Medical admission scam: Is ED trying to save Pachamuthu, asks HC

Chennai: Prevention of Money Laundering Act (PMLA) is a sledgehammer, and use it against sharks and not shrimps, said Justice PN Prakash of Madras high court, hinting that Enforcement Directorate (ED) was trying in a 'distorted fashion to exonerate' SRM group chairman TR Pachamuthu, but implicate his former aide Madhan in the multi-crore medical admission scam.

"While the case registered by the police is so specific that Pachamuthu shared the common intention and used Madhan for collection of capitation fee, the ED has projected a different picture as if Madhan had collected the money from 133 parents and had not given the same to Pachamuthu, but, has purchased four properties in his name," said Justice Prakash.

The ED has built up this case on the strength of Pachamuthu's statement that he had not asked Madhan to collect money nor was the money given to him (Pachamuthu), the judge said, adding: "It is quite strange as to how ED could have expected Pachamuthu to be so guile to confess to them, 'Yes, Yes! I only asked Madhan to collect money and he has handed over it to me'. He would have given such a confession only if he had credulously believed that the ED officer is also a priest of a Catholic church to whom confessions can be made for a ticket to heaven, albeit the fact that such a confession would land him up in jail in this life."

Noting that the court has observed yet another 'disquieting feature' in the probe, Justice Prakash said, "the ED has recorded the statements of 7 parents out of 133 who are said to have paid money for admission for their wards. The statements of the 7 show as if they had handed over the money to Madhan and there is no reference of Pachamuthu. But all the 7 have given separate written complaints to the police implicating Pachamuthu in the racket."

Pointing out that apart from the 7 parents, about 50 others have also implicated Pachamuthu in their complaints, the judge wondered whom the ED is wanting to save?

Observing that Madhan is not the solitary player in this sordid episode, Justice Prakash said there were prima facie materials to show that a well-oiled syndicate had existed, by which, affluent parents who were over-ambitious in wanting to make doctors of dull heads, were directed by the SRM University management to contact Madhan.

The judge made all the observations while granting conditional bail to Madhan who was arrested by the ED in connection with the case. Before parting, the court made it clear that it has inclined to grant bail to Madhan not because he is an angel, but, because the evidence produced by the ED does not pass muster the parameters the PMLA for denial of bail.

Chennai: What was the insurance sum paid to M/s The Chennai Silks after a fire gutted the company's T Nagar showroom? The question hit many of the citizens. However, according to The New India Assurance Company Limited (NIA), the insurer of Chennai Silks, providing the information would infringe upon the firm's privacy.

NIA which is a Government of India-owned firm, said so while replying to an RTIapplication filed by a T Nagar resident.

B Kannan, a resident of Rangan street in T Nagar, sought to know if Chennai Silks had a fire insurance policy issued. "...whether compliance with respect to fire safety norms for the (T Nagar) building was insisted upon and obtained, before issue of policy," asks Kannan's application dated June 21. The queries also sought details on the documents submitted by The Chennai Silks to obtain the policy.

The central public information officer for NIA, Gomathi Sharma, in her response to Kannan dated July 27 said, "As M/s Chennai Silks, Chennai has raised objection in providing the information. We are not in a position to furnish the information to you," and cited the Rule 8(1) sub-clause (j) to deny the information.

"My first thought was why was The Chennai Silks informed of my petition? The details sought are not of a personal nature, doesn't intrude into privacy and matters to larger public, especially after the fire accident," Kannan said.

Criticising the reply, RTI activists said it suggests the company must have overlooked norms to issue a policy. V Lakshmi Narayanan, who researches aspects of RTI Act, 2005, said NIA's reply suggests the company is looking to cover up a mistake. "This response is peculiar especially as the CMDA and fire department have many times submitted before the Madras high court that T Nagar buildings violate approved plan," he said.

RTI activist V Gopalakrishnan said since NIA would have paid the insurance sum out of a public fund, as it is state-owned, Kannan had every right as a taxpayer to seek and receive details.

Attempts to contact representatives of NIA's Coimbatore Regional Office failed.

தமிழகத்தில் இந்த ஆண்டு எம்.பி.ஏ. படிப்புக்கான இடங்களில் 65
சதவிகிதம் வரை காலியாக இருக்கும் என்று தெரியவந்துள்ளது.

எம்.பி.ஏ. எனப்படும் மேலாண்மை படிப்புகளில் சேர்வதற்கு சில ஆண்டுகளுக்கு முன்பு அதிக வரவேற்பு இருந்தது. எம்.பி.ஏ. படித்தால் வேலைவாய்ப்பில் முன்னுரிமை வழங்கப்படுவதுடன் அதிக சம்பளமும் வழங்கப்படுவதே இதற்குக் காரணம். பொது நுழைவுத் தேர்வு (டென்சேட்) நடத்தப்பட்டு அதன் அடிப்படையில் எம்.பி.ஏ. எம்.சி.ஏ. போன்ற முதுநிலை பட்ட மேற்படிப்புகளில் மாணவர்கள் சேர்க்கப்படுகின்றனர். ஒவ்வொரு ஆண்டும் இந்த படிப்புகளில் சேர்வதற்கு மாணவர்கள் அதிக அளவு விண்ணப்பிப்பார்கள்.

ஆனால் இந்த ஆண்டு நிலைமை தலைகீழாக மாறியுள்ளது. பெரிதாக வேலைவாய்ப்பு கிடைக்காததால் எம்.பி.ஏ படிப்பில் சேரும் ஆர்வம் மாணவர்களிடையே குறைய தொடங்கியுள்ளது. நேற்று (ஆகஸ்ட் 1) இந்தப் படிப்புகளுக்கான கலந்தாய்வு தொடங்கியது. அதில், பெரும்பான்மையானவர்கள் கலந்தாய்வில் கலந்துகொள்ளவில்லை என்பது குறிப்பிடத்தக்கது.

அரசு ஒதுக்கீட்டு இடங்கள் 13,710 ஆக உள்ளது. இதற்கு வெறும் 4700 பேரே விண்ணப்பித்துள்ளனர். இதனால் கலந்தாய்வு முடிவதற்கு முன்பே 9 ஆயிரம் அல்லது 65 சதவிகித இடங்கள் காலியாக இருக்கப் போகிறது என்பது உறுதியாகியுள்ளது.

தமிழகத்தில் மொத்தம் 317 கல்லூரிகள் மற்றும் பல்கலைக்கழகங்களில் 13,710 எம்.பி.ஏ. இடங்கள் உள்ளன. முதல் நாள் கலந்தாய்வில் மட்டும் 101 பேர் வரவில்லை என்பது குறிப்பிடத்தக்கது. இதேபோல் எம்.சி.ஏ. படிப்புக்கும் மாணவர்களிடையே ஆர்வம் குறைந்துள்ளது. மொத்தமுள்ள 12 ஆயிரம் இடங்களில் 784 இடங்கள் மட்டுமே நிரம்பியுள்ளன.

வேலைவாய்ப்பு கிடைக்கவில்லை என்பது ஒரு காரணமாக கூறப்பட்டாலும் டென்செட் தேர்வுவை பெரும்பான்மை மாணவர்கள் எழுதுவதில்லை என்பது மற்றொரு காரணமாக உள்ளது. இந்தத் தேர்வு மிகவும் கடினமாக இருந்ததால் பலர் எழுதுவதைத் தவிர்த்தனர். இதையடுத்து தேர்வு முறையில் தளர்வு ஏற்படுத்தப்பட்டது. எனினும் 120 நிமிடங்களில் 100 கேள்விகளுக்குப் பதிலளிக்க வேண்டும் என்பதால் பலர் இத்தேர்வைப் புறக்கணிக்கின்றனர். என்பது குறிப்பிடத்தக்கது.

மத்திய அரசின் நிர்வாகத்தின் கீழ் வரும் டாமன், டையு யூனியன்பிரேதசங்களில் அரசு அலுவலகங்களில் பணிபுரியும் பெண் அரசு ஊழியர்கள், தங்களுடன் பணி புரியும் ஆண் பணியாளர்களுக்கு கண்டிப்பாக ராக்கி கயிறு கட்டி ‘ரக்‌ஷாபந்தன்’ பண்டிகையை கொண்டாட வேண்டும் என்று அரசு உத்தரவிட்டுள்ளது.

சகோதரத்துவத்தை விளக்கம் பண்டிகையாக, ரக்‌ஷாபந்தன் ஆண்டுதோறும் கொண்டாடப்பட்டு வருகிறது. இதன்படி, பெண்கள் தங்களின் சகோதரர்களின் கைகளில் ராக்கி கயிறு கட்டு ஆசிபெறுவார்கள், ஆண்கள் அவர்களுக்கு பரிசுகள் அளிப்பார்கள்.

இந்துக்கள் மட்டுமல்லாது, சகோதரத்துவத்தை உணர்த்தும் அனைவரும் இதை கொண்டாடி மகிழ்ந்து வருகின்றனர்.

டாமன் டையு நிர்வாக அதிகாரி பிரபுல் கோதாபாய் படேல் உத்தரவின் பெயரில் இந்த ஆணை பிறப்பிக்கப்பட்டுள்ளது என செய்திகள் தெரிவிக்கின்றன.

அதுமட்டுமல்லாமல், அன்றைய தினம் பெண், ஆண் அரசு ஊழியர்கள் விடுமுறை எடுக்காமல் அலுவலகங்களுக்கு வர வேண்டும், வருகை பதிவேடு அறிக்கை மறுநாள் அனுப்ப வேண்டும் என உத்தரவிடப்பட்டுள்ளது.
இது குறித்து பெண் ஊழியர் ஒருவர் கூறுகையில், “ அரசின் சுற்றறிக்கை முட்டாள்தனமானது. பலரின் உணர்வுகள் அடங்கிய விஷயம் இது. ஒருவருக்கு ராக்கி கட்டலாம் , கட்ட வேண்டாம் என்பதை அரசு எப்படி முடிவு செய்ய முடியும்?. வேலை செய்யும் இடங்களில் நாங்கள் வேலைக்கான சூழலைத்தான் கடைபிடிக்க முடியும்’’ எனத் தெரிவித்தார்.
இந்நிலையில், மேலிடத்தில் இருந்து வந்த உத்தரவையடுத்து, இந்த உத்தரவு பின்னர் வாபஸ் பெறப்பட்டது குறிப்பிடத்தக்கது.

கடந்த 2014ம் ஆண்டு பா.ஜனதா ஆட்சிக்கு வந்தபோது, ஆர்.எஸ்.எஸ். கட்சியின் தலைவர் மோகன் பகவத் கூறுகையில், “ ரக்‌ஷாபந்தன் பண்டிக்கைக்கு தேசிய முக்கியத்துவம் கொடுக்க வேண்டும். இந்து கலாச்சாரமான இதை பாதுகாக்க நாடுமுழுவதும் கொண்டாடப்பட வேண்டும்’’ என்றார்.

கடந்த ஆண்டு மத்திய அரசின் இருக்கும் பெண் அமைச்சர்கள் எல்லைப்பகுதிக்கு சென்று ரக்‌ஷாபந்தன் கொண்டாடவும், அதற்கு முந்தைய ஆண்டு, தங்கள் தொகுதியில் சென்றுகொண்டாடவும் மத்திய அரசு உத்தரவு பிறப்பித்து இருந்தது.

Parts of Vellore and Tiruvannamalai districts experienced heavy rain on Tuesday evening. Chengam in Tiruvannamalai district received 130.40 mm rains.

In Vellore, the downpour that started close to 9.30 a.m. continued till late night.
During the 24-hour period ending 8 a.m. on Wednesday, Vellore district received an average rainfall of 32.16 mm.

Vellore recorded the highest rainfall with 74.4 mm followed by Kaveripakkam (53.2 mm) and Ambur (51.6 mm). Arcot received 38 mm rains, while Melalathur recorded 36.6 mm rainfall and Gudiyatham received 33 mm rains. Parts of Vaniyambadi, Alangayam, Walajah and Tirupattur also received rains.

Tiruvannamalai district received an average rainfall of 65 mm.
Chengam recorded 130.40 mm rains, while Polur recorded 87.80 mm rains and Vandavasi received 84.30 mm rains.

Arni received 81.60 mm rains. Cheyyar recorded 47.50 mm rainfall, while Tiruvannamalai and Sathanur Dam also received rains.

With no end to NEET impasse, many opt for Siddha medicine

Even as the medical admission process hangs in balance in the State, sale of applications for joining siddha medical colleges began at Government Siddha Medical College in Palayamkottai on Wednesday.

As many as 219 students, including 10 candidates under special category, bought the applications after Dr. Thiruthani, principal (in-charge) and professor of toxicology of the college, inaugurated the sale.

Following the confusion and uncertainty that prevails in medical admissions in the State this year following the introduction of National Entrance and Eligibility Test (NEET), some of the students who had dreamt of joining MBBS have now decided to join Siddha medicine.

“Though my daughter’s cut-off marks for medicine is 199, NEET has played spoilsport, as she studied under the State Board’s ‘samacheer kalvi’ syllabus. Hence, she decided to join Siddha medicine, which is gradually winning the people’s trust and confidence,” said the father of a student waiting in the long queue to buy the application.

Sale of applications also started at Government Ayurveda College in Nagercoil in Kanniyakumari district on Wednesday.

Thai AirAsia to launch new flight service

Thai AirAsia is all set to launch its direct flight service in the Tiruchi-Bangkok-Tiruchi sector. It will further increase overseas flight movement from and to Tiruchi airport.

The new service will start from Tiruchi on September 29, Santisuk Klongchaiya, Director of Commercial, Thai AirAsia, said here on Wednesday.

He told reporters that the airline would operate the service from Tiruchi on four days in a week – Tuesday, Wednesday, Friday and Sunday.

The late night schedule has been fixed in such way that the flight would arrive at Tiruchi at 11.55 p.m. on Monday, Tuesday, Thursday and Saturday. It would leave Tiruchi for Bangkok at 12.50 a.m. on Tuesday, Wednesday, Friday and Sunday.

The flight service from Tiruchi to Bangkok (Don Mueang International Airport) offers a multitude of trade, investment and travel opportunities as Tiruchi was not only home to many interesting tourism attractions but also a destination rich in tradition, culture and history, he said.

The airline would enable travellers to fly to other domestic destinations in Thailand including Phuket, Krabi and Chiang Mai as well as to other international destinations such as Singapore, Kuala Lumpur, Ho Chi Minh City and Macau.

Promotional fare
Mr. Santisuk said the airline would offer promotional fare of Rs. 3,399 a trip for those booking tickets between July 31 and August 13, 2017 for travel from September 29, 2017 to August 28, 2018.
To a query, he said based on response the airline would explore the possibility of operating flights on all seven days in a week. Thai AirAsia is operating direct flights to Thailand from Chennai, Bengaluru, Kolkata and Kochi.

Soraya Homchuen, Director, Tourism Authority of Thailand, Mumbai said Thailand had received 1.19 million tourists from India during 2016.

The biggest chunk of tourists was from Tamil Nadu because of direct flight connectivity to Bangkok from Chennai. Ms. Soraya said Thailand and India had a long relationship adding that Thai cities had proven popular destinations for Indians.

It is official now. Air India Express will start its Madurai-Singapore direct flight from September 15 with its ticket booking opening on Wednesday late evening.

“Madurai-Singapore sector has a very good traffic potential. A large number of Tamils, who have settled down in the island nation, regularly visit their ancestral home in the southern hinterland close to Madurai and for pilgrimage in southern districts,” Air India Express Chief Executive Officer K. Shyamsundar said.

Besides, the same flight would provide a non-stop service between New Delhi and Madurai.
Mr. Shyamsundar said that flight timings on both New Delhi-Madurai and Madurai-Singapore sectors are very convenient for the passengers. “Those who leave Delhi at 7 p.m. can reach Madurai at 10.15 p.m., just the right time to hit the bed,” he added.

Will help temple visits
Chairman of TourIST (Tour in South Tamil Nadu) Forum of Tamil Nadu Chamber of Commerce and Industry N. Sriram said that now the ethnic Tamils from Singapore could visit Meenakshi Sundareswarar Temple and four of the six abodes of Lord Murugan located in Madurai, Palani and Tiruchendur.

The lowest one-way fare between Madurai and Singapore was Rs. 7,900. Air India Express would fly a Boeing-737-800 aircraft with a seating capacity of 186 to 189 in an all economy class, he added.

Fares go down
The new flight service would bring down the fare to Singapore, evident from the immediate reaction from IndiGo which reduced its one-way fare to Rs. 4,600 on Madurai-Singapore flight with transit in Chennai, he added. Similarly, Jet Airways had brought down its one-way fare to Rs. 6,700 on the same route.

Mr. Shyamsundar said that Air India Express could lift Madurai’s jasmine and vegetables to Singapore and New Delhi.

According to Madurai Airport Director V.V. Rao, international cargo operation is likely to begin in Madurai soon.

The flights would be operated on Mondays, Wednesdays Fridays and Sundays from Madurai to Singapore. In the return direction, it will be on Tuesdays, Thursdays, Saturdays and Mondays.
The Air India Express Singapore flight would leave Madurai for Singapore at 11.15 p.m. and reach Singapore at 6.15 a.m. the next day.

In the return direction, it would leave Singapore at 10.40 a.m. and reach Madurai at 12.25 p.m. It would depart for New Delhi at 1.50 p.m. and reach Delhi at 5.05 p.m.

Commencement of international cargo operation would make the service more viable, Mr. Sriram said.

பின்னர் காலை 6மணிக்கு  துபாயில் இருந்து வந்த ஏர் இந்தியா விமானத்தில் வந்த சென்னையை சேர்ந்த ரபீக்‌ ஷேக்(30) என்பவர் கொண்டு மின்சார பம்புசெட்டில் மறைத்து வைக்கப்பட்டிருந்த 1050 கிராம் எடையுள்ள 10 தங்க பிஸ்கட்டுகள் பறிமுதல் செய்தனர். ரபீக் ஷேக் கைது செய்யப்பட்டார். சென்னை விமான நிலையத்தில் நேற்று அடுத்தடுத்து நடந்த சோதனையில், ரூ.1 கோடி மதிப்புள்ள 3 கிலோ 300 கிராம் தங்கத்தை சுங்க அதிகாரிகள் கைப்பற்றி உள்ளனர்.

The central information commission in an order has ruled that the daughter-in-law has a right to information on pension arrears of her father-inlaw. The case came up after the department of posts refused to share the information citing right to privacy of a third party . The order by information commissioner Sridhar Acharyulu is scathing about the lack of knowledge of law displayed by the chief information officer of the department of posts. It says: “It is pathetic that the CPIO did not bother to know the 2005 amendment to Hindu Succession Act, according to which sons and marriedunmarried daughters will have equal share and the family of the deceased son (wife, sons and daughters) will get the unit of that deceased son.“

 

It then went on to order the disclosure of the information to the appellant and also asked the public information officers to answer a show cause notice on why they should not be penalised for for “illegally denying the information sought“.

The appellant, the daughter-in-law of the deceased son of the pensioner, had asked for the action taken report on a representation letter dated January 2016 with regard to pension arrears of her father-in-law that needed to be settled. The CPIO had contended that the information sought belonged to a third party and thus rejected the RTI application.





Declare AIIMS location on Jan 1, HC tells Centre

Ending any scope for further passing of buck on the location of the All India Insttitute of Medical Sciences in the state, the Madurai bench of the Madras high court on Wednesday asked the Centre to identify a location before December 31 and make it public on January 1.

 

Vinod Kumar, an undersecretary in the health ministry , had filed a counter before the court on June 22 saying that it was waiting for the Tamil Nadu government's response to set up the prestigious institute. The state government had to select the appropriate place as per the criteria and communicate it to the health ministry . Thereafter, the ministry would examine the sites, finalise the most suitable one and take further action, the undersecretary had said.





Siddha practitioner held for fatal abortion

A 65-year-old siddha practitioner was arrested near Kadambur on Wednesday on charges of murdering a pregnant woman last year by giving her `medicines' to abort the pregnancy . M Thailammal of Thondur near Kadambur, gave `medicines' to K Selvi, 35, of the same village in May 2016 to abort her pregnancy . But a few days later, Selvi became sick and died under mysterious circumstances.

Selvi's body was sent to the Sathyamangalam government hospital for postmortem. Her vital organs were sent for viscera test to know the exact reason for her death.

The Kadambur police also registered a case under Section 174 of CrPC (unnatural death) and initiated investigations. The result of the viscera test which police received recently revealed that Selvi had consumed some `medicines' before her death. Asked about it, her husband Kaliappan said that she was given some siddha `medicines' by Thailammal to abort her pregnancy .
Based on his statement, the police inquired Thailam mal who has confessed to her crime. Based on her statement, the police arrested her for murdering Selvi. “We have alerted the case from unnatural death to murder based on her confession statement,“ the police said. Thailammal was lodged at the Coimbatore central prison after producing before the judicial magistrate of sub-court at Gobichettipalayam on Wednesday .

New rules put state med aspirants in a fix

MBBS aspirants applying for second round of counselling for seats under allIndia quota or deemed universities category, must make a `calculated decision', as, otherwise, they may lose their right to take part in counselling for state government seats.

 

The Directorate General of Health Services (DGHS) New Delhi has made two things clear: One, students who get allotment under allIndia quota must join the college concerned, and that no other option is left to them.Two, those allotted a deemed university seat would lose their right to take part in any further counselling.

For instance, if a high ranked student makes a casual choice under deemed university category , and is allotted an institute in the northeast, he would be rendering himself ineligible for counselling in his own state. So those sure of a seat in their state or other plac es of their choice shouldn't make a casual choice. The FAQ in the prospectus , however, incorrectly says participation in the all-India or deemed university counselling will render the candidate ineligible for any other counselling.Both the DGHS counselling scheme and the Supreme Court judgment in the Dar-ul-Islam case make it simply clear that it is allotment and not never participation, which would disentitle a candidate from other counselling processes. Tamil Nadu will be among the worst-affected by this restriction as it is yet to start counselling.

The second round of online all-India counselling begins on Saturday and students are locking options. Citing an SC order, the prospectus advises students “to take a calculated decision of continuing in the second round of AIQ [all-India quota]“ as they will not be permitted to quit from that round. But students from Tamil Nadu will be in no position to make a decision as the Directorate of Medical Education is yet to release the merit list. “We don't even have a rank list [unlike other states]. I don't know my daughter stands a chance of admission in a government college here,“ said S Senthil Mohan, a parent.

Tamil Nadu, which moved the apex court after the high court quashed its order on 85% quota for state board students, has put counselling on hold.

சிங்கப்பூரைச் சேர்ந்தவர் விஸ்வநாதன் வடிவேலு(48). இந்திய வம்சாவளியை சேர்ந்தவரான இவர், உப்பர் புகிட் டிமா சாலையில் அமைந்துள்ள ஷெல் பெட்ரோல் பங்கிற்கு கடந்த திங்கட்கிழமை 12.50 மணிக்கு சென்றுள்ளார். அங்கிருந்த ஊழியர்களிடம் பிளாஸ்டிக் கவர் ஒன்றில் அங்கிருந்த பணத்தை போட்டு தரும்படி கத்தியைக் காட்டி மிரட்டியுள்ளார்.பணத்தை எடுத்துக்கொண்ட வடிவேலு இருசக்கர வாகனத்தில் அங்கிருந்து தப்பி சென்றார். இது தொடர்பாக ஊழியர்கள் போலீசாருக்கு தகவல் தெரிவித்தனர்.

ஆனால் அவர் ஹெல்மெட் அணிந்திருந்ததால் ஊழியர்களால் அவரை அடையாளம் காண முடியவில்லை. பெட்ரோல் பங்கில் இருந்த பெண் ஊழியர் அவர் அணிந்திருந்த ஆடைகளின் வர்ணத்தை போலீசாரிடம் தெரிவித்தார். இதனையடுத்து போலீசார் உஷார்ப்படுத்தப்பட்டனர். சுமார் 5 மணியளவில் வடிவேலுவை அடையாளம் கண்டு போலீசார் கைது செய்தனர். அவரிடம் இருந்து ரூ.32 ஆயிரம் பணம், வங்கி ரசீது மற்றும் இருசக்கர வாகனம் பறிமுதல் செய்யப்பட்டது. வடிவேலு மீது போலீசார் வழக்கு பதிவு செய்துள்ளனர். அவருக்கு 10 ஆண்டுகள் சிறை தண்டனை விதிக்கப்படலாம் என கூறப்படுகிறது. சிங்கப்பூரில் கடந்த 10 ஆண்டுகளில் பட்டப்பகலில் முதல் கொள்ளை சம்பவம் நடந்துள்ளது குறிப்பிடத்தக்கது.

பிரதமர் மோடி கடந்த 27–ந்தேதி ராமேசுவரத்தில் முன்னாள் குடியரசு தலைவர் அப்துல்கலாம் மணிமண்டப திறப்பு விழாவுக்கு வந்திருந்தார். அப்போது ராமேசுவரத்தில் இருந்து அயோத்தி வரையிலான புதிய எக்ஸ்பிரஸ் ரெயிலை அவர் தொடங்கி வைத்தார். இந்த ரெயில் வாரந்தோறும் ஞாயிற்றுக்கிழமை இரவு ராமேசுவரத்தில் இருந்து புறப்பட்டு புதன்கிழமை காலை அயோத்தி சென்றடைகிறது. மறுமார்க்கமாக அயோத்தியில் இருந்து புதன்கிழமை இரவு புறப்பட்டு சனிக்கிழமை காலை ராமேசுவரம் வந்தடைகிறது. பக்தர்கள் செல்வதற்கு வசதியாக இந்த ரெயில் இயக்கப்படுகிறது. இந்த ரெயில் ராமேசுவரம், மானாமதுரை, புதுக்கோட்டை, திருச்சி, சென்னை வழியாக அயோத்தி செல்கிறது. இந்த ரெயிலால் வட இந்தியாவில் இருந்து தென் இந்தியாவிற்கு சுற்றுலா, ஆன்மிகம் தொடர்பாக வருவோருக்கு பயனுள்ளதாக உள்ளது.

ஆனால் ராமேசுவரம்–அயோத்தி செல்லும் ரெயில் ராமேசுவரத்தில் புறப்பட்டு நேரடியாக மானாமதுரை வந்து, பின்னர் புதுக்கோட்டையில் நின்று செல்கிறது. இடையே முக்கிய நகரங்களாக உள்ள சிவகங்கை, காரைக்குடியில் நின்று செல்வதில்லை. சுற்றுலா நகராக உள்ள காரைக்குடியிலும், புராதன நகராக விளங்கும் சிவகங்கையிலும் இந்த ரெயில் நின்று செல்ல நடவடிக்கை எடுக்க வேண்டும் என்று பொதுமக்கள், சமூக ஆர்வலர்கள் கோரிக்கை விடுத்துள்ளனர்.

இதுகுறித்து காரைக்குடி தொழில் வணிக கழக தலைவர் சாமி.திராவிடமணி கூறுகையில், ராமேசுவரம்–அயோத்தி ரெயிலால் வட இந்தியாவில் உள்ள சுற்றுலா தலங்களையும், தென் இந்தியாவில் உள்ள சுற்றுலா தலம், ஆன்மிக தலங்களையும் பயணிகள் எளிதில் பார்த்து பயனடையும் வகையில் இயக்கப்படுகிறது. ஆனால் மதுரை ரெயில்வே கோட்டத்தில் உள்ள காரைக்குடி, சிவகங்கையில் இந்த ரெயில் நின்று செல்வதில்லை. இதனால் சுற்றுலா நகரான காரைக்குடி, புராதன நகரான சிவகங்கைக்கு வரும் சுற்றுலா பயணிகள் புதுக்கோட்டை அல்லது மானாமதுரையில் இறங்கி பின்னர் தான் வரமுடிகிறது. இதனை தவிர்க்கும் வகையிலும், உள்ளூர் பயணிகள் பயனடையும் வகையிலும் காரைக்குடி மற்றும் சிவகங்கையில் அயோத்தி–ராமேசுவரம் ரெயில் நின்று செல்ல நடவடிக்கை எடுக்க வேண்டும் என்றார்.

NEET exemption: State submits draft copy of ordinance

After back-toback meetings with Union ministers and senior bureaucrats in New Delhi, Tamil Nadu officials have submitted a draft copy of an Ordinance that provides exemption for the state from National Eligibility Cum Entrance Test (NEET) for two years, health minister C Vijaya Baskar has said. The minister, who has been camping in New Delhi, said the file was handed over to Union home minister Rajnath Singh who is expected to take a decision after discussions with health, HRD and law ministries. And, once the consent is received, the Ordinance can be promulgated and sent for governor's signature, he said.

Unlike on Monday , senior AIADMK leaders including Lok Sabha deputy speaker M Thambidurai refused to give any assurance to students. Asked if there was any hope of exemption from NEET, Thambidurai said: “We don't want to give false news (hope) to students. NEET is over. We are looking for a solution, as some students are affected by it. We cannot give them any assurances now. We are taking our best efforts.Home secretary is not in town. The ministry will decide as soon as he returns.“

Vijaya Baskar said the state would move the Supreme Court against Madras high court order quashing 85% reservation of MBBSBDS seats for state board students.

The Centre is unlikely to agree to the presidential assent for the two TN laws enacted earlier this year. On January 31, the state legislative assembly passed an Act to exclude Tamil Nadu from NEET for admission to undergraduate and postgraduate medical and dental courses.

The state has put admissions on hold in the hope of retaining at least 85% quota for state board students, but the August 31 deadline for completing MBBSBDS admissions is worrying all stake-holders.

சேலம் மாவட்டத்தில் நேற்று முன்தினம் இரவு பெய்த பலத்த மழையானது விவசாயிகளையும், பொதுமக்களையும் மகிழ்ச்சியில் ஆழ்த்தியது. எப்பவரும்... எப்பவரும்... என்று காத்திருந்த மக்களுக்கு இரவு சத்தமில்லாமல் கொட்டி தீர்த்தது மழை. ஏற்கனவே, வறண்டுபோன பூமிக்கு இந்த மழையானது உற்சாகத்தை அளித்தாற்போல, தன்னுள் உறிஞ்சிக்கொண்டது.
அதேவேளையில் தாழ்வான பகுதிகளில் தேங்கி நின்று வற்றிபோக மனமின்றி குட்டைபோல மழைநீர் காட்சி அளித்தது. அத்துடன் தாழ்வான பகுதியில் உள்ள வீடுகளிலும் புகுந்து வெளியேற மறுத்தது.

அவர்களின் தூக்கத்தை கெடுத்து விடிய, விடிய விழிக்க செய்தது. சேலம் புதிய பஸ் நிலையம் முகப்பு பகுதியில் கொட்டி தீர்த்த மழை, பஸ் நிலையத்திற்கு சென்று வந்த பயணிகளின் ஆடைகளை நனைய செய்து விட்டது. அதாவது, பஸ் நிலையம் முன்புள்ள பகுதி, பள்ளப்பட்டி போலீஸ் நிலையம் முன்பு ஆகிய இடங்களில் மழைநீர் ரோட்டில் வெள்ளமென தேங்கி நின்றது. இதனால், அப்பகுதியில் ஆட்கள் நடமாட்டத்தை வெகுவாக குறைய செய்தது மழையின் தாக்கம்.

சேலம் திருவாக்கவுண்டனூர் பைபாஸ் அருகே வேடக்கவுண்டர் காலனி பகுதியில் உள்ள 30-க்கும் மேற்பட்ட வீடுகளை மழைநீர் சூழ்ந்தது. வீடுகளுக்குள் தண்ணீர் புகுந்தது. இதனால், வீட்டில் இருந்தவர்கள் வெளியேறமுடியாமல் தவித்தனர். இதன் காரணமாக நேற்று காலை அப்பகுதியில் உள்ள மாணவ-மாணவிகள் பள்ளி செல்லமுடியவில்லை. சில வீடுகளுக்குள் புகுந்த தண்ணீர், புத்தகப்பையையும் நனைத்தது. மேலும் உடைமைகள், அரிசி உள்ளிட்ட உணவு பொருட்களும் நனைந்து போனது.

அதைத்தொடர்ந்து அப்பகுதியில் உள்ள மக்கள் சற்றுமேடான பகுதிக்கு தங்களது உடைமைகளை எடுத்து கொண்டு புறப்பட்டனர். இதுபோல கிச்சிப்பாளையம் நாராயண நகரின் தாழ்வான பகுதியில் உள்ள வீடுகளில் மழைநீர் புகுந்தது. மழைநீரை சிலர், பாத்திரம் கொண்டு வெளியேற்றும் முயற்சியில் ஈடுபட்டனர். கூலி வேலைக்கு செல்பவர்கள், நேற்று தங்களது வீடுகளை பராமரிக்கும் வேலையே சரியாக இருந்ததால், வெளிவேலைக்கு செல்லமுடியவில்லை. இதுபோல திருவாக்கவுண்டனூர் சுகுமார் காலனியில் 2-வது நாளாகவும் வீடுகளுக்குள் மழைநீருடன் சாக்கடை கழிவுநீரும் கலந்து புகுந்தது. இதனால், 2 நாட்களாக அப்பகுதி மக்கள் கடும் அவதிக்குள்ளானார்கள்.

சேலம் பிருந்தாவன் ரோட்டில் அழகாபுரம் போலீஸ் கட்டுப்பாட்டில் புறக்காவல் நிலைய கட்டிடம் உள்ளது. மழையால் முறிந்துபோன மரக்கிளை அதன்மீது விழுந்தது. அதை நேற்று மாலை வரை அப்புறப்படுத்த யாரும் முன்வராததால், குறுகிய சாலையில் வாகன ஓட்டிகள் செல்லும் நிலைக்கு ஆளானார்கள். இதனால், சிறிது நேரம் அங்கு வாகன போக்குவரத்து ஸ்தம்பித்தது.

இதுபோல சேலம் ஜங்சனில் இருந்து பழைய சூரமங்கலம் செல்லும் சுரங்கப்பாதையில் மழைநீர் குட்டைபோல தேங்கி நின்றது. இதனால், அவ்வழியாக பாதசாரிகள் மட்டுமின்றி இருசக்கர வாகனங்கள், ஆட்டோக்கள் கூட செல்லமுடியவில்லை.

சேலம் குமாரசாமிப்பட்டியில் உள்ள மாவட்ட ஆயுதப்படை மைதானத்தில் 2-ம் நிலை காவலர்களுக்கான தேர்வு நடந்து வருகிறது. நேற்று பெண் போலீஸ் பணிக்கு விண்ணப்பித்தவர்களுக்கான உடல்தகுதி தேர்வு நடத்தப்பட்டது. பலத்த மழையால் ஆயுதப்படை மைதானத்தில் மழைநீர் தேங்கி நின்றது. அதை அப்புறப்படுத்திய பின்னரே தேர்வு தொடங்கியது. அதாவது வழக்கமாக காலை 6 மணிக்கு தொடங்கும் தேர்வு, நேற்று 1 மணி நேரம் தாமதமாக 7 மணிக்கு பின்னரே தொடங்கியது.

ஏற்காடு மலைப்பாதையில் பலத்த மழைக்கு சிறிய பாறைகள் உருண்டு விழுந்தன. ஏற்காடு அடிவாரத்தில் இருந்து சுமார் 5 கிலோ மீட்டர் தூரத்தில் உள்ள 40 அடி பாலம் அருகே, நேற்று அதிகாலை மலைப்பாதையில் பெரிய மரம் சாய்ந்து விழுந்தது. இதனால், சாலையின் இருபுறமும் வாகனங்கள் செல்ல வழியின்றி ஸ்தம்பித்தது. சுற்றுலா பயணிகள் கடும் அவதிப்பட்டனர். தகவல் அறிந்து சேலம் செவ்வாய்பேட்டை தீயணைப்பு நிலைய அலுவலர் சிவகுமார் தலைமையிலான வீரர்கள் விரைந்து சென்று, மலைப்பாதையில் விழுந்து கிடந்த மரத்தை வெட்டி அப்புறப்படுத்தி போக்குவரத்தை சீரமைத்தனர்.

சேலம் மாவட்டத்தில் நேற்று முன்தினம் காலை 8 மணி முதல் நேற்று காலை 8 மணி நிலவரப்படி 24 மணிநேரத்தில் பதிவான மழை அளவு மில்லி மீட்டரில் வருமாறு:-

Madurai to get direct flight to Singapore

Third international destination to be connected from Madurai after Colombo, Dubai

Madurai is all set to get direct air link to Singapore with Air India showing keen interest to start international flight operation from September 15.

“We have cleared certain constraints at Madurai airport for operation of late night departures to Singapore from Madurai. The services will start after the headquarters of Airport Authority of India cleared the proposal,” said Madurai Airport Director, V.V. Rao.

Air India has proposed to fly to Singapore from Madurai on four days a week. The flight would leave Madurai at around 11.15 p.m. and reach Singapore at 6.15 a.m. In the return direction it would leave Singapore at 10.40 a.m. and reach Madurai at 12.10 p.m.

The constraint in permitting the flight to the new international destination was in extending the airport operations timing beyond 10 p.m. At present, the AAI officials and staff work in two shifts between 6 a.m. and 2 p.m. and 2 p.m. and 10 p.m.

“However, as the Singapore flight is scheduled to arrive Madurai from Delhi at 9.45 p.m. and depart to Singapore at 11.15 p.m., the airport operation timing has to be extended by over 1.45 hours (including 30 minutes after last departure),” Mr. Rao said.

After airport operations timings, only a skeletal strength of CISF personnel are deployed for taking care of the watch towers, airport terminal building gates, and operating gates and surveillance in and around airport.

“Given its strength, the CISF could not spare their men in the security hold area after 10 p.m.. Now, the issue is cleared with sanction of additional strength for CISF personnel,” Mr. Rao said.
The AAI staff and CISF personnel have now come forward to work for extended hours to meet the passenger requirements of an additional international flight and for the economic growth of the region, he added.

Mr. Rao said that the extended working timings of the airport could also attract other airliners to operate additional services — at least domestic flights — in the nights that could provide convenient connectivity to different destinations.

Senior president of Tamil Nadu Chamber of Commerce and Industry said that the Singapore flight service would be game changer for Madurai airport. The new flight will boost economic growth as more industrialists will come forward to invest in the proposed Madurai-Thoothukudi industrial corridor.Already, two flights to Colombo and one flight to Dubai are being operated from Madurai.
“The additional service will only put the infrastructure available at Madurai airport to good use. Except for manpower, we have all the facilities for round-the-clock operation of the airport,” he added.

Mr. Rethinavelu thanked Union Minister Pon Radhakrishnan for taking up the CISF issue with the Union Home Minister.Additional benefitThe new flight would also give the first direct link for Madurai with New Delhi. “Other flights hop at either Mumbai or Chennai. The direct link will help passengers save more than one hour of travel time,” Mr. Rao said.

The Central Bureau of Investigation (CBI) has filed a closure report in the Madras High Court in a case pertaining to the transfer of Rs. 570 crore from Coimbatore to Visakhapatnam by the State Bank of India (SBI) in the run-up to the 2016 Assembly elections.

Surveillance teams of the Election Commission had seized three container lorries transporting Rs. 570 crore in cash ahead of the elections. Even as the election and bank authorities clarified that the consignment belonged to the SBI, political parties alleged that the money was meant for distribution to voters.

Amid allegations that the cash could be ‘hawala’ money that were being transferred using vehicles with fake registration numbers, forged documents and bogus permission letters from the Reserve Bank of India (RBI), the court ordered a probe by the CBI on July 4, 2016. “After a thorough investigation during the preliminary enquiry, we have filed a closure report in the Madras High Court. Besides perusing documents collected from the RBI, SBI, EC and the Income Tax department, we examined a number of official and private witnesses. Though some procedural lapses were established, there was no criminality…,” a senior CBI official told The Hindu on Tuesday. Confirming that the money belonged to the SBI, the official parried questions on why such huge consignment of cash was transported by road in the middle of the night and the claims that vehicles with fake registration numbers were used. The container lorries were escorted by armed police as per procedure, he added.

In a huge relief to students belonging to the Overseas Citizens of India (OCI) category, the High Court of Karnataka on Tuesday said that those who have secured ranks in the National Eligibility-cum-Entrance Test (NEET) are eligible for MBBS and BDS seats under management quota in all deemed universities across the country. A Division Bench comprising Justice H.G. Ramesh and Justice S. Mudagal passed the interim order, while also directing the Director General of Health Services to notify all OCI students that they are eligible to participate in the ongoing second round of counselling.

Harish L Mehta and G Ramakrishnan, the search committee members who recommended three names to governor C Vidyasagar Rao for appointment as vice-chancellor of Madurai Kamaraj University (MKU), on Tuesday told the Madras high court's Madurai bench that no transparency or consultative process was followed in recommending the panel. P P Chelladurai was picked from the panel and appointed vice-chancellor on May 27.

 

They contended that Chelladurai was the state government's choice and was in fact not eligible for the post. The members were not allowed to discharge their duties and responsibilities and compelled to give consent to include his name in the panel, Mehta and Ramakrishnan said in individual counters before the Madu rai bench in a case filed by Lionel M Anthony Arulraj seeking to quash the VC appointment.

Ramakrishnan said, “I have not been allowed to discharge my duties and responsibilities. As there was FIR pending against Chelladurai and he lacked qualification for the post of VC, I objected to including his name in the panel. Despite this, C Murukadas, convener of the committee who recommended his name (Chelladurai), compelled me to give my consent and to put my signature. The purpose of the search committee to recommend suita ble persons to hold the post of VC is not served.“

The candidates' applications were not supported by enclosures and supporting documents to prove their credentials, he said.

Mehta said higher educational institutions should not have leaders with criminal background and an earlier meeting had decided to insert a column to know the criminal antecedents of the applicants.
“But, the convener removed the column with a malafide intention and premeditated intention of including his own candidate. In the last meeting, on May 19, the convener abruptly mentioned and insisted upon the name of Chelladurai to be included in the panel. I pointed out several flaws in his application. According to the convener, Chel ladurai was government's choice. Left with no option I had to approve his name,“ Mehta said.

The secretary to the governor filed documents relating to Chelladurai's appointment before the court. After Chenlladurai's counsel, MKU registrar and convener of the committee sought time to file counter, the court adjourned the case to August 16.

Petitioner Arulraj had said Chelladurai was not qualified to be vice-chancellor and that he suspected he (Chelladurai) would make appointments illegally . Hence, it was necessary to quash his appointment as vice-chancellor. The bench on July 12 asked for records from the governor's office and ordered notices to the MKU functionaries and the search committee members.
