Now a woman, she wants sex change in docu

CHENNAI: A transgender, who was born Pradeep Kumar but became Pratika Yashini after a sex re-assignment surgery, has moved the Madras high court asking that her school and college level certificates and passport be updated by identifying her as a female with her new name.

Justice T S Sivagnanam has asked authorities to take action on her representation within a period of eight weeks.

A post-graduate diploma in computer applications and a student of ayurvedic medicine, Pratika said she felt some changes during her higher secondary studies. "I understood that I am not as normal as any other male. I could feel my physical features drifting towards feminine character," she said. She consulted a doctor who confirmed that she was indeed a transgender. She underwent a sex re-assignment surgery in November 2011 at Kilpauk Medical College in Chennai.

In October 2013, she changed her name as Pratika Yashini from Pradeep Kumar, and got it published in government gazette. Pratika said she now needed her updated documents and certificates to pursue higher studies and for employment. Despite the sex re-assignment surgery and change of name which had been duly notified, institutions and companies still go by her original name of Pradeep Kumar, she said, adding, "Society is still illiterate to accept me or similar people as transgenders." Though she has submitted two representations to the authorities concerned, changes have not been carried out on her certificates, she said. Authorities are not receiving or acknowledging her representations, she said, adding, "I have been made to run from pillar to post."

She wanted the court to direct the authorities to make necessary changes in all her records and certificates, indicating her present name.

Higher Secondary Bengali paper leaked on WhatsApp

KOLKATA: What Maharashtra did earlier this week Bengal did on Friday.

A part of the Bengali first language question paper was circulated on WhatsApp within 20 minutes after Higher Secondary exams started around 10.20am. It was the book keeping and accountancy paper in case of Maharashtra.

The HS Council, however, went in denial mode, claiming it was a "freak incident" and assuring that "immediate measures have been taken". Apart from the WhatsApp circulation, photocopy stores allegedly sold copies of the question paper as well.

President of West Bengal Higher Secondary Council, Mahua Das, said, "One or two such exceptional incidents take place every year. The candidates were extremely happy with the new pattern of questions. They found the question paper easy."

According to Das, a high madrassa student who was taking the examination from Rampurhat High School was the culprit. "Twenty minutes into the exam, the candidate wrote a section of Bengali Part A questions on a chit of paper and threw it to someone standing below the window. He was expecting the answers to be supplied to him in another chit. However, police acted at once. I have spoken to the Rampurhat SDO who told me that the candidate has been identified. The person who was standing outside has been arrested."

She added, "The SDO has identified the guilty student. He has written a letter accepting his wrongdoing. He wants to be excused this time, but we have submitted an 'RA' (Reported Against) against him. We will call him soon to appear before the committee. The council has sought his roll number and registration number from the teacher in charge of the centre. We have also asked the venue supervisor to send a report with all details."

The council authorities, however, denied any photocopies being sold. The rule says a student is allowed to leave the centre an hour after starting to write the paper. "The state administration ensured that the first day's exams were smooth. There was no untoward incident," said the authorities.

Rampurhat SDO Umashankar S, however, denied any arrests till Friday evening. He said, "I came to know from mediapersons that a question paper was leaked and I have ordered a probe. The mediapersons said the question paper was circulated through WhatsApp. We have collected the number and are trying to identify the person who started it. We have not yet arrested anyone." He added, "I visited several exam venues and seized around 61 mobile phones from students."

Engineering colleges in TN in trouble, 17 apply for closure

COIMBATORE: A women's engineering college in Namakkal has not seen a new admission for the past two years. The college's management has been using faculty from their other institutions to teach third and fourth year students, because it is economically unviable to recruit staff for just 350 students. This is the situation in almost 50 engineering colleges in the state.

Alarm bells have been getting louder with engineering colleges shutting shop or in the process of closure. More than 30 engineering colleges are likely to either shut down or convert themselves into arts colleges or schools over the next two to three years. Educational consultants say 32 out of the 539 engineering colleges in the state saw less than 100 admissions in 2014.

AICTE sources admitted that 17 technical institutions have applied for closure this year. "This is not new, even last year we had applications from some colleges which wanted to shut down," said a Coimbatore-based AICTE member. "A few more might follow," he said. A college needs to get approval from Anna University and an no objection certificate from the state government for AICTE to sanction its closure. "The colleges would have to function until their current batches complete their courses," said the official.

"Many grade three engineering colleges are trying to convert themselves into schools or Arts and Science Colleges, because they see a better demand there," said Chennai-based educationist J P Gandhi. "AICTE rules say that institutions should have a staff strength based on its sanctioned strength and not existing strength. But, they can't meet salaries with just 100 students," he said.

More awareness regarding career options in other fields like science, law, humanities and arts besides college rankings and better placements are cited as reasons for colleges shutting shop. "The declining demand in engineering education is not a new phenomenon and with emerging alternate careers, the problem is bound to get worse," said S Vaidhyasubramaniam, Professor of Management & Adjunct Professor of Law. "The remaining students have realized that only the top 50 colleges get placements, so they want only a grade I or grade II College," said Gandhi. "The pass percentage of grade III colleges is less than 50%," he said.

"We did not get any new admissions in 2013, and the previous batches also had less than 250 students," said a former lecturer at the Namakkal engineering college, seeking anonymity. "In the 2012 intake, we had just 98 students," he said. "So, now the college functions with just five former engineering college students teaching the third and fourth year students," he added. The women's engineering college belongs to a group that runs two more engineering colleges, besides a medical college. "Their other colleges too see an admission rate of only 30% to 40%. Some of the staff teach at the women's college," said the lecturer.

"There are at least three colleges in Namakkal, one in Salem and another in Sangagiri which did not admit any students last year," said Moorthy Selvakumar, an Erode-based educational consultant. "All these colleges might have applied for a formal closure this year," he said.
