நம் நாட்டில் தற்போது 60 வயதைக் கடந்த முதியோர்களின் எண்ணிக்கை சுமார் 15 கோடி ஆகும். 2050-ஆம் ஆண்டு இந்த எண்ணிக்கை 35 கோடியாக உயரக்கூடும். உலக அளவில் 65 வயதைக் கடந்த முதியவர்களின் எண்ணிக்கை 2030-ஆம் ஆண்டில் 140 கோடியாக இருக்கும் என எதிர்பார்க்கப்படுகிறது.

ஸ்பெயின், இத்தாலி, ஸ்விட்சர்லாந்து ஆகிய ஐரோப்பிய நாடுகளில் வசிக்கும் மக்களின் தற்போதைய சராசரி ஆயுள் 83 ஆண்டுகளாக உள்ளது. உலகில் முதியோர் எண்ணிக்கை வேகமாக அதிகரித்து வருவதற்கு இது ஓர் எடுத்துக்காட்டாகும்.

ரஷியாவின் வால்கோகிரேட் மாநில மருத்துவப் பல்கலைக்கழக விஞ்ஞானி ஒருவர், எதிர்காலத்தில் மனிதர்கள் 150 ஆண்டுகள்வரைகூட வாழும் நிலை ஏற்படும் என்றும், அதற்கான மருத்துவ ஆராய்ச்சிகள் நடந்து கொண்டிருக்கின்றன என்றும் தெரிவித்துள்ளார். மேலும், 20 முதல் 40 வயது வரை வயது உள்ள இன்றைய இளைய தலைமுறையினர் 150 ஆண்டுகள்வரை வாழும் வாய்ப்புகள் உள்ளதாகவும் அவர் தெரிவித்துள்ளது நம்மை வியப்பில் ஆழ்த்துகிறது.

நம் நாட்டில் கூட்டுக் குடும்ப முறை வெகுவாகக் குறைந்து வருவதால், முதியோர் தனியே வசிக்கும் நிலை அதிகரித்துள்ளது. இதனால், முதியோர்களுக்கு எதிரான குற்றங்கள் அதிகரிப்பதுடன் அவர்களின் பாதுகாப்பும் கேள்விக்குறியாகி வருகிறது.

தேசிய குற்ற ஆவணக் காப்பகத்தின் அறிக்கையின்படி, நம் நாட்டில் 2023-ஆம் ஆண்டு முதியோர்களுக்கு எதிராக 62,41,569 குற்றச் செயல்கள் நடைபெற்றுள்ளன. நம் நாட்டில் முதியோருக்கு எதிரான குற்றச் செயல்கள் நடைபெறும் மாநிலங்களின் வரிசையில் தமிழகம் நான்காவது இடத்தில் உள்ளது.

பெற்றோரை உதாசீனப்படுத்தும் வாரிசுகளால் முதியோர் இல்லங்களின் எண்ணிக்கை நம் நாட்டில், குறிப்பாக தென்னிந்தியாவில் அதிகரித்து வருகிறது. வாரிசுகளில் சிலர் தங்கள் பெற்றோரின் சொத்துகளை தந்திரமாக தங்களுக்கு சட்டப்படி உரியதாகச் செய்து கொண்டு பின்னர், சம்பந்தப்பட்ட பெற்றோரை ஆதரவற்ற நிலையில் விட்டுவிடுவது நீதிமன்றங்களின் கவனத்துக்கு அவ்வப்போது கொண்டு வரப்படுகிறது.

இது தொடர்பாக வஞ்சிக்கப்பட்ட பெற்றோருக்கு அவர்களின் சொத்துகளை பிள்ளைகளிடமிருந்து பறிமுதல் செய்து மீண்டும் பெற்றோரிடமே ஒப்படைக்கும் வகையில் நீதிமன்றங்கள் அவ்வப்போது ஆணைகள் பிறப்பித்து வருகின்றன.

நம் நாட்டில் பெற்றோர் மற்றும் மூத்த குடிமக்கள் பராமரிப்பு மற்றும் நலன் சட்டம் 2007-ஆம் ஆண்டு கொண்டு வரப்பட்டது. இந்தச் சட்டத்தின்படி பெற்றோரைப் பராமரிக்காத பிள்ளைகளுக்கு மூன்று மாதங்கள்வரை சிறைத் தண்டனை, ரூ.5,000 வரை அபராதம் அல்லது இரண்டுமே அளிக்க வகை செய்யப்பட்டுள்ளது. எனினும், பெரும் எண்ணிக்கையிலான முதியவர்கள் தங்கள் பிள்ளைகளால் புறக்கணிக்கப்படுவது தொடர்கதையாக உள்ளது.

புத்தர் வலியுறுத்திய மனித குலத்துக்கான ஏழு கடமைகளில், "வாழ்நாள் முழுவதும் நான் என் பெற்றோரைப் பேணுவேனாக' என்பதுதான் முதல் கடமை. இதை இந்தக் கால இளைய தலைமுறையினர் நினைவில் கொள்ள வேண்டும்.

மூத்த குடிமக்கள் அதிக அளவில் உள்ள மாநிலங்களில் ஒன்றான கேரளத்தில் மூத்த குடிமக்களுக்கான மருத்துவ வசதி, நிதியுதவி போன்றவை அவர்களின் இல்லத்திலேயே கிடைப்பதற்கு அந்த மாநில அரசு திட்டமிட்டு வருகிறது. இதற்கான மூத்த குடிமக்கள் பற்றிய விவரங்களை சம்பந்தப்பட்ட உள்ளாட்சி அமைப்புகள் சேகரிப்பதுடன், ஒவ்வொரு உள்ளாட்சியின் வருவாயில் குறைந்தபட்சம் 10% மூத்த குடிமக்களுக்காக செலவிட வேண்டும் என்றும் தீர்மானிக்கவுள்ளது.

மூத்த குடிமக்களின் நலனுக்காக மூத்த குடிமக்கள் ஆணையம் ஒன்றையும் கேரள அரசு அமைத்துள்ளது. மகாராஷ்டிர அரசு முதியோர் தாங்கள் வசிப்பதற்காக வீடுகள் வாங்கும் நிலையில் அதற்கான முத்திரைத்தாள் வாங்கும் செலவைக் குறைத்துள்ளது.

இன்றைய இளைய தலைமுறையினர் நிகழ்காலத்தில் மகிழ்ச்சியான சூழலில் வாழ்வதற்கு கடந்த காலத்தில் இக்கால மூத்த குடிமக்கள் ஆற்றிய பணிகளும் காரணம் என்றால் அது மிகையல்ல. மூத்தகுடிமக்களுக்காக தங்களை அர்ப்பணித்துக் கொள்ளும் இளைய தலைமுறையினர் பாராட்டுக்குரியவர்கள்.

ஆதரவற்ற முதியோர் இல்லங்களை நடத்துவோர், தொண்டு நிறுவனங்களுக்கு உதவ வேண்டியது அரசின் கடமை. பதிவு செய்யப்பட்ட பல முதியோர் இல்லங்களுக்கு அரசிடமிருந்து கிடைக்க வேண்டிய உதவித்தொகை ஏதும் கிடைக்காமல் உள்ளது.

அரசு நடத்தும் ஆதரவற்ற முதியோர் இல்லங்கள், தனியார் தொண்டு நிறுவனங்கள் நடத்தும் முதியோர் இல்லங்களுக்கு அரசின் நிதி உதவி, முதியோருக்கான மாதாந்திர உதவித்தொகை, 75 வயதைக் கடந்த முதியோர்களுக்கு ரூ.5 லட்சம் வரை இலவச மருத்துவக் காப்பீடு, தமிழகத்தில் 70 வயதைக் கடந்த நிலையில் தனியாக வசிக்கும் முதியோரின் வீடுகளுக்கே சென்று ரேஷன் பொருள்களை வழங்கும் "தாயுமானவர் திட்டம்' என முதியோர் நலனுக்காக மத்திய, மாநில அரசுகள் பல்வேறு நலத் திட்டங்களை அமல்படுத்தியது வரவேற்கத்தக்கது.

ரயில்களில் பயணிக்கும் 60 வயதைக் கடந்த முதியோருக்கு பயணக் கட்டணத்தில் சலுகை, மாநில அரசுப் பணியிலிருந்து ஓய்வுபெற்ற முதியோர்களுக்கான ஓய்வூதியப் பலன்களை தாமதமின்றித் தருவது போன்ற முதியோர் நலன் நாடும் நீண்ட நாள் கோரிக்கைகளை மத்திய, மாநில அரசுகள் பரிவுடன் பரிசீலித்து நிறைவேற்ற வேண்டும்.

இன்றைய இளைய தலைமுறையினர் நாளைய முதியவர்களாவர். இதை உணர்ந்து முதியோர் நலன் பேண அரசு எடுக்கும் அனைத்து நடவடிக்கைகளுக்கும் முழு ஒத்துழைப்பு தந்து முதியோர்களுக்கான சமூக அங்கீகாரத்தைத் தர வேண்டும்.

Hyderabad : Doctors in Hyderabad have cautioned people against relying solely on artificial intelligence (AI) tools such as ChatGPT for medical advice. They emphasised that patients, especially those with chronic or serious health conditions, must always consult a qualified healthcare professional before making any changes to medication, diet, or treatment plans. 

The warning comes after at least two alarming incidents were recently reported in the city. In the first case, a 30-year old woman who had undergone a kidney transplant under the Jeevandan programme at the Nizam's Institute of Medical Sciences (NIMS) lost her transplanted kidney after discontinuing her prescribed antibiotics based on ChatGPT’s suggestion.

 “The woman, who had been on dialysis for seven years before the transplant, reportedly stopped all her medication after ChatGPT told her that since her creatinine levels were normal, she no longer needed the drugs,” said Dr Sree Bhushan Raju, senior nephrologist, NIMS. 

Within weeks, her condition deteriorated, and her creatinine levels spiked again. She eventually required surgery and had to be put back on dialysis before being discharged recently. “We are seeing a worrying trend where even educated patients are relying on AI-generated advice instead of consulting doctors,” said Dr Mohd Taif, another senior nephrologist. 

Similar patterns Doctors said similar patterns are being noticed among the elderly as well, with many seeking advice on medicines or dosage changes from ChatGPT despite being advised otherwise by their doctors. “This over-reliance on AI is becoming a dangerous habit,” said Dr Taif. In another incident, a 62year-old diabetic man from the city suffered sudden weight loss and dangerously low sodium levels after following a diet plan suggested by ChatGPT. 

The AI tool had advised him to completely reduce salt intake, which proved harmful given his pre-existing condition. “These incidents show that while AI can provide general information, it lacks the clinical judgment and contextual understanding that a trained doctor brings,” said Dr K Rakesh, a senior govt nephrologist. 

In Aug this year, a 60-year-old man from New York was reportedly hospitalised after following a ChatGPTgenerated diet plan that advised him to replace all table salt (sodium chloride) with sodium bromide, a toxic substance. “People are starting to believe that ChatGPT is superior to doctors, but no AI can match the intellect, intuition, and experience of a medical professional,” said Dr Raju.

Chennai : A social media post by urologist Dr Jaison Philip accusing clerical staff in the state health department of corruption went viral on Saturday. This prompted associations of govt doctors, who rallied behind him, to say corruption and maladministration have affected not only their salaries and promotions but also patient care in govt hospitals across the state. 

Dr Philip, who works at Madras Medical College, posted an image of his payslip, saying he was receiving a gross salary of ₹1.6 lakh instead of at least ₹2.5 lakh because of ‘clerical corruption’. “As a rule, I never give bribes, so I suffer,” he wrote. Later, he added that “topmost powerful bureaucrats met/rang me and talked kindly. They said they will ensure anomalies will be corrected and justice done.” This, however, is not Dr Philip’s first such allegation. In Sept, he said that clerical staff at Government Royapettah Hospital — a clerk and an office superintendent — demanded bribes of ₹1,000 and ₹2,000, respectively, to forward his service register after his transfer to Madras Medical College. 

He claimed he faced such harassment from clerks in the health department for nearly three decades. Following his post, health minister Ma Subramanian promised action, and some staff were transferred. On Saturday, several associations of govt doctors said corruption and maladministration in the department affected beyond delayed salaries. 

They cited instances of long-pending settlements for doctors who died in service and delays in processing pensions for those retiring. While the family of a doctor who died in 2014 is still awaiting settlement, another doctor who retired in Feb 2024 is waiting for the admin department to forward his papers for the rollout of a monthly pension. Service doctors and postgraduates association blamed the heads of institutions for failing to ensure the timely disbursement of payments to faculty and postgraduate doctors. “There are no regular grievance meetings to resolve issues in a time-bound manner. Deans themselves complain of pending salaries when we raise such matters,” said the association’s state organizing secretary Dr A Ramalingam.

Bhopal : In a shocking case of corruption, officials in Satna's Rahikwara village allegedly showed living people as dead to claim funds meant for their last rites and ex-gratia payments under state govt's Sambal scheme -meant for the welfare of labourers in the state. After two such labourers turned up alive, officials have now ordered a detailed probe. The scam points to the collusion of panchayat officials who allegedly siphoned off lakhs of rupees meant for the families of poor labourers. 

According to the complaint, three cases have surfaced so far. In the first, Sajjan Chowdhary, 65, was shown dead on January 10, 2021, and a total of Rs 2.05 lakh — Rs 2 lakh as ex-gratia and Rs 5,000 as last rites assistance — was withdrawn in his name, though he is very much alive. In the second case, Ganpat Kushwaha, 64, was also falsely declared dead, and Rs 2.05 lakh was withdrawn on January 14, 2020. In the third instance, Ramcharan Chowdhary, who actually died on April 12, 2020, had his Rs 2.05 lakh benefit diverted to another person’s account instead of reaching his family. “I am a farmer and didn’t know I was declared dead. Pension and assistance were being credited -but to other accounts,” 65-year-old Sajjan Chowdhary told TOI , adding that officials visited his house on Wednesday to verify the claim. 

Nagaud Janpad panchayat member Ram Sewak Pal, who exposed the scam, said, “When a widow complained she hadn’t received aid, we checked and found payments already claimed. Then we found two living men shown dead — Sajjan and Ganpat.” District panchayat CEO Shailendra Singh said, “The matter has come to the knowledge of the district collector and a probe has been launched following his instructions. As of now, there are three cases as per the complaint. Teams were sent to the village to get all the details and probe it from all aspects. Appropriate action would be taken as per the findings.”

Canada unveiled its new Immigration Levels Plan for 2026–2028 early on Wednesday, confirming that the country will hold steady the intake of permanent residents and admit 3.8 lakh annually over the next three years. However, it has sharply curbed the number of temporary residents — especially international students. 

International students face the sharpest reductions in the plan, with admissions capped at 1.55 lakh in 2026 and 1.5 lakh in 2027 and in 2028; almost halving the levels announced last year. The immigration levels plan unveiled last year (for 2025-2027) had projected an an intake of 3.05 lakh students in 2026 and in 2027. The plan, released as part of Budget 2025, reflects what officials call a ‘balanced approach’ to immigration, stabilising permanent resident levels while moderating temporary inflows. 

Canada’s population is around 415 lakh and the strain on infrastructure has led govt to rein in the inflows of immigrants. “We will balance the number of new arrivals with the planned departure of international students and temporary workers as their status expires in 2025 and 2026. 

We have committed to reduce temporary resident volumes through departures, program limits, and lower immigration levels to less than 5% of population by the end of 2027,” said Lena Metlege Diab, minister of immigration, refugees and citizenship. In this context, Lisa Brunner, Regulated Canadian Immigration Consultant (RCIC) and postdoctoral research fellow at Centre for Migration Studies, pointed out, “They are also counting on the proposed Bill C-12, also known as ‘Strengthening Canada’s Immigration System and Borders Act,’ being passed into law so they can more forcefully encourage the ‘self-deportation’ of temporary residents with no permanent residency options. Missing from govt’s Levels Plan is the estimated number of undocumented people living in Canada and whether govt expects that number to increase.” Matthew McDonald, RCIC, noted, “The big surprise is a 50% cut to international students — from the earlier projection of 3.05 lakh to 1.5 lakh in 2026. At first glance, the reduction may not seem significant, because we do not anticipate more than 1.5 lakh study permit approvals in 2025. 

However, the lower target will also reduce the number of admission offers that colleges and universities can make, putting pressure on Canada’s international education sector.” Manish Kapoor, RCIC added that this does not bring good news for Indian students aspiring to study in Canada. “The halving of the study-permit targets means it is going to be much harder to get a study permit—especially for Indian applicants, who are already facing a refusal rate of over 50%. If the application volumes remain high, I anticipate refusal rates could be as high as 80%.” 

The Trusted Institutions Framework, announced in mid-2023, aims to tighten quality control in international education. Institutions with strong student-support systems, transparent finances, and compliance records will be recognised as ‘trusted’, receiving streamlined and speedy visa processing. “Indian students should focus on trusted institutions and robust financial documentation to maintain strong profiles, especially for the next step towards permanent residence,” said Naumaan Hameed, lawyer and immigration specialist at Greenberg Hameed PC.” 

The targets for temporary foreign workers (TFWs) is set at 2.30 lakh for 2026, to be sustained at 2.20 lakh in each of the next two years. Kubeir Kamal, RCIC, is optimistic about an announcement to introduce an accelerated pathway for skilled H-1B workers. “This ends a strong message to the global talent pool: Canada is committed to attracting the best innovators and technology leaders to boost our competitiveness and longterm productivity,” he states.
