அப்படிப்பட்ட நிலையில், மீனை வெகுநாட்களாக கெடாமல் வைத்திருக்க பார்மலின் என்ற ரசாயன பொருளை தடவி விற்கப்படுகிறது என்ற செய்தி சிலதினங்களுக்கு முன்வந்ததை கண்டு மக்கள் பீதி அடைந்துபோய் இருக்கிறார்கள். அந்த பார்மலின் ரசாயன பொருள் பிரேதங்கள் கெட்டுப்போகாமல் பதப்படுத்துவதற்காக பயன்படுத்துவதாகும். இத்தகைய பார்மலின் மீன்கள் மீது தடவப்பட்டு வருகிறது என்று செய்தி வருவதை மீன்வளத்துறை அமைச்சர் மறுத்திருக்கிறார். ஆனால், தமிழ்நாடு முழுவதும் ஆங்காங்கு தீவிர சோதனைகள் நடந்து வருகிறது. இந்த பார்மலின் ரசாயன பொருளால் உடலுக்கு பெரிய தீங்கு ஏற்படுகிறது. கண்ணில், தொண்டையில், தோலில், வயிற்றில் எரிச்சலை ஏற்படுத்துகிறது. வெகுநாட்கள் பார்மலின் தடவிய பொருட்களை சாப்பிட்டால் சிறுநீரகம், ஈரல் போன்ற பாதிப்பு மட்டுமல்லாமல், புற்றுநோய் ஏற்படவும் வாய்ப்பு இருப்பதாக கூறப்படுவது, பொதுமக்களுக்கு பெரிய அச்சத்தை ஏற்படுத்திவிட்டது. இதைத்தடுக்க, மீன்வளத்துறையும், உணவு பாதுகாப்புத்துறையும் மிகத்தீவிரமாக நடவடிக்கை எடுக்கவேண்டும். தமிழ்நாடு முழுவதும் ஆங்காங்கு பரிசோதனைகள் இதற்கான கருவிகள் மூலம் மேற்கொள்ளப்படவேண்டும். மீன் வியாபாரிகளும் தங்களிடம் விற்பனைக்கு வரும் மீன்கள் இவ்வாறு பார்மலின் தடவிய மீன்கள் அல்ல என்பதை உறுதிப்படுத்த ரூ.3 ஆயிரம் விலையிலான இந்த பரிசோதனை கருவிகளை வாங்கிக்கொள்ளலாம்.

Ex-HC judge slams Centre for newly proposed draft.

The Supreme Court has erred in its judgement where it said that the Parliament has also had powers to govern the universities.

Chennai: Slamming the central government for coming up with the proposed draft Higher Education Commission of India Act 2018, Justice A.K. Rajan, former Judge, Madras High Court said, “The central government has no power either to establish or regulate or winding up the universities according to the Constitution.”

He released the book titled “Education – Not a commodity for Market”, a compilation of responses to MHRD’s draft act on Monday here. After releasing the book, he said, “If the proposed HECI act comes into existence all the universities and states will be powerless as it will govern the entire higher education.”

Quoting the constitution he said, “The powers to establish the universities and regulating them and winding them up is exclusively given to the state legislatures under Entry 32 List 2 (state list). The Parliament is specifically excluded not to interfere with these aspects.”

The union government has no power to establish a university and regulate any university or to wind up any university under entry 44 list 1 (union list, he added.

He further cited that universities like Jawaharlal Nehru University were established by bringing an amendment to the constitution as the union government does not have the power to establish the universities.

“The confusing aspect is the entry 25 list 3 (concurrent list) which states that both central and states have powers in education, including technical education, medical education and universities. While reading with the other two entries, the interpretation could be university education. It is not establishing, regulating and winding up universities which were particularly denied to the central government and conferred with the state governments,” he explained.

Citing the modern dental college case, he said, “The Supreme Court has erred in its judgement where it said that the Parliament has also had powers to govern the universities. The judgment has no mention of entry 44 of list 1 where the constitution has excluded the Parliament. Nobody has filed a review petition against this judgment.”

“In my view, the Supreme Court has failed in its duty to protect the constitution as regards to this judgment. When the central government was specifically denied certain powers and how can it claim to have those powers?” he wondered. Justice D.Hariparanthaman, State Platform for Common School System general secretary P.B.Prince Gajendrababu and others spoke at the function.

I-T raids unearth cash stash, gold in Tamil Nadu

Chennai: In yet another long string of extensive raids across multiple locations in Tamil Nadu, the Income Tax sleuths on Monday conducted searches at the offices and residences associated with the SPK Group, a longtime highways contractor with alleged links to political high-ups. The IT department had recently raided the companies supplying eggs and nutritious food to the TN noon meals scheme.

Informed sources said the present raids in about 30 locations in Chennai, Madurai, Aruppukottai and elsewhere began in the early hours of the day and continued through the night at most places. A huge amount of cash and incriminating documents were seized. One estimate was that about `80 crore was seized in addition to a large amount of gold. A substantial part of the ‘booty’ was picked up from cars parked in various premises raided, sources said.


They said properties of Nagarajan Seyyadurai, managing director, SPK and Co Expressway Pvt Ltd, were also raided. A source said the SPK Group, one of the main road contractors in the state for a long time, has been under IT scanner for sometime following information of large-scale cash movement post demonetisation; besides, there were suspicious elements in the books of accounts and tax returns. The ‘concerned’ persons in the Group and allied outfits are being questioned, the source added.

While senior minister D. Jayakumar sought to downplay the political significance of the IT raids, arguing that the taxmen were only doing their job in going after tax evasion cases and this one has nothing to do with any irregularity linked to the state government, opposition DMK was quick to cry foul.

Party working president M.K. Stalin tweeted from London saying that the SPK group under the IT scanner was a ‘benami’ of Chief Minister K. Palaniswami and had been rewarded massive road contracts against norms. He wanted investigation and the restoration of the booty to state exchequer.

Rubbishing Stalin’s charge, minister Jayakumar said the DMK leader had no locus standi making such charges since massive corruption in awarding road contracts had taken place during the DMK rule, 2006-2011. The same contractors were operating even then, he said, adding that the present AIDMK government was awarding contracts to the lowest bidder showing no undue favour as per the Tender Transparency Act. Stalin must look into the mirror before making his wild charges on twitter from distant London, the AIADMK senior said.

CHENNAI: Holding that the daughter of a man, who had defaulted in repaying the loans advanced by a particular bank on earlier occasions, is not eligible for a fresh educational loan, Justice S Vaidyanathan dismissed a writ petition last month. However, holding that the grant of educational loan is not a charity, the second bench of Justices Huluvadi G Ramesh and M Dhandapani on Monday directed the bank branch manager to appear before it on July 23.

Originally, A Deepika of Nagapattinam district had approached the High Court challenging the action of the Thalaignayiru branch of the SBI in rejecting her educational loan application on the ground that her father had defaulted in repaying the loans advanced by the branch to him on earlier occasions.
And the single judge upheld the action of the bank. Hence, the present writ appeal.

The bench directed the branch manager to appear with all records relating to the RBI guidelines on the sanction of the educational loan on July 23. According to petitioner, she approached the SBI in Thalaignayiru for an education loan of `3.40 lakh. Though an application along with relevant documents was submitted, the bank refused to grant the educational loan. Hence, the present appeal.


Suicide bids to garner the attention of authorities should be discouraged

Chennai: Making it clear that suicide attempt is an offence under Indian Penal Code, the Madras High Court, in an interim order, observed that it had become normal all these days threatening and resorting to this kind of twisting methods so as to grab the attention of the authorities. The court was hearing a petition filed by G Rajkumar who was fighting against the authorities seeking to remove encroachment, against which the petitioner consumed poison. Attempt to suicide is an offence under IPC, the judges said.

NEW DELHI: The government is likely to award IIT Madras and IIT Kanpur "Institute of Eminence" tag when it gets recommendations for more institutes by the Empowered Expert Committee headed by N Gopalaswami in the public and private institutes category.

On July 9, the Union Human Resources Development ministry had declared the coveted status was being accorded to IIT-Delhi, IIT-Bombay and the Bengaluru-based Indian Institute of Science in the public sector, and Manipal Academy of Higher Education, BITS Pilani and Jio Institute in the private sector.

The decision to bestow the status to Reliance Foundation's Jio Institute had triggered massive uproar as the institute is yet to start operations and was accorded the tag based on assurance and commitments. "We had got five more recommendations in the public institute category but chose just three because the idea was to select equal numbers in both private and public categories," HRD secretary (higher education) R Subrahmanyam said.

"As and when we get more suggestions by the EEC, we will declare a total of twenty institutes for the status," the secretary said. The government institutes which had been recommended for the tag included IITs at Madras, Kharagpur and Kanpur apart from Delhi University, Jadavpur University and Anna University besides the three which bagged it. The EEC in its report submitted to the government had said about public institutions that "there are some which are specialised institutions that have a well-established reputation and competence in a subject and have concentrated on that expertise adding only related areas."

"Many of these institutions have applied for recognition under the scheme most probably attracted by the financial dispensation and not because they stand a reasonable chance of achieving the stiff goal of being within 500 of world university rankings in 10 years," the report also said.

The only consolation effort would be in their becoming sensitised to the requirements for being highly acclaimed institutions, noted the committee and argued that their core competence is important to the country and should not be lost in their desire to attract funds under this scheme. EEC recommended their being assisted financially, where necessary, but through a different dispensation.
