Checking ticket availability, PNR status, and availability of trains between destinations and other basic information on the Indian Railways official website -indianrail.gov.in -has become tougher and more tedious since last week.This is because Indian Railways has introduced a new captcha (beta form) for every information requested on the website. Captcha is a computer program which is intended to distinguish a human from a machine.
Earlier, you had to reproduce in a box a combination of letters and figures. Now, you have to do either addition or subtraction to get the info you search on the website.
For instance, now you get questions like 544 68 = ? , or 899+ 70 = ?
If your answer is correct, congratulations, you will immediately know the PNR status or availability of tickets or whatever you are search ing for on the website. The website also demands a captcha for each transaction, instead of just one demanded on the IRCTC website.
If you are poor in mathematics, you will soon find yourself using the calculator on the computer or smartphone when you visit the Indian Railway website.
“This is an unnecessary move. Checking availability and train enquiry has become monotonous,“ said Giriraj Bissa, a train buff and railway statistician. “I hope railway officials revert to the earlier format.“

Airport to get 2 multi-level parking lots

Chennai airport will get two multi-level parking lots with the capacity to accommodate 750 to 1000 cars each on either side of the airport metro rail station.The Airports Authority of India (AAI) has started internal discussions to build multi-level parking lots at the airport and redesign the traffic flow pattern at the city-side of the terminal buildings. Officials from Delhi held a meeting with officials here to thrash out the details of the project so that it could be presented to AAI headquarters for approval.
The parking lots will be designed, built and operated by a private company. A tender will be floated after the pro ject gets technical and commercial approval. A senior official of AAI said the parking lots could be constructed at the height of the metro rail station. “We have surveyed the space that is available for building the facilities. Details like the number of floors and slots will be decided later. The criteria is that at least 1,000 cars should be accommodated in one multi-level car park,“ he added.
He also said that the time schedule and deadline for construction would be worked out after the discussions are completed. A traffic pattern will also be worked out to fine-tune vehicle flow for the parking lot. The airport currently has a parking lot that can accommodate 1,600 cars.The project was supposed to be carried out during phase 1expansion of the airport when new terminals were built.
AAI was originally planning to build one multi-level parking lot. Now, with the metro operational, the plan is to have two parking lots.

The Federation of Tamil Nadu Rice Mill Owners and Paddy Rice Dealers Association has rubbished rumours of plastic rice being sold in the market.Addressing media persons on Monday , Dr A C Mohan, secretary of the association, said plastic granules cost `83 per kg, and asked why anyone would use them to make plastic rice which was costlier than the rice available in the market.
He also said fake rice could easily be detected. “While normal rice gets fried when heated in a pan, plastic rice will melt due to the heat,'' he said.
Mohan said YouTube videos and WhatsApp messages doing the rounds about plastic rice were false and fabricated and urged the general public not to fall prey to such rumours. The food minister R Kamaraj had ordered inspections across the state and no plastic rice was found anywhere, he said.
Association officials displayed various types of rice from across the state and from Karnataka, Andhra Pradesh and Telangana and challenged the media to prove that it contained plastic or plastic granules. President of the association D Thulasingam said the samples could be taken by the media and subjected to tests, adding that there was no drop in sales of rice after the rumours began to spread.

The Greater Chennai Corporation has proposed to make available online the process to make corrections to birth and death certificates, in a move that could reduce waiting time considerably and the need to physically visit the Ripon Buildings.However, the proposal appears to have been made without appropriate interdepartmental consultation as officers in the public health department of the local body said the move was `not feasible'.
According to a notification document prepared by the corporation's planning department, the civic body has proposed to offer five new services online, including birth and death certificate correction, inclusion of child name, application for building permission and one time assessment of property tax. At present, the corporation offers 11 civic services online.
“While there is a focus on providing more online ser vices, in parallel, concerns are being raised about the risks attached to providing correction services online.If a third person could raise a request without the knowledge of the person concerned, and if such a request is processed, then we will be in trouble,“ said a health department official. “We cannot do away with physical verification,“ the officer added.
When TOI contacted superintending engineer, planning department, S Sakthimanigandan, he initially seemed unaware that the birth and death certificate correction facility would be available online. “We will have meetings regarding this in the future and then decide,“ he said.
The document detailing the list of new online services to be launched was prepared after the government notified the Tamil Nadu Information Technology (Electronic Service Delivery) Rules, 2016 last December. The rules specify that competent authorities (the corporation) state the services that it could be provide online within 180 days.





CBSE may declare NEET results by June 26 as SC

Supreme Court on Monday cleared the air of uncertainty over admissions to MBBS and BDS courses in medical colleges by lifting the stay on declaration of results to the National Eligibility-cumEntrance Test (NEET) imposed by the Madras high court.Nearly 12 lakh students have taken NEET for admission to medical colleges for the academic year 2017-18.
Immediately after the SC gave CBSE the go-ahead to complete preparations for declaration of NEET results, Board sources told TOI that it will require 15 days to release results of NEET-UG (undergraduate) for 2017-18. They said results could be declared by June 26.
NEET is conducted every year by the Central Board of Secondary Education (CBSE) to fill nearly 30,000 MBBS and BDS (dental studies) seats in government and private medical colleges. The test has been subject to major litigation and many private colleges do not want to lose the right to admit a section of students through large “donations“ rather than a strictly followed merit list. The results were scheduled to be declared on June 8, but the Madras HC stayed the process on May 24 when it found question papers for NEET in English and Hindi were identical but those who took the test in vernacular languages answered different question papers. Additional solicitor general Maninder Singh, appearing for CBSE, explained to a vacation bench of Justices P C Pant and Deepak Gupta that though the question papers were different with the purpose of avoiding leakage in eight vernacular languages, the difficulty levels were the same. The exam was being conducted in vernacular languages for the first time on SC's orders. Since difficulty levels matched, there was no discrimination or advantage to any student based on language of exam.
What clinched the case for CBSE was Singh's argument that the time schedule for admissions to MBBS and BDS courses in medical colleges was fixed by the SC in ` Ashish Ranjan case' and had been strictly adhered to. The bench accepted the ASG's arguments, and ordered a stay on Madras HC's May 24 decision, which meant there was no impediment on CBSE to declare the results.
The ASG also requested the SC that since the time-frame for admissions to undergraduate courses in medical colleges had been fixed by the SC, it would be better if the apex court asked HCs not to interfere further with the declara tion of NEET results. Justices Pant and Gupta also accepted this request and posted the matter for further hearing in July , by which time the admissions process would have commenced.
As many as 9.13 lakh students took NEET in English, 1.2 lakh in Hindi, 47,853 in Gujarati, 34,417 in Bengali, 15,206 in Tamil, 3,810 in Assamese, 1,766 in Telugu, 978 in Marathi, 712 in Kannada and 452 in Oriya.

இந்த ஆண்டு முதல் இந்தியா முழுவதும் உள்ள அரசு மற்றும் தனியார் மருத்துவ கல்லூரிகள் மற்றும் நிகர்நிலை பல்கலைக் கழகங்களில் உள்ள எம்.பி.பி.எஸ்., பி.டி.எஸ். இடங்களுக்கு ‘நீட்’ என்ற தேசிய தகுதி நுழைவுத்தேர்வை நடத்தி மாணவர்களை சேர்க்க சி.பி.எஸ்.இ. (மத்திய இடைநிலை கல்வி வாரியம்) முடிவு செய்தது.

நீட் தேர்வு

இதற்கு தமிழக அரசு கடும் எதிர்ப்பு தெரிவித்தது. சுப்ரீம் கோர்ட்டும், நீட் தேர்வின் அடிப்படையில்தான் மாணவர்களை சேர்க்க வேண்டும் என்று உத்தரவிட்டது. இதைத்தொடர்ந்து கடந்த மாதம் 7-ந்தேதி நடைபெற்ற நீட் தேர்வில் நாடு முழுவதும் 12 லட்சம் மாணவ-மாணவிகள் கலந்துகொண்டு தேர்வு எழுதினார்கள். தமிழ்நாட்டில் 85 ஆயிரம் பேர் இந்த தேர்வை எழுதினார்கள்.

ஆங்கிலம், இந்தி மற்றும் தமிழ், தெலுங்கு, கன்னடம், குஜராத்தி, மராத்தி உள்ளிட்ட 10 மொழிகளில் இந்த தேர்வு நடத்தப்பட்டது. இந்த தேர்வு முடிவு கடந்த 8-ந்தேதி வெளியாவதாக இருந்தது.

ஐகோர்ட்டு இடைக்கால தடை

இதற்கிடையே, நீட் தேர்வில் கேள்விகள் ஒரே மாதியாக கேட்கப்படவில்லை என்றும், கேள்வித்தாள் பாரபட்சமாக இருந்ததாகவும் கூறி சில மாணவிகள் மதுரை ஐகோர்ட்டில் வழக்கு தொடர்ந்தனர். இதுதொடர்பாக அவர்கள் தாக் கல் செய்த மனுவில் இந்தி, குஜராத்தி மொழிகளின் வினாத்தாள்களில் கேட்கப்பட்ட கேள்விகள் எளிமையாக இருந்ததாகவும், தமிழ் உள்ளிட்ட சில மொழிகளின் வினாத்தாள்களில் கேள்விகள் கடினமாக இருந்ததாகவும், எனவே நீட் தேர்வு முடிவை வெளியிட தடை விதிக்க வேண்டும் என்றும் கூறி இருந்தனர்.

இந்த வழக்கை விசாரித்த மதுரை ஐகோர்ட்டு நீட் தேர்வு முடிவை வெளியிட கடந்த மாதம் 24-ந்தேதி இடைக்கால தடை விதித்து உத்தரவிட்டது.

சுப்ரீம் கோர்ட்டில் விசாரணை

இதை எதிர்த்து சி.பி.எஸ்.இ. சார்பில் சுப்ரீம் கோர்ட்டில் மேல்முறையீடு செய்யப்பட்டது.

இதுதொடர்பாக தாக்கல் செய்யப்பட்ட மனு சுப்ரீம் கோர்ட்டு நீதிபதிகள் பி.சி. பந்த், தீபக் குப்தா ஆகியோர் அடங்கிய விடுமுறை கால அமர்வு முன்பு நேற்று விசாரணைக்கு வந்தது.

அப்போது சி.பி.எஸ்.இ. சார்பில் ஆஜரான கூடுதல் சொலிசிட்டர் ஜெனரல் மணிந்தர் சிங் வாதாடுகையில் கூறியதாவது:-

மாநில மொழிகள்

மதுரை ஐகோர்ட்டு விதித்துள்ள இடைக்கால தடை, நீட் தேர்வு தொடர்பாக ஏற்கனவே சுப்ரீம் கோர்ட்டு பிறப்பித்துள்ள உத்தரவு மற்றும் இந்த தேர்வை நடத்தி முடிவை வெளியிடுவதற்காக விதிக்கப்பட்ட காலக்கெடு ஆகியவற்றுக்கு எதிராக அமைந்து உள்ளது. இந்த ஆண்டு ஆங்கிலம் இந்தி தவிர, சுப்ரீம் கோர்ட்டு ஏற்கனவே பிறப்பித்த உத்தரவின் அடிப்படையில் 8 மாநில மொழிகளில் இந்த தேர்வு நடத்தப்பட்டு உள்ளது.

10½ லட்சம் பேர் ஆங்கிலம் மற்றும் இந்தியில் தேர்வு எழுதி இருக்கிறார்கள். 1 லட்சத்து 30 ஆயிரத்தில் இருந்து 1 லட்சத்து 50 ஆயிரம் பேர் மற்ற மாநில மொழிகளில் தேர்வு எழுதி இருக்கிறார்கள்.

கேள்வித்தாள் மாற்றம் ஏன்?

இந்தி மற்றும் ஆங்கிலத்தில் ஒரே கேள்வித்தாள் இருந்தது. மாநில மொழிகளில் கேள்வித்தாள்கள் வேறு மாதிரி அமைக்கப்பட்டு இருந்தன. இந்தி மற்றும் ஆங்கிலத்தில் எழுதும் மாணவர்களின் எண்ணிக்கையை விட பிற மொழிகளில் எழுதும் மாணவர்களின் எண்ணிக்கை குறைவு என்பதால், அந்த மொழிகளில் கேள்விகள் மாற்றி அமைக்கப்பட்டு இருந்தன.

அவற்றில் ஏதாவது ஒரு மொழி கேள்வித்தாளில் உள்ள ஏதாவது கேள்விகள் ரகசியமாக வெளியானாலும், பெருவாரியான மாணவர்கள் பாதிக்கப்படாமல் இருப்பதற்காக கேள்விகள் இவ்வாறு மாற்றி அமைக்கப்பட்டு இருந்தன. ஆனால் அனைத்து கேள்வித்தாள்களும் ஒரே அளவில் அமைக்கப்பட்டு இருந்தன. இதனை நிபுணர்களும் உறுதி செய்து இருக்கிறார்கள்.

சுமார் 12 லட்சம் பேர் எழுதியுள்ள நீட் தேர்வின் முடிவு கடந்த 8-ந்தேதியன்று வெளியிடப்படுவதாக இருந்தது. ஆனால் மதுரை ஐகோர்ட்டின் உத்தரவால் தேர்வு முடிவை வெளியிட முடியாமல் போனது.

இடைக்கால தடை ரத்து

எனவே மாணவர்களின் நலன் கருதி, தேர்வு முடிவை வெளியிட விதிக்கப்பட்ட இடைக்கால தடையை நீக்க வேண்டும்.

இவ்வாறு அவர் கூறினார்.

மேலும், நீட் தேர்வு குறித்து குஜராத் ஐகோர்ட்டிலும் ஒரு வழக்கு நிலுவையில் இருப்பதாகவும் சென்னை ஐகோர்ட்டின் மதுரை கிளையில் உள்ள வழக்குடன் குஜராத் ஐகோர்ட்டில் உள்ள வழக்கு விசாரணையையும் சுப்ரீம் கோர்ட்டுக்கே மாற்ற வேண்டும் என்றும் அவர் கோரிக்கை விடுத்தார்.

இதைத்தொடர்ந்து மதுரை ஐகோர்ட்டு விதித்த இடைக் கால தடையை ரத்து செய்து நீதிபதிகள் உத்தரவிட்டனர்.

நீதிபதிகள் பிறப்பித்த உத்தரவு வருமாறு:-

தேர்வு முடிவை வெளியிட அனுமதி

இந்த ஆண்டுக்கான நீட் தேர்வு முடிவுகளை வெளியிட இடைக்கால தடை விதித்து சென்னை ஐகோர்ட்டின் மதுரை கிளை பிறப்பித்த உத்தரவு, உரிய கால அட்டவணைக்குள் மருத்துவ மாணவர் சேர்க்கையை நடத்தி முடிக்க வேண்டும் என்ற சுப்ரீம் கோர்ட்டின் முந்தைய உத்தரவுக்கு எதிரானது. எனவே ஐகோர்ட்டின் தடை உத்தரவு ரத்து செய்யப்படுகிறது. நீட் தேர்வின் முடிவை சி.பி.எஸ்.இ. வருகிற 26-ந்தேதிக்குள் வெளியிட அனுமதி அளிக்கப்படுகிறது.

அதே நேரத்தில் மாணவர் சேர்க்கையும், கலந்தாய்வும் இந்த வழக்கின் இறுதித்தீர்ப்புக்கு உட்பட்டது.

விசாரிக்கக்கூடாது

இந்த ஆண்டு நீட் தேர்வு தொடர்பான வழக்குகளை எந்த ஐகோர்ட்டும் விசாரிக்கக்கூடாது. சென்னை மற்றும் குஜராத் ஐகோர்ட்டுகளில் வழக்கு தொடர்ந்துள்ள மனுதாரர்கள் மற்றும் மத்திய, மாநில அரசுகளிடம் விளக்கம் கோரி நோட்டீசு அனுப்ப வேண்டும். கோடை விடுமுறைக்கு பிறகு இந்த வழக்கு விசாரணைக்கு எடுத்துக்கொள்ளப்படும்.

இவ்வாறு நீதிபதிகள் தங்கள் உத்தரவில் கூறி உள்ளனர்.

எப்போது வெளியாகும்?

வருகிற 26-ந்தேதிக்குள் நீட் தேர்வு முடிவை வெளியிடலாம் என்று சுப்ரீம் கோர்ட்டு கூறி இருப்பதால், தேர்வு முடிவு எந்த நேரத்திலும் வெளியாகலாம் என்று எதிர்பார்க்கப்படுகிறது.

அரசின் கருணைப் பார்வைக்காக காத்திருக்கும் 20 ஆயிரம் டாஸ்மாக் பணியாளர்கள்

அரசு வேலைக்காக முன்பணம் செலுத்திவிட்டு, 14 ஆண்டுகள் பணிபுரிந்தும் உரிய அங்கீகாரம் இல்லாமல், தமிழக அரசின் கருணைப் பார்வைக்காக 20 ஆயிரத்துக்கும் மேற்பட்ட டாஸ்மாக் பணியாளர்கள் காத்திருக்கின்றனர்.

தமிழகத்தில் மதுவிலக்கு: இந்திய சுதந்திரத்துக்குப் பிறகு மாநிலங்களில் மதுவிலக்கை அமல்படுத்துவதில் அந்தந்த மாநில முதல்வர்கள் ஆர்வம் செலுத்தினர். தமிழகத்தில் (சென்னை மாகாணம்) ஓமந்தூர் ராமசாமியின் முயற்சியால் 1950-களில் பூரண மதுவிலக்கு அமலுக்கு வந்தது. காங்கிரஸூக்கு பிறகு அண்ணா ஆட்சியிலும் மதுவிலக்கு அமலில் இருந்தது. ஆனால், முதல்வராக கருணாநிதி இருந்தபோது 1971-இல் ஆகஸ்ட் 30 -இல் மதுவிலக்கு விலக்கிக்கொள்ளப்பட்டது. தாற்காலிக நடவடிக்கையாக இதை தொடங்கியிருப்பதாக கூறிய கருணாநிதி, 1973இல் ஜூலை 30-ஆம் தேதி கள்ளுக்கடைகளையும், 1974-இல் செப்டம்பர் 1ஆம் தேதி சாராயக் கடைகளையும் மூட உத்தரவிட்டார்.
இதற்குப் பிறகு எம்ஜிஆர் ஆட்சியிலும் மதுவிலக்கு அமலில் இருந்தது. ஆனால், நிர்வாக நெருக்கடியால் 1981-இல் மே 1-ஆம் தேதி சாராயக் கடைகளையும், கள்ளுக்கடைகளையும் திறக்க உத்தரவிட்டார் எம்ஜிஆர். 1983-இல் தமிழக அரசால் டாஸ்மாக் நிறுவனம் தொடங்கப்பட்டு, அதன் கீழ் மது விற்பனை நடைபெறத் தொடங்கியது. இருப்பினும் தனியாரும் மது விற்பனையில் இருந்தனர். 2003-இல் "டாஸ்மாக்" மூலம் நேரடியாக மது விற்பனை தொடங்கி, இன்றுவரை நீடித்து வருகிறது. இதற்கிடையே 1989-இல் மலிவு விலை மது அறிமுகம் செய்யப்பட்டது. பெண்கள் மத்தியில் கடும் எதிர்ப்பு நிலவியதால், ஜெயலலிதா ஆட்சியில் இந்த மலிவு விலை மது விற்பனை நிறுத்தப்பட்டது.
30 ஆயிரம் பேர் நியமனம்: பெருநகரங்களில் ஒரு மதுக்கடைக்கு தலா 9 பேர், நகரங்களில் 7 பேர், ஊரகப் பகுதிகளில் 3 பேர் என கணக்கிட்டு, 14 ஆண்டுகளுக்கு முன் 30 ஆயிரம் பேர் பணியமர்த்தப்பட்டனர். மேற்பார்வையாளருக்கு ரூ.50 ஆயிரம், விற்பனையாளருக்கு ரூ.15 ஆயிரம், உதவி விற்பனையாளருக்கு ரூ.10 ஆயிரம் என முன்பணம் செலுத்தியும், வேலைவாய்ப்பு அலுவலகத்தின் மூலமும் இந்த 30 ஆயிரம் பேர் நியமிக்கப்பட்டனர். இவர்கள், தமிழகத்தில் இருந்த 6,320 மதுக்கடைகளில் பணியமர்த்தப்பட்டனர்.
4 ஆயிரம் கடைகள் மூடல்: இந்த நிலையில், தமிழக அரசின் படிப்படியான மதுவிலக்கு கொள்கையால் 1000 கடைகள், உயர்நீதிமன்ற உத்தரவால் 3,300 கடைகள் என 4,300 கடைகள் மூடப்பட்டுள்ளன. மூடப்பட்ட கடைகளில் பணிபுரிந்த 20 ஆயிரம் ஊழியர்கள் வேலையில்லாத நிலைக்கு தள்ளப்பட்டுள்ளனர். மூடப்பட்ட கடைகளை வேறு இடங்களில் திறக்க முயற்சி எடுத்தாலும் மக்களின் கடும் எதிர்ப்பால் முடியாமல் போகின்றன. இதனால், சுமார் 300 கடைகளை மட்டுமே மீண்டும் திறக்கும் நிலை உருவாகியுள்ளது. எனவே, 20 ஆயிரம் பணியாளர்களும் ஏற்கெனவே இயங்கி வரும் 2 ஆயிரம் கடைகளில் பணியமர்த்தப்படும் சூழல் உருவாகியுள்ளது. இதனால், ஒரு கடையில் குறைந்தது 20 பேர் பணிபுரியும் நிலை உருவாகி, கடும் நிர்வாக சிக்கலுக்கு வழிவகுத்துள்ளது.

தேவை மாற்றுப் பணி: இந்த சிக்கலுக்குத் தீர்வு காணவும், 20 ஆயிரம் குடும்பங்களின் நிலையை உணர்ந்தும் டாஸ்மாக் பணியாளர்களுக்கு மாற்றுப் பணி வழங்க வேண்டும் என்பது பிரதான கோரிக்கையாக உள்ளது. வேலையிழந்துள்ள 20 ஆயிரம் பேரில் 10 ஆயிரத்துக்கும் மேற்பட்டோர் இளநிலை, முதுநிலை பட்டதாரிகள். மேலும், ஆயிரம் பேர் ஆசிரியர் பட்டப்படிப்பு, பட்டயப்படிப்பு முடித்தவர்கள். எனவே, அவரவர் கல்வித் தகுதி, பணிமூப்பு, பணி விருப்பம் என்ற அடிப்படையில் அரசு துறைகளில் மாற்றுப் பணி வழங்க வேண்டும் என்பதே பிரதான கோரிக்கையாக உள்ளது. அரசுப் பணியில் 240 நாள்கள் பணி முடித்தாலே நிரந்தரப்படுத்த வேண்டும் என்ற விதிமுறைகள் உள்ள நிலையில், 14 ஆண்டுகள் பணிபுரிந்தும் இன்னும் திரிசங்கு நிலையிலேயே காலம் கடத்தி வருகின்றனர் 30 ஆயிரம் பணியாளர்கள்.
முன் உதாரணம்: இந்தப் பணியாளர்களை வரைமுறைப்படுத்துவதில் அரசுக்கு எந்தவித சிக்கலும் எழப்போவதில்லை என்கின்றனர் அரசு ஊழியர் சங்கத்தினர். ஏனெனில், 1983-இல் எம்ஜிஆர் ஆட்சியில் சாராயக் கடைகளை மூடியபோது அதில் பணிபுரிந்த 2 ஆயிரம் ஊழியர்களை அரசின் பல்வேறு துறைகளில் இளநிலை உதவியாளர், கிராம நிர்வாக அலுவலர் என பல்வேறு பணிகளுக்கு நியமிக்கப்பட்டனர்.

இதேபோல, 2002-இல் அரசு ஊழியர்கள் வேலைநிறுத்தம் காரணமாக விருப்பத்தின் பேரில் பணியில் சேர்ந்த 10 ஆயிரம் தாற்காலிக ஊழியர்களுக்கு சிறப்புத் தேர்வு நடத்தி தகுதியானவர்களை 2008-இல் பணிவரன்முறைப்படுத்தியுள்ளது தமிழக அரசு. 2013-ஆம் ஆண்டு அண்ணாமலை பல்கலைக் கழகத்தை அரசுடமையாக்கியதால் அதில் பணிபுரிந்த ஊழியர்கள் அரசின் பல்வேறு துறைகளில் பணியமர்த்தப்பட்டுள்ளனர். எனவே, டாஸ்மாக் பணியாளர்களையும் அரசின் பல்வேறு துறைகளில் பணியமர்த்த வேண்டும் என வலியுறுத்துகின்றனர்.
இதுதொடர்பாக, தமிழ்நாடு அரசு டாஸ்மாக் பணியாளர்கள் சங்க மாநிலத் தலைவர் கு. பால்பாண்டியன் கூறியது:

மதுக்கடைகளை மூடியதால் வேலையிழந்துள்ள 20 ஆயிரம் பேருக்கும், அரசின் கொள்கையால் இனி வரும் காலங்களில் மூடப்படவிருக்கும் கடைகளில் பணிபுரியும் தொழிலாளர்களுக்கும் உத்தரவாதம் அளிக்க, அவரவர் கல்வித்தகுதிக்கேற்ப மாற்றுப் பணி வழங்க வேண்டும். நியாய விலைக்கடைகளில் விற்பனையாளர், எடையாளராக நியமிக்கலாம். அரசு மருத்துவமனைகள், பொதுத்துறை நிறுவனங்களில் உதவியாளர் பணியிடங்களில் நியமிக்கலாம். பட்டதாரிகளை அரசின் பல்வேறு துறைகளில் இளநிலை உதவியாளர் பணிக்கு நியமிக்கலாம். ஆசிரியர் படிப்பு முடித்தவர்களை பள்ளிகளில் இப்போதுள்ள காலிப் பணியிடங்களில் நியமிக்கலாம்.

அரசு துறைகளில் மட்டும் லட்சக்கணக்கில் காலிப் பணியிடங்கள் உள்ளதை அரசே ஒப்புக் கொள்கிறது. ஆனால், வேலையிழந்தவர்களுக்கு மாற்றுப் பணி வழங்க மௌனம் சாதித்து வருகிறது என்றார் அவர்.

விரைவில் நல்ல செய்தி வரும்

டாஸ்மாக் பணியாளர்களது பல்வேறு கட்ட போராட்டங்களால், வேலையிழந்த 20 ஆயிரம் பேருக்கு இப்போதுள்ள கடைகளில் கூடுதல் நியமனம் என்ற அடிப்படையில் பணி வழங்கப்பட்டுள்ளது தங்களுக்கு கிடைத்துள்ள முதல் வெற்றி என சங்கத்தின் மாநில துணைத் தலைவர் ஜி.வி.ராஜா தெரிவித்தார். மேலும், அவர் கூறியது:

மாற்றுப் பணி வழங்குவது தொடர்பாக 30 ஆயிரம் டாஸ்மாக் ஊழியர்களின் கல்வித் தகுதி மற்றும் இதர விவரங்களை தமிழக அரசின் உள்துறை முதன்மைச் செயலர் நிரஞ்சன் மார்டி கேட்டுப் பெற்றுள்ளார். வரும், 20-ஆம் தேதி திருச்சியில் குடும்பத்துடன் மனிதச் சங்கிலி போராட்டம் நடத்தவும் திட்டமிடப்பட்டுள்ளது. எனவே, அதற்கு முன்பாக தமிழக அரசிடம் இருந்து நல்ல செய்தி வரும் என்ற எதிர்பார்ப்புள்ளது என்றார்.

A new building constructed for the Sub-Treasury office at Manapparai, which was inaugurated about three months ago, is yet to be put to use.

It was a long felt need of visitors particularly pensioners for a more spacious building and the Department of Treasuries and Accounts had sanctioned a new building on the campus of the Taluk office in Manapparai. It has a separate chambers for the Sub-Treasury officer, record room and administrative unit and a waiting hall for customers.

“Hitherto, it was functioning in a cramped building but the new one, with a plinth area of about 1,700 square feet, is quite spacious for both the employees and the visitors,” an official said.

Electrical work

Although the building was declared open about a couple of months, it has taken some more time for setting up electrical circuits. “With all the details of pensioners and other data on salaries having been computerised, it needs more time for setting up the electrical and electronic circuit,” say sources.

It would be put to use by the end of this month or early next month, say the sources.

RTI query reveals shortcomings in evaluation at varsity

60% of those applying for revaluation end up securing higher marks

With Anna University having released exam results on Friday, thousands of students are likely to apply for revaluation and review, bringing crores of Rupees in revenue to the university’s coffers.

A response to a Right to Information (RTI) query by a former student of the university has revealed that the institution received as many as 18,13,600 answer scripts for revaluation and review over eight semesters between November 2012 and April 2016.

Over this period, the university received payments amounting to Rs. 71.62 crore for carrying out revaluation and Rs. 6.87 crore for review.

Students have long been complaining about the evaluation standards at the university as they end up spending a fortune on photocopies, revaluation and then review.

This has been a cause of concern for students and parents alike, as a good academic track record is essential for a good placement.

The university allows students to get a photocopy of their answer sheets before applying for revaluation.

According to the RTI reply, the Anna University has earned a revenue of Rs. 54.13 crore from photo copies in the same period.

Karthi Natarajan, a graduate of the Anna University's constituent college in Panruti, said that in his RTI query, he had sought access to details about the amount spent on revaluation department-wise, which was denied.

A senior professor at the university said that about 40% of students who take the exams would seek revaluation. And of those who seek revaluation, the RTI reply reveals that about 60% end up securing higher marks.

Chance of error

According to university officials, there is a 5-10% chance of error in evaluation, given the large volume of students.

“Each teacher corrects as many as 30 papers in three hours. An examiner spends around eight hours a day correcting papers,” an official said.

University officials admit that there could be lapses in the way the papers are evaluated, and that it could lead to rare instances of students receiving very high or very low marks during revaluation.

“Around 1.5 lakh students take the exams each year. Each student would be appearing for eight subjects, barring arrears,” said the Controller of Examination, G.V. Uma.

If the difference between the original score and the revaluation score exceeds 15 marks, the paper is sent for another round of evaluation.

“The highest mark is awarded to the candidate,” explained a professor.

“Theoretically, we should take action against erring teachers, but we do not go that far as the students are our primary concern,” said a professor.

Pattern of evaluation

The answer sheets of students of affiliated colleges, which form the largest chunk, are evaluated by a pool of professors from the affiliated colleges.

Anna University professors only evaluate the papers of students of the university’s departments.

Unsatisfied with the revaluation, as many as 19,793 candidates had applied for review during the period covered by the RTI reply.

A candidate can apply for review only after revaluation.

Even after review, 5-10% of the students are still dissatisfied, and approach the university for further review, officials said.

Mr. Natarajan also sought to know how much the examiners were paid to correct answer papers and how much the university spent on improving infrastructure in constituent colleges. He was told that the institution paid a teacher Rs. 20 per paper and that the university spent around Rs. 381 crore on the 16 campuses attached to the institution.

Aghast at the “surreptitious” move by certain quarters in the BJP and the AIADMK to shift the proposed AIIMS facility out of Sengipatti, people of central Tamil Nadu have cautioned those in power not to politicise the issue by taking advantage of the current fluid situation in the State.

“Sengipatti site was identified in a professional manner by the high powered committee appointed by the Union Health and Family Welfare Ministry and was duly supported by Chief Minister Edappadi K. Palaniswami. BJP was trying to fish in troubled waters by seeking to relocate the AIIMS at Madurai, now a group of AIADMK MLAs and Ministers are playing with fire seeking to dramatise the whole issue. What if our region MLAs too threaten to quit if AIIMS is shifted from Sengipatti? The Centre must move quickly to establish the facility in Sengipatti,'' demands Durai Mathivanan, social activist and part of the civil society group that has been demanding the setting up of AIIMS here for several years now.

A high-powered committee of Union Health and Family Welfare Ministry had assessed the possibility of establishing the AIIMS facility in Tamil Nadu two years back. They had inspected five sites – Sengipatti in Thanjavur district, Pudukkottai, Madurai, Erode and Chengalpattu .

The proposed AIIMS facility basically looked for the best possible factors that go into clinical practice, academic excellence and community-oriented research and those aspects were taken into account for assessing the sites.

Based on those criteria, Sengipatti in Thanjavur district qualified as the apt site and accordingly it was stated that Chief Minister Edappadi K. Palaniswami too had impressed upon Mr. Modi during his February 27 meeting the need to establish AIIMS at Sengipatti.

It defies logic and reasoning that there are groups that are trying to surreptitiously shift the proposed AIIMS from the identified site of Sengipatti to Madurai at this late hour. Besides, there is a definite lack of speciality healthcare in the Central region despite presence of some medical colleges. Also, the existing medical colleges in Thanjavur, Tiruchi, Tiruvarur and Pudukkottai would immensely benefit from the AIIMS unit at Sengipatti. Elements in the BJP and the AIADMK are trying to arm twist in the AIIMS issue and that must be resisted by politicians from the Central region of the State, points out Samy Natarajan of the CPI(M).

Pon. Radhakrishnan’s stand

The AIIMS facility can be established in any part of the State. It is up to the State Government to decide on the site, claimed Union Minister of State for Shipping and Road Transport Pon, Radhakrishnan, here on Sunday.

During a brief interaction with the media, Mr. Radhakrishnan observed that the State Government had failed to concentrate in bringing AIIMS to the State expeditiously. Since people were speaking in many voices the issue was pending for too long, he claimed.

சென்னை: சென்னையில் இருந்து, மலேஷியா நாட்டின் தலைநகர் கோலாலம்பூர் செல்லும், 'மலேஷியன் ஏர்லைன்ஸ்' விமானம், நேற்று முன்தினம் இரவு, 12:00 மணிக்கு, 173 பயணியர் மற்றும் ஐந்து விமான சிப்பந்திகள் என, 178 பேருடன் புறப்பட தயாராக இருந்தது. பைலட் இறுதிக்கட்ட சோதனை செய்த போது, விமானத்தில், இயந்திர கோளாறு ஏற்பட்டுள்ளதை கண்டறிந்தார்.

HRD ministry asks UGC to conduct inspection of 

44 `unworthy' varsities

Offering hope to 44 deemed universities, the ministry of human resource development has asked the University Grants Commission (UGC) to conduct fresh inspection. These deemed universities came under the scanner in 2009 following an adverse report by a government panel and uncertainty on their status has continued since then.Eight years back, MHRD set up the Tandon Committee to examine 126 deemed universities. The committee in its report found 46 of them “unworthy“ of being given a deemed university status. Another 44 were found deficient on many counts while the performance of 38 was found satisfactory.
Uncertainty over the “deemed“ status of these institutions across the country continued till date and some of these universities even sought legal recourse. According to a senior HRD official, “The gov ernment want that there should be some clarity as the matter has been on for a long time. Therefore the ministry has once again asked UGC to conduct fresh inspections so that which even of these universities can be allowed to retain the deemed status can do so. And also this will ensure that others are removed from the list and the matter is fully resolved.“ The committee in its report recommended immediate withdrawal of the “deemed university“ status from the institutions found unworthy .However, some institutions moved court, and the matter is still sub judice. The Tandon committee had assessed each institute on 45 marks. Institutions that scored less than 15 were labelled unworthy .

Power consumers in the state can now check their cellphones to get advance notice via text messages of power shutdowns in their neighbourhoods. Tamil Nadu Generation and Distribution Corporation (Tangedco) has launched the new service recently for consumers attached to the Anna Salai substation inside the TNEB headquarters campus. “Called `minsara nanban' (friends of power) service, the texts will tell consumers of all categories about planned power shutdowns. Tangedco has telephone numbers of 1.65 crore consumers.

தாம்பரம்;தாம்பரம் ரயில் நிலைய நடைமேடைகளில் உண வகம் இல்லாததால், பயணிகள் கடும் அவதிக்குள்ளாகி வருகின்றனர்.

தாம்பரம் ரயில் நிலையத்திற்கு, தினசரி ஆயிரக்கணக்கான பயணிகள் வந்து செல்கின்றனர். வேலை நாட்கள், விடுமுறை நாட்கள் என, எப்போதும் பயணிகள் கூட்டம் அதிக அளவில் இருக்கும். இந்த ரயில் நிலையம் வழியாக, தென் மாவட்டங்களுக்கு செல்லும் பல ரயில்கள், தினசரி சென்று வருகின்றன.அதே போல், செங்கல்பட்டு, காஞ்சிபுரம், திருமால்பூர் செல்லும் மின்சார ரயில்களின் சேவையும் தொடர்ந்து இருந்து வருகிறது.
சென்னை வரும் வெளியூர் பயணிகள், ஏழு மற்றும் எட்டாம் எண் நடைமேடை வந்து இறங்கி, வேறு ரயில் பிடித்தும், மற்ற வழிகளிலும் தங்கள் பணிகளுக்கு செல்கின்றனர்.இந்நிலையில், ஏராள மான ரயில்கள் வந்து செல்லும் அனைத்து நடைமேடைகளிலும், பயணி களுக்கு, நான்கு மாதங்களுக்கு மேலாக உணவகம் இல்லாமல் உள்ளது. இதற்கு முன் இயங்கி வந்த, 'கேன்டீன்' மூலம், பயணிகள் உணவு பெற்று, பசியாறி வந்தனர்.
தற்ேபாது கேன்டீனை நடத்துவதற்கு உரிமம் காலாவதியாகி, மீண்டும் புதிய ஆட்களை கொண்டு, உணவகம் நடத்தப் படாமல் இருந்து வருகிறது.
இதனால், முதியோர், குழந்தைகளுடன் வெளியூர் செல்லும் பயணிகள், காலை, மதியம், இரவு நேரங்களில், உணவு கிடைக்காமல் தவித்து வருகின்றனர்.கோரிக்கைரயில்வே நிர்வாகம், உணவகத்தின் உரிமம் வழங்கும் நடைமுறைகளை முடித்து கொடுத்தால், உணவகம் துவங்கப் படும் என்ற நிலைஉள்ளது.வெளியூர்களுக்கு சென்று வரும் எண்ணற்ற ரயில் பயணிகளின் நலன் கருதி, மீண்டும் உணவகத்தை விரைவில் துவக்கும் நடவடிக்கைகளை எடுக்க வேண்டும் என, பயணிகள் மத்தியில் கோரிக்கை நிலவுகிறது.
