BDS intake on even after DCI deadline

CHENNAI: The Dental Council of India (DCI) deadline for admissions to all BDS courses this year ended on Sunday, and yet many colleges and deemed universities continue to admit students into the course using backdated cheques and documents.

On Wednesday, four self-financing medical colleges and three deemed universities told TOI that they had been calling parents and even offering up to 50% discount towards course fee for BDS seats to NEET-qualified students. A student was even promised a job in the same college after he completed the course.

Marketing teams and agents have been flooding parents/students with messages and calls every day. While many dental colleges said they still had more than 60% of their seats vacant, some premier ones said they too had a handful. "We are trying our best to fill the seats before September 18. Even last year some of our seats went vacant. This time it seems far worse than 2016-17," said a dean of a medical college, refusing to be named.

As against the usual cutoff date of August 31, the DCI had extended the deadline for admissions to September 10 this year, as many states, including Tamil Nadu, were new to the NEET-based admission process. "No college can admit students after this. In the next one week they should process details and submit names of the students who enrolled into the course," said DCI vice-president Dr SM Jayakar. "We depend upon state government to keep a tab on admission process. If complaints against colleges are proven we will initiate action," he said.

The Directorate General of Health Services returned more than 80% of seats that could not be filled through three rounds of all-India counselling to deemed universities. The state selection committee secretary G Selvarajan said the committee returned 492 seats to self-financing colleges after single window counselling.

The state has 100 seats each in government dental college and state-managed Raja Muthiah Medical College and 1,710 seats in the 18 self-financing dental colleges. The fee for government dental college was Rs 11,600. The statutory fee fixation committee had fixed tuition fee for all government quota seats in self-financing college as Rs 2.5 lakh per annum and management seats as Rs 6 lakh. The NRI seats cost Rs 9 lakh.

Most colleges have converted NRI seats into "open category seats". "I received a message from a private college. I called the admission officer who said the college was willing to reduce the tuition to Rs 1.20 lakh per annum if we join today," said Mahendran T, a businessman, whose son had applied to various dental colleges.

Rs 24 crore Mylapore temple land recovered

Kapaleeswarar temple land had been given to tenants, who had sublet the property and refused to give up ownership.

CHENNAI: Property worth Rs 24 crore on Ramakrishna Mutt Road, Mylapore, belonging to Kapaleeswarar temple was recovered after the temple authorities evicted tenants who were living and sub-letting the place for the past 100 years. With the help of the police, temple officials evicted tenants from a total area of 10,000 sqft.

"The property belonging to the temple was let out on rent to Nallavenna Mudaliar and M Krishnamurthy nearly 100 years back and since then the two families have sub-let to householders as well shopkeepers," Kapali temple executive officer D Kaveri told TOI.

The property is situated opposite to P S Higher Secondary School on R K Mutt Road. "We sent several notices asking them to pay rent accruing to a total of Rs 73 lakh. Mudaliar's son was in-charge of part of the property. He owes Rs 17 lakh in rent arrears," said the executive officer.

The tenants were not paying the fair rent fixed by the temple and were paying pittance. Fair rent is a rent fixed in between guideline value and market value. "Both have not paid the fair rent for the property. The property was divided into 3 residential houses and 15 shops and the main tenants were earning by sub-letting the property," she said.

Every now and then Kapali temple has been recovering property in and around Mylapore due to the prodding of the temple fit person Vijaykumar Reddy. In December last year, temple authorities retrieved property measuring 4,952sqft at Triplicane after the occupant failed to pay rent dues to the extent of Rs 34.12 lakh. The total worth of the property is Rs 12 crore.

"The occupant was paying only Rs 10,000 as monthly rent for the land against the fair rent of Rs 40,000. The joint commissioner of Hindu Religious and Charitable Endowments department terminated the lease in 2015 as the press owner refused to pay the balance amount," said Kaveri.

Similarly, properties on Greenways Road and Luz Church Road have been recovered in the last few years.

Tambaram-Sengottai special trains to run via Virudachalam, Trichy

Chennai: Tambaram-Sengottai-Tambaram special fare special trains which were earlier announced as cancelled will now be operated, but in a different route.

The Southern Railway, on Monday announced that these special trains, to be operated via Chidambaram and Mayiladuthurai, were cancelled due to operational reasons. However, to meet the demands of public and pilgrims during the Cauvery Pushkaram-2017, the Southern Railway has revoked its decision and has announced that the trains will be operated via Virudachalam, Tiruchchirappalli.

Advance reservations for these trains will commence at 08.00 hours on September 13.

Also, a superfast special fare special train will be run from Thiruvananthapuram to Howrah via Coimbatore and Chennai Central, to clear extra rush due to dislocation of train services caused by heavy rains and flooding of railway tracks in Northeast Frontier Railway, said a release.

Besides this, Coimbatore-Lokmanya Tilak Terminus Express, scheduled to leave Coimbatore at 8.55am on September 15 is fully cancelled due to cancellation of the pairing train.

CM Siddaramaiah launches new KSRTC buses

CM Siddaramaiah on Wednesday flagged off new Airavat Club Class buses

BENGALURU: Chief Minister Siddaramaiah on Wednesday launched 23 KSRTC's new Airavat club class buses including eight 14.5-m long buses, a meter more than the existing buses.

To increase the space between two seats in order to provide more legroom for passengers travelling in long distance routes, KSRTC, for the first time, introduced 14.5 meters (51 seats) and 13.8 meters (47 seats) buses. At present Airavat Club Class buses are only 13.5 meters with 47 seats.

The newly launched buses will be operated on routes like Bengaluru-Calicut, Bengaluru-Chennai, Bengaluru-Vijayawada, Bengaluru-Sriharikota, Mangaluru-Manipal, Mangaluru-Mumbai, Mangaluru-Bangalore, Virajpet- Bengaluru, Madikere-Bengaluru and Mysuru-Bengaluru.

The newly launched buses are fitted with latest BS-4 Engine with an electronically controlled unit, manual and intelligent automated gear shift changing system, steerable rear wheel axle for better smaller turning radius and to negotiate sharp curves and electronically controlled suspension system provides comfort for travelling passengers.

The chief minister has also released the four years achievement book of the transport department.

Transport minister H M Revanna, home minister Ramalinga Reddy, KSRTC chairman K Gopala Poojary and KSRTC managing director S R Umashankar were present.

KOLKATA: The Calcutta High Court today ruled that a married daughter is eligible for a job on compassionate ground in case of demise of her father in harness.

A three-judge bench headed by acting Chief Justice Nishita Mhatre declared unconstitutional a provision of West Bengal government's Labour and Panchayat departments that debarred married daughters from being given jobs on compassionate ground.

The bench, which also comprised justices Dipankar Datta and T Chakraborty, directed that the state government would mention only 'daughter' instead of 'unmarried daughter' in its future notifications for jobs on such grounds.

The bench rejected appeals by the state government that claimed that married daughters were not considered to be dependents of their parents.

Justice B Somadder had passed an order that year stating that the provision for excluding married daughters from being given jobs on compassionate ground was violative of Article 14 and 16 of the Constitution.

This order was challenged by the state government before a division bench comprising the then Chief Justice Manjula Chellur and Justice Joymalyo Bagchi which formed the three- judge bench for hearing the appeal.

After extensive hearing, the three-judge bench passed its order today.

States flout SC rules for medical college admission

Government-designated counselling authorities in states such as Bihar, Karnataka, Punjab and Puducherry allegedly adopted inconsistent norms to enroll students in the last round of admission to medical colleges for MBBS courses.

These norms contravened guidelines set by the Supreme Court, Medical Council of India and the health ministry.

For instance, Bihar opened the final counselling session at 5pm on August 31, the last day of admission, and asked candidates to bring demand drafts of more than Rs 10 lakh drawn in favour of colleges.

Parents alleged that no banks are open from 5pm to midnight. But candidates, who came through commission agents, had their demand draft ready in advance in favour of colleges they were supposed to be assigned after the counselling.

Similar irregularities happened in Karnataka, Madhya Pradesh, Puducherry and Punjab.

The allegations defeat the purpose of the Supreme Court-mandated single entrance examination, called national eligibility cum entrance test (NEET), for more than 60,000 MBBS seats in 474 private and government colleges in India.

Introduced last year to weed out corruption in medical education, NEET provides students rankings by which colleges offer admission through state-run counselling sessions. Complaints of irregularities surfaced in the final leg, called left-out or mop-up round, of the counselling process.

Deepak Kumar Gupta of Uttar Pradesh’s Gorakhpur said he got a text message from Karnataka officials at 11pm on September 4 to appear in a final-leg counselling session the next day by 11am in Bengaluru.

He took a morning flight from Lucknow and reached the admission office at 10am.

“The officer rejected my application because I didn’t have the draft. I requested for time or take money through NEFT (online transfer). But it was turned down,” he alleged.

Such irrational demands were allegedly made to deny deserving candidates seats and give admission to lower-ranked students.

Allegations have surfaced that officials and touts connived to deny meritorious students seats and these were then sold on the sly.

“We have access to the majority of private colleges in Bihar, Karnataka, Uttar Pradesh and Puducherry,” a tout operating from east Delhi said.

Bihar medical education director Prabhat Kumar dismissed the allegations.

“We started counselling at 3pm and allowed transfer of money through NEFT as well. We gave time till 1pm the next day,” he said.

But Kumar admitted the mistake of not mentioning the payment mode in the official advertisement. Students denied the NEFT, or online payment, option.

Candidates scoring as low as 107 got seats during the second leg of admissions in Puducherry. But students such as R Akash, with 128 marks, didn’t get admission despite officials calling a final round to fill 96 vacant seats.

Punjab’s counselling authority, Baba Farid University of Health Sciences (BFUHS), informed on September 2, which was a Saturday and a holiday for Eid, that students should appear for the final round with a demand draft at 11am on Monday.

BFUHS vice chancellor Raj Bahadur denied any wrongdoing. He said: “We accepted bank drafts of any amount in the name of BFUHS so that colleges don’t refuse admission to candidates.”

In Madhya Pradesh, the final round began at 4pm on September 10 and ended at midnight, the last day of counselling.

“A candidate with 191 marks was selected, but students with more than 400 marks were left out,” a student alleged.

A Madhya Pradesh official clarified that it was done to give preference to candidates from the home state.

Give DY Patil 100 more seats: Bombay HC

The college challenged MCI’s cancellation of permission to admit 100 students above its intake for 2017-18 due to deficiencies in complying with norms.

Mumbai: The Bombay high court has asked the Medical Council of India (MCI) and other authorities to conduct a surprise inspection of D.Y. Patil Medical College and directed them to allow the college to provisionally admit an additional 100 students to the MBBS course. The college had approached the court, challenging the MCI’s cancellation of permission to admit 100 students above its intake of 150 students for the academic year 2017-18 due to deficiencies in complying with resident doctor and faculty norms. The college had challenged the MCI order as it had been permitted to admit 100 more students in the last academic year.

A division bench of Justices Anoop Mohta and Bharati Dangre was hearing a writ petition filed by D.Y. Patil Medical College Hospital and Research, Navi Mumbai against the cancellation of permission to increase its intake capacity from 150 to 250 students for the MBBS course. The petition said that they had been permitted to increase their intake capacity by 100 for the academic year 2016-17 by the MCI, central government and director general of health sciences but the same had been cancelled for 2017-18.

While justifying the cancellation, the counsel for the union and MCI said that an inspection by a committee had revealed that the college did not conform to rules and there was a deficiency of teaching staff and resident doctors and hence permission for 100 additional students was denied for 2017-18.

The counsel for the college, however, argued that while there were no such deficiencies, they were willing to comply within two weeks. The college also argued that in the case of other colleges that were permitted an increase in intake capacity there was a shortage of teaching faculty and resident doctors by almost 30-50 percent, but they were allowed to admit additional students, hence they should also be allowed to admit 100 students more.

After hearing both sides, the court directed authorities to allow provisional admission of 100 additional students but also directed authorities to conduct surprise inspections to see to it that the college had overcome the deficiencies. The court while allowing the petition directed the college to comply with the norms too.

அரசு ஊழியர்களின் போராட்ட வரலாற்றிலேயே 2003-ம் ஆண்டு போராட்டம் அழியா நினைவுகளாக ஒவ்வோர் அரசு ஊழியர் நினைவிலும் பதிவாகி உள்ளது. அப்போது அந்தப் போராட்டத்தில் ஈடுபட்ட ஊழியர்களில் ஒரு லட்சத்து 22 ஆயிரம் பேரை ஒரே நாளில், அன்றைய ஜெயலலிதா தலைமையிலான அரசு டிஸ்மிஸ் செய்தது. இருந்தாலும் அரசு ஊழியர்கள் போராட்டம் முடிவுக்கு வரவில்லை.
போராட்டத்தில் ஈடுபட்ட தலைவர்களை, கொலைகுற்றவாளிகள் போல நள்ளிரவில் வீடு புகுந்து போலீஸார் கைது செய்த கொடுமையும் நடைபெற்றது. எனினும் போராட்டம் ஓயவில்லை. மாறாக முன்னைவிட தீவிரமாகப் போராட்டங்கள் நடைபெற்றன. இதனால் வேறு வழியில்லாமல், அரசு ஊழியர் சங்கங்களுடன் ஜெயலலிதா பேச்சுவார்த்தை நடத்தினார். சஸ்பென்ட் செய்யப்பட்ட ஊழியர்கள் மீண்டும் பணியில் சேர்த்துக் கொள்ளப்பட்டனர்.

மீண்டும் போராட்டம்

இப்போது புதிய பென்ஷன் திட்டத்தை ரத்து செய்ய வேண்டும் என்பது உள்ளிட்ட மூன்று கோரிக்கைகளை முன் வைத்து செப்டம்பர் 11- முதல் அரசு ஊழியர்கள் போராட்டத்தில் ஈடுபட்டு வருகின்றனர். இந்தக் கோரிக்கைகளில், ஊழியர்கள் தங்களின் வாழ்வாதாரமாகக் கருதுவது புதிய ஓய்வு ஊதியத் திட்டத்தை ரத்து செய்ய வேண்டும் என்பதுதான். இந்தத் திட்டத்தின் கீழ் கடந்த 14 ஆண்டுகளாக அரசு ஊழியர்களின் சம்பளத்திலிருந்து 10 சதவிகிதம் தொகை பிடித்தம் செய்யப்படுகிறது. அதே அளவுக்கு அரசு சார்பில் 10 சதவிகிதம் செலுத்தப்படுகிறது. இதுவரை அரசு ஊழியர்கள் தரப்பிலிருந்து 9 ஆயிரம் கோடி ரூபாய் பிடிக்கப்பட்டுள்ளது. அரசு தரப்பில் 9 ஆயிரம் கோடி ரூபாய் தரப்பட்டிருக்கிறது. இந்த 18 கோடி ரூபாயை ஓய்வு ஊதியத்துக்காக மத்திய ஓய்வூதிய ஒழுங்காற்று ஆணையத்தில் செலுத்தாமல் தமிழக அரசு செலவழித்து விட்டது.

இதனைத் திருப்பித் தர வேண்டும் என்பதுடன் பழைய ஓய்வூதியத் திட்டமே தொடர வேண்டும், புதிய ஓய்வூதியத் திட்டம் வேண்டாம் என்றுதான் ஊழியர்கள் கூறி வருகின்றனர். புதிய ஓய்வு ஊதியத் திட்டத்தை மறுபரிசீலனை செய்ய சாந்தா ஷீலா நாயர் தலைமையில் கடந்த 2016-ம் ஆண்டு ஒரு குழு அமைக்கப்பட்டது. அந்த குழுவுக்கு நான்குமுறை காலக்கெடு நீடிக்கப்பட்டபோதிலும், எந்தவிதப் பரிந்துரையையும் செய்யவில்லை.





முடிவு எடுக்காத குழு

இதனிடையே சாந்தா ஷீலா நாயர் ஓய்வு பெற்று விட்டதால், கடந்த ஜூலை மாதம் ஶ்ரீதர் குழுவின் தலைவராக நியமிக்கப்பட்டார். இந்தக் குழுவின் தலைவர் ஶ்ரீதரை அரசு ஊழியர்கள் சங்கப் பிரதிநிதிகள் சிலர் சந்தித்தபோது, புதிய ஓய்வு ஊதியத் திட்டத்தில் உள்ள குறைபாடுகளை மட்டும் களைய உள்ளதாகத் தெரிவித்திருக்கிறார். புதிய ஓய்வூதியத் திட்டமே வேண்டாம் என்று அரசு ஊழியர்கள் கோரிக்கை வைக்கும் நிலையில், அதற்கு மாறாக அந்தத் திட்டத்தில் உள்ள குறைகளை மட்டுமே ஆய்வு செய்து, அதே திட்டத்தை பரிந்துரை செய்யப்போவதாக ஶ்ரீதர் கூறியது அரசு ஊழியர்களை அதிர்ச்சியடைய வைத்துள்ளது.

இதனால், மீண்டும் ஒரு போராட்டத்தை அறிவித்து, திங்கள் கிழமை முதல் காலவரையற்ற வேலை நிறுத்தத்தில் அரசு ஊழியர்கள் ஈடுபட்டுள்ளனர். அவர்களின் கோரிக்கைகள் எல்லாம் பழைய ஓய்வூதியத் திட்டத்தை செயல்படுத்த வேண்டும் என்பதில்தான் இருக்கிறது.

முதல்வரின் கோரிக்கை

அரசு ஊழியர்களின் சங்கப் பிரதிநிதிகள் கடந்த சில நாள்களுக்கு முன்பு ஈரோட்டில் முதல்வர் எடப்பாடி பழனிசாமியைச் சந்தித்துப் பேசினர். கோரிக்கைகளைப் பரிசீலித்து உரிய நடவடிக்கை எடுக்க வேண்டும் என்று அவரிடம் கூறியிருக்கின்றனர். ஆனால், நவம்பர் 30-ம் தேதி வரை பொறுத்திருக்கும்படி முதல்வர் அவர்களிடம் சொல்லியிருக்கிறார். நவம்பர் 30-ம் தேதி புதிய ஓய்வு ஊதியத்திட்டம் குறித்துதான் அறிக்கை வெளியிட உள்ளனர். எனவே, அதைத் தடுக்கும் வகையில்தான் இப்போதே போராட்டத்தை முன்னெடுத்துள்ளோம் என்று அரசு ஊழியர்கள் சங்கங்கள் அறிவித்துள்ளன.

அரசு ஊழியர்களுக்கு நோட்டீஸ்

இந்தச் சூழலில் எப்படியும் அரசு ஊழியர்களின் போராட்டத்தை ஒடுக்க வேண்டும் என்று தமிழக அரசு நினைக்கிறது. ஆனால்,கோரிக்கைகள் நிறைவேறும் வரை போராட்டத்தைக் கைவிடப்போவதில்லை என்று அரசு ஊழியர்கள் உறுதிபடத் தெரிவித்துள்ளனர். வேலை நிறுத்தத்தில் ஈடுபடும் ஒரு லட்சம் ஊழியர்களுக்கு நோட்டீஸ் அனுப்ப வேண்டும் என்று மாவட்ட ஆட்சியர்களுக்கு அரசு உத்தரவிட்டுள்ளது. நோட்டீஸ் அனுப்புவதாகக் கூறி மிரட்டுவதால் மட்டும் எங்கள் போராட்டம் ஓய்ந்து விடாது. எந்த வித அடக்குமுறைக்கும் அஞ்சமாட்டோம் என்று நம்மிடம் பேசிய அரசு ஊழியர்கள் சங்கத்தின் நிர்வாகிகள் கூறினர்.

புதிய ஓய்வு ஊதியத்திட்டத்தை கைவிடுதல், ஊதிய முரண்பாட்டுக்குத் தீர்வு காணுதல், ஊதிய உயர்வு அமல்படுத்துவதற்கு முன்பாக இடைக்கால நிவாரணமாக 20 சதவிகிதம் தொகை வழங்கபட வேண்டும் ஆகிய கோரிக்கைகளுக்கு இப்போது உடனடியாக நிதி ஒதுக்கி அமல்படுத்த வேண்டும் என்று ஊழியர்கள் கேட்கவில்லை. அரசின் நிலைப்பாட்டை உறுதியான அறிவிப்பாக வெளியிட வேண்டும் என்பதுதான் அவர்களின் கோரிக்கையாக இருக்கிறது. ஆனால், உறுதியான அறிவிப்புகளைக் கூட வெளியிடாமல் அரசு தடுமாற்றத்தில் இருக்கிறது.

“கடந்த பத்து ஆண்டுகளில் சராசரியாக 30 அரசுப் பள்ளி மாணவர்கள் மருத்துவம் படிக்கச் சேர்ந்துள்ள நிலையில், இந்த ஆண்டு நீட் தேர்வின் வழியாக அரசுப் பள்ளியில் படித்த வெறும் ஐந்து மாணவர்கள் மட்டுமே வாய்ப்புப் பெற்றிருக்கிறார்கள்'' என்று மருத்துவக் கல்வி இயக்ககத்தின் உயர் அதிகாரி தெரிவித்துள்ளார். இந்த ஆண்டு ஒற்றை இலக்கத்தில் இடம் கிடைத்திருப்பது அதிர்ச்சியாக இருக்கிறது.

தமிழ்நாட்டில் மொத்தம் உள்ள 3,534 இடங்களில், மாநிலப் பாடத்திட்டத்தில் படித்த 2,314 பேருக்கும், சி.பி.எஸ்.இ மற்றும் இதர பாடத்திட்டத்தில் படித்த 1,220 பேருக்கும் இடம் கிடைத்திருக்கிறது. 2,314 பேரில் தனியார்ப் பள்ளியில் படித்த 2,309 பேர், மருத்துவப் படிப்பு படிக்க உள்ளனர். அதாவது 99.9 சதவிகிதம் பேர் தனியார்ப் பள்ளியில் படித்தவர்கள். அரசுப் பள்ளியில் படித்த 0.14 சதவிகிதம் பேருக்கு மட்டும் இடம்கிடைத்திருக்கிறது.

அரசுப் பள்ளியில் படித்த ஐந்து பேரில் இரண்டு பேருக்கு அரசு மருத்துவக் கல்லூரியிலும், மீதி மூன்று பேருக்கு சுயநிதி மருத்துவக் கல்லூரியிலும்தான் இடம் கிடைத்திருக்கிறது. அரசு மருத்துவக் கல்லூரியில் இடம் கிடைத்த இரண்டு பேரில் ஒருவர் தருமபுரி மருத்துவக் கல்லூரியிலும், மற்றொருவர் சிவகங்கை மருத்துவக் கல்லூரியிலும் சேர்ந்திருக்கிறார்கள். ஐந்து பேரில் இரண்டு பேர் மாணவர்கள்; மூன்று பேர் மாணவிகள்.

கடந்த ஆண்டுகளில், மருத்துவ மாணவர் சேர்க்கையில் ஏற்கெனவே படித்து முடித்தவர்கள் இடம்பெற முடியாத நிலை இருந்து வந்தது. ஆனால், கடந்த ஆண்டு மாநிலப் பாடத்திட்டத்தில் படித்த 1,004 பேருக்கு இடம் கிடைத்திருக்கிறது. இதன்மூலம் ஓராண்டு பயிற்சி பெற்றவர்கள் பெருமளவில் மருத்துவ இடங்களைப் பெற்றிருக்கிறார்கள். அதாவது, 2016-17-ம் கல்வியாண்டில் +2 படித்தவர்கள் 1,310 பேருக்கு மட்டுமே இடம் கிடைத்திருக்கிறது.

கடந்த ஆண்டு சி.பி.எஸ்.இ பாடத்திட்டத்தில் படித்த 30 மாணவர்களுக்கு மட்டுமே இடம் கிடைத்த நிலையில், இந்த ஆண்டு 1,220 மாணவர்களுக்கு மருத்துவம் படிக்க வாய்ப்பு கிடைத்திருக்கிறது. இதில் கடந்த ஆண்டு படித்த 351 மாணவர்களும் அடக்கம்.



வெளி மாநிலத்தில் பணியாற்றும் தமிழகத்தைச் சேர்ந்தவர்களின் பிள்ளைகள் 422 பேருக்கு இடம் கிடைத்திருப்பதுதான், மற்றுமோர் அதிர்ச்சித் தகவல். இதுவரை வெளி மாநிலத்தில் பணியாற்றுபவர்களின் பிள்ளைகள் தமிழக மருத்துவப் படிப்பில் சேராத நிலையில் இந்த ஆண்டு நீட் தேர்வின் மூலம் 12 சதவிகித இடங்களை நிரப்பியிருக்கிறார்கள். தமிழ்நாட்டில் பணியாற்றும் வெளி மாநிலத்தைச் சேர்ந்தவர்களின் பிள்ளைகள் 28 பேருக்கும் இடம் கிடைத்திருக்கிறது.

இந்த ஆண்டு, பெருநகரங்களில் படித்த மாணவர்களுக்கு அதிக அளவில் இடம் கிடைத்திருக்கிறது. உதாரணத்துக்கு, கடந்த ஆண்டு சென்னையைச் சேர்ந்த மாணவர்கள் 113 பேர் மட்டுமே சேர்ந்திருக்கிறார்கள். ஆனால், இந்த வருடம் 471 பேர் மருத்துவக் கல்லூரியில் சேர்ந்திருக்கிறார்கள். இதைப்போலவே, கோயம்புத்தூர் 182, சேலம் 192, மதுரை 179, திருநெல்வேலி 162 பேர், காஞ்சிபுரம் 140, திருவள்ளூர் 158 பேர், வேலூர் 153 பேரும் மருத்துவம் படிக்க வாய்ப்புப் பெற்றிருக்கிறார்கள்.

கடந்த ஆண்டுகளில் நாமக்கல் மாவட்டத்தைச் சேர்ந்த 957 பேர், தருமபுரியைச் சேர்ந்த 225 பேர், கிருஷ்ணகிரியைச் சேர்ந்த 338 பேர் என 50 சதவிகித இடத்தை நிரப்பியிருக்கிறார்கள். ஆனால், இந்த ஆண்டு மூன்று மாவட்டங்களையும் சேர்த்து 273 பேருக்கு மட்டுமே இடம் கிடைத்திருக்கிறது. கடந்த ஆண்டுடன் ஒப்பிடும்போது நாமக்கல், தருமபுரி, கிருஷ்ணகிரி மாவட்டத்தைத் தவிர, இதர மாவட்டங்களிலிருந்து அதிக அளவில் மருத்துவக் கல்லூரியில் சேர இடம் கிடைத்திருப்பது ஆறுதலான விஷயமாக இருந்தாலும், கிராமப்புற மாணவர்களுக்கு வாய்ப்புகள் கிடைக்கவில்லை என்பது தெளிவாகத் தெரிகிறது.

`தமிழ்நாடு மாணவர்களுக்குக் கடந்த ஆண்டு மட்டும் விலக்கு' என்று உச்ச நீதிமன்றம் தீர்ப்பு வழங்கிய நிலையில், தொடர்ந்து விலக்குப் பெறுவோம் என்று தமிழக அரசு தவறான நம்பிக்கையை ஏற்படுத்தியதும், மாற்று ஏற்பாடு செய்யாததுமே தற்போதைய பின்னடைவுக்குக் காரணம்.

கட்சிப் பொதுக்கூட்டம் முதல் கண்ணீர் அஞ்சலி வரை தமிழகத்தில் அனைத்துக்குமே போஸ்டர்தான். அதுவும் சென்னையில் போஸ்டர் கலாசாரம் சற்று அதிகம். தமிழகத்தின் தலைநகரம் என்பதால், இங்கு போஸ்டர்களுக்குப் பஞ்சமில்லை. சினிமா போஸ்டர்கள், அரசியல் கட்சிகளின் போஸ்டர்கள், கண்ணீர் அஞ்சலி போஸ்டர்கள், வாரப் பத்திரிகைகளின் போஸ்டர்கள் என்று தொடங்கிய போஸ்டர் கலாசாரம் தற்போது மூலம், பௌத்ரம், ஆண்மைக்குறைவு, வேலை வாய்ப்பு போஸ்டர் என்று விரிவடைந்துள்ளது.

"நமக்கு 20 வருஷமா இதான் வேலை தம்பி. 11 மணி போல வேலை ஆரம்பிப்போம். ஐஸ் அவுஸ்லதான் நம்ம ஆபீஸ். அங்கிருந்து அப்டியே மயிலாப்பூர், திருவான்மியூர் வரை போஸ்டர் ஒட்டுவோம். நம்ம கம்பெனில இந்தப் பத்திரிகை போஸ்டர் ஆர்டர்தான் எடுப்பாங்க. அதனால பிரச்னை இல்லை. பத்திரிகை போஸ்டர் ஒட்றப்ப யாரும் நம்மளை கேள்வி கேட்க மாட்டாங்க.

வேகவேகமாக போஸ்டர் ஒட்டிக்கொண்டிருந்த டெல்லி பாபுவிடம் பேச்சுக் கொடுத்தோம், "நான் ப்ளஸ் டூ படிச்சுட்டு, லேப் டெக்னீஷியனா வேலை செஞ்சுட்டு இருந்தேன். சில காரணங்களால அந்த வேலைய விட்டுட்டு, ஆட்டோ ஓட்ட வந்தேன். ஆனா, அங்கயும் ஓலா, ஊபர் வந்து பொழப்புல மண்ண வாரிப் போட்ருச்சு. அதனால, போஸ்டர் ஒட்ட வந்துட்டேன். இப்ப எங்க கம்பெனிலயே ஆட்டோ ஓட்டிட்டு, போஸ்டரும் ஒட்டிட்டு இருக்கேன்" என்றார்.

Nannaya varsity secures 12-B status

Rajamahendravaram: University Grants Commission (UGC) has accorded '12-B' status to Nannaya University. 12-B status will help the varsity to strengthen its financial position which will in turn aid its overall development.

In the year 2006, the then Congress government established eight varsities in the state, of them now Nannaya university obtained 12-B status. Nannaya university is one of the biggest institutions with 460 colleges and 1.50 lakh students in East and West Godavari districts.

The university is offering as many as 32 post-graduate courses and manning one engineering college. B.ED college, arts and commerce college and science and technology college.

Addressing a press conference at his office vice-chancellor Prof. Murru Mutyala Naidu has said that it was a milestone in the history of the varsity. “There will be abundant opportunities to develop the university,” he added.

UGC sanction funds for research programmes, seminars, study tours, foreign trips relating to research programmes etc. UGC sanctions an amount of Rs 5 lakh to Rs 5 crore for research programmes.

“Now our endeavour is to get NAAC recognition as we secured 12-B status. We have initiated steps to get one research programme to each faculty, which also enhances their knowledge,” the V-C informed.

Now sky is the limit for the development of the university and hostel buildings, college buildings, stadium etc also be constructed with the funds.

‘Courts not barred from staying probe in corruption cases’

Neither law nor interpretations of the Prevention of Corruption (PC) Act, 1988, by the Supreme Court have imposed any bar on courts from staying investigation in corruption cases, it was contended before the High Court of Karnataka on behalf of former Chief Minister B.S. Yeddyurappa.

The court, on Tuesday, heard the petitions filed by Mr. Yeddyurappa questioning registration of two cases against him for alleged corruption in exclusion of around 207 acres of land notified for acquisition.

Senior Counsel C.V. Nagesh, appearing for Mr. Yeddyurappa, contended that Section 19(3) (c) of the Act “only bars courts from staying proceedings initiated under the PC Act” and proceedings under the Act commence only after designated courts either take cognisance of an offence in warrant cases or frame charges after submission of charge sheet by the investigating agency. He also pointed out that the investigation of corruption cases is conducted as per the procedure under the Code of Criminal Procedure (Cr.PC) like in any other criminal cases as the PC Act does not prescribe any procedure for investigation.

Since the “process of investigation” does not fall under the ambit of the PC Act, Mr. Nagesh contended that courts are not barred from staying investigation, which is covered under the Cr.PC and not the PC Act.

Citing verdicts of the Supreme Court that ordered expediting of trials in corruption cases, Mr. Nagesh said that the apex court had repeatedly reiterated the bar imposed on courts from staying the trials of corruption cases and has not restrained any court from staying the investigation.

How NEET nixed their chances

Students from four districts fared badly in the exam

Over the last decade or so, four districts emerged as the top educational districts of the State, if the measure of success was entry of students into professional courses. The four districts in the western region — Namakkal, Dharmapuri, Krishnagiri, and Erode — renowned for their extra-rigorous coaching techniques have been attracting students in large numbers.

Also, over the years, these districts seem to have accounted for most number of students who secured MBBS and BDS seats in various government colleges across the State. This year, however, when the criteria for admission was NEET, the number of students who secured MBBS/BDS seats in these districts fell rather dramatically — to 373 from 1,750 in 2016.

“Though these districts are sometimes called backward, it certainly is not the case when it comes to education. These schools work on a blueprint geared towards propelling a student towards a seat in an engineering or medical college, and have even found great success with this technique,” says a Health Department official.

The blueprint includes ignoring the Class XI syllabus and vaulting straight into Class XII, with a particular approach to cracking the board exam. With Tamil Nadu admitting students to professional engineering and medical colleges based on these marks, the entire system was geared towards producing successful candidates in this very task.

Namakkal, for instance, in 2016, had the highest number of students who had got admission into MBBS/BDS at 957. It also has 13 schools that send more than 20 students to do medicine every year. This year, that number has dropped to 109, and the number of schools that have sent over 20 students is at three. The other three districts send only a fraction of Namakkal's 957 students, but their numbers are in several 100s too.

An education department official in Krishnagiri makes no bones about it: “NEET is the reason.” Students were either unprepared or, under prepared to ace the entrance exam this year, he added.

K. Murugan, who runs a coaching centre for Plus Two students at Mohanur, zeroed in on the nub of the issue: a majority of private schools skipped Class IX and Class XI syllabi regularly. With the NEET question paper containing questions from Class IX to XII, the students were naturally caught unawares, leading to their poor performance, he rationalised.

He reckoned it would take another couple of years to enable the students of Namakkal schools to gain their supremacy by performing well in the NEET.

Education Department officials in Erode agreed that there had been a decline in the number of students from the district being admitted to the MBBS course this year. They agreed that the root cause was the fact that class XI portions were ignored in these schools. Adding to this was the confusion over whether NEET would indeed be implemented in Tamil Nadu, one official said.

Even in instances where students from these districts did take up coaching for NEET, leaving out the class XI portions completely made the gulf too wide to bridge, educationists pointed out. Besides, as the issue continues to gain political and community level traction in Tamil Nadu, they urged that no confusion should prevail about the manner of admission into MBBS courses.

S. Palaniandi, chairman of the Subramanian Arts and Science College, Mohanur, Salem, also a retired teacher, called for employing teaching methods that would help students understand the subject, rather than promote rote learning, which cannot help a student tackle a competitive exam such as NEET. But he added, the government would do well to start NEET coaching centres across the State, so that the next batch of students is well equipped.

AIADMK meet removes Sasikala as general secretary

Nearly nine months after V.K. Sasikala was unanimously appointed interim general secretary of the AIADMK following then Chief Minister Jayalalithaa’s death, she was unseated from the post on Tuesday.

The general council of the AIADMK (Amma, PTA) convened under the joint leadership of Chief Minister Edappadi K. Palaniswami and his deputy O. Panneerselvam adopted a resolution nullifying all decisions taken by Sasikala from December 30, 2016 to February 15, 2017.

“Following an atmosphere of shock after Amma’s (Jayalalithaa’s) untimely death and concern, V.K. Sasikala was appointed as interim general secretary to attend to routine party work.

“This general council unanimously resolves to cancel her [Sasikala’s] appointment made on December 29, 2016. (It also) resolves that all those appointments and removals made by her between December 30, 2016 and February 15, 2017 are not valid,” the council resolution said.

Not expelled

The resolution, which did not assign any reason for ousting Sasikala from the top post, however, did not expel her from the party. She is currently serving a four-year prison term in Bengaluru following her conviction in a disproportionate assets case.

The general council, held at a marriage hall in Vanagaram on the outskirts of Chennai, also unanimously decided to abolish the post of general secretary of the party. All the powers enjoyed by the general secretary have been vested with the party coordinator and co-coordinator, two newly created posts.

Adopting a resolution, the ‘general council’ reasoned that nobody else could fill the post once held by “two great leaders” — MGR and Jayalalithaa. And hence the post of general secretary was done away with and Rule 43 of the party’s by-laws amended to this effect.

New chapter for party

Originally, this rule had mentioned that though the general council would have powers to frame, amend or delete any rule of the party constitution, the stipulation that the general secretary should be elected only by all the primary members of the party “cannot be changed or amended” since it formed the basic structure of the party.

The change heralds a new chapter in the history of the 45-year-old AIADMK, which has functioned as per the diktats of a single leader, be it founder M.G. Ramachandran or his successor Jayalalithaa.

A resolution was adopted ratifying the decision taken a few weeks ago to make Deputy Chief Minister O. Panneerselvam and Chief Minister Edappadi K. Palaniswami coordinator and co-coordinator of the unified party respectively. The coordinator and co-coordinator would be joint signatories of authorisation forms to be submitted to the Election Commission. Sasikala’s decision to anoint her nephew T.T.V. Dhinakaran as deputy general secretary of the party before she went to jail also stood invalidated.

Mr. Dhinakaran’s appointments to party positions and removing existing office bearers were declared “invalid” and “not in consonance with the party’s by-laws.”

Dhinakaran’s caveat

However, Mr. Dhinakaran told journalists in Madurai that the Madras High Court had made it clear on Monday that all decisions taken at the general council meeting would be subject to the final outcome of a petition challenging the validity of the meeting itself.

The meeting was attended by all important leaders of the two factions and the entire proceedings were concluded in three hours.

Out of nearly 2,300 members of the general council, 90% took part in the meeting, sources in the party claimed.

The appointment of former Ministers K.P. Munusamy and R. Vaithilingam as deputy coordinators was also approved by the general council.

HC summons leaders of striking teachers, staff

Madurai: The Madurai bench of the Madras high court on Tuesday directed the representatives of the Joint Action Council of Teachers Organisation and Government Employees Organisation representatives to appear before it on September 15 for disobeying a court order. The court also said that summons for their appearance should be given to them through the police commissioner of Greater Chennai.

The division bench of justices K K Sasidharan and G R Swaminathan gave this direction on a contempt petition filed by advocate T Sekeran from Madurai.

The petitioner's counsel said that the court had on September 7 had passed an order granting injunction restraining the joint action committee of Tamil Nadu Teachers Organisation - Government Employees Organisation, Tamil Nadu Government Employees Association, Tamil Nadu High Schools, Higher Secondary Schools Graduate Teachers Organisation and Tamil Nadu Primary Schools Teachers Organisation from resorting to the method of strike for redressal of their grievances in contravention of Rule 22 of the Tamil Nadu Government Servants Conduct Rules, 1973.

But, the associations violated the court order by continuing the strike, which amounts to contempt of court, the counsel said. The government said that adhering to the court direction, it issued a statement instructing the teachers to abandon their strike. However, a group of associations continued. Following it, the court sought appearance of the association representatives before the court.

WASHINGTON: A large number of Indian-Americans in Florida have decided to stay back despite US officials calling for a mandatory evacuation ahead of hurricane Irma's landfall on the coastal parts of the state.

As hurricane Irma barrelled towards Florida, Indian-Americans, who own a large number of hotels in Florida, have opened up their properties for people in need, so have temples and community places, with Indian non-profit organisations like Sewa preparing to provide food and necessary essentials to those effected by the storm.

"We have put the shutters, made all the precautions for any onslaught of the hurricane, because we have gone through these types of hurricanes every two years, so we know how to prepare," said Vivek Swaroop, who has his own consultancy business in Fort Lauderdale area of Florida, where a mandatory evacuation has been ordered.

According to the 2010 census, the Miami-Fort Lauderdale- West palm Beach area of Florida -- which is likely to be the worst affected part after Irma's expected landfall tomorrow morning, have an Indian American population of more than 40,000.

Swaroop said there was a lot of anxiety among Indian-Americans.

"Most of the Indian Americans that I know of, have barricaded their houses with shutters and essentials. Some of them who live on the East Side, which is near the ocean, have vacated," he said.

Hotelier Danny Gaekwad said that most of the Indians are well off and live in good quality single-family homes, which can easily withstand wind speed up to 120 miles per hour.

Gaekwad, who himself lives in Ocala area of Florida, was busy in evacuation of some 200 campers from his campground to a hotel of his own.

Every hotel till several hundred miles out of Florida are full to their capacity, he said.

The government has asked for mandatory evacuation of more than 5.6 million people.

Gaekwad said Indian-American hoteliers have opened up their hotels for people.

Even banquet halls are being used to provide shelter to people who have left their homes.

Community leader Chandra Kant Singhania, from Miami, said that most of Indian-Americans have decided to stay in their homes and are taking all precautions to stay safe.

"They are not leaving the city," he said.

However, not all are staying put with a number of Indian- Americans leaving their homes for safer places, as far as Las Vegas and New York.

Many like Satya Shaw are not taking chances.

"it took me 24 hours to convince my wife. Tomorrow is going to be a disaster. We are not staying here," he said, soon after he booked a 4pm flight out of Tampa.

The airport shuts down at 8pm.

"It is dangerous to stay here," Shaw said, adding that he has offered his house for others to take shelter while he is away.

However, for his friend Chandra Kant Patel, a resident of Tampa, it is too late to leave.

"Till yesterday, we were told Miami area would be the worst affected. Now we are being told the hurricane is moving towards Tampa," said Patel, who has a local manufacturing business.

Having taken all the precautions to stay safe, Patel feels that the businesses of Indian-Americans like him would be worst hit as a result of hurricane Irma.

As per 2010 census, Florida has more than 128,000 Indian-Americans.

Many temples and community centres have been opened up for shelter. Some of the temples in Florida and other neighbouring states were conducting special prayers.

"Looking at the frequency of natural disasters recently hitting our American continent, where we have enjoyed overwhelming freedom to practice and pursue our respective faiths and plurality, it behooves to hold 'havans' and prayer services for the well being of our fellow citizens affected by the calamities," said Subhash Razdan of the Gandhi Foundation USA.

Irma "is a storm of absolutely historic destructive potential", Trump said in his weekly address.

"I ask everyone in the storm's path to be vigilant, and to heed all recommendations from government officials and law enforcement," he said.

Madras HC grants bail to doctor, directs him to hoist national flag for a week

VELLORE: The Madras high court has granted bail to medical officer (MO) of the Government Hospital in Ambur Dr A Kennedy in a case filed against him for allegedly insulting the national flag, with a condition that he hoists the national flag for a week.

Dr Kennedy approached the high court seeking bail in connection with the case filed against him for allegedly insulting the national flag during an Independence Day programme held on the premises of the GH on August 15.

When the national anthem was hoisted and the national anthem being sung, Dr Kennedy was seen talking over the phone. The video of the government doctor speaking over the phone was circulated on the social media.

Following this, former councillor of Ambur municipality Suresh Babu filed a complaint with the Ambur town police.

Acting on the complaint, the police registered a case under Section 2 of the Prevention of Insults to National Honour Act 1971 against him on charges of disrespecting the national anthem and flag. Dr Kennedy went on leave following the incident.

He surrendered before the HC and filed a petition seeking bail.

HC judge Justice P N Prakash directed the petitioner to hoist the national flag every day at 10am for a week at the Ambur Government Hospital and salute the flag and sing the national anthem. The respondent (Ambur Town police) has been directed to monitor this and report to the judicial magistrate in Ambur daily, reads the HC order.

Adhering to the court order, the MO of the Ambur GH hoisted the national flag on Tuesday in the presence of police personnel.

Chennai: One in five people in Chennai, a majority of them vegetarians, has a Vitamin B12 deficiency, according to data analysis of diagnostic laboratory Metropolis Healthcare. Tests results of more than 3 lakh samples, including 2 lakh women, showed that more than 15% of the population across nine cities did not have adequate quantity of vitamin 12.

The energy vitamin is the powerhouse that helps the body generate DNA, nerve and blood cells besides helping the brain stay healthy and boosting immunity. The body obtains vitamin B12 from animal-based foods like eggs, meat, shellfish, dairy or other supplements. The body needs to retain this vitamin through periodic consumption of vitamin B12-rich foods, as it is not designed to replenish or store the vitamin for a long time, according to Dr Kirti Chadha, head, Global Reference Laboratory, Metropolis Healthcare.

The analysis, conducted across nine cities, records vitamin B12 deficiency in 20% of those tested with Ahmadabad recording 27.94%, while Indore and Delhi recording 26.87% and 26.58% respectively. Although Chennai was ranked eight after Mumbai, 18.25% of the population tested were found to be deficient.

Besides diet, increasing age makes it difficult for the body to absorb Vitamin B12 people above the age of 50, suffering from celiac disease or other digestive problems push up the risk of developing this deficiency. "It also becomes harder if one has had a weight loss surgery or any other surgery of the stomach. Drinking heavily or taking acid-reducing medications for a long time also affects the absorption of Vitamin B12," Dr Chadha said.

Although anaemia, common among women, puts them at higher risk, statistics showed that the deficiency was more common among men compared to women. "It is probably because women come for opportunistic screening at least once during pregnancy. They are warned about B12 deficiency. The treatment for vitamin B12 or folate deficiency anemia depends on the cause of the condition. They receive injections, tablets or supplements as treatment," said senior gynaecologist Dr Nazira Sadique, from Cloudnine.

கடந்த ஆண்டில் மட்டும் உலகம் முழுக்க கிட்டத்தட்ட 10 லட்சம் தற்கொலைகள். பெரும்பாலானோர் 15-ல் இருந்து 29 வயதுடையோர். 15 வயதில் ஒரு வளரிளம் குழந்தை தற்கொலையைப் பற்றிச் சிந்திக்கிறது என்பதையே நம் மனதால் ஏற்க முடியவில்லை. ஆனால், அதிகபட்சத் தற்கொலைகள் இந்த வயதில்தான் நிகழ்கின்றன. “எனக்கு ரொம்ப ஸ்ட்ரெஸ்ஸா இருக்கு’’ என ஏழெட்டு வயது மகனோ / மகளோ சொல்லும்போது, அது நமக்கு நகைப்புக்கு உரியதாக இருக்கிறது. அந்த வார்த்தைகளின் பின்னுள்ள ஆழ்ந்த மனவலியை நாம் உணரத் தவறுகிறோம்.

தற்கொலை எண்ணம் இருப்பதாக ஒருவர் சொல்லும்போது, ஒரு பலவீனமான மனிதருக்கு முன், நாம் மிகுந்த பலசாலியாக, வாழ்க்கையைப் புரிந்துகொண்டவராக, வாழ்க்கையின் மீதான பதற்றங்கள் அற்றவராக நம்மை நினைத்துக்கொள்கிறோம். அந்த மமதையில் தற்கொலையின் அவலம் குறித்து நீண்ட போதனையைப் பாதிக்கப்பட்டவரிடம் நிகழ்த்துகிறோம். அவரது பலவீனங்களை அவரிடமே பட்டியலிடுகிறோம். தற்கொலை ஒரு கோழைத்தனம் என்று பரிகசிக்கிறோம். தற்கொலை எந்தப் பலனையும் தரப்போவது இல்லை என்ற அரிய உண்மையை அவருக்கு அறிவிக்கிறோம்.

தற்கொலையைத் தடுக்க, பாதிக்கப்பட்டவரிடம் பேசுவது அத்தனை முக்கியமானது என நமக்குப் போதிக்கப்பட்டுள்ளது. எனவே, தற்கொலை எண்ணம் கொண்டோரிடம் நாம் பேசிக்கொண்டே இருக்கிறோம். ஆனால், எப்போதாவது கேட்பதற்குத் தயாராக இருந்தோமோ?

காது கொடுத்துக் கேட்டோமா?

மருத்துவராக வேண்டும் என்ற உணர்வுபூர்வமான கனவை பால்ய காலம் முதல் சுமந்து, அதற்காகக் கடினமாக உழைத்து, தன்னை முழுவதுமாகத் தகுதியாக்கிக்கொண்ட ஓர் எளிய குடும்பத்து மாணவியிடமிருந்து அவளது கனவை, லட்சியத்தை அடாவடியாகப் பறிக்கும்போது, “ப்ளஸ்-டூவில் மதிப்பெண் நிறைய வாங்க வேண்டும் என்றார்கள். வாங்கினேன். நீட் என்றால் என்னவென்றே எனக்குத் தெரியாது” என்று அந்த மாணவி கதறுகிறாள். அந்த வலிமிகுந்த குரலை நாம் எத்தனை வாஞ்சையுடன் காது கொடுத்துக் கேட்டிருக்க வேண்டும்?

விளிம்புநிலை சமுதாயத்திலிருந்து ஒரு மாணவன், ஏராளமான எதிர்பார்ப்புகளோடு, ஒரு பல்கலைக்கழகத்தில் சேரும்போதும், அங்கு அவனுக்குச் சமத்துவமும் சுதந்திரமும் மறுக்கப்படும்போதும்; பாரபட்சங்கள் ஒரு கூரிய கத்தியாக அவனின் லட்சியவாதக் கனவுகளுக்கு முன் தொங்கும்போதும் “என்னைப் போல ஒடுக்கப்பட்ட மாணவர்கள், இது போன்ற பல்கலைக்கழகங்களில் சேரும்போதே கொஞ்சம் விஷமும், உறுதியான கயிறும் தந்துவிட்டால் மறுக்கப்பட்ட அவர்களது உரிமைகளைத் தங்களது மரணத்தில் தேடிக்கொள்வார்கள்” என்று சொன்னபோதே நாம் காது கொடுத்துக் கேட்டிருந்தால் அதே போன்ற ஒரு உறுதியான கயிற்றில் அவன் தூக்கு மாட்டிக்கொண்ட அவலத்தைத் தடுத்திருக்கலாமே?

நிச்சயமற்ற பருவநிலைகளை நம்பியிருக்கும் விவசாயத்தில், வாழ்வாதாரம் முழுவதையும் முதலீடு செய்யும் விவசாயி, ‘பருவமழை தவறும்போதும் அரசாங்கம் முன்னெப்போதையும்விட தீவிரமாக எங்களை அரவணைக்க வேண்டும்; எங்களின் குறைந்தபட்ச வாழ்வாதாரத்தையாவது உறுதிசெய்ய வேண்டும்’ எனச் சொல்லும்போது நமது காதுகளைத் திறந்து வைத்திருந்தால், வருடத்துக்குக் கிட்டத்தட்ட 20,000 விவசாயிகளின் தற்கொலைகளைத் தடுத்திருக்கலாமே?

மதிப்பெண்களின் மீதான கிளர்ச்சியில், நம் குழந்தைகள்மீது நாம் வைத்திருக்கும் போலியான மதிப்பீடுகளின் அழுத்தம் தாங்காமல் அவர்கள் கதறும்போது நாம் செவி கொடுத்துக் கேட்டோமா?

அந்தக் கணத்தில் ஒரு ஜீவன்...

எந்தப் பிரச்சினைக்கும் தற்கொலை தீர்வல்ல என்பது தற்கொலையாளர்களுக்கும் தெரியும். பிரச்சினை தீர்ந்துவிடும் என்று நினைத்து அவர்கள் உயிரை மாய்த்துக்கொள்வது இல்லை. பிரச்சினையை எதிர்கொள்வதற்கான நம்பிக்கைகள் இருண்டுபோன தருணத்திலேயே அவர்கள் தங்கள் உயிரை மாய்த்துக்கொள்கின்றனர். ஒருவேளை, அந்தக் கணத்தில், அவர்களின் மனவலியை இறக்கி வைக்க; அவர்களின் வேதனையைப் பகிர்ந்துகொள்ளத் தோழமையான ஒரு ஜீவன் அருகில் இருந்திருந்தால் அந்தத் தற்கொலை முடிவு கைவிடப்பட்டிருக்கலாம்.

ஆரோக்கியமான சமூகமாக நாம் தோல்வி அடைந்துவிட்டதைத்தான் ஒவ்வொரு தற்கொலையும் நமக்கு உணர்த்துகிறது. நாமோ, நம் தோல்விகளை ஒப்புக்கொள்வதேயில்லை. மாறாக, தற்கொலை செய்துகொண்டவர் மீதே அதற்கான பழியையும் சுமத்திவிடுகிறோம். குற்றவுணர்ச்சியின் சிறு எச்சம்கூட நம்மீது படிவதை நாம் விரும்புவதில்லை. நம்மைப் பொறுத்தவரையில் அத்தனை தற்கொலையும் ஒன்று. வேறு வேறு புறக்காரணங்கள் சொல்லப்பட்டாலும் தனிப்பட்ட பலவீனங்கள் மட்டுமே அவற்றுக்கெல்லாம் முதன்மையான காரணம் என்று நம்புகிறோம். இந்த சிந்தனை ஓட்டம் மாறாத வரை தற்கொலைகளை நம்மால் தடுக்கவே முடியாது.

வாழ்க்கையின் மீதான மற்றும் வாழ்தலின் மீதான தீராத காதலில் இருக்கும் ஒரு மனிதர், துரோகத்தின் அல்லது ஏமாற்றத்தின் பொருட்டுத் தற்கொலையை நாடிச் செல்வதையும், வாழ்க்கையின் மீதான வெறுப்பில் ஒருவர் மரணத்தை நாடிச் செல்வதையும் நாம் எப்படி ஒரே அளவில் மதிப்பிட முடியும்? சுதந்திரமும் சமத்துவமும் நீதியும் வாழ்வாதாரங்களும் வாய்ப்புகளும் ஒரே மாதிரி இல்லாத ஒரு சமூகத்தில், தற்கொலைகளுக்கு மட்டும் எப்படி ஒரே மாதிரியான காரணத்தைச் சொல்ல முடியும்?


சமூகத்தின் தோல்வி

“தற்கொலை என்பது தனிமனித பலவீனம் அல்ல, அது ஒரு சமூகத்தின் தோல்வி. ஒவ்வொரு தற்கொலையிலும், சமூகம் ஏதோ ஒரு வகையில் தனது சித்தாந்தத்திலும் அடிப்படைக் கட்டுமானத்திலும் தோல்வி அடைகிறது. அதனால் ஒவ்வொரு தற்கொலையிலிருந்தும் படிப்பினைகளை எடுத்துக்கொண்டு அந்தச் சமூகத்தை மீள்கட்டுமானம் செய்வது அவசியம்” என்றார் தத்துவவியலாளர் எமில் டர்க்கெம்.

ஆனால், நாம் ஒவ்வொரு தற்கொலையையும் தனிமனித பலவீனமாக நிறுவுவதில் மெனக்கெட்டுக்கொண்டிருக்கிறோம். ஒரு தனிமனிதரின் மூளையில் ஏற்படும் சமநிலையற்ற வேதிமாற்றங்களையே அத்தனை தற்கொலைகளுக்கும் காரணம் என்று நிறுவ முயல்கிறோம். தற்கொலை செய்துகொள்பவர்களில் சுமார் 20% பேர் ஏதாவது ஒரு மனநோயால் பாதிக்கப்பட்டிருக்கிறார்கள் என்பது உண்மைதான். ஆனால், எல்லா தற்கொலைகளுக்கும் மனநோயைக் காரணமாக்குவது ஆபத்தானது.

நமது சுயநலம்

மனநோயும், தனிமனித பலவீனங்களும்தான் எல்லா தற்கொலைகளுக்கும் காரணம் என நாம் சொல்வதில் ஒரு சுயநலம் இருக்கிறது. அதில் நமக்குப் பங்கில்லை என்று குற்றவுணர்ச்சியின்றிக் கடந்து போகலாம். “நான் அப்போதே அவனிடம் அவ்வளவு அறிவுரை சொன்னேன், கேட்டானா?” என அங்கலாய்க்கலாம்.

தற்கொலையை நோக்கிய நீண்ட பாதையில், ஒருவர் அவ்வளவு தனியாக நடந்து வரும்போது, அவரின் கரங்களைப் பற்றிக் கருணையுடன், அவரது வேதனைகளைக் கேட்பதற்கு நாம் தயாராக இல்லாத பட்சத்தில்... நம்பிக்கையின் சிறு வெளிச்சத்தையாவது நம்மால் அவருக்குத் தர இயலாத பட்சத்தில்... நாம் சொல்லும் எந்த அறிவுரையும் அவரது அந்தப் பயணத்தை தடுக்கப்போவதில்லை.

அன்பு, பரிவு, பாசம், ஆதரவு போன்ற உணர்வுகளை ஒரு மனிதர் இன்னொரு மனிதரிடம்தான் எதிர்பார்க்க முடியும். ஒரு சமூகத்தின் கட்டமைப்பே, சக மனிதர்களின் சுயநலமற்ற அன்பிலும் இணக்கத்திலும்தான் இருக்கிறது. இங்கு ஒருவர் தன்னை நிராதரவாக உணரும்போது, பிறழ்வான அவரது மனம்தான் அதற்குக் காரணமாய் இருக்க வேண்டும் என்ற அவசியம் இல்லை. பிறழ்வான சமூக அமைப்புதான் முக்கியமான காரணம். முதிர்ச்சியான குடிமைச் சமூகம், ஒவ்வொரு தற்கொலையிலும் தன்னை சுயபரிசோதனை செய்துகொள்ள வேண்டும். அதற்கு நம் கேளா செவிகளைத் திறந்து வைக்க வேண்டும். ‘நாலு வார்த்தை’ பேசுவது முக்கியம் போலவே, ‘நாலு வார்த்தை’ பேசுவதைக் கேட்பதும் இங்கு முக்கியம்.

ஒரு நிமிடக் கட்டுரை: மாணவர் பசிதீர்க்கும் அட்சயப் பாத்திரம்!

ஆயிரக்கணக்கான மாணவர்களுக்கும் இளம் சிறார்களுக்கும் மதிய உணவு சமைத்துத் தரும் மிகப் பெரிய சமையல்கூடம் தெலங்கானா மாவட்டத்தின் ரங்கா ரெட்டி மாவட்டத்தில் உள்ள நரசிங்கி கிராமத்தில் தொடங்கி வைக்கப்பட்டிருக்கிறது. பெங்களூருவைச் சேர்ந்த ‘அட்சயபாத்ரா’ என்ற தன்னார்வத் தொண்டு நிறுவனத்தின் 33-வது சமையல் கூடம் இது. இதுவரை கட்டப்பட்ட சமையல் கூடங்களிலேயே இதுதான் பெரியது. மகளிர் சுய உதவிக் குழுக்களின் மூலம் நிர்வகிக்கப்படுகிறது.

ஒரு நாளைக்கு 35,000 பேருக்கு உணவு தயாரிக்கும் திறன்பெற்ற இந்த மையத்தைக் கட்டத் தொடங்கி வெகுவிரைவாகக் கட்டி முடித்திருப்பதை முன்னாள் மத்திய அமைச்சர்அபண்டாரு தத்தாத்ரேயா பாராட்டினார். பேங்க் ஆஃப் டோக்கியோ-மிட்சுபிஷி யு.எஃப்.ஜே. அளித்த ரூ.10.5 கோடி நிதியுதவியுடன், ஒன்பது மாதங்களுக்குள் மையம் கட்டிமுடிக்கப்பட்டிருக்கிறது. ரங்கா ரெட்டி மாவட்டத்தில் உள்ள 238 பள்ளிக்கூடங்களுக்கும் 366 அங்கன்வாடி மையங்களுக்கும் இந்த உணவு கொண்டு செல்லப்படும். இந்த மையம் அல்லாமல் பிற மையங்கள் மூலம் ‘அட்சயபாத்ரா’ தெலங்கானாவின் 880 பள்ளிக்கூடங்களில் படிக்கும் 95,585 மாணவர்களுக்கும், 27,000 அங்கன்வாடி பாலர்களுக்கும் மதிய உணவு அளித்துவருகிறது.

‘அட்சயபாத்ரா’ மூலம் இப்போது 16 லட்சம் குழந்தைகள் பசியாறுகின்றனர். 2020-க்குள் இந்த எண்ணிக்கையை 50 லட்சமாக உயர்த்துவது இதன் லட்சியமாகும். பெரிய நிறுவனங்களின் சமூகப் பொறுப்புப்படி இந்த சமையல் மையத்துக்கு நிதியுதவி செய்ய வாய்ப்பு கிடைத்ததில் மகிழ்ச்சி என்றார் டோக்கியோ-மிட்சுபிஷி யு.எஃப்.ஜே. வங்கியின் இந்தியப் பிரிவுத் தலைவர். சமையலறை கட்டுவதற்கு நிலம் தந்த கோ-சேவா மண்டலுக்கு அவர் நன்றி தெரிவித்தார்.

‘அட்சயபாத்ரா’ சமையல்கூடங்கள் இந்தியாவின் 12 மாநிலங்களில் 30 இடங்களில் இருக்கின்றன. ஒரு நாளைக்கு லட்சம் பேருக்கு இவற்றால் உணவு தயாரி்க்க முடியும். இந்த சமையலறைக் கூடங்கள் நவீனமானவை. சமையல் முழுக்கப் பெரிய பெரிய எவர்சில்வர் கொள்கலன்களால் தயாரிக்கப்படுபவை. அதிக எண்ணிக்கையில் பள்ளிக்கூடங்கள் இருக்கும் இடம் அல்லது அவற்றுக்கு அருகில் உள்ள இடம் தேர்வுசெய்யப்பட்டு, சமையலறை கட்டப்படுகிறது.

காலையிலேயே சமையல் தயாராகத் தொடங்குகிறது. சோறு பொங்கும் பாத்திரம் 500 லிட்டர் கொள்திறன் உள்ளது. பருப்பு, சாம்பார் தயாரிப்புக்கான பாத்திரம் 1,200 லிட்டர் முதல் 3,000 லிட்டர்கள் வரை கொள்திறன் உள்ளது. பாத்திரங்கள் பெரியது என்பதால், அவற்றை ஓரிடத்திலிருந்து நகர்த்த டிராலிகள் பயன்படுத்தப்படுகின்றன. காய்கறிகளைப் பத்திரப்படுத்தி வைக்க பெரிய அளவில் குளிர்பதன சாதனங்கள் பயன்படுத்தப்படுகின்றன. ஏழைக் குழந்தைகள் பள்ளிக்கூடங்களில் தரமான கல்வியைப் பெறுவதற்கு இந்தப் பசியாற்று மையம் உதவும் என்கிறார் ‘அட்சயபாத்ரா’ தலைவர் மது பண்டிட். தொடரட்டும் சேவை!
