தற்போது, மருத்துவ கல்வியை நிர்வகிப்பதற்காக இந்திய மருத்துவ கவுன்சில் உள்ளது. அதற்கு பதிலாக ‘தேசிய மருத்துவ ஆணையம்’ என்ற அமைப்பை உருவாக்க மத்திய அரசு திட்டமிட்டுள்ளது.

இதற்கான மசோதாவை பாராளுமன்றத்தில் மத்திய சுகாதாரத்துறை மந்திரி ஜே.பி.நட்டா நேற்று தாக்கல் செய்தார். அப்போது, காங்கிரஸ், திரிணாமுல் காங்கிரஸ் உள்ளிட்ட கட்சிகளின் உறுப்பினர்கள், அதற்கு எதிர்ப்பு தெரிவித்தனர். முழுமையான ஆய்வுக்காக மசோதாவை பாராளுமன்ற நிலைக்குழுவுக்கு அனுப்பி வைக்குமாறு அவர்கள் வற்புறுத்தினர். ஆனால், அவர்களின் ஆட்சேபனையை சபாநாயகர் சுமித்ரா மகாஜன் நிராகரித்தார். ‘மசோதா தாக்கல் செய்யப்படுவதை எதிர்க்க, முன்கூட்டியே நோட்டீஸ் கொடுத்திருக்க வேண்டும்’ என்று அவர் கூறினார்.

அப்போது, ஜே.பி. நட்டா, ஒரு பாராளுமன்ற குழுவின் சிபாரிசுகள், இந்த மசோதாவில் சேர்க்கப்பட்டு இருப்பதாக தெரிவித்தார். மருத்துவ கல்வி மற்றும் மருத்துவ தொழில் குறித்து புகார்கள் எழுந்து வருவதால், மருத்துவ கல்வி துறையில் சீர்திருத்தம் செய்யும் நோக்கத்தில், இந்த மசோதா கொண்டுவரப்படுகிறது. மருத்துவ கல்வியை முடித்தவர்கள், டாக்டராக தொழில் புரிவதற்கான உரிமம் பெற புதிய தேர்வு அறிமுகம் செய்யப்படுகிறது. அதில் தேர்ச்சி பெற்றால்தான், இந்த உரிமம் வழங்கப்படும் என்று அதிகாரி ஒருவர் தெரிவித்தார்.

மேலும், மருத்துவ கல்வி நிறுவனங்கள், புதிய சீட்களை சேர்த்துக் கொள்வதற்கோ, முதுகலை மருத்துவ படிப்புகளை தொடங்குவதற்கோ அனுமதி பெறத்தேவை இல்லை என்றும் மசோதாவில் கூறப்பட்டுள்ளது. மசோதாவின்படி, இந்திய மருத்துவ கவுன்சிலுக்கு பதிலாக, தேசிய மருத்துவ ஆணையம் அமைக்கப்படும்.

தேசிய மருத்துவ ஆணையத்தின் கீழ், தன்னாட்சி பெற்ற 4 அமைப்புகள் அமைக்கப்படும். இளங்கலை மற்றும் முதுகலை மருத்துவ படிப்புகளை நடத்துதல், மருத்துவ கல்வி நிறுவனங்களை மதிப்பீடு செய்து, அங்கீகாரம் அளித்தல், டாக்டராக பணிபுரிய பதிவு செய்தல் ஆகிய பணிகளை இந்த 4 அமைப்புகளும் செய்யும்.

தேசிய மருத்துவ ஆணைய தலைவர் மற்றும் உறுப்பினர்களை மத்திய அரசு நியமிக்கும். 4 தன்னாட்சி அமைப்புகளின் உறுப்பினர்களை மந்திரிசபை செயலாளர் தலைமையிலான தேர்வுக்குழு தேர்வு செய்யும். தேர்வுக்குழுவில், தேர்ந்தெடுக்கப்பட்ட 5 உறுப்பினர்களும், அலுவல்நிலை உறுப்பினர்கள் 12 பேரும் இடம்பெறுவார்கள் என்று மசோதாவில் கூறப்பட்டுள்ளது.

ஆந்திராவில், மாதம் ரூ.149க்கு தொலைபேசி இணைப்பு, இணைய தள சேவை, 250 சேனல்களுடன் தொலைபேசி இணைப்பு போன்றவை வழங்கப்பட உள்ளன. இந்த ஃபைபர் க்ரிட் சேவையை நாளை விஜயவாடாவில் குடியரசுத் தலைவர் ராம்நாத் கோவிந்த் தொடங்கி வைக்கிறார்.

தகவல் தொழில் நுட்பத்தில் அதிக நாட்டமுடையவர் ஆந்திர முதல்வர் சந்திரபாபு நாயுடு. ஒருங்கிணைந்த ஆந்திர மாநில முதல்வராக இவர் இரண்டு முறை பணியாற்றிய போது, ஹைதராபாத்தில் ஹைடெக் சிட்டியை உருவாக்கினார். பல பொறியியல் கல்லூரிகளுக்கு அனுமதி வழங்கினார். இதனால் இன்று தெலங்கானா மாநிலத்தில் தகவல் தொழில்நுட்பத்தில் பல முன்னேற்றங்கள் தொடர்ந்து நடைபெற்று வருகின்றன. பல்வேறு ஐடி நிறுவனங்கள் ஹைதராபாத்தில் தொடங்கப்பட்டுள்ளன.

ஆந்திர மாநிலத்தில் குக்கிராமங்களுக்கும் இந்த பைபர் கிரேட் சேவை நாளை முதல் தொடங்க உள்ளது. இதனை குடியரசுத் தலைவர் ராம்நாத் கோவிந்த் நாளை விஜயவாடாவில் தொடங்கி வைக்கிறார்.

ரூ. 149க்கு இணைய தள இணைப்பு வழங்கப்படுகிறது. 15 எம்பிபிஎஸ் முதல் 100 எம்பிபிஎஸ் அதிவேக இணைப்பாக வழங்கப்பட உள்ளது. 250க்கும் மேலான தொலைக்காட்சி சேனல்களும், வாடகை இல்லாத தொலைபேசி இணைப்பும் வழங்கப்பட உள்ளது.

முதல் கட்டமாக இன்று கிழக்கு கோதாவரி மாவட்டத்தில் மோரி கிராமத்தில் இந்தத் திட்டம் தொடங்கப்படுகிறது. தொடர்ந்து 55 கிராமங்களில் இத்திட்டம் நாளை முதல் அமலுக்கு வருகிறது. இதன் மூலம் வரும் 2019ம் ஆண்டிற்குள் மாநிலத்தில் உள்ள 30 லட்சத்திற்கும் அதிகமான வீடுகளுக்கு இத்திட்டம் பூரணமாக அமல்படுத்தப்படும். இதன் மூலம் மேலும், 4,000 அரசுப் பள்ளிகளுக்கு டிஜிட்டல் பள்ளிகள் நடத்தலாம். மேலும், 6000 ஆரம்ப சுகாதார மையங்களுக்கு டெலி மெடிசின் மூலம் மருந்துகளை வழங்கலாம். ஸ்மார்ட் நகரங்களுக்கு மொபைல் இணைப்பு சேவையை எளிமையாக்கலாம்.

MORE THAN 1 crore households, 50,000 schools and educational institutions, all government offices, more than 5,000 government hospitals and health centres and all panchayat offices in Andhra Pradesh will start getting Internet and rent-free telephone and cable TV from next December after President Ram Nath Kovind dedicated the state’s Fibregrid Project on Wednesday.

The President simultaneously dedicated the Andhra Pradesh Survelliance Project, a drone project, to the nation at state secretariat in Amaravati.

The Andhra Pradesh State Fibernet Limited (APSFL), which is implementing the AP Fibre Grid project, will provide three services at tariffs starting as low as Rs 149 for 5 GB at 15 MBPS speed and 250 TV channels and a free telephone connection.

Describing the services as pioneer projects, Kovind said these would help enhance the quality of life of the people. The President said a cloud-based virtual classroom service will benefit students in rural areas, and the spreading of Internet services would help in health care using tele-medicine. The use of drones would help in getting real-time information, which in turn will help the government and district administrations to improve safety and policing, he said.

After inspecting the real-time governance centre at the Secretariat, the President advised Chief Minister N Chandrababu Naidu to give a presentation at the national level on real-time governance for the benefit of other states.

The APSFL, now the country’s largest state government-owned telecommunication company, has already laid more than 23,000 km of the required 55,000 km of optical fibre cables in 13 districts of Andhra Pradesh.

While the first phase targets households, the second phase envisages connecting all 9,000 gram panchayats from mandal headquarters. Horizontal connectivity from gram panchayats to schools and other educational institutions, primary health centres and government offices will be given through WiFi.

IT Minister N Lokesh Naidu said the fibre grid must be fully utilised in sectors such as education, telemedicine, e-governance, agriculture, rural development and e-commerce. The fibre optic grid is one of the five being established by the Andhra government. The four others are a water grid, gas grid, power grid and road grid.

Facebook prompts option for new users: Sign-up with name as per Aadhaar 

Facebook is not asking users for any other Aadhaar-based information apart from first and last name.

 Facebook is one of the largest social networking platforms globally, with over 201 million active users in India.

Facebook India is asking new users to register their first and last names based on their Aadhaar card. A Facebook spokesperson, in a statement to indianexpress.com confirmed the company is prompting users to sign-up with their Aadhaar name, as part of a small test. However, entering the same name as that on Aadhaar is not compulsory and users can choose to ignore the prompt, if they wish to.

“We want to make sure people can use the names they’re known by on Facebook, and can easily connect with friends and family. This is a small test where we provide additional language when people sign up for an account to say that using the name on their Aadhaar card makes it easier for friends to recognize them. This is an optional prompt which we are testing, people are not required to enter the name on their Aadhaar card,” reads Facebook’s statement.

Facebook’s new prompt was first spotted by a Reddit user, who posted a screenshot on the site. “Using the name on your Aadhaar card makes it easier for friends to recognise you,” it reads. indianexpress.com didn’t see the promt while creating a new Facebook account, possibly because this is a small test.

Notably, Facebook is not asking users for any other Aadhaar-based information apart from first and last name. The move is aimed at making it easier for people on the platform to recognise friends. It is unclear if Facebook will roll out the feature to everyone.

Six states, Haryana, Rajasthan, Madhya Pradesh, Himachal Pradesh, Chhattisgarh and Telangana, have written to the All India Council for Technical Education (AICTE) urging the regulator to declare a “holiday” on establishment of new engineering colleges in these states from 2018.

With the trend of vacant seats in technical programmes continuing unabated even this year, these states have also requested AICTE to impose a temporary ban on capacity expansion in existing institutes. Engineering makes up 70 per cent of technical education in India. Management (MBA), pharmacy, computer applications (MCA), architecture, town planning, hotel management and ‘applied arts and crafts’ form the rest. Of the 15.5 lakh BE/BTech seats in 3,291 engineering colleges across the country, 51 per cent were vacant in 2016-17, according to AICTE data recently investigated by The Indian Express.

AICTE Chairman Anil Sahasrabudhe said that the Council has accepted the suggestions of four — Haryana, Chhattisgarh, Rajasthan and Telangana — of the six states and any future approval to new institutes there will only be given keeping their views in mind. “Himachal Pradesh and Madhya Pradesh have simply asked us to not permit any new institutes. This isn’t good enough. Haryana, Chhattisgarh, Rajasthan and Telangana have backed their plea with reasons and even with a perspective plan. So we have asked the two states (MP and HP) to do the same for us to consider their request,” said Sahasrabudhe.

 In 2016-17, 58 per cent of 98,247 B.E/B.Tech seats in MP found no takers. In HP, 74 per cent of the 7,830 seats were vacant last year. A three-month long investigation by this newspaper to find why engineering seats were going unfilled found glaring gaps in regulation, including alleged corruption; a vicious circle of poor infrastructure, labs and faculty; non-existent linkages with industry and the absence of a technical ecosystem that can nurture the classroom. All this accounting for low employability of graduates and, therefore, an abysmal record of job placement. In short, a steady devaluation of Brand BE/BTech.

  AICTE’s enrolment data analysed by The Indian Express had shown that crisis in engineering education was at its worst in Haryana. At 74 per cent, the state had the highest proportion of vacant engineering seats in 2016-17. In its letter addressed to AICTE, the technical education department of Haryana has estimated that almost 70 per cent of its BTech seats were left vacant even in the current academic year. The abysmal admission record has prompted the state to seek a two-year moratorium (2018-19 and 2019-10) on new technical institutes. Haryana has also suggested that the regulator should not permit any increase seats in existing institutes “without ensuring quality training of students … by way of results, placements and potential applicants/admissions etc.”


“The need of the hour is to improve the quality of existing technical institutions, rather than the capacity in terms of institutions/intake. The concept of self-financing institutions needs to be reviewed in view of its relevance as large number of seats are lying vacant and due to lack of resources, the quality of training is severely affected,” the technical education department of the state had said in its letter to AICTE.
 
“The students passed out from these institutions remain unemployed due to lack of skill resulting in great loss to the society. Institutions have lower admissions below a threshold for the last three years may be closed in order to ensure good quality training to students. However, the institutions established by the government of india/state government in future having built-in quality mechanism and sufficient resources may be allowed to be opened,” the state has further suggested. Similarly, Telangana, where 47 per cent of 1.4 lakh BTech seats had found no takers last year, has asked AICTE to “declare a holiday” on establishment of new engineering colleges from next year and this holiday “may also be extended to B.Pharmacy, MBA/MCA Institutions”.



Telangana, however, wants the Council to make an exception only for educationally backward districts of the state. That apart, it wants that the regulator should not sanction intake in excess of 120 seats per branch at the undergraduate level and 24 at the postgraduate level. Telangana is also not in favour of permitting engineering colleges in the state to start a “second shift”.

Chhattisgarh, with 63 per cent of the 22,934 undergraduate engineering seats vacant in 2016-17, has urged to regulator that new institutes should only be approved with “prior consultation with the state and only in those districts where there is no engineering college and industrial development in taking place” and no capacity expansion in engineering courses.

“Institutes or branches with less than 10 per cent admission over last three years should be closed down immediately,” reads the state’s letter, which also informed AICTE that the proportion of empty seats in undergraduate engineering programme in the current year had increased to almost 67 per cent. Rajasthan, which had 67 per cent of its 58,013 BTech seats left unoccupied last year, wants that no new private technical institution should be allowed in the state except for three districts Jaisalmer, Kasauli and Udaipur.
