No concession for Ph D scholars

Chennai: As per the records of the University of Madras, some research scholars were given permission 20 years ago to complete their study after registering for the Ph.D on the basis of special consideration and a majority of research scholars taking more time than the minimum period of three years to finish their study thereby rendering the research work irrelevant when they submit their thesis.

The university, which has adopted the UGC (Minimum Standards and Procedure for Award of M. Phil. /Ph.D. Degrees) Regulations, 2016, have decided to do away the practice of giving special consideration to Ph.D candidates for the coming academic year (2018-19).

The University of Madras has evolved a new mechanism to make research scholars submit their thesis within a minimum period. “The research scholars will have complete academic freedom in the first four years of their study. Then the doctoral committee will decide whether to give the extension for the fifth and sixth year considering the progress made by the Ph.D students,” said P. Duraisamy, vice-chancellor, University of Madras.

In most of the cases, the data collected by the candidates will not be valid and useful after ten years. The dean (research) for university departments and principal/director of institutions will be part of the doctoral committee meetings to recommend extension of registration for 5th and 6th years.

As per the new UGC rules, the re-registration system for Ph.D candidates also will be scrapped. The existing norms permit the research scholars who have completed six years to re-register and submit their thesis within two years.

“The research scholars who have completed their six years have to register afresh with the approval of their PhD guide. They will be allowed to finish the thesis after a minimum period,” Mr Duraisamy said.

He further said the new UGC rules give special consideration for pregnant women up to the period of one year and it is common for all.

Currently, around 4,000 Ph.D research scholars are registered with the University of Madras and its affiliated colleges. The university has introduced various measures to facilitate the quality research like online Ph.D admissions and monitoring system to make the process hassle-free. Through the monitoring system, scholars and supervisors can check the status for admission to an award of the degree.

“So far, 300 theses submitted in the past six months have gone through the anti-plagiarism software ‘Urkund’. This software is aiding the scholars and guides to produce quality research,” professors said.

After finding out malpractices in the reviews of foreign examiners, it also introduced new conditions such as the examiner should have published a minimum of two research papers in the relevant field in the last five years.

It is also being planned to establish a centre in the Chepauk library with about 10 computers with statistical software - SPSS - for the research students of social science departments. This centre will create a data bank by obtaining data from central/state/local government and non-government organisations.

Bihar man gets master’s degree at 98

Patna: At 98, Raj Kumar Vaishya is a perfect example of “endless erudition” and age has not deterred him in pursuing knowledge. On Tuesday, Vaishya became one of the oldest students to receive a postgraduate degree at the 12th annual convocation of Nalanda Open University. The nonagenarian had enrolled in a master’s course in economics in 2015 and completed his degree in September.

The convocation ceremony was attended by Bihar governor Satya Pal Malik and Meghalaya governor Ganga Prasad.

Born in 1920, Vaishya completed his matriculation in 1934 from Government High School Barailey. He subsequently appeared for his graduation examination in 1938 with economics as his major subject along with English and philosophy. He also completed a law degree in 1940. But that was not enough to quench his curiosity.

Vaishya, a resident of Patna’s Rajendra Nagar area, says his never-ending zeal comes from his desire to understand poverty so that he can contribute to eliminating the social evil. He believes measures like propagating family planning, removal of batadari system in agriculture and handing over the ownership of land to the one who tills it, can alleviate poverty and lead to a more equitable society.

2 flyers from SE Asia caught with gold worth ₹11.3 lakh

Chennai: Customs sleuths seized gold worth ₹11.3lakh from two passengers, inlcuding a woman, who arrived from Malaysia and Singapore at the city airport.

The seizures took place on Friday and Monday. Two gold chains weighing a total 188 grams and valued at ₹5.5lakh were seized from Muthu Natchiyar, 44, who arrived from Singapore on Monday. She had hidden the jewellery in her inner wear.

In another incident on Friday, two gold cutbits weighing 199 grams and valued at ₹5.8lakh were seized from Mohamed Rabeek, 24, who arrived from Kuala Lumpur. The gold bits were concealed using black adhesive tapes and were kept in an inner pocket on his trouser, said a press release

வெளிநாட்டு குடியுரிமை பெற்ற 4.5 லட்சம் இந்தியர்கள்: மத்திய அரசு தகவல்

கடந்த 2014-ஆம் ஆண்டிலிருந்து தற்போது வரை, 4.5 லட்சம் இந்தியர்கள் வெளிநாட்டு குடியுரிமை பெற்றுள்ளதாக மத்திய அரசு புதன்கிழமை தெரிவித்தது.

இதுதொடர்பாக மக்களவையில் எழுப்பப்பட்ட கேள்விக்கு, வெளியுறவுத் துறை இணையமைச்சர் வி.கே.சிங் எழுத்துப்பூர்வமாக அளித்த பதிலில், 'கடந்த 2014-ஆம் ஆண்டு முதல் தற்போது வரை, சுமார் 117 நாடுகளில் 4,52,109 இந்தியர்கள் குடியுரிமை பெற்றுள்ளனர்; அமெரிக்காவில் மட்டும் கடந்த ஆண்டு 23,234 இந்தியர்கள் குடியுரிமை பெற்றுள்ளனர்' என்று தெரிவிக்கப்பட்டுள்ளது.

இதேபோல, வெளிநாடுகளில் இந்திய மாணவர்கள் மீது நிகழாண்டில் 21 தாக்குதல் சம்பவங்கள் நிகழ்ந்துள்ளதாகவும் வி.கே.சிங் தெரிவித்துள்ளார்.
26,000 வழக்குகள் நிலுவை: மத்திய தகவல் ஆணையத்தில் கடந்த ஏப்ரல் 1-ஆம் தேதி நிலவரப்படி சுமார் 26 ஆயிரம் வழக்குகள் நிலுவையில் இருப்பதாக மத்திய அமைச்சர் ஜிதேந்திர சிங் தெரிவித்தார்.

தகவல் அறியும் உரிமைச் சட்டத்தின்கீழ் (ஆர்டிஐ) அரசுத் துறைகளிடம் மனு செய்யும் ஒருவர், உரிய தகவல்கள் கிடைக்கப் பெறாத பட்சத்தில், இதுதொடர்பாக மத்திய தகவல் ஆணையத்தில் புகார் அளிக்கவோ, மேல்முறையீடு செய்யவோ முடியும். இவ்வாறான 26,449 வழக்குகள் மத்திய தகவல் ஆணையத்தில் நிலுவையில் உள்ளதாக மத்திய அமைச்சர் ஜிதேந்திர சிங் தெரிவித்தார்.

கடந்த ஆண்டு நிலுவை வழக்குகளின் எண்ணிக்கை 34,982-ஆக இருந்தது என்றும், 2015-16 காலகட்டத்தில் பல்வேறு மத்திய அரசுத் துறைகளுக்கு ரூ.10.52 லட்சம் வரை மத்திய தகவல் ஆணையம் அபராதம் விதித்தது என்றும் அவர் தெரிவித்தார்.

4,694 இணையதள முகவரிகளுக்கு தடை: குழந்தைகளைப் பாலியல் ரீதியாக தவறாக பயன்படுத்தும் விடியோ, புகைப்படங்களைக் கொண்ட சுமார் 4,694 இணையதள முகவரிகளை (யுஆர்எல்) தடை செய்யும்படி, இணையச் சேவை வழங்கும் நிறுவனங்களுக்கு மத்திய அரசு உத்தரவிட்டுள்ளது.

மக்களவையில் கேள்வியொன்றுக்கு எழுத்துப்பூர்வமாக அளித்த பதிலில், மத்திய தொலைத் தொடர்புத் துறை அமைச்சர் மனோஜ் சின்ஹா இதனை தெரிவித்தார். மேலும், உரிய தொழில்நுட்பங்களின் மூலம் அந்த இணையதள முகவரிகளை தடை செய்யும் பணியை இணையச் சேவை நிறுவனங்கள் மேற்கொண்டுள்ளதாகவும் அவர் கூறினார்.

B.R.பந்துலுவின் மகள் விஜயலஷ்மி...



திரை உலகின் முதல் கேமராமேன். ஆயிரத்தில் ஒருவன் படத்தின் போது எனக்கு 7 வயது, என் அம்மாவின் பின்புறமிருந்து எம்.ஜி.ஆர் அவர்களைப் பார்ப்பேன்.

எம்.ஜி.ஆரை வைத்து என் அப்பா ‘மதுரை மீட்ட சுந்தர பாண்டியன்’ படம் எடுத்துக் கொண்டிருந்த போது, 1974, அக்டோபர், 8 ஆம் தேதி காலமானார். பிரபலங்கள் அனைவரும் அவர் இறுதி அஞ்சலிக்கு வந்திருந்தனர். எம்.ஜி.ஆரும் வந்தார்.

அவ்வேளையில் அனைத்து சொத்துக்களும் அடமானத்திலிருந்தது. ஒன்று விஷம் வைத்து சாகனும் அல்லது கொடுக்கணும் என்ற நிலையில் எங்கள் குடும்பம் இருந்தது. அடுத்த நாள் வந்த எம்.ஜி.ஆர் அனைத்து கடன் கொடுத்தவர்களையும் அழைத்து, கடன்களுக்கு தானே பொறுப்பு, அவர்களை தொந்தரவு செய்ய வேண்டாம் என்று கூறியதுடன்... 4 ரீல்களே முடிந்த நிலையிலிருந்த மதுரை மீட்ட சுந்தர பாண்டியன் படத்தை தானே இலவசமாக டைரக்ட் செய்து, படத்தினை ரிலீஸ் செய்ய வேண்டிய காரியங்களைச் செய்தார். அதில் வந்த பணத்தை வைத்து கடன் முழுதும் அடைத்தார்.

எங்கள் ஊரில் ஊனமுற்ற இளைஞர் ஒருவர் இருந்தார். எம்.ஜி.ஆருக்கு கடிதம் எழுதச் சொல்லி என்னிடம் கொடுத்தார்.

எங்கம்மா இறந்துட்டாங்க, நான் நிராதரவாக இருக்கேன் எனத்தன் நிலைமையைச் சொல்லி, எனக்கு ஏதாவது பண உதவி செய்யச் சொல்லி என்னை கடிதம் எழுதச் சொன்னார். நானும் சிரித்துக் கொண்டே எழுதினேன்.
ஆனால் மாத இறுதியில் ஒரு மணி ஆர்டர் என தொடர்ந்து 10 மாதத்திற்கு வந்தது. இது ஆச்சர்யமான மனிதாபிமானம்.

இன்னொரு சம்பவம்

பூனா ஃபிலிம் இன்ஸ்டிட்யூட்டிலிருந்து சில மாணவர்கள் தமிழ் சினிமா உலகம் எப்படி இருக்கு? என்பதைப் பார்க்க வந்தனர். அப்போது எம்.ஜி.ஆரை பார்த்த போது, எம்.ஜி.ஆர் அவர்களிடம்...

தம்பி என்னுடைய படங்களைப் பார்த்து தமிழ் சினிமாவை முடிவு செய்யக் கூடாது... அங்கே ‘வியட்நாம் வீடு’ என்றொரு படம் ஓடுகிறது. அதில் சிவாஜி கணேசன் நடித்துள்ளார். அநதப் படத்தைப் பாருங்கள் என்றார்.

என் காதல் திருமணத்தை நடத்தி வைத்து வாழ வைத்தவர் எம்.ஜி.ஆர். குண்டு வெடித்த பின், 3 துண்டாகப் போன என் காலை, சரி செய்ய மருத்துவர்களிடம் போராடி, நான் இன்று நடப்பதே எம்.ஜி.ஆரால், அவர் என் தெய்வம் என்றார். என் மருத்துவச் செலவையும் அவரே செய்தார்.
