CBI officials ‘visit’ Jayanthi Natarajan residence in Chennai

CHENNAI: A team of Central Bureau of Investigation (CBI) officials visited former Union minister Jayanthi Natarajan's residence at Alwarpet in Chennai on Tuesday in connection with a corruption case against her.

The case is related to the allegedly irregularities in granting green clearances during the second term of the Congress-led United Progressive Alliance (UPA).

A CBI team comprising a deputy superintendent of police and four other officers, including woman officials, entered Natarajan's house on Tuesday morning and they locked the doors from inside.

CBI officials said the surprise visit to the former Congress leader's house was neither for a search nor for a raid. "It is a part of the investigation," said a senior CBI officer. The officer refused to divulge details.

The CBI registered case under the Section 120-B (criminal conspiracy) of the IPC and under the Prevention of Corruption Act in September this year. The CBI has named Jayanthi Natarajan, Umang Kejriwal, the then managing director of Electrosteel Casting Limited, and the company in the FIR. The case pertains to clearance given for diversion of forestland in Saranda forest in Singhbhum district of Jharkhand to the mining company -- Electrosteel -- in alleged violation of the Forest (Conservation Act) in 2012.

The CBI has alleged that Natarajan gave the clearance to the company in 2012 for mining in violation of the existing mining and environment laws as also the directions of the Supreme Court. The agency mentioned in the FIR that Natarajan had accorded the approval for diversion of 55.79 hectares of forestland for non-forestry use to Electrosteel Casting Limited (ECL). Interestingly, the same file had been rejected earlier by the former Union minister of state for environment.

The anti-corruption wing of the CBI initiated five preliminary inquiries into the alleged irregularities and corruption charge in approving the stalled files during Natarajan's tenure— some of them against unknown environment ministry officials, Jindal Steel and Power Ltd and JSW Steel — for clearances to Rungta Mines in Ghatkuri Reserve Forest of Jharkhand and others.

The visit of the CBI officials to Natarajan's house has come at a time when Rahul Gandhi has been elected as the president of the Congress.

CHENNAI: Dr P Balaji, the government doctor who attested former chief minister J Jayalalithaa's thumb impressions on the party's nominations for the bypolls last year, has told the Justice Arumughasamy commission that he and Sasikala were the only people present when the thumb impressions were made.

A source told TOI that of the seven doctors who appeared before the commission till Tuesday, Balaji was the only one who admitted to seeing Jayalalithaa when she was in Apollo Hospitals. He appeared before the commission on Thursday last and has been summoned again and asked him to file a written statement on the matter.

"None of the state government doctors among the five member committee formed to oversee her treatment had seen her. That's what they have submitted before the commission," a top source in the know said.

Jaya panel has summoned 16 people so far

The Arumughasamy commission was constituted by the state to inquire into the circumstances leading to Jayalalithaa's death. Last week, government doctors like Dharmaraj, Narayana Babu, former director of medical education Vimala, Kala and Mayilvaganan appeared before the panel after they were issued summons.

Balaji earlier told the Madras HC that Jayalalithaa affixed her thumb impressions only after the document was read outtoher in thehospital.

The commission, based on the first floor of Kalas Mahal in Chepuak, has summoned16 people so far, including eight government doctors, DMK's P Saravanan and Madhavan, husband of Jayalalithaa's niece Deepa. Sources said the panel, whose term is to end on December 24, has written to the state seeking a six-month extension. "The state may give an extension of three months. The probe will be completed soon," a source said.

Read More MADURAI: The Madurai bench of the Madras high court on Tuesday set aside the Tamil Nadu government order dated April 25, 2017 appointing Edwin Joe as the director of medical education (DME).

The court directed the Tamil Nadu government health and family welfare principal secretary to reconsider S Rewvathy, Government Thiruvarur Medical College dean AL Meenakshi Sundaram and Edwin Joe afresh for the post of the DME.

The division bench of Justice M Venugopal and Justice Abdul Quddhose disposed of a batch of appeals of the Tamil Nadu health and family welfare principal secretary and Edwin Joe against the order of the single judge quashing the appointment of Joe as the DME and also directing the government to appoint Karur Government Medical College dean Revwathy as the DME.

The bench said, "On a careful consideration of respective contentions and overall assessment of the instant case in a cumulative manner, this court comes to an irresistible conclusion that the government order had not weighed the pros and cons of comparative merit and ability of medical officers coupled with seniority."

The bench observed, "The dean's claim that she is senior to Joe was not reflected in qualitative and quantitative terms in the government order. Joe's contention that seniority has no priority and that the administrative experience in the post of dean is not relevant to the post of the DME is contrary to service rules. Besides, certain insertions made in black ink do not inspire the confidence of this court. The court, based on equity, fair play, justice and good conscience and even as a matter of prudence, sets aside the government order to prevent an aberration of justice and to promote substantial cause of justice."

It said, "This court directs the health and family welfare principal secretary to reconsider the case of Rewvathy and Edwin Joe afresh for promotion to the post of the DME in a fair, free, just impartial, unbiased, dispassionate manner and that too with an open mind and to pass necessary qualitative, quantitative and tangible reasons by evaluating the comparative merit, ability and seniority., of course in accordance with law/rules, within six weeks of the receipt of the judgment."

Setting aside the single judge's direction, the bench said: "The single judge's positive direction to the Tamil Nadu health and family welfare principal secretary to grant promotion to Rewvathy as the DME with all consequential benefits are held to be incorrect in the eye of law. Accordingly it is set aside to prevent an aberration of justice."

*Linking Aadhaar and bank account

The deadline for linking bank accounts and mutual fund portfolios with Aadhaar is December 31, 2017. The linking can be carried out at the bank's branch or through the internet or mobile banking. (Incidentally, showing proof of Aadhaar is mandatory for those who want to open new bank accounts.)

*Linking Aadhaar and Universal Account Number (UAN)

It is mandatory to link Aadhaar-UAN to open or hold an Employees' Provident Fund, or EPF, account.

*Linking Aadhaar and insurance policy

The deadline to link insurance policies with Aadhaar is December 31, 2017. A customer needs to log onto insurance company websites or visit the customer service department of the provider for the same.

This is especially important to purchase foodgrain and fuel at discounted prices.

*The Centre has said it will extend the deadline for mandatory linking of Aadhaar for services and welfare schemes to March 31, 2018.

*The SC had earlier rebuked banks and mobile telephone companies for sending customers messages saying their accounts will be deactivated if they don't link them to Aadhaar.


*The Unique Identification Authority of India (UIDAI) has been at pains to assure people that Aadhaar data is safe and secure. It has denied reports of data leaks.

*However, last year, the UIDAI urged people to be "discreet" about sharing their Aadhaar and other identity documents. It had asked them to self-attest copies of their Aadhaar cards and state the purpose clearly to prevent misuse.

இதுகுறித்து பள்ளிக் கல்வித் துறையின் தொடக்கக் கல்வி இயக்குநர் கார்மேகம் பிறப்பித்த உத்தரவு: 

2017-18-ஆம் கல்வியாண்டில் தமிழ்நாடு அரசுப் பள்ளிக் கல்வித் துறை, தொடக்கக் கல்வி இயக்க கட்டுப்பாட்டில் உள்ள அனைத்து வகை பள்ளிகளில் பயிலும் மாணவர்களில் இதுவரை ஆதார் அட்டை எடுக்காதவர்களுக்கு ஒன்றிய அளவில் ஆதார் எடுப்பதற்கான பணிகளை உதவித் தொடக்கக் கல்வி அலுவலர்கள் விரைந்து முடிக்க வேண்டும். இப்பணிகள் டிசம்பர் 31-க்குள் முடிக்கப்பட வேண்டும்.

ஆதார் புகைப்பட அட்டை எடுக்கப்படாத மாணவர்களின் ஒட்டு மொத்த விவரங்களைப் பெற்று, ஆதார் எடுக்கும் முகமையினரிடம் செயல்திட்டத்தை வழங்கி, ஆதார் எடுக்கும் நாள்களில் அம்மையத்தில் கல்வித் துறையைச் சார்ந்த பொறுப்பான நபர் ஒருவரை நியமித்து அனைத்து மாணவர்களுக்கும் ஆதார் புகைப்பட அட்டை எடுக்கும் பணியை உதவித் தொடக்கக் கல்வி அலுவலர்கள் நடத்தி முடிக்க வேண்டும். 

ஆதார் அட்டை எடுக்க மாணவர்களை ஒரு இடத்தில் இருந்து வேறு இடத்துக்கு அழைத்துச் செல்லும் போது, பெற்றோர்களின் அனுமதியுடனும், பாதுகாப்பாகவும் அழைத்துச் செல்ல வேண்டும்.

கல்வி மேலாண்மை தகவல் முறைமையில் அனைத்து மாணவர்களின் விவரங்கள் பதிவு முடிவடைந்த நிலையில், குறைந்த எண்ணிக்கையுள்ள மாணவர்கள் இருக்கும் பள்ளியில் அதிக எண்ணிக்கையில் பணியாற்றும் ஆசிரியர்கள் மாற்றப்படுதல், 20-க்கும் குறைந்த நிலையில் மாணவர்கள் எண்ணிக்கை உள்ள தொடக்கப் பள்ளிகளை அருகே இருக்கும் பள்ளிகளோடு இணைக்கும் நடவடிக்கை மேற்கொள்ளப்பட்டு, அரசு உதவி பெறும் பள்ளிகளில் இருக்கும் உபரி ஆசிரியர் பணியிடங்களைத் திரும்ப அரசிடம் ஒப்படைக்கு பணிகள் நடைபெறும் எனத் தெரிகிறது.
