கீரை வாங்கலையோ கீரை...

பூ வாங்கலையா அம்மா? கீரை வாங்கலையோ கீரை, தாயி கோலமாவு, அம்மா செல்லம்மா வந்திருக்கேன் போன்ற குரல்கள் தற்போது ஏன் அதிகம் ஒலிப்பதில்லை? பூக்கார அம்மா, காய்கறி விற்பவர், கீரை விற்கும் பாட்டி, வெங்காயம் விற்பவர், பால் ஊற்றுபவர்-இப்படி சிறு சிறு வியாபாரிகள் கூடைகளில் பொருள்களைச் சுமந்து கொண்டு நடந்தோ அல்லது மிதிவண்டியிலோ நம் வீடு தேடி வந்தார்கள். 

அவர்கள் கீரைக் கட்டையோ, காய்கறியையோ இயந்திரத்தனமாக விற்று விட்டுப் போக மாட்டார்கள். பழையதை, வாடி வதங்கியதைக் கொண்டுவர மாட்டார்கள். கூடையை இறக்கி வைத்து விட்டு கொஞ்ச நேரம் தங்களை ஆசுவாசப்படுத்திக் கொண்ட பின்னர்தான் வியாபாரம் எல்லாம். 

பெரியவர்கள் இல்லாத வீடாக இருந்தால் குழந்தைக்கு உரம் எடுத்து விடுவார்கள்; குடலேற்றத்தைச் சரி செய்வார்கள்; சுளுக்கை நீவி எடுத்து விடுவார்கள். சுமையுடன் கூடவே தன் சோகத்தையும் நம்மிடம் இறக்கி வைத்து இளைப்பாறி விட்டுப் போவார்கள். நாம் வீட்டில் இல்லாவிட்டாலும்கூட பூச்சரத்தை வாசலில் வைத்து விட்டுப் போவார்கள். தொடர்ந்து அவர்களிடமே நாம் வாங்குவதால் நம் வீட்டு அங்கத்தினர் போல ஆகி விடுவார்கள். அவர்கள் ரூ.5 சொன்னால் நாம் ரூ.4-க்கு பேரம் பேசி, உரிமையுடன் காசைக் குறைத்துக் கொடுப்போம். கடைசியில் கொஞ்சம் கொசுறு போட்டால்தான் நமக்கு திருப்தி ஏற்படும்.

பால்காரர் மிதிவண்டியில் பாத்திரத்தைக் கட்டிக் கொண்டு வருவார். அவருடைய மிதிவண்டியின் மணி ஓசை கேட்டதும் பாத்திரத்தை எடுத்துக்கொண்டு வந்து பால் வாங்க வேண்டும். பாலில் தண்ணீர் அதிகம் எனச் சண்டை போடுவோம்.

குளிர்சாதனப் பெட்டிகள் இல்லாதிருந்த கால கட்டத்தில் நம் வீட்டுக்கு திடீரென்று விருந்தினர் வந்துவிட்டால், பக்கத்து வீட்டுக்குப் போய் கொஞ்சம் பால் இரவல் வாங்க வேண்டும். அதற்கெல்லாம் ஒருவரும் கூச்சப்பட்டது கிடையாது. உரிமை எடுத்துக் கொள்ள முடிந்தது.
இப்போதோ குளிர்சாதனப் பெட்டி இல்லாத நிலையை நினைத்துப் பார்க்க முடியவில்லை. ஒரு நாள் அது வேலை செய்யாவிட்டால்கூட தவித்துப் போகிறோம். பால், தயிர், மாவு, காய்கறி, நெய் என ஒரு குட்டி உலகமே அதற்குள் இருக்கும். அத்தனையும் வீணாகிப் போய் விடும்.
முன்பு அதற்கு அவசியமில்லாமல் இருந்ததற்குக் காரணம், நாம் அன்றாடச் சமையலுக்குத் தேவையானவற்றை தினமும் வாங்குவதை வழக்கமாகக் கொண்டிருந்தோம். நம்மை நம்பி பல சிறு வியாபாரிகள் பிழைத்துக் கொண்டிருந்தார்கள்.

இப்போதோ இரவு 8 மணிக்குக் கூட வியாபாரம் ஏதும் ஆகாமல் கூடை நிறைய பழங்களை வைத்துக் கொண்டு, சாலையில் போவோர் யாராவது வந்து தன்னிடம் பழம் வாங்க மாட்டார்களா என்ற ஏக்கத்துடன் பார்க்கும் ஒட்டிய வயிறுகளையும், பஞ்சடைந்த கண்களையும் காண்கிறோம். ஆனாலும், அவர்களிடம் அதிகம் பேர் வாங்குவதில்லை.
ஏன் இந்த மாற்றம்? பெரிய மீன்கள் சிறிய மீன்களை விழுங்குவதைப் போல இன்றைய நம் நுகர்வு கலாசாரம் மாறிவிட்டது. உணவு முதல் உடை வரை அனைத்தையும் வாங்குவதில் மாற்றம் வந்து விட்டது. நம் பணியின் தன்மை, கலாசார மாற்றம், உயர்-நடுத்தர குடும்பத்தினரின் எண்ணப் போக்கில் மாற்றம் என எல்லாமே காரணம்.
மளிகை சாமான் வாங்க மாதப் பட்டியல் எழுதும்போது, சமையல் அறையில் உள்ள எல்லா டப்பாக்களையும் அம்மா திறந்து பார்த்து எது தேவை, எவ்வளவு தேவை எனப் பார்த்து எழுதுவார். நாமும் கடைக்குப் போய் சாமான்களை வாங்கி சுமந்து வருவோம். இப்போதோ பெரிய அங்காடிகளுக்குப் போகிறோம். ஒரு கூடையை எடுத்துக் கொண்டு நம் கண்களில் படும் எல்லாவற்றையும் எடுத்து அதில் போட்டுக் கொள்கிறோம். அந்தப் பொருள் நமக்கு அவசியமா, அதன் விலை எவ்வளவு என்றெல்லாம் பார்ப்பது கிடையாது. 

குழந்தைகளையும் அழைத்துக் கொண்டுபோய் பொழுதுபோக்கும் இடமாக இந்த அழகிய அங்காடிகள் மாறிவிட்டன. குழந்தைகள் கை காட்டுவதை எல்லாம் எடுத்துக் கூடையில் போட்டுக் கொள்கிறோம். தொலைக்காட்சி விளம்பரங்களில் காண்பிக்கப்படும் அனைத்தையும் குழந்தைகள் வாங்கித் தரச் சொல்கின்றனர்; நாமும் வாங்கிக் குவிக்கிறோம்.

வீட்டில் சமைக்க சோம்பல்பட்டு உணவகங்களுக்குச் செல்ல ஆரம்பித்தோம். இப்போது அதற்கும் நேரம் இல்லை. வீட்டில் இருந்தபடியே ஆன்லைனில் உணவை வரவழைக்கிறோம்.
முன்பெல்லாம் பெண்கள் கடைக்குச் சென்று 100 புடவைகளைப் புரட்டிப் போட்டு அதில் ஒன்றைத் தேர்வு செய்ய பல மணி நேரம் ஆகும். ஒரு புடவையை விரித்துப் பார்ப்பார்கள், தங்கள் தோள் மீது போட்டுப் பார்ப்பார்கள், அந்தப் புடவை மின் விளக்கு வெளிச்சத்தில் எப்படித் தெரிகிறது, வெளியில் எப்படித் தெரிகிறது என்று பார்ப்பார்கள். லேசில் மனம் திருப்தி அடையாது. 

ஆனால், இன்று பெண்கள் ஆன்லைனில் உடை வாங்குகிறார்கள். செல்லிடப்பேசியில் புடவையின் நிறம் உள்பட எல்லாவற்றையும் பார்த்து பெண்கள் ஆர்டர் செய்கிறார்கள்.

குடும்ப மருத்துவர் என்று முன்பு இருந்ததும் இன்று இல்லை. குடும்ப மருத்துவர் என்றால் நம் அனைத்து உடல் தொடர்பான பிரச்னைகளுக்கும் அவர்தான் மருத்துவம் பார்ப்பார். அவர் கொடுத்த பாட்டில் மருந்தும், மாத்திரைப் பொடியும் நம்மை குணமாக்கியது. நமக்கு ஒவ்வாதது எது என்பதெல்லாம் அவருக்கு நன்கு தெரியும். இப்போது அப்படி ஒருவரும் இல்லை. ஒருவருக்கு அதிகபட்சம் 5 நிமிஷங்கள் ஒதுக்கவே இன்றைய மருத்துவர்களால் முடியவில்லை. 

வேலைக்குப் போகும் பெண்கள் முதல் நாள் இரவே மறு நாள் சமையலுக்குத் தேவையான காய்கறிகளை நறுக்கி குளிர்சாதனப் பெட்டியில் வைத்துக் கொள்கின்றனர். காலையில் தெருவில் விற்கப்படும் காய்களை வாங்கக்கூட நேரம் இருக்காது. பலரும் மிதிவண்டியில் வந்து வியாபாரம் செய்கிறார்கள். அடுக்குமாடிக் குடியிருப்புகளில் வசிப்போரால் சட்டென கீழே வந்து வாங்க முடியாது. விற்பவர்களும் பொறுமையாகக் காத்திருப்பது இல்லை.
அடுக்குமாடிக் குடியிருப்புகளில் பெரிய கோலம் போட முடியாது என்பதால், கோல மாவு விற்பனை குறைந்து வருகிறது. தனி வீடுகளில் இருப்போருக்கு பெரிய கோலம் போட நேரம் இல்லை.
காலம் கெட்டுக் கிடப்பதால் எவரையும் நம்பி வீட்டுக்குள் அனுமதிக்க முடியவில்லை. முன்பின் தெரியாதவர்களிடம் நட்பு பாராட்டுவதற்கும் பயமாக உள்ளது. கொஞ்சம் சிரித்துப் பேசி பழகி விட்டால் உடனே பணம் கடனாகக் கேட்கிறார்கள். விவசாயத்தையும், விவசாயிகளையும் ஊக்குவிப்போம் என்னும் குரல் ஓங்கி ஒலிக்கத் தொடங்கியிருக்கும் இந்த நேரத்தில் அவர்களும் வியாபார தர்மத்தைக் கடைப்பிடிக்க வேண்டும்.
அவர்களை வாழ வைக்க நாம் முயற்சிக்கும்போது அவர்களும் நம் நம்பிக்கையை முறிக்காமல் இருக்க வேண்டும். நுங்கு விற்பவர் இளசாக பொறுக்கி எடுக்க நம்மை அனுமதிக்க மாட்டார். அவரேதான் எடுத்துப் போடுவார். நாம் வீட்டிக்கு வந்து பார்த்தால் பத்தில் இரண்டு முற்றியதாக இருக்கும். கீரைக்கட்டை வீட்டிற்கு வந்து பிரித்தால் அந்தக் கட்டுக்குள் அழுகிய கீரைகளும், புல்லும் வைத்துக் கட்டப்பட்டிருக்கும்.

பழ வியாபாரி ஒருவர் வாடிக்கையாளர்களை ஏமாற்றும் வித்தையை எவ்வளவு லாவகமாகச் செய்கிறார் என்பதை ஒரு முகநூல் பதிவில் பார்த்து அதிர்ந்து போனேன். ஒவ்வொரு சுங்கச்சாவடியிலும் நம் மகிழுந்தோ, பேருந்தோ நிற்கும்போது கொய்யா பழத்தோடும், பனங்கிழங்கோடும், பலாச்சுளைகளோடும் கண்களில் நாம் வாங்குவோம் என்ற எதிர்பார்ப்புடன் ஓடி வருபவர்களைப் பார்க்க பரிதாபமாக இருக்கிறது. துண்டு போடப்பட்ட மாங்காய் பத்தை வியாபாரம் செய்யும் ஒரு நபரால், தன் குடும்பத்தைக் காப்பாற்ற முடியுமா? எனக்குள் எழுந்த மிகப் பெரிய கேள்வி இது.

நம் வாழ்க்கை முறை மாற்றத்தாலும், மனிதர்கள் மீதுள்ள அவநம்பிக்கையாலும் இத்தகைய சிறு வியாபாரிகளின் வாழ்வில் ஒளி மங்கி வருகிறது. பக்கத்து வீட்டுக்காரரைப் பார்த்து புன்னகைப்பது என்பதே மறந்து போய் விட்டது. அக்கம்பக்கக்தினரிடம் ஓரிரு வார்த்தைகள் நலமா, சௌக்கியமா என்று புன்சிரிப்புடன், மலர்ந்த முகத்துடன் விசாரித்தாலே அந்த நாள் இருவருக்கும் இனிய நாளாக இருக்கும். மகிழ்ச்சியான மனநிலையுடன் வெளியே வந்தால் மண்ணுலகமும் மகிழ்ச்சியாகத் தெரியும். 

வணிகமயமாக்கலின் விளைவாக பல சின்னச் சின்ன சந்தோஷங்களை நாம் இழந்திருக்கிறோம். இயந்திரத்தனமான வாழ்க்கையில் மரத்துப்போன உணர்வுகளுடனும், மறந்து போன மனித நேயத்துடனும் வாழ்கிறோம்.

பல கோடிகளுக்கு அதிபதி வாழ்க்கையில் தோற்றுப் போய் தன் முடிவைத் தேடிக் கொள்கிறார். தோல்வியால் துவண்டு போகிறார். மீண்டு எழுவேன் என்று நம்பிக்கை கொள்வதில்லை. ஆனால், அடுத்த வேளை சாப்பாட்டுக்கு வழி இல்லாதவர்கள் வாழ்க்கையை துணிச்சலோடு எதிர்கொள்கிறார்கள். நாமும் கொஞ்சம் ஈர இதயத்துடன் அவர்களை வாழ வைப்போம்.
பணத்தோடுதான் பணம் சேர வேண்டுமா? ஏழை வியாபாரிகளின் வீட்டிலும் நம் புண்ணியத்தால் உலை கொதிக்கட்டும். முடிந்தவரை அவர்களிடம் பொருள்களை வாங்குவோம். பன்னாட்டு வர்த்தகச் சந்தை என்னும் சுனாமியால் பாதிக்கப்பட்டுள்ள ஏராளமான சிறு வியாபாரிகளுக்குப் புத்துயிர் கொடுப்போம்.

அன்பு என்ற சொல்லின் முழுமையான பொருள் மனைவி. ஓர் ஆணுக்கு கிடைக்கும் அங்கீகாரத்துக்கும், மரியாதைக்கும் மனைவி காரணம்.
அதிலும், பணிக்குச் சென்று குடும்பச் சுமையை தோளில் சுமக்கும் பெண்கள் உண்டு. உடலிலும், மனதிலும் வலிமை கொண்டு கணவனையும் கவனித்து குழந்தைகளிடமும் அக்கறை கொண்டு, பணியிலும் தன்னை அர்ப்பணித்து வாழ்நாளின் ஒவ்வொரு நிமிஷத்தையும் குடும்பத்தின் நலனுக்காக செலவிடுகிறார் மனைவி.
கல்லூரி ஒன்றில் பேராசிரியர் ஒருவர் பாடம் நடத்தியபோது, உங்களுக்குப் பிடித்த ஏதாவது பத்து உறவு முறைகளை கரும்பலகையில் வந்து எழுதுங்கள் என்று மாணவர்களிடம் கூறினார். தந்தை, தாய், மகன், மகள், சகோதரன், மனைவி என்று அத்தனை உறவு முறைகளையும் கரும்பலகையில் மாணவர் எழுதினார். 

தொடர்ந்து அதில் ஒவ்வொரு பெயராக அழிக்கச் சொன்னார் பேராசிரியர். ஒவ்வொரு உறவின் பெயரையும் அழித்துக் கொண்டே வந்தார் மாணவர்; இறுதியில் மகன், மகள், மனைவி ஆகியோரின் பெயர்கள் மட்டும் இருந்தன. அனைவரும் அந்த மாணவர் அடுத்து யார் பெயரை அழிக்கப் போகிறார் என்று எதிர்பார்ப்புடன் இருந்தனர். வரிசையாக தந்தை, தாய், மகன், மகள் ஆகிய அனைவரையும் அந்த மாணவர் அழித்துவிட்டு மனைவியின் பெயரை மட்டும் அழிக்காமல் இருந்தார்.

ஏன் மனைவியின் பெயரை மட்டும் அழிக்கவில்லை என்று அந்த மாணவரிடம் பேராசிரியர் கேட்டார். முதுமை அடைந்த பிறகு, பெற்றோர் நம்மை விட்டுப் பிரிந்து விடுவர்; திருமணமானவுடன் கணவர் வீட்டுக்கு மகள் சென்று விடுவார்; திருமணமானவுடன் தன் மனைவியுடன் மகன் வாழச் சென்று விடுவார்; இறுதி வரை மனைவி மட்டுமே உடன் இருந்து கவனித்துக் கொள்வார்; அதனால்தான் அந்தப் பெயரை அழிக்கவில்லை என்றார் மாணவர்.

ஒவ்வொரு பெண்ணும் தனது பெற்றோரின் வீட்டில் இளவரசியாகத்தான் வாழ்கின்றனர். ஆனால், மணம் முடிந்த வீட்டில் மகாராணியாக வாழ்வதில்லை. திருமணமான சில நாள்களிலேயே தன் தந்தையின் முன்னெழுத்தை நீக்கிவிட்டு கணவனின் முன்னெழுத்தை தன் பெயருக்கு முன்னால் சேர்த்துக் கொண்ட நொடியிலேயே தியாகத்திற்கு தயாராகிறாள். அதன் பின்பு தாயாராகிறாள். காலப்போக்கில் அன்பு என்ற மழையில் கணவனையும், குழந்தைகளையும் நனைக்கிறாள்.
சில நபர்கள் தான் எடுக்கும் முடிவு சரியானது; தனது மனைவி எடுக்கும் முடிவு தவறானது என்று கருதுகின்றனர். மனைவி எடுக்கும் முடிவுகள் தவறு என்று நினைத்தால், நம்மைத் தேர்ந்தெடுத்ததும் மனைவிதான் என்பதை நினைவில் கொள்ள வேண்டும். நாம் எடுக்கும் முடிவு சரியானது என்று நினைத்தால், மனைவியைத் தேர்ந்தெடுத்தது நாம்தான் என்பதை நினைக்க வேண்டும்.

புத்தர் ஞானம் பெற்றதும், தன் மனைவி, குழந்தையைப் பார்க்க வீட்டுக்குச் சென்றார். அவரது மனைவி யசோதரா அவரைப் பார்த்து இவ்வாறு கேட்டார்: என்னை விட்டுப்போனதுகூடப் பரவாயில்லை; ஆனால், என்னிடம் சொல்லிவிட்டுச் சென்றிருக்கலாமே; நான் ஒன்றும் தடுத்திருக்க மாட்டேன்; நீங்கள் என்னை நம்பவில்லை என்ற நினைப்பே என்னை இத்தனை காலமும் நோகடித்து விட்டது. என்னை ஏன் காயப்படுத்தினீர்கள் என்றார்.

அதற்கு புத்தர் மன்னிப்பு கேட்டுக் கொண்டு, தான் பயந்தது தன்னை நினைத்துத்தான் என்றார். மனைவி, குழந்தைகள் முகம் பார்த்து உறுதி குலைந்து இங்கேயே தங்கி விடுவோமோ என்று பயந்ததால்தான் சொல்லாமல் சென்று விட்டேன் என்றார் புத்தர்.

அடுத்து, நீங்கள் இந்த அரண்மனையை விட்டுப் போகாமல் இங்கேயே தங்கி இருந்தால் ஞானம் பெற முடியாதா என்று கேட்டார் யசோதரா. தாராளமாகக் கிடைத்திருக்கும்; அதை இங்கிருந்து செல்லும்போது நான் அறிந்திருக்கவில்லை என்றார் புத்தர்.
புத்தரைப் போற்றுவதுபோல நாம் யசோதராவைப் போற்றுவது இல்லை. புத்தரைப் போல யசோதரா சென்றிருந்தால் இந்த உலகம் பழித்திருக்கும். எல்லாவற்றையும் துறந்து தொல்லையில்லாமல் துறவியானார் புத்தர். 

எல்லாவற்றையும் வைத்துக் கொண்டு துயரை அனுபவித்து துறவியாய் வாழ்ந்தார் யசோதரா. அப்படிப்பட்ட மனவலிமை கொண்டவர்கள் பெண்கள். ஆண்களோடு பெண்களை ஒப்பிடும்போது கூடுதல் மனவலிமை கொண்டவர்கள் பெண்கள் தான் என்பதில் எந்தச் சந்தேகமும் இல்லை.

கணவனுக்கும் மனைவிக்கும் ஜாதக ரீதியாக பொருத்தங்கள் சரியாக இருந்தாலும், முக்கியமான பொருத்தம் மனப் பொருத்தம்தான். இருவருக்கும் இடையே நல்ல கருத்தொற்றுமை, அன்பு முதலானவை மேம்படும்போது குடும்பத்தில் மகிழ்ச்சி நிலவும்.
குடும்பங்களில் கருத்துவேறுபாடுகள் ஏற்படுவது இயல்பானது. பிரச்னை சிறிதாக இருக்கும்போதே அதைச் சரி செய்துவிட வேண்டும். வாழ்க்கையில் எந்தச் சூழ்நிலையிலும் அவசரப்படக் கூடாது. இன்று பல திருமணங்கள் காவல் நிலையத்தில் நடைபெறுகின்றன, நீதிமன்றத்தில் விடை பெறுகின்றன. காவல் நிலையமும், நீதிமன்றமும் கணவன்-மனைவி உறவைத் தீர்மானிப்பதற்கும், தீர்த்து வைப்பதற்கும் உரிய இடம் அல்ல.

கணவனுக்கும் மனைவிக்கும் இடையே வெளிப்படைத்தன்மை வேண்டும். மனைவிக்குத் தெரியாமல் கணவன் எந்த ஒரு செயலும் செய்யக் கூடாது. மனைவியின் கருத்துகளுக்கும், உணர்வுகளுக்கும் கணவர் மதிப்பளிக்க வேண்டும். எப்போதும் மனைவியை கெளரவமாக நடத்த வேண்டும். குழந்தைகள் முன்னிலையிலோ, மற்றவர்கள் முன்னிலையிலோ மனைவியை குறைவாகப் பேசக் கூடாது.
மனைவியின் சிறப்பான செயல்பாடுகளை மனம் விட்டுப் பாராட்டுங்கள்; மற்றவர்கள் முன்பு பாராட்டுங்கள். சிறிய குறைகள் மனைவியிடம் இருந்தால் அதைப் பெரிதுபடுத்தாதீர்கள். அன்பாகச் சொல்லித் திருத்துங்கள். எத்தனை அலுவல்கள் இருந்தாலும் மனைவியிடம் மனம் விட்டுப் பேசுவதற்கு நேரம் ஒதுக்குங்கள்.
மனைவியை இரண்டாவது தாயாகப் பார்ப்பவர்தான் சிறந்த கணவர். கணவரை முதல் குழந்தையாக பார்ப்பவர்தான் சிறந்த மனைவி.

தலைவலியல்ல, புற்றுநோய்!

ஹாங்காங்கில் கடந்த மூன்று மாதங்களாகத் தொடரும் மக்கள் போராட்டம் முடிவுக்கு வருவதாகத் தெரியவில்லை. சீனா ஒருபுறம் பொறுமை இழந்து வருகிறது என்றால், இன்னொரு புறம் ஆசியாவின் பொருளாதார மையங்களில் ஒன்றான ஹாங்காங்கில் அலுவல்கள் ஸ்தம்பித்திருக்கின்றன. ஹாங்காங் பிரச்னை காரணமாக சீனாவுக்கு வரும் முதலீடுகளில் தேக்கம் ஏற்பட்டிருப்பது அதன் ஏற்றுமதியையும் பாதிக்கத் தொடங்கியிருக்கிறது. 

பிரிட்டனின் கட்டுப்பாட்டில் இருந்த ஹாங்காங், 1997-இல் சீனாவிடம் ஒப்படைக்கப்பட்டது. அப்போது, சர்வாதிகார ஆளுமையில் உள்ள கம்யூனிஸ்ட் சீனாவைப் போல அல்லாமல், ஹாங்காங்கில் முன்பு போலவே ஜனநாயகம் தொடரும் என்கிற வாக்குறுதி அளிக்கப்பட்டது. ஒரே நாடு இரண்டு நிர்வாக முறைகள் என்கிற அடிப்படையில் ஹாங்காங்கின் அரசை மக்களே தேர்ந்தெடுப்பார்கள் என்பது ஏற்றுக் கொள்ளப்பட்டது. 

கடந்த 20 ஆண்டுகளில் ஹாங்காங் மக்களுக்கு அளிக்கப்பட்ட வாக்குறுதிகள் ஒன்றன்பின் ஒன்றாகக் கைவிடப்படுகின்றன. தலைமை நிர்வாகியின்தேர்வுக்கு நேரடித் தேர்தல் என்பது கைவிடப்பட்டது முதல் ஹாங்காங் மக்கள் மத்தியில் சீன ஆட்சியாளர்கள் மீது ஒருவிதமான வெறுப்பும், சலிப்பும் ஏற்படத் தொடங்கியது. சில ஆண்டுகளுக்கு முன்னால் குடைகளை ஏந்திக்கொண்டு பல்லாயிரக்கணக்கில் மக்கள் ஹாங்காங் வீதிகளில் தங்களது ஜனநாயக உரிமைகளுக்காக போராட்டம் நடத்தினார்கள். அதன் நீட்சியாகத்தான் இப்போதைய போராட்டத்தைக் கருத வேண்டும். 

 
ஹாங்காங்கின் தலைமை நிர்வாகி கேரி லாம் ஒரு சட்டத்தைக் கொண்டு வந்தார். அதன்படி, சந்தேகத்துக்குரிய நபர்கள் யாராக இருந்தாலும் அவர்களை சீனாவுக்கு அழைத்துப் போய் விசாரிப்பது என்று கூறப்பட்டது. அந்தச் சட்டம் நடைமுறைப்படுத்தப்படுமேயானால், அதைப் பயன்படுத்தி சீனாவுக்கு எதிரானவர்களை ஹாங்காங்கிலிருந்து அப்புறப்படுத்திவிட முடியும் என்கிற அச்சம்தான் இந்தப் போராட்டத்துக்குக் காரணம். 

மக்கள் போராட்டம் பெருமளவில் வலுத்தவுடன் அதை எதிர்கொள்ள முடியாமல், நாடு கடத்தல் சட்டத்தை தற்போதைக்கு நிறுத்திவைப்பதாக கேரி லாம் அறிவித்தார். போராட்டக்காரர்கள் அதை ஏற்றுக்கொள்ளத் தயாராக இல்லை. சட்டத்தை உடனடியாகத் திரும்பப் பெறுமாறு அவர்கள் விடுத்த கோரிக்கையை ஏற்றுக்கொண்டிருந்தால், ஒருவேளை நிலைமை இந்த அளவுக்கு மோசமாகியிருக்காது. 

ஒரு கட்டத்தில் ஹாங்காங்கின் நாடாளுமன்றக் கட்டடத்தைக் கைப்பற்றி போராட்டக்காரர்கள் சேதம் ஏற்படுத்தினார்கள். இரண்டு வாரங்கள் முன்பு ஹாங்காங் விமான நிலையம் போராட்டக்காரர்களால் நிறைந்தபோது, ஹாங்காங்கின் விமானப் போக்குவரத்து முற்றிலுமாகத் துண்டிக்கப்பட்டது. இப்போதும்கூட, ஹாங்காங்கின் விமான சேவை தடைபட்டிருக்கிறது. இவையெல்லாம் மிக அதிகமான நிதி பரிவர்த்தனை நடக்கும் ஆசியாவின் பொருளாதார மையமான ஹாங்காங்கை ஸ்தம்பிக்க வைத்திருக்கின்றன. 

நாடு கடத்தும் சட்டத்தை கேரி லாம் ஆரம்பத்திலேயே கைவிடாமல் போனதால், போராட்டக்காரர்களின் கோரிக்கைகள் இப்போது அதிகரித்த வண்ணம் இருக்கின்றன. நாடு கடத்தும் சட்டத்தை முழுமையாகக் கைவிட வேண்டும் என்று கூறிய போராட்டக்காரர்கள், அடுத்தகட்ட கோரிக்கையாக தலைமை நிர்வாகி கேரி லாம் பதவி விலக வேண்டும் என்கிற கோரிக்கையையும் முன்வைத்தனர். இப்போது கேரி லாம் பதவி விலகினாலும்கூட, தங்களது போராட்டத்தை அவர்கள் கைவிடுவதாக இல்லை. நாடு கடத்தும் சட்டத்தைக் கைவிடுவது, கேரி லாம் பதவி விலகுவது, காவல் துறைக்கும் போராட்டக்காரர்களுக்கும் இடையே நடந்த தாக்குதல்கள் குறித்து பாரபட்சமற்ற விசாரணை, கைது செய்யப்பட்ட போராட்டக்காரர்கள் விடுவிக்கப்பட்டு அவர்கள் மீது தொடரப்பட்டிருக்கும் வழக்குகள் முற்றிலுமாகக் கைவிடப்பட வேண்டும் என்பதுடன் நிறுத்திக் கொள்ளாமல், தேர்தல் முறையில் சீர்திருத்தம் கொண்டுவரப்பட வேண்டும் என்பது வரை அவர்களது கோரிக்கைகள் நீண்டு கொண்டே போகின்றன.

கடந்த ஜூன் மாதம் முதல் ஹாங்காங்கில் தொடரும் போராட்டத்தை, 1989-இல் பெய்ஜிங்கில் உள்ள தியானன்மென் சதுக்கத்தில் நடந்த படுகொலையுடன் சிலர் ஒப்பிடுகிறார்கள். ஆனால், கம்யூனிஸ சர்வாதிகாரத்துக்கு எதிராகக் கொதித்தெழுந்த ஆயிரக்கணக்கான மாணவர்களை ஈவிரக்கம் இல்லாமல் தியானன்மென் சதுக்கத்தில் சுட்டுக் கொன்று போராட்டத்துக்கு முடிவு கட்டியதுபோல, ஹாங்காங்கை அடக்கிவிட முடியாது. இப்போது உலக வல்லரசாகியிருக்கும் சீனா, தன்னுடைய கெளரவத்தையும், பொருளாதார ஸ்திரத் தன்மையையும் ஹாங்காங்கில் அடக்குமுறை நடத்தி தொலைத்துக் கொள்ளத் தயாராக இல்லை. 

அமெரிக்காவின் ஆசிபெற்ற தனி நாடான தைவான் தீவு போராட்டக்காரர்களுக்கு உதவுகிறது என்கிற சீனாவின் குற்றச்சாட்டு உண்மையாக இருக்கக்கூடும். சீனாவின் கையிலிருந்து ஹாங்காங் நழுவினால், அடுத்தகட்டமாக ஏற்கெனவே சீனாவுக்கு எதிராகக் கிளர்ச்சிகள் நடந்து கொண்டிருக்கும் பெளத்தர்கள் நிறைந்த திபெத்தும், உயிகர் முஸ்லிம்கள் பெரும்பான்மையாக வசிக்கும் சீனாவின் ஜின்ஜியாங் பகுதியும் ஹாங்காங்கைத் தொடர்ந்து வெளியேற முற்படும். அதனால், ஹாங்காங்கை விட்டுவிடவும் முடியாமல், போராட்டத்துக்கு முற்றுப்புள்ளி வைக்கவும் முடியாமல் செய்வதறியாது திகைத்துக்கொண்டிருக்கிறது சீனா.
புரட்சியால் உருவான கம்யூனிஸ சீனா, இப்போது ஹாங்காங்கில் நடக்கும் போராட்டக்காரர்களின் புரட்சியால் அலமலந்து போயிருக்கிறது.

டெட் தேர்வில் தேர்ச்சி பெறாத அரசு உதவிபெறும் பள்ளிகளைச் சேர்ந்த ஆசிரியர்கள் பணியைத் தொடருவதில் சிக்கல் ஏற்பட்டுள்ளது.

ஆசிரியர் தகுதித் தேர்வில் ஒரு சதவீதத்துக்கும் குறைவானவர்களே தேர்ச்சி பெற்ற நிலையில், அரசு உதவிபெறும் பள்ளிகளில் பணியாற்றும் 1,500 ஆசிரியர்கள் வேலை இழக்கும் அபாயம் ஏற்பட்டுள்ளது.


மத்திய அரசின் கட்டாயக் கல்வி உரிமைச் சட்டத்தின்படி தமிழகத்தில், 2011-இல் ஆசிரியர் தகுதித் தேர்வு முறை அறிமுகமானது.
டெட் தேர்வில் தேர்ச்சி பெறாமல், அரசு உதவி பெறும் பள்ளிகளில் பணியில் சேர்ந்தவர்களுக்கு, தகுதித் தேர்வில் தேர்ச்சி பெற, ஐந்தாண்டு அவகாசம் அளிக்கப்பட்டது. பின்னர் இந்த அவகாசம் ஒவ்வொரு ஆண்டும் நீட்டிக்கப்பட்டது. இறுதியாக, நிகழாண்டு மார்ச் மாதத்துக்குப் பிறகு கால அவகாசத்தை நீட்டிக்க, மத்திய அரசு மறுத்து விட்டது.

இதையடுத்து, தகுதித் தேர்வில் தேர்ச்சி பெறாத, 1,500 ஆசிரியர்களுக்கான சம்பளத்தை நிறுத்தி, ஏப்ரலில் தமிழகப் பள்ளி கல்வித் துறை உத்தரவிட்டது. இது தொடர்பாக, உயர் நீதிமன்றத்தில், ஆசிரியர்கள் சிலர் வழக்குத் தொடர்ந்தனர்.

குறைவான ஆசிரியர்களே தேர்ச்சி: இந்தநிலையில் கடந்த ஜூனில் நடந்த தேர்வின் முடிவுகள் தற்போது வெளியாகியுள்ளன. இதில் ஒரு சதவீதத்துக்கும் குறைவானவர்களே தேர்ச்சி பெற்றுள்ளனர். 

அதாவது, இரண்டு தாளிலும் சேர்த்து, தேர்ச்சி பெற்றவர்கள் 900-க்கும் குறைவு என கல்வித் துறை வட்டாரங்கள் தெரிவித்துள்ளன. அதிலும் புதிய தேர்வர்களே அதிக தேர்ச்சி பெற்றுள்ளதாகக் கூறப்படுகிறது.
அரசு உதவி பெறும் பள்ளிகளில் பணியில் உள்ள, 1,500 ஆசிரியர்களில் மிகக் குறைந்த அளவில்தான் தகுதித் தேர்வில் தேர்ச்சி பெற்றுள்ளனர். அவர்களைத் தவிர, மீதமுள்ள ஆசிரியர்கள் பணியைத் தொடருவதில் சிக்கல் ஏற்பட்டுள்ளது. தேர்ச்சி பெறாதவர்கள் மீண்டும் நீதிமன்றத்தை நாடி கூடுதல் அவகாசம் பெறுவர் என, எதிர்பார்க்கப்படுகிறது. 

இது குறித்து பள்ளிக் கல்வித்துறை அதிகாரிகள் கூறுகையில், டெட் தேர்வில் தேர்ச்சி பெறாத அரசு உதவிபெறும் பள்ளிகளைச் சேர்ந்த 1,500 ஆசிரியர்களுக்கு ஜூன் மாதம் நடைபெற்ற தேர்வு மூலமாக மேலும் ஒரு வாய்ப்பு வழங்கப்பட்டது. ஆனால் பெரும்பாலான ஆசிரியர்கள் அதிலும் தேர்ச்சி பெறவில்லை. இது குறித்து கல்வித்துறை சார்பில் ஆலோசனை நடத்தி அடுத்தகட்ட நடவடிக்கைகள் குறித்து முடிவெடுக்கப்படும் என்றனர்.

CHENNAI: The State government is preparing fresh comprehensive guidelines for appointments on compassionate grounds and state departments have been asked to furnish details of pending compassionate ground appointment cases for want of vacancies.

This comes after the Madurai Bench of Madras High Court has directed the State government to issue guidelines for considering appointment on compassionate grounds.

A Labour and Employment department official told TNIE that there is already a guideline on providing jobs under compassionate grounds.“We will be making changes based on our experiences,” the official said. Once the changes are incorporated, it will be presented before the Chief Minister, after which it will get clearance from the state government, the official said.


This comes in the wake of Madras HC directing the government to pass a Government Order based on its suggestions. The suggestions by Madras High Court include compassionate appointments to be made within one year from the date of death of the government employee; relaxing the qualification for Class-IV staff for giving appointment.

The court has also stated that request for appointment on compassionate ground for the child in the womb, by seeking reservation of one post till it attains majority, cannot be entertained. Whenever an application is made, it should be decided within three months, the court said.

During a recent meeting, Chief Secretary K Shanmugham has asked the Labour and Employment department to come up with comprehensive guidelines under a single government order, sources said.

Med college gets nod for MBBS admissions

The college had filed a petition in the Madras High Court to grant recognition to admit the students this year after the college did not figure in the eligible list of colleges.

CHENNAI: The Tamil Nadu Dr MGR Medical University granted continuance of provisional affiliation order for conducting MBBS course for the academic year 2019-2020, to Sri Muthukumaran Medical College and Research Institute here after the Madras High Court order to grant conditional recognition to the college.

Following the order, the Directorate of Medical Education, Selection Committee, notified the tentative counselling schedule for admission to MBBS course in government and management quota seats. 

According to the Selection Committee notification, the counselling will be conducted on Tuesday for admission of students for MBBS courses at the Sri Muthukumaran Medical College and Research Institute, at the Government Multi Super-Speciality Hospital, Omandurar Estate.

In its notification, the Tamil Nadu Dr MGR Medical University said,”The Tamil Nadu University hereby grants continuance of provisional affiliation order for conducting MBBS degree course for the academic year 2019-2020, after getting the undertaking from the chairperson of the Trust that runs the college, that they will rectify the defects as pointed out by the inspection team, within a period of three months from 18 August, based on the order of the High Court dated August 19,2019.”

The college had filed a petition in the Madras High Court to grant recognition to admit the students this year after the college did not figure in the eligible list of colleges. The college admits 150 students for MBBS course.


The University earlier did not give permission to admit the students in the college for alleged unauthorised constructions and the enforcement action taken by the CMDA and pending court case on the matter.

CHENNAI: If you’re looking to ditch the usual burger and pizza or taco and noodles with gravy fare, there’s an exciting new cuisine that you can dig into this weekend. The Kitchen at The Raintree, Anna Salai, is hosting The Brazilian Food Festival from till September 1, with a menu that will be a refreshing change for Chennaites.

Brazilian food is a seamless blend of cuisines from Africa, Portugal and native Brazil. You can devour dishes made of root vegetables, sea food and meat from Brazil and relish traditional sweet egg breads and coconut-flavoured dishes inspired from Portugal. The dominant African influences include pineapple, coconut milk, shredded coconut and palm hearts that work their way into everyday dishes, flavouring meat, shrimp, fish, vegetables and bread.

“The menu took us about one week to curate,” said S Vinoth Kumar, sous chef at The Kitchen. “Whenever we make a menu, we always choose dishes keeping Indian tastes in mind. For instance, if we were to stay true to the authentic Brazilian experience, we would cook with pork larder but have not done so due to our cultural context. So, we have made the menu suitable for our tastes and slightly tweaked the recipes accordingly. But, those who want to experience the typical Brazilian food cooked in that way are welcome to try it. All they have to do is let us know that they would like it to be cooked that way.” The coxinha (chicken croquettes) is a delightful way to start the meal.


The pear-shaped appetiser is crisp on the outside and is stuffed with a delicious chicken filling. It also happens to be the chef ’s recommended appetizer right from the streets of Brazil.

The roasted chilli prawn skewers, marinated and grilled to perfection, are delicious and provide just the right amount of heat that can be balanced out by the mouth-watering frango churrasco (grilled lemon and garlic chicken). Unlike a lot of Western grills that many find bland and boring, all the grilled dishes at the festival were bursting with flavours and yet not overwhelmingly packed with spices and condiments.

A special mention needs to be made about the moqueca de camarao (Brazilian shrimp soup), which will warm the cockles of your heart and keep your tummy satisfied with its unique and unforgettable flavour. Vegetarians need not fret as the choices are aplenty. The feijoada (fritter with collard green) is a musthave. It melts in your mouth; you won’t be able to stop with just one.

The pastel de palmito (cheese and peppers stuffed pouches) is the other fuss-free and fabulous appetiser to watch out for. The salads serve as the perfect sweet and tangy accompaniment to the meal.

For the main course, the Brazilian pork and black bean stew is a real treat for meatlovers. The moqueca de peixe (Brazilian fish stew) will leave you craving for more. It is a magical blend of different spices that complement the fish well. The lamb feijoada with mango salsa is another hearty and lip-smacking dish that’s heavily recommended.

For vegetarians, the bahia (vegetable and plantain moqueca) is sumptuous and flavoursome. “The menu on all the days is going to be different with a wide variety of dishes to choose from. We have planned a balanced menu that has enough choice for vegetarians too. India is an experimental country and right now the rage is Brazilian food because it offers so much for both vegetarians and non-vegetarians, as it is an exciting blend of cultures and cuisines. It is currently the fastest growing cuisine in India and our menu is a great way for people to try something new,” said the chef.

For those with a sweet tooth, get ready to indulge your taste buds. The desserts are incredible, different and delectable. The Brazilian coconut and nut pudding is a satisfying, dry cakelike dessert that can be eaten on its own or dipped in different syrups.

The mini coconut flan is an unapologetically light, fresh and scrumptious gem that you must not miss out on. And finally, the churros dusted with cinnamon are a great way to end the meal, and it will take a lot of self control to stop yourself from eating them all.

Resettled families in Chennai's Perumbakkam struggle for public healthcare

With just two doctors three hours a day, a lone primary health care centre is not enough for 13,000 families.

CHENNAI: For taking care of the 13,000 families of Perumbakkam resettled colony, there is only one primary healthcare centre (PHC). If that is not a tall order, reaching the place is a herculean task for some.

Anthoniammal, a resident of the colony, had to use all her might to push the wheelchair carrying her 63-year-old disabled husband across an uneven piece of rain-soaked land that leads to the ramp of the only PCH in the Tamil Nadu Slum Clearance Board’s (TNSCB) resettlement site.

The pavement that leads to the centre has at least three open manholes. “There is no way my husband can go by himself on the wheelchair,” said Anthoniammal. The centre is beside a large pool of stagnant water and is at the periphery of the resettlement site, at the end of a long stretch of unoccupied blocks.

The two doctors are present for only three hours every morning, say residents who were resettled to Perumbakkam from areas like Saidapet, Thousand Lights, Chintadripet and Arumbakkam, where they had access to healthcare.

“If we want to consult the doctor, we have to come between 9 am and 12 noon. Otherwise, other staff there ask for our symptoms and give us medicines,” said Nalini P, a resident. For blood tests, the residents are sent to the primary healthcare centre in Semmencherry, originally meant for the 6,000 families that reside in the TNSCB tenements in Semmencherry.

“Residents used to be sent here for blood tests. Now the centre at Perumbakkam has started some of the tests but we still do a majority of it. Even otherwise, a lot of residents from Perumbakkam visit our centre, which sometimes leads to shortage of medicines,” said a staff at the Semmencherry PHC.

When contacted, a TNSCB official said that the way to the primary healthcare centre in Perumbakkam would be cleared soon and the manholes would be closed. “There is also a proposal to upgrade the existing PHC at Perumbakkam,” the official said.

CHENNAI: Six government doctors began fast-unto-death protest to stress on their four-point charter of demands including pay hike, 50 per cent reservation for service doctors in PG courses, at the Rajiv Gandhi Government General Hospital campus on Friday.

The members of the Federation of Government Doctors Association, also announced a one day-token strike on Tuesday.

The members, which comprised of Service Doctors and Post Graduates Association, Democratic Tamil Nadu Government Doctors Association and Government All Doctors Association, have been staging various protests for several months.

Speaking to Express, Dr A Ramalingam, member of Federation of Government Doctors Association said, “All members of the FOGDA across the State will hold a one day-token strike on August 27. We will boycott all other services expect emergency and casualty services. We have been demanding the implementation of Government Order 354, which envisages pay hike,” Dr Ramalingam said.


Dr Perumal Pillai, one of the doctors who began the fast unto death on Friday, said, “The government is reducing medical officers on the basis of Government Order 4D as per the Medical Council of India rules, instead of posting doctors based on patients’ loads in the hospitals.

It also stopped counselling for PG service doctors posting which was in practice for the last 15 years.”

CHENNAI: A division bench of the Madras High Court rejected PIL petitions to restrain the government from digging five giant wells in the Madambakkam lake in Kancheepuram district.

Due to shortage of water in Chennai, the government has brought out a scheme called -- Combined Water Supply Scheme and this was launched by the TN Urban Finance and Infrastructure Development Corporation Limited (TUFIDCO). The water from these wells will be used only for purpose of drinking and would not be sold.

"Going with the object of the scheme, we are of the view that the objection under Sec. 14 of the Chennai Metropolitan Area Ground Water (Regulation) Act is unsustainable in law," the bench of Justices S Manikumar and Subramonium Prasad said while dismissing a batch of PIL petitions, last week.

The wells proposed to be sunk are open ones, away from the water body which will be governed under Sec. 3 of the Chennai Metropolitan Area Ground Water (Regulation) Act. As stated in the counters, the wells are sunk at a distance of 150 meters away from the bund, which is within the permissible limits, taking into account the fact that the agricultural activities had reduced in the area.

There is also tremendous growth in population. The area is surrounded by the educational institutions and hospitals. It was also found that the ground water level is higher than other areas, where the wells are proposed to be sunk. The Executive Officer, Madambakkam Town Panchayat stated in his counter that only after taking into account all this, the government has sanctioned Rs 2.70 crore under the Scheme, the bench pointed out.

“The need for water has increased by leaps and bounds. On the instructions issued by the Executive Engineer of the Water Resource, Kancheepuram, it was felt that the excess water from the wells could be utilised for implementation of the scheme in the name of “Providing Combined Water Supply Scheme”.

The project has been undertaken in common interest and for the welfare of the common people of all town panchayats and it will not cause any harm to the water body. "Therefore, we do not find any illegality or infirmity in the decision of the government to sink the wells," the bench added and dismissed the petitions.

The petitioners alleged that Madambakkam lake is dry, damaged and in a dilapidated condition and the actual lake has shrunk. They also alleged that depleting water from the lake would severely affect agricultural operations in the area.

The time taken to clear immigration and security during peak hours for international passengers flying out of the Chennai airport will soon reduce.

Currently, passengers have to queue up for anywhere between 45 minutes and an hour and, in some cases, even upto 90 minutes, to complete the immigration process and clear security.

Officials of the Airports Authority of India (AAI) said to ease the congestion, international departure operations of two airlines — IndiGo and SpiceJet — will be shifted to the arrival hall in a month.

At the airport, departure operations function on the first floor of the new international terminal, and arrivals are handled on the ground floor of the old international terminal (Anna International Terminal).

The international arrival hall has been mostly lying unused, ever since phase I modernisation of the airport was completed nearly six years ago, due to lack of manpower to staff immigration and customs operations, officials said.

The plan is to use this arrival hall now for departure operations as well, to ease congestion.

“We have used this hall sparingly for handling special Haj flight departures alone, on a few occasions. When we handled these flights, the departures were smooth and there were no issues. So we have made arrangements to transfer the departure operations of IndiGo and SpiceJet to the arrivals hall now. We will have a few check-in counters and standalone baggage scanning machines ready in a month, after which it will start functioning. Passengers may get some relief then,” an official said.

After studying the operations of the two airlines in the arrivals hall, it is likely that a few more airlines may be moved to the hall for departure operations, he added.

But passengers will see a significant improvement only after the phase II modernisation is complete, and the new integrated terminal becomes operational in about two years, officials added.

The flight took off from the airport at 12.04 p.m on Friday and landed back at the airport around 12.50 p.m. The reason for the infant falling ill is not known.

“Air Asia India reports that I5-536, operating between Bengaluru and Bhubaneswar, had to make a priority landing as an infant onboard developed a medical condition. An immediate turn back to Bengaluru was initiated. Upon arrival, medical attention was provided to the infant,” the airline’s chief of safety said.

Unsafe demonstration

In another incident on Friday, a member of the cabin crew of a Mangaluru-bound SpiceJet flight suffered minor injuries while conducting a safety demonstration for the passengers while the flight was taxiing. After the incident, the pilot decided to take the aircraft back to the apron area. The cabin crew was replaced before the aircraft finally took off.

A spokesperson for the carrier confirmed the incident. “During pushback, a cabin crew member suffered a minor bruise. As a precaution, the pilots decided to take the aircraft back to the bay. The crew member was declared fit to fly by the doctor. However, she was given rest and another crew operated the flight.”

Prime Minister Narendra Modi on Friday said the resounding mandate given to the BJP in the 2019 Lok Sabha polls was for building a “new India”, and corruption, nepotism, loot of people’s money, and terrorism had been reined in like never before.

Addressing the Indian community at the UNESCO headquarters here, Mr. Modi talked about “major decisions” — such as the law against triple talaq — taken by his government in its second term.

Mr. Modi’s comments on corruption assume significance as they come two days after the high-profile arrest of senior Congress leader and former Union finance minister P. Chidambaram by the CBI in a money laundering case, evoking a strong reaction from opposition parties which accused the Centre of misusing probe agencies for “political vendetta”.

“Inspired by the mantra of clear policy and right direction, several major decisions have been taken by the government,” he said.

6-year-old girl raped by three schoolmates

The death of a trainee aircraft engineer last month after the automatic doors of a SpiceJet plane snapped shut on him has led to the DGCA mandating rules for maximum working hours and rest periods for maintenance personnel like those for pilots and cabin crew to ensure fatigue and human errors don’t contribute to accidents and safety lapses.

The Directorate General of Civil Aviation on Friday issued an advisory requiring that maintenance personnel not be made to work for more than 8-10 hours, which in case of exigencies can be extended to a maximum of 12 hours. The new rules also require that they do not work on more than two consecutive night shifts, which should be followed by two successive days of rest.

The DGCA said the rules will apply to technicians, inspectors, supervisors, managers, planners and persons working in maintenance control centres.

The norms, also called Duty Time Limitations, have so far been in place only for flying crew, which includes pilots and cabin crew.

The DGCA said there should be a minimum rest period of 11 hours between two shifts and the personnel should be given a break after a gap of every four hours and they should not work for more than 48 hours in seven days or 60 hours, including overtime.

Chidambaram gets SC relief in ED case

However, the petitions failed to get listed on August 21 for hearing in the apex court. Mr. Chidambaram was arrested by the CBI from his Jor Bagh residence the same evening. He is on a five-day remand till August 26 with the CBI.

On Friday, the Bench led by Justice Banumathi deferred hearing Mr. Chidambaram’s appeal against the CBI to August 26 — the date on which his remand ends. The ED appeal was also listed along with the CBI one.

The apex court indicated that it would, on Monday, comprehensively hear arguments both on the legality of the Delhi High Court’s refusal to grant anticipatory bail and the circumstances leading to the arrest on August 21. At the outset of the hearing, Mr. Mehta said Mr. Chidambaram was already under arrest and there was no question of granting any anticipatory bail now.

Picking on this very point, senior advocate Kapil Sibal explained the events leading to Mr. Chidambaram’s arrest.

He said his client, despite repeated attempts, could not get his appeals listed in the Supreme Court. “I moved the Supreme Court on time. I had intimated the CBI. I did not get a chance to be heard by the Supreme Court... I have a right to be heard. All I wanted was to be heard that day...” Mr. Sibal submitted.

He said his client did not attempt to “run away”. He had appeared in public and given a statement to the press after the court did not list his appeals.

“I reached home as I had not slept the whole night. I was arrested from there... Now they are saying ‘we have arrested you, you cannot be heard’. My right to life, liberty and dignity under Article 21 cannot be cut down like this,” Mr. Sibal argued.

He alleged that the High Court judgment was a “cut and paste” job of a note handed over by Mr. Mehta after the conclusion of arguments in the anticipatory bail and after the judgment was reserved.

Mr. Mehta objected strongly, accusing Mr. Sibal of making false statements in court.

A special syndicate meeting of the Madurai Kamaraj University (MKU), which convened on Thursday, resolved to compulsorily retire from service K. Karnamaharajan, head, Centre for Film and Electronic Media Studies, based on a report of the internal complaints committee that found him guilty of sexual harassment.

Vice-Chancellor M. Krishnan said that the special syndicate passed the resolution to implement its earlier resolution passed in February to terminate the professor’s service. “After the resolution in February, the professor stated that the university did not provide opportunity for explanation. Hence, we provided time as per the guidance of the Governor’s office and sent him show-cause notice,” he said.

In December 2018, a full-time research scholar from the Centre for Film and Electronic Media Studies has filed the complaint against the professor for harassing her and demanding sexual favours to help her get a Ph.D., degree.

A section of members of the Syndicate met on Thursday and confirmed that it was decided to compulsorily retire Mr. Karnamaharajan.

Mr. Karnamaharajan said the resolution came as a shock to him and claimed that the findings were baseless. The professor had approached Madurai Bench of the Madras High Court.

He said the university did not file its counter. “It is evident that there is a lobby against me as I am a first generation scholar from the Scheduled Castes community,” he said.

Six doctors begin fast

Six government doctors began an indefinite fast on Friday, on the premises of the Rajiv Gandhi Government General Hospital, to draw the government’s attention to their demands, including implementation of pay band-4 at 13 years of service.

Bharathidasan University has decided to give four bonus marks to all candidates who wrote the English paper in the PhD qualifying entrance examination held last Sunday to compensate for the bloomers. A total of 700 candidates across 37 disciplines had appeared for the qualifying test for non-NET holders to pursue PhD in BDU and affiliated colleges.

Candidates appearing for the English examination, however, spotted bloomers in the question paper and took them to the notice of the university. Of 100 questions, four questions were found to be incorrect after scrutiny. Subsequently, the research committee of the university met on Thursday and decided to give four bonus marks to all the 150 students who wrote the English paper.

T Nedunchezhian, a retired college professor who was among those who brought the issue to the notice of the university, welcomed the decision. However, he felt that the university must reconsider giving marks to all candidates for question number 28. He said option A and D were both right answers for the question. Hence candidates who chose option B or C should not be given additional marks as they didn’t know the answer.

Asked about the logic behind giving four marks to all students instead of those who attempted the question, director, research, of BDU, S Muthusamy, said students who didn’t attempt the question may have skipped it out of confusion. Therefore, they too deserve bonus marks.

“The university is conducting the test for the third time, but incorrect questions have been spotted for the first time. The university will ensure that such mistakes don’t recur,” said Muthusamy.

The Tamil Nadu government has initiated preliminary discussions with Southern Railway to operate air-conditioned suburban trains on certain corridors, multiple sources told TOI recently.

Currently, the state government through Chennai Metro Rail Ltd (CMRL) runs air-conditioned metro services till the Chennai airport on the southern part of the city. The regions beyond the airport on the GST road, like Chromepet, Tambaram, Vandalur, Guduvanchery and Chengalpet have seen a huge influx of middle class professionals who live there and commute to the city for work.

As far as officials are concerned, they are a catchment area for travel by the metro trains, sources said.

Officials said instead of a metro line, one of the options could be to enter into an agreement with SR and create a corridor on the existing Beach-Tambaram-Chengalpet section for running air-conditioned suburban trains every five or seven minutes, akin to metro services.

“This would be for a clientele willing to pay a fare much higher than the inexpensive suburban train,” said a senior official.

There are two dedicated suburban lines till Tambaram, but from there till Chengalpet there are only two lines, with a much delayed third line under construction. If the fourth line is laid, such services can be contemplated, sources said.

The agreement would be to jointly fund land, track as well as costs to purchase AC coaches, sources said. Indian Railways’ manufacturing unit Integral Coach Factory (ICF) has already started producing AC EMU rakes in Chennai.

Earlier, the undivided Andhra Pradesh state government had funded EMU coaches for the MMTS project in Hyderabad, while the Karnataka government has funded MEMU rakes as well, said an official.

The state government has collected data from railway officials in Chennai on the four suburban corridors where SR runs suburban trains. However, state government sources said the plan is extremely preliminary and will take time to materialise.

There have been a couple of meetings with the officials of Chennai division in this regard recently.

This comes even as SR has indicated to the Railway Board that it would be willing to run AC EMU services on some of its corridors. SR is also in talks with a private university to run a chartered AC EMU train from Velachery to Sullurpeta for its teaching and non-teaching staff.

As per railway rules, the fare on AC EMUs is 1.3 times the first class fare.

Improper dress code, asking ₹200 for seat prove costly for TTE

Not wearing the first button of a shirt has cost a Southern Railway Travelling Ticket Examiner (TTE). A Chennaibased passenger of Kovai Express had complained about the TTE not adhering to the dress code and demanding ₹200 for allotment of seat.

It was a double blow for the TTE with Southern Railway (SR) and consumer forum penalising him for the two instances recently. The complainant, G A Thiyagarajan, and two others were travelling from Salem to Chennai in Kovai Express in December 2014 in an unreserved coach. The trio approached Raji, the TTE, and sought accommodation in a reserved compartment. Raji allegedly demanded ₹200 for a seat in the reserved coach and threatened to impose a fine when asked for a receipt for the amount paid, said Thiyagarajan. He filed a complaint with SR authorities about the improper dress code of the TTE, not wearing identity card and name badge on duty and unruly behaviour in the presence of other passengers in the coach.

Through a series of Right to Information (RTI) petitions, he got to know that disciplinary proceedings were initiated against the TTE in connection with the complaint. The railway administration, after an enquiry, penalized the TTE by withholding his next annual increment for a period of one year. But this information was not conveyed to Thiyagarajan completely. So, he approached District Consumer Disputes Redressal Forum, Chennai (North), seeking action against the TTE and GM of SR.

During trial, the railways claimed that the passenger had an unreserved ticket and was ineligible to travel in reserved coaches. He was liable to pay a sum equal to the difference fare of ₹250, whichever was higher. Thiyagarajan again filed RTI petitions to determine that an open ticket holder can seek accommodation in a reserved coach with permission of the TTE if vacant seats were available. During the said journey, there were seven vacant seats and non-allotment of seats to him and his companions amounted to deficiency of service, he said. “Purchase of tickets by the passenger is not only for accommodation in the coach but also for appropriate services to be rendered by railway authorities,” the forum noted imposing a fine of ₹10,000 for mental agony, besides ₹5,000 for costs.

Air passengers will now have to show any one of government issued Aadhaar card, driving licence, passport, voter ID or PAN card with address proof document to enter the airport. An Airports Authority of India (AAI) official said the Bureau of Civil Aviation Security (BCAS), in a bid to tighten security, revised its 2017 “list of photo identity proof for security control of departing passengers” and issued a circular to airports and airlines. The earlier circular comprised 10 photo identity documents, including cards issued by educational institutions for students, service ID cards issued by state and central governments and PSUs and others. The new list of approved cards will be included in the ticket, the official said.

A Central Industrial Security Force (CISF) official said people coming to the airport present different kinds of ID cards for entry. “The list will help standardize the documents that need to be presented for entry. It will help the personnel manning the gate to verify them better. We still allow people to enter, especially minors, if there is a certificate from a gazetted officer,” he added. The new circular is part of a move towards introducing DigiYatra scheme under which passengers will be able to travel paperless, he said. “Once passengers register themselves on the website and attach their Aadhaar, they can just walk in by showing their boarding pass,” he added.

On Wednesday, designated senior advocate and Bar Council of India co-chairman S Prabakaran was denied entry to Madurai airport by CISF personnel, saying his Bar council ID card was not on the list of recognised documents. Airport director Madurai, V Rao, said the new BCAS rules had been issued earlier in August and had come into force. Condemning this, Prabakaran said he visited the same airport on Tuesday evening and there was no problem when he presented his Bar council ID. The CISF personnel manning the gates then informed a woman officer who disclosed that as per the revised norms, only five ID cards would be accepted at airports. The original list, published on October 26, 2017, had a list of 10 documents and was pared down to five in the latest order dated August 20.

Citing instructions by the CISF additional director general on December 5, 2018, Prabakaran said the circular had said that instructions had been issued to all chief airport security officers of all airports under CISF security that its personnel should accept the photo ID cards issued by the Bar Council as a valid ID proof for entry to airport terminal buildings along with valid tickets. “What is the need to revise this circular in eight months, that too specifically disallowing Bar council ID cards,” asked Prabakaran.

Noting that the government has come up with such a scheme at ₹2.70 crore to provide water to needy, a division bench of Justices S Manikumar and Subramonium Prasad dismissed a batch of PILs and said such acts could not be termed as arbitrary. The batch of petitioners said the lake was dry, and in a dilapidated condition. The lake area has shrunken due to improper desilting. Sinking wells will be detrimental to the lake.

Opposing the pleas, the district authorities submitted location of the wells, quantum of proposed drawal of water for drinking purpose does not pose any threat to the water body. TNN

சேலம், சின்ன திருப்பதியைச் சேர்ந்தவர், முகமது ஷாலிக், 59; சேலம் அரசு மருத்துவமனை, சித்தா பிரிவில், மருந்தாளுனராக பணிபுரிந்து, ஓய்வு பெற்று விட்டார். தன் ஓய்வூதிய பலன், 2.25 லட்சம் ரூபாய் நிலுவைத் தொகையை பெற, சேலம் மாவட்ட கருவூல கண்காணிப்பாளர் கதிர்வேலு, 46, என்பவரை அணுகியுள்ளார். 

அவர், 500 ரூபாய் லஞ்சம் கேட்க, லஞ்ச ஒழிப்பு போலீசில், முகமது ஷாலிக் புகார் அளித்தார். 2007, பிப்., 19ல், 500 ரூபாயை வாங்கிய கதிர்வேலுவை, போலீசார் கைது செய்தனர்.

இந்த வழக்கு, சேலம் ஊழல் தடுப்பு சிறப்பு நீதிமன்றத்தில் நடந்து வந்தது. கதிர்வேலுக்கு, மூன்றாண்டு சிறை, 15 ஆயிரம் ரூபாய் அபராதம் விதித்து, நீதிபதி சுகந்தி, நேற்று தீர்ப்பளித்தார்.

Obscene SMS to doctor: man arrested

A 38-year-old man was arrested at Nagudi in Pudukottai district on Wednesday on the charge of sending an obscene message to a government woman doctor on her mobile phone.

The accused, Senthilvel, was staying with his wife in a building where the woman doctor attached to a primary health centre at Nakudi also resided. The 24-year-old doctor from Tiruvannamalai, who was married, lodged a complaint with Nagudi police on Wednesday saying Senthilvel, who ran a business unit making hoardings, sent her an obscene message on her mobile phone.

Police arrested Senthilvel under the IT Act.

High Court upholds woman’s right to choice of religion

The Madurai Bench of the Madras High Court on Thursday ordered that a 27-year-old woman from Madurai, who had wilfully converted to Islam, be set at liberty.

After the woman, a BDS graduate, had wilfully converted to Islam, her parents, who were opposed to her decision, detained her at their house.

The woman managed to escape and approached Tallakulam All Women Police Station in the city for protection.

Meanwhile, her parents filed a complaint with Mathichiyam police station.

The police sent the woman to a home, without her consent, said advocate T. Tamil Malar, in her habeas corpus petition filed on behalf of the woman.

The advocate had met the woman to offer legal assistance.

In her petition, she pointed out that the Supreme Court, in the landmark Shafin Jahan v. Asokan K.M or the Hadiya case, had clearly stated that the Right to Faith was a fundamental right. She sought a direction to set her free.

A Division Bench of Justices M. Sathyanarayanan and B. Pugalendhi ordered that she be set at liberty.

A Supreme Court Bench of Justices R. Banumathi and A.S. Bopanna is scheduled on Friday to hear the dual special leave petitions (SLPs) filed by former Union Finance Minister P. Chidambaram challenging a Delhi High Court decision to deny him anticipatory bail in the INX Media case.

The hearing will come a day after a Delhi court sent Mr. Chidambaram to five-day CBI custody till August 26. The two SLPs have been filed against the CBI and the Enforcement Directorate, which are investigating angles of money-laundering and corruption in the case.

A plea for protection against arrest has become infructuous, at least in the CBI case, following his August 21 arrest. However, his second plea for protection from arrest in the ED case is still alive as he has not been formally arrested by the ED.

In the SLPs, Mr. Chidambaram has questioned how a court of law could have denied bail to a person who is not named in the FIR, always cooperated with the probe and has impeccable credentials. Can a person be denied bail merely on the word of an investigating agency that he gave “evasive” replies to questions, he asked. He said refusal of bail and denial of liberty merely on the CBI’s plea that custodial interrogation would be necessary was “alarming and specious”.

Students promoted without evaluation

Students were found to have been promoted and studying in Class X in a girls high school at Pattapur in Odisha’s Ganjam district though answer sheets of their annual examination for Class IX have not been evaluated yet.

This was revealed during a surprise inspection of the school by Ganjam District Education Officer (DEO) Sanatan Panda on Wednesday. His interaction with some Class X students revealed that none of them knew anything about their Class IX marks.

Inspection of the office almirah revealed that answer sheets of the test examination for Class X students conducted in 2018 had not been corrected yet. Only the students who qualify in this test examination are allowed to take the Class X board examinations.

The DEO has suspended the in-charge headmaster, Samir Kanta Tripathy.

Three wild elephants were killed in a road accident involving a passenger bus and a truck on a national highway in Odisha’s Keonjhar district early on Thursday.

According to forest officials, the accident occurred when a herd of 10 elephants were crossing NH-20 at around 2 a.m. near Balijodi village under the Ghatagaon forest range. While a female elephant and her one-year-old calf died on the spot, another female elephant, died during treatment.

While the truck skidded off the road, the bus sped away. The bus was later located near Barbil town in the district and the driver was taken into custody.

CB-CID busts international call racket

The Crime Branch-CID of the Tamil Nadu police on Thursday conducted a joint raid along with telecom officials and busted a tower set-up used to make illegal international calls.

According to an official release, investigators searched the premises of DRAV Telecommunications at Thangam Colony in Anna Nagar West. It was found the set-up routed calls through Voice Over Internet Protocol to connect foreign calls as local traffic. It bypassed offered prices much lower than the local service providers thereby causing a revenue loss to the government. Muppiri Reddy and four of his employees were arrested.

The system was dismantled and gadgets, 1,500 SIM cards and foreign currency were seized.

Health Dept. ropes in FB for blood donation drive

Tamil Nadu Health Department is joining hands with Facebook to promote voluntary blood donation on October 1, the National Voluntary Blood Donation Day. They plan on launching a platform on Facebook through which blood bank officers will be able to reach out to donors, officials said.

A team from Facebook, Delhi, met Health Minister C. Vijayabaskar and Health Secretary Beela Rajesh. “We, along with Facebook, will promote blood donation and reach out to donors,” the Minister said.

K. Senthil Raj, the project director of Tamil Nadu State AIDS Control Society, said Facebook had already initiated awareness on blood donation. “Blood bank medical officers will train with a Facebook team from the second week of September. Each blood bank will create a Facebook page and the officers, as administrators, will push messages if they are in need of blood. They will solicit donors of a particular blood group. For instance, if the blood bank of Madras Medical College requires a particular blood group, the medical officer can push a message through Facebook,” he said.

On seeing the requirement, people who are willing, can come and donate blood at the hospital, he added. “This is to promote voluntary non-remunerative blood donation,” he said.

Doctors honoured

Health Minister C. Vijayabaskar on Thursday presented awards and certificates of appreciation to 500 doctors from government and private hospitals in Tamil Nadu.

The “Best Doctor Awards” that were instituted in 2012 carried a cheque for ₹50,000, a certificate and a medal. This year, 20 doctors from government and private hospitals received the awards, according to a press release.

“We should be proud to be part of the health system but we should be prouder to be part of the Tamil Nadu health system,” the Minister said.

Only 551 clear TET paper 1

Only 551 candidates of the 1.62 lakh candidates who took up paper 1 of the Tamil Nadu Teacher Eligibility Test (TET) have cleared the exam.

The Teachers Recruitment Board (TRB) said on Thursday that of the 551 candidates, 441 candidates were women.

Secondary grade teachers handling classes 1 to 5 had taken up Paper 1 in June and the results had been announced on Tuesday.

The results have been uploaded on the TRB website and candidates were informed on Thursday that they could download their scorecards.

Results for paper II had been announced on Wednesday and it is yet to be known how many have cleared the exam out of the 3.79 lakh candidates who had taken up the exam.

This year, 1,500 teachers recruited in 2011 to government-aided schools in the State who had not cleared the exam, had been given a shot at clearing the exam.

Students disturb bus passengers

Seven students of Pachaiyappa’s College, who created nuisance and annoyed passengers on an MTC bus, were apprehended by the police and let off after being issued a warning.

Last month, a group of students from Pachaiyappa’s College attacked a rival group with iron rods on a road in Arumbakkam. Following the video which went viral, the city police have so far arrested six students for their involvement in the incident and initiated stringent action against those involved in route thala (bus route leader)

Under these circumstances, seven students who boarded the 47A MTC bus on New Avadi Road, on Wednesday, disturbed other passengers by singing loudly. They reportedly did not stop even after the commuters advised them. Following complaints, Kilpauk Inspector Ponraj nabbed them and produced them before Deputy Commissioner of Police, Kilpauk. They were let off after obtaining a written assurance that they would not indulge in any illegal act.

In a 1st, National Testing Agency releases schedule of NET, JEE and 11other exams

The National Testing Agency announced the dates for 13 competitive exams including joint entrance examination (main), national eligibility-cum-entrance test-UG, the Delhi University and Jawaharlal Nehru University entrance tests and UGC-NET on Thursday.

This is the first time the dates for these major centralized competitive tests for admission to various professional courses and eligibility exams have been announced together well in advance. The NTA, following its successful pilot run is also exploring introduction of “face recognition technology” to check impersonation. NTA is expecting a total of 70 lakh registrations for these 13 tests. Earlier, these tests were conducted by seven different agencies. From December, 2018 these exams were passed on to NTA.

The HRD ministry had asked NTA to prepare the schedule in advance so that students could plan their preparations and other examining bodies could schedule exams that do not clash with these important tests. The NTA’s new cycle of tests is to commence from December, 2019 with the computer-based entrance exam for the Indian Institute of Foreign Trade (IIFT), the first B-school to have engaged the agency, followed by the University Grants Commission National Eligibility Test and Council of Scientific and Industrial Research National Eligibility Test this December.

According to the schedule, the two JEE (main) 2020 tests will be conducted from January 6 to January 11, 2020, and April 3 to April 9, 2020, respectively. The NEET-UG 2020 will be conducted on May 3, 2020.

“The ministry thought that a common schedule, if announced in advance, has multiple advantages. There are many state-run competitive tests as well as private exams which can be scheduled without them clashing,” a senior HRD official said. The agency is likely to make a few changes in the online form for these exams from this year. A candidate will have to upload a “live photo” during registration.

“Photo verification will be done at two stages — once during registration and again as the candidate enters the test centre. During registration the candidate will upload a photo. Along with that, the camera on the computer will click a photo to ascertain that it is the same person filling the form,” an NTA official said.

“At the entrance to the centre, as the candidate enters, the camera stationed there will capture a photo of the candidate and match it with the photos uploaded during registration from the database in real time,” the NTA official added. Speaking to TOI, HRD minister Ramesh Pokhriyal said: “NTA has been innovating and evolving. Such modern technology will only make our testing system more robust.”

Saifai ragging: MCI sends notice to univ

The Medical Council of India (MCI) has issued a show-cause notice to the vice-chancellor of Uttar Pradesh University of Medical Sciences, Saifai, Etawah, over the alleged incident of ragging of the first year MBBS students, who were made to shave their head and salute their seniors, early this week.

The council’s letter has threatened to impose a fine of ₹1.5 crore on the institution if it fails to respond within 24 hours. Meanwhile, the principal secretary, medical education, has formed a three-member committee to probe the incident after the Etawah DM submitted its report about the incident.

University registrar SC Sharma confirmed that MCI sent a notice to the institution. He also said that a reply has already been sent to the council on Thursday itself. Though, he refused to divulge the details of the reply, he confirmed that nothing was found in the preliminary inquiry conducted by the varsity.

He further said that the university had also set up a 12-member member team, including a policeman, a journalist, and a tehsildar, to conduct an inquiry about the alleged ragging. “The inquiry will be completed by tomorrow noon and its outcome will be sent to the government and the authorities concerned,” he said.

The MCI notice, sent a day after TOI reported the incident, stated that the media reports brought out the complete failure of college authorities in addressing the menace of ragging. Stating that it was viewed very seriously by the council, the notice also threatened to declare the institute ineligible for any increase in seats or for starting any new course for a period of one year, which could be extended for a period “commensurate with the wrong”.

The notice stated that if no explanation was received within 24 hours, it would be “presumed that you have nothing to say in the matter” and the punishment indicated in the notice (₹1 lakh for each of 150 students who were subjected to ragging) would be imposed on the institution.

News reports on the “mass ragging” had quoted the vicechancellor of Saifai Medical University Dr Raj Kumar saying that ragging used to be a way to inculcate “sanskaar” even as he promised strict action.

Talking to TOI, principal secretary, medical education, Rajneesh Dubey, said that he had formed a three-member fact-finding committee on the basis of a report submitted by the district magistrate Etawah on Wednesday, which confirmed that the first year students had acted under “duress”. He said the committee would submit a detailed report by August 28 and action would be taken accordingly.

“The government has taken this matter seriously and will fix the responsibility. Action will be taken against students if the allegations are found true,” said Dubey.

6 med students suspended for ragging

Meerut:A medical college in Saharanpur has suspended its six students after finding them guilty of ragging first year students, a move which comes close on the heels of mass ragging of new-entrants at another college in Saifai.

Arvind Trivedi, principal of Shaikh-Ul-Hind Maulana Mahmood Hasan Medical College, said, “Six students have been suspended from college and hostel for three months. Penalty has also been levied on them. This is a brazen violation of rules by the senior students and not negligence on behalf of the college.”

The action came after members of college’s anti-ragging cell caught two senior students ragging juniors. Later, four more names cropped up following which all the six students were suspended for three months. Last year, 51 senior students were suspended after they were caught ragging in the college. The higher education department has directed state-run universities to consider only redeployment of surplus teaching staff of Annamalai University to fill up their vacant teaching posts. In fact, the deputy secretary, higher education department, in a letter dated August 1 also asked the universities to furnish reasons if they were not considering the same.

While redeployment has been happening for the last three years and a few government orders too have been passed in this regard, the higher education department was forced to insist on the same as there were still a few hundred excess staff to be redeployed. Besides, Annamalai University vice-chancellor had also written to the department requesting it to inform universities which require teaching staff in various disciplines to redeploy the remaining staff.

However, Bharathidasan University (BDU) is one of the first to advertise for filling 54 vacant teaching posts without considering the redeployment. Commenting on the issue, S Sivasubramanian, former vicechancellor, Bharathiar University, feels there may not be any issues in filling up the 54 posts as due process has been followed by the university in the process of filling vacant posts. Since the university has gone ahead with the process, redeployment of staff can happen in other universities, he added.

Speaking to TOI, higher education secretary Mangat Ram Sharma said most of the excess staff in Annamalai university have already been redeployed in government arts and engineering colleges across the state. “Now there are about 400-odd teaching staff still remaining to be redeployed. Given the fact that about 1,000 teaching posts remain vacant in 13 universities, even after redeployment, all the universities will have sizeable posts to be filled,” he said. He further said universities are free to fill 75-80% of vacant posts on their own after redeploying the surplus teaching staff of Annamalai university.

“The latest order is not the first on redeployment, so it is surprising that BDU could evade several government orders. There is no doubt that quality can only be upheld if efficient staff are recruited, but a public university should not be apathetic about the plight of teachers in other universities,” said former president of Association of University Teachers, K Pandiyan.
