Two key metro rail lines — from Central to Shenoy Nagar and AG-DMS to Little Mount via Saidapet (beneath Anna Salai) and four stations will be launched on Friday, providing much-needed connectivity to Chennai Central — the city’s largest transit hub.

The lines are ready to be opened after a delay of more than two years, State industries minister M C Sampath told TOI that Central Metro, Egmore Metro, Shenoy Nagar and four other stations between AG-DMS and Little Mount on Anna Salai will be inaugurated on May 25. “The chief minister will be present. We have also invited the ministers of state,” said Sampath.

On Tuesday, Sampath inspected the arrangements made in the stations including Egmore Metro, where the inaugural function will be held. Top Chennai Metro Rail Ltd (CMRL) officials were present during the inspection.

When the 5.62-km line between Shenoy Nagar and Central Metro opens, commuters can board a train every five minutes to Shenoy Nagar, Anna Nagar, CMBT and St Thomas Mount. They will also be able to board a direct service to airport or reach Anna Salai by shifting corridors at Alandur metro. At Central, only the upper track level connecting stations on Poonamallee High Road will be opened. The lower track linking Anna Salai is not yet ready.

The 4.5-km stretch between Little Mount and AG-DMS can take commuters arriving at the busy bus stops in DMS and Saidapet and from surrounding localities up to the airport. Passengers can shift corridors in Alandur station and proceed to CMBT or to Central Metro.

Both the stretches were delayed by nearly two years, as their earlier deadline was December 2015. Work in the Anna Salai line was stalled for a year after a Russian contractor, who was building tunnels and stations between May Day Park and Saidapet, abandoned work citing financial crisis. This forced the government to open bids again and award contracts in small packages to firms to finish the pending work.

Commissioner of metro rail safety KA Manoharan and his team last week conducted inspections of the stations and tunnels. He said authorisation would be given this week subject to certain conditions like completion of passenger amenities in the stations.

“At Central Metro, they have only one entry point ready. They should have one more entrance ready for evacuation of passengers during emergency,” he said after the inspection.

A five-member gang barged into an auditor’s bungalow, tied him up with his wife and made away with at least 150 sovereigns (1.3kg) of gold ornaments worth ₹36 lakh in Padmavathy Nagar, Tiruvallur, early on Monday. The burglars also escaped with the auditor’s car, ₹1lakh in cash, two cellphones and a pair of gold-framed spectacles, the police said.

Ramachandran, 67, and his wife Ranjitham, 60, stay in a house near the Tiruvallur Government Hospital. Police said Ramachandran heard a knock on the door around 1.30am. When he opened the door, five men barged in and tied up his hands and legs. They tied up his wife too when she heard her husband cry out in surprise and rushed to the hall .

The couple’s son Lokesh, 32, had been staying with them for a few days. While Ramachandran and his wife were asleep on the ground floor, Lokesh was sleeping on the first floor. Police said the boy did not hear the commotion as he had shut his bedroom door.

“The couple said the men had masked their faces with strips of cloth and spoke in Hindi,” said a senior police officer. After stealing the valuables in the house, the gang found Ramachandran’s car keys near the bed. Some of the robbers escaped in his car. The couple told police that they heard two cars leave the house, suggesting that the men had arrived in another vehicle.

“Ramachandran and his wife did not raise an alarm as they didn’t want their son harmed. They called out to their son after the gang left and informed the police,” the officer said.

“There was no CCTV camera or watchman in the house, making it an easy target. The couple said they had brought home the jewellery from a bank locker for personal use. Police dogs have been pressed into service,” the officer said, adding that three special teams had been formed to nab the gang.

Anna University to develop medical devices under national scheme

An indigenous unit to manufacture automated medical devices will soon be set up in Anna University under the University for Potential for Excellence (UPE) scheme.

Vice-chancellor M K Surappa said the University Grants Commission (UGC) advisory committee, which on Monday inspected the progress made in utilising the grant released under the scheme, had given its nod for the second phase of funding.

The university has already spent nearly ₹23 crore towards this and is expecting another ₹50 crore from the UGC in subsequent phases. “Of the17 varsities selected for funding, only Anna University was shortlisted and has come up with a model which others can follow,” Surappa told TOI.

The unit, which is to come up at the Guindy and Chromepet campuses, will be involved in limited manufacture of bactibiogramoscopes – medical devices designed by Anna University researchers from multiple streams including medical electronics, mechanical and production technology. They are capable of identifying the type of bacteria causing illnesses like urinary tract infections and diarrhoea and suggesting the right antibiotic to be prescribed within eight hours.

Conventional laboratory methods take 48 hours to produce results, until which doctors usually prescribe commonly used antibiotics to control the infection. There is no guarantee that this is the right drug and rampant use of antibiotics without rationale has resulted in the spread of Multi-Drug-Resistant (MDR) strains, said professor S Muttan.

“Infections due to MDR are the cause for increasing cases of nosocomial (hospitalacquired) infections. Our device would eliminate these shortcomings,” he added. The cost of a test would also come down from ₹600-1,000 to ₹100 once the device is out in the market, said researchers. Semi-automated versions of the device are currently being validated by a NABL-accredited microbiological lab in Coimbatore and an automated version will be developed soon.

The 100th day of protests against Sterlite Copper spiralled horribly out of control when the police opened fire on rampaging mobs here on Tuesday killing 10 protesters, including two women. Around 65 people were injured, many of them seriously, in the violence.

More than 5,000 demonstrators gathered at Our Lady of Snows Church near the Old Harbour in this southern coastal town in the morning and started marching towards the collectorate. Though Section 144 of the CrPC that prohibited an assembly of more than four people was in force in select areas covering the collectorate and the Sterlite plant, police were grossly outnumbered by the marchers who attacked them and burnt vehicles.

“We didn’t expect this kind of a mob,” said a police officer. “We had mobilised some 1,500 personnel. We brought in 1,000 more after the protest turned violent.”

Human rights activist Henry Tiphagne, who was in Tuticorin, told TOI that some of those who opened fire at the protesters were not in police uniform. “It was a total violation of human rights,” he said.

Those killed were identified as Tamilarasan, 35, of Kurukkusalai; Shanmugam, 25, Teachers Colony, Tuticorin; Glaston, 40, of Kovilpitchai, Tuticorin; Kandhaiya, 55, of Ceylon Colony, Tuticorin; Maniraj, 34, of Dhamodar Nagar, Tuticorin; Venista, 16; Antony Selvaraj, 35 both from Tuticorin; Jeyaraman, 62, of Usilampatti; Vinitha, 29, of Therespuram, Tuticorin; and Karthik, 20, a second year BA student.

The protesters have been demanding the closure of Sterlite’s copper smelting unit, which they claimed polluted the environment and caused ailments to people in the neighbourhood. Since the protest began at Kumarattiyapuram on the outskirts of the city on February 12, demonstrations to pressure the government to close down the plant had been going on.

Preparations for picketing the collectorate on May 22 were in full swing when the district administration and the police granted permission only for staging a protest at the SAV School Ground. This was turned down by the protesters, following which the collector clamped regulatory orders under Section 144 of the CrPC. 

Police strength upped to 2,500 later in the day

Around 1,500 police personnel from Tuticorin, Tirunelveli, Kanyakumari and Dindigul districts had been deployed for maintenance of law and order. When the protesters marched towards the collectorate, police tried to stop them at several points – at the South Police Station, VVD Signal, Third Mile Bridge, FCI Godown and the Collectorate - but in vain.

Vastly outnumbered by the protesters, many police personnel fled. As the crowd reached the collectorate they began smashing and torching nearly 50 two-wheelers and a dozen four-wheelers. They attacked the main building of the collectorate and police personnel posted there, leaving a few policemen injured. At this point, police retaliated by firing at the mob. They chased down fleeing protesters, beat them up and secured hundreds of them, including those attached to radical outfits. Police officers refused to confirm who ordered the firing.

Angered by the firing, the public blocked the vehicle of the superintendent of police of Tuticorin district P Mahendran at the bridge atop Buckle Canal.

Police again fired at the crowd killing Vinitha. As the situation went out of control, police strength was increased to around 2,500 later in the day.

The ruling AIADMK, which came in for much flak from Opposition parties for the police firing, maintained that the firing was warranted as the protesters, despite Section 144 CrPC being in force, went ahead with the march and indulged in violence.

DGP T K Rajendran said in a press release that protesters indulged in uncontrollable violence. Police used tear gas, lathis and opened fire as a last resort. Due to firing, there were a ‘few deaths’, he said.

Stalin skips B’luru, heads to Tuticorin

Chennai: DMK working president M K Stalin has cancelled his visit to Bengaluru to participate in the swearing in of JD (S) leader H D Kumaraswamy as chief minister of Karnataka. Stalin told reporters he would be visiting Tuticorin instead to meet the kin of those killed in police firing. “It is a shame that such a gruesome act has happened in Tuticorin. I will visit the area on Wednesday and at present my party leaders are visiting the area,” he said. TNN

Govt moots full refund if air tickets cancelled within 24 hrs of booking

You may, from August, be able to cancel your domestic air ticket within 24 hours of booking without any cancellation charges for flights that are at least four days away from departure. It will not matter whether you booked the ticket directly from the airline or through an agent or travel portal while claiming the refund.

The aviation ministry on Tuesday afternoon issued a draft passenger charter that, among others, has this passenger-friendly proposal.

TOI had first reported about the draft charter and many of its features in its edition dated April 19, 2018.

The Centre will seek comments from stakeholders on the charter and after taking them into consideration, will issue the final rules by July. The rules will apply on all airlines and in turn on travel portals and agents, in cases of cancellation charges. Almost all carriers have opposed the proposals. Aviation secretary R N Choubey said the final rules will keep in mind the interests of both airlines and flyers, with passenger rights getting more weightage.

If an airline informs you 24 hours before departure of the domestic flight that it is delayed by over four hours, you could be entitled to a full refund. Airlines may also have to offer compensation if passengers miss connecting flights due to delay by first flight.

Similarly, airlines may have to offer compensation between ₹5,000 and ₹20,000 to passengers for missing connecting flights due to the first flight being late. However, both the domestic flights for connecting passengers should be on one PNR — meaning on the same airline ticket.

“Cancellation charges have been a sore point with passengers. We studied the issue and found that many of the complaints can be addressed by having a 24-hour lock in period for people to cancel their domestic tickets without any cancellation charge if the flight departure time is over four days away. Accordingly, we have included this provision in the draft charter,” Union minister of state for aviation Jayant Sinha said.

People booking domestic tickets for flights whose departure is within four days will have to pay the cancellation charges which currently are base fare plus fuel surcharge or ₹3,000, whichever is less.

The charter proposes that if domestic flight delays happen due to airlines’ fault and not reasons beyond their control like weather or airport congestion, passenger will be entitled to certain thing.

These include a full refund if an airline tells 24 hours before flight departure time that the flight is going to be delayed by over four hours.

If delay means the passenger flies the next day (after midnight), airlines may have to offer free hotel accommodation with airports transfers.

The charter also says that the ministry’s AirSewa app will be updated to allow passengers to get a unique “Digi-Yatra” ID number for paperless domestic travel using biometrics. TOI reported this on Tuesday.

ஏழ்மையிலும் செம்மை இருந்த காலம் ஒன்று இருந்தது. பற்றாக்குறையிலும் உள்ளம் நிரம்பி வழிந்தது. பக்கத்து வீடும் நம் வீட்டின் நீட்சியாக நகரங்களிலும் அன்புக் கரம் நீட்டிய மனநிலை அன்று. எப்போது வேண்டுமானால் நம்மிடம் இல்லாததைப் பக்கத்து வீடுகளில் கேட்டுப் பெறலாம் என்பது எத்தனை பெரிய வசதி. அன்று பண்டம் மாற்றுமுறை பாசத்தால் நிகழ்ந்தது. புதிதாக நம் வீட்டு வத்தக் குழம்பு சின்னக் கிண்ணத்தில் அடுத்த வீட்டுக்குப் பயணிக்கும். அங்கு வைத்த மிளகு ரசம் இங்கு பதிலுக்கு வந்து சேரும். எந்த விசேஷமாக இருந்தாலும் அதற்காகச் செய்த பலகாரம் சுற்றியுள்ள வீடுகளுக் கும் சுடச்சுட வழங்கப்படும்.

நம் வீட்டு முருங்கை அதிகம் காய்த்தால், அது அடுத்த வீட்டினர் சாம்பார் வைப்பதற்காகவும். பக்கத்து வீட்டு செவ்வாழை தார் போட்டால் தண்டும் பழமும் கண்டிப்பாக நம் சமையலுக்கு வந்து சேரும். பால்காரர் மாடு கன்று போட்டதும் மறக்காமல் சீம்பால் அளிப்பது உண்டு. அதற்காகவே நாங்கள் அவர்கள் வைத்திருக்கும் மாடு எப்போது கன்று போடும் என்று காத்திருந்ததும் உண்டு. பாலில் கலக்கும் தண்ணீரை சீம்பாலால் அவர்கள் சரிசெய்து விடுவார்கள். இருப்பவர் இல்லாதவருக்குத் தருவதும், அதிகம் இருப்பவர் அடுத்தவரிடம் பகிர்வதும், யாரும் உபதேசிக்காமல் அன்று மக்கள் கடைப்பிடித்த நெறிமுறையாக இருந்தது.

ஒரே பொருளாதார நிலையில் இருப்பவர்கள் அருகருகே வாழ்ந்த சூழல் அது. எல்லோரிடமும் அவ்வப்போது பற்றாக்குறை தலைநீட்டும். அதை புரையேறும் தலையைத் தட்டிக்கொடுப்பதைப் போல சுற்றியிருப்பவர்கள் தங்கள் தாராளத்தால் அமுக்கி விடுவார்கள்.

’ரெண்டு தீக்குச்சி வேண்டும்’

நாங்கள் சிறுவராக இருக்கும்போது எங்கள் வீட்டுக்கு எதிரே மாட்டு வண்டி ஓட்டும் அண்ணன் தம்பிகள் ஐவர் இருந்தனர். அவர்களுக்கு நாங்கள் வைத்த பெயர் ’பஞ்ச பாண்டவர்’. காலையில் பள்ளிக்குச் செல்லும் வழியில் நாங்கள் தட்டுப்பட்டால் ஒற்றைக் கைகொடுத்து எங்களை ஏற்றிக்கொண்டு பயணித்துப் பள்ளியில் இறக்கிவிடுவார்கள். நூறு கிலோ அரிசி மூட்டைகளை அலாக்காக முதுகில் தூக்குவார்கள். உடலில் இரும்பையும் உள்ளத்தில் காந்தத்தையும் வைத்திருந்தவர்கள் அவர்கள். சமயத்தில் தீக்குச்சிகளை இரவல் கேட்டு இரவில் வருவார்கள். தீப்பெட்டிகூட சமயத்தில் வாங்க முடியாத சூழல் இருந்ததை இன்றையத் தலைமுறை நம்ப மறுக்கும்.

அந்தத் தோழர்கள் வீட்டுப் பெண்கள் அரிசி களைந்து, பருப்பு வேகவைத்து, சாதம் வடித்து பானையில் ஊற்றிய நீரையெல்லாம் எடுத்துக்கொண்டு, கைநிறைய சாணத்தை வீட்டில் போட்டுவிட்டுச் செல்வார்கள். சமயத்தில் மிஞ்சிய குழம்பையும், சோற்றையும் கொடுத்தால் மறுக்காமல் வாங்கிச் செல்வார்கள். நள்ளிரவில் அரிக்கன் விளக்கோடு வெளியே வந்தால் அலறியடித்துக்கொண்டு ’என்ன ஆபத்தோ!’ என்று விசாரிக்க வருவார்கள். ’அண்ணன்’ என்றும் ’தம்பி’ என்றும் உறவு வைத்து அளவளாவுவார்கள். அத்தனை அந்நியோன்யம்.

அன்று அவசரத்திற்கொன்று கேட்பது கவுரவக் குறைச்சல் அல்ல. அதிகாலையில் காப்பித் தூள் டப்பா வறண்டி ருப்பதைப் பார்த்து, பக்கத்து வீட்டில் ஒரு குவளை இரவல் வாங்கி திருப்பித் தருவது உண்டு. இரண்டு நாட்கள் வெளியூர் சென்றுவிட்டு வந்தால் பாலுக்குப் புரையூற்ற பக்கத்து வீட்டில் இரண்டு கரண்டி தயிர் வாங்கி வருவது உண்டு. அவற்றையெல்லாம் மகிழ்ச்சியோடு கொடுத்தார்கள், மன நிறைவோடு பகிர்ந்தார்கள்.

ஜமுக்காளமும் மடக்கு நாற்காலியும்

மரச் சாமான்கள் அன்று விலை அதிகம். வீட்டடுக்கான முக்கியப் பொருட்களில் அவற்றிற்கு முதலிடம் இல்லை. பெரும்பாலும் பெண்களுக்கு பாயே விரியும். கொஞ்சம் வசதி இருந்தால் ஜமக்காளம் விரிக்கப்படும். ஆண்கள் அமர ஒன்றிரண்டு இரும்பு மடக்கு நாற்காலிகள். சிறுவர்கள் தரையில் அமர வேண்டும். வருகிற உருப்படி அதிகமானால் மர ஸ்டூல்கள் மேலிருக்கும் அரிசி டின்கள் இறக்கப்பட்டு துணியால் அவசரமாக சுத்தம் செய்யப்பட்டு இருக்கைகளாக மாறும். இன்னும் சிலர் கூடுதலாக வந்தால் அண்டை வீடுகளில் இருந்து நாற்காலிகள் இறக்குமதி செய்யப்படும். விருந்தினர் சென்றதும் உடனடியாகத் திருப்பி ஒப்படைக்கப்படும். ஏணி என்பது ஒரு சில வீடுகளில் மட்டுமே இருக்கும்.

பரணில் இருக்கும் பாத்திரம் எடுக்கவும், கூரையில் ஏறி பழுது பார்க்கவும் வேண்டியபோது அடுத்தவர் ஏணி நமக்கு ஏற்றம் தர சித்தமாக இருக்கும். மரணம் என்பது பெரும்பாலும் வயோதிகத்தில் வரும். இறந்தவரை சாய வைக்கிற நாற்காலிகூட இரவலாய்ப் போகிற இடங்கள் உண்டு.

நம்மிடம் போதிய நாற்காலிகள் இல்லையே என்று யாரும் வருத்தப்பட்டதில்லை. உடனே இரவல் வாங்கி வர மகன்கள் என்கிற இரு காலிகள் இருந்ததால். தோசை சுடுவதற்கு அம்மாக்கள் கைவசம் முக்காலி இருக்கும். விருந்தினர் அமர்ந்து சாப்பிட நான்கைந்து பலகைகள் இருந்தன. தரையில் அமர்ந்து சாப்பிடும்போது அளவோடு சாப்பிட்டதோடு மட்டுமல்லாமல், மூட்டு வலியும் முழங்கால் வலியும் வராமல் எல்லோரும் திடமாக இருந்தார்கள்.

பக்கத்து வீட்டு அட்டிகை

அவசரம் என்றால் அடுத்த வீட்டினரிடம் மிதிவண்டியை இரவல் வாங்குவது உண்டு. திருப்பும்போது மரியாதைக்காக காற்றை நிரப்பித் தருவார்கள். சமையல் எரிவாயு திடீரெனத் தீரும்போது பக்கத்து வீட்டு உபயத்தால் அடுப்பைப் பற்ற வைப்பதும் உண்டு. அன்று கத்தி முதல் சுத்தி வரை தேவையான பொருளை வழங்கிக்கொள்வதில் நட்பும், உரிமையும் சோம்பல் முறித்தன. கைக்கும் வாய்க்குமே வருமானம் நீடிக்கும் பரிதாப நிலை நடுத்தரக் குடும்பங்களில் நர்த்தனமாடியது. பெண் பார்க்க வருகிறபோது பக்கத்து வீட்டு அட்டிகைகூட பெண்ணின் கழுத்தை அலங்கரிக்கப் பயன்படும்.

இரவல் என்பது சின்ன நகரங்களில் மட்டுமே இருந்தது. கிராமங்களில் யார் வேண்டுமானாலும் எந்த வேப்ப மரத்திலும் பல் துலக்க குச்சியை ஒடித்துக்கொள்ளலாம். எந்த மோட்டார் ஓடினாலும் தங்கள் துணிகளை மூட்டையாக எடுத்துச் சென்று துவைத்துக்கொள்ளலாம். ஓடுகிற தண்ணீரில் சிண்டுகள் சோப்புத் தேய்த்துக் குளித்துக்கொள்ளலாம்.

அதற்காகவே பெரிய தொட்டிகள். உழவர்கள் தங்கள் நிலத்தில் இன்றும் வாணிகம் செய்வதில்லை. வருவோர் போவோர் ஆசையோடு மாங்காய் கேட்டால் காசு வாங்காமல் பறித்துத் தருவார்கள். கரும்பு வயல்களில் அங்கேயே ஒடித்து ருசிக்கத் தடையில்லை. குழந்தைகளுக்குப் பால் என்று கேட்டால் பணம் பெற்றுக் கொடுப்பதில்லை. இந்த அரிய பண்புகளால் சிற்றூர்களில் இன்னமும் மனிதம் ஜீவித்திருக்கிறது.

வீட்டுக்குள்ளேயும் இரவல் உண்டு. அண்ணன் வளர்ந்ததும் தம்பிக்கு அந்த சட்டை தானாக வரும். அக்காவின் தாவணி தங்கைக்குத் தாரை வார்க்கப்படும். ஐந்தாவது படிக்கும் அண்ணன் முழு ஆண்டுத் தேர்வு முடிந்ததும் நான்காம் வகுப்பை முடித்த தம்பிக்கு புத்தகங்களை அப்படியே ஒப்படைக்க, அவன் அதிலேயே படிப்பைத் தொடரும் சிக்கனங்கள் உண்டு. வசதியற்ற மாணவர்கள் மற்றோர் படித்த புத்தகங்களை அரை விலைக்கு வாங்கி அவற்றை வைத்துத் தேறுவது உண்டு. வண்ணப் பென்சில்கள் வீட்டின் பொதுவுடைமை. வேண்டியபோது அண்ணன் தம்பிகள் எடுத்துப் பயன்படுத்தி மீள வைப்பது மரபு.

இன்று பொதுவுடைமை என்பது இல்லத்துக்குள்ளேயே இல்லை. அண்ணனுக்கு வாங்குவதை தம்பிக்கும் தருவிக்க வேண்டும்.

இல்லாவிட்டால் தகராறு. அவசரத்துக்கு என்று அடுத்தவரிடம் கேட்பது அநாகரிகம். அழுகி எறிவார்களே தவிர, பகிர்ந்து மகிழ மாட்டார்கள். பற்றாக்குறை இல்லாத நிலை பல வீடுகளில் இன்று இருக்கிறது. பெட்டியில் இல்லாத வறுமை உள்ளத்தை நிறைத்திருப்பது உண்மை.

சிவகங்கை: சிவகங்கையில் 8ம் வகுப்பு மாணவியை பாலியல் கொடுமை செய்த சார்நிலை கருவூல அலுவலர் கைது செய்யப்பட்டார்.சிவகங்கை நகராட்சி காலனியில் வசிக்கும் 13 வயது சிறுமி 8 ம் வகுப்பு படித்து வருகிறார். மருதுபாண்டியர் நகர் குடியிருப்பில் வசிப்பவர், சார்நிலை கருவூல அலுவலர் ராஜ்குமார்,54. இவர் சிறுமியை வீட்டிற்கு அழைத்து சென்று பாலியல் கொடுமை செய்துள்ளார்.சிறுமி தனது வளர்ப்பு தந்தை பாண்டியிடம் தெரிவித்துள்ளார். அவர் கலெக்டர் அலுவலகத்தில் புகார் செய்தார். புகாரை மாவட்ட குழந்தைகள் நலக்குழு விசாரிக்க கலெக்டர் லதா உத்தரவிட்டார்.மாவட்ட குழந்தைகள் நலக்குழு ஒருங்கிணைப்பாளர் முத்துக்கண்ணு,34, விசாரித்து மருத்துவ பரிசோதனைக்காக சிவகங்கை அரசு மருத்துவமனைக்கு சிறுமியை அழைத்து வந்தார்.சிவகங்கை அனைத்து மகளிர் போலீசில் முத்துக்கண்ணு புகார் செய்தார். அனைத்து மகளிர் போலீசார் சிறுமியிடம் விசாரித்தனர். அப்போது, தன்னை ராஜ்குமார் கடந்த 6 மாதங்களாக பாலியல் கொடுமைப்படுத்தி வந்ததாக சிறுமி தெரிவித்தார். ராஜ்குமாரை போலீசார் கைது செய்தனர்.
