சென்னை: சென்னை மாநகர போக்குவரத்துக் கழக (எம்டிசி) நிர்வாகத்தில் சமீபகாலமாக முறைகேடு சம்பவங்கள் அதிகரித்து வருகின்றது. அதன்படி, போலி பஸ் பாஸ் புழக்கத்தில் விட்ட 3 எம்டிசி ஊழியர்கள் உள்பட 5 பேரை போலீசார் கைது செய்தனர். தொடர்ந்து, டிப்போக்களில் உள்ள காசாளர்கள் விதிமீறி சில்லரையை கமிஷனுக்காக தனியார் நிறுவனங்களுக்கு கொடுத்ததாக வடபழனி டிப்போ காசாளர் ஒருவர் சஸ்பெண்ட் செய்யப்பட்டார்.

இதுபோன்ற அடுத்தடுத்த முறைகேடுக்கு மத்தியில், தற்போது மேலும் ஒரு சம்பவமாக கண்டக்டர் ஒருவர் டிக்கெட் வசூல் பணத்தை 5 நாட்களாக நிர்வாகத்திடம் ஒப்படைக்காமல் இருந்த சம்பவம் வெளியாகி உள்ளது.

விதிப்படி, கண்டக்டர் தினந்தோறும் பஸ்களில் வசூலாகும் டிக்கெட் பணத்தை சம்பந்தப்பட்ட டிப்போவில் உள்ள காசாளரிடம் பணி முடிந்த பின் ஒப்படைக்க வேண்டும். அவ்வாறு ஒப்படைக்காவிட்டால், எம்டிசி அதிகாரிகள் சம்பந்தப்பட்ட கண்டக்டரின் வீடு தேடி சென்றுவிடுவார்கள்.
இந்நிலையில், அம்பத்தூர் டிப்போவுக்கு உட்பட்ட 71 இ வழித்தடத்தில் கண்டக்டராக பணிபுரியும் முருகன் என்பவர், பஸ்சில் வசூலாகும் பணத்தை சரிவர கட்டுவதில்லை என கூறப்படுகிறது. அடிக்கடி, உடல்நிலை சரியில்லை என்று கூறிவிட்டு வேலையில் இருக்கும்போதே பாதியில் சென்றுவிடுவதாக கூறப்படுகிறது. பின்னர் அதிகாரிகள் எச்சரித்து பணி வழங்கி உள்ளனர்.

இதுபோல, கடந்த மாதம் 18ம் தேதி முருகன் பணி முடிந்ததும் டிக்கெட் கட்டணமாக வசூலான 7,990ஐ டிப்போவில் கட்டாமல் மருத்துவமனைக்கு சென்றுள்ளார். தகவல் தெரிந்து முருகனின் தொலைபேசிக்கு அதிகாரிகள் தொடர்பு கொண்டபோது, உடல்நிலை சரியில்லாமல் உள்ளேன், சரியான பின்பு பணத்தை கட்டிவிடுகிறேன் என்று கூறியுள்ளார். இதையடுத்து, 5 நாள் கழித்து ஆகஸ்ட் 23ம் தேதி அம்பத்தூர் டிப்போவில் முருகன் ஒரு மனு அளித்துள்ளார். அதில், பணியை முழுமையாக முடிக்காததால் என்னை அதிகாரிகள் தொடர்ந்து 131 மணி நேரம் வேலை பார்க்க சொன்னார்கள். அதனால்தான் நான் டிக்கெட் கட்டணத்தை டிப்போவில் கட்டவில்லை என கூறியுள்ளார். சந்தேகம் அடைந்த அதிகாரிகள் முருகன் குறித்து விசாரித்தனர். அதன்பிறகு தான் அவர் இதுபோன்று அடிக்கடி பிரச்னை செய்வது தெரியவந்தது. இந்த நிலையில், பஸ்சில் வசூலான பணத்தை கட்டாமல் கையில் வைத்திருந்ததாக கூறி முருகனை நேற்று சஸ்பெண்ட் செய்து எம்டிசி மேலாண் இயக்குனர் உத்தரவிட்டுள்ளார்.

முந்தைய, காங்., தலைமையிலான, ஐ.மு., கூட்டணி அரசு, ஐ.பி., - 'ரா' - என்.ஐ.ஏ., - சி.பி.ஐ., உள்ளிட்ட புலனாய்வு மற்றும் பாதுகாப்பு அமைப்புகளுக்கு, ஆர்.டி.ஐ., எனப்படும், தகவல் அறியும் உரிமை சட்டத்தில் விலக்கு அளிக்கும் ஷரத்துக்களை சேர்த்துள்ளது.

தகவல் அறியும் உரிமை சட்டத்தில் கேட்கப்படும் கேள்விகளுக்கு, தகவல் உரிமை சட்டப் பிரிவில் உள்ள ஷரத்துக்களை மேற்கோள் காட்டி, பதில் அளிக்க, சி.பி.ஐ., மறுத்து வருகிறது.

இந்நிலையில், ஐதராபாத்தைச் சேர்ந்த, தகவல் உரிமை ஆர்வலர், சி.ஜே.கரீரா, அரசு உயரதிகாரிகள் பலரின் ஊழல் தொடர்பான தகவல்களை அளிக்கும்படி, சி.பி.ஐ.,யிடம், தகவல் உரிமை சட்டத்தில் கேட்டிருந்தார். ஆர்.டி.ஐ.,யில், தங்களுக்கு விலக்கு அளிக்கப்பட்டுள்ளதால், மனுதாரரின் கேள்விக்கு பதில் அளிக்க முடியாது என, சி.பி.ஐ., தரப்பில் கூறப்பட்டிருந்து.

சி.பி.ஐ.,யின் வாதத்தை, 2012ல், தலைமை தகவல் ஆணையர், சத்யானந்தா மிஸ்ரா நிராகரித்தார். 'ஊழல் குற்றச்சாட்டு தொடர்பான தகவல்களை அளிப்பதில், சி.பி.ஐ.,க்கு, தகவல் உரிமை சட்டத்தில் விலக்கு தரப்படவில்லை' என, அவர் கூறியிருந்தார்.

இதை எதிர்த்து, டில்லி உயர் நீதிமன்றத்தில், சி.பி.ஐ., மனு தாக்கல் செய்திருந்தது. இந்த வழக்கில், தீர்ப்பளித்த, நீதிபதி, விபு பக்ரு, ''ஊழல் குற்றச்சாட்டுகள், மனித உரிமை மீறல்கள் தொடர்பாக, தகவல் அறியும் உரிமை சட்டத்தில், சி.பி.ஐ.,க்கு முழு விலக்கு அளிக்கப்படவில்லை,'' என்றார்.

புதுடெல்லி: மனைவி பிரசவத்தின் போது ஆண்களுக்கும் 3 மாதம் மகப்பேறு விடுமுறை அளிக்கும் புதிய மசோதா நாடாளுமன்ற குளிர்கால கூட்டத்தொடரில் தாக்கல் செய்யப்பட உள்ளது. மகப்பேறு திருத்த மசோதா 2016, இந்த ஆண்டு தொடக்கத்தில் நாடாளுமன்றத்தில் கொண்டு வரப்பட்டது. அதில், அரசுத் துறைகளில் பணிபுரியும் பெண்களுக்கு முதல் இரண்டு குழந்தைகளின் பிரசவத்தின் போது அளிக்கப்படும் மகப்பேறு விடுமுறையை 12 வாரங்களில் இருந்து 26 வாரங்களாக மாற்றி அமைக்கப்பட்டது. தற்போது, அனைத்து பெண்களும் 26 வாரங்கள் விடுமுறை எடுக்கும் வகையில் மத்திய அரசு அறிவிப்பு வெளியிட்டுள்ளது. இந்த மசோதா தாக்கல் செய்யப்பட்ட போது அனைத்து கட்சி எம்பி.க்களும் ஒரே குரலில், ‘குழந்தை பிறப்பின்போது தந்தைக்கும் விடுமுறை அளிக்க வேண்டும். அதற்கு இந்த மசோதாவில் எந்த வழியும் இல்லை. எனவே, புதிய மசோதா தாக்கல் செய்து வழிவகை செய்ய வேண்டும்’ என்ற கோரிக்கையை எழுப்பினர்.

அப்போது பேசிய மத்திய பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டுத்துறை அமைச்சர் மேனகா காந்தி, “தந்தையர்களின் கவலையை போக்கும் வகையில் எதிர்காலத்தில் இதுபோன்ற மசோதா தாக்கல் செய்யப்படும்” என்றார். தற்போது, நாடு முழுவதும் மத்திய ஊழியர்கள் நலவிதி முறைப்படி மனைவி பிரசவத்தின் போது கணவன் 15 நாள் விடுமுறை எடுக்க அனுமதி வழங்கப்பட்டுள்ளது. பல்வேறு தனியார் நிறுவனங்களிலும் இதே போன்று ஆண்களுக்கு விடுமுறை வழங்கும் நடைமுறை உள்ளது. இதை மையமாக வைத்து தந்தையர்கள் பயன்பெறும் மசோதா 2017 தயாரிக்கப்பட்டுள்ளது.
காங்கிரஸ் எம்பி ராஜீவ் சத்தவ் சார்பில் தயாரிக்கப்பட்டுள்ள இந்த தனிநபர் மசோதா, அடுத்த நாடாளுமன்ற கூட்டத் தொடரான குளிர்கால கூட்டத்தொடரில் அறிமுகப்படுத்தப்படும் என்று தெரிகிறது. இந்த மசோதாவில் பெற்றோருக்கான பொறுப்பு அடிப்படையில் குழந்தை பிறக்கும்போது தாய் மற்றும் தந்தை இருவருமே பயன் பெறும் வகையில் தந்தைக்கும் 3 மாதம் விடுமுறை அளிக்க முடிவு செய்யப்பட்டுள்ளது.

அரசு ஊழியர்கள் மட்டுமல்லாமல், ஒழுங்குபடுத்தப்படாத தனியார் துறைகளில் பணிபுரியும் ஆண்களும் மனைவியின் பிரசவத்தின் போது மூன்று மாதம் வரை விடுமுறை எடுத்துக்கொள்ள இந்த மசோதா அனுமதி அளிக்கிறது. இந்த மசோதா தொடர்பாக காங்கிரஸ் எம்பி ராஜீவ் சத்தவ் கூறியதாவது:
குழந்தைகள் நலனில் தாய் மற்றும் தந்தை இருவருக்குமே பொறுப்பு உண்டு. எனவே, புதிதாக பிறந்த குழந்தையின் பராமரிப்புக்கு உரிய நேரத்தை இருவரும் ஒதுக்க வேண்டும். எனவே, ஆண்களுக்கும் விடுமுறை அவசியம். குழந்தை பிறப்பு தேதிக்கு 7 நாட்களுக்கு முன் இருந்து இந்த விடுமுறையை எடுக்க அனுமதி அளிக்க வேண்டும். அதிகபட்சமாக குழந்தை பிறந்த தேதியில் இருந்து 3 மாதங்கள் வரை விடுமுறை எடுக்க இந்த மசோதா வழிவகை செய்கிறது. வாடகை தாய் மூலம் குழந்தை பெறும் வளர்ப்பு தந்தையர்களும் இந்த விடுமுறை எடுக்க அனுமதி வழங்கப்படும். இவ்வாறு அவர் தெரிவித்தார்.

National passenger carrier Air India on Saturday launched its non-stop flight service from New Delhi to Copenhagen. The new service is Air India’s third non-stop flight launched this year.

Earlier, the airline had launched its services from New Delhi to Washington and New Delhi to Stockholm.

Commenting on the launch of the new services, Air India chairman and managing director Rajiv Bansal said: “With this new service, we expect to cater to the majority of traffic between Copenhagen and Delhi... We have also received good cargo load for the sector.”

The national passenger carrier aims to serve around 40,000 passengers one-way for the entire year.

The airline will operate the thrice-a-week service on Tuesdays, Thursdays and Saturdays to fulfil a long standing demand of travellers from India and Denmark.

To mark the launch of the new service, Air India is offering attractive return fares starting from Rs 42,700, inclusive of all taxes.

The new route is operated by the airline on its state-of-the-art Boeing 787 Dreamliner aircraft to Copenhagen making the city its 11th non-stop European destination and 44th international station.
The new route is also a part of the airline’s aggressive strategy to focus on the international segment with non-stop flights.

In aviation parlance a non-stop flight operates point-to-point and is popular among passengers travelling on long-haul routes.

In contrast, a direct flight stops at least once between two destinations for either refuelling or disembarking of some on-board passengers.

The commencement of the new route comes after the passenger traffic between the two countries recorded a healthy growth of over 10% in 2016.

Blind student whose medical college seat was cancelled says will commit suicide

A 19-year-old medical student who is unable to see beyond a distance of 8cm has threatened suicide after the Medical Council of India cancelled his admission to college since his disability is regarded too severe for someone taking the MBBS course.

Suresh’s tale highlights a problem of neglect and delays that plague almost every government office in the country: He was given admission in 2016 by authorities in Karnataka who should have taken note of his condition, only for it be cancelled almost a year later by the country’s medical regulator.

On August 28, Suresh wrote a five-page letter, and a separate two-page suicide note with a headline, “Notice of Death” in which he listed his struggle to land the college seat.

He said that despite his 70% visual disability, he scored 86% in his Class 12 examinations, studied hard to prepare for the medical college examination, and sold ancestral property to pay for his first year fees during a period in life that also coincided with the death of his parents.
“Out of severe depression, I have written to MCI to solve my problem. I have no option but to end my life if I don’t get a solution in my favour,” he told HT over a phone call.

Officials of the Karnataka Examination Authority allotted him a seat in Raichur Institute of Medical Sciences (RIMS) under the quota for students with disability after he scored a rank of 20,000 out of 1.5 lakh in the state’s common entrance test (CET) last year. He joined RIMS, a government college, in July 2016.

On June 26, 2017, the MCI cancelled his admission because it violated a 2009 regulation. The rule says that the only disability allowed in medical colleges is of the lower limbs, and a candidate had to fall under the 50%-70% severity to be eligible for reserved seats. Someone with more than 70% disability is not eligible for admission at all.

In December 2016, parliament passed The Rights of Persons with Disabilities Bill – 2016 which allows 5% reservation without any exception in all educational institutions. The legislation came into force in April 2017 but it does not apply in Suresh’s case because he took admission last year.

Suresh challenged the MCI’s cancellation order in the Kalaburagi Bench of Karnataka High Court, which, in an interim order on July 31, permitted him to appear in first year examination.

“While other students’ results are out, mine has been withheld,” he told HT from his village Byagwat in Raichur.

While the medical regulator’s decision was based on a rule backed by several medical reports and the views of the medical professionals, Suresh raised several questions regarding his case.

“When regulations don’t allow, why was I allowed to sit for examination? Why wasn’t I informed during counselling by the Karnataka Examination Authority? Why didn’t my college question that?” asked the teenager who counts becoming a doctor as his only dream.

“I can compete with any normal student and perform better than many of them,” he said.

Kavita Patil, chairman, RIMS, said that she is not aware of Suresh’ suicide note to MCI but is trying to help him by taking up the issue with senior government authorities.

A case related to permitting candidates with colour blindness to pursue medical education is pending in Supreme Court. During hearings, the top court has questioned the policy to completely exclude colour blind candidates from the medical profession.

The MCI analyses all medical college entries and given the scale of the work, it often takes months to scrap admissions.

Professional colleges told to refund excess fees

Professional colleges have now been asked to refund the excess fee.

BENGALURU: Professional colleges in the state that charged excess fee from students who got admissions for undergraduate courses have now been asked to refund the excess fee.The admissions overseeing committee headed by retired High Court judge Anand Byrareddy issued an order on Wednesday asking colleges to refund excess fee collected, along with an 18 per cent interest per annum.
As per the order, the college managements have to refund the amount within 30 days of the order.

However, the Department of Medical Education will have to take a final call on this matter and direct the Rajiv Gandhi University of Health Sciences (RGUHS) to implement the same. The committee has recommended a more rigorous penalty to be levied on colleges if they fail to act within the stipulated time.

Students were charged excess fees apart from fees they paid to Karnataka Examinations Authority at the time of counselling as well as transportation, hostel, lab, library and university fees that were charged for seats, including those under government, management and NRI quotas.

The committee has identified 15 colleges across the state that have charged excess fee for students who got admission under government quota and 13 colleges that have overcharged in NRI and management quotas.According to the list, the maximum excess fees charged for government quota seats was  `88,445 by a college in Dakshina Kannada district (Sullia).
