Madras high court rejects cop’s plea against dismissal from service

MADURAI: Madras high court has dismissed the appeal of a police constable against his removal from service for unauthorized absence from duty, saying he had not produced any evidence to substantiate his illness during the period before the disciplinary authority, appellate authority, review authority, the single judge and even before the court.

P Selvan was working as a grade I police constable in Pudukottai highway patrol when he was transferred to Puliyampatti police station on April 8, 2004. Before joining duty, the appellant went to visit his family where he suffered chest pain and was admitted to a hospital. Subsequently, he was not able to join duty on the specified time. Subsequently, disciplinary proceedings were initiated and a charge memo issued on August 23, 2004. Though the appellant was asked to appear before the superintendent of police (SP) within 60 days, he failed to do so due to which desertion notice was issued to him. Failing to appear before the SP became the second charge against the petitioner which amounts to gross negligence of duty.

An inquiry officer submitted a report dated November 8, 2011 stating that the appellant had not produced medical certificate or any evidence to support his case. Based on this report, the disciplinary authority removed him from service on November 24, 2004. Though Selvan filed an appeal it was rejected and so was his review petition in 2005. He subsequently moved the HC Madurai bench, but a single judge also dismissed his petition on October 7, 2009, which he challenged in 2012. A division bench comprising Chief Justice A P Sahi and Justice Subramonium Prasad observed that the appellant could not produce any evidence to show that he had informed the department that he was not keeping well or that he would be sending the medical certificate. “There is no material on record to show that the inquiry has been conducted by violating the principles of natural justice and the decision making process cannot be faulted with,” the judges said while dismissing the appeal.

New med colleges may not begin admissions this academic year

Chennai: Special officers have been posted and tenders have been granted for construction of six of the nine new medical colleges in Tamil Nadu, but none of them will open for admissions in 2020, health department officials said. The target for medical officers posted in each of these colleges is to ensure admission for 1,350 seats in all nine colleges by 2021.

Tamil Nadu has been granted permission to start nine medical colleges under the Centre’s scheme. In August, the cabinet committee on economic affairs approved setting up of 75 government medical colleges by 2021-22. The centre has proposed to partially fund the project as it wanted to increase the number of medical schools. Tamil Nadu, which has 24 medical colleges, proposed medical colleges in two batches. In the first batch, six colleges were proposed in Tirupur, the Nilgiris, Ramanathapuram, Namakkal, Dindigul and Virudhunagar. Once decks were cleared for all six colleges, the state applied for permission to set up colleges in coastal and tribal belts – Krishnagiri, Tiruvallur and Nagapattinam. For colleges in Krishnagiri, Tiruvallur and Nagapattinam, tenders will be handed over after the local body polls.

Health minister C Vijayabaskar said the state plans to have at least one medical college hospital in every district. “Besides creating more MBBS seats, we will be able to offer tertiary care facility to people,” he said. The nine colleges were expected to add 150 MBBS seats each in the districts and create more than 9,000 jobs for doctors, nurses, paramedical staff and other health assistants.

Officials at the directorate of medical education said it may not be possible for them to complete construction and ready human resources before the Medical Council of India’s deadline. “We haven’t even begun construction. We will have to build nearly a dozen blocks, including classrooms, labs, hostels and library,” a senior official said. Earlier in December, chief minister Edappadi K Palaniswami had said the state will apply for four more medical colleges in Kancheepuram, Cuddalore, Ariyalur and Kallakurichi districts. The state will make presentations for these colleges before the MCI soon, officials said.

சென்னை, கடலுார் மாவட்டத்தில் அரசு மருத்துவ கல்லுாரி அமைக்க 35 ஏக்கர் நிலம் ஒதுக்கி அரசு உத்தரவிட்டுள்ளது.கடலுார் மாவட்டத்தில் அரசு மருத்துவ கல்லுாரி அமைக்க மத்திய அரசு ஒப்புதல் அளித்துள்ளது. மருத்துவ கல்லுாரி அமைக்க கடலுாரை அடுத்த அரிசி பெரியாங்குப்பத்தில் மருத்துவ சேவை இயக்குனரக கட்டுப்பாட்டில் உள்ள 58.49 ஏக்கர் நிலம் தேர்வு செய்யப்பட்டது.அந்த நிலத்தை ஒப்படைக்கும்படி மருத்துவ கல்வி இயக்குனர் மருத்துவ மற்றும் ஊரக சேவை இயக்குனருக்கு வேண்டுகோள் விடுத்தார். அதைத் தொடர்ந்து '35 ஏக்கர் நிலத்தை வழங்க தடையில்லை' என மருத்துவ சேவை இயக்குனர் அரசுக்கு தெரிவித்தார்.அதனால் மருத்துவக் கல்லுாரி துவங்க மருத்துவ கல்வி இயக்குனரகத்திற்கு 35 ஏக்கர் காலி நிலத்தை மாற்றி கொடுக்க உத்தரவிட்டு தமிழக அரசு அரசாணை வெளியிட்டுஉள்ளது.

புதுடில்லி: வெளிநாட்டில் மருத்துவம் பயிலும் இந்திய மாணவர்களில் 84 சதவீதம் பேர் இந்தியாவில் பயற்சி மேற்கொள்வதற்கான தகுதி தேர்வில் தேர்ச்சி பெறவில்லை, மத்திய சுகாதார அமைச்சகம் வெளியிட்டுள்ள தகவலில் தெரியவந்துள்ளது.

ஒவ்வொரு ஆண்டும் இந்திய மாணவர்கள் இந்தியாவில் மருத்துவம் படிப்பிற்கான இடம் கிடைக்காமல் வெளிநாட்டிற்கு சென்று படிக்கின்றனர். அங்கு 5 முதல் 6 வருடங்கள் படித்து முடித்த பின்னர் இந்தியா வரும் அனைத்து மாணவர்களுக்கும் இந்தியாவில் மருத்துவம் பார்ப்பதற்கு தேசிய தேர்வு குழுமம் சார்பில் (என்.பி.இ.,) வெளிநாட்டு மருத்துவ பட்டதாரி தேர்வை (எப்.எம்.ஜி.இ.,) நடத்துகிறது. இதில் வெற்றி பெற்றால் மட்டுமே மருத்துவ கவுன்சிலில் பதிவு பெற முடியும்.
