இரண்டு வகையான மோசடிப் புகார் பற்றி, இரண்டு குழுக்களும், காமராசர் பல்கலைக்கழகத்தில் பல்வேறு தரப்பினரிடம் கடந்த சில நாள்களாக விசாரித்து வரும் நிலையில், தற்போது ஊழல் மற்றும் கண்காணிப்புத்துறை அதிகாரிகள் விசாரணை மேற்கொண்டுள்ளனர்.

மதுரை காமராசர் பல்கலைக்கழக முறைகேடுகளை ஒரே நேரத்தில் மூன்று வகையான விசாரணைக் குழுக்கள் விசாரணை நடத்தி வருவதால் பரபரப்பு ஏற்பட்டுள்ளது.

மதுரை காமராசர் பல்கலைக்கழகத்துக்கும் பரபரப்புக்கும் இடைவெளியே இல்லாத வகையில் கடந்த சில வருடங்களாக சர்ச்சையை ஏற்படுத்தும் சம்பவங்கள் தொடர்ந்து வருகின்றன. கல்யாணி மதிவாணன் துணைவேந்தராகப் பொறுப்பேற்றது முதல், பேராசிரியை நிர்மலாதேவி விவகாரம், துணைவேந்தர் செல்லத்துரை தகுதி நீக்கம் செய்யப்பட்டது என்று தொடர்ந்து தற்போது தொலைதூரக் கல்வியில் முறைகேடு என்று இன்றுவரை பரபரப்பு தொடர்கிறது.

செல்லத்துரை துணைவேந்தராக இருந்தபோது பேராசிரியர்கள் அலுவலர்கள் உட்பட 69 பேர் பணி நியமனம் செய்யப்பட்டதில் முறைகேடுகள் நடந்திருப்பதாகவும், இது தொடர்பாக விசாரணைக்கு உத்தரவிட வேண்டும் என்று உயர் நீதிமன்ற மதுரைக் கிளையில் வழக்கு தொடரப்பட்டது. இந்த வழக்கை விசாரித்த உயர் நீதிமன்றம், உயர் கல்வித்துறைக்கு உத்தரவிட முன்னாள் நீதிபதி அக்பர்அலி தலைமையில் விசாரணைக்குழு அமைக்கப்பட்டது.

இதே குழுவே தொலைதூரக் கல்வித்துறையில் பணம் பெற்றுக்கொண்டு சான்றிதழ் கொடுத்ததாக எழும்பியுள்ள மோசடிப் புகாரையும் உயர் நீதிமன்ற உத்தரவால் விசாரித்து வருகிறது. இரண்டு வகையான மோசடிப் புகார் பற்றி, இந்த இரண்டு குழுக்களும், பல்கலைக்கழகத்தில் பல்வேறு தரப்பினரிடம் கடந்த சில நாள்களாக விசாரித்து வரும் நிலையில், தொலைதூரக் கல்வித்துறையில் நடந்துள்ள மோசடியை வழக்காகப் பதிவு செய்துள்ள ஊழல் மற்றும் கண்காணிப்புத்துறை அதிகாரிகளும் இன்று விசாரணையில் ஈடுபட்டு வருகிறார்கள். யார் யாரிடம் விசாரணை நடத்தப்பட்டது என்ற விவரங்களை அதிகாரிகள் தெரிவிக்காத நிலையில் பல்கலைக்கழக வட்டாரத்தில் பரபரப்பை ஏற்படுத்தியுள்ளது.

புதிய பெட்ரோல் பங்குகள்விசாரணை ஒத்தி வைப்பு

திண்டுக்கல் வேடசந்துார் வெங்கிடுசாமி தாக்கல் செய்த பொதுநல மனு: கிராமங்களில் பெட்ரோல் பங்குகளை தொடங்க பெட்ரோலியம் நிறுவனங்கள் கடந்த 2018 நவ., 25ல் டெண்டர் கோரியது. 2018 ஏப்., 1 நிலவரப்படி தமிழகத்தில் தனியார் உட்பட 5,388 பெட்ரோல் பங்குகள் உள்ளன. இந்நிலையில் குறைந்த கால அளவில் 5,125 பெட்ரோல் பங்குகளை தொடங்குவது அரசியல் அழுத்தத்தில் முறையாக ஆய்வு செய்யப்படாமல் எடுக்கப்பட்ட முடிவாகும். இதனால் சுற்றுச்சூழல் பாதிக்கும். எனவே, இதற்கு தடை விதிக்க உத்தரவிட வேண்டும், என கூறியிருந்தார்.டெண்டர் அறிவிப்புக்கு இடைக்கால தடை விதித்து நீதிமன்றம் உத்தரவிட்டிருந்தது. இவ்வழக்கு நீதிபதிகள் ரவிச்சந்திரபாபு, செந்தில்குமார் ராமமூர்த்தி முன் நேற்று விசாரணைக்கு வந்தது. பெட்ரோலியம் நிறுவனங்கள் தரப்பில் ஆஜரான மூத்த வழக்கறிஞர், ''முந்தைய காலத்தை விட தற்போது வாகனங்கள் பெருகிவிட்ட நிலையில், அதிக பெட்ரோல் நிலையங்கள் தேவைப்படுகின்றன. அரசின் கொள்கை முடிவில் நீதிமன்றம் தலையிட முடியாது,'' என்றார்.மனுதாரர் தரப்பு வழக்கறிஞர், ''ஒரே நேரத்தில் 5,000 க்கும் மேற்பட்ட பெட்ரோல் நிலையங்கள் செயல்பட்டால் சுற்றுச்சூழல் பாதிக்கும் அபாயம் உள்ளது,'' என்றார். விசாரணையை ஆக.,21க்கு ஒத்தி வைத்து நீதிபதிகள் உத்தரவிட்டனர்

நோட்டரி பப்ளிக் நியமனம்

பதிலளிக்க உத்தரவு  மதுரை சோழவந்தான் வழக்கறிஞர் ரவிக்குமார் தாக்கல் செய்த மனு: தமிழகத்தில் நோட்டரி பப்ளிக் வழக்கறிஞர் நியமனம் செய்யப்பட்டனர். மாற்றுத் திறனாளியான நான் அதற்குரிய இட ஒதுக்கீடு முறையில் விண்ணப்பித்தேன். நியமன உத்தரவில் எனது பெயர் இல்லை. இதுகுறித்து மேல் அதிகாரிகளுக்கு மனு அளித்தும் நடவடிக்கை இல்லை. எனவே, நோட்டரி பப்ளிக் நியமனத்தை ரத்து செய்து மாற்றுத் திறனாளிகளுக்கான இடஒதுக்கீடு முறையை பின்பற்ற உத்தரவிட வேண்டும் என்றார்.இம்மனு நீதிபதி சுரேஷ்குமார் முன் விசாரணைக்கு வந்தது. 

மத்திய அரசு வழக்கறிஞர், ''அரசு பணி நியமனத்தின் போது தான் இட ஒதுக்கீடு முறையை பின்பற்ற முடியும். நோட்டரி என்பது வழக்கறிஞருக்கு உரிமம் வழங்குவது தான். இதில் இட ஒதுக்கீடு முறை பின்பற்ற இயலாது,'' என்றார்.நீதிபதி உத்தரவில், ''நோட்டரி பப்ளிக் நியமனத்தில் விண்ணப்பித்தவர் எத்தனை பேர், தேர்வு செய்யப்பட்டவர் எத்தனை பேர், நேர்காணலில் எந்த முறை பின்பற்றப்பட்டது என்பது குறித்து மத்திய அரசு வழக்கறிஞர் பதில் மனு தாக்கல் செய்ய வேண்டும்,'' என உத்தரவிட்டு விசாரணையை ஆக., 19க்கு ஒத்தி வைத்தார்.

மாநில அரசு துறைகளில் வெளியாகும் அரசாணைகள், அரசு இணையதளத்தில் பதிவேற்றம் செய்யப்படுவதில்லை. இதனால், அரசின் திட்டங்களை அறிந்து கொள்ள முடியாத நிலை உள்ளது.

தமிழகத்தில், அனைத்து அரசு துறைகளும், கணினி மயமாக்கப்பட்டு உள்ளன. துறையில் உள்ள, அனைத்து ஆவணங்களும், கணினியில் ஏற்றப்படுகின்றன. பிறப்பு, இறப்பு சான்றிதழ் உட்பட, பல்வேறு சான்றிதழ்கள், 'ஆன்லைன்' வழியே வழங்கப்படுகின்றன.எனினும், பெரும்பாலான துறைகளில், மக்களுக்கு தேவையான சேவைகளை, ஆன்லைனில் வழங்க, அரசு அதிகாரிகள் ஆர்வம் காட்டவில்லை. தமிழக அரசின் அதிகாரப்பூர்வ இணையதளத்தில், அனைத்து துறைகளின் அரசாணைகள், மக்கள் அறிந்து கொள்வதற்காக வெளியிடப்படுவது வழக்கம்.மக்கள் பார்வைசமீப காலமாக பெரும்பாலான துறைகள், அரசாணைகளை, இணையதளத்தில் வெளியிடுவதில்லை. முதல்வர் வசம் உள்ள பொதுப்பணித் துறையில், இந்த ஆண்டு வெளியான அரசாணைகளில், ஒன்று மட்டும் வெளியாகி உள்ளது. தமிழில், 2011க்கு பின், எந்த அரசாணையும் பதிவேற்றம் செய்யப்படவில்லை.நெடுஞ்சாலைகள் மற்றும் சிறு துறைமுகங்கள் துறை சார்பில், ஆங்கிலம் மற்றும் தமிழில், இந்த ஆண்டு, ஒரு அரசாணை கூட, மக்கள் பார்வைக்கு தரப்படவில்லை.பாலங்கள் கட்ட நிதி ஒதுக்கப்படுகிறது; நிலம் எடுக்கப்படுகிறது. இதுதொடர்பான எந்த அரசாணையையும், மக்கள் அறிய முடியவில்லை.

துணை முதல்வர் வசம் உள்ள, வீட்டுவசதித் துறையில், ஆங்கிலத்தில் சில அரசாணைகள், இந்த ஆண்டு பதிவேற்றம் செய்யப்பட்டுள்ளன. தமிழ் வளர்ச்சி மற்றும் செய்தித் துறை சார்பில், தமிழில், 2011க்கு பின்; ஆங்கிலத்தில், 2006க்கு பின், இணையதளத்தில், ஒரு அரசாணை கூட இடம்பெறவில்லை.வெளியாகவில்லைவருவாய் துறையில், இரண்டு ஆண்டுகளாகவும், நகராட்சி நிர்வாகம் மற்றும் குடிநீர் வழங்கல் துறையில், நான்கு ஆண்டுகளாகவும், ஒரு அரசாணை கூட, அரசு இணையதளத்தில் வெளியாகவில்லை.அரசு செய்யும் பணிகள் அனைத்தையும், மக்கள் அறிந்து கொள்ள வேண்டும் என்பதற்காக, அரசு இணையதளம் துவக்கப்பட்டது. அதில் வெளிப் படைத்தன்மை இல்லாததால், இணையதளம் இருந்தும் பயனில்லாத நிலை உள்ளது.

Chennai: In wake of the rising number of monsoon-related diseases in the city, ‘Gleneagles Global Health City hospital’ has launched a 24-hour fever clinic in Chennai to help people combat the outburst of monsoon fevers like Malaria, Dengue, Typhoid, Cholera, Hepatitis (A virus) among others. The clinic will remain functional round the clock, said doctors. The hospital has also announced that the clinic will have a dedicated fever OP department, inpatient wards, and labs equipped with rapid diagnostic testing tools.

Speaking about the fever clinic, Dr Subramanian Swaminathan, senior consultant, infectious diseases, Gleneagles Global Health City, said, “We have been observing a trend that many patients coming in with fever are not diagnosed on time, which leads to several complications, and particularly, during monsoon period, fever cases are rising steadily every year. Early diagnosis is the key to avoid complications due to fever.”

Chennai: Bank fined Rs 25K for wrong transfer of money

In the petition V. Bharani of Anna Nagar, he was holding a Current Account in M/s. Indian Bank, SIDCO Building, Guindy since 2011.

Chennai: Seven years after a nationalized bank mistakenly transferred Rs 5.08 lakh to a Chinese firm from an account of a city businessman, the District Consumer Disputes Redressal Forum, Chennai (South) directed the bank to refund amount along with a fine of Rs 25,000.

In the petition V. Bharani of Anna Nagar, he was holding a Current Account in M/s. Indian Bank, SIDCO Building, Guindy since 2011. On October 22, 2012, to his shock, the bank erroneously debited US$ 7,177.50 from his account unauthorizedly. He immediately informed the officials and met Branch Manager, who admitted the transaction happened by mistake and assured that US$ 7,177.50 would be remitted.

The bank forwarded an email dated October 25, 2012 stating that an email to Bonnie of M/s. Likey Electronics Technology Limited, China and requested to refund US$ 7177.50, the unauthorisedly debit transaction.

He said, “I even visited China for getting back the amount. However it was ended in vain”. The bank failed to remit the amount back into his account causing him mental agony. In a reply to his notice the bank manager informed him that he would settle the amount. As there was no response he filed the petition.

In reply, Branch Manager of the Bank stated that the complaint was not maintainable. The manager said Bharani is a proprietor of M/s. Allied Care Products, Anna Nagar. Based on his request on October 17. 2012, the bank transferred US$ 7177.50 from his to M/s. Likey Electronic Technology for purchase of micro SD memory cards. Hence, the amount was transferred on October 22, 2012 to the beneficiary.

Three days later, Bharani came to the bank and requested the Desk Officer to stop payment on the ground that beneficiary company was a fraudulent company. On humanitarian ground alone, the bank issued an email stating that the transaction made erroneously.

The bench comprising president M. Mony and member R. Baskarkum-aravel said considering the facts and circumstances of the case, this Forum is of the view that the Bank committed negligence and shall refund the US$ 7177.50 with compensation of Rs 15,000 for causing him mental agony with cost of Rs 10,000.

Bangalore University’s bus service to make a comeback
It will cover varsity campus, and operate to and from the metro station

Bangalore University (BU) is all set to reintroduce its bus service after a decade.

The varsity plans to bring the service back once the Namma Metro work to the university is completed, which is expected in around six months.

K.R. Venugopal, Vice-Chancellor, Bangalore University, told The Hindu: “University bus service will be integrated with the metro. We will purchase two or three buses that will go around the campus every 15 minutes and also to the metro station at regular intervals.”

Travelling to the Jnana Bharathi campus has been a hurdle for students owing to insufficient bus services.

The university area is a prominent education hub with the National Law School of India University, and other institutions located around it.

Most students board buses from the Kempegowda bus station to the university.

But they said that owing to insufficient or irregular services, many of them have been forced to rely on the metro service up to Nayandahalli or private transport.

University officials said that B. Thimme Gowda, former Vice-Chancellor, had written to the BMTC requesting an increase in the number of bus services to the university, but it had not been done till date.

Milana Neela, a second year M.Sc electronics media student, who travels from Tumakuru to BU, said it is a long wait to find a bus from Goraguntepalya to the university.

“I start at 7.30 a.m., board a bus from Tumakuru to Goraguntepalya, which is 70 km away and is a two-hour journey. Once I reach Goraguntepalya, I have to wait another 15 to 30 minutes to find a bus that goes to Kengeri, where I can get down near the university quarters.”

There have also been cases where students from other districts have dropped out owing to transport issues.

Shivaranjini decided to drop out after one semester of her M.Sc course. Coming from a village in Kolar, on a working day, she used to start her day around 7 a.m. and it took her three to four hours to reach the university. “I had to travel from my village to Kolar, where I had to take a bus to Majestic, and from there to the university. The travel used to be long and I would be drained out by the time I reached. Sometimes, when I found it difficult to find a bus, I had been late to class causing me to miss half an hour or so of a lecture,” she recalled.

Unavailability or shortage of transport is also a safety concern for students who stay back on campus for lab activities and other events.

BMTC officials maintained that there are 38 bus schedules passing through Bangalore University.
