Luxury train Maharajas’ Express, which has won the Leading Luxury Train of the World Award for the past five years, is now embarking on a new journey — a tour of the southern States — with a focus on domestic passengers.

Addressing a press conference on Thursday, S.S. Jagannathan, general manager, Indian Railway Catering and Tourism Corporation (South), said that the train, for the first time, would make a trip in the south which would be called ‘Southern Jewels’. It would cover Chettinad/Karaikudi, Mammalapuram, Mysuru, Hampi and Goa. The train will begin its journey in Thiruvananthapuram on July 1 and conclude it in Mumbai.

At each stop, passengers would be treated to a host of cultural activities, with the IRCTC tying up with the State’s tourism department. “In Karaikudi for instance, passengers will be able to visit Chettinad mansions and Athangudi tile makers,” he said. Also, the food served on the train will comprise specialities from the State it is in, he said.

Features galore

The safety of passengers will be assured as there will be a doctor on board along with paramedical staff, tour escorts, security personnel and valets, said L. Rohit Kumar, additional general manager, IRCTC (South). The 23-coach train, with a capacity of 88 guests, has bar-cum-lounges, two restaurants and many state-of-the-art features, the IRCTC officials said.

Special monsoon offers are now available, the officials said. Tariffs in Indian rupees have been introduced for the ‘monsoon special’ itinerary. This includes a 50% discount for the 8-day package, which starts at around Rs. 5 lakh per person. “But under this offer, with one booking, one companion can travel for free,” said Mr. Jagannathan. This apart, one-day and three-day trips at around Rs. 33,250 and Rs. 66,500, inclusive of taxes, are also on offer.

Private colleges seek fee revision

Hold discussions with fee fixation committee

The fee fixation committee for self-financing professional colleges led by Justice N.V. Balasubramanian met here on Thursday with representatives of private engineering colleges to discuss the revision of fees.

The team representing self-financing colleges was headed by R.S. Munirathinam, founder of the RMK group of institutions.

The meeting was attended by Mr. Balasubramanian, the higher education secretary Sunil Paliwal and a former dean of Anna University.

Pay commission

The representatives of the private colleges said they were in favour of a revision in the fee structure considering the recent discussions around the recommendations of the Seventh Pay Commission. “We are not asking for the fee prescribed by the Justice Krishna report. But we would like the government to consider revision based on the teacher-student ratio,” Mr. Munirathinam said.

He added that the next round of discussions were likely to be held in two-three days.

MCI nod for Pudukottai medical college

Sources told The Hindu that construction of all hospital buildings and residential quarters has almost been completed. Anatomy, physiology and biochemistry faculty block for first year had already been completed. Similarly, construction of Out Patient block, special OP block, pharmacies and laboratories had also been completed.

The college will have a Central Sterilisation Unit (CSU), which is used for processing, sterilisation and quality control of all sterile supplies and equipments used in patient-care units. Construction work for the CSU is over, in addition to residential and residence quarters of doctors, students, nurses, house surgeons, dean, Resident Medical Officer, superintendent and others.

The Public Works Department is likely to formally hand over the buildings to the Directorate of Medical Education soon for inauguration. Chief Minister Edapaddi K. Palaniswami is likely to inaugurate the medical college in the first or second week of June.

The Pudukottai Government Medical College is the first government medical college in the State to get permission for 150 MBBS seats in the first year of inception of the college. No other medical college had got more than 100 seats in its first year of inception.

Moreover, it is probably the first medical college in the State to get the MCI nod within 14 months of start of construction of its buildings.

IRCTC's Luxury Train Down South To Cover Chettinad, Mahabs In TN

For close to three decades, central and northern India have had super-luxury trains like Palace on Wheels (Rajasthan) and Deccan Odyssey (Maharashtra). These trains offer the prover bial `royal' treatment with facilities akin to those in a five-star hotel even as their cocooned carriages chug through the dusty and sun-baked countryside all the while.For the first time, the tourist arm of the Indian Rail ways, Indian Railway Catering and Tourism Corporation (IRCTC), will bring its Mahrajas' Express to southern India with Karaikudi and Mamallapuram in Tamil Nadu as part of its `Southern Jewels' package. The train has lavishly decorated rooms and a presidential suite.“IRCTC has spent several crores to furnish the interiors like high-end hotels. There are two restaurants on board,“ a senior official said adding that IRCTC has been getting several inquiries for organising weddings and engagements on the train.
The train can host 88 people and an eight-day, seven-night trip could cost `3.77 lakh for the deluxe cabin and `17.33 lakh for the presi dential suite. Named `Southern Jewels', the tour starts in Trivandrum on July 1 and the train will stop in Karaikudi, Mamallapuram, Hampi and Goa before terminating in Mumbai. The price is inclusive of all meals, sightseeing, complimentary liquor and excursions. Also, passengers will be able to opt for part of the journey by paying a fixed price of `33,250 per day per person.
“This tour package targets the high-end clientèle, especially those looking for a different kind of experience within India,“ said a senior IRCTC official.
IRCTC is also trying to attract the corporate sector with this luxury train as its spacious suites can be used for holding special board meetings. This is being termed meetings incentives, conferences and exhibition (MICE) tourism in the industry. “There would facilities like internet and LCD screens which can be used to facilitate meetings,“ the official said.
Packaged with visits to the temple towns of India, the train has attracted reservation by tourists from Australia and Canada, said G Viswanathan, CEO of Footprint Holidays. “Corporates will be interested in the single day (break journey) offer it is positioned well.Short itineraries would work well with the rich and young if the pricing is right,“ he said.

SC: Plea to quash NEET won't get urgent hearing

The Supreme Court refused on Thursday to grant an urgent hearing on a plea seeking quashing of the National Eligibilitycum-Entrance Test (NEET) for admission to MBBS and BDS courses which was conducted on May 7.Filed by NGO Sankalp Charitable Trust, the petition alleged that the question paper of NEET was leaked on the examination date and pleaded the court to direct CBSE to conduct a fresh test.
It alleged that the question paper was leaked at one of the centres in Patna and it was circulated to aspiring medical students in different parts of the country in return for hefty sums of money.
Advocate Sachin Patel, appearing for the NGO, pleaded a vacation bench of Justices L Nageswara Rao and Navin Sinha to grant an early hearing but the court turned down the plea saying the Madras HC was already examining the issue and asked the petition er to wait for the outcome of the HC proceedings. The HC had on Wednesday restrained CBSE from declaring the results of NEET after a group of students alleged that question papers prepared in regional languages were different from those in Hindi and En glish.
“Whatever reasons you are giving, the fact is that there is an interim stay. There is an interim stay on declaration of results. The stay might be on different grounds but results will not be declared,“ the bench said and asked the lawyer to mention the case next week.
The petitioner alleged that candidates in Bihar, West Bengal and Jharkhand were given question paper and those allegedly involved in leak of question papers were arrested by Rajasthan and Bihar police.
The petitioner also contended that there was errors in the question paper. “In the light of above stated leakage of question paper, the said examination needs to be scrapped ... In the similar circumstances of leakage of question paper, this court had cancelled All India Pre-Medical & Pre-Dental Entrance Test, 2015 and directed fresh examination,“ the petitioner said.

Court asks Trichy police to file case against ex-

A judicial magistrate court in Trichy directed city police to file a case against former electricity minister Natham R Viswanathan and three others for threatening a Trichy-based businessman to part with Rs 50 lakh in connection with an agreement to set up solar panels.The court issued the direction to police based on a complaint from S Loganathan, 54, on May 23. According to an affidavit filed by his counsel, Natham Viswanathan and his alleged associates, V Kamaraj from Tirunelveli, Arun Vijaya Kumar from Chennai and Thottam Baskar from Dindigul, threatened him and his wife on several occasions.
In 2015, Kamaraj had allegedly introduced himself as an associate of Viswanathan and struck a deal with Loganathan to arrange for solar panels in Paiyur village in Iluppur taluk in Pudukkottai district. Loganathan said that he had spent `50 lakh to collect the documents from the land owners but found that Kamaraj and the others had directly met the land owners and struck a deal.
Loganathan then asked for the money he spent to be returned. However, he alleged that Kamaraj and the others, at the behest of Viswanathan, threatened him with dire consequences if he did not pay `50 lakh.
Loganathan had lodged complaints with KK Nagar police in Trichy in February 2017 but no action was taken.Eventually , he moved a petition before the JM II court in Trichy on May 4 seeking direction to the police to file a case.
Trichy city police said that they would take appropriate action after consulting with their legal advisors.

Says Delays Caused In University Functions

The state government on Thursday mounted pressure on governor C Vidyasagar Rao to clear appointments of vice-chancellors for four universities by deputing chief secretary Girija Vaidyanathan (in pic) and higher education secretary Sunil Paliwal to call on him at Raj Bhavan.Immediately after the cabinet meeting at the secretariat, Vaidyanathan and Paliwal rushed to Raj Bhavan and they were closeted with Rao for about 20 minutes.The officials conveyed to the governor issues like delay in holding convocation, caused primarily by non-appointment of VCs to several universities.
Rao had apparently gone slow on appointing VCs as many such appointments made in the past were mired in controversies. There we re also large-scale allegations in the past that VC posts were on sale in the state for amounts ranging from `3 crore to `35 crore depending on the scope of earning in such posts.
As on date, posts of vicechancellors are vacant in four state universities -Tamil Nadu Dr Ambedkar Law University, Chennai, University of Madras, Madurai Kamaraj University and Anna University . The vicechancellor search committees for all these universities are in place.
TOI had reported that the governor was unhappy with the constitution of the search panels. Officials said Rao preferred the search committees to be headed by a retired high court judge.
There have been allegations on selection of the panel members. One of the search committee members of MK University had opposed the selection of a candidate and had resigned from the search committee.
The posts have been vacant for more than a year in University of Madras, Madurai Kamaraj University and Anna University .
The VC search committees of the three universities met t he governor last Friday and Saturday. Officials said the government conveyed to the governor that the search panels could be constituted as per the governor's wish next time, but for now, they may be accepted.

`VCs cannot recruit or take policy decisions 3 

months before end of tenure'

The state higher education department has directed vicechancellors of state universities to avoid recruiting or taking crucial policy decisions during the last three months of hisher tenure.The department sent a letter stating as much to all universities last month. The animal husbandry department has reportedly sent similar instructions to the VC of Tamil Nadu Veterinary and Animal Sciences University (Tanuvas).
It is based on a recommendation from the principal secretary to the governor-chancellor, based on several representations made by teachers' associations pertaining to corruption in recruitments.
The department had earlier issued a Government Order (GO) on April 14 that barred universities from recruitmenting until the redeployment of excess staff from Annamalai University is completed.
A senior official said the department took the decision to avoid charges of corruption that surround recruitments to teaching and nonteaching posts that are advertised during the fag end of the career of a vice-chancellor.
Professors across the state say they have to pay close to `20 lakh for the post of assistant professor. They have welcomed the order. Association of University Teachers (AUT) vice-president N Pasupathy alleged that Salem-based Periyar University violated the directive by conducting interviews for a postgraduate extension centre at a university in Dharmapuri on May 24. The term of the VC is due to end on June 15. The ratification to conduct recruitments has been placed for review in Thursday's syndicate meeting.
A senior official from Periyar University clarified that the higher education department treated this as a special case and gave them permission based on a representation.
“The file was circulated to the syndicate,“ the official said.
The higher education department took into consideration the fact that Dharmapuri is a comparatively backward district and that the advertisments were floated a year ago, sources said.
However, no such relaxation will be provided for other universities, a senior official said.

Chennai-Trichy double line: Trains may hit

Passengers travelling from Chennai Egmore to Trichy could soon see their travel time slashed by up to 33% following the completion of doubling along the stretch by Rail Vikas Nigam Ltd (RVNL), Indian Railways' engineering arm, on May 23 with the commissioning of the 20-km second line between Valadi and Trichy . Trains on the Chennai-Tri chy section can now touch a maximum speed of 100kmph and, with stoppages, the average speed can reach up to 75 kmph, an official said. “Trains can complete the 334 km journey in 4 hours,“ he said. Currently, trains take 5 to 7 hours to complete the journey . The popular overnight train Rockfort Express takes 6:30 hours, while Pandian Express takes 6:30 hours, while Pandian Express takes 5:25 hours. A senior official in the railways' operations department confirmed that top-level officials are discussing proposals to reduce running time by at least 20 to 30 minutes immediately .“Changes in running time are usually made in a timetable revised in October. But because of the completion of doubling, we might revise it within a month,“ the official said.The drop in running time has been possible because line doubling has eliminated a number of stations at which trains have to wait as another train passes through.Some stretches only had a single line. An official in the Trichy division said the maximum section speed of 100kmph can be achieved gradually over a period of 3 to 4 months, according to directions of the Commissioner of Railway Safety (CRS).Due to added line capacity with the completion of doubling, officials now have the scope to increase the number of services by at least 50% to 100%, officials said.

இந்த வழக்கை விசாரித்த நீதிபதி சிவானந்தஜோதி. விஸ்வநாதன் தம்பதிக்கு ரேவதி ஒரே மகள், கல்லூரி முடித்து வேலைக்கு சென்று இருப்பார். மேலும் ரேவதியை காப்பாற்ற பெற்றோர் பல கஷ்டங்கள் அடைந்துள்ளனர். இதற்கெல்லாம் காரணம், தவறான ஊசி போட்ட போரூரில் உள்ள தனியார் மருத்துவர் ஸ்ரீதரன்தான். இதனால் விஸ்வநாதனுக்கு இழப்பீடாக வழக்கு செலவுடன் சேர்த்து 13 லட்சத்து 56 ஆயிரத்தை புகார் அளிக்கப்பட்ட நாளிலிருந்து 7 சதவீத வட்டியுடன் வழங்க வேண்டும் என்று உத்தரவிட்டார்.

புதுடெல்லி: இன்னும் 5 ஆண்டுகளில் பெட்ரோல் விலை வெறும் 30 ரூபாய்க்கு கிடைக்கும் என்று, பிரபல அமெரிக்க பொருளாதார நிபுணர் டோனி சேபா தெரிவித்துள்ளார். அமெரிக்காவில் உள்ள ஸ்டான்போர்ட் பல்கலைக்கழக பொருளாதார நிபுணராகவும், ரேட்டிங்ஸ் எனப்படும் எதிர்கால சூழ்நிலைகளை கணிக்கும் நிறுவன தலைவருமாக இருப்பவர் டோனி சேபா. சமீபத்தில் 2020-30 போக்குவரத்து நிலை குறித்த இவரது அறிக்கையை ஸ்டான்போர்ட் பல்கலை வெளியிட்டிருந்தது. இதில் இன்னும் 8 ஆண்டில் எரிபொருள் வாகனங்கள் படிப்படியாக மறைந்துவிடும். புதிதாக வாங்குபவர்கள் எலக்ட்ரிக் வாகனங்களேயே தேர்வு செய்வார்கள். இதனால், பெட்ரோல், டீசல் தேவை குறைந்து அவற்றின் விலை கடுமையாக வீழ்ச்சியடையும். அனைத்து வாகன போக்குவரத்தும் தானாகவே செயல்படும் எலக்ட்ரானிக் கட்டுப்பாடு கொண்ட மின்சார வாகன மயமாகிவிடும். 20ம் நூற்றாண்டில் துவக்கத்தில் மோட்டார் வாகன துறை புரட்சி ஏற்பட்டது போல, அடுத்த 15 ஆண்டுகளில் 95 சதவீத மக்களிடம் சொந்த பயன்பாட்டுக்காக கார் வைத்திருக்க மாட்டார்கள். காரணம், கார்கள் விலை அந்த அளவுக்கு உயர்ந்துவிடும் என தெரிவித்திருந்தார்.

மும்பை: தேஜாஸ் எக்ஸ்பிரஸ் ரயிலில் இருந்த ஹெட்போன்களை பல பயணிகள் திருடி சென்றுள்ளனர். மேலும், தகவல் தெரிவிக்கும் ஸ்கீரின்களையும் சேதப்படுத்தியுள்ளனர். மும்பை-கோவா இடையே அதிவேக ரயில் சேவை நீண்ட நாட்களாக எதிர்பார்ப்பில் இருந்தது. இந்த நிலையில், கடந்த திங்கட்கிழமையன்று அந்த மார்க்கத்தில் அதிவேக தேஜாஸ் எக்ஸ்பிரஸ் ரயில் தனது முதல் சேவையை மும்பை சத்ரபதி சிவாஜி ரயில் நிலையத்திலிருந்து தொடங்கியது. கோவா சென்றடைந்த தேஜாஸ் எக்ஸ்பிரஸ் பின்பு அங்கிருந்து கிளம்பி கடந்த செவ்வாக்கிழமையன்று மும்பை வந்தடைந்தது.

மும்பை ரயில் நிலையத்தில் தேஜாஸ் எக்ஸ்பிரஸ் ரயிலை பார்வையிட்ட அதிகாரிகளுக்கு பெரும் அதிர்ச்சி காத்திருந்தது. அந்த ரயிலில், தகவல் தெரிவிக்கும் ஸ்கீரின்களுடன் இணைக்கப்பட்டு இருந்த அதிக தரம் வாய்ந்த ஹெட்போன்களில் குறைந்தபட்சம் 12ஐ பயணிகள் திருடி சென்று இருப்பது தெரியவந்தது. மேலும், சில ஸ்கீரின்கள் சேதப்படுத்தப்பட்டு இருந்தது. பெட்டி முழுவதும் குப்பைகளை போட்டு சென்றுள்ளனர். இதனையடுத்து, தற்போது ரயிலை சேதப்படுத்த வேண்டாம் என்று பயணிகளிடம் வலியுறுத்த ரயில்வே திட்டமிட்டுள்ளது. தேஜாஸ் எக்ஸ்பிரஸ் ரயிலை அதிகபட்சம் மணிக்கு 200கி.மீ. வேகத்தில் செலுத்தலாம். இந்த ரயிலில், தானியங்கி கதவுகள், ஒவ்வொரு இருக்கையிலும் தகவல் தெரிவிக்கும் ஸ்கீரின்கள், டீ, காபி வழங்கும் இயந்திரங்கள் போன்ற பல்வேறு வசதிகள் உள்ளன.

அதிகாலை 5 மணிக்கு மும்பையிலிருந்து கிளம்பும் தேஜாஸ் எக்ஸ்பிரஸ் ரயில் மதியம் 1.30 மணி அளவில் கோவா சென்றடையும். கோவாலிருந்து மதியம் 2.30 மணிக்கு கிளம்பும் ரயில் அன்று இரவு 11 மணிக்கு மும்பை வந்தடையும். மழைக்காலம் இல்லாத காலத்தில், மும்பை-கோவா இடையே தேஜாஸ் எக்ஸ்பிரஸ் ரயில் வாரத்துக்கு 5 நாட்கள் (செவ்வாய், புதன், வெள்ளி, சனி, ஞாயிறு) இயக்கப்படும். அதேசமயம் மழை காலத்தில் (ஜூன் 10 முதல் அக்டோபர் 31 வரை) வாரத்துக்கு 3 நாட்கள் மட்டுமே (திங்கள், புதன், சனி) இயக்கப்படும்.

திருவனந்தபுரம் : கேரளாவின் கோட்டயம் அருகே உள்ள வைக்கம் பகுதியைச் சேர்ந்தவர் அசோகன். இவரது மகள் அகிலா (23). சேலத்தில் உள்ள ஒரு ஹோமியா கல்லூரியில் பிஎச்எம்எஸ் படித்தார். பின்னர் எம்டி படித்துக் கொண்டிருந்தபோது கடந்த ஆண்டு திடீர் என்று அவர் மாயமானார். இது குறித்து பெரிந்தல்மண்ணா போலீசில் அசோகன் புகார் அளித்தார். ஆனால் அகிலாவை கண்டுபிடிக்க முடியவில்லை. இதையடுத்து அசோகன் கேரள உயர்நீதிமன்றத்தில் கடந்த ஆண்டு ஜூலை மாதம் ஆள்கொணர்வு மனு அளித்தார். அதில், எனது மகள் அகிலா சேலம் ஹோமியோபதி கல்லூரியில் படிக்கும்ேபாது அவருடன் படித்த சிலர் கட்டாயப்படுத்தி வேறு மதத்திற்கு மாற்றியதாக எனக்கு தகவல் கிடைத்தது. அவரை கண்டுபிடித்து நீதிமன்றத்தில் ஆஜர்படுத்த போலீசாருக்கு உத்தரவிடவேண்டும் என்று குறிப்பிட்டிருந்தார். இந்த மனுவை விசாரித்த உயர்நீதிமன்றம் அகிலாவை கண்டு பிடித்து ஆஜர்படுத்த உத்தரவிட்டது. ஆனால் அடுத்த ஒரு சில நாட்களில் அகிலா, சைனபா என்ற பெண்ணுடன் உயர் நீதிமன்றத்தில் ஆஜரானார். அப்போது, தனது சொந்த விருப்பப்படி மலப்புரம் மாவட்டம் மஞ்சேரியில் உள்ள சத்தியதரணி என்ற கல்வி அறக்கட்டளையில் சேர்ந்து மதம் மாறியுள்ளதாகவும், பெற்றோருடன் செல்ல தனக்கு விருப்பம் இல்லை என்றும் கூறினார். இதை ஏற்ற நீதிமன்றம் அகிலாவை சைனபாவுடன் அனுப்பி வைத்தது. இந்த வழக்கு நீதிமன்றத்தில் தொடர்ந்து நடந்து வந்தது.

இந்நிலையில் அசோகன் கடந்த சில மாதங்களுக்கு முன் கேரள உயர்நீதிமன்றத்தில் மீண்டும் ஒரு மனு தாக்கல் செய்தார். அதில், எனது மகளை ஐஎஸ் தீவிரவாத இயக்கத்தில் சேர்ப்பதற்காக சிரியாவிற்கு கடத்த திட்டமிட்டுள்ளதாக தகவல் கிடைத்துள்ளது. இது குறித்து விசாரித்து நடவடிக்கை எடுக்கவேண்டும் என்று கூறியிருந்தார். இதை ெதாடர்ந்து கடந்த டிசம்பர் 19ம் தேதி அகிலா மீண்டும் நீதிமன்றத்தில் ஆஜரானார். அப்போது ஷகீன் ஜகான் என்பவரை தான் திருமணம் செய்துள்ளதாக அவர் நீதிமன்றத்தில் கூறினார். இது தொடர்பாக கோட்டைக்கல் தன்வீருல் இஸ்லாம் அமைப்பு செயலாளர் கையெழுத்திட்ட திருமண சான்றிதழையும், திருமணத்தை பதிவு செய்ய அப்பகுதியில் உள்ள பஞ்சாயத்து அலுவலகத்தில் பணம் செலுத்தியதற்கான ரசீதையும் நீதிமன்றத்தில் சமர்ப்பித்தார்.

ஆனால் இந்த வழக்கு விசாரணையில் இருக்கும்போது எப்படி திருமணம் செய்யலாம் என்று உயர் நீதிமன்றம் அகிலாவிற்கு கண்டனம் தெரிவித்தது. தொடர்ந்து திருமணத்தை பதிவு செய்யக்கூடாது என்று பஞ்சாயத்து செயலாளருக்கு உத்தரவிட்டது. ேமலும் அகிலாவை எர்ணாகுளம் மகளிர் காப்பகத்திற்கு அனுப்பவும் உத்தரவிட்டது. இந்த நிலையில் ேநற்று இந்த வழக்கு மீண்டும் விசாரணைக்கு வந்தது. அப்போது அகிலாவின் திருமணத்தை நீதிமன்றம் ரத்து ெசய்தது. இது குறித்து நீதிபதி கூறுகையில், ‘‘பெற்றோர் சம்மதத்துடன்தான் ஒரு பெண்ணின் திருமணம் நடைபெறவேண்டும். ஆனால் அகிலா ெபற்றோரின் அனுமதியின்றி திருமணம் செய்துள்ளார்.

இது சட்டப்படி செல்லாது. சைனபாவும் கணவரும் சேர்ந்துதான் பெற்றோர் ஸ்தானத்தில் இருந்து அகிலாவிற்கு திருமணம் ெசய்து வைத்துள்ளனர்.
அகிலாவின் திருமணத்தை நடத்தி வைக்க சைனபாவுக்கும் அவரது கணவருக்கும் எந்த உரிமையும் இல்லை. எனவே அகிலாவை அவரது பெற்றோருடன் செல்ல உத்தரவிடுகிறேன். அகிலாவுக்கும் பெற்றோருக்கும் போலீஸ் பாதுகாப்பு அளிக்கவேண்டும். மேலும் மஞ்சேரியில் உள்ள சத்திய தரணி அமைப்பு குறித்து விசாரணை நடத்தி அறிக்கை தாக்கல் செய்யவேண்டும் என்றும் உத்தர

'பீஹாரில், இந்த நுழைவுத் தேர்வுக்கான கேள்வித்தாள் முன்னதாகவே வெளியானது; அது, ராஜஸ்தான், மேற்கு வங்கத்திலும் கிடைத்தது. அதனால், இந்த நுழைவுத் தேர்வை ரத்து செய்துவிட்டு, மீண்டும் நுழைவுத் தேர்வு நடத்த உத்தரவிட வேண்டும்' என, சுப்ரீம் கோர்ட்டில் மனு தாக்கல் செய்யப்பட்டு உள்ளது. 'இதை அவசர வழக்காக விசாரிக்க வேண்டும்' என, வழக்கறிஞர்கள் கோரிக்கை வைத்தனர்.

இதை விசாரித்த, நீதிபதிகள், நாகேஸ்வர ராவ், நவின் சின்ஹா அடங்கிய, சுப்ரீம் கோர்ட்டின் கோடைக்கால அமர்வு, நேற்று கூறியதாவது: 'நீட்' தேர்வில், ஆங்கிலம் மற்றும் தமிழில் கேட்கப்பட்ட கேள்விகளில், வேறுபாடுகள் இருந்ததாக தொடரப்பட்ட வழக்கில், 'நீட்' தேர்வு முடிவை வெளியிடுவதற்கு, சென்னை ஐகோர்ட் தடை விதித்துள்ளது.

Officials tracing doctors who broke two-year bond

CHENNAI: Facing a shortage of experts in district and taluk-level hospitals across the State, Directorate of Medical Services (DMS) officials have traced as many as 400 postgraduate doctors who broke the two-year bond guaranteed by them to the government.

After tracking such cases in the last six months, DMS officials have issued notices to them, said sources.

The rules mandate that non-service doctors who earn post-graduation degrees in government medical colleges should work in government hospitals for two years after completion of the degree under the bond.

If they abandon work in between, they have to pay a fine depending on the amount fixed at the period of completing the PG course. For example, a student who graduated in 2013 needs to pay a fine of around `5 lakh. But those from the latest batch have to shell out over `20 lakh.

“There are an adequate number of doctors to manage the workload at medical college hospitals. The shortage is with the hospitals that come under the Directorate of Medical Services, like district headquarters and taluk hospitals, where the service is getting affected. To manage the situation, the government has deputed doctors to such places where there is a shortage,” a senior health department official told Express.

Officials are not amused that those who manage to get seats in government institutions have failed to honour their commitment. This is in sharp contrast with the service category doctors who gain admission into PG courses and work in the government sector until retirement. They were up in arms recently when the court ruled against a quota in PG courses for service doctors serving in rural and remote areas.

DMS officials hence began tracking those who completed postgraduate degrees at publicly-funded medical colleges but have not joined the service as per the bond conditions.

“We are now tracking these doctors who abandoned service after completing PG degree so as to solve the shortage. In the last six months, over 400 postgraduate doctors have been issued a notice, directing them to join work. Till now, about 80 have joined. We are still tracking the rest, it is an ongoing process,” said Dr P Banu, Director of Medical Services.

However, absentee doctors this newspaper spoke to, cited heavy workload, long duty hours and paltry stipend as some of the reasons for abandonment.

“Many a time, there are personal issues as well. When I sought a transfer to some other district, officials did not grant the request. Instead, a health department official asked for `10 lakh as a bribe to get me the transfer. When I tried to explain my situation, they did not understand, forcing me to abandon the service,” said a doctor, on condition of anonymity.

“I am entitled to study in any institution I prefer. But using that, pushing me into a bond system is not fair. It is a violation of my fundamental rights,” the doctor argued.

New Delhi: Students planning to go abroad for studies will not have to run around colleges and universities or approach “touts” for verification of their documents, with the government introducing an online mechanism for it.

The external affairs ministry and the HRD ministry on Wednesday launched the integration of “eSanad”, used for online verification, with CBSE’s “Parinam Manjusha”, the academic repository of degrees and certificates of students.

“A centralised CBSE digital repository of academic records was launched in September last year. Employers and educational institutions can use this repository to verify academic records of students online,” HRD minister Prakash Javadekar said at the launch. Explaining the mechanism, CBSE Chairman, RK Chaturvedi said the verifiers can register on the portal, after which their request will be approved by CBSE.

After due approval, they can verify students’ result data by making payment online. The verification data will be emailed to the verifier and the corresponding student will also be notified.

External affairs minister Sushma Swaraj said that the new system will reduce the role of ”touts” who were running a “racket” so far. “There were touts who would charge Rs 10,000 to Rs 15,000 and get the verification done through some contacts. “It was a big racket which was not only putting the applicants in financial stress but made the process tedious.”

சென்னை மாநகர் என்றாலே பரபரக்கும் சாலைகளில் சீறிப்பாயும் வாகனங்கள் ஓங்கி நிற்கும் கட்டடங்களும்தான் நினைவுக்கு வரும். அப்படியே நகர மக்கள் ஓய்வெடுக்க விரும்பினால், சுத்தக் காற்றை அனுபவிக்க விரும்பினால், விடுமுறை நாள்களில் மலைவாசத் தலங்களுக்கு பயணம் செய்வார்கள். ஆனால், நாள்தோறும் சென்னை மக்களுக்கு இந்தக் கடுமையான காற்றுமாசுகளை உள்வாங்கிக்கொண்டு சுத்தமான பிராண வாயுவை அளிக்கும் காட்டுப் பகுதி இருப்பது நகர மக்களுக்கு அதிகம் தெரியாது என்பதுதான் உண்மை.

* காட்டுப் பகுதிதான் கிண்டி தேசியப் பூங்கா. கிண்டி சிறுவர் பூங்காவின் பின்பக்கத்தில் பாதுகாக்கப்பட்ட ஒரு வனப்பகுதி.
* சென்னை மாநகரின் மத்தியில் உள்ள காட்டின் மொத்த பரப்பளவு 270 ஹெக்டேர்.
* கிண்டி தேசியப் பூங்கா, இந்தியாவில் இருக்கும் எட்டாவது சிறிய தேசியப் பூங்காவாகும்.
* இந்தியாவில் மாநகராட்சிப் பகுதியில் இருக்கும் இரண்டாவது தேசியப் பூங்கா இது மட்டுமே. முதலாவது மும்பை மாநகரில் அமைந்துள்ள சஞ்சய் காந்தி தேசியப் பூங்காவாகும்.
* ஆங்கிலேயர் காலத்தில் கில்பர்ட் ரோடரிக்ஸ் (Gilbert Rodericks) என்பவரின் சொந்த வேட்டையாடும் பகுதியாக இருந்தது இந்தக் காடு.
* 1958- ஆம் ஆண்டு தமிழ்நாடு வனத்துறையின் கண்காணிப்பிற்கு மாற்றப்பட்டது. பின்பு, மத்திய அரசால் தேசியப் பூங்காவுக்கான அங்கீகாரம் அளிக்கப்பட்டது.
* ஆண்டுதோறும் தாவரங்கள் மற்றும் விலங்குகள் கணக்கெடுப்பும் நடத்தப்படுகிறது.
* வெளிமான் (blackbuck ) இயற்கைப் புகலிடமாகவும் கிண்டி தேசியப் பூங்கா விளங்குகிறது.
* தமிழகத்தில் சத்தியமங்கலம் காடுகளுக்கு பின்பு கிண்டியில் மட்டுமே வெளிமான்களைப் பார்க்க முடியும்.
* வெளிமான்கள் அழிந்து வரும் இனங்களின் விலங்குகள் பட்டியலில் பிரதானமாக இருப்பவை என்பது குறிப்பிடத்தக்கது.
* 350 தாவர வகைகளும், 130 பறவை வகைகளும் மற்றும் 60 வகை பூச்சிகள், 60 வகை சிலந்திகள், நரி, கீரி உள்ளிட்ட உயிரினங்களும் இந்தப் பூங்காவில் உள்ளன.
* இந்தப் பூங்காவில் மட்டும் 200 வெளிமான்களும், 670 புள்ளிமான்களும் உள்ளன.
* சுற்றுச்சூழல் பாதுகாப்பு சட்டம் 1988-இன்படி கிண்டி தேசியப் பூங்காவின் 7கி.மீ. முதல் 10 கி.மீ. பரப்பு கொண்ட சுற்றுப் பகுதியை சூழலியல் முக்கியத்துவம் வாய்ந்த பகுதி என வரையறுக்கப்பட்டுள்ளது.
* தேசியப் பூங்காவின் அங்கமாக சிறிதும் பெரிதாக இரண்டு ஏரிகள் உள்ளன. மேலும், 5 குளங்களும் உள்ளன.
* இதனையொட்டியுள்ள சிறுவர் பூங்காவில் ஏராளமான மான்கள், குரங்கு வகைகள், யானைகள், கொக்கு வகைகள் உள்ளன. இதன் அருகிலேயே பாம்பு பூங்காவும் உள்ளது.
* கிண்டி தேசியப் பூங்கா முன்னொரு காலத்தில் பசுமைமாறாக் காடுகள் என அறியப்பட்டது.
* கிண்டி தேசியப் பூங்கா வளாகத்தில்தான் ஆளுநர் மாளிகையும், இந்தியத் தொழில்நுட்ப நிறுவனமும் (ஐ.ஐ.டி.) உள்ளன.

வேண்டாமே விமர்சனம்!

இந்தியாவில், அதிலும் குறிப்பாக, தமிழகத்தில் எல்லா செயல்பாடுகளையும் அரசியலாக மட்டுமே பார்க்கும் அவலம் காணப்படுகிறது. வளர்ச்சிப் பணிகளிலும், சமுதாய மேம்பாடு குறித்த பிரச்னைகளிலும் அரசியலை சற்று ஒதுக்கி வைத்துவிட்டு, எல்லா கட்சியினரும் மனமாச்சரியங்களை மறந்து இணைந்து செயல்படும் கலாசாரம் அறவே இல்லாதாகி விட்டிருக்கிறது.
தமிழகத்தின் இன்றைய தலையாய பிரச்னை தண்ணீர்தான். காவிரியிலும் தண்ணீர் இல்லை என்கிறபோது, தமிழகம் நிலத்தடி நீரைத்தான் நம்பியாக வேண்டிய கட்டாயம் ஏற்பட்டிருக்கிறது. நிலத்தடி நீரும் குறைந்து கொண்டே வருகிறது. விவசாயத்திற்கும் தண்ணீர் இல்லை, குடிநீருக்கும் தட்டுப்பாடு என்கிற நிலைமைக்குத் தள்ளப்பட்டிருக்கிறோம்.
நிலத்தடி நீர் கட்டுப்பாடின்றி உறிஞ்சப்படுவதைத் தடுக்கவும், நிலத்தடி நீரை உயர்த்தவும் மத்திய நிலத்தடி நீர் ஆணையம் என்கிற துறையை மத்திய அரசு உருவாக்கி இருக்கிறது. இந்த ஆணையம் நிலத்தடி நீரைப் பெருக்கும் திட்டம் ஒன்றை 2013-இல் உருவாக்கி, தமிழ்நாட்டில் உள்ள 1,30,058 சதுர கிலோ மீட்டர் பரப்பில், நிலத்தடி நீரைப் பெருக்கும் வழிமுறைகளுக்கு சாத்தியமான பகுதிகள் 68,839 ச.கி. மீட்டர் என்று அடையாளம் கண்டிருக்கிறது.
நதிகளைத் தூர் வாருதல், ஆழ்துளைகளை அமைத்து நீரை நிலத்தில் செலுத்துதல், சிறிய குளங்கள் வெட்டுதல், ஏரி, குளங்களுக்கு வந்து சேர முடியாமல் வீணாகும் நீருக்கான வழித்தட ஆக்கிரமிப்புகளை அகற்றி, நீர்நிலைகளுக்கு நீர் வந்து சேர உதவுதல் ஆகியவற்றை முனைப்புடன் செய்து முடித்தால்தான் தமிழகம் தண்ணீர் பற்றாக்குறையிலிருந்து தப்ப முடியும்.
தமிழக அரசின் புள்ளிவிவரப்படி, தமிழகத்தில் 39,202 ஏரிகள் உள்ளன. இதில் 13,710 ஏரிகள் பொதுப்பணித் துறையின் கட்டுப்பாட்டில் உள்ளன. தமிழகத்தில் பெரியதும் சிறியதுமாக ஏறத்தாழ 40,000 கோயில்கள் இருக்கின்றன. தல புராணத்துடன் கூடிய குறிப்பிடும்படியான கோயில்கள் என்று சொன்னால் அவை 2,359. இந்தக் கோயில்கள் அனைத்துக்குமே குளங்கள் உள்ளன. அவற்றில் 55% கோயில் குளங்கள் மட்டுமே சிதிலமடையாமல், ஓரளவு பராமரிக்கப்பட்ட நிலையில் காணப்படுகின்றன.
தொன்று தொட்டு தமிழர்கள், தாங்கள் வாழும் பகுதியில் கோயில்களை நிர்மாணித்ததுடன் கோயிலை ஒட்டிக் கோயில் குளங்களையும் வெட்டினார்கள். இவை ஊர் மக்கள் குளிப்பதற்கு மட்டுமல்லாமல், நிலத்தடி நீரைப் பாதுகாப்பதற்கும் உதவின. 'கோயில் இல்லா ஊரில் குடியிருக்க வேண்டாம்' என்று கூறப்பட்டது, 'ஆலயம் தொழுவது சாலவும் நன்று' என்பதற்காக மட்டுமல்ல, தண்ணீர் இல்லாத ஊரில் குடியிருக்கக் கூடாது என்பதற்காகவும்தான். கோயில் குளங்கள் நிலத்தடி நீரை உறுதிப்படுத்துவதுதான் அதற்குக் காரணம்.
தமிழகத்திலுள்ள அத்தனை ஏரிகளையும், குளங்களையும் தூர் வாருவது என்பது அரசாங்கம் மட்டுமே செய்து முடிக்கக் கூடிய பணி அல்ல. இப்போது நாம் மிகவும் மோசமான வறட்சியை எதிர்கொள்ளும் நிலையில், பருவமழை தொடங்குவதற்குள் அத்தனை ஏரிகளையும், குளங்களையும் மக்களின் பங்களிப்புடன்தான் தூர் வாரி முடிக்க முடியும். நீர்நிலைகளைத் தூர் வாரும் சமூகக் கடமையை நிறைவேற்றும் பணியில் தி.மு.க. தன்னை ஈடுபடுத்திக் கொண்டிருப்பது, முன்மாதிரியான ஆக்கபூர்வ செயல்பாடு.
கடந்த 9-ஆம் தேதி தனது தொகுதியான கொளத்தூரில் உள்ள தான்தோன்றியம்மன் கோயில், சிவன் கோயில், முத்து மாரியம்மன் கோயில் குளங்களைத் தூர் வாரும் பணியை, தானே மண்வெட்டி எடுத்து வெட்டித் தொடங்கி வைத்தார் தி.மு.க.செயல் தலைவர் மு.க. ஸ்டாலின். 'நீர்நிலைகளையும், குளங்களையும் தூர் வாருங்கள்' என்கிற மு.க. ஸ்டாலினின் வெளிப்படையான உத்தரவைத் தொடர்ந்து, தமிழகம் முழுவதும் தி.மு.க.வினர் குளங்களைத் தூர் வாருவதில் ஈடுபட்டிருக்கிறார்கள்.
ஓர் அரசியல் இயக்கம் இப்படியொரு சமுதாய முக்கியத்துவம் உள்ள பணியில் ஈடுபடுவதை அரசியலாக்க முற்படும் அநாகரிகம் முகம் சுளிக்க வைக்கிறது. பகுத்தறிவுவாதிகளான தி.மு.க.வினர் கோயில் குளங்களைத் தூர் வாருவது, இந்துக்களின் வாக்குகளைக் குறிவைத்துத்தான் என்று ஒரு விமர்சனம்; முன்னாள் முதல்வர் ஜெயலலிதாவிடம் நிறைய அன்னதானம் செய்யுங்கள் என்று பரிந்துரைத்த ஜோசியர், மு.க. ஸ்டாலினிடம் கோயில் குளங்களைத் தூர் வாருங்கள் என்று கூறியிருப்பதாகவும் அதனால்தான் இந்த முனைப்பு என்றும் இன்னொரு விமர்சனம். தி.மு.க. ஆட்சியில் இருந்தபோதெல்லாம் செய்யாமல் விட்டுவிட்ட பணிதானே இது என்று தூர் வாரும் பணியைக் கொச்சைப்படுத்தும் தேவையற்ற விமர்சனம்.
நாத்திகர்களான தி.மு.க.வினர் ஆத்திகர்களாக மாறிக் கோயில் குளங்களைத் தூர் வாருகிறார்கள் என்று ஆத்திகர்கள் மகிழ்ச்சி அடையட்டும். ஆத்திகத்தின் அடையாளமாகவே இருந்தாலும், நிலத்தடி நீரைப் பாதுகாக்கும் கோயில் குளங்களைத் தூர் வாருவது பகுத்தறிவுக்கு உள்பட்டதுதானே என்று நாத்திகர்கள் பெருமிதம் கொள்ளட்டும். நமக்குத் தேவை குளங்கள் தூர் வாரப்படுவது, அதை யார் எதற்காக செய்தால்தான் என்ன?
தி.மு.க.வினர் கோயில் குளங்களைத் தூர்வாருவது அரசியல் ஆதாயத்துக்காகக் கூட இருக்கலாம். 'பராசக்தி' திரைப்படத்தில் வரும் வசனமான 'ஆகாரத்துக்காகத் தடாகத்தை சுத்தப்படுத்து
கிறதே மீன், அதைப்போல, அதன் சுயநலத்தில் பொதுநலமும் கலந்திருக்கிறது' என்று எடுத்துக் கொள்வோம்.
ஒரு வித்தியாசமான அரசியல் பாதையில் பயணிக்க முற்பட்டிருக்கிறார் தி.மு.க.வின் செயல் தலைவர். அவரை விமர்சிப்பதை விட்டுவிட்டு, இதுபோன்ற ஆக்கபூர்வமான செயல்பாட்டில் ஏனைய அரசியல் கட்சிகளும் ஈடுபட வேண்டும்.
