Holding that relationships constantly get redefined and legal issues become more complex as society evolves, the Madras high court has said passport applications must have suitable columns to indicate names of biological parents or adoptive parents or stepparents, or all of them, as the situation demands.Justice V Ramasubramanian, taking into account the predicament of divorced parents who remarry and then want to make suitable changes in passports of their children, on Friday said the ministry should come up with innovative steps such as additional columns for stepparents in passport applications.
He was issuing directions on a petition filed by B S Deepa, who wanted to change the initials of her 13-year-old daughter. She married M Irudayaraj in 1998, and they had a girl, I Kerenshruthi. They got divorced in 2003. The child remained with the mother, and her initial was changed to `D'.In 2013, Deepa married R Lakshmanan, gave the girl in adoption to him and wanted the initial to be changed to `L'.
The minor girl's passport application was kept pending due to the `discrepancy'. While the birthhospital records showed her biological father as Irudayaraj, the passport application said it Lakshmanan.Deepa filed the petition seeking a direction to passport authorities to accept the changed initial.
Justice Ramasubramanian said that while it was necessary to secure a passport for the minor girl at the earliest, it was also necessary to ensure the emergent needs did not destroy the future rights of the child. In this regard, he visualised three situations: One, even if passport authorities changed the name of the biological father, it will be in conflict with the entry found in the birth register; two, if there is yet another marriage, is it possible to change the name of parents every time there is a divorce followed by a fresh marriage; three, if the biological father leaves behind a large estate, will it be possible for the child to establish her identity and claim the right of inheritance, after changing the name in all records?
Holding that Deepa's act of giving her daughter in adoption to the stepfather as invalid, Justice Ramasubramanian pointed out that as per Section 9 of the Hindu Adoption and Maintenance Act, 1956 a mother could give her child in adoption only if the biological father is dead or renounced the world or ceased to be a Hindu.In this case none of these has happened. “The fundamental premise on which the Hindu adoption law proceeds is that the relationship between the biological parents and the children can never get severed, except in accordance with the provisions of this Act,“ he said.
The judge then asked passport authorities to issue a passport to Deepa's daughter indicating Lakshmanan as stepfather in the column for father's name, within four weeks.

அதைத்தொடர்ந்து நெல்லை சட்டக்கல்லூரியில் 3–ம் ஆண்டு சட்டப்படிப்பை முடித்துவிட்டு, 2013–ம் ஆண்டு பார் கவுன்சிலில் வக்கீலாக தனது பெயரை பதிவு செய்ய பாப்புதுரை முயன்றார். ஆனால் அவரது கல்வி குறித்து அம்பேத்கார் சட்டப்பல்கலைக்கழகத்துக்கு புகார் அனுப்பப்பட்டது.

அதன் அடிப்படையில் பாப்புதுரையிடம் விளக்கம் கேட்டு பல்கலைக்கழகம் நோட்டீசு அனுப்பியது. இந்த நோட்டீசை ரத்து செய்யும்படி ஐகோர்ட்டில் பாப்புதுரை மனு தாக்கல் செய்தார். இந்த மனுவை விசாரித்த நீதிபதி வி.ராமசுப்பிரமணியன் பிறப்பித்த உத்தரவு வருமாறு:–

10–ம் வகுப்பு, 12–ம் வகுப்பு மற்றும் பட்டப்படிப்பு முடித்து விட்டு அதன் பிறகே சட்டப்படிப்பு படிக்க வேண்டும். ஆனால் இந்த கல்வி விதிகளை அவர் பின்பற்றவில்லை. எனவே அவர் வக்கீலாக தொழிலாற்ற முடியாது.

என்றாலும், அவர் படிப்பு வெறும் காகிதமாக ஆவதற்கு நான் விரும்பவில்லை. அவருக்கு தனியார் நிறுவனங்கள் வேலை வழங்குவதில் கோர்ட்டு குறுக்கே நிற்காது. ஆனால் வக்கீல் தொழிலாற்றும் உரிமையை அவர் கோர முடியாது. பல்கலைக்கழகத்தின் நோட்டீசும் ரத்து செய்யப்படுகிறது.

பழைய மின்சார மீட்டர்களுக்கு பதிலாக புதிய டிஜிட்டல் மீட்டர்கள் பொருத்தப்படுகிறது. இதற்காக யாரும் கட்டணம் செலுத்த தேவையில்லை என்று தமிழ்நாடு மின்சார வாரியம் அறிவித்துள்ளது.

இதுகுறித்து தமிழ்நாடு மின்சார வாரியம் வெளியிட்டுள்ள அறிக்கையில் கூறியிருப்பதாவது:–

தமிழ்நாட்டில் பழைய தொழில்நுட்பத்துடன் இயங்கும் மின் மீட்டர்களை மாற்றி, புதிய தொழில்நுட்பத்துடன் கூடிய டிஜிட்டல் மின் மீட்டர்கள் பொருத்தும் பணி நடைபெற்று வருகிறது.

தமிழ்நாடு மின்சார வாரியத்தின் பிரிவு அலுவலகத்தில் உள்ள ஆய்வாளர்கள், மின் உதவியாளர்கள் ஆகியோர் இந்த புதிய டிஜிட்டல் மின் மீட்டர்களை எவ்வித கட்டணமும் இன்றி பொருத்த வேண்டும் என ஆணையிடப்பட்டுள்ளது.

கட்டணம் தேவையில்லை

எனவே, புதிய டிஜிட்டல் மின் மீட்டர்கள் மாற்றுவதற்கு மின்சார வாரிய பணியாளர்களுக்கு பொதுமக்கள் எவ்வித கட்டணமும் செலுத்த தேவையில்லை. இதற்கு யாரேனும் பணம் கேட்டால் சம்மந்தப்பட்ட அலுவலர்கள் மீது கடும் நடவடிக்கை எடுக்கப்படும்.

A man in Singapore found out how seriously the country takes its cleanliness when he was fined $15,000 for throwing cigarette butts out his apartment window.

The unidentified smoker, 38, was caught on surveillance camera tossing 34 butts out the window over a four-day span, the National Environment Agency said. It was the highest fine ever for the offense, Reuters reported.

In addition to the steep fine, the man was ordered to do community service, the agency said. He will have to clean a public area for five hours wearing a bright vest that says "Corrective Work Order."

Singapore is known for being extremely clean and cracks down hard on minor crimes like littering and vandalism, which is punishable by caning. The country even bans the import of chewing gum, partly to keep its public areas pristine.

The NEA website said in 2014 it deployed surveillance cameras at nearly 600 locations and took 206 enforcement actions against offenders for high-rise building littering.

Man aspiring for job in Singapore gets cheated of 17K

COIMBATORE: Authorities at a leading hospital in the city were shocked to find their letter heads forged by unidentified men, apparently to get favourable health reports enabling them to land overseas jobs. The hospital authorities, who stumbled upon the fraud during the chance visit of one such man hoping for a job in Singapore, have lodged a police complaint. When questioned, the man stated he was ignorant of the forged letter head, claiming it was given to him by another unidentified person.

According to police, Shanmuganathan, a resident of Karaikudi in Sivaganga district, had applied online for a job in a retail supermarket chain in Singapore two weeks ago. Shanmuganathan received a phone call a couple of days ago from a person claiming to be a staff of the super market chain. He instructed Shanmuganathan to visit Fun Republic mall in Peelamedu and meet their representative there. When Shanmuganathan visited the mall, a man posing as the representative of the firm handed over a file with papers showing a purported MoU between city based Ganga Hospital and the said supermarket for health certification. The man urged Shanmuganathan to get a master health check up at Ganga Hospital.

According to police officials, the unidentified man told Shanmuganathan that a good health report was mandatory to secure the job in Singapore. However, he claimed to have spoken to the doctors at the hospital to give him a good health report. For this he collected 17,000 from Shanmuganathan. But only when he approached Ganga hospital, the hospital staff told him that the MoU document was a fake.

P Vijayan, 61, assistant security officer of Ganga Hospital, lodged a complaint with Saibaba Colony (crime) police station. The hospital management claimed that they have not signed any memorandum of understanding (MOU) with any firm regarding health certification for jobs abroad.

Shanmuganathan was not ready to lodge a complaint with the police. Thus, the hospital management lodged the complaint and police registered a case under section 406 (criminal breach of trust) and 420 (cheating) of the IPC. But police are yet to find leads but want to identify the man Shanmuganathan met at the mall, to crack the case.
