| Patna: The CBI
is all set to initiate probe into a fake university in Bhojpur district,
just 60km from Patna, which used to grant affiliation to institutions
running ayurveda, homoeopathy and allopathic courses in Bihar as well as
outside the state. Initial investigations by a high-level committee indicate that over 800 persons given degrees and diplomas from these institutions were engaged in practice across the country. The Patna High Court ordered the CBI probe on Wednesday, and sources in the central investigating agency said they were awaiting the high court order to formally lodge an FIR and start investigations into the medical fraud.
Justice Ahsanuddin Amanullah directed
the CBI on Wednesday to ascertain how the institution in Ara, Council
for Patent Medicine, granted affiliation to medical colleges in
Muzaffarpur district in Bihar, Faridabad in Haryana, Bangalore and
Calcutta.
The
CBI probe was ordered after additional solicitor general S.D. Sanjay
told the court that the Council for Patent Medicine located at Jagdeo
Nagar in Ara had "illegally" granted permission to several medical
colleges to impart education in all three systems of medicine:
Allopathic, homoeopathic and Unani/ayurvedic.The court order came during hearing of a writ petition filed by Umesh Chand and others from Faridabad, who had been practising for decades together on the basis of degrees awarded by the Haryana-based medical college that the Council for Patent Medicine had recognised. The Haryana government had stopped them from practising as doctors, and they had moved the high court. The colleges used to run medical courses such as Bachelor of Allopathic Patent Medical Specialties, Bachelor of Allopathic Patent Medicine and Surgery and Bachelor of Medicine in Biochemical System. Even MD (one-year course) degrees were issued to the students. Additional solicitor general Sanjay presented a 100-page report submitted by a high-level committee set up by the state government on the directive of the high court. The committee, in its report, stated that the medical colleges were running in contravention of existing law, rules and procedure and were violating laws regulating medical education and practice in the country. Sanjay pointed out in the court that around 800 students, who were awarded degrees from the colleges affiliated to the fake institution, were practising in different parts of the country. He pleaded for a CBI probe as the matter had "pan-India ramifications". The two-member enquiry committee set up by the state government in February last year had found that the fake institution was not only committing fraud with the government of India but also doing immense harm to the society by issuing "illegal degrees" without any actual study or proper training. The report, jointly prepared by then inspector-general of the anti-terrorism squad (ATS) Sunil Kumar Jha and then director of health services, had cited several previous judgments of the Supreme Court and high courts. The investigation was so extensive that even the petitioners' legal counsel Prem Shankar Jha agreed with the report. Sunil, at present posted as IG, Darbhanga, was assigned to investigate as he had earlier served with the CBI. Jha visited the Ara office of the Council of Patent Medicine and a medical college affiliated to it in Muzaffarpur. Authoritative sources said that the Council for Patent Medicine used to claim and even write on the degrees of the students that it was recognised by the government and approved by the judiciary. The practice of affiliation was going on since 1990, but flourished after 1996. Sources said that the "medical fraud" was first detected when Amir Subhani (at present principal secretary, home) was the district magistrate of Bhojpur. A police complaint was lodged against the Council for Patent Medicine by an official on Subhani's orders. However, the then superintendent of police of Bhojpur, R.K. Mallick, gave a clean chit to the institute. The judicial magistrate posted in Bhojpur had also agreed with the police investigation. Chennai: After 16 years of getting his PhD from the University of Madras, a complaint has alleged that professor T. Santhanam, new principal of DG Vaishnav College in Chennai has plagiarized his PhD thesis by copying important chapters from another thesis submitted by a US research scholar to Arizona State University.
In her complaint to the vice-chancellor of Madras University, Dr Regina Vincent from Korattur in Chennai has sought the disapproval of his appointment as the principal of D.G. Vaishnav College.
He was appointed as the principal of the college on September 28 and the syndicate of the Madras University to discuss the issue of giving approval to his appointment at its meeting on Friday.
“Mr.Santhanam has copied core chapters of his PhD thesis namely, third, fourth and fifth chapters from the thesis titled as ‘The Validation of a Computer Simulation Model Using Spectral Analysis’ by John Witherspoon Gowens II who has submitted the thesis for the doctoral degree in business administration,” she alleged in the letter.
There are also other allegations such as the UGC regulations were not followed in the appointment. Professor Santhanam got his PhD in Computer Science for his thesis titled as ‘The Validation of a Computer Simulation model Using Spectral Analysis’ under the guidance of professor P. Rajagopalan from the University of Madras in 2001.
“The issue is being raised now after 16 years of getting the PhD with an ulterior motive. The complainant is in no way connected with our college,” professor Santhanam said about the allegations.
“The complaint copy was forwarded by the registrar to the college and the secretary of the college had replied to the university. The appointment was made following the UGC regulations 2010,” he added.
When enquired about the issue, S. Duraisamy, vice-chancellor, University of Madras said, “We have enquired about the complaint and will follow the rules in approving the appointment. The syndicate will take a final decision on the matter.”

Chennai: The Madras high court has issued directions for the immediate release of P. Lakshmi Narasimhan undergoing life sentence in connection with the 1986 murder of south Indian actress Rani Padmini and her mother.
A division bench comprising justices Rajiv Shakdher and N Sathish Kumar passed the order on Wednesday on a habeas corpus plea moved by Narasiman's wife S. L. Mary.
Mary wanted the government to release her husband prematurely under a scheme introduced by the Tamil Nadu government on September 11, 2008.
According to the scheme, prisoners who have served imprisonment for over seven years as on 2008 become eligible for premature release.
But when Narasiman made a representation under the scheme to the prison authorities, the state opposed it on the ground that he was originally awarded death sentence, and is undergoing life term as the Supreme Court had commuted his sentence.
Therefore, technically he was not a life prisoner and could not be considered eligible for premature release under the scheme, the state then contended. When the plea came up for hearing, the bench pointed out that the state does not put forth any other objection to the relief sought for by the petitioner in terms of the scheme. The objection raised by the state had already been repelled by the court in a similar case earlier, the bench said and directed the government to release him forthwith, unless his detention is required in connection with another case.

New Delhi: The Supreme Court will pronounce its interim order on plea for stay of notifications mandating linking of Aadhaar number with bank accounts and for availing various social welfare benefits.
A five Judge Constitution Bench of Chief Justice Dipak Misra and Justices A.K. Sikri, A.M. Kanwilkar, D.Y. Chandrachud and Ashok Bhusan reserved orders after hearing Attorney General K.K. Venugopal for the Centre and a battery of lawyers led by Gopal Subramanium, seeking stay of the notifications.
The CJI told the counsel that since the deadline has been extended, the only question to be decided is whether Aadhaar can be insisted for opening of new bank accounts and extending time limit for notifications and circulars issued by States, which will be addressed in the interim order. The Bench said it would hear the validity of Aadhaar law from January 17, 2018.
At the outset the AG informed the court that it has been decided by the Government to extend the deadline till March 31 for linking of Aadhar with existing bank accounts. For opening of new accounts in banks, linking of Aadhar has to be done by March 31 or within six months from the date of commencement of bank account whichever is later, as the date of submission of Aadhaar number, PAN or Form 60 by the clients to the reporting entityprovided he/she has enrolled for Aadhar. For linking of mobile phones with Aadhaar, the AG said the court might extend the time limit beyond February 6, 2018.
Senior counsel Shyam Divan submitted that Aadhaar has been made mandatory for bank accounts and welfare schemes in violation of an earlier order of the Supreme Court, which had permitted it only for six schemes. Aadhaar has been made mandatory for board exams, scholarships, noon meal programme, cremation of dead persons, higher education by the education boards and the University Grants Commission. Even HIV-positive patients are denied treatment if they do not have Aadhaar, Mr. Dhivan said.

Manoj Murali, HUB CEO, Kerala and Tamil Nadu, Airtel, said, "Having built a world-class 4G network in Chennai, we are delighted to extend our service portfolio by rolling out VoLTE calling in the city. We invite our customers to experience the service. We plan to expand our VoLTE footprint across Tamil Nadu over the next few months."
Airtel VoLTE is now available on OnePlus 5, iPhone X, iPhone 8 series, iPhone 7 series and Samsung S, J and A series smartphones besides specific models of other brands like Oppo and Xiaomi.
How to get Airtel VoLTE
1. Check mobile device compatibility at www.airtel.in/volte.
2. Upgrade the mobile device's operating software to the latest version that supports VoLTE. This update is provided by the handset manufacturer.
3. Ensure the device has an Airtel 4G USIM. Customers can upgrade to the USIM by visiting the nearest Airtel store.
4. Enable VoLTE by following instructions on www.airtel.in/volte.
Customers with dual-SIM handsets have to ensure that the Airtel 4G USIM has been inserted in the data SIM
