As cases surge across the districts in Tamil Nadu, the state government on Thursday announced extension of the lockdown till August 31. Though the ban on public and private bus transport services, malls, gymnasiums and cinema halls will continue, all private offices and establishments have been allowed to function with 75% workforce.

Intense lockdown will continue to be enforced on all Sundays in August across the state. The state sought to take a measured approach in relaxing the curbs after collectors were keen on continuing the intense lockdown. According to sources, city corporation officials, too, batted for extending the lockdown to help bring the case count below 1,000.

Chief minister Edappadi K Palaniswami said, “The decision to continue the current lockdown is based on the views expressed by district collectors and public health expert besides consultations with senior ministers.” The state had considered resumption of bus services but district collectors raised concerns about the “possible surge” during the meeting with the chief minister on Wednesday. Virudhunagar collector R Kannan had cited the resumption of bus services as reason for the spurt in cases in his district.

On Thursday, health experts appreciated the government’s virus containment strategy and advised a more cautious approach, sources said.

The districts, excluding Chennai, recorded 45,177 active cases until Thursday. “There is no backlog of samples for testing beyond 48 hours. It is felt there will be a steady decline in the number of cases in other parts of the state from now on. If the trend stabilises and the cases go down further, we will consider resuming bus services and opening hotels. Currently, the administration has proven that it can manage 7,000 cases a day, but beyond that number, it will be a strain on the health infrastructure,” said a senior government officer.

There will be no relaxation in containment zones. Industrial and commercial establishments are asked to encourage employees to work from home and adhere to standard operating procedures. Status quo will be maintained for rail and air transport and e-passes from district collectors/Greater Chennai Corporation commissioner for inter-district and inter-state movement.

Independence Day will be celebrated in the state, adhering to social distancing norms and wearing of masks.

The chief minister also announced activities that will continue to remain prohibited until further orders. “Based on the intensity of the virus spread, relaxations will be permitted in a phased manner,” the CM said.

Shopping malls, schools, colleges, training and coaching institutions are not permitted. The other prohibited activities include, international air travel of passengers, except permitted by the Union government, metro rail and suburban trains, cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls, beaches, zoological parks, museums and similar places.

கரோனா வைரஸ் பரவுவதை தடுக்க நாடு முழுவதும் கடந்த மார்ச் 25 முதல் ஊரடங்கு அமல்படுத்தப்பட்டது. அப்போது உள்நாட்டு மற்றும் சர்வதேச பயணிகள் விமானப் போக்குவரத்தும் நிறுத்தப்பட்டது. பிறகு ஊரடங்கு கட்டுப்பாடுகளை மத்திய அரசு தளர்த்தத் தொடங்கியவுடன் மே 25 முதல் உள்நாட்டு விமானப் போக்குவரத்துக்கு அனுமதி அளிக்கப்பட்டது.

இந்நிலையில், "இந்தியாவில் இருந்து புறப்படுவதற்கு மற்றும் இந்தியா வருவதற்கான சர்வதேச பயணிகள் விமானப் போக்குவரத்து ஜூலை 15-ஆம் தேதி இரவு 11.59 மணி வரை நிறுத்தி வைக்கப்படுகிறது. எனினும் தேவையின் அடிப்படையில் தேர்ந்தெடுக்கப்பட்ட வழித்தடத்தில் சிறப்பு விமானப் போக்குவரத்துக்கு அனுமதி அளிக்கப்படும்.

இந்நிலையில், கரோனா பொது முடக்கத்தால், சர்வதேச அளவில் பயணிகள் விமான சேவை முடங்கியதால், கடந்த ஆண்டு ஜூன் மாதத்தை காட்டிலும் நடப்பாண்டில் உள்ளூர் விமானப் போக்குவரத்து சேவை சுமார் 86 புள்ளி 5 சதவீதமும், சர்வதேச விமானப்போக்குவரத்து சேவை சுமார் 97 சதவீதமும் குறைந்துள்ளதாக தெரிவிக்கப்பட்டுள்ளது.

உலக அளவில் பயணிகள் விமானப்போக்குவரத்து சேவை, முன்பு திட்டமிடப்பட்டதை விட, 2024-ஆம் ஆண்டில்தான் இயல்பு நிலைக்கு திரும்ப வாய்ப்பு உள்ளதாக சர்வதேச விமானப் போக்குவரத்து சங்கம் தெரிவித்துள்ளது.

முன்னதாக 2023 ஆம் ஆண்டில் விமானப் போக்குவரத்து இயல்பு நிலைக்கு திரும்பும் என கூறப்பட்ட நிலையில், 2024-வரை தற்போதைய நிலை நீடிக்கலாம் என சர்வதேச விமானப் போக்குவரத்து சங்கம் தெரிவித்துள்ளது.

“In such circumstances, the right to appear for the examination cannot be taken away as it would infringe upon their fundamental rights and such an act would be in violation of Article 14 of the Constitution of India,” the Bench observed.

The Bench also said that it cannot lose sight of the fact that more than 1,84,368 students have already downloaded hall tickets for the examination.

This indicated the preparedness and interest of the students, who are not before the court and whose interest is required to be protected by the court.

The court had asked the government on July 28 to reconsider the decision to hold the CET considering the “drastic change” in the COVID-19 situation in the State.

However, the government affirmed its stand of holding the test while claiming that official machinery has been put on complete preparedness to conduct the test with special care for students who have tested positive for COVID-19 and allowing the students residing in containment zones, to come out of the zone to attend the test.

The Bench also made it clear that it is not expressing or opining that CET-2020 should be cancelled or postponed indefinitely as the same has to be necessarily held in the interest of students.

At least 40 students, who have tested positive for COVID-19, are expected to appear for Common Entrance Test (CET) 2020, slated for Thursday and Friday.

Speaking at a press conference on Wednesday evening, Deputy Chief Minister and Higher Education Minister C.N. Ashwath Narayan said that they will write the examination at COVID Care Centres (CCC) and transport arrangements will be made.

He said that the invigilators will be wearing PPE kits and they will supervise in two shifts and follow the norms laid out in the Standard Operating Procedure. Arrangements for food will be made for all students who have tested positive.

Keeping in mind the High Court direction, the Minister said that none of the students will be required to submit any documents if they carry hall tickets.

He added that those students who are waiting for their COVID-19 test results can write the examination at their originally allotted examination centres in separate rooms.

As many as 1.94 lakh students have registered for the CET, which is the gateway to admissions for professional courses including engineering and agriculture among others.

Dr. Ashwath Narayan said that a high-level committee, under the chairmanship of Additional Chief Secretary, has been formed to ensure that the examination is conducted without any hurdles.

Those students with symptoms or those coming from containment zones will have to appear for the examination in separate rooms.

Students will have to undergo thermal screening, use sanitisers, and wear a mask while writing the examination. The Deputy Chief Minister said that arrangements have been made for the students and one parent to come to the examination centre if they are in containment zones.

Mr. Ashwath Narayan said that students in distress can call the helpline [080-23460460, 080-23564583] to get their grievances addressed.

However, many students complained that helplines were constantly engaged and they could not reach officials.
