பெண் டாக்டர் விஷ ஊசி போட்டு தற்கொலை... ஜிப்மர் மருத்துவமனையில் அதிர்ச்சி

புதுச்சேரி: ஜிப்மர் மருத்துவமனையில் பெண் டாக்டர் ஒருவர் விஷ ஊசிபோட்டுத் தற்கொலை செய்துகொண்டுள்ள சம்பவத்தால் அங்கு அதிர்ச்சி ஏற்பட்டுள்ளது. இது தொடர்பாக கோரிமேடு போலீசார் வழக்குப் பதிவு செய்து விசாரணை மேற்கொண்டுள்ளனர்.

புதுவை கதிர்காமம் ஆனந்தா நகர் இளங்கோ வீதியில் உள்ள கணபதி அடுக்குமாடி குடியிருப்பில் வசித்து வந்தவர் ஷாலினி. இவரின் மகள் ரேஷ்மி. இவருக்கு இன்னும் திருமணமாகவில்லை. இவர்களுக்குச் சொந்த ஊர் கர்நாடக மாநிலம் மைசூரு. ரேஷ்மி கோரிமேட்டில் உள்ள ஜிப்மர் மருத்துவமனையில் எம்.பி.பி.எஸ். மற்றும் எம்.டி. படிப்பை முடித்து,பின்னர் ஜிப்மர் மருத்துவமனையிலேயே டாக்டராக பணியாற்றி வந்தார்.

நேற்று முன்தினம் ரேஷ்மியின் தாயார் ஷாலினி மைசூருக்கு சென்றுள்ளார்.

இந்த நிலையில் நேற்றுக் காலை வெகுநேரமாகியும் ரேஷ்மி மருத்துவமனை டியூட்டிக்கு வரவில்லை. இதனால் அவருடன் பணிபுரியும் சக டாக்டர்கள் ரேஷ்மியின் செல்போனுக்கு தொடர்பு கொண்டனர். ஆனால், அவர் செல்போனை எடுக்கவில்லை.

உடனே ரேஷ்மிவசித்து வரும் அடுக்குமாடி குடியிருப்புக்கு சென்று பார்த்தனர். அப்போது அவருடைய வீட்டின் கதவு உள்பக்கமாக பூட்டப்பட்டு இருந்தது. கதவை பல முறை தட்டியும் கதவு திறக்கப்படவில்லை.

இதனால் சந்தேகமடைந்து கதவை உடைத்து உள்ளே சென்று பார்த்தனர். அப்போது ரேஷ்மி அவருடைய அறையில் மயங்கிய நிலையில் கிடந்தார். உடனே அவரை அங்கிருந்து மீட்டு ஜிப்மர் மருத்துவமனைக்குக் கொண்டு சென்றனர். அங்கு டாக்டர்கள் பரிசோதித்தபோது ரேஷ்மி இறந்து விட்டது தெரியவந்தது. ரோஷ்மி விஷ ஊசி போட்டு தற்கொலை செய்துகொண்டிருப்பது தெரிய வந்தது.

இதுகுறித்து கோரிமேடு போலீசார் வழக்கு பதிவு செய்து ரேஷ்மி சாவுக்கான காரணம் என்ன? காதல் தோல்வியா? அல்லது வேறு எதுவும் காரணமா? என்பது குறித்து தொடர்ந்து தீவிர விசாரணை நடத்தி வருகிறார்கள்.
இந்தச் சம்பவம் ஜிப்மர் மருத்துவமனையில் பெரும் அதிர்ச்சியையும் பரபரப்பையும் ஏற்படுத்தியுள்ளது.

அத்தியாவசிய சேவைகள் பட்டியலில் அடங்கும் அரசு பேருந்து போக்குவரத்து துறையின் ஸ்டிரைக்கால் தமிழ்நாடு தாங்க முடியாத சிக்கலை சந்தித்து வருகிறது. இந்த நெருக்கடியான கால கட்டத்தை பயன்படுத்தி தனியார் பேருந்துகள் தாங்க இயலாத அளவுக்கு கட்டண கொள்ளையில் இறங்கி சாகடிக்கின்றனர் மக்களை.எங்கும் நகரமுடியாமல் அவதிப்படும் மக்கள் நிம்மதியிழப்பு, பொருளிழப்பு என்று எல்லா வகையிலும் துயரத்துக்கு ஆளாகியிருக்கின்றனர்.
இந்நிலையில் போக்குவரத்து பணியாளர்கள் உடனடியாக பணிக்கு திரும்புமாறு மதுரை உயர்நீதிமன்ற கிளை உத்தரவிட்டுள்ளது. பணிக்கு திரும்பாவிட்டால் எஸ்மா சட்டத்தின் கீழ் நடவடிக்கை எடுக்குமாறு அரசுக்கு உத்தரவும் பிறப்பித்துள்ளது.

மதுரை ஒத்தக்கடையை சேர்ந்த செந்தில் எனும் வழக்கறிஞர் தொடுத்த பொது நல வழக்கில் மதுரை உயர்நீதிமன்ற கிளை இந்த உத்தரவை வழங்கியுள்ளது.
இந்த உத்தரவுக்கு கீழ் படிந்து போக்குவரத்து துறை ஊழியர்கள் பணிக்கு திரும்புவார்களா அல்லது உச்சநீதிமன்றத்திடம் முறையிடுவார்களா என்பது விரைவில் புரியும்.

நீதிமன்றத்தின் இந்த உத்தரவு உடனடியாக நடைமுறைப்படுத்தப்பட்டு நிலைமை சீரானால் நீதித்துறையின் மாண்பு பாதுகாக்கப்படுவதோடு மக்களின் துயரும் தீர்க்கப்படும்.

ஏற்கனவே பழைய ஜெயலலிதா ஆட்சி காலத்தில் ஆசிரியர்கள் போராட்டம் நெடு நாள் நீண்டபோது இந்த எஸ்மா சட்டம் பயன்படுத்தப்பட்டு ஆசிரியர்கள் மற்றும் அரசு ஊழியர்கள் மீது இந்த எஸ்மா சட்டம் பாய்ச்சப்பட்டு கைது நடவடிக்கைகள் வெடித்தது நினைவிருக்கலாம்.

MR students demand scribes for college exams

Chennai: After the Plus-2 results were declared, Raghav S, a student of Anugraha School for Deprived was very enthusiastic about getting into college.

Though living with dyslexia, he wants to pursue higher education in computer science, but a college where he desired to study refused to give him the assistance of a scribe for writing exams.

Raghav is now doubtful about joining the college and pursuing his dreams. The story is not above one Raghav and one college. It’s about the bias that the TN Government seems to show towards students with mental disorders. There are no guidelines for colleges and universities to provide special services for students with Dyslexia, Att-ention Deficit Hyperactive Disorder, Irlen Syndrome, slow learners and mentally unsound students.

Admissions seem to be a difficult task for many such students, as they are not granted any additional help. Most autonomous colleges and private universities provide scribe only for visually challenged students.

“Students are granted scribe after assessment either by Department of Psychiatry, or by Certified Registration Professionals (CRP) number at Rehabilitation Council of India till they are in school, but there is no such procedure that should be followed by the colleges and universities for aiding such students,” said Harini Mohan, an official at Rehabilitation Council of India.

However, sources in Madras University say that colleges under it need to refer such students to the university and a scribe will be provided. “But no concrete guidelines in the form of an assessment are followed to decide on provision of scribes for MR students, as no guidelines have been laid by the Department of Higher Education,” the official said.

With graduation exams round the corner in some private universities, the students are worried about their performance, due to the non-provision of scribes by respective universities.

Anna University cuts intake for courses in 44 engineering colleges across Tamil Nadu

COIMBATORE: Inspection teams of Anna University, which visited private engineering colleges across the State, have found that select courses offered by 44 engineering colleges are not supported by adequate faculty strength and infrastructure. The university has therefore decided to reduce the number of students allowed for these courses.

Ahead of the new academic year, Anna University had sent separate inspection teams to around 530 self-financing engineering colleges to check whether they have adequate faculty strength and infrastructure, including classrooms, laboratories and libraries. The visits, which began in mid-February, were completed recently.

The university had sent notices to the colleges short of the required faculty and infrastructure, asking them to rectify the shortfalls. They were also asked to send compliance reports. Based on the compliance reports, the university has taken a final call.

“As per the Supreme Court order, we have to complete the affiliation process before May 15. The final decision on extending the affiliation of engineering colleges was taken during a meeting on Saturday,” said a highly placed source in the university.

“The university has decided to reduce the intake of some courses offered by 44 private engineering colleges, as they were found short of faculty and infrastructure. Some of them have rectified the deficiency highlighted by the university and they have been granted affiliation and allowed full intake,” the source added.

Meanwhile, 11 existing private engineering colleges did not apply for affiliation this year. “These colleges will be closing down from this academic year. Existing students could be shifted to other colleges,” the official said. The university has completed its affiliation process and is now awaiting the extension of approval process by the AICTE.

இது தொடர்பாக டெல்லியில் இன்று மத்திய மனிதவள மேம்பாட்டுத் துறை அமைச்சர் பிரகாஷ் ஜவடேகர் செய்தியாளர்களிடம் கூறுகையில், ''உச்ச நீதிமன்ற தீர்ப்புப் படியே நீட் தேர்வு நடத்தப்படுகிறது. உச்ச நீதிமன்ற தீர்ப்புக்கு மாறாக மத்திய அரசால் எதுவும் செய்ய முடியாது. நீட் தேர்விலிருந்து தமிழகத்துக்கு விலக்கு அளிக்க முடியாது. மத்திய அரசின் நிலைப்பாட்டை ஏற்கெனவே தமிழக அரசிடம் தெரிவிக்கப்பட்டுள்ளது'' என்றார்.

நாடு முழுவதும் மருத்துவப் படிப்புக்கான நுழைவுத் தேர்வு (நீட் தேர்வு) அண்மையில் நடந்து முடிந்தது. இத்தேர்வு முடிவுகள் ஜூன் 8-ல் வெளியாக உள்ளது. மேலும், குடியரசுத் தலைவர் ஒப்புதலை எதிர்பார்த்து இருப்பதாலேயே இன்னும் மருத்துவப் படிப்பு விண்ணப்பங்கள் குறித்து எந்த அறிவிப்பும் வெளியிடவில்லை.

இது தொடர்பாக செய்தியாளர்களிடம் பேசிய தமிழக சுகாதாரத்துறை செயலாளர் ராதாகிருஷ்ணன், ''நீட் தேர்வில் இருந்து தமிழகத்துக்கு விலக்கு அளிக்கக் கோரி தமிழக சட்டப்பேரவையில் சட்ட மசோதா நிறைவேற்றப்பட்டு அது குடியரசுத் தலைவர் ஒப்புதலுக்காக அனுப்பிவைக்கப்பட்டுள்ளது. இதில் மத்திய அரசு முடிவுக்காக காத்திருக்கிறோம். குடியரசுத் தலைவர் ஒப்புதலை எதிர்பார்த்து இருப்பதாலேயே இன்னும் மருத்துவப் படிப்பு விண்ணப்பங்கள் குறித்து எந்த அறிவிப்பும் வெளியிடவில்லை. மத்திய அரசின் முடிவுக்குப் பின்னரே மருத்துவ விண்ணப்பம் தொடர்பான அறிவிப்பு வெளியாகும்" என்றார்.

இந்நிலையில் நீட் தேர்விலிருந்து தமிழகத்துக்கு விலக்கு அளிக்க முடியாது என்று மத்திய அமைச்சர் பிரகாஷ் ஜவடேகர் கூறியிருப்பது மாணவர்கள் மத்தியில் அதிருப்தியை ஏற்படுத்தியுள்ளது.

சேலம் மாவட்டத்தில், 120 பஸ்கள், நாமக்கல், 80, ஈரோடு, 90, தர்மபுரி, 60, கிருஷ்ணகிரி, 90 என, தனியார், ஆம்னி, சுற்றுலா பஸ்களுக்கு அனுமதி வழங்கப்பட்டது. இந்த பஸ்கள், கூட்டம் அதிகமாக காணப்படும் வழித்தடங்களை தேர்வு செய்து, அவற்றில் மட்டுமே இயக்கப்பட்டன. குறிப்பாக, சேலத்தில் இருந்து திருச்சி, நாமக்கல், கோவை, திருப்பூர், ஈரோடு வழித்தடங்களில் இயக்கப்பட்டன. ஆனால், நீண்ட வழித்தடங்களான, சேலம் - மதுரை, சேலம் - பெங்களூரு வழித்தடங்களில் இந்த பஸ்கள் இயக்கப்படவில்லை.

Colleges refuse to obey government order on fees and turn candidates away while the Fee Committee is yet to meet

Candidates selected for PG medical seats through CENTAC stare at uncertainty with the Government of Puducherry remaining non-committal in ensuring their smooth admission into deemed universities and self-financing colleges.

Apart from extending the joining date to the PG medical courses for the state quota of self-financing colleges (and not deemed university) till Wednesday, the government has only announced a fee structure, which, on Monday, it claimed was only temporary as the Fee Committee is yet to meet.

Meanwhile, all the three self-financing colleges, including Pondicherry Institute of Medical Sciences (PIMS), Sri Manakula Vinayagar Medical College and Hospital and Sri Venkateshwaraa Medical College and Hospital have turned away the candidates who went for admission with the Demand Draft (DD) despite the government order.

A candidate, seeking anonymity, said that when he went to the medical institution with the DD of Rs. 3 lakh as announced by the government for the government quota, he was sent back stating that he needs to pay Rs. 38 lakh.

The Chief Secretariat (Health), on May 14, 2017, passed an order fixing fee for the PG medical or dental courses for the academic year 2017-18. The order stated, “The Chairman, Fee Committee vide his letter has stated that as the Fee Committee in Puducherry is yet to meet and discuss the fee for the PG medical courses and the counselling has also begun, the fee fixed by the Tamil Nadu Fee Committee may be collected in Puducherry also, for the time being, by getting an undertaking from the student or parent that the fee is being collected subject to the fee that would be fixed by the Fee Committee, Puducherry.”

‘A temporary measure’

In view of the above, they fixed a fee structure as a ‘temporary measure’ that would be subject to revision. “Based on the order, we took the demand draft to the colleges. But, we were refused admission. We were waiting to meet the Chief Minister and Health Minister but were not given appointment till late Monday evening,” a candidate rued.

Another candidate added, “The institutions are disobeying the government order. Everyone came with Rs. 3 lakh but were turned away. What is the point in holding CENTAC counselling when the institutions have refused to abide by the rules?”

Even the deemed universities in Puducherry refused to accept the fees from the candidates who were selected through CENTAC for PG Medical courses. On Monday afternoon, the candidates who were denied admissions, staged a protest before the CENTAC office. Subsequently, the CENTAC office accepted the DD.

Out of the 76 candidates, only 12 had paid the fees to the CENTAC. Another candidate said that a deemed university had issued a slip to the candidates stating that in “all allotment letters the word ‘government quota’ should be removed, the student should be willing to pay the fee as notified by the institution in the website and the sealed buildings in our campus which are kept under lock and key should be re-opened and the building plan should be released at the earliest as confirmed by the health minister”.

A parent, who was waiting to meet the ministers at the Legislative Assembly, questioned how can counselling for medical colleges be conducted without the announcement of a fee structure? Even primary schools announce the fee structure before admission. “Since we were not aware of the fee structure, we chose a deemed university that is demanding Rs. 40 lakh per year. How can a person from middle class or lower middle class pay this huge amount? The government has let us down. We are angry with this government for not taking appropriate measures at the right time,” added the parent.

NAAC awards ‘A plus’ grade to Alagappa University

The accreditation will be valid for a period of seven year, says V-C

Alagappa University, which was awarded ‘A plus’ grade by the National Assessment and Accreditation Council (NAAC) has become the only and first university in south India to obtain the grade with 3.64 Cumulative Grade Point Average (CGPA) on the four-point scale.

Announcing this at a press conference here on Monday, Vice Chancellor Professor S. Subbiah said among the four State universities which were accredited with ‘A plus’ grade in the country, Alagappa University was one of the youngest institutions to secure the grade and top the State.

The other three state universities which obtained ‘A plus’ grade were SavitribaiPhule Pune University of Maharastra, Utkal University of Odisha and University of Jammu of Jammu and Kashmir, with CGPA of 3.60, 3.53 and 3.51 respectively, he said.

The NACC has awarded the grade to Alagappa University in the third cycle of accreditation and declared that the grade would be valid for a period of seven years with effect from May 2, 2017, he said. Instead of five years, the extended validation was given in view of the university’s consistency in achieving accreditations in the first and second round assessments in 2005 and 2011, he added.

NAAC had assessed 86 universities and deemed universities and awarded ‘A plus’ to nine universities, including four state universities, he said. NAAC Peer Team has given the highest point to Alagappa University for its sophisticated science laboratories, experienced and committed faculty, good physical and IT infrastructure, eco-friendly environment and good alumni support, Professor Subbiah said.

The team was also impressed with the university’s linkages with local industries, augmented placement services and skill training across several sectors, he added.

“We have exhibited improved performance in all spheres - curricular aspects, teaching-learning and evaluation, research consultancy and extension, infrastructure and learning resources, governance leadership and management and innovations and best practices to stand tall amongst our peers,” he said.

Six traffic offences to attract suspension of licence

In what appears to be stringent step to prevent road traffic accidents, officials of Police and Transport Department are gearing up to adhere with a recent circular which directs them to suspend licence of motorists for a period of minimum three months for six major traffic offences.

The circular cites a recent directive by the Supreme Court Committee on Road Safety to enforce road laws in a strict manner across Tamil Nadu which is the second position for number of accidents.

“Tamil Nadu stands second in the country in terms of road traffic accidents whereas Coimbatore holds the same position in the State.

The circular directs police and Road Transport Authority officials to initiate temporary suspension of licence for six major traffic offences.

The intention is to take proactive steps to prevent increasing number of accidents,” said S. Saravanan, Deputy Commissioner of Police (Traffic).

The six major traffic offences that will attract suspension of licence for a minimum period of three months are: driving at a speed exceeding the specified limit, jumping red signal, carrying overload in goods carriage and carrying persons in goods carriages, speaking on mobile while driving, driving without wearing seat belt, and drunk drive.

Supreme Court Committee on Road Safety had earlier also issued directions to States and Union Territories to initiate suspension of licence for a period of not less than three months for the above violations under Section 19 of the Motor Vehicle Act, 1988 read with Rule 21 of the Central Motor Vehicles Rules, 1989.

Mr. Saravanan said that regular vehicle checking conducted in city limits will further be intensified following the circular.

He said that suspension of licence can be initiated for the six offences even if it is a first time violation.

As suspension of licence does not come under the ambit of Police Department, cops will sent reports to Road Transport Authority to initiate action.

S. Udhayakumar, Regional Transport Officer, Coimbatore Central, said that the department has received the above circular from the Transport Commissioner, Chennai.

Action follows furore on social media

The Chennai Corporation on Monday initiated action against a hospital that forced patients to give Aadhaar for getting admitted for treatment.

According to a post on social media on Monday, a hospital in ward 150 of Zone 11 (Valasaravakkam) had asked patients to give Aadhaar “compulsorily” for treatment.

The notice at the hospital read: “As per the direction of the Chennai Corporation, division 150, zone 11, all patients are requested to submit a copy of their Aadhaar card at the time of admission compulsorily. By the management.”

Responding to the complaints by patients, senior officials of the Chennai Corporation said the information given by the hospital to the patients was misleading. “The Chennai Corporation has not directed any hospital to get Aadhaar for admitting patients. We will take action against the hospital,” said the official.

At present, the Corporation gives requisition to more than 500 registered hospitals for various aspects relating to registration of birth and death and to monitor public health, compiling data relating to patients admitted.

More than 200 hospitals have also been failing to report details of patients undergoing treatment for infectious and notified diseases to the local health authorities of the Chennai Corporation, said officials.

The civic body has also been issuing notice to a number of hospitals under Sections 56 and 64 of the Tamil Nadu Public Health Act 1939 for failing to notify the details of such patients within 24 hours.

The hospitals that fail to comply with the requisition will render themselves liable for prosecution under Section 134 of the Tamil Nadu Public Health Act.

With dengue cases on the rise in the city, some of the hospitals seem to have been taking such initiative to get the right address of patients to help the civic body trace them, sources said.

The Vice-Chancellor of Indian Maritime University, K. Ashok Vardhan Shetty, has resigned with over a year and seven months left in his tenure.

Mr. Shetty, a former Principal Secretary to the Government of Tamil Nadu, chose to quit citing personal reasons and was relieved on May 12. His letter of resignation dated April 12 was accepted by the President of India — Visitor to the IMU — on May 11.

Mr. Shetty had taken voluntary retirement from the Indian Administrative Service too.

Mr. Shetty had taken charge as Vice-Chancellor on January 2, 2014.

He has been credited by a section of the faculty with turning the tide at IMU, which had seen three Vice-Chancellors, four Registrars and five Controllers of Examinations in its first five years.

As Vice-Chancellor, he organised the first convocation of the university, ensured entrance examinations and online admissions counselling took place and revamped the administrative structure of the university. The IMU has also been attempting to address shortage of faculty members.

Mr. Shetty’s tenure was also marked by a legal challenge from former Vice-Chancellor P. Vijayan, who approached the Madras High Court against his suspension by the executive council.

Monday was the hottest day this May, with temperature touching 41.1 degree C

It was not just the transport strike that hit normal life of Chennaiites on Monday. Blistering heat and hot wind also kept many indoors as the mercury soared to 41.1 degree Celsius, the highest so far this May.

According to Met department officials, the weather observatories in Nungambakkam and Meenambakkam recorded 41.1 degree Celsius and 42.5 degree Celsius respectively on Monday. This is four degrees higher than the average temperature for the season.

Last year, the maximum temperature peaked at 40.8 degree Celsius on May 26 in the city. So far, Chennai experienced its all-time-high temperature of 45 degree Celsius on May 31, 2003.

People who were outdoors at noon said they experienced a ‘real feel’ temperature of at least four notches above the recorded day temperature. “Though air-conditioner temperature was set at 23 degrees in my bedroom, I had work in the kitchen and the heat was unbearable. Water in the tap was boiling hot and I could not even have a wash,” said Rani Damodaran, a resident of Pozhichalur.

S. Balachandran, director of Area Cyclone Warning Centre, Chennai, said strong westerly winds that bring hot air and clear sky led to soaring mercury level on Monday. The delay in onset of sea breeze was also a major reason for the heat.

‘Sea breeze set in late’

“On Monday, the sea breeze set in only at 12.50 p.m. and it took another hour to reach Meenambakkam. Sea breeze has a pivotal role in ensuring cool days during summer. Whenever there is a delay, it leads to a rise in mercury level. On Sunday, the sea breeze arrived around 11.40 a.m. that sustained the maximum temperature at 38.6 degree Celsius,” he said.

Chennaiites may have to endure a hot week as the department forecasts said the searing heat would continue for at least two more days.

Mr. Balachandran said the day temperature may continue to peak beyond 40 degree Celsius till Wednesday due to strong westerlies in the city.

Many northern parts of the State, including Vellore, may continue to reel under scorching heat and the maximum temperature may even climb up to 43 degree Celsius in some interior parts.

However, some areas close to the Western Ghats like Coimbatore may have some respite due to light rain. The department forecasts that the maximum temperature will hover around 41 degree Celsius till Wednesday.
