Lawyers defying law-enforcers beware. Madras high court has redflagged the ‘practice’ of lawyers picking up fight with police and other law enforcing agency personnel, and has directed the Bar Council of Tamil Nadu and Puducherry to explain what mechanism did it have in place to rein in unruly advocates.

“It is a harsh reality that instances of such nature by the members of the legal fraternity are on the increase,” said Justice M Dhandapani, directing the Bar council to file a report within two days, explaining the mechanism that is in place for taking action against lawyers who misbehave in public place with officials on duty.

The judge was hearing an anticipatory bail pleas of a woman lawyer, Tanuja Rajan alias Tanuja Kanthula, and her law student-daughter, who apprehended arrested in connection with a case registered against them for having quarrelled with and threatened policemen enforcing lockdown protocol a couple of weeks ago.

It is the Chetpet police case that on June 6, cops on duty stopped Preeti’s car for lockdown violation, but a while later Tanuja Rajan came in another car, abused them and threatened them of dire consequences.

Noting that such behaviour in public demeaned the legal profession, Justice Dhandapani impleaded the Bar council suo motu, and said: “Though, for unruly and indiscipline behaviour, other persons who work for one or other arm of the government, mechanism of disciplinary action is contemplated under the relevant Acts and rules governing the service, when it comes to legal fraternity, the initiative and control vest with the Bar Council of Tamil Nadu, to take appropriate action against such unruly advocates who involve themselves in these kinds of acts, which demeans the profession.”

Disapproving of some high-handed activities indulged in by lawyers against members of law enforcing agency, Justice Dhandapani said the present anticipatory bail pleas had a larger ramification with regard to the conduct of the members of the legal fraternity vis-a-vis officials of the government, and the Bar Council’s responsibility to take action against its members.

Tamil Nadu Dr MGR Medical University has turned down registrations for at least 13 students who have joined five self-financing medical colleges in 2020 after the state selection committee raised a red flag over procedural violation overlooking merit. The directorate of medical education will ask the college to discharge these students and seek explanation for illegal admissions, officials said.

The selection committee under the directorate of medical education, which allots students to medical colleges – government or private – hands over vacant seats to respective self-financing college at the end of the counselling session. As as per guidelines from the Supreme Court of India the committee also gives them a list of ten students drawn from the merit list for every vacant seat. Managements of self-financing colleges must use students from this list and complete admissions within a specific date.

During 2020 admissions five medical colleges – six students Karpagam Faculty of Medical Sciences and Research Hospital, four students from Madha Medical College & Research Institute and one student each from Panimalar Medical College Hospital and Research Institute, Melmaruvathur Adhiparasakthi Institute of Medical Sciences and Research and Dhanalakshmi Srinivasan Medical College and Hospital – had admitted students whose names did not figure in the list of students given by the medical council. Although all the students had cleared NEET and qualified for admissions, several others with better scores may have been denied a seat.

When the selection committee secretary Dr P Vasanthamani red flagged the admissions, health department advised her to follow norms laid down by the National Medical Commission and state medical university. “Students admitted to the college had marks much below the list we had sent,” said Dr Vasanthamani.

A police team has left for Dehradun in Uttarakhand to apprehend Sri Siva Sankar Baba, founder of Sushil Hari International School in Kelambakkam, in connection with the Pocso case slapped on him.

Meanwhile, the CB-CID police have issued a look-out circular to all the airports in the country to prevent him from leaving abroad by air.

The Mamallapuram allwomen police registered a case against Siva Sankar Baba based on the complaint of the students and former students. As the case was transferred to the CB-CID for further investigation, the police team visited the Sushil Hari international school and questioned the staff who said that the school founder had gone on a pilgrimage to Uttarakhand where he was admitted to a private hospital following an illness.

Following this, the police team left for Dehradun.

The CB-CID police have also registered a case against two school teachers and administrators of the international school Bharathi and Deepa under nine Sections of IPC including the Pocso Act. The issue came to light, after many former students openly discussed and shared their harrowing experiences at the school and harassment meted out by the school founder through social media. Based on this, the Tamil Nadu State Commission for Protection of Child Rights issued summons to the school administration and conducted inquiries, which went on for about a week.

Tamil Nadu government is fully prepared in case the third wave of Covid-19 strikes the state, minister for medical and family welfare Ma Subramanian said on Tuesday.

Replying to a question on the comment made by a medical expert from the All India Institute of Medical Sciences (AIIMS), Delhi about the likely third wave, the health minister said that it was only speculative.

“The prediction of the medical expert from AIIMS was not confirmed. Yet, Tamil Nadu has geared up with 70,000 beds with oxygen supply even if the third wave hits us,” he told reporters in Thanjavur while inspecting and holding review meeting on Covid-19 related work.

On shortage of vaccines in the state, the minister said that 1.5 crore doses have been used out of the 1.10 crore received till Monday night. He also said the state received 6.16 lakh vaccines on Tuesday. “The vaccines will be distributed among districts. Centre assured to send us 42 lakh doses by June-end,” he said.

Several relaxations in lockdown norms including availing services at government offices and banks have been announced, but residents of Chennai and its suburbs have been unable to apply for e-registration on the official portal to be able to make use of these services.

Regional Transport Offices (RTOs) began accepting driving licence and learner’s licence applications, but that option is not available on the list of reasons allowed to commute within Chennai city or from neighbouring districts.

Similarly, there is no option to travel in case of visa appointments. R Sundararajan, a native of Bengaluru, plans to travel to Chennai on June 17 (Thursday) for his daughter’s US student visa appointment, but has not been able to apply for e-registration. “There is no such option available for travelling to Chennai for the said reason,” he said.

T Sadagopan, a residentactivist from Avadi, said hundreds of working professionals from private and government sectors had shifted their residences from core city to suburban areas in the recent past. “It is common knowledge that getting addresses changed in government ID proof documents is not easy in Tamil Nadu. So these people still have to travel to the city for banks and ration shops (to avail food items and ₹2,000 incentive),” he said.

A senior official in the revenue and disaster management department said no e-registration is required for intra-district travel to government offices.

However, residents from western suburbs, particularly Pattabiram or Thirunindravur, say that every time they cross the Avadi border, police ask for e-registration documents. Even when Avadi falls under Greater Chennai Police (GCP) limit, the law enforcers seek e-registration documents because technically it is located in the revenue district of Tiruvallur.

V Gokul of Adambakkam said there was no clarity on whether passengers needed e-registration even if they booked a cab (Ola or Uber) to reach his optical shop in Nanganallur.

“There was no proper response from the helpline. So the driver and I registered separately to avoid trouble. Such duplications can be avoided if there is better clarity from the government. Besides, the online server is getting crashed frequently during working hours as site traffic increases manifold. This too needs to be addressed,” he said.
