தேர்தல் பிரச்சாரங்கள் தொடங்கிவிட்டன. கடந்த சில ஆண்டுகளாக அவ்வப்போது சமூக ஊடகங்களில் பகிரப்பட்டுவந்த காட்சித் துணுக்குகள் மீண்டும் நம் முன்னால் படையெடுத்துவருகின்றன. பொதுக் கூட்டங்களிலும் பத்திரிகையாளர் சந்திப்புகளிலும் பேச்சின் போக்கில் எப்போதோ நிகழ்ந்த சில தவறான உச்சரிப்புகளும் வார்த்தைப் பிழைகளும் தொடர் கேலிக்கு ஆளாகின்றன. சில சமயம் முதல்வர் கே.பழனிசாமியும், பல சமயம் எதிர்க்கட்சித் தலைவர் மு.க.ஸ்டாலினும் இந்தக் கேலிகளின் இலக்காக இருக்கிறார்கள்.

கம்ப ராமாயணம் தந்த சேக்கிழார் என்று முதல்வர் முன்பு ஒரு கூட்டத்தில் பேசியதுதான் இதன் ஆரம்பம். எழுதிக் கொடுக்கப்படும் குறிப்புகளின் அடிப்படையில் முக்கியத் தலைவர்கள் பேசுவது வழக்கம்தான் என்றபோதும் அந்தக் குறிப்பைப் பார்ப்பதற்கும் பேசுவதற்கும் இடையிலான சில நொடிகளில் கவனம் பிசகி இப்படி நிகழ்ந்துவிடுவதும் உண்டு. எப்போதோ பள்ளியில் படித்ததை அவர் இவ்வளவு காலமும் நினைவில் வைத்திருக்க வேண்டும் என்று எந்தக் கட்டாயமும் இல்லை. இதே தவறை ஒரு தமிழ் இலக்கியப் பேராசிரியர் செய்திருந்தாலாவது அதைக் கணக்கில்கொள்ளலாம்.

முதல்வரின் தடுமாற்றம்

சென்னை புத்தகக்காட்சியில் ஒரு மாலை நேரத்தில் பரபரப்பான பயணத் திட்டத்துக்கு நடுவில் முதல்வர் பேசிச் சென்றது மேலும் சர்ச்சையானது. ஆபிரகாம் லிங்கன் என்று உச்சரிக்கத் தடுமாறிய முதல்வர், அதன் தொடர்ச்சியாய் பாபாசாகேப் அம்பேத்கர், மாவீரன் பகத்சிங் என்று அடுத்தடுத்து உச்சரிக்கச் சிரமப்பட்டார். அம்பேத்கர் என்பதோடு முடிந்த வாக்கியத்தை பகத்சிங் பற்றிய அடுத்த வாக்கியத்தோடு சேர்த்துப் படித்தது பொருள்மயக்கம் கொடுத்தது. மு.கருணாநிதிக்குப் பிறகு புத்தகக்காட்சியில் ஒரு முதல்வர் கலந்துகொண்டார் என்பதும், அடுத்த ஆண்டு புத்தகக்காட்சிக்கு அரசின் சார்பாக ரூ.75 லட்சம் அளிக்கப்படும் என்று அவர் உறுதியளித்தார் என்பதும் கவனிக்கப்படாமலேயே போய்விட்டது. இன்னொரு கூட்டத்தில், அவர் தமிழ்நாட்டை மாவட்டம் என்றதும் பசுமைவழிச் சாலையைத் தவறாக உச்சரித்ததும் கேலிக்கு ஆளாயின.

பழனிசாமியுடன் ஒப்பிடும்போது ஸ்டாலினுக்கு இன்னும் நெருக்கடி அதிகம். மு.கருணாநிதியின் வழித்தோன்றல் என்பதாலேயே அவரைப் போல ஸ்டாலினும் பேச வேண்டும் என்று விரும்புபவர்களும் இருக்கிறார்கள். ஆளுங்கட்சியை விமர்சிக்கும் நோக்கத்தோடு வெவ்வேறு சந்தர்ப்பங்களில் ஸ்டாலின் சொன்ன சில பழமொழிகளில் வார்த்தைகள் தடுமாறி நகைப்புக்குக் காரணமாகிவிட்டன. ‘பூனை கண்ணை மூடிக்கொண்டு பூலோகம் இருண்டுவிட்டது’ என்பதைச் சொல்லும்போது பூலோகத்துடன் உலகம் என்ற வார்த்தையும் உள்ளே நுழைந்து காலை வாரிவிட்டது.

மதில் மேல் பூனை என்பதற்குப் பதில் பூனை மேல் மதில் என்று சொல்லிவிட்டார். பூனையுடன் அவருக்கு நிரந்தர ஒவ்வாமை உருவாகிவிட்டது. சொல்வதைச் செய்வோம் செய்வதையே சொல்வோம், ஆட்டுக்குத் தாடி நாட்டுக்கு கவர்னர் என்ற திமுகவின் வழக்கமான முழக்கங்களைச் சொல்லும்போதுகூடச் சில சமயங்களில் அவர் தவறிவிட்டார். குடியரசு தினத்துக்கும் சுதந்திர தினத்துக்குமான தேதிகளை மாற்றிச் சொன்னதும் அவரைச் சங்கடத்துக்கு உள்ளாக்கியது.

தீவிரத்துக்குப் பதில் கேளிக்கை

காணொளித் தொழில்நுட்ப வளர்ச்சியானது ஜனநாயகத்தைக் கண்காணிக்கும் வாய்ப்பைச் சாதாரணருக்கும் வழங்குகிறது. எந்தவொரு அரசியல் தலைவரும் சந்தர்ப்பத்துக்கு ஏற்றபடி முன்னுக்குப் பின் முரணாகப் பேசுகிறார் என்றால் அவர் எளிதில் நையாண்டிக்கு ஆளாகிவிடுகிறார். திமுகவைக் கடுமையாக எதிர்த்த காலத்தில் வைகோ பேசியதும், அதிமுகவை எதிர்த்து ச.ராமதாஸ் பேசியதும் இன்றும் சமூக ஊடகங்களில் உலாவருகின்றன. ஆனால், வார்த்தை தடுமாறுவதற்குக் கொடுக்கப்படும் அதிகப்படியான கவனமானது தீவிர அரசியல் விவாதத்துக்குரிய விஷயங்களைப் புறந்தள்ளிவிட்டு, வெறுமனே கேளிக்கைக்குள் பார்வையாளர்களைத் தள்ளிவிடுகிறது.

ஒவ்வொருவருமே குறிப்பிட்ட சில வார்த்தைகளை நம்மை அறியாமலே அடிக்கடி பயன்படுத்துகிறோம். அடிக்கடி பயன்படுத்தும் வார்த்தையையும்கூடத் தவறாகச் சில சமயங்களில் உச்சரித்துவிடுகிறோம். அலுவலகங்களில் நண்பர்களைப் பெயர் மாற்றி அழைக்கும் அனுபவங்கள் யாருக்கும் நிகழக் கூடியவையே. கூட்டுக் குடும்பங்களில் குழந்தைகளின் பெயர்களைப் பெரியவர்கள் மாற்றி அழைப்பதெல்லாம் எந்தக் காலத்திலும் நம்மால் தவறாகவே கருதப்பட்டதில்லை. கணவன் - மனைவிக்குள் பெயர் மாற்றி அழைத்தால் மட்டுமே அது ஒரு யுத்தத்துக்கான தொடக்கப்புள்ளியாக இருக்க முடியும்.

ஒட்டுமொத்த சமூகமுமே இந்த அனிச்சையான வார்த்தைப் பிரயோகங்களை, நாக்குழறல்களை, நினைவுப் பிசகுகளை இயல்பாக ஏற்றுக்கொண்டு இயங்கிக்கொண்டிருக்கிறது. ஆனால், அரசியல் தலைவர்கள் மட்டும் ஒரு வார்த்தையை அடிக்கடி உச்சரித்தால், வார்த்தைகளைத் தவறாக உச்சரித்தால், ஏதோ ஒரு யோசனையில் பெயரை மாற்றிச் சொல்லிவிட்டால் அவர் அன்றைய தினத்தில் அனைவரது நகைச்சுவை உணர்வுக்கும் பலியாக வேண்டியிருக்கிறது. சமூக உணர்வோட்டத்தில் நம்மைப் பிரதிபலிக்கும், அரசியல் அதிகாரத்தில் நம்மைப் பிரதிநிதித்துவப்படுத்தும் அவர்கள் மட்டும் எப்படி நம்மிடமிருந்து விதிவிலக்காக இருக்க முடியும்?

கருணாநிதியோ ஜெயலலிதாவோ பேசும்போது இப்படித் தடுமாறியதில்லையே? அதற்குத் தொடர் வாசிப்பையும், தொடர் பேச்சையும் ஒரு காரணமாகச் சொல்கிறார் சமூக உளவியல் ஆராய்ச்சியாளரான அர்ஜுனன். ‘கருணாநிதி நல்ல நினைவாற்றலுடன் கடைசி வரையில் சிறப்பாகப் பேசினார் என்றால், அவர் தொடர்ச்சியான வாசகராக இருந்ததுதான் காரணம். அதே காரணத்தால்தான் ஜெயலலிதா பேச்சிலும் அந்தத் தெளிவு இருந்தது. தொடர்ந்து வாசிப்புப் பழக்கம் இல்லாதவர்கள் இயல்பான பேச்சின் நடுவே புதிய சொற்களை உச்சரிக்கத் தடுமாறத்தான் செய்வார்கள். மக்கள் கூட்டத்தின் நடுவே நிற்கும்போது, தலைவர்களது மனவோட்டங்கள் கணத்துக்குக் கணம் மாறவும் நேரும். கவனம் பிசகும் வாய்ப்புகள் அதிகம். அதுவும் இத்தகைய தடுமாற்றங்களுக்குக் காரணம். உணர்ச்சிவசப்பட்ட நிலையில் சாதிய, மத துவேஷங்களைத் தூண்டாத வரையில் இந்த எளிய தவறுகளைப் பொருட்படுத்தத் தேவையில்லை. உளவியலில் இது இயல்பாகவே ஏற்றுக்கொள்ளப்பட்டிருக்கிறது. இந்தத் தடுமாற்றங்களைக் குறிப்பதற்குத் துறைசார்ந்த வார்த்தைகள்கூட இன்னும் பயன்பாட்டில் இல்லை’ என்றார்.

எதிரெதிரே நின்று அரசியலில் களமாடும் எல்லோருமே இந்தத் தவிர்க்க முடியாத சிக்கல்களை அனுதினமும் எதிர்கொண்டபடியேதான் இருக்கிறார்கள். ஆனால், அவர்கள் தங்களுக்குள் ஒருவரையொருவர் இதே விஷயங்களுக்குக் கேலிசெய்வதற்காக ஒரு பெருங்கூட்டத்தை ஆதரித்துக்கொண்டிருப்பதன் தர்க்கம்தான் விளங்கவில்லை. ஒருவரின் உச்சரிப்பு, மொழிநடை, பயன்படுத்தும் முத்திரைச் சொற்கள் ஆகியவற்றைக் கண்டுபிடிப்பதும் போலச்செய்வதும் பல்குரலிசைக் கலைஞர்களின் திறமை. அது அரசியல் விமர்சனத்துக்கான தகுதியாகிவிடாது.

தேர்தல் நெருங்கிக்கொண்டிருக்கிறது. பிரச்சார மேடையில் கண்களை மூடியபடி அமர்ந்திருக்கும் ஒரு தலைவர் தூங்கிவிட்டார் என்று எளிதில் கேலிக்கு ஆளாவார். பகட்டாக ஒளிவீசும் விளக்குகளுக்கு எதிரே மணிக்கணக்கில் அமர்ந்திருந்தாலும் அவர் கண்களை மூடித் திறக்க அனுமதிக்கப்படுவதில்லை. ஒரு அரசியல் தலைவர் ஒவ்வொரு நாளும் பொழுது விடிவதற்கு முன்பே எழுந்து அன்றைய பணிகளைத் தொடங்கியாக வேண்டும். ஆனால், அவர் படுக்கைக்குச் செல்லும் நேரம் எதுவென்று அவரால் ஒருபோதும் தீர்மானிக்க முடியாது. ஒரு மரணம், ஒரு போராட்டம், ஒரு சந்திப்பு என்று ஏதோ ஒன்று அந்த நாளின் வேலைத் திட்டங்களைத் தலைகீழாக்கிவிடக் கூடும். கோடைக் காலத்தில் தொடர் பயணமும் அலைச்சலும் யாரையுமே எளிதில் சாய்த்துவிடும். இதற்கு நடுவே அவர்கள் உதிர்க்கும் ஒவ்வொரு வார்த்தையின் மீதும் கவனம் வைத்திருக்க வேண்டும் என்று எதிர்பார்க்கும் வாக்காளர்கள், வார்த்தைகளைத் தாண்டி அவற்றின் உள்ளடக்கத்துக்கும் கவனம் கொடுக்கட்டும்.

CHENNAI: Madras High Court has quashed the transfer of Chief Engineer, Commissionerate of Municipal Administration, and observed that the state government has shown ‘extraordinary favour on extraneous consideration’ to a Principal Chief Engineer of Chennai corporation by appointing him as Chief Engineer and extending his tenure thrice.

The issue pertains to a plea moved by N Natarajan, Chief Engineer, Commissionerate of Municipal Administration, challenging his transfer to the post of Chief Engineer in the office of Commissioner, Chennai Corporation. 

​He was replaced by Pugazhendi, a Principal Chief Engineer in the Chennai Corporation, by extending his services.

Senior advocate P Wilson, appearing for the petitioner, submitted that Natarajan joined the Tamil Nadu municipal engineering services in 1983 and has rendered 35 years of unblemished services. 

On the other hand, Pugazhendi, was due to retire as Principal Chief Engineer in Chennai Corporation on June 30, 2016. 

But his services were extended thrice on the grounds that he was required to oversee projects worth Rs 12,000 crore, the advocate said.

However, Advocate General Vijay Narayan said it was a usual practice for the government to extend the services of its officers in public interest, especially, when an officer-in-charge was in the midst of overseeing large projects and their execution.

Justice V Parthiban, refusing to accept the contentions moved by the State, in his observation said, “...What is so special about the officer that he is kept at the helm for more than four years under the guise of execution of civil works. It only raises more questions than answers...” 

He also held that the court was constrained to hold that the extraordinary favour shown to the officer, who got service extensions continuously for the fifth year, appeared to be on extraneous consideration.

CHENNAI: Guindy, Pallikaranai and Poonamallee are emerging as the top three residential hotspots of Chennai with the localities witnessing stable sales in the last four years despite a slowdown in the city's residential market, says a Jones Lang LaSalle report.

Close to 6000 units were launched in these hotspots. Good demand, limited supply, announcement of Chennai Metro Rail's Phase-II project and other infrastructure projects led to appreciation of prices in these areas in 2018 and since then prices remain stable, says the report.

Siva Krishnan, managing director, Chennai and Coimbatore, and Head Residential Services, JLL, told Express that Guindy, Pallikaranai and Poonamallee have emerged as hotspots compared to East Coast Road or areas around Kilambakkam. The hotspots are likely to benefit from the adjacent business parks, he added.

"Increased job creation in IT and manufacturing along with improving connectivity driven by Chennai Metro Rail is likely to drive the demand for residential units in these hotspots. Benefits of good social infrastructure with improved quality of life also attract more home buyers in these hotspots," he said.

He said the demand for Guindy-Mount Poonamallee High Road is driven by the business park developments and stand-alone commercial office buildings in and around this location with a total office stock of 16 million sq feet. The region has emerged as the second IT highway in Chennai as 4-5 million sq ft of Grade A office space is expected to be added to the existing supply in the next two to three years thereby creating 50,000 jobs.

This micro market is located in proximity to the airport and enjoys good connectivity due to the operational metro rail. It also is well connected with industrial hubs such as Ambattur and Avadi. All the aforementioned factors drive the residential demand in this submarket. This micro market recorded the highest appreciation of property prices in the city since the announcement of the metro rail. The strong residential demand backed by good commercial supply and improving infrastructure is expected to push the prices further up in the coming years, he said.

Sriram Iyer, president and chief executive officer of TVS Emerald, told Express that Mount Poonamallee Road is emerging as the next commercial hub with three million square feet of IT space now being available. The third and fourth quarters of 2020 have seen 30-40 per cent growth in the sales volume compared to the last two quarters of 2019. This clearly established a trend in line with comparable cities like Hyderabad and Bangalore.

Similarly, Pallikaranai - Medavakkam and Pallavaram-Thoraipakkam Road (PTR), located in proximity to the Old Mahabalipuram Road IT hub as well as the GST road, is also emerging as a hotspot for residential projects. Large business parks set up by reputed national and international developers along with many standalone office buildings on the OMR are easily accessible from Pallikaranai - Medavakkam - PTR Road.

"PTR micro market is gaining prominence as an office market with 13 million sq ft of good quality supply in the pipeline by reputed national and international developers, thus creating 130,000 jobs in the next three to four years," says the JLL report.

Poonamallee, located in the west of Chennai, is fast emerging as an affordable residential location due to good connectivity with the core city through Mount Poonamallee Road. It is well connected with industrial hubs such as Ambattur and Avadi and the IT cluster at Manapakkam. Therefore, most of the residential demand for Poonamallee is driven by employees of these business hubs, says Siva Krishnan.

Siva says that new launches in 2020 bounced back to 92 per cent of the launches that happened in 2019, while sales reached 50 per cent of the pre-Covid era. This growth momentum is expected to continue in 2021 backed by historic low interest rates, flexibility of developers in terms of payment schemes and price negotiations, strong growth in commercial real estate and industrial sector and various stimulus packages offered by the government, he adds.

The Tamil Nadu government has granted permission to hold jallikattu, the popular bull taming sport, next year, with certain restrictions. The announcement brought mixed reactions with some tamers and enthusiasts, bursting fireworks and distributing sweets in parts of Madurai, while some remained sceptical.

Bull taming sports like jallikattu, manjuvirattu and vadamadu will be permitted with a maximum of 300 tamers. A maximum of 150 racers will be allowed in the traditional bull race, Erudhu vidum vizha, across the state. The traditional events are held between January and May. “In all these events, only 50% of the usual participants will be allowed. The participants will be allowed only after thermal screening,” said an official release. The tamers will have to show a Covid negative certificate from the government testing laboratories to participate in the event.

The participants have to wear masks and maintain physical distance and the government will release a standard operating procedure for the events, the release said. After huge protests erupted in the state following the Supreme Court’s ban on Jallikattu, the state government enacted a law in 2017, amending the Prevention of Cruelty to Animals Act, 1960, to preserve the cultural heritage of the state and to ensure the survival and wellbeing of the native breeds of bulls, legalising the Jallikattu events.

The members of Alanganallur Jallikattu organising committee burst firecrackers and distributed sweets at vaadivaasal. Alanganallur Jallikattu committee president J Sundarajan said the announcement brought immense relief to bull owners and tamers.

A 33-year-old teacher landed in trouble after he allegedly scribbled a woman constable’s name and her contact number on the walls of public toilets at the KSRTC bus stand in Kadur town, Chikkamagaluru district.

Yelahanka New Town police registered a criminal case on Monday against Satish CM, a resident of Kadur, based on a complaint filed by Sarah (name changed), 32, working at the northeast division of city police.

The incident came to light recently when unknown people started calling Sarah at odd hours seeking sexual favours. She learnt the callers had found her mobile number and name in the men’s toilet at Kadur bus stand.

Sarah and her husband visited Kadur on December 15 and found the walls of the toilet displaying her phone number an describing her as a sex worker.

Sarah identified the hand writing as that of Satish, her classmate at a teachers’ training college during 2006-07 at Doddapete.

In 2017, her classmates had created a group on WhatsApp and Satish was one of the members.

Satish reportedly used to post unwanted messages in the group and also call her regularly. When she started avoiding his calls, Satish removed Sarah from the group. When she was added to the group by other members, Satish removed her again. A few months ago, she called Satish to know the reason and they had heated arguments.

“Satish scribbled my mobile number in public toilets to harass and defame me,” Sarah stated in her complaint to police.

Yelahanka New Town cops have registered a case under the IPC sections 354d (stalking) and 509 (word, gesture or act intended to insult the modesty of a woman) against Satish.
