ரூ.500 லஞ்சம் வாங்கிய வழக்கில் கோபி சார் பதிவாளருக்கு ஈரோடு முதன்மை குற்றவியல் நடுவர் நீதிமன்றத்தில் 8 ஆண்டு சிறை தண்டனை விதித்து தீர்ப்பளிக்கப்பட்டது.

ஈரோடு மாவட்டம் கோபிசெட்டிப்பாளையம் பாஸ்கரன் வீதியைச் சேர்ந்தவர் புஷ்பராஜ். முதியோர் காப்பக ஆலோசகர். இவர் கடந்த 2004-ம் ஆண்டு காப்பகத்தின் ஆண்டு அறிக்கையை பதிவு செய்ய கோபியில் உள்ள மாவட்ட பதிவாளர் அலுவலகத்துக்கு சென்றுள்ளார். அப்போது சீட்டு மற்றும் சங்கங்கள் பிரிவின் சார் பதிவாளராகப் பணியாற்றி வந்த தங்கவேல், ஆண்டு அறிக்கையில் உள்ள தவறை மறைத்து பதிவு செய்ய ரூ.500 லஞ்சம் பெற்றுள்ளார். இதை லஞ்ச ஒழிப்பு போலீஸார் கையும் களவுமாக பிடித்தனர்.

இந்த வழக்கு ஈரோடு முதன்மை குற்றவியல் நடுவர் நீதிமன்றத்தில் நடைபெற்று வந்தது. இவ்வழக்கின் மீது நேற்று தீர்ப்பளிக்கப்பட்டது. லஞ்சம் வாங்கிய தங்கவேலுக்கு 8 ஆண்டு சிறையும், ரூ.10 ஆயிரம் அபராதமும் விதித்து நீதிபதி தீர்ப்பளித்தார். லஞ்சம் பெற்ற புகார் தொடர்பாக கடந்த 2007-ம் ஆண்டு தங்கவேல் பணி நீக்கம் செய்யப்பட்டார் என்பது குறிப்பிடத்தக்கது.

தமிழகத்தில் தனி சன்னதியாக இல்லாமல், ரூ.3 கோடியில் தனிக் கோயிலாகவே அமைந்துள்ள எமதர்மராஜன் கோயிலின் கும்பாபிஷேகம் ஜன.22-ம் தேதி நடைபெற உள்ளது.

தஞ்சாவூர் மாவட்டம் பட்டுக்கோட்டை அருகே அமைந்துள்ளது திருச்சிற்றம்பலம் கிராமம். தேவர்கள், சிவபெருமானை வேண்டுவதற்காகச் சென்றபோது, அவர் நிஷ்டையில் இருந்தார். அப்போது, மன்மதனை வரவழைத்து சிவனின் தவத்தை தேவர்கள் கலைத்தனர். இதனால் கோபம் கொண்ட சிவன், மன்மதனை அழித்தார்.

பின்னர், ரதிதேவியின் வேண்டுதலுக்காக மன்மதனை உயிர்ப்பித்தார். அப்போது எமதர்மன், சிவனிடம் தனக்கு அழிக்கும் பணி கொடுக்கப்பட்டு இருக்கும்போது, அதைச் செய்ய தனக்கு உத்தரவிடும்படி வேண்டினார். சிவனும் அவ்வாறே அவருக்கு அருள்புரிந்ததாக புராண வரலாறு கூறுகிறது.

அவ்வாறு அழிக்கும் பணியைச் செய்துவரும் எமதர்மனுக்கு திருச்சிற்றம்பலத்தில் மண்ணால் ஆன சிலையை வைத்து வழிபாடு செய்துவந்துள்ளனர். பின்னர் சிறிய கூரை வீடு போல அமைத்து அங்கு எமதர்மனை வழிபட்டனர். தற்போது அங்கு ரூ.3 கோடி மதிப்பீட்டில் புதிதாக கோயில் கட்டப்பட்டுள்ளது. இக் கோயிலின் கும்பாபிஷேகம் ஜனவரி 22-ம் தேதி நடைபெற உள்ளது.

இதுகுறித்து கிராம மக்கள் கூறும்போது, “உயிரைப் பறிக்கும் எமனுக்கும் சிறு கோயில் அமைத்து 1,300 ஆண்டுகளாக வழிபட்டு வருகிறோம்.

முதலில் மண்ணால் ஆன எமன் சிலையை வைத்து வழிபாடு நடத்தி வந்தோம். தற்போது, ரூ.3 கோடி மதிப்பீட்டில் புதிதாக கோயிலைக் கட்டி உள்ளோம். 2 டன் எடையில் சுமார் 6 அடி உயரத்தில் எமனுக்கு கற்சிலையை வடிவமைத்து பிரதிஷ்டை செய்ய உள்ளோம்.

இக்கோயிலுக்கு வரும் பக்தர்கள் தங்களின் ஆயுள் நீடிக்க வேண்டிக்கொள்கிறார்கள். சனிக்கிழமைகளில் எமகண்ட நேரத்தில் இங்கு ‘ஆயுள்விருத்தி ஹோமம்’ செய்யப்படுகிறது” என்றனர்.

CHENNAI: Residents of a southern suburb who have already been putting up with the menace caused by the existing TASMAC liquor outlets are not happy with the move to open another one there. Though the shop is yet to be commissioned, residents have already sounded the warning bell.

Vengaivaasal, part of St. Thomas Mount Panchayat Union, is located between Selaiyur and Medavakkam.

“This main road is not very wide. The opening of a liquor outlet will only cause new problems for pedestrians here,” said a resident who preferred not to be named. He wondered how police or revenue department officials could give permission to the outlet when it was located less than 500 metres from a place of worship and an engineering college affiliated to Anna University.

Residents said Velachery Main Road had become a safe road for six months when all shops along it were closed following the Supreme Court ruling. Now, problems have surfaced again with shops re-opening. They also pointed out to problems caused by littering of waste inside Nanmangalam lake by tipplers visiting an outlet on its bunds.

Government sources said they had enquired the matter after objections were raised. The proposed shop would come up on a private patta land. However, complaints would be looked into and appropriate further course of action would be recommended, they added.

Medical aspirants to lose up to ₹2 lakh for blocking seats

Mumbai: From next year, medical aspirants blocking seats in the centralised NEET counselling in the country may have to pay a penalty of up to ₹2 lakh. They may even be debarred from participating in counselling further if a Union health ministry proposal is accepted by the Supreme Court. The idea is to reduce the vacancies created due to blocking of multiple seats by students.

The ministry, with the approval of the Medical Council of India (MCI), has proposed a “refundable” registration fee of up to ₹2 lakh for medical and dental admissions conducted by the central government. The fee for private and deemed colleges is ₹2 lakh and for government seats is ₹25,000.

It will be adjusted against the tuition fees if a student accepts the seats allotted, or will be forfeited, a senior ministry official said.

The ministry is yet to decide at what stage of the admission process such students will be penalised or debarred. In the first round, students are likely to be allowed free exit without any penalty to let them join a better college/ course.

The proposal is now with the oversight committee, set up to supervise the MCI’s functioning, which may suggest changes. The medical counselling committee (MCC) of the directorate general of health services (DGHS) conducts admissions to the all-India quota seats for MBBS/BDS courses in state government colleges and all seats in deemed colleges. In case of MD/MS courses, MCC fills 50% of all-India seats in state government colleges and 100% in deemed colleges and in superspecialty it fills 100% seats in all types of colleges.

The apex court has to approve the proposal to avoid multiple litigations, which delayed some of the medical admissions last year, the official said. “Students with higher ranks are the ones who usually block seats at multiple places. The second and third rungs of students in the merit list are usually affected. This problem can be eliminated only if there is a combined counselling for all colleges at undergraduate and postgraduate levels,” said agovernment official.

Dehradun: Neero Devi lays out two crisp ₹500 notes on the floor of her one-room house in Rajawala village, 20km from Dehradun city. “This is all I have to last us for the month,” says the 62-year-old widow as she puts the sum, her monthly pension from the government, back in her tattered purse.

Nearby, her 30-year-old son, Raj Kumar, born with 60% disability that has rendered his limbs immobile, lies on a cot. He can’t speak or move. His mother has to feed him.

“We were heavily dependent on the monthly disability pension of ₹1,000 my son was getting from the government. But it was stopped last year in October since he does not have an Aadhaar card. We tried several times to get him one but the machine could not take his fingerprints and iris scan,” Neero Devi told TOIon Friday.

She showed the copy of a letter from the social welfare department that said Kumar’s pension had been stopped since his Aadhaar number had not been submitted. “How many times can I carry around my son and take him to an Aadhaar centre? Sometimes he gets scared and becomes violent when they try to take his photo. I don’t want to put him through that again and again,” said Neero Devi.

While investigating Kumar’s case, TOI discovered that pensions of over 53,000 disabled, elderly and widows in Uttarakhand had been stopped since October 2016 as they had not submitted Aadhaar details. According to documents accessed by this paper, out of 59,081 people who draw the disability pension in Uttarakhand, 5,424 have not got a single penny since October 2016. Same is the case for 36,060 of the state’s 4.2 lakh old-age pension beneficiaries, and 12,047 of the 1.48 lakh widows eligible for pension.

A senior social welfare department official said the pensions were stopped following a state government notice dated June 25, 2016, which said: “GOI is making it mandatory to link Aadhaar numbers with bank accounts of each beneficiary...it is anticipated from all of you that within 15 days all the Aadhaar details and mobile number of each beneficiary will be linked with the pension software. If Aadhaar seeding of any pensioner is not done, it will not be possible to give pension to such beneficiaries.”

The notice was given out to the director as well as all the 13 districts’ social welfare officers. A copy of notice, signed by former secretary of social welfare department (Bhupinder Kaur Aulakh), is with TOI. When told that the Supreme Court has not mandated Aadhaar linking for social welfare schemes, the official from the welfare department replied: “But the Supreme Court didn’t say ‘Don’t link (welfare schemes) with Aadhaar number’.” Officials said they were “helpless”. Anurag Shankhdhar, district social welfare officer (Dehradun), said, “A proposal was floated to visit severely disabled and old people at home to collect their biometrics, but we are yet to receive the machines for the exercise from the government.”

Director of the social welfare department Major (rtd) Yogendra Yadav, however, said one of the reasons that so many beneficiaries had not submitted their Aadhaar details could be that they never existed in the first place or were ineligible for apension.

Yadav said, “We have sent out communication to all beneficiaries to get their Aadhaar cards linked with bank accounts so we can resume their pensions. We have even launched a toll-free number to help out people. But some are neither connecting with the social welfare department nor reaching out to UIDAI.”

Basant Thapliyal, chairperson of Nanda Devi Nirdhan Divyaang Kalyan Association of Uttarakhand, said that many disabled and old people in the state, especially in the hills, cannot bear the cost of travel to an Aadhaar centre.

₹1.5L meant for voters seized, total tally ₹15L

Chennai: Just three days before campaigning for the December 21 RK Nagar bypoll ends, it’s raining cash in the constituency. On Saturday, when special chief electoral officer Vikram Batra arrived in the city, authorities seized more than ₹15 lakh in multiple cases.

While election commission officials seized ₹13 lakh from a physiotherapy centre in Korukkupet, DMK workers nabbed a person allegedly belonging to the AIADMK and recovered ₹1.5 lakh in ₹2,000 denomination. The man from Theni was allegedly in possession of a list of the names and mobile numbers of Netaji Nagar voters. “We caught him and handed him over to police,” a DMK worker of Netaji Nagar said.

EC officials seize ₹13 lakh from physiotherapy centre

While the DMK has made allegations against AIADMK and T T V Dhinakaran, the AIADMK too has been levelling charges against DMK and Dhinakaran. The DMK said that though it filed 40 complaints, only a few FIRs were registered.

On money being seized from the physiotherapy centre, a senior EC official said: “We reached the centre soon after we received information about cash being hidden there. We found ₹13 lakh in the custody of an individual called Pachaiappan, a native of Tiruvannamalai.”

Many people were caught with smaller amounts, totalling more than ₹1 lakh, he said. Flying squads conducted searches in many places, both inside and outside the constituency, to check money distribution to voters.

Batra held a series of meetings to review the poll preparedness. The meetings were attended by chief electoral officer, district election officer, the police commissioner and many other officials. “We have decided to tighten the security in the constituency,” said Batra.

He said so far more than ₹20 lakh had been seized from the constituency since the bypoll was announced. “We went through the allegations levelled by political parties and some of them were found to be genuine,” he said.

Soon after the officials’ meeting, DMK representatives met Batra and alleged that the AIADMK was trying to woo people by distributing as much as ₹6,000 per voter. “Despite repeated complaints given by our party requesting officials to prevent distribution of cash to voters by the AIADMK, no effective steps have been taken to curb the menace. We have been sending complaints through WhatsApp by mentioning the name of the area where money is distributed. But no action has been taken,” alleged DMK Rajya Sabha MP R S Bharathi in a memorandum to Batra. Similarly, Dhinakaran supporters also met Batra and complained against the AIADMK.
