Tatkal system for Class XI, XII pvt candidates

The directorate of government examinations has called private candidates who had failed to apply for the March 2020 Class XI and Class XII exams earlier, to apply now through the tatkal system. For this, the directorate would set up seva centres or nodal centres at eight places in Coimbatore district, said officials of the directorate of government exams. The candidates have been asked to apply through these centres on January 2 and 3.

Also, candidates who had written Class XI and Class XII board exams in old syllabus and had not cleared it, can apply and write the exams in the old syllabus itself, said a communication from the directorate of government exams. Private candidates who have passed Class X or equivalent and those who have not cleared Class XI exam earlier, can apply for the Class XI board exam now. TNN

Temple town of Kanchi in throes of gang war

Following frequent stand-offs between two rowdy groups trying to establish supremacy in Kancheepuram, police teams working to curb the ‘war’ found many college students involved with the gangs. On Saturday, the town police called in parents of the students involved and took an undertaking from them.

The groups, led by Thanika and Dinesh, have been ‘in battle’ ever since Kanchi don Sridhar Dhanapal’s suicide in Cambodia in 2017. Dinesh worked as Sridhar’s driver, while Thanika was a close aide of Sridhar’s. “The two gangs have been fighting to grab the hot-seat held by Sridhar for about two decades,” said a police officer. At least 20 people have been killed in the fights since 2017.

After the fighting resulted in a double murder on December 21, B Jeeva, 28, and R Gopi, 26, of Periya Kancheepuram being the victims, Kancheepuram district superintendent of police B Shamoondeswari ordered a crackdown on the gangsters.

Under her supervision, six teams formed under the guidance of ADSP Balachandar and DSP Kalaichelvan managed to round up 38 rowdies linked to gangs in the past three days. All of them have pending cases against them and were remanded in judicial custody.

Further inquiries revealed that at least five dozen more youngsters, all aged between 18 and 23 years, were part of the gangs. Around 50 school, college students and dropouts were detained and brought to the Kancheepuram SP’s office on Saturday and their parents were told to assemble as well.

“They were involved in passing on messages, buying food and drinks for the gangsters, guarding the area when attack plans were made... We called them and their parents in and have warned them,” said Shamoondeswari. The youngsters were warned and let off after their parents gave it in writing that their kids would stay out of trouble.

Two days ahead of New Year’s eve, the city police have framed guidelines and issued a directive to regulate merrymaking. Commissioner A K Viswanathan has told all police personnel to conduct a district-level meeting with owners of hotels, resorts and all other places where parties are being organised.

As senior officers track the ongoing protests against the Citizenship Amendment Act, there is little time for a meeting. Top brass have instructed their junior officers – joint commissioners of police and deputy commissioners of police – to give permission to New Year parties and programmes only after field officers have conducted a proper scrutiny.

The detailed guidelines which were drafted and followed last year will be implemented this year as well. Police have informed hotel and resort owners that all celebrations and parties have to conclude by 1am. The timings to serve alcohol have also been specified. All those visiting hotels or resorts will have to provide proper identification and their credentials will have to be verified by hotel authorities before letting them in. This should be accompanied by a thorough security check, and hotels can seek assistance of women police personnel.

Police also laid down rules regarding fire safety and asked hoteliers to explain all visitors about how to use emergency exits in case of an emergency. The facilities should also have clear signs directing people to emergency exits. Apart from this, police asked hotels to set up CCTV cameras where parties and other events are planned.

Hotels have been asked to close their swimming pools. Those that cannot do so have been asked to tell security guards to keep visitors away from the pools. No party should be held near a swimming pool and no stages should built over the pool, police said.

The owners of a hotel or a resort should ensure that no guest resorts to drving while drunk after a party. Arrangements should be made to drop drunk guests at their residences. In some cases, security guards can be roped in to escor guests to their residences, police said.

Respond to plea of cancer patient: HC to AIIMS, Centre

‘Hospital denied treatment saying cannot take outside cases’

The Delhi High Court has asked the Centre and All India Institute of Medical Sciences (AIIMS) to respond to a plea by a woman suffering from fourth stage of esophageal cancer seeking direction to the hospital to provide her medical treatment.

Justice Navin Chawla, in an interim order, asked AIIMS to examine and render full treatment to the woman if she goes there till January 16.

“Till the next day of hearing, in case the petitioner [woman] produces herself for examination/ treatment before the respondent no. 2 [AIIMS], it shall examine and render full treatment to the petitioner,” the court said and listed the matter for hearing on January 16.

Fifty two-year-old Shashi Bala, in her petition, sought direction to the AIIMS to provide her treatment according to her present medical condition and after considering her previous reports and tests conducted in two different hospitals.

The counsel appearing for Bala also sought direction to the Centre to frame guidelines to be followed by government hospitals wherein no patient should be denied medical treatment if he/she is earlier treated at some other hospital.

“Denial to admit or treat the woman, who is suffering from fourth stage of cancer, is violation of her fundamental rights... The condition of the woman is weak and fragile and if she is not treated by AIIMS, she might lose her life. Failure by AIIMS to provide timely medical treatment to a needy person abrogates his/ her right to life guaranteed under Article 21,” the plea said.

It said the woman was earlier being treated at Batra Hospital and thereafter at Rajiv Gandhi Cancer Institute and Research Centre but the treatment was not satisfactory.

Subsequently, the woman’s son had visited AIIMS but the doctors refused treatment saying that they would not “entertain or take outside cases,” the plea alleged. It claimed that the doctors said they only take those cases where the patient directly comes to them.

Delhi’s air quality to deteriorate to ‘severe’ category on weekend, says SAFAR

The minimum temperature in the Capital was 5.8 degree Celsius on Thursday and is expected to drop to 4 degree Celsius on Saturday and Sunday, the India Meteorological Department (IMD) said.

On Thursday, the air quality of the city was in the ‘very poor’ category and is expected to be ‘severe’ on Saturday and Sunday, said SAFAR, a government-run monitoring agency.

The minimum temperature on Thursday was two notches lower than the season’s normal, while the maximum temperature was 13.4 degree Celsius, colder than the season’s normal by seven degrees, the IMD said. The maximum temperature is likely to pick up slightly over the next few days.

The city’s air quality index (AQI) on Thursday was 349, said the Central Pollution Control Board (CPCB).

“On Friday, the AQI is forecast to deteriorate towards the higher end of ‘very poor’ category which is likely to enter ‘severe’ category by Saturday night. AQI is likely to further deteriorate and remain in the ‘severe’ category on December 29,” SAFAR added.

On Thursday, the average level of PM 2.5 was 172.5 ug/m3, which was about three times the safe limit of 60ug/m3, as per Indian standards in Delhi-NCR at 8 p.m., the CPCB said. The level was, however, more than six times the safe limit (25 ug/m3) set by the World Health Organization.

‘2nd coldest December’

The mean maximum temperature for December 2019 is expected to be 19.15 degree Celsius. “In that case, will be the second coldest December after 1997,” said Kuldeep Srivastava, head of regional weather forecasting centre, IMD.
