரும்பப் பெறலாம் எனத் தகவல்கள் உலவுகின்றன.

பிரதமர் மோடியின் கடந்த மூன்று ஆண்டுகால ஆட்சியில், `வேலைவாய்ப்பு குறைந்துள்ளது; விலைவாசி உயர்ந்துள்ளது, உற்பத்தி தேய்ந்துவிட்டது, வியாபாரம் முடங்கிவிட்டது, விலைவாசி விண்ணை முட்டுகிறது, கார்ப்பரேட்களின் கடன்கள் தள்ளுபடி செய்யப்படுகின்றன. ஆனால், கல்விக் கடனுக்கான வட்டியை மட்டும் தள்ளுபடி செய்ய மறுக்கின்றனர். ஏன், விவசாயிகள் கடனைக்கூட தள்ளுபடி செய்ய மறுக்கப்படுகிறது என ஏராளமான பிரச்னைகளைச் சொல்லிக்கொண்டே போகலாம். அதே நேரத்தில் விஜய்மல்லையா மற்றும் லலித்மோடி போன்ற பெரும் ஊழல் பேர்வழிகள் தப்பித்துவிடுகின்றனர். ஆனால், வாடிக்கையாளர் கணக்கில் குறைந்தபட்சத்தொகை இருப்பு இல்லையெனில் கட்டணம்; ரொக்கப் பணப்பரிவர்த்தனை செய்தால் கட்டணம், பணமதிப்பு நீக்கம்... என சாமான்ய மக்கள் தவிக்கின்றனர்.

பணமதிப்பு நீக்கத்தால் கறுப்புப் பண முதலைகளைவிட, ஏழை எளிய மக்களே அதிகம் பாதிக்கப்பட்டனர். `2,000 ரூபாய் நோட்டுகளில் பாதுகாப்பு அம்சங்கள் அதிக அளவில் உள்ளன. கள்ளநோட்டுகளை அச்சடிக்க முடியாது' என்றெல்லாம் சொன்னார்கள். ஆனால், பெரும் முதலீடு செய்து கள்ளநோட்டுகள் எல்லாம் அச்சடிக்காமல், குறைந்த செலவிலேயே ஜெராக்ஸ் காப்பிகளாக மாற்றி புழக்கத்தில் விடப்பட்டுள்ளதாகச் செய்திகள் வருகின்றன. இந்த நிலையில் 2,000 ரூபாயைத் தடைசெய்யப்போவதாக அச்சுறுத்தல் வேறு.

``கறுப்புப் பணம், கள்ள ரூபாய் நோட்டுகளை ஒழித்திட 500, 1,000 ரூபாய் நோட்டுகள் செல்லாது என அறிவித்தனர். இந்த பணமதிப்பு நீக்கம் முயற்சியில் வெற்றியடையும் என நினைத்தனர். ஆனால், அவர்கள் எதிர்பார்த்த வெற்றி கிடைக்கவில்லை. பணமதிப்பு நீக்கத்துக்குப் பிறகு 2,000 ரூபாய் நோட்டுகள் தாராளமாகப் பரிமாற்றம் நடைபெற்றுவிட்டது. எல்லா பணமுமே 2,000 ரூபாய் நோட்டுகளாக மாறிவிட்டது. பணமதிப்பு நீக்கம் நடைபெற்றபோதே 2,000 ரூபாய் நோட்டு குறிப்பிட்ட ஒரு காலத்துக்கு மட்டுமே புழக்கத்தில் விடப்படுகிறது எனச் சொல்லப்பட்டது. அதன் பிறகு இந்த 2,000 ரூபாய் நோட்டும் திரும்பப் பெறப்படும் எனக் கூறப்பட்டது. ஆனால், இந்த அரசைப் பொறுத்தவரை எது வேண்டுமானாலும் நடக்கலாம். ஆகையால் திடீரென 2,000 ரூபாய் நோட்டைக்கூட செல்லாது என அறிவிக்க அதிக வாய்ப்பு இருக்கிறது. இந்த அறிவிப்பு அடுத்த ஓரிரு மாதங்களில்கூட வரலாம். ஆனால், இந்த அறிவிப்பு ஏழை மற்றும் நடுத்தர மக்களைப் பாதிக்காத வகையில் இருக்க வேண்டும். ஏனெனில், பணமதிப்பு நீக்கத்தின்போது கடுமையாகப் பாதிப்படைந்தது ஏழை மக்கள் மட்டுமே" என்றார்.

இதையடுத்து பொருளாதார நிபுணர் ஜோதி சிவஞானத்திடம் பேசினோம்.

``2000 ரூபாய் நோட்டைத் திரும்பப் பெறுவார்களா என்பதை உறுதியாகச் சொல்ல முடியாது. ஆனால், செய்தால் முற்றிலும் முட்டாள்தனமான நடவடிக்கையாகத்தான் அது இருக்கும். முதன்முதலில் 500, 1,000 ரூபாய் நோட்டை பணமதிப்பு நீக்கம் செய்ததற்குக் காரணம், கறுப்புப் பணம் இந்த ரூபாய் நோட்டுகளில் அதிகம் இருப்பதாகச் சொன்னதுதான். அதன் பிறகு 2,000 ரூபாய் நோட்டை வெளியிட்டனர். ஆனால், 2,000 ரூபாய் நோட்டை அறிமுகப்படுத்தியதே மிகப்பெரிய தவறான நடவடிக்கை. பணமதிப்பு நீக்கத்தை அடுத்து இதுவரை என்ன நடைபெற்றுள்ளது என்பதை அதிகாரபூர்வமாக வெளியிடவில்லை. பணமதிப்பு நீக்கம் ஒரு மிகப்பெரிய தோல்வி என்பதற்கு இதுவே உதாரணம். என்ன நோக்கத்துக்காக நிறைவேற்றப்பட்டதோ, அந்த நோக்கம் நிறைவேறவில்லை. 2,000 ரூபாய் நோட்டைத் திரும்பப் பெறும் வாய்ப்பு குறைவு. அப்படி மீண்டும் செய்தால் அரசின் மீது இருந்த நம்பிக்கை குறைந்துவிடும். பொதுமக்களின் கடும் கோபத்துக்கு ஆளாக நேரிடும்" என்றார் அவர்.

இது குறித்து ஆடிட்டர் ஜி.கார்த்திகேயனிடம் பேசினோம்.

``500, 1,000 ரூபாய் நோட்டுகள் செல்லாது என அறிவித்த சமயத்தில், 2,000 ரூபாய் நோட்டு தற்காலிகம்தான் எனச் சொல்லியிருந்தனர். பணமதிப்பு நீக்கத்தின் மூலம் நினைத்த வெற்றி கிடைக்கவில்லை. இப்போது ஜி.எஸ்.டி வணிகர்கள் மற்றும் தொழில் செய்பவர்கள் மத்தியில் குழப்பமான ஒரு மனநிலையே நிலவிவருகிறது. இந்தச் சூழ்நிலையில் மீண்டும் 2,000 ரூபாய் நோட்டைத் திரும்பப் பெறுவது என்பது நம்பிக்கையற்ற நிலையை ஏற்படுத்தும். ஆனால், 2,000 ரூபாய் நோட்டைத் திருப்பப் பெறுவதற்கு அதிக அளவிலான வாய்ப்புகள் இருக்கின்றன. துணை குடியரசுத் தலைவர் தேர்தலுக்குப் பிறகு 2,000 ரூபாய் நோட்டுகள் செல்லாது என்ற அறிவிப்புகள் வரலாம். ஆனால், இந்த அறிவிப்பு எப்படி வரப்போகிறது, எப்படிச் செயல்படுத்த உள்ளனர் என்பதை, பொறுத்திருந்து பார்க்க வேண்டும்" என்று முடித்தார்.

`கள்ள ரூபாய் நோட்டை ஒழிக்க, மோடியின் சூப்பர் ஐடியா இது. 500, 1,000 ரூபாய் நோட்டுகளுக்குப் பதிலாக 2,000 ரூபாய் நோட்டை வெளியிட்டு 500, 1,000 ரூபாய் கள்ள நோட்டுகளை ஒழித்தார். இப்போது 2,000 ரூபாய் கள்ள நோட்டுகளை ஒழிக்க 2,000 ரூபாய் நோட்டை வாபஸ் பெற்று, 200 ரூபாய் நோட்டை வெளியிடுகிறார். `பதுக்கினவனுக்கு அடுத்த ஆப்பு' எனச் சொன்னாலும் சொல்வார்கள். அடுத்தபடியாக விரைவில் 300 ரூபாய் நோட்டு, 400 ரூபாய் நோட்டு வெளியிட்டாலும் வெளியிடுவார்கள்.



200 ரூபாய், 2,000 ரூபாய் நோட்டு ஏன், 1 லட்சம் ரூபாய் நோட்டுகூட அரசு அச்சடிக்கட்டும். ஆனால், ஏழை மக்கள் வயிற்றில் அடிப்பது நியாயமா? `மீண்டும் ஏ.டி.எம் வாசலில் துண்டு போட்டு இடம் பிடித்து வைக்கவேண்டுமா?' என மக்களை அச்சமடையவைத்திருப்பது சரியா? பணமதிப்பு நீக்கத்துக்குப் பிறகு பெரும்பாலான பொதுமக்கள் நொந்து நூடுல்ஸ் ஆனார்கள். இப்போது மீண்டும் 2,000 ரூபாய் நோட்டு செல்லாது என அறிவித்து மக்களைத் தெருவில் அலையவிட்டால், என்ன நியாயம்? மக்களை நிம்மதியாகவே இருக்க விட மாட்டார்கள்போல.


`சுவிஸ் வங்கியில் கொட்டிக்கிடக்கும் கறுப்புப் பணத்தைக் கொண்டுவந்து ஒவ்வொருவரின் வங்கிக்கணக்கிலும் 15 லட்சம் ரூபாய் போடுவோம்' என்றார். ஆனால், கடைசியில் கடுகு டப்பாவில் இருந்த பலரின் பணத்தையும் காலி செய்துவிட்டார். இப்போது அதற்குள் இந்தியாவில் கறுப்புப் பணம் சேர்ந்துவிட்டதா? மீண்டும் ஒரு பணமதிப்பு நீக்கத்துக்கு அரசு தயாராகி வருவது நியாயமா?

Officials in Pudukottai district were unable to acquire land for building

A Muslim woman’s gesture in donating her land for construction of a primary health centre at Melathaniyam village in the district has earned her appreciation.

M. Rahamathunisha, a resident of Melathaniyam in Pudukottai district, voluntarily came forward to donate her land measuring 74 cents at a time when the official machinery was unable to acquire a site for construction of the primary health centre. Since January 28, the health centre had been functioning at Melathaniyam in a community hall. Although funds to the tune of Rs. 60 lakh was allocated for the construction of a building, officials were unable to get the required land. On learning about their predicament, Ms. Rahmathunisha came forward and donated her land worth Rs. 1 crore.

She met Collector S. Ganesh and handed over the document. Appreciating the gesture, the Collector said the construction work would start soon.

Ethics is to society what grammar is to language: former IIT Director

Education offered today has many gaps and that requires soul-searching, feel teachers.

At a two-day conference that began on Friday here, teachers who had spent their lifetime with students felt reforms were needed to enrich the process of education.

Students needed to be taught values and ethics, said M.S. Ananth, former director of the Indian Institute of Technology-Madras, speaking at a conference organised by The Children’s Garden School Society, to commemorate its 80th founder’s day.

An alumnus of the school, Mr. Ananth said, “Ethics is to society what grammar is to language. Grammar enriches language, just as ethics enriches society.” The examination system has ruined the education system, he said.

In India, values were taught through religion and the age-old tradition of grandparents teaching children values through stories had slowly disappeared, he said.

“Students think that life is a 100m dash but it is a marathon. In the race, the teacher bears the brunt. Let the teachers relax. The students will learn anyway,” he said, adding that the government should ensure teachers received respect in the society.

His views were in concurrence with A. Kalanidhi, former vice-chancellor of Anna University, who said there was a big difference in the way education was imparted in schools and in higher education institutions.

“About 80% of the learning happens in school, parents and surroundings contribute 20%. But it is the reverse in college, where the syllabus contributes 20% and 80% of the learning happens outside,” he explained.

Lack of research

As for the structure of education, he pointed out that some of the best insights for life came from poets like Avvaiyar, Tiruvalluvar and Tirumoolar, who did not have any formal education. He regretted that while the West had taken to research in to Vedas and Sanskrit literature, little was being done in India.

Chennai: "Sorry, we have kept you waiting this long to secure your right." The mighty Madras high court has displayed a rare courage to apologise to a humble woman litigant, who had been waging a legal battle for 24 years to win compensation for the death of her son in 1993.

Justice N Seshasayee, rejecting an appeal filed by a public sector insurance company against the award of Rs 3.4 lakh by a motor accident claims tribunal (MACT), said on Friday: "This accident had taken place in May 1993. It is little over 24 years now and this mother is not compensated yet. She still awaits her remedy. And, whatever remedy that has been provided to her by the tribunal may have been possibly delayed further due to the pendency of this appeal...The insurance company which objects to passing of the award on a point of maintainability of the claim before this court is yet to part with its money. It reflects an attempt to write off the life of a citizen and the support he could have given to his parent as valueless," said Justice Seshasayee.

It all began when Bakkiam's lorry driver-son Lokeshwaran was killed on May 18, 1993, when his lorry had a head-on collision with a bus belonging to the state transport corporation. He died on the spot. For some reason, instead of moving a motor accident claims tribunal for compensation under Motor Vehicles Act, Bakkiam sought to get compensation under the Workmen's Compensation (WC) Act, 1923. As WC Act is invoked mostly in cases of industrial accidents, her claim was rejected summarily.

Later, instead of filing an appeal, she filed a fresh application in the Motor Accidents Claims Tribunal for Rs 5 lakh as compensation. The National Insurance Company Limited, the insurer of the lorry, opposed the application saying since she had elected to make a claim under the WC Act, a second claim before MACT was not maintainable. The tribunal rejected objections, and awarded Rs 3.47 lakh as compensation. It said the sum should be paid by Lokeshwaran's employer and the state transport corporation in equal proportion. Aggrieved by the award, the insurer moved the present appeal.

Justice Seshasayee, dismissing it, said that while forums discussed legal semantics on burden of proof, the fact remained that no compensation had been paid to the aggrieved mother. He also pointed out that the first claim made by Bakkiam was rejected solely on the basis of suspected identity of the victim who died in the accident. He then directed authorities to deposit the compensation sum within four weeks.

Southern Railway extends two trains to Tambaram as coaching terminal works comes to an end

Chennai: Chennai's railway network will enter a new phase on Monday. Southern Railway has announced that two pairs of weekly trains will originate and terminate from Tambaram, which has been designated as the third coaching terminal of the city after Central and Egmore.


The commissioning works are almost entirely over with only a few minor works remaining, Naveen Gulati, Divisional Railway Manager of Chennai division, told TOI.

Train number 15630 / 15629 Guwahati - Chennai Egmore - Guwahati weekly express trains and Train No.15930 / 15929 Dibrugarh - Chennai Egmore - Dibrugarh weekly express trains will start and originate at Tambaram from August 7 to 31 on a trial basis.

"Both trains will be maintained at the Tambaram terminal," Gulati said.

Tambaram-Guwahati express will start at 9:45pm from Tambaram (on Mondays) and reach Egmore at 10:15pm. It will have a stoppage of 15 minutes. In the reverse direction, the train will arrive at Egmore at 8:05pm (Sunday) and stop for 35 minutes. It will reach Tambaram at 9:15pm.


The same timings will apply for the Dibrugarh-Egmore-Dibrugarh weekly express train which runs on Thursday from Chennai and returns on Wednesday from Dibrugarh.

Tambaram's maintenance shed has two pit lines, where the coaches can be washed. This is the first phase of converting the station into a terminal and a second phase envisages construction of more pit lines and other facilities.

It is an essential project because the maintenance sheds in Gopalapuram yard (Egmore) and Basin Bridge (Chennai Central) are saturated. For starting new trains to southern districts, which has a huge demand, new maintenance facilities are needed and Tambaram is a step in that direction.

Sources say the zone has sent a proposal to start two new trains from Tambaram station through Egmore. Officials are not too keen to start trains to southern districts from Tambaram as passengers inside Chennai Corporation limits, especially in north and central Chennai, are opposed to the idea.
