Maharashtra University for Health Sciences (MUHS) has started a new department in health informatics, which aims at bringing doctors and engineers together. The intention is to strengthen medical facilities and improve research work and statistical analysis for both public and private health sectors. It has been observed that with the frequent leaps in technology, doctors often find it hard to understand the minute details of software engineering. Then, statistics and healthcare data are often misconstrued by engineers as well.

Enrolment will begin soon for this postgraduate diploma course for both doctors and engineers, said Dr Arun Jamkar, vice chancellor of MUHS. "Seeing the lack of knowledge among both doctors and engineers, we came up with this concept and will be now running a department that will teach them health informatics. The courses will begin soon and the department will be headed by Pune-based health informatics expert Dr Rajeev Joshi," he said.

Dr Joshi said, "There will be courses in health informatics, which will include medical information of any nature as it has been observed that experts in information technology find it difficult to understand the finer details of healthcare. Doctors, on the other hand, are not trained in information technology and software development."A course in clinical engineering will also be held, focusing on treatment of various disorders, ultramodern electronic equipment, etc, along with a course in imaging technology in medical diagnosis, Joshi stated.

"At the end of the course, doctors and engineers will be given academic projects to help them conduct better research that can be put to use for electronic health records, statistical analysis, clinical purposes and hands-on training for healthcare," Joshi added.

Vyapam scam: Medical college dean found dead

M.P. Chief Minister refuses to seek CBI probe.

The Vyapam scam claimed another victim on Sunday with Arun Sharma, Dean of the Jabalpur-based Netaji Subhas Chandra Bose Medical College, being found dead in a Delhi hotel. He was said to be compiling a list of students who gained admission illegally.

Notwithstanding pressure over the growing number of unexplained deaths of accused persons and witnesses, Madhya Pradesh Chief Minister Shivraj Singh Chouhan insisted on Sunday that he could not recommend a CBI inquiry into the case.

‘Not above judiciary’

“My government is not above the judiciary. When the High Court has refused a CBI inquiry, how can we order it?” the Chief Minister said.

Mr. Chouhan said a special investigation team was probing the scam under the supervision of the Madhya Pradesh High Court and ordering an investigation by any other agency was the prerogative of the court.

He insisted that no other case in the country had been investigated as closely as Vyapam had been till date.

“The moment the HC decided to monitor it, that very day the State government’s role ended in the scam. When the probe is being carried out under court monitoring, the State government cannot be above the court or the Supreme Court,” he said.

In the latest deaths associated with the scam, Akshay Singh, a TV reporter from Delhi, had a sudden heart attack on Saturday while reporting on the scam. He had just concluded an interview with the parents of one of the accused who died in suspicious circumstances in 2012.

On Sunday morning, Dr. Arun Sharma was found dead in Uppal Hotel in Delhi. His death comes exactly a year after his predecessor, D.K. Sakalley, died of burns at home. Both were said to be compiling a list of students who had gained admission illegally.

The police said that there were no visible injuries on Dr. Sharma’s body and that prima facie it appeared to be a natural death. In Bhopal, the speculation was that it was a case of suicide.

Chouhan agrees to send Singh’s viscera to AIIMS for forensic tests

As the repercussions of the growing number of unexplained deaths related to the Vyapam scam grow, Mr. Chouhan agreed on Sunday to send the viscera samples of journalist Akshay Singh to the All India Institute of Medical Sciences (AIIMS) for examination.

Mr. Chouhan was responding to a request from the India Today group whose journalist Singh died in mysterious circumstances on Saturday while reporting on the scam.

Mr. Chouhan now seems to be facing pressure from within his party. On Saturday, his closest rival in Madhya Pradesh, Kailash Vijayvargiya, conducted a large rally in Bhopal apparently to celebrate his appointment as BJP national secretary. Party insiders however, read it as a show of strength and a subtle attempt to increase the pressure on the Chief Minister.

Mr Chouhan, who addressed a press conference on Sunday, said that every death in the case was unfortunate and all of them should be probed. He said he had written to the special investigation team monitoring the probe to look into the sudden death of the journalist. He said, however, that his State government had no role in the investigation in the Vyapam scam since the High Court started monitoring the probe.

அது வசதிபடைத்த மாணவர்கள் படிக்கக்கூடிய கல்லூரி. புதிய மாணவர்கள் சேர்க்கை முடிந்து, கல்லூரி கலகலப்பாக தொடங்கியது. வெவ்வேறு பகுதிகளில் இருந்து வந்திருந்த மாணவர்களால் கல்லூரி களைகட்டியிருந்தாலும், கிட்டத்தட்ட எல்லா மாணவர்களிடேயும் ஒருவித தேடுதல் இருந்துகொண்டிருந்தது.

‘எங்கிருந்தோ இங்கு படிக்க வந்திருக்கிறோம். நண்பர்கள் கிடைத்தால்தானே கல்லூரி வாழ்க்கை நல்லபடியாக அமையும். எந்த நண்பர் நமக்கு கிடைப்பார்!’ என்ற ஏக்கம், எதிர்பார்ப்போடு அவர்கள் ஒவ்வொருவரும் நண்பர்களை தேடுவது அவர்களது கண்களில் தெரிந்தது.

இரண்டாம் ஆண்டு, மூன்றாம் ஆண்டு மாணவர்கள் சிலர் குழுகுழுவாக பிரிந்து அந்த மாணவர்களை தனித்தனியாக அணுகினார்கள்.

‘நாங்களும் புதிய மாணவராய் இந்த கல்லூரிக்குள் அடியெடுத்துவைத்தபோது, இப்படித்தான் நட்புக்காக ஏங்கினோம். எங்களுக்கு நண்பர்களை ஒருங்கிணைத்து தரவும், வழிகாட்டவும் யாரும் முன்வரவில்லை. அதனால் ரொம்ப கஷ்டப்பட்டோம். நாங்கள்பட்ட அதே கஷ்டத்தை நீங்களும் அனுபவிக்கக்கூடாது என்பதற்காக, ‘பர்ஸ்ட் டே பார்ட்டி’ ஒன்று ‘அரேன்ஞ்’ பண்ணியிருக்கோம். நீங்க பணம் எதுவும் தரவேண்டாம். நட்புக்காக எல்லா செலவுகளையும் நாங்களே செய்கிறோம். அந்த பார்ட்டியில் புதிதாக சேர்ந்திருக்கும் மாணவர்கள் நிறைய பேர் கலந்துகொள்வார்கள். ஒருவருக்கொருவர் மனம்விட்டுப் பேசி உங்களுக்கு பிடித்த நண்பர்களை தேர்ந்தெடுத்துக்கொள்ளலாம்..’ என்றனர்.

பெரும்பாலான மாணவர்கள் அதற்கு இசைவு தெரிவித்தனர். ‘எந்த இடத்தில் எப்போது பார்ட்டி?’ என்று கேட்டனர்.

‘நாங்க சவுகரியமான இடத்தை தேடிக்கொண்டிருக்கிறோம். இரண்டொரு நாளில் முடிவு செய்ததும் தகவல் தருவோம். உங்கள் செல்போன் நம்பரை மட்டும் தாருங்கள்’ என்று கேட்டு வாங்கிக்கொண்டார்கள்.

அடுத்த நாளே புதிய மாணவர்களுக்கு தகவல் போனது. அடுத்து வந்த லீவு நாளில், குறிப்பிட்ட ஓட்டல் ஒன்றில் குறிப்பிட்ட நேரத்தில் கூடும்படி கூறினார்கள்.

நாற்பது மாணவர்கள் அந்த ஓட்டல் முன்னால் திரண்டனர். அங்கு தயாராக நின்றிருந்த பஸ் ஒன்றில் அவர்கள் ஏற்றப்பட்டு, நகரின் ஒதுக்குப்புற பகுதியில் உள்ள அரங்கம் ஒன்றில் இறக்கப்பட்டனர். சுவையான உணவுகள் அவர்களுக்கு வழங்கப்பட்டது.

நேரம் சென்றுகொண்டிருந்தது. இரவு வந்தது. நடனமும், இசையும் அங்கு அரங்கேறியது. மாணவர்கள் அவைகளை ரசித்தபடியே ஒருவருக்கொருவர் அறிமுகமாகிக்கொண்டார்கள். அவர்கள் போதும் போதும் என்று சொல்லும் அளவுக்கு விதவிதமான உணவுகள் வந்துகொண்டிருந்தது.

‘இவ்வளவு சிறப்பாக பார்ட்டியை நடத்துகிறார்கள். விலை உயர்ந்த உணவுகளை அள்ளி வழங்கிக்கொண்டிருக்கிறார்கள். இதை எல்லாம் அவர்களால் சும்மா எப்படி தரமுடிகிறது?’ என்று யோசிக்கும் நிலையில் பெரும்பாலான மாணவர்கள் இல்லை.

ஆட்டமும், பாட்டமும் அமர்களப்பட்டுக்கொண்டிருந்தபோது, ஒருவர் அங்கிருந்த மேடையில் தோன்றினார். நட்பின் பெருமையை விளக்கிப்பேசினார். பின்பு, ‘நட்பை ஏற்றுக்கொள்ளும் அளவுக்கு நாம் முதலில் நம்மை பக்குவப்படுத்திக்கொள்ளவேண்டும். அதற்காக நம்மையே நாம் அறிய வேண்டும். நம்மை அறிந்தால்தான் நம்மால் குழுவோடு இணைய முடியும்’ என்று பொடிவைத்து பேசினார்.

அதன்பின்பு நேரம் செல்லச் செல்ல உள்ளே மதுவும், சில வகை போதை பொருட்களும் கொண்டு வரப்பட்டன. பரிமாறப்பட்டன.

மறுநாள் காலையில் பஸ்சில் ஏற அவர்களால் முடியவில்லை. அரை மயக்கத்தில் இருந்தார்கள். அந்த மயக்கம் தங்களுக்கு தொடர்ந்து தேவை என்ற நிலைக்கும் அவர்களில் பலர் வந்துவிட்டார்கள். முதலில் ‘ஓசி’ என்றாலும் பின்பு இதற்கு மிகப்பெரிய விலையை கொடுக்கவேண்டியதிருக்கும் என்பது அந்த மாணவர்களுக்கு புரியவில்லை.

Deadly sting: Hospital workers seen removing, selling organs from bodies

MEERUT: In a shocking scam, a sting operation done by a team of anti-corruption activists has revealed that workers in some Uttar Pradesh hospitals who assist doctors in conducting post-mortems have been removing organs from human bodies and selling them to tantrikswho use them for black magic. A liver went for Rs 5,000. But a heart could go up to as much as Rs 20,000. TOI has procured videos of the sting operation.

Meerut district magistrate Pankaj Yadav on Saturday said he has sent a report to the government and sought a probe into the incident while CMO Ramesh Chandra said instructions have gone out "that no human body should be opened or closed for post mortem without the presence of police".

In the video, a worker at the post-mortem house is seen explaining the rates to a man who pretends to be a potential buyer. He then says: "Liver from a fresh body costs Rs 5,100 while that of a body that's few days old can be purchased for Rs 2,000." The worker goes on to claim that he recently sold the organ of a police official who died in an accident in Meerut on June 22 for Rs 5,100.

According to the worker, these organs are mostly procured by tantriks who perform black magic. "Generally, liver is the most sought-after organ but a few tantriks also look for other organs like heart," said Kapil Patiyal, one of the team members who conducted the sting.

District hospital authorities said they had no idea how long this scam had been running. Chandra said, "It is quite unfortunate that such an inhuman activity is taking place here. We have issued strict instructions that no human body must be opened or closed for post-mortem without the presence of police and doctors."

Superintendent of police (city) Om Prakash added, "This is the first time we have heard something of this kind. It is not only unethical but illegal as well. There is a whole procedure and consents are taken when an organ is removed from a body. And most of the time, it is done for transplantation. The matter is still under investigation by civic authorities. We will act only once a case is filed in the matter."

Vaigai Express to get high-end loco from July 6

MADURAI: The Madurai railway division has announced that one of its premium trains, the Madurai - Chennai Egmore Vaigai Express would be hauled by Indian Railways' most powerful passenger locomotive, WAP-7, on a permanent basis. While the train would get the 6120 horsepower loco from Chennai Egmore on July 6, the first service from Madurai will begin from July 7, officials from the Southern Railway electrical department said.

They said the locomotive benefits loco pilots and railways in general. Not only does it enable smooth acceleration and deceleration, but is also equipped with more power and regeneration capacity, which can help the railways operate more trains on the section without incurring additional cost on power. More automation features help loco pilots to operate the train without complexity, they said. "Overall, the locomotive benefits all stake holders," said an official.

Divisional railway manager, Sunil Kumar Garg said a request has been placed for more advanced locomotives for operation of trains. "We are getting WAP-7 for Vaigai first and a request has been placed with the headquarters to allot more such locomotives for the division," he said. A total of 22 loco pilots are required to operate express and mails when these locos are assigned and the personnel are given training to operate them, officials said.

The locomotive's goods variant, WAG-9 has been hauling freight trains in the division from May. The steep gradient between Kalpattichathiram and Ayyampalayam for a stretch of 32 km has come as a boon for the division as these locomotives regenerate good amount of electricity.

High court directs that seats be provided to accused during trial

CHENNAI: Why should people accused in criminal cases not be allowed to sit in court halls during trial, the Madras high court has asked.

"We see no reason why, if there are benches vacant, even the accused who come to the court cannot be seated there," said the first bench comprising Chief Justice Sanjay Kishan Kaul and Justice T S Sivagnanam, in an apparent bid to make the court experience easier for not only witnesses, but also the accused.

The judges then directed the court's registrar-general to look into the issue and make available seating facilities for accused in the criminal and trial courts.

"We find it difficult to accept that any court would deliberately make a woman or an expectant mother to stand in the court," they observed, adding that if a person is of advanced age or if any expectant mother even in the witness box that person can be seated, if required. "The purpose is to record the testimony and not to cause pain or physical inconvenience," they said.

In this regard, the judges cited the 33-year old judgment of the Supreme Court in the Avatar Singh and others Vs State of Madhya Pradesh (1982) case which said: "We are unable to understand how any court in our country can at all insist that the accused shall keep on standing during the trial, particularly when the trial is long and arduous. We hope that all the high courts in India take appropriate steps, if they have not already done so, to provide in their respective criminal manuals required under Section 477(1) of the CrPC, that the accused shall be permitted to sit down during the trial unless it becomes necessary for the accused to stand up for any specific purpose as for example for the purpose of identification."

Reiterating the need to follow the dictum laid down by the Supreme Court, the first bench said the high court's registrar-general should issue necessary direction/office order in the matter.

The judgment has come at a time when trial courts are making witnesses and suspects go through highly forgettable court experiences, said former special public prosecutor for human rights court V Kannadasan. "In most trial courts, accused and those who come to courts for surrender or recall of warrants are made to squat on the floor, and no one is allowed to enter with chappals on. Accused are herded into the box with folded hands and bowed heads," he said.

The issue of providing seats to witnesses and accused came up for court's consideration when a PIL filed by A Jaiganesh of Satta Panchayat Iyakkam came up for hearing. Seeking a direction to all judicial and quasi-iudicial forums in Tamil Nadu to re-arrange their paraphernalia in such a way as to treat victims, witnesses and suspects with dignity by offering them a seat, the PIL submitted that citizens arraigned as accused and summoned by criminal courts are denied a seat and forced to stand for hours.

It also cited the case of the arrest of RTI activist Siva Elango, who was detained for taking a seat during a hearing at Tamil Nadu State Information Commission. Assailing the "mindset" of judicial and quasi-judicial authorities and the treatment meted out to Siva Elango, the PIL claimed that the then chief information commissioner had told protesting RTI activists that he was a retired chief secretary of a state and hence others should remain standing during hearings.

Relegating victims, witnesses and suspects in criminal and civil trials to the far-end of court halls and herding them like cattle is unfair, the PIL said.
