Pay ₹25L each to NRI students given seats without NEET: Court

The Madras high court on Tuesday directed Saveetha University, a deemed university, to pay ₹25 lakh each to students who were admitted to the BDS course without NEET under NRI quota.

Justice S Vaidyanathan also directed the college management to return all the fees collected from the students whose career had been affected by the college authorities’ move.

The judge passed the order on a batch of pleas moved by V S Subeeksha and others, all second year BDS students in the college.

The petitioners wanted the court to quash the January 22 order of the Dental Council of India directing the university to discharge 13 students admitted under the NRI category without writing NEET.

Disposing of the pleas, the judge said, “Though the relief sought for by the petitioners cannot be granted, the students had already completed two years of study in the university and they are now forced to stay away from the third year. As the students had lost two years and any admission to the course is invalid, the fees paid by the students to the university under all heads have to be refunded to them.”

This apart, the students will be entitled to ₹25 lakh each as compensation to be paid by the institute. The amount will have to be paid within 45 days, failing which it is open to the government to attach the properties of the university to bring it to sale, the judge said.

The court also directed the institute to return all original certificates of the petitioners and issue transfer certificates to them within a week.

The income tax raids on the premises of SPK and Christie Foods seems to have come as an ideal opportunity for deputy chief minister and AIADMK coordinator O Panneerselvam to raise his voice, after almost a year, in the party forum.

At an internal meeting held at the AIADMK headquarters on Monday, OPS raised the issue of forming the steering committee, pending for long, to pave way for collective leadership for the party.

According to party insiders, former CM J Jayalalithad controlled the party with an iron hand and the party abided by her decisions and actions. In her absence, that is no longer the case. Hence, it was decided to usher in an era of collective leadership in the party by setting up a steering committee and this was a main condition agreed upon before the merger of the factions led by OPS and CM Edappadi K Palaniswami. “A resolution for the same was passed in the General Council meeting on September 12, 2017 and incorporated into the party bylaw,” recalled an AIADMK leader.

At the Monday meeting, when some leaders were discussing conducting state-wide meetings to highlight the government’s achievements, a few others drew their attention to hundreds of party posts lying vacant and the need to fill them up. “Immediately, OPS said when the steering committee itself is yet to be formed, how can we talk about other posts. We don’t have a mass leader and hence decisions should be taken through collective leadership and not by individuals any longer,” a source in AIADMK said.

OPS wanted the committee to be formed immediately and all issues and decisions concerning the party be referred to it and ratified by coordinator, joint coordinator and deputy coordinators. “This strong statement by OPS rattled the EPS camp,” the source added, recalling developments at the meeting.

Indications had emerged by Monday night that formation of the steering committee cannot be delayed any longer.

“While it will be a 11-member committee, as originally planned, the numbers could tilt in favour of EPS, given his growing clout over the past year, than the 6 for his camp as decided last year. An announcement regarding the committee could be made soon,” a senior party leader told TOI.

Meanwhile, party insiders say, for the first time, a top level internal meeting at the party headquarters ended without a word being uttered about the opposition DMK. “Not a single word was spoken about the DMK at Monday’s meeting and the focus was completely on T T V Dhinakaran. That clearly showed how jittery and scared the leaders are about him,” said a senior leader, seeking anonymity.

No monthly passes, MTC users lose reimbursement

Hundreds of regular Metropolitan Transport Corporation (MTC) bus users from the city's western suburbs are losing out on their monthly travel reimbursements from their respective firms because of an inordinate delay by MTC authorities in issuing or renewing monthly seasonal tickets at authorised depots. Long queues were spotted in many MTC depots to get these thousand rupee passes on Monday and Tuesday.

The week started with confusion at Avadi depot, the only sales counter available in the western suburbs after Porur, as passes were unavailable till late in the evening. The thousand rupee monthly pass became an indispensable option for regular MTC users after the transport corporation discontinued distribution of daily concessional passes worth ₹50 due to security reasons.

Rates of monthly passes were unaltered even when the government bus fares were increased by up to 50% in January. As per official data, although MTC's regular footfall dropped significantly, sales of monthly passes increased from 50,000 to 79,000 after fare revision. MTC earned more than three crore rupees by selling these passes. However, authorities did not bother to ensure that the passes were made available to passengers on time.

MTC authorities at Avadi depot have repeatedly delayed the distribution process, said T Sadagopan, a consumer rights activist. This has forced many office-goers to forgo their monthly travel reimbursements as most private firms expect their employees to submit travel bills in the first week, he added. Responding to this, an MTC official said that Avadi depot is running short of passes and attributed the delay to time taken in bringing the printed copies from Porur depot.

Given the increase in demand for arts and science courses and decline in engineering placements, more students are opting for law-related courses. As a result, there is cut-throat competition for seats in colleges affiliated to Tamil Nadu Dr Ambedkar Law University (TNDALU).

The rank list and minimum eligibility score (or cutoff) for 2018-19 admissions were released on Tuesday. This year 91.5% has been set as the cut-off score for general category candidates to get admitted into the five year integrated law course (BA LLB).

This figure was set at 93.625% last year. The minor dip was attributed to a drop in overall performance of Tamil Nadu state board students in their final exams this year. Applications for the integrated course were issued from June 1.

A total of 7,644 applications were received for 1,411 sanctioned seats in 11affiliated colleges across Tamil Nadu. Of these, 300 were rejected. This implies that this year five students are competing for one seat. “The application figure was below 6,000 a few years ago and reached a peak of 9,500 last year because of the confusion over engineering counselling at Anna University and NEET,” said a senior TNDALU official on condition of anonymity.

The university in its press release has announced that call letters would be sent to all the eligible candidates via post and they can also download the same from TNDALU's official website (http://tndalu.ac.in) Eligible candidates, who did not receive the call letter or are unable to download it, can arrive at the counselling venue directly with relevant documents and ID proof, the release added.

Counselling for general category seats will begin on July

23. For SC/ST candidates, counselling has been scheduled on July 24 and seats under reserved communities will be held on the next two days. As far as the five-year integrated honours course is concerned, counselling will be held on July 21.

No relief from HC for cop dismissed on graft charge

The tentacles of corruption have permeated to all levels and are eating into the vitals of the state. If such omnipotent corruption is not checked and eradicated, the state will be practically left with nothing for the future generation to understand what honesty is, which is the very essence of civilized human existence, the Madras high court said while refusing relief to a cop from graft charges.

Justice V Parthiban made the observations on a plea moved by a dismissed sub-inspector of police Palanimuthu who was suspended on charges of corruption at the verge of his retirement.

“A stern view is to be taken, since the incidents of corruption are proliferating in alarming proportion in public employment and therefore, a deterrent punishment ought to be the order of the day to curb or curtail the abominable menace of corruption,” the judge said.

Since the court is of the considered view that the proved corruption cannot be condoned under any circumstances and therefore dismissal order cannot even be remotely held to be disproportionate, the court added.

Further pointing out to the service rules governing the service conditions of the government servants, the judge said: “As a matter of imposing punishment for dishonesty, it can only be either removal or dismissal from service. While holding as such, the writ petition is hereby dismissed as being devoid of merits.”

This apart, the court suggested the state bring in suitable amendments to disciplinary rules with a similar provision as rules for central government employees under a major penalty chapter incorporating only removal and dismissal from service in proved corruption cases, subject to exceptional cases in which strong reasons need to be recorded in writing by the disciplinary authority for imposing any other penalty.

The petitioner who joined in the police service as constable got periodic promotions and at the time of dismissal from service he was in the cadre of subinspector.

After failing in his attempts to get the corruption charges quashed, the petitioner approached the court to modify the dismissal order with a mercy petition. A similar application has already been rejected by the DGP confirming the dismissal.

குழந்தை கடத்துவோர் என நினைத்து கர்நாடகாவில் ஐடி ஊழியர் அடித்துக் கொல்லப்பட்ட சம்பவத்திற்கு முழுக்க முழுக்க ‘வாட்ஸ் ஆப்’ மூலம் பரப்பப்பட்ட வதந்தியே காரணம் என தெரிய வந்துள்ளது. இதையடுத்து வாட்ஸ் ஆப் குழுவை நிர்வகிக்கும் ‘அட்மின்’ எனப்படும் பொறுப்பாளர் மற்றும் ‘வாட்ஸ் ஆப்’பில் ‘பார்வர்டு’ செய்து வதந்தியை வேகமாக பரப்பியவர்கள் உள்ளிட்ட 27 பேர் கைது செய்யப்பட்டுள்ளனர்.

தெலங்கானா மாநிலம், ஹைதராபாத்தைச் சேர்ந்தவர் முகம்மது ஆசம் உஸ்மான்சாப்(வயது 28). இவர் ஐடி நிறுவனத்தில் பணியாற்றி வந்தார். இவரின் நண்பர்கள் 3 பேருடன் சேர்ந்து, கர்நாடக மாநிலம், பிதார் அருகே ஹந்தேகேரா கிராமத்தில் உள்ள நண்பர் முகம்மது பஷீர் அப்ரோஸை சந்திக்க வெள்ளிக்கிழமை சென்றனர். மேலும் அங்கு சில இடங்களையும் சுற்றப் பார்க்கச் சென்றனர்.

பஷீரைச் சந்தித்துச் சென்றுவிட்டு, முகம்மது ஆசமும், அவரின் நண்பர்களும் காரில் ஹைதராபாத்துக்கு திரும்பினர். அப்போது முர்கி எனும் கிராமத்தில் முகம்மது ஆசமும் அவரின் நண்பர்களும் தங்களின் காரை நிறுத்தி சிறிதுநேரம் இளைப்பாறினார்கள். அப்போது, அந்தக் கிராமத்தில் இருந்த குழந்தைகளுக்கு சாக்லெட்டுகளைக் கொடுத்தனர்.

இதைப் பார்த்த அந்தக் கிராமத்துக்கு மக்கள் குழந்தைகளைக் கடத்த வந்திருக்கிறார்கள் என நினைத்துள்ளனர். அதற்கு ஏற்றார்போல், முகம்மது ஆசம் வந்த காரும் புதிய கார் என்பதால், நம்பர் பிளேட் இல்லாமல் இருந்தது.

இதனால், கூடுதல் சந்தேகமடைந்த கிராம மக்கள் அவர்களைக் குழந்தை கடத்துவோர் என நினைத்து தாக்கத் தொடங்கினார்கள். அவர்கள் அங்கிருந்து தப்பித்து காரில் செல்ல முயன்றபோது அவர்களைப் புகைப்படம் எடுத்து அடுத்தடுத்த கிராமத்தில் உள்ளவர்களுக்கு வாட்ஸ் அப்பில் பரப்பியுள்ளனர்.

இதனால், அடுத்த கிராமத்தைக் காரில் கடக்கும்போது, அந்தக் கிராமத்துக்கு மக்கள் முகம்மது ஆசிமின் காரை வழிமறித்து கல்லாலும், கட்டையாலும் தாக்கினார்கள். இது குறித்து தகவல் அறிந்த போலீஸார் அங்கு விரைந்து வந்து, முகம்மது ஆசிமையும் அவரின் நண்பர்களையும் தாக்கியவர்களை விரட்டியடித்தனர்.

காயமடைந்தவர்களை மருத்துவமனைக்கு சிகிச்சைக்காக கொண்டு சென்றனர். ஆனால், சிகிச்சைக்கு கொண்டு செல்லும் வழியில் முகம்மது ஆசிம் உயிரிழந்தார். இதையடுத்து போலீஸார் வழக்குப் பதிவு செய்து, விசாரணை நடத்தி வருகின்றனர்.

இந்த தாக்குதலுக்கு முழுக்க முழுக்க ‘வாட்ஸ் ஆப்’பில் பரப்பப்பட்ட வதந்தியே காரணம் என தெரிய வந்துள்ளது. முகம்மது ஆசமை குழந்தை கடத்த வந்தவர் என நினைத்து ஒரு கும்பல் தாக்கியபோது, அவர்களை புகைப்படம் எடுத்து வாட்ஸ் ஆப்பில் குழந்தை கடத்துவோர் எனக் கூறி வதந்தி பரப்பியுள்ளனர்.

அக்கம் பக்கத்தில் உள்ள கிராம மக்கள் அனைவரையும் சிறிது நேரத்தில் திரட்டி பெரிய தாக்குதல் நடத்த வாட்ஸ் ஆப் வதந்தியே காரணம் என்பது போலீஸ் விசாரணையில் தெரிய வந்துள்ளது.

இந்தத் தாக்குதல் தொடர்பாக 30-க்கும் மேற்பட்டோர் மீது வழக்குப் பதிவு செய்த காவல்துறையினர் வதந்தியை பலருக்கும் பரப்புவதற்கு காரணமாக இருந்த வாட்ஸ் ஆப் குழுவின் ‘குரூப் ஆட்மின்’ மற்றும் தங்களுக்கு வந்த தகவல்களை வேகமாக திட்டமிட்டு வாட்ஸ் ஆப் மூலம் பரப்பியவர்களும் கைது செய்யப்பட்டனர். அவர்கள் அனைவரிடமும் போலீஸார் தீவிர விசாரணை நடத்தி வருகின்றனர்.

இந்தோனேஷியாவில் உறவினரை கடித்துக் குதறிய முதலையைப் பழிவாங்கும் நோக்கில், பண்ணையில் வளர்க்கப்பட்டு வந்த 300-க்கும் மேற்பட்ட முதலைகளை ஒரு கும்பல் வெட்டிச் சாய்த்துவிட்டுச் சென்றது .

இந்தோனேசியாவில் பப்புவா என்ற மாநிலம் உள்ளது. அங்குள்ள சோராங் நகரில் மிகப்பெரிய முதலைப்பண்ணை உள்ளது. குடியிருப்பு பகுதிகளுக்கு அருகே இருப்பதால், இந்தப் பண்ணையை வேறு இடத்துக்கு மாற்றக்கோரி அப்பகுதி மக்கள் பண்ணையாளர்களுக்கு கோரிக்கை விடுத்துள்ளனர். ஆனால், தொடர்ந்து அந்தப் பண்ணை செயல்பட்டு வந்துள்ளது.

இந்நிலையில், கடந்த சில நாட்களுக்கு முன் 48 வயதான சுகிட்டோ என்பவர், முதலைப்பண்ணைக்கு அருகே இருக்கும் புல்வெளிப்பகுதியில் தனது கால்நடைகளுக்கு புற்கள் அறுத்துக்கொண்டிருந்தார். அப்போது, அந்தப் பகுதிக்குள் வந்த முதலை ஒன்று சுகிட்டோவின் காலைக் கடித்துள்ளது. இதில் இருந்து தப்பிக்க நினைத்த சுகிட்டோ முதலைப் பண்ணைக்குள் ஓடியபோது, மற்ற முதலைகளால் தாக்கப்பட்டு, கடித்துக் குதறப்பட்டு உயிரிழந்தார்.

இந்தச் சம்பவம் குறித்து சுகிட்டோ உறவினர்கள், அப்பகுதி மக்களுக்குத் தெரிவிக்கப்பட்டது. அவர்கள் போலீஸில் புகார் செய்து, பண்ணை நிர்வாகத்திடம் பேசினார்கள். இதில் பண்ணை வேறு இடத்துக்கு மாற்றக்கோரி போலீஸிடம் அப்பகுதி மக்கள் வலியுறுத்தினர். மேலும், முதலையின் தாக்குதலால் பலியான சுகிட்டோவுக்கு இழப்பீடு தருவதாக பண்ணை உரிமையாளர்கள் ஒப்புக்கொண்டனர்.

இந்நிலையில், சுகிட்டோவின் இறுதிச்சடங்கு இன்று நடந்து முடிந்தது. இறுதிச் சடங்கை முடித்துவிட்டு, கையில் கத்தி, கம்பு, கூரிய ஆயுதங்களுடன் புறப்பட்ட அப்பகுதி மக்கள், முதலைப்பண்ணைக்குள் புகுந்தனர்.

முதலைப்பண்ணையில் பணியாற்றிக்கொண்டிருந்த ஊழியர்கள் தடுத்தும், கிராம மக்கள் கேட்கவில்லை. பண்ணைக்குள் இறங்கி, அங்கிருந்த 300-க்கும் மேற்பட்ட முதலைகளை தாங்கள் கொண்டு வந்திருந்த ஆயுதங்களால் வெட்டிச் சாய்த்து கொலை செய்தனர். தங்களின் உறவினரை கடித்துக் குதறிய முதலைகளை பழிக்குப்பழிவாங்கும் வகையில், முதலைகளைக் கொன்று குவித்துவிட்டு அப்பகுதி மக்கள் சென்றனர்.

இதில் 4 இஞ்ச் குட்டி முதலைகள் முதல் 2 மீட்டர் வரை வளர்ந்த பெரிய முதலைகள் வரை தப்பவில்லை. அனைத்து முதலைகளையும் தேடிப்படித்து வெட்டிசிதைத்துவிட்டு அந்தக் கும்பல் அங்கிருந்து சென்றனர்.

இது குறித்து பண்ணை நிர்வாகத்தினர் சார்பில் போலீஸிடம் புகார் அளிக்கப்பட்டது. சம்பவ இடத்துக்கு வந்து பார்வையிட்ட போலீஸார், முதலைகள் கொல்லப்பட்டு குவியலாகக் கிடக்கும் காட்சியைப் பார்த்து அந்தப் பகுதி மக்கள் மீது கிரிமினல் வழக்குப்பதிவு செய்துள்ளனர்.

சோராங் மாவட்ட போலீஸ் தலைவர் தேவா மேட் சிதான் சுதர்ஹனா கூறுகையில், ‘‘முதலைகளை வெட்டிக்கொன்றவர்களை நேரில் பார்த்தவர்கள் சாட்சி அளிப்பதாகக் கூறியுள்ளனர். இதன் அடிப்படையில், விசாரணை நடத்தி, விரைவில் கைது செய்யப்படுவார்கள்’’ எனத் தெரிவித்தார்.
