ராமநாதபுரம்: ராமநாதபுரத்தில் புதிய மொபைல் ஷோரூம் திறப்பு விழாவில் 200 ரூபாய்க்கு ஆன்ட்ராய்டு அலைபேசி வழங்கிய கடையை நோக்கி மக்கள் திரண்டதால் போக்கு வரத்து நெருக்கடி ஏற்பட்டது.ராமநாதபுரம் சாலைத்தெருவில் 'சென்னை மொபைல் போன் ஷோரூம்' நேற்று திறக்கப்பட்டது. இதன் திறப்பு விழாவில் சலுகையாக 200 ரூபாய்க்கு ஆன்ட்ராய்டு போன் வழங்குவதாக அறிவிக்கபட்டது. இதனால் நேற்று காலை 8:00 மணியிலிருந்தே அந்த கடையை நோக்கி மக்கள் படை எடுக்க துவங்கினர். ஒரு சிலருக்கு 200 ரூபாய்க்கு அலைபேசி வழங்கப்
பட்டது. இந்த தகவல் நகர் முழுவதும் பரவிய தால், அந்தப்பகுதியில் அதிகளவில் மக்கள் திரண்டனர். இதனால் சாலை தெருவில் போக்குவரத்து முழுமையாக பாதிக்கப்பட்டது.

கூட்டத்தினை சமாளிக்க முடியாத நிறுவனத்தினர் கடையை அடைத்து விட்டனர். கடைக்காரர்களால் டோக்கன் பெற்றவர்கள் பல மணி நேரம் காத்திருந்தும் கடை திறக்காததால் ஏமாற்றத்துடன் வீடு திரும்பினர்.

NEW DELHI: The Supreme Court has ruled that a convict's nature and not the nature of his crime was the determining factor for grant of parole, which formed part of the reformative scheme to help convicts maintain links with family and society to re-enter a normal life after the jail term.

Though it denied parole to 1993 serial train bomb blasts case convict Asfaq, the SC examined the Central Parole Rules, 1955, and said the 62-year-old provisions were archaic and sketchy and needed thorough recasting. It suggested utilising modern research in criminology, which provided methods to study the nature of convicts and their possibility of committing crime during short-term release under parole or furlough.

Parole can be granted many times to a convict undergoing short-term imprisonment and each parole period may extend up to one month. On the other hand, furloughs are for a maximum period of 14 days granted a limited number of times to a convict facing long-jail term.

Discussing the necessity of granting convicts parole or furlough as the case may be, a bench of Justices A K Sikri and Ashok Bhushan said on Monday, "Convicts too must breathe fresh air for at least some time provided they maintain good conduct consistently during incarceration and show a tendency to reform themselves and become good citizens."

Justice Sikri, writing the judgment for the bench, said, "The most important ground is that a prisoner should be allowed to maintain family and social ties. For this purpose, he has to come out for some time so that he is able to maintain his family and social impact. This reason finds justification in one of the objectives behind sentence and punishment, namely reformation of the convict.

"When we recognise reformation as one of the objectives, it provides justification for letting of even life convicts for short periods on parole, in order to afford opportunities to such convicts not only to solve their personal and family problems but also to maintain their link with society. Another objective which this theory underlines is that even such convicts have a right to breathe fresh air, albeit for periods."

The court said many convicts relapsed into crime because they left prison without a strong support network in the family and society and no prospects of employment. "When offenders revert to criminal activity upon release, they frequently do so because they lack hope of merging into society as accepted citizens," it said.

At the same time, the court said public interest should be an important consideration for authorities in deciding whether a convict deserved parole or furlough. "Public interest also demands that those who are habitual offenders and may have tendency to commit crime again after release on parole or having the tendency to become threat to law and order of society should not be released on parole," it said.

mAadhaar can be shown as ID proof in trains

CHENNAI: The railway ministry has decided to permit mAadhaar as one of the prescribed proofs of identity for rail travel purpose in any reserved class.

mAadhaar is a mobile app launched by UIDAI on which a person can download his or her Aadhaar card. It can be done only on the mobile number to which the Aadhaar has been linked.

For showing mAadhaar, the person has to open the app and enter his or her password.

mAadhaar, when shown by the passenger on his or her mobile after entering the password, will be accepted as proof of identity for undertaking journey in any reserved class.

Government asks 1,222 NGOs to validate bank accounts

NEW DELHI: The ministry of home affairs has asked 1,222 NGOs which received foreign funds to validate their foreign contribution bank accounts or face penal action under Foreign Contribution Regulation Act (FCRA), 2010.

Some of the organisations which have been warned by MHA through a circular include - Sri Ramakrishna Math, Ramakrishna Mission, Indore Cancer Foundation Charitable Trust, Coimbatore Christian Charitable Trust, Delhi School of Social Work Society, Hindu Anath Ashram, Madani Darut Tarbiyat, Rehmat E Alam Hospital Trust Anantanag, Rotary Club of Mumbai Midwest, JK Trust (Bombay), Goonj, Madina Education and Charitable Society, Nagaland Bible College, Indian Institute for Nature and Environment Study.

In its circular, the ministry said all NGOs registered under the Foreign Contribution Regulation Act (FCRA) should receive foreign donations in a single designated bank account.

However, it is seen that a number of such organisations have not validated their foreign contribution designated accounts, causing problems for the banks to comply with the FCRA provisions that they (banks) report to the central government within 48 hours of such receipt or utilisation of foreign contribution, the circular read.

These associations are required to validate their foreign designated accounts and also the utilisation accounts immediately and send the details, including the bank branch, code, account number, IFSC etc through FC 6 form which is available on https://fcraonline.nic.in, the circular said.

"Non-compliance may lead to penal actions as per FCRA 2010," it said.

The centre had sent a notice to the NGOs earlier on updating their bank account.

The Modi government, which has tightened the rules for NGOs, has already cancelled registration of more than 10,000 non-governmental organisations in the last three years for alleged non-filing of annual returns as mandated in the FCRA.

In addition, renewals of more than 1,300 NGOs have been denied or they were closed in recent past for allegedly violating various provisions of the FCRA.

The home ministry has also asked nearly 6,000 NGOs to open their accounts in banks having core banking facilities and furnish details for real-time access to security agencies in case of any discrepancy.

The move was initiated after it was detected that many NGOs have their bank accounts in cooperative banks or state government-owned apex banks or banks which do not have core banking facilities.

In November, 2016, the government had directed more than 11,000 NGOs to file applications for renewal of registration by February 28, 2017.

Of the above, 3,500 NGOs have filed applications for renewal and hence the registration of more than 7,000 NGOs were deemed expired due to non-filing of renewal applications.

Currently around 22,000 FCRA registered NGOs are operating in the country.

BHOPAL: Breaking its silence five days after the murder of a child at Ryan International School in Gurugram, the CBSE on Wednesday announced that the onus of safety of students on campus lies solely with school authorities.

The CBSE said this in response to a Supreme Court query in the aftermath of the Gurugram school murder. On Wednesday, the board sent a circular on 'safety of children' to its affiliated schools, giving them two months to complete psychometric evaluation of all staff — teachers, non-teaching employees, sweepers, bus drivers and conductors included.

"Owing to increasing incidents involving safety and well-being of school children, the onus for safety and security of children on campus shall solely lie upon the school authorities," says the circular, adding: "It is the fundamental right of a child to engage and study in an environment where he/she feels safe and is free from any form of physical or emotional abuse or harassment."

The official word from CBSE will assuage parents jolted by the Ryan School murder. What may prove tough for schools is the mandatory psychometric evaluation.

"Schools must get psychometric evaluation done for all the staff employed. Such verification and evaluation for non-teaching staff — such as bus drivers, conductors, peons and other support staff — may be done very carefully and in a detailed manner," the CBSE said.

Deputy secretary (affiliation) Jaiprakash Chaturvedi has asked schools to strive to promote better understanding among teachers and staff on "laws protecting the safety, security and interests of students". The latest rules require all schools to devise means to "take immediate remedial and punitive action against such violations." "The staff members should also be educated to recognize their protective obligation toward students and to ensure safety and well-being of children in schools," the circular says.

The HRD ministry's guidelines regarding preventive mechanisms and procedures to ensure safety of children in schools must be followed seriously, it adds, pointing out that the board has issued instructions from time to time to implement and sensitize schools to ensure safety of students during school time and while in transit. "These exhaustive provisions are required to be strictly followed by every school affiliated with CBSE to ensure complete safety of schoolchildren in school. In addition, the school authorities may immediately take strict measures to enhance the security of children in schools," the board said.

Govt plans to hire retired teachers who aren't yet 75

AGRA: Union HRD minister Prakash Javadekar in a meeting via video-conferencewith authorities of 42 universities across India said on Wednesday that the Centre is considering bringing back retired teachers not more than 75 years old and with "good teaching record" to fill in the large number of vacancies in centrally funded institutions and universities.

The minister, who confirmed the development to TOI, announced this while addressing officials of various universities and institutions. He said these retired teachers could be hired provided their teaching record is good and they are medically fit and that "they stick to academics, not getting into administration".

Javadekar said the government was considering this in order to bring back good faculty members to streamline education and tackle the backlog.

He also suggested that good research scholars from reputed foreign universities, too, could be given teaching assignments in India. He directed all vice-chancellors to bring down vacancies to 10%. He assured all help from the government for this initiative and said it should be the quality of teaching that attracts more attendance in classrooms rather than just physical facilities.

Incidentally, Javadekar had recently announced a major recruitment drive across campuses as new central universities have 53.28% vacancies, followed by NITs with 47%.

According to Aligarh Muslim University registrar Javed Akhtar, one of the participants in the discussion, AMU alone has 20% vacancies, with 55 of the 195 sanctioned posts for professors lying vacant. Besides, posts for 110 associate professors and 160 assistant professors are vacant against the sanctioned strength of 390 and 1,040 respectively.

Among central universities, the central university of Haryana, according to HRD records, is reeling under 75.11% vacancies as on April 1, 2017, while in the same period Delhi University recorded a total of 54.75% vacancies against permanent positions.

50% of UK’s visitor visas given to Chinese, Indians

MUMBAI: Visitor visas constituted the bulk of total visas granted by the UK to nationalities in non-European Economic Area (EEA) during financial year ended June 30, 2017. Nearly 50% of visitors were from China and India.

Of the total 26.3 lakh visas issued by the UK during this period, 20.38 lakh or 77% were for visitors alone. The aggregate number of visitor visas reflected a rise of 8% over the previous year ended June 30, 2016. Of the 20.38 lakh visitor visas, Chinese were allotted 26% and Indians 20%. The primary visa categories include visitor, work and study.

According to the UK's home office, as many as 4.14 lakh Indians obtained visitor visas, a rise of 10% from the previous corresponding period. By comparison, those granted to the Chinese, excluding from Hong Kong, rose 24% to 5.36 lakh.

Aside from visitor visas, the most common ones granted to non-EEA nationals include study visas (excluding for short-term courses). During the year ended June 2017, 2.13 lakh such visas were granted, a 4% increase over the previous year.

Visas granted to the three largest non-EEA student nationalities saw an increase too. Chinese students were issued 82,200 visas, a rise of 17% from the previous financial year; Americans 14,400 visas, up just 1% and Indians 11,700, an almost 10% rise, states the UK's home office.

The EEA brings together the Europena Union countries and a few others such as Iceland, Liechtenstein, Norway and Switzerland into a single market—allowing for free movement of people.

Thus, the UK home office statistics on visas include only non-EEA countries. The official statement, though, explains that some non-EEA nationalities such as Americans do not normally require a visa to visit the UK. Consequently, the number of visitor visas granted is much lower than the total number of arrivals.

While Brexit may change the scenario, the number of visas issued to skilled workers remained fairly constant during the 12-month period ended June 30, 2017, compared with the corresponding period in the earlier year. There was an insignificant decline of 1.25% to 92,805 from 93,935.

The earlier trend continued, with Indian nationals accounting for nearly 58% (or 53,366) of the total skilled work visas granted. US nationals were the next largest group with 9,144 Tier-II visas granted to them or 10% of the total in this category.

In the previous corresponding year, Indians had obtained 53,548 Tier-II visas or 57% of the total visas in this category, whereas Americans with 10,019 were issued 11% of these visas.

Work visas across all categories, which include Tier-I (unskilled), youth mobility and temporary ones saw a marginal decline of 2% from 1.66 lakh visas in June 2016 to 1.63 lakh visas.

The impact of Brexit has shown some signs with EU nationals gradually migrating out of the UK. Latest available figures for a 12-month period up to March 2017 show that the net migration or the difference between the number of people entering and leaving the UK, was 2.46 lakh, a decrease of 81,000 from the previous year.

Trichy: Passengers from the Trichy railway division have appealed to the railway authorities to restart the Mayiladuthurai - Trichy - Mayiladuthurai express (Train No 16233/16234) which has been often cancellated between various sections for more than five months on this section on account of line block and maintenance works. Commuters alleged that despite good patronage for the train, railway authorities were purposely suspending the train in an attempt to cancel it completely.

Mayiladuthurai is on the main line section between Trichy and Villupuram. Three major A-grade stations Mayiladuthurai, Kumbakonam and Thanjavur lie on this section. Even with limited operation of trains, about 40,000 passengers use this section daily for their travel needs, commuters says.Quite often, this express has been cancelled between any two destinations since the first week of April 2017, stating to facilitate engineering works, said A Giri, member of Divisional Rail Users Consultative Committee and vice-president of Thanjavur District Rail Users' Association.

Meanwhile, the Southern Railway has again announced cancellation of the train between Thanjavur - Trichy - Thanjavur from September 10 to 30, for a period of 21 days, he said.

"When the line block and maintenance works were a regular affair, why is it that the officials are disturbing only this section for a long time. For the last five months this has been the case. Because of this, commuters were put to great hardship. Hence, the services of this train may be operated up to Thiruverumbur, instead of cancelling at Thanjavur itself," he suggested.

High court appoints official to block 'Blue Whale'

MADURAI: The Madurai bench of the Madras high court on Tuesday directed the central and state governments to bring `over the top' (OTT) service providers into the legal framework of India to check the `Blue Whale' menace. Appropriate steps should be taken immediately to make all OTT services and service providers comply with Indian laws and to provide the required information to law enforcing agencies, it said and asked the Tamil Nadu government to appoint a nodal officer to ensure implementation of the order.

Methods must be devised to ensure that those OTTs which could not be brought within such framework are not accessible in India. OTT is a term used for the delivery of film and TV content via internet without requiring users to subscribe to a traditional cable or satellite service, it said.

It said, "Protecting the society is the joint responsibility of the ser vice providers, content providers, lawmakers, society , family and the community at large and of course the users of internet themselves. "Technology companies and websites follow the laws of their respective jurisdiction and as such, they do not provide data and information, in spite of making a request for it by the law enforcing agencies in India on account of violation of India laws," the bench said. "The government must consider amending relevant rules and regulations applicable to Indian subsidiaries and websites making it compulsorily amenable to Indian laws." The Centre should direct internet service providers to take due diligence to remove all the links and hashtags presently being circulated on social media platforms and also in dark net with URLslinks related to the Blue Whale game and to furnish information regarding downloadsaccess to suspicious links.

The state shall designate forthwith vigilance and anti-corruption joint director Dr S Murugan as the nodal officer in terms of Rule 4 of the Information Technology (Procedure and Safeguards for Blocking for Access of Information by Public) Rules, 2009, who must ensure implementation of the order blocking the website and removing links.

The school and higher education secretaries shall take active steps to ensure educational institutions sensitise and "warn students as well as parents not only about this Blue Whale challenge game but also the lurking dangers" in the digital world, the bench said.

Salem woman gets PDS card with Kajal Agarwal’s photo

Coimbatore: Saroja Periyathambi, a 64-year-old resident of Kaamalapuram in Omalur taluk, Salem district, was taken aback when she saw the picture of a pretty young woman on her PDS smart card that she collected from the local ration shop on Tuesday.

"When I collected the card I did not notice the photo. When I came home, I saw the photo was of a young woman and not mine. My grandchildren and relatives told me the photo was that of actor Kajal Agarwal. We went to the shop and informed them about this," Saroja said. Also, her date of birth was misprinted on the card.

Arul Prakash, district supplies officer (incharge) of Omalur taluk, told TOI that he got to know about the error through the new media. "I immediately went to the village and met Saroja. I ensured that she received the corrected card within an hour. This was probably due to a mistake in uploading the information into the system," he told TOI. The collector has issued a show cause notice against Arul Prakash and the employee at the ration shop. "The woman in charge of entering the data is a physically disabled person and is only class 8 pass," he said.

An official said the data entry process is done in a browsing centre. "Someone must have downloaded Kajal Aggarwal's image and the employee would have scanned Saroja's image and saved it in downloads. There is a possibility that the mix-up happened while renaming the image," said the official. "But to not know the difference between a 64-year-old woman and a popular young actress is unforgivable," said an official.

Meanwhile, this goof invited harsh criticism from various quarters. PMK leader Ramadoss said this was not the first time such incidents had surfaced and slammed the negligence of the government staff. Other opposition leaders said that since this is an important process that involved data entry into software, only educated people should be used for the job.

Sources told TOI that this was not the first such complaint. "In Omalur alone there have been 24 complaints so far. If people around Saroja had not informed the media, this would also have been hushed up and she would have been made to run from pillar to post to get the correction done," said an official.

Government instructs Tamil Nadu Veterinary and Animal Sciences University to freeze recruitment drive

CHENNAI: On allegations of favouritism in a recent recruitment drive, the state animal husbandry department has instructed Tamil Nadu Veterinary and Animal Sciences University (Tanuvas) not to proceed with appointments to key posts.

The fresh allegations in regard to appointments to the posts of dean, registrar, directors and estate officer cropped up while the Madras high court is hearing a case pertaining to selection of 49 assistant professors for various departments.

Hours before the interview to fill these vacant posts was scheduled on September 5, the varsity received instructions to put the process on hold. The decision came on a complaint by retired director of centre for animal studies, Tanuvas, P I Ganesan.

Ganesan said Tanuvas VC S Thilagar conducted the recruitment in a hasty manner without giving equal opportunity to all eligible candidates. Applications for vacant government posts usually close 30 days from the publication of an advertisement.But in the case of estate officer recruitment process, the university left only 12 days, including six government holidays, before starting the process, Ganesan said.

Estate officer is a technical post on par with the post of dean and director of the varsity. The post had been vacant for nearly four years and S Kuppusamy , who is of the cadre of executive engineer, held additional charge of the post.

Though university statute prescribes that the post be filled by direct recruitment or deputation, the varsity sent out a circular (a copy of which is available with TOI) restricting consideration for this post to university employees he said.

Ganesan filed a PIL in the high court against this and stated that the university assured that all eligible candidates would be considered."It published the advertisement on August 23 and gave [candidates] only 12 days' time," Ganesan said.

He alleged that the university is bending the rules to favour Kuppusamy for the post. "Besides this there are several pending graft charges against Thilagar and he should not be allowed to continue with recruitment process across grades," Ganesan said in his complaint.

In response, the animal welfare department instructed the VC not only to stop the selection process, but also not to call for fresh tenders, sources said.

Despite repeated attempts, VC Thilagar was not available for comment.

CHENNAI: Censuring government teachers who are boycotting classes as part of their protest along with other state government employees demanding implementation of the Seventh Pay Commission recommendations, Justice N Kirubakaran of the Madras high court on Wednesday said such boycotts and strikes by teachers were also a primary reason for government school students' low marks in NEET.

"Only five government school students from the state have managed to secure medical seats. Protesting teachers should feel ashamed of this fact. They should know their responsibility. Such persons cannot involve in strikes," Justice Kirubakaran said.

The judge then directed the government to file a report by September 18 explaining the steps taken to bring the protests to an end.

Justice Kirubakaran made the observations while hearing a plea moved by advocate A P Suryaprakasam seeking a direction to the government to form an expert committee to urgently and effectively advise and prepare student community who have scored low marks in NEET and to provide psychological and moral support to face the reality.

Southern Railway revises timings of Silambu Express, a few other trains

MADURAI: Southern Railwayhas announced revision of the timings of Chennai Egmore - Sengottai Silambu Express, starting September 15.

The revision of timings is applicable on the Manamadurai -Sengottai section.

Due to this change, the timings of a couple of passenger trains operating on the section are to be revised to accommodate new schedule of Silambu Express, starting September 15.

According to statement from railways, train number 16181 Chennai Egmore - Sengottai (Bi-weekly) Silambu Express will start from Manamadurai at 5.10am, instead of the present timing of 5.40am.

The train will reach Sengottai at 9.20am as per revised timing against the existing arrival time of 10.10am.

Subsequently some of the passenger train timings are revised.

Train number 56801 Tirunelveli - Sengottai passenger will leave Tirunelveli at 7.25am, instead of 6.55am. The train will reach Sengottai at 9.45am, instead of 9.25am.

Train number 56796 Sengottai - Tirunelveli passenger will leave Sengottai at 6.35am against the present departure timing of 6.45am and arrive at Tirunelveli at 8.40am, instead of at 8.45am.

Train number 76838 Virudhunagar - Karaikudi passenger will leave Virudhunagar at 6.45am as per revised timing against the existing timing of 6.25am. The train will reach Karaikudi at 9.35am. (There is no change in the arrival time at Karaikudi.)

BDS intake on even after DCI deadline

CHENNAI: The Dental Council of India (DCI) deadline for admissions to all BDS courses this year ended on Sunday, and yet many colleges and deemed universities continue to admit students into the course using backdated cheques and documents.

On Wednesday, four self-financing medical colleges and three deemed universities told TOI that they had been calling parents and even offering up to 50% discount towards course fee for BDS seats to NEET-qualified students. A student was even promised a job in the same college after he completed the course.

Marketing teams and agents have been flooding parents/students with messages and calls every day. While many dental colleges said they still had more than 60% of their seats vacant, some premier ones said they too had a handful. "We are trying our best to fill the seats before September 18. Even last year some of our seats went vacant. This time it seems far worse than 2016-17," said a dean of a medical college, refusing to be named.

As against the usual cutoff date of August 31, the DCI had extended the deadline for admissions to September 10 this year, as many states, including Tamil Nadu, were new to the NEET-based admission process. "No college can admit students after this. In the next one week they should process details and submit names of the students who enrolled into the course," said DCI vice-president Dr SM Jayakar. "We depend upon state government to keep a tab on admission process. If complaints against colleges are proven we will initiate action," he said.

The Directorate General of Health Services returned more than 80% of seats that could not be filled through three rounds of all-India counselling to deemed universities. The state selection committee secretary G Selvarajan said the committee returned 492 seats to self-financing colleges after single window counselling.

The state has 100 seats each in government dental college and state-managed Raja Muthiah Medical College and 1,710 seats in the 18 self-financing dental colleges. The fee for government dental college was Rs 11,600. The statutory fee fixation committee had fixed tuition fee for all government quota seats in self-financing college as Rs 2.5 lakh per annum and management seats as Rs 6 lakh. The NRI seats cost Rs 9 lakh.

Most colleges have converted NRI seats into "open category seats". "I received a message from a private college. I called the admission officer who said the college was willing to reduce the tuition to Rs 1.20 lakh per annum if we join today," said Mahendran T, a businessman, whose son had applied to various dental colleges.

Rs 24 crore Mylapore temple land recovered

CHENNAI: Property worth Rs 24 crore on Ramakrishna Mutt Road, Mylapore, belonging to Kapaleeswarar temple was recovered after the temple authorities evicted tenants who were living and sub-letting the place for the past 100 years. With the help of the police, temple officials evicted tenants from a total area of 10,000 sqft.

"The property belonging to the temple was let out on rent to Nallavenna Mudaliar and M Krishnamurthy nearly 100 years back and since then the two families have sub-let to householders as well shopkeepers," Kapali temple executive officer D Kaveri told TOI.

The property is situated opposite to P S Higher Secondary School on R K Mutt Road. "We sent several notices asking them to pay rent accruing to a total of Rs 73 lakh. Mudaliar's son was in-charge of part of the property. He owes Rs 17 lakh in rent arrears," said the executive officer.

The tenants were not paying the fair rent fixed by the temple and were paying pittance. Fair rent is a rent fixed in between guideline value and market value. "Both have not paid the fair rent for the property. The property was divided into 3 residential houses and 15 shops and the main tenants were earning by sub-letting the property," she said.

Every now and then Kapali temple has been recovering property in and around Mylapore due to the prodding of the temple fit person Vijaykumar Reddy. In December last year, temple authorities retrieved property measuring 4,952sqft at Triplicane after the occupant failed to pay rent dues to the extent of Rs 34.12 lakh. Tambaram-Sengottai special trains to run via Virudachalam, Trichy

Chennai: Tambaram-Sengottai-Tambaram special fare special trains which were earlier announced as cancelled will now be operated, but in a different route.

The Southern Railway, on Monday announced that these special trains, to be operated via Chidambaram and Mayiladuthurai, were cancelled due to operational reasons. However, to meet the demands of public and pilgrims during the Cauvery Pushkaram-2017, the Southern Railway has revoked its decision and has announced that the trains will be operated via Virudachalam, Tiruchchirappalli.

Advance reservations for these trains will commence at 08.00 hours on September 13.

Also, a superfast special fare special train will be run from Thiruvananthapuram to Howrah via Coimbatore and Chennai Central, to clear extra rush due to dislocation of train services caused by heavy rains and flooding of railway tracks in Northeast Frontier Railway, said a release.

Besides this, Coimbatore-Lokmanya Tilak Terminus Express, scheduled to leave Coimbatore at 8.55am on September 15 is fully cancelled due to cancellation of the pairing train.

CM Siddaramaiah on Wednesday flagged off new Airavat Club Class buses

BENGALURU: Chief Minister Siddaramaiah on Wednesday launched 23 KSRTC's new Airavat club class buses including eight 14.5-m long buses, a meter more than the existing buses.

To increase the space between two seats in order to provide more legroom for passengers travelling in long distance routes, KSRTC, for the first time, introduced 14.5 meters (51 seats) and 13.8 meters (47 seats) buses. At present Airavat Club Class buses are only 13.5 meters with 47 seats.

The newly launched buses will be operated on routes like Bengaluru-Calicut, Bengaluru-Chennai, Bengaluru-Vijayawada, Bengaluru-Sriharikota, Mangaluru-Manipal, Mangaluru-Mumbai, Mangaluru-Bangalore, Virajpet- Bengaluru, Madikere-Bengaluru and Mysuru-Bengaluru.

The newly launched buses are fitted with latest BS-4 Engine with an electronically controlled unit, manual and intelligent automated gear shift changing system, steerable rear wheel axle for better smaller turning radius and to negotiate sharp curves and electronically controlled suspension system provides comfort for travelling passengers.

The chief minister has also released the four years achievement book of the transport department.

Transport minister H M Revanna, home minister Ramalinga Reddy, KSRTC chairman K Gopala Poojary and KSRTC managing director S R Umashankar were present.

KOLKATA: The Calcutta High Court today ruled that a married daughter is eligible for a job on compassionate ground in case of demise of her father in harness.

A three-judge bench headed by acting Chief Justice Nishita Mhatre declared unconstitutional a provision of West Bengal government's Labour and Panchayat departments that debarred married daughters from being given jobs on compassionate ground.

The bench, which also comprised justices Dipankar Datta and T Chakraborty, directed that the state government would mention only 'daughter' instead of 'unmarried daughter' in its future notifications for jobs on such grounds.

The bench rejected appeals by the state government that claimed that married daughters were not considered to be dependents of their parents.

Justice B Somadder had passed an order that year stating that the provision for excluding married daughters from being given jobs on compassionate ground was violative of Article 14 and 16 of the Constitution.

This order was challenged by the state government before a division bench comprising the then Chief Justice Manjula Chellur and Justice Joymalyo Bagchi which formed the three- judge bench for hearing the appeal.

States flout SC rules for medical college admission

Allegations have surfaced that officials and touts connived to deny meritorious students seats and these were then sold on the sly.(HT File Photo)

Government-designated counselling authorities in states such as Bihar, Karnataka, Punjab and Puducherry allegedly adopted inconsistent norms to enroll students in the last round of admission to medical colleges for MBBS courses.

These norms contravened guidelines set by the Supreme Court, Medical Council of India and the health ministry.

For instance, Bihar opened the final counselling session at 5pm on August 31, the last day of admission, and asked candidates to bring demand drafts of more than Rs 10 lakh drawn in favour of colleges.

Parents alleged that no banks are open from 5pm to midnight. But candidates, who came through commission agents, had their demand draft ready in advance in favour of colleges they were supposed to be assigned after the counselling.

Similar irregularities happened in Karnataka, Madhya Pradesh, Puducherry and Punjab.

The allegations defeat the purpose of the Supreme Court-mandated single entrance examination, called national eligibility cum entrance test (NEET), for more than 60,000 MBBS seats in 474 private and government colleges in India.

Introduced last year to weed out corruption in medical education, NEET provides students rankings by which colleges offer admission through state-run counselling sessions. Complaints of irregularities surfaced in the final leg, called left-out or mop-up round, of the counselling process.

Deepak Kumar Gupta of Uttar Pradesh’s Gorakhpur said he got a text message from Karnataka officials at 11pm on September 4 to appear in a final-leg counselling session the next day by 11am in Bengaluru.

He took a morning flight from Lucknow and reached the admission office at 10am.

“The officer rejected my application because I didn’t have the draft. I requested for time or take money through NEFT (online transfer). But it was turned down,” he alleged.

Such irrational demands were allegedly made to deny deserving candidates seats and give admission to lower-ranked students.

“We have access to the majority of private colleges in Bihar, Karnataka, Uttar Pradesh and Puducherry,” a tout operating from east Delhi said.

Bihar medical education director Prabhat Kumar dismissed the allegations.

“We started counselling at 3pm and allowed transfer of money through NEFT as well. We gave time till 1pm the next day,” he said.

But Kumar admitted the mistake of not mentioning the payment mode in the official advertisement. Students denied the NEFT, or online payment, option.

Candidates scoring as low as 107 got seats during the second leg of admissions in Puducherry. But students such as R Akash, with 128 marks, didn’t get admission despite officials calling a final round to fill 96 vacant seats.

Punjab’s counselling authority, Baba Farid University of Health Sciences (BFUHS), informed on September 2, which was a Saturday and a holiday for Eid, that students should appear for the final round with a demand draft at 11am on Monday.

BFUHS vice chancellor Raj Bahadur denied any wrongdoing. He said: “We accepted bank drafts of any amount in the name of BFUHS so that colleges don’t refuse admission to candidates.”

In Madhya Pradesh, the final round began at 4pm on September 10 and ended at midnight, the last day of counselling.

“A candidate with 191 marks was selected, but students with more than 400 marks were left out,” a student alleged.

A Madhya Pradesh official clarified that it was done to give preference to candidates from the home state.

The college challenged MCI’s cancellation of permission to admit 100 students above its intake for 2017-18 due to deficiencies in complying with norms.

Mumbai: The Bombay high court has asked the Medical Council of India (MCI) and other authorities to conduct a surprise inspection of D.Y. Patil Medical College and directed them to allow the college to provisionally admit an additional 100 students to the MBBS course. The college had approached the court, challenging the MCI’s cancellation of permission to admit 100 students above its intake of 150 students for the academic year 2017-18 due to deficiencies in complying with resident doctor and faculty norms. The college had challenged the MCI order as it had been permitted to admit 100 more students in the last academic year.

A division bench of Justices Anoop Mohta and Bharati Dangre was hearing a writ petition filed by D.Y. Patil Medical College Hospital and Research, Navi Mumbai against the cancellation of permission to increase its intake capacity from 150 to 250 students for the MBBS course. The petition said that they had been permitted to increase their intake capacity by 100 for the academic year 2016-17 by the MCI, central government and director general of health sciences but the same had been cancelled for 2017-18.

While justifying the cancellation, the counsel for the union and MCI said that an inspection by a committee had revealed that the college did not conform to rules and there was a deficiency of teaching staff and resident doctors and hence permission for 100 additional students was denied for 2017-18.

The counsel for the college, however, argued that while there were no such deficiencies, they were willing to comply within two weeks. The college also argued that in the case of other colleges that were permitted an increase in intake capacity there was a shortage of teaching faculty and resident doctors by almost 30-50 percent, but they were allowed to admit additional students, hence they should also be allowed to admit 100 students more.

After hearing both sides, the court directed authorities to allow provisional admission of 100 additional students but also directed authorities to conduct surprise inspections to see to it that the college had overcome the deficiencies. The court while allowing the petition directed the college to comply with the norms too.

2003 போராட்டம்

அரசு ஊழியர்களின் போராட்ட வரலாற்றிலேயே 2003-ம் ஆண்டு போராட்டம் அழியா நினைவுகளாக ஒவ்வோர் அரசு ஊழியர் நினைவிலும் பதிவாகி உள்ளது. அப்போது அந்தப் போராட்டத்தில் ஈடுபட்ட ஊழியர்களில் ஒரு லட்சத்து 22 ஆயிரம் பேரை ஒரே நாளில், அன்றைய ஜெயலலிதா தலைமையிலான அரசு டிஸ்மிஸ் செய்தது. இருந்தாலும் அரசு ஊழியர்கள் போராட்டம் முடிவுக்கு வரவில்லை.
போராட்டத்தில் ஈடுபட்ட தலைவர்களை, கொலைகுற்றவாளிகள் போல நள்ளிரவில் வீடு புகுந்து போலீஸார் கைது செய்த கொடுமையும் நடைபெற்றது. எனினும் போராட்டம் ஓயவில்லை. மாறாக முன்னைவிட தீவிரமாகப் போராட்டங்கள் நடைபெற்றன. இதனால் வேறு வழியில்லாமல், அரசு ஊழியர் சங்கங்களுடன் ஜெயலலிதா பேச்சுவார்த்தை நடத்தினார். சஸ்பென்ட் செய்யப்பட்ட ஊழியர்கள் மீண்டும் பணியில் சேர்த்துக் கொள்ளப்பட்டனர்.

மீண்டும் போராட்டம்

இப்போது புதிய பென்ஷன் திட்டத்தை ரத்து செய்ய வேண்டும் என்பது உள்ளிட்ட மூன்று கோரிக்கைகளை முன் வைத்து செப்டம்பர் 11- முதல் அரசு ஊழியர்கள் போராட்டத்தில் ஈடுபட்டு வருகின்றனர். இந்தக் கோரிக்கைகளில், ஊழியர்கள் தங்களின் வாழ்வாதாரமாகக் கருதுவது புதிய ஓய்வு ஊதியத் திட்டத்தை ரத்து செய்ய வேண்டும் என்பதுதான். இந்தத் திட்டத்தின் கீழ் கடந்த 14 ஆண்டுகளாக அரசு ஊழியர்களின் சம்பளத்திலிருந்து 10 சதவிகிதம் தொகை பிடித்தம் செய்யப்படுகிறது. அதே அளவுக்கு அரசு சார்பில் 10 சதவிகிதம் செலுத்தப்படுகிறது. இதுவரை அரசு ஊழியர்கள் தரப்பிலிருந்து 9 ஆயிரம் கோடி ரூபாய் பிடிக்கப்பட்டுள்ளது. அரசு தரப்பில் 9 ஆயிரம் கோடி ரூபாய் தரப்பட்டிருக்கிறது. இந்த 18 கோடி ரூபாயை ஓய்வு ஊதியத்துக்காக மத்திய ஓய்வூதிய ஒழுங்காற்று ஆணையத்தில் செலுத்தாமல் தமிழக அரசு செலவழித்து விட்டது.

இதனைத் திருப்பித் தர வேண்டும் என்பதுடன் பழைய ஓய்வூதியத் திட்டமே தொடர வேண்டும், புதிய ஓய்வூதியத் திட்டம் வேண்டாம் என்றுதான் ஊழியர்கள் கூறி வருகின்றனர். புதிய ஓய்வு ஊதியத் திட்டத்தை மறுபரிசீலனை செய்ய சாந்தா ஷீலா நாயர் தலைமையில் கடந்த 2016-ம் ஆண்டு ஒரு குழு அமைக்கப்பட்டது. அந்த குழுவுக்கு நான்குமுறை காலக்கெடு நீடிக்கப்பட்டபோதிலும், எந்தவிதப் பரிந்துரையையும் செய்யவில்லை.





முடிவு எடுக்காத குழு

இதனிடையே சாந்தா ஷீலா நாயர் ஓய்வு பெற்று விட்டதால், கடந்த ஜூலை மாதம் ஶ்ரீதர் குழுவின் தலைவராக நியமிக்கப்பட்டார். இந்தக் குழுவின் தலைவர் ஶ்ரீதரை அரசு ஊழியர்கள் சங்கப் பிரதிநிதிகள் சிலர் சந்தித்தபோது, புதிய ஓய்வு ஊதியத் திட்டத்தில் உள்ள குறைபாடுகளை மட்டும் களைய உள்ளதாகத் தெரிவித்திருக்கிறார். புதிய ஓய்வூதியத் திட்டமே வேண்டாம் என்று அரசு ஊழியர்கள் கோரிக்கை வைக்கும் நிலையில், அதற்கு மாறாக அந்தத் திட்டத்தில் உள்ள குறைகளை மட்டுமே ஆய்வு செய்து, அதே திட்டத்தை பரிந்துரை செய்யப்போவதாக ஶ்ரீதர் கூறியது அரசு ஊழியர்களை அதிர்ச்சியடைய வைத்துள்ளது.

இதனால், மீண்டும் ஒரு போராட்டத்தை அறிவித்து, திங்கள் கிழமை முதல் காலவரையற்ற வேலை நிறுத்தத்தில் அரசு ஊழியர்கள் ஈடுபட்டுள்ளனர். அவர்களின் கோரிக்கைகள் எல்லாம் பழைய ஓய்வூதியத் திட்டத்தை செயல்படுத்த வேண்டும் என்பதில்தான் இருக்கிறது.

முதல்வரின் கோரிக்கை

அரசு ஊழியர்களின் சங்கப் பிரதிநிதிகள் கடந்த சில நாள்களுக்கு முன்பு ஈரோட்டில் முதல்வர் எடப்பாடி பழனிசாமியைச் சந்தித்துப் பேசினர். கோரிக்கைகளைப் பரிசீலித்து உரிய நடவடிக்கை எடுக்க வேண்டும் என்று அவரிடம் கூறியிருக்கின்றனர். ஆனால், நவம்பர் 30-ம் தேதி வரை பொறுத்திருக்கும்படி முதல்வர் அவர்களிடம் சொல்லியிருக்கிறார். நவம்பர் 30-ம் தேதி புதிய ஓய்வு ஊதியத்திட்டம் குறித்துதான் அறிக்கை வெளியிட உள்ளனர். எனவே, அதைத் தடுக்கும் வகையில்தான் இப்போதே போராட்டத்தை முன்னெடுத்துள்ளோம் என்று அரசு ஊழியர்கள் சங்கங்கள் அறிவித்துள்ளன.

அரசு ஊழியர்களுக்கு நோட்டீஸ்

இந்தச் சூழலில் எப்படியும் அரசு ஊழியர்களின் போராட்டத்தை ஒடுக்க வேண்டும் என்று தமிழக அரசு நினைக்கிறது. ஆனால்,கோரிக்கைகள் நிறைவேறும் வரை போராட்டத்தைக் கைவிடப்போவதில்லை என்று அரசு ஊழியர்கள் உறுதிபடத் தெரிவித்துள்ளனர். வேலை நிறுத்தத்தில் ஈடுபடும் ஒரு லட்சம் ஊழியர்களுக்கு நோட்டீஸ் அனுப்ப வேண்டும் என்று மாவட்ட ஆட்சியர்களுக்கு அரசு உத்தரவிட்டுள்ளது. நோட்டீஸ் அனுப்புவதாகக் கூறி மிரட்டுவதால் மட்டும் எங்கள் போராட்டம் ஓய்ந்து விடாது. எந்த வித அடக்குமுறைக்கும் அஞ்சமாட்டோம் என்று நம்மிடம் பேசிய அரசு ஊழியர்கள் சங்கத்தின் நிர்வாகிகள் கூறினர்.

புதிய ஓய்வு ஊதியத்திட்டத்தை கைவிடுதல், ஊதிய முரண்பாட்டுக்குத் தீர்வு காணுதல், ஊதிய உயர்வு அமல்படுத்துவதற்கு முன்பாக இடைக்கால நிவாரணமாக 20 சதவிகிதம் தொகை வழங்கபட வேண்டும் ஆகிய கோரிக்கைகளுக்கு இப்போது உடனடியாக நிதி ஒதுக்கி அமல்படுத்த வேண்டும் என்று ஊழியர்கள் கேட்கவில்லை. அரசின் நிலைப்பாட்டை உறுதியான அறிவிப்பாக வெளியிட வேண்டும் என்பதுதான் அவர்களின் கோரிக்கையாக இருக்கிறது. ஆனால், உறுதியான அறிவிப்புகளைக் கூட வெளியிடாமல் அரசு தடுமாற்றத்தில் இருக்கிறது.

அனிதாவின் மரணத்தைத் தொடர்ந்து நீட் தேர்விலிருந்து தமிழகத்துக்கு விலக்களிக்கவேண்டி, மாணவர்கள் போராட்டத்தில் ஈடுபட்டுவருகின்றனர். இந்த வேளையில் `அரசுப் பள்ளி மாணவர்கள் ஐந்து பேருக்கு மட்டுமே இந்த ஆண்டு மருத்துவம் படிக்க வாய்ப்புக் கிடைத்திருக்கிறது' என்ற அதிர்ச்சித் தகவல் வெளியாகியிருக்கிறது.



“கடந்த பத்து ஆண்டுகளில் சராசரியாக 30 அரசுப் பள்ளி மாணவர்கள் மருத்துவம் படிக்கச் சேர்ந்துள்ள நிலையில், இந்த ஆண்டு நீட் தேர்வின் வழியாக அரசுப் பள்ளியில் படித்த வெறும் ஐந்து மாணவர்கள் மட்டுமே வாய்ப்புப் பெற்றிருக்கிறார்கள்'' என்று மருத்துவக் கல்வி இயக்ககத்தின் உயர் அதிகாரி தெரிவித்துள்ளார். இந்த ஆண்டு ஒற்றை இலக்கத்தில் இடம் கிடைத்திருப்பது அதிர்ச்சியாக இருக்கிறது.

தமிழ்நாட்டில் மொத்தம் உள்ள 3,534 இடங்களில், மாநிலப் பாடத்திட்டத்தில் படித்த 2,314 பேருக்கும், சி.பி.எஸ்.இ மற்றும் இதர பாடத்திட்டத்தில் படித்த 1,220 பேருக்கும் இடம் கிடைத்திருக்கிறது. 2,314 பேரில் தனியார்ப் பள்ளியில் படித்த 2,309 பேர், மருத்துவப் படிப்பு படிக்க உள்ளனர். அதாவது 99.9 சதவிகிதம் பேர் தனியார்ப் பள்ளியில் படித்தவர்கள். அரசுப் பள்ளியில் படித்த 0.14 சதவிகிதம் பேருக்கு மட்டும் இடம்கிடைத்திருக்கிறது.

அரசுப் பள்ளியில் படித்த ஐந்து பேரில் இரண்டு பேருக்கு அரசு மருத்துவக் கல்லூரியிலும், மீதி மூன்று பேருக்கு சுயநிதி மருத்துவக் கல்லூரியிலும்தான் இடம் கிடைத்திருக்கிறது. அரசு மருத்துவக் கல்லூரியில் இடம் கிடைத்த இரண்டு பேரில் ஒருவர் தருமபுரி மருத்துவக் கல்லூரியிலும், மற்றொருவர் சிவகங்கை மருத்துவக் கல்லூரியிலும் சேர்ந்திருக்கிறார்கள். ஐந்து பேரில் இரண்டு பேர் மாணவர்கள்; மூன்று பேர் மாணவிகள்.

கடந்த ஆண்டுகளில், மருத்துவ மாணவர் சேர்க்கையில் ஏற்கெனவே படித்து முடித்தவர்கள் இடம்பெற முடியாத நிலை இருந்து வந்தது. ஆனால், கடந்த ஆண்டு மாநிலப் பாடத்திட்டத்தில் படித்த 1,004 பேருக்கு இடம் கிடைத்திருக்கிறது. இதன்மூலம் ஓராண்டு பயிற்சி பெற்றவர்கள் பெருமளவில் மருத்துவ இடங்களைப் பெற்றிருக்கிறார்கள். அதாவது, 2016-17-ம் கல்வியாண்டில் +2 படித்தவர்கள் 1,310 பேருக்கு மட்டுமே இடம் கிடைத்திருக்கிறது.

கடந்த ஆண்டு சி.பி.எஸ்.இ பாடத்திட்டத்தில் படித்த 30 மாணவர்களுக்கு மட்டுமே இடம் கிடைத்த நிலையில், இந்த ஆண்டு 1,220 மாணவர்களுக்கு மருத்துவம் படிக்க வாய்ப்பு கிடைத்திருக்கிறது. இதில் கடந்த ஆண்டு படித்த 351 மாணவர்களும் அடக்கம்.



வெளி மாநிலத்தில் பணியாற்றும் தமிழகத்தைச் சேர்ந்தவர்களின் பிள்ளைகள் 422 பேருக்கு இடம் கிடைத்திருப்பதுதான், மற்றுமோர் அதிர்ச்சித் தகவல். இதுவரை வெளி மாநிலத்தில் பணியாற்றுபவர்களின் பிள்ளைகள் தமிழக மருத்துவப் படிப்பில் சேராத நிலையில் இந்த ஆண்டு நீட் தேர்வின் மூலம் 12 சதவிகித இடங்களை நிரப்பியிருக்கிறார்கள். தமிழ்நாட்டில் பணியாற்றும் வெளி மாநிலத்தைச் சேர்ந்தவர்களின் பிள்ளைகள் 28 பேருக்கும் இடம் கிடைத்திருக்கிறது.

இந்த ஆண்டு, பெருநகரங்களில் படித்த மாணவர்களுக்கு அதிக அளவில் இடம் கிடைத்திருக்கிறது. உதாரணத்துக்கு, கடந்த ஆண்டு சென்னையைச் சேர்ந்த மாணவர்கள் 113 பேர் மட்டுமே சேர்ந்திருக்கிறார்கள். ஆனால், இந்த வருடம் 471 பேர் மருத்துவக் கல்லூரியில் சேர்ந்திருக்கிறார்கள். இதைப்போலவே, கோயம்புத்தூர் 182, சேலம் 192, மதுரை 179, திருநெல்வேலி 162 பேர், காஞ்சிபுரம் 140, திருவள்ளூர் 158 பேர், வேலூர் 153 பேரும் மருத்துவம் படிக்க வாய்ப்புப் பெற்றிருக்கிறார்கள்.

கடந்த ஆண்டுகளில் நாமக்கல் மாவட்டத்தைச் சேர்ந்த 957 பேர், தருமபுரியைச் சேர்ந்த 225 பேர், கிருஷ்ணகிரியைச் சேர்ந்த 338 பேர் என 50 சதவிகித இடத்தை நிரப்பியிருக்கிறார்கள். ஆனால், இந்த ஆண்டு மூன்று மாவட்டங்களையும் சேர்த்து 273 பேருக்கு மட்டுமே இடம் கிடைத்திருக்கிறது. கடந்த ஆண்டுடன் ஒப்பிடும்போது நாமக்கல், தருமபுரி, கிருஷ்ணகிரி மாவட்டத்தைத் தவிர, இதர மாவட்டங்களிலிருந்து அதிக அளவில் மருத்துவக் கல்லூரியில் சேர இடம் கிடைத்திருப்பது ஆறுதலான விஷயமாக இருந்தாலும், கிராமப்புற மாணவர்களுக்கு வாய்ப்புகள் கிடைக்கவில்லை என்பது தெளிவாகத் தெரிகிறது.

`தமிழ்நாடு மாணவர்களுக்குக் கடந்த ஆண்டு மட்டும் விலக்கு' என்று உச்ச நீதிமன்றம் தீர்ப்பு வழங்கிய நிலையில், தொடர்ந்து விலக்குப் பெறுவோம் என்று தமிழக அரசு தவறான நம்பிக்கையை ஏற்படுத்தியதும், மாற்று ஏற்பாடு செய்யாததுமே தற்போதைய பின்னடைவுக்குக் காரணம்.

இனி அரவிந்த், "10 வருஷமா போஸ்டர் ஒட்டிட்டு இருக்கேன் சார். சாய்ங்காலம் 7 மணிக்கு ஆபீஸ் போவோம். அங்கு ஏரியா பிரிச்சு உடுவாங்க. ஒரு 11 மணிக்கு வேலைய ஆரம்பிச்சா, வேலை முடிய காலைல 7, 8 மணி ஆய்டும். ஆனா, டெய்லி அப்டி கிளம்ப முடியாது. சில நாள் லேட்டாகும். அண்ணா சாலை ஏரியா கொடுத்தா, சைதாப்பேட்டை வரை போஸ்டர் ஒட்டணும். நான் கோடம்பாக்கம் ஏரியா. அதனால, ஜெமினி டு கோடம்பாக்கம் வரை ஒட்டுவேன்.

ராயப்பேட்டையில், வாரப்பத்திரிகை போஸ்டர் ஒட்டிக்கொண்டிருந்த அன்வர் பாயிடம் பேசினோம். "நமக்கு 20 வருஷமா இதான் வேலை தம்பி. 11 மணி போல வேலை ஆரம்பிப்போம். ஐஸ் அவுஸ்லதான் நம்ம ஆபீஸ். அங்கிருந்து அப்டியே மயிலாப்பூர், திருவான்மியூர் வரை போஸ்டர் ஒட்டுவோம். நம்ம கம்பெனில இந்தப் பத்திரிகை போஸ்டர் ஆர்டர்தான் எடுப்பாங்க. அதனால பிரச்னை இல்லை. பத்திரிகை போஸ்டர் ஒட்றப்ப யாரும் நம்மளை கேள்வி கேட்க மாட்டாங்க.

வேகவேகமாக போஸ்டர் ஒட்டிக்கொண்டிருந்த டெல்லி பாபுவிடம் பேச்சுக் கொடுத்தோம், "நான் ப்ளஸ் டூ படிச்சுட்டு, லேப் டெக்னீஷியனா வேலை செஞ்சுட்டு இருந்தேன். சில காரணங்களால அந்த வேலைய விட்டுட்டு, ஆட்டோ ஓட்ட வந்தேன். ஆனா, அங்கயும் ஓலா, ஊபர் வந்து பொழப்புல மண்ண வாரிப் போட்ருச்சு. அதனால, போஸ்டர் ஒட்ட வந்துட்டேன். இப்ப எங்க கம்பெனிலயே ஆட்டோ ஓட்டிட்டு, போஸ்டரும் ஒட்டிட்டு இருக்கேன்" என்றார்.

Nannaya varsity secures 12-B status

Rajamahendravaram: University Grants Commission (UGC) has accorded '12-B' status to Nannaya University. 12-B status will help the varsity to strengthen its financial position which will in turn aid its overall development.

In the year 2006, the then Congress government established eight varsities in the state, of them now Nannaya university obtained 12-B status. Nannaya university is one of the biggest institutions with 460 colleges and 1.50 lakh students in East and West Godavari districts.

The university is offering as many as 32 post-graduate courses and manning one engineering college. B.ED college, arts and commerce college and science and technology college.

Addressing a press conference at his office vice-chancellor Prof. Murru Mutyala Naidu has said that it was a milestone in the history of the varsity. “There will be abundant opportunities to develop the university,” he added.

UGC sanction funds for research programmes, seminars, study tours, foreign trips relating to research programmes etc. UGC sanctions an amount of Rs 5 lakh to Rs 5 crore for research programmes.

“Now our endeavour is to get NAAC recognition as we secured 12-B status. We have initiated steps to get one research programme to each faculty, which also enhances their knowledge,” the V-C informed.

Now sky is the limit for the development of the university and hostel buildings, college buildings, stadium etc also be constructed with the funds.
