ராணுவ தளவாட உற்பத்தித் துறை சார்பில் தில்லியில் நடைபெற்ற கண்காட்சியில் மத்திய உள்துறை அமைச்சர் ராஜ்நாத் சிங்குடன் பாதுகாப்புத் துறை அமைச்சர் நிர்மலா சீதாராமன்.

சவால்களை எதிர்கொள்ளும் வகையில் ராணுவம் நவீனமயமாக்கப்படும் என்றும் முப்படையினரின் நலனுக்கு முக்கியத்துவம் அளிக்கப்படும் என்றும் பாதுகாப்புத் துறை அமைச்சராக வியாழக்கிழமை பொறுப்பேற்றுக் கொண்ட நிர்மலா சீதாராமன் (55) உறுதிபடத் தெரிவித்தார்.
பாதுகாப்புத் துறையில் உள்ள பிரச்னைகளுக்குத் தீர்வு காண உரிய நடவடிக்கை எடுக்கப்போவதாகவும் அவர் கூறினார்.
நாட்டின் புதிய பாதுகாப்புத் துறை அமைச்சராகப் பதவியேற்ற நிர்மலா சீதாராமன், தில்லியில் உள்ள அவரது அலுவலகத்துக்கு வியாழக்கிழமை வந்தார். அங்கு அவரை சக அமைச்சர்களும், உயரதிகாரிகளும் வரவேற்றனர். அப்போது சிறப்புப் பூஜைகளையும் புரோகிதர்கள் நடத்தினர். அதன் பின்னர் பொறுப்புகளை ஏற்றுக் கொண்டு பாதுகாப்புத் துறை அமைச்சராக நிர்மலா சீதாராமன் செயலாற்றத் தொடங்கினார்.
இதன் மூலம் இந்திரா காந்திக்குப் பிறகு அப்பொறுப்பை வகிக்கும் இரண்டாவது பெண்மணி என்ற பெருமையை அவர் பெறுகிறார்.
முன்னதாக, கடந்த ஞாயிற்றுக்கிழமை மத்திய அமைச்சரவை விரிவாக்கம் செய்யப்பட்டது. இணையமைச்சர் (தனிப்பொறுப்பு) பதவி வகித்து வந்த நிர்மலா சீதாராமனுக்கு கேபினட் அந்தஸ்து வழங்கப்பட்டது. அதுவும், முக்கியத்துவம் வாய்ந்த பாதுகாப்புத் துறை இலாகா அவருக்கு அளிக்கப்பட்டது.
சவால் மிகுந்த பாதுகாப்புத் துறை அமைச்சகமானது சுதந்திர இந்தியாவில் பெரும்பாலும் ஆண்களின் வசமே இருந்து வந்தது. நாட்டின் இரும்புப் பெண் என அழைக்கப்பட்ட மறைந்த பிரதமர் இந்திரா காந்தி மட்டுமே அந்த வரலாற்றை மாற்றி தன்னிடம் அந்தத் துறையை வைத்துக் கொண்டார்.
அவரது மறைவுக்குப் பிறகு 33 ஆண்டுகளாக அப்பதவியை ஆண் அமைச்சர்களே வகித்து வந்தனர். இந்நிலையில்தான் நிர்மலா சீதாராமனுக்கு முக்கியத்துவம் வாய்ந்த அந்தப் பதவியை மத்திய பாஜக அரசு வழங்கியது. இந்திராவைப் பொருத்தவரை வேறு சில துறைகளுடன் சேர்த்து கூடுதல் பொறுப்பாகவே பாதுகாப்புத் துறையை கவனித்து வந்தார். ஆனால், நிர்மலா சீதாராமனுக்கு வேறு எந்தத் துறைகளும் வழங்கப்படாமல் பாதுகாப்புத் துறைப் பொறுப்பு மட்டும் பிரத்யேகமாக அளிக்கப்பட்டுள்ளது.
நிர்மலா சீதாராமன் பொறுப்பேற்கும்போது மத்திய நிதியமைச்சர் அருண் ஜேட்லி உடனிருந்தார். அப்போது தாம் கூடுதலாக வகித்து வந்த பாதுகாப்புத் துறை பொறுப்புகளை நிர்மலா சீதாராமனிடம் அவர் ஒப்படைத்தார்.

பாதுகாப்புப் படைகளை எப்போதும் தயார் நிலையில் வைத்திருப்பதற்கு முன்னுரிமை அளிக்கப் போகிறேன். அவர்களுக்குத் தேவையான ஆயுதங்கள், தளவாடங்கள் மற்றும் வசதிகளை அளிப்பதற்கு கூடுதல் முக்கியத்துவம் அளிக்கப்படும். பாதுகாப்புத் துறையினரின் நீண்ட கால பிரச்னைகள் அனைத்துக்கும் தீர்வு காண நடவடிக்கை எடுக்கப்படும். இதற்காக பிரதமர் மற்றும் மத்திய அமைச்சரவையுடன் கலந்தாலோசித்து முடிவெடுக்கவும் திட்டமிட்டுள்ளேன். ராணுவத் தளவாடங்கள் அனைத்தையும் 'இந்தியாவில் தயாரிப்போம்' திட்டத்தின் கீழ் உற்பத்தி செய்ய நடவடிக்கை எடுக்கப்படும் என்றார் அவர்.
ரூ.13 கோடி ஒதுக்கீடு: பாதுகாப்புத் துறை அமைச்சராகப் பொறுப்பேற்ற நிர்மலா சீதாராமன், முதல் பணியாக ஓய்வுபெற்ற ராணுவத்தினர் மற்றும் அவரது குடும்பத்தினரின் நலனுக்காக ரூ.13 கோடி நிதி ஒதுக்குவதற்கான கோப்பில் கையெழுத்திட்டார். இதன் மூலம் 8,685 ராணுவத்தினர் மற்றும் அவர்தம் குடும்பத்தினர் பயனடைவர் எனத் தெரிகிறது.
இதுதொடர்பாக கருத்து தெரிவித்த நிர்மலா சீதாராமன், 'கடுமையான போராட்டச் சூழலிலும், சவால் நிறைந்த எல்லைப் பகுதிகளிலும் நாட்டைக் காப்பதற்காக அயராது பாடுபடும் ராணுவத்தினரின் நலன்களைக் காப்பதை உறுதி செய்ய வேண்டும்' என்றார்.

கிரிமினல் சதி திட்டம் தீட்டியது, அரசுக்கு எதிராக போர் தொடுத்தது, படுகொலை உள்பட பல்வேறு பிரிவுகளில் இவர்கள் மீது வழக்குகள் பதிவு செய்யப்பட்டிருந்தன. கடந்த, 24 ஆண்டுகளாக நடந்து வந்த இந்தவழக்கில், நேற்று தண்டனை அறிவிக்கப்பட்டது.

தனியாக நடந்த வழக்கு

தடை செய்யப்பட்ட பகுதியில் நிலஅளவீடு செய்து எல்லையை வகுக்க வேண்டும் என்ற கோரிக்கையும் எழுந்தது. தொல்லியல் துறையினர் நிலஅளவீடு செய்ய வரும்போது அவர்களை பொதுமக்கள் தடுத்ததால், அளவீடு செய்யும் பணி நிறுத்தப்பட்டது.

இதுதொடர்பாக சென்னை ஐகோர்ட்டில் நடந்த வழக்கு விசாரணையில், ஐகோர்ட்டு நீதிபதி கிருபாகரன் 3 நாட்களில் தொல்லியல் துறை, வருவாய்த்துறை அதிகாரிகள் இணைந்து கூட்டு ஆய்வு மேற்கொண்டு அளவீடு பணியை செய்யவேண்டும் என உத்தரவிட்டார்.

இதையடுத்து நேற்று பலத்த போலீஸ் பாதுகாப்புடன் தாம்பரம் ஆர்.டி.ஓ. எஸ்.சந்திரசேகரன் தலைமையில் வருவாய்த்துறையினர், தொல்லியல்துறையினர், நகராட்சி ஊழியர்கள் பழைய பல்லாவரம் பகுதியில் நில அளவீடு செய்ய வந்தனர். இதற்கு எதிர்ப்பு தெரிவித்து, அந்த பகுதியை சேர்ந்த பொதுமக்கள் தங்கள் வீடுகள் மற்றும் கடைகளில் கருப்புக்கொடி ஏற்றி போராட்டத்தில் ஈடுபட்டனர். மேலும், அந்த பகுதிகளில் உள்ள அனைத்து கடைகளும் அடைக்கப்பட்டன.

பெண் குழந்தைகளைப் பாதிக்கும் மாதவிடாய்க் குழப்பம் - தீர்வு என்ன?

மாதவிடாய் என்பது,  பூப்படைந்த பெண்களில் உடலில்  சுழற்சி முறையில் ஏற்படும் ஓர் இயல்பான இயற்கையான உடலியல் மாற்றம். இந்தச் சுழற்சி என்பது, பெண்ணுக்கு பெண் மாறுபடும். குறைந்த பட்சம் 21 நாள், அதிகபட்சம் 35 நாள்களுக்கு ஒருமுறை வருவதை 'நார்மல்' என்று வகைப்படுத்துகிறார்கள் மருத்துவர்கள். 

ஆனால் மாறிவரும் வாழ்க்கை முறை, உணவுப்பழக்கம், பரபரப்பு, மன அழுத்தம் போன்ற காரணங்களால் பருவமடைதலிலேயே நிறைய மாற்றங்கள் ஏற்படுகின்றன. அதனால்,  சீரற்ற மாதவிலக்கு, அதிக உதிரப்போக்கு, கருப்பையில் நீர்க்கட்டிகள் என பெண்களில் பலர் இளம்வயதிலேயே மனதளவில் பாதிப்புக்குள்ளாகின்றனர். 

மாதவிடாய் என்பது இயல்பான நிகழ்வு தான் என்று காலங்காலமாகப் பேசப்பட்டு வந்தாலும் இன்னும் அதுசார்ந்த மூடநம்பிக்கைகள் ஓயவில்லை. மாதவிடாய் காலங்களில் பிள்ளைகளை வீட்டை விட்டு விலக்கி வைப்பது, தனிப்பாய், தனித்தட்டு கொடுத்து தீண்டத்தகாதவர்களாக நடத்துவது போன்ற செயல்களை படித்தவர்களே செய்து வருகிறார்கள். குழந்தைகள் மனதில் மாதவிடாய் என்பது பெண்களுக்கு மட்டுமே விதிக்கப்பட்ட தண்டனை என்ற மனோபாவம் உருவாகி விடுகிறது.  

அண்மையில், திருநெல்வேலியைச் சேர்ந்த 7-ம் வகுப்பு படிக்கும் 12 வயது மாணவி ஒருவருக்கு வகுப்பறையில் மாதவிடாய் ஏற்பட்டு சீருடையிலும் இருக்கையிலும் ரத்தக்கறை படிந்துள்ளது. பிற மாணவிகள் அதைச் சுட்டிக்காட்ட, பதறிய மாணவி கழிவறைக்குச் செல்ல வகுப்பாசிரியரிடம் அனுமதி கேட்டுள்ளார். ஆனால், அந்த ஆசிரியை வகுப்பறையில் ரத்தக்கறை படிந்ததற்காக மற்ற மாணவர்களின் முன் திட்டியிருக்கிறார். அதுமட்டுமின்றி, தலைமை ஆசிரியரைச் சந்திக்கச் சொல்லி வகுப்பை விட்டு வெளியேற்றியும் இருக்கிறார். இதனால் மனமுடைந்த அந்த மாணவி தற்கொலை செய்து கொண்டார்.

7-ம் வகுப்புப் படிக்கும் மாணவிக்கு மாதவிடாய் என்பதே புதிய அனுபவம் தான். அதைப்பற்றி போதிய அளவுக்கு புரிதல் இருக்காது. அதன் அறிகுறிகளைக் கூட அந்த மாணவி அறிந்திருக்க மாட்டாள்.  அவள் கவனத்தை மீறி நிகழ்ந்த ஒரு தவறை பெரிதாக்கி சுட்டிக்காட்டியதோடு, பிற மாணவர்கள் மத்தியில் அவமானப்படுத்தி வெளியேற்றும் அளவுக்குத் தான் ஒரு ஆசிரியைக்கு மாதவிடாய் பற்றிய அறிவு இருக்கிறது. அந்த மாணவி மட்டுமல்ல... அவளைப் போல ஆயிரமாயிரம் சிறுமிகள் மாதவிடாயை தங்களுக்கு இழைக்கப்பட்ட அநீதியாகக் கருதி பெரும் மன உளைச்சல் அடைந்து கொண்டிருக்கிறார்கள். 

ஒரு சம்பவம் நிகழ்ந்த பிறகு அது குறித்துப் பேசுவதும் பிறகு மறந்து விடுவதும் நம் இயல்பாக இருக்கிறது. மாதவிடாய் பற்றி விரிவாக விவாதிக்க வேண்டிய காலக்கட்டத்தில் நாம் இருக்கிறோம். சிறுமிகளை விட பெற்றோருக்கு அது குறித்த விழிப்பு உணர்வு இங்கு அதிகமாகத் தேவைப்படுகிறது. 

நாம், நம் வீட்டுப் பிள்ளைகளுக்கு மாதவிடாய் பற்றிய என்ன மாதிரியான புரிதலைத் தந்திருக்கிறோம்? இதுபோன்ற சூழ்நிலைகளை  எப்படி எதிர்கொள்வது என்று எத்தனை பெற்றோர் தங்கள் பிள்ளைகளுக்குக் கற்றுத் தந்திருக்கிறார்கள்?

"ஆண் பிள்ளைகளைக் காட்டிலும் பெண் பிள்ளைகளுக்கே புரிதலுக்கான தேவைகள் அதிகம் உள்ளது. குறிப்பாக தத்தம் உடல் ரீதியான புரிதல் அதிகம் தேவைப்படுகிறது. உணவுமுறை மாற்றம், சுற்றுச்சூழல்,  மன அழுத்தம், சமூகச்சூழல் போன்ற  காரணங்களும், மரபியல் மாற்றங்களும் 11 வயதிலேயே பூப்பெய்த வைத்து விடுகின்றன. ஆனால் அதுகுறித்து அவர்களுக்கு விழிப்பு உணர்வு ஏற்படுத்தப்பட்டிருக்கிறதா என்றால், கேள்விக்குறிதான்!? 

ஒரு குழந்தை 11 வயதிலும், இன்னொரு குழந்தை 15 வயதிலும் பூப்படையலாம். ஆக, பூப்படைந்த சிறுமிக்கும் பூப்படையப் போகும் சிறுமிக்கும் மாதவிடாய் குறித்து என்னமாதிரியான அறிவு இருக்கிறது என அவரவர் பெற்றோருக்கு (குறிப்பாக அம்மாக்களுக்கு) தெரிந்திருக்க வேண்டும். 

7, 8 வயதுக்குள் பூப்பெய்வதற்கான அறிகுறிகள் தெரிந்தால், உடனடியாக மருத்துவரை அணுகவேண்டியது மிகவும் அவசியம்' என மருத்துவக் குழுவின் பரிந்துரை ஒன்று சொல்கிறது. ஆனால் அறிகுறிகள் என்னென்ன என்பது பெரும்பாலான பெற்றோருக்குத் தெரியவில்லை.  பிள்ளைகள் தெரிந்து கொள்ளும் முன் பெற்றோர் தெரிந்து கொள்ள வேண்டும். மாதவிடாய் பற்றிய அறிவுரைகளைப் பிள்ளைகளுக்கு அளிப்பதற்கு முன், அதுபற்றி ஏற்கனவே அவர்கள் என்னென்ன  அறிந்திருக்கிறார்கள் என்பதைப் பெற்றோர் கேட்டுத்தெரிந்து கொள்ளவேண்டும். பெரும்பாலான குழந்தைகள் தவறாக அறிந்து வைத்திருக்கக் கூடும். அதை தவறென்றுச் சுட்டிக்காட்டி சரியான தகவலை கொண்டு சேர்க்க வேண்டிய கடமை, பெற்றோருக்கு உண்டு.

பெற்றோர் என்ன செய்ய வேண்டும்?  மாதவிடாய் பற்றிய மருத்துவரீதியான புரிதலை குழந்தைகளுக்கு அளிக்கவேண்டும். உதாரணமாக, மாதவிடாய் காலத்தில் ஏன் ரத்தம் வருகிறது? அத்தருணத்தில் உடலில் நடக்கும் மாற்றங்கள் என்ன? நாப்கின் எப்படி பயன்படுத்துவது?  எத்தனை மணி நேரத்துக்கு ஒருமுறை நாப்கின் மாற்றவேண்டும்? ரத்தப்போக்கு அதிகம் இருந்தால் என்ன செய்யலாம்? அந்நேரத்தில் எப்படி நாப்கின் பயன்படுத்தவேண்டும்? மாதவிடாய்க் காலத்தில் தவிர்க்கவேண்டிய/தவிர்க்கக்கூடாத உணவுகள் என்னென்ன?  அந்நாட்களில் வரும் வலியில் இருந்து மீள்வது எப்படி என்றெல்லாம் விளக்க வேண்டும்.

மேலும், இக்கட்டான சில சூழல்களில் இருந்து எப்படி தப்பிப்பது என்பதையும் சொல்லித்தரவேண்டும். உதாரணமாக, மாதவிடாயின்போது, பொதுவெளியில் வலி ஏற்பட்டால் எப்படிச் சமாளிப்பது, தன்னை அறியாமல் ஆடையில் கறை படிந்து விட்டால் சூழலைப் புரிந்துகொண்டு பதற்றமடையாமல்  சுத்தப்படுத்துவது, எப்போதும் ஒரு நாப்கினை பையில் வைத்திருப்பது போன்ற ஒழுங்குமுறைகளைப் போதிக்கவேண்டும்." என்கிறார்,  குழந்தைகள் உளவியல் ஆலோசகர் டாக்டர் சங்கீதா சங்கரநாராயணன்.

"பெண்களுக்கு 10 முதல் 11 வயதில் பருவ மாற்றங்கள் நிகழத் துவங்கும். எனவே, 8 வயது தொடங்கி அவர்களுக்கு அதுகுறித்த விஷயங்களை ஷேர் செய்யவேண்டும். சில சிறுமிகள் 15 வயதில் பூப்பெய்துவர். சிலர் 10 வயதிலேயே பூப்பெய்துவிடுவர். இரண்டுமே இயற்கையான விஷயம்தான். இரண்டையுமே விளக்கவேண்டிய கட்டாயத்தில் இருப்பது, அவர்கள் வீட்டில் இருப்பவர்கள் தான் (அம்மாவாகவோ, பெண் உறவினராகவோ இருத்தல் கூடுதல் நலம்). இது பெண்கள் வாழ்வில் ஏற்படும் சராசரி விஷயம் என்பதை விளக்கிக்கூறி, 'உன் உடலில் எப்போது ரத்தப்போக்கு தெரிகிறதோ அப்போது பயப்படாமல் என்னிடம் வந்து சொல்' என்று சொல்வது, அவர்களுக்கு ஒரு நம்பிக்கையைக் கொடுக்கும். அதற்கு மாறாக,  மாதவிடாய் பற்றி எதுவும் அறியாமல் திடீரென அனைத்தையும் அறிந்துகொள்ளும் குழந்தைகள், பதற்றமடையத் துவங்குவர். இது அவர்களின் வளர்சிதை மாற்றங்களைப் பாதிக்கும்.

மாதவிடாயின் போது அதிக ரத்தப்போக்கு ஏற்படுதல், அதிக வலி எடுத்தல், சுழற்சி சரியாக இல்லாமை போன்றவற்றை குழந்தைகள் சொல்லாவிட்டாலும், பெற்றோர் தாமாக முன்வந்து அவர்களிடம் விசாரிக்க வேண்டும். அப்பா/அம்மா - மகளுக்கான பந்தம் எந்த அளவுக்கு ஆரோக்கியமானதாக உள்ளதோ, அந்த அளவு குழந்தைகள் தங்கள் மாதவிடாய் நேரத்தில் தைரியமாகவும் இயல்பாகவும் செயல்படுவர்..." என்கிறார்,  மகப்பேறு மருத்துவர் டாக்டர் மனுல‌ஷ்மி. 

மாதவிடாயின்போது வரும் சிக்கல்களையும், அதற்கான சிகிச்சை முறைகளையும் அவர்களுக்கு எடுத்துக்கூறி குழந்தைகளை வளர்க்க வேண்டும். அப்போதுதான் அது உடலில் ஏற்படும் ஒரு இயல்பான விஷயம் என்ற கருத்தை அவர்கள் உணர்வர். அவர்களது உடல்நிலையைப் பொறுத்து அவர்களாகவே முடிவெடுத்துக் கொள்ளும் திறனை குழந்தைகள் கையில் ஒப்படைப்பது நல்லது. வலி ஏதுமின்றி அவர்கள் உடல்நிலை நன்றாக இருப்பின், இயல்பாகவே அவர்கள் வளரட்டும். வலி ஏற்படும்போது அதற்கேற்ற மருத்துவமுறையைப் பின்பற்ற வலியுறுத்துங்கள்.

KARAIKAL:The 22-year-old boy from Neravy who was playing the Blue Whale Challenge and rescued by police on Tuesday has warned youth against playing the deadly game.
Alexander (22) played up to five levels of Blue Whale Challenge and was about the draw the whale on his arm with a knife before his brother alerted the police and he was rescued.

Narrating his experience, Alexander told media said Blue Whale Challenge was neither an app nor a game that one con download, but a link customised by the admin. I was working in a private company in Chennai, where I received the link in the workers Whatsapp group. I entered the game as I was curious and the admin fetched all my contact details. After that I was forced to play the game at 2 am every day”.

“The tasks given by the admin are to be completed only after 2 am everyday. First few days went into posting personal details and photographs, which were collected by the blue whale admin,” he added.  A few days ago, Alexander was asked to visit a nearby graveyard at midnight and take a selfie and post it online. “I went to the Akkaraivattam graveyard around midnight, took a selfie and posted it. Everyday, I had to watch horror movies alone, as the idea was to make victims shun fear,” he said.

“Though I was consciously playing the game, I was forced by the admin to complete the tasks. Some even called me from Russia. The admin asked me to watch a horror movie and I also took a selfie in Akkaraivattam graveyard which I sent to the admin” Alexander added.“I avoided talking to people at home and remained confined to my room.. It was mentally taxing.. Though I wanted to get out of the game, I could not do so,” he added. Stating that he was stable now following the counselling sessions, Alexander appealed to fellow youths to never try the game. “It is a virtual death trap.. You will go though an agonising experience..

Even those who seek adventures, will be mentally affected,” he warned.“Thankfully with my brother’s information, Police rescued me on Tuesday by 4 am when I was in the fifth stage. So, whoever is in a mood of just entering the game for the sake of adventure should avoid it,” Alexander urged.Police officials lead by Vamseedhar Reddy, Superintendent of Police, Karaikal South has been counselling Alexandar and also advised others to stay away from the game.

Mumbai University Result: Got 21 marks in exam she never took, claims Law College student

While the Mumbai University is facing flak for delaying the results, a Government Law College student has claimed that secured marks in an exam she never took.

The third-year student of a five-year LLB course under the University of Mumbai had appeared for her sixth semester in April, but had missed one paper, reported Indian Express.

“I was surprised to see I have secured 21 marks when I had not even appeared for the IPC paper,” she told the daily.

The student had missed the Indian Penal Code (IPC) paper, but still secured marks in the paper. The report also said that several students have been marked absent even after being present.

The Mumbai University has informed the Bombay High court that it is now 'striving' to complete the assessment of answer-sheets and upload all results of undergraduate exams on its website by September 6.

For the sixth time that the varsity has pushed the result announcement date after missing the initial July 31 deadline.\

One of the pleas, filed by three final year law students, had also sought that the varsity be directed to award monetary compensation to the students, who have had to endure much agony and have missed out on several opportunities for higher studies in the absence of their undergraduate results.

According to the petitioners, statutory rules mandate that the university must declare the results of any exam within 45 days of its completion and that all new academic sessions commence latest by August 1 each year.

S. Korea-based tech giant Samsung is likely to introduce the Galaxy Note 8 smartphone on September 12, on the day when Apple is slated to globally announce three new iPhone models, in India.

According to reports, Samsung has begun sending out press invites for a launch event, without specifying what product will be launched. However, speculations suggest it could possibly be the Galaxy Note 8, which was globally unveiled on August 23.

On the other hand, Apple – Samsung’s biggest rival in the market – is gearing up to announce two upgraded iPhone 7 models and a complete revamped iPhone on the same day.

Interestingly, Samsung has already opened pre-registrations for Galaxy Note 8 in India.

Although, Samsung never officially disclosed Note 8’s price, the model is expected to cost more than its predecessor Note 7, which was priced at Rs 59,990 in India.

The Galaxy Note 8 features a 6.3-inch AMOLED quad HD display with 2960 x 1440 pixel resolution, will be powered by Qualcomm Snapdragon 835/ Exynos octa core SoC, backed by 6GB of RAM and 64GB of internal storage with support for microSD card. It comes with a dual camera setup sporting two 12MP sensors — one wide angle lens and one telephoto lens and an 8MP selfie shooter. The phablet runs on Android 7.1.1 with company’s UI on the top.

It has a dedicated button for Samsung’s virtual voice assistant Bixby. The Galaxy Note 8 draws power from a 3300mAh battery and is IP68 certified water and dust resistant.

A 17-year-old girl who attempted suicide playing Blue Whale Challenge Monday night and was rescued by locals has made another bid on her life by consuming pills on Tuesday night. 

The girl, daughter of a BSF officer, had once again tried to end up her life by consuming sleeping pills on Tuesday. However, her life was saved after her parents took her to the hospital on finding her in an unconscious state. According to the doctor who is treating her at the Jodhpur's government hospital said, "She is out of danger but is yet to respond to the queries. The girl also looks depressed.". 

Earlier on Monday night she tried to kill herself by jumping into the Kaylana Lake situated in Jodhpur district of Rajasthan but was rescued by the locals working near the lake. From Rajasthan, this is the first case reported of Blue Whale Challenge, which has been in news for making teenagers indulge in self-harming acts and subsequently taking their own lives. 

According to the police, the girl has downloaded Blue Whale Challenge in her mobile since last few days. The girl failed to complete the game and was fearing that her mother will die as the game administrators had threatened her. SHO, Mukta Pareek at Mandore Police Station said, "We had already told the parents to be little cautious as the girl looked upset and depressed. We are yet to record her statement but as of now she is out of danger."

Rajasthan Human Rights Commission on Wednesday also sought a report from state government over steps taken to check the Blue Whale Challenge in Rajasthan.

The challenge that originated in Russia is spread over 50 days and requires the participants to complete 50 tasks. Over one hundred deaths linked to it have been claimed in last two months. Initially, the participants are asked to complete tasks like watching a horror movie alone, carving the shape of a whale onto their body and ultimately the last challenge is to commit suicide

CMC officials feel that the government order tthat says colleges will have to admit students solely on the basis of NEET scores has undermined the institution’s reputation

Chennai Officials of the Vellore-based Christian Medical College (CMC) said on Wednesday that they took the decision to suspend admissions for its MBBS and super specialities courses for the next academic session as they could not follow their own admission process after being asked to admit students based solely on NEET scores. Admissions to medical and dental colleges are done on the basis of the National Eligibility cum Entrance Test or NEET.

A senior CMC official told the Hindustan Times that the government order that says colleges will have to admit students solely on the basis of NEET scores has undermined the institution’s reputation.

“We have not objected to NEET at all. It is a qualifying examination as far as CMC is concerned. But we conduct a series of tests and interviews of candidates to check if they possess all the qualities we are looking for people in the medical profession,” the official said.

He said the NEET gives only the scores and it is clearly not enough to judge a candidate.

“We need to check their leadership skills, if they were team players, have the commitment to serve the society, among other things. Which is why it takes three days to complete the tests and interview process,” he added.

A private, minority-run educational and research institute, the CMC follows a three-day admission process to shortlist students under which they conduct a test to check their aptitude and commitment to serve in rural areas.

Only 15% of the seats in undergraduate medical courses are available for general candidates, the rest are reserved for people from the minority Christian community. The students have to serve for two years in the hospitals run by Christian missionaries.

Article 30(1) guarantees minorities, both religious and linguistic, the right “to establish and administer educational institutions” of their choice.

“Since our admission process gets completed by July, a decision was taken to suspend admissions for the current academic year,” he added.

However, admissions to postgraduate courses were completed under CMC’s internal admission procedure..

Maharashtra minister’s daughter, secretary’s son get state scholarship to study

A Maharashtra minister’s daughter and the son of an IAS officer in his department have made the cut for a special state scholarship to study abroad, triggering accusations of fund misuse and questions over conflict of interest.

Social justice minister Rajkumar Badole’s daughter, Shruti Rajkumar Badole, will study at the University of Manchester in the UK, while department secretary Dinesh Waghmare’s son, Antariksh Dinesh Waghmare, will study at the University of Pennsylvania in the US.

Incidentally, it is the social justice and special assistance department that administers the scholarships instituted in 2003 for post-graduate and PhD courses.

The scholarships are given to a maximum of 50 students from Scheduled Castes, Scheduled Tribes and Dalit families who have secured admission in any of the world’s top 300 academic institutions.

The minister’s daughter and the bureaucrat’s son are among 35 students deemed eligible this year.

While Shruti Badole will pursue her PhD in Astronomy and Astrophysics for three years, Antariksh Waghmare will do a two-year Master of Science course in Information System.

As a part of the scholarship, the state will fund the students’ return economy fare, tuition fee, and an annual stipend of $14,000 (nearly Rs 9 lakh), or£9,000 (more than Rs 7.5 lakh) in case of admission in the UK.

The scholarship includes an additional fund of $1,375 (around Rs 88,000), or £ 1,000 (around Rs 83,000) for the UK for other academic expenses.

Despite several attempts, Bharatiya Janata Party (BJP) leader Rajkumar Badole could not be reached for comment.

On Wednesday evening, the social justice department said in a statement that the objection to Shruti Badole and Antariksh Waghmare’s selection was wrong and both had made the cut purely on merit.

“Shruti Badole has a degree from the Indian Institute of Technology, Chennai, and has studied Master of Science in London. She has got admission in the 29th best institution as per the internationally accepted QS world university rankings. Similarly, Antariksh Waghmare has got admitted to the 95th best university,” the department said.

“No rules have been changed to ensure their inclusion. Moreover, the minister and the secretary took a stand that they won’t be associated with the selection process since their wards were applicants,” the statement added.

Social justice department secretary Dinesh Waghmare defended his son and the minister’s daughter’s inclusion in the scholarship list. “They are both adults and applied independently as per the procedure and were selected on merit. The fact that Shruti Badole is the daughter of a minister and my son is an IAS officer’s son is not a reason for disqualification.”

He added, “The selection committee used to be under my chairmanship, but because we were aware that our children were applicants, we kept away from the process. The chief minister constituted a new committee this year under the chief secretary’s chairmanship.”

Besides the chief secretary, the selection committee includes the additional chief secretary of higher and technical education, the medical education secretary, directors of medical education and technical education and social welfare commissioner.

The scholarship was earlier only for students whose annual family income did not exceed Rs 6 lakh per annum. The state cabinet amended norms in 2013 to waive the income criteria for students who secured admission in the top 100 academic institutions, said Dinesh Waghmare.

The opposition slammed the BJP-led Maharashtra government over the two selections, saying the minister was misusing a scholarship scheme for the needy.

“On one hand, the prime minister appeals to people to give up gas subsidy and the state government tells well-to-do farmers to refuse the loan waiver, but on the other hand, the minister is misusing a scheme for his daughter,” said Congress spokesperson Sachin Sawant.

“This shows the double standards of the government, where the public should keep sacrificing, while the ministers keep benefiting,” he added.

Journalist Gauri Lankesh shot dead in Bengaluru

Police sources said Ms. Lankesh collapsed after she was shot at by three assailants as she was entering her house in Rajarajeshwari Nagar.

Senior journalist and activist Gauri Lankesh was shot dead at her house in Rajarajeshwari Nagar in Bengaluru late on September 5. Bengaluru Police Commissioner T. Suneel Kumar confirmed to The Hindu that she was shot dead.

Police sources said Ms. Lankesh collapsed after she was shot at by three assailants as she was entering her house at around 8 p.m.

Multiple gunshots

According to M.N. Anucheth, DCP (West) her body was found on the verandah of her house in R.R. Nagar police station limits. Police have cordoned the area.

A neighbour who heard the gunshots said that there were multiple firings. Another resident of the area, who did not wish to be named, said that she was shot at as she got down from her car and opened the gate, adding that he immediately called the ambulance.

Karnataka Home Minister Ramalinga Reddy, quoting eyewitnesses, told The Hindu that there were four gunshots and that there were three shooters who came in a vehicle. Ms. Lankesh was "shot at close range" and she "died on the spot", he said, adding that all shots were to the front.

Mr. Reddy also added that Ms. Lankesh had called him last Saturday - before he was appointed the State's Home Minister, saying she wanted to meet him. He had asked her to meet him on Monday but she had not come.

CCTV cameras

Three police teams JT Com (Crime), ACP (Kengeri gate), ACP (Chikpete) are on the case. "Four empty cartridges were found. Residents say they heard the sound of a scooter. But no eye witnesses to the incident itself," Suneel Kumar, Commissioner said adding that there were no conclusive leads as of now. "We are looking at all angles," he said.

There are two CCTV cameras in the house, including at the porch itself but Police are yet to see CCTV footage.

Mr. Anucheth said the police had spoken to five neighbours who were present during the event but were not eyewitnesses.

"Great loss to the community of independent journalism"

Her death comes two years after leading progressive thinker and researcher M.M. Kalburgi was shot dead in his Dharwad home in 2015.

Ms. Lankesh has been known for her strident stands against communalism in Karnataka. In 2016, she was convicted in a defamation case filed by MP Prahlad Joshi, who had objected to a report against BJP leaders.

Reacting to the news Karnataka Pradesh Congress Committee chief G. Parameshwara said Ms. Lankesh’s death was a great loss to the community of independent journalism. “Lost a dear friend, an accomplished journalist and a wonderful human being. Miscreants will be brought to book very soon,” he said.

Condemning the killing of Ms. Lankesh, Narendra Nayak, president of the Federation of Indian rationalist Associations, said, “The elimination of voices of reason by silencing them through murder was the hallmark of those cowardly dunces who have no arguments to counter those put forward by us.” She was one of those who was not afraid to speak her mind on any issue which she felt was important, he said.

“As a fellow member on the hit list of these organisations, I feel sad that I have lost a good friend and a supporter... I knew her since three decades right from the days she was a reporter for Sunday. More than a journalist she was a social activist raising her voice for the oppressed and exploited of the society, he said. “It is a shame tor all the citizens of our country that we have tolerated such a sorry state of affairs here that even voices cannot be raised against the forces of irrationalism and communalism. Let those forces clearly understand that such acts by them are not going to silence us. They are only going to become stronger.”

The Indian Women Press Corps condemned the killing and said, “The silencing of a journalist in this manner has dangerous portents for Indian democracy."

Supreme Court asks WhatsApp, Facebook to undertake not to share consumer data with third party

NEW DELHI: The Supreme Court on Tuesday asked online giants Facebook and WhatsApp to file affidavit in the court giving assurance that they would not share data of their users to a third party till Centre framed a law for data protection.

A five-judge constitution bench of Chief Justice Dipak Misra, justices A K Sikri, Amitava Roy, A M Khanwilkar and M M Shantanagoudar granted the companies time of four weeks to file affidavit. The bench said that it would examine their response and then decide whether interim order was required to be passed to restrain them from sharing the data with third party.

Senior advocates Kapil Sibal and Arvind Datar, appearing for multi-national companies, denied the allegations of sharing of data with any third party. They said that only information regarding phone number, mobile device used, last access and their registration ID of WhatsApp users were shared with Facebook. They contended that two billion people used WhatsApp but none, except two students who filed petition, had made any complaint on violation of their privacy.

Additional Solicitor General Tushar Mehta told the bench at the outset of proceedings that an expert committee has been constituted under the chairmanship of former apex court judge Justice B N Srikrishna by Centre to identify key data protection issues in India and file a draft bill on data protection law. He pleaded the court defer the hearing till the Centre framed the law.

Agreeing with his submission, the bench deferred the hearing on a petition challenging WhatsApp 2016 privacy policy. It, however, said that the data of users should be protected in the interim period and asked the companies to give undertaking.

"Let the affidavit be filed within four weeks hence. After the affidavits are filed, the matter shall be listed for consideration of passing the interim order. Be it clarified, if the assertions made in the affidavit would not require any kind of intervention by this court, this court may not pass any interim order," the bench said and fixed the matter for hearing on November 20.

The bench was hearing a petition filed by an engineering student Karmanya Singh Sareen, 19, and law student Shreya Sethi, 22 challenging constitutional validity of WhatsApp privacy policy. Advocate Madhavi Divan, appearing for them, contended that the multinational companies were involved in economic espionage as they were creating meta-data of users and using it for commercial use.

The bench had earlier expressed concern over social networking platforms like WhatsApp collecting data of their users and using it for commercial purposes and had said that there was need to put in place a mechanism for data protection and agreed to examine a plea for framing guidelines.

The petitioner had contended that data collected by WhatsApp was goldmine and that was why Facebook took over it by paying 19 billion US Dollar. "The meta-data collected by the company reveal much more information about the users which the company could use for commercial purposes," it said.

From now on, ID a must to book flights

NEW DELHI: The Centre will issue the final rules for "no flylist" (NFL) on Friday. Once implemented, one will need to give number of any of the following IDs — Aadhaar, driving licence, passport or Pan number — while booking a domestic ticket.

For international travel, passport number is anyway mandatory.

"India is pioneering in having a no fly list on the basis of safety as other countries have it on security grounds. A DGCA team (led by chief BS Bhullar) recently had discussions with global regulators at a meet in Mongolia. We had received comments on the draft NFL and after much deliberations, the final rules will be issued on Friday," Union minister of state for aviation Jayant Sinha said.

One of the reasons for the NFL taking some time to get implemented was due to the process of ensuring that a person on this list should not be able to fly using another name. "We are going to issue a civil aviation requirement (CAR or rule issued by DGCA) where some identity card number will have to be provided. People giving Aadhaar numbers will soon be able to get digital boarding cards," Sinha said.

Students demand government to take over Rajah Muthiah college

Cuddalore: The strike launched by students of Rajah Muthiah Medical College and Hospital affiliated to Annamalai University demanding that the Tamil Nadu government fully take over the institution, entered the eighth day on Wednesday.

Students claimed that the college, despite coming under a state university, charge fees to a tune of Rs4.5 lakh per annum, while 22 government medical colleges in the state charge only a few thousand rupees as fees per year.

The college administration, while terming the students' strike 'illegal', said an appeal filed by a section of students against Madras High Court's order in favour of the administration on the fees structure is pending before the Supreme Court.

"The case is pending before the Supreme Court. We expect a verdict soon (the next hearing is on September 18). The college administration cannot take any decision on the issue as the case is pending before the court," said an official from Annamalai University.
