MADURAI: The National Commission for Scheduled Castes (NCSC) is likely to recommend that the Central Bureau of Investigation (CBI) reopen the sensational Swathi murder and Ramkumar suicide cases and begin investigation from scratch.

The Commission will also request Chief Secretary Girija Vaidyanathan and the Director General of Police (DGP) T K Rajendran to give their opinion on the cases.

Sources said that the Commission recently went to Thoothukudi to conduct a spot inquiry in connection with a case, when Ramkumar’s father Paramasivam and others met NCSC officials and requested them to recommend reopening of the cases.

The family members claimed there was something fishy in the alleged suicide of Ramkumar and in the murder of Swathi. In connection with the incident, Ramkumar’s parents recently submitted a petition to the NCSC.

Speaking to Express, NCSC Vice-Chairman L Murugan said that based on a representation by Ramkumar’s parents, the commission will send notices to Girija Vaidyanathan and DGP Rajendran seeking their detailed observations. Notices would also be sent to a few other officials who investigated the cases.

“Once the Commission gets a reply from the officials, it will be decided whether or not to recommend the cases to the CBI,” stated Murugan.

CHENNAI: A writ plea has been made in the Madras High Court for a direction to the authorities concerned to grant permission to the Thanthai Periyar Dravidar Kazhagam (TPDK) to conduct the ‘poonool to pig’ (varaham) festival in front of the Sanskrit College in Mylapore on Avani Avittam on August 7.

Justice M S Ramesh, before whom the petitions from two Kazhagam functioneries came up on Friday, posted the matter to Tuesday (August 8) after directing the Public Prosecutor to file the counters.

It also prayed to the court to grant permission to conduct Ravana Leela at the same venue on August 7.

According to the petitioner, a community called Parpanar conducts an event called Avani Avittam on Avittam Natchatram, which falls on August 7.

On that day they wear a thread made up of cotton called poonool in the name of upanayanam. The story behind wearing poonool is that once a poonool is worn by a Parpanar he will get a rebirth and will be equated to God.

Burning the effigies of Rama, Lakshmana and Seetha will form part of the Ravana Leela.
When the petitioners approached the Mylapore police for permission, the latter not only refused the nod but also threatened them with preventive arrests.

Retention of original records of PG students challenged

CHENNAI: A writ plea has been made in the Madras High Court to declare a clause in a GO dated February 29, 2016, which enabled the authorities concerned to retain the original certificates of PG medical students till they completed two years compulsory service in any government hospitals, or to remit `20 lakh, as illegal and unconstitutional.

When the petition from K Raj Santan came up on Friday, Justice K Ravichandra Baabu ordered notice to the Secretary, Health & Family Welfare department, Directorate of Medical Education and the Dean, Stanley Medical College, for filing counter and posted the matter for further hearing to August 11.

According to petitioner, he was asked to sign in a document requiring him to serve in a government hospital after completion of two year PG course, at the time of admission in 2014 or to deposit `20 lakh. He was also asked to submit all the original certificates of his educational and other documents. Now, he needed the original documents. However, the authorities concerned refused to return the same as he refused to serve in a government hospital for two years or to pay ` 20 lakh in lieu thereof. Hence, the present petition.

‘Enact law to deal with SC/ST community certificate’

It is high time the State government considers enacting a complete and comprehensive law with regard to issue and verification of community certificates to SCs and STs quite in tune with the guidelines and directions of Supreme Court, the Madras High Court has observed.

A division bench of Justices M Venugopal and P D Audikesavalu made the observation while disposing of a writ petition from S Balasubramaniam of Mettur Dam, on July 24.

Writing the judgment for the bench, Justice Venugopal pointed out that neighbouring Kerala and Andhra Pradesh, and Maharashtra had already enacted necessary legislation for issue and verification of community certificates of SC/STs and other backward classes and the same was in force. “This court fervently opines that if the Government of Tamil Nadu enacts a codified law pertaining to the procedure for issue and verification of community certificates of SC/STs and BCs, then there is ample scope for wiping out/erasing out bogus and fictitious community certificates obtained by persons concerned to secure the benefits in an unlawful manner,” the bench said.

The judges directed the petitioner Balasubramaniam to prefer a fresh appeal to the Salem District Collector within two weeks. The Collector shall provide adequate opportunity of hearing to the petitioner by adhering to the ‘Principles of Natural Justice’ in its letter and spirit. The Collector shall pass an order on merits in an unbiased and dispassionate manner, within six weeks thereafter, the bench added.

CHENNAI: Heavy rain battered Chennai on Saturday with the Meteorological department recording a significant amount of 3.5 cm during a two-hour spell. Several roads were flooded and motorists had to seek refuge as it rained heavily. The department has forecast isolated instances of rain or thundershowers in the city, especially in the evening, for the next two days.

The rain began at around 2.30 pm and picked up intensity very soon. Strong winds, which peaked around 14 kmph, accompanied the rain.

Asked about the reason, S Balachandran, Director, Regional Meteorological Centre, said the rainfall was due to a typical convectional activity.

“Favourable factors like winds and moisture in atmosphere enabled the precipitation,” he said.
Convectional rainfall involves warm air, which rises up, being cooled and then condensed.
This process eventually leads to rainfall.

The latest spell of rain adds to 172 mm for the southwest monsoon season (from June 1), which had been realised until Saturday morning.

The day also saw a considerable drop in maximum temperature (recorded at 34.8 degree Celsius), largely due to the presence of rain-bearing clouds.

The forecast for Chennai on Sunday is that the sky condition is likely to be cloudy, with maximum temperature expected to be around 37 degree Celsius.

Meanwhile, there were overnight showers in a few areas in Coimbatore district with Chinnakalar (6 cm) and Valparai (5 cm) receiving the highest amount.

Devala (Nilgiris district), Naduvattam (Nilgiris), Kadaladi (Ramanathapuram) and Periyar (Theni) all got 2 cm rain each. The State has received 120.5 mm, instead of the normal 126 mm rain.

இந்தியாவைப் பொருத்தவரை, சந்திர கிரகணத்தைக் காண மும்பை, சென்னை, கொல்கத்தா, தில்லி உள்ளிட்ட நகரங்களில் சிறப்பு ஏற்பாடுகள் செய்யப்பட்டுள்ளன.

பொதுவாக, நிலவின் மீது பட வேண்டிய சூரியக் கதிர்களை பூமி மறைத்துக் கொள்ளும்போது சந்திர கிரகணம் உருவாகிறது. அப்போது பூமியின் நிழல் நிலவின் மீது படர்வதால் இருள் சூழ்ந்தது போன்று சந்திரன் காட்சியளிக்கும். சூரியன், நிலா, பூமி ஆகிய மூன்று கோள்களும் ஏறத்தாழ ஒரே நேர்கோட்டில் வரும்போது இந்த நிகழ்வு ஏற்படுகிறது.

10 ரூபாய் நாணயங்களை வாங்க மறுப்பவர்கள் மீதும், அது குறித்து தவறான தகவல்களைப் பரப்புவோர் மீதும் நடவடிக்கை எடுக்கப்படும் என்று ஈரோடு மாவட்ட ஆட்சியர் பிரபாகர் எச்சரிக்கை விடுத்துள்ளார்.

பத்து ரூபாய் நாணயங்கள் செல்லாது என்ற தவறான தகவல் மக்கள் மத்தியில் பரப்பப்பட்டு வருகிறது. 10 ரூபாய் நாணயங்கள் கடந்த 2010 மற்றும் 2015 ஆண்டுகளில் அச்சிடப்பட்டு மக்கள் பயன்பாட்டுக்கு கொண்டு வரப்பட்டது.

கடந்த நவம்பர் மாதம் பணத்தட்டுப்பாடு காரணமாக இந்த இரண்டு விதான 10 ரூபாய் நாணயங்கள் புழக்கத்திற்கு வந்தன. இதில் 2010 ஆம் ஆண்டு தயாரிக்கப்பட்ட 10 ரூபாய் நாணயம் போலியானது என்ற தகவல் பரவியது.

இதனால் பேருந்துகள், டீக்கடைகள், வியாபார ஸ்தலங்களில் இந்த நாணயங்களை பொதுமக்களிடம் இருந்து வாங்க மறுத்து வந்தனர்.

10 ரூபாய் நாணயங்கள் குறித்து சிலர் பரப்பிய வதந்திகளால் பொதுமக்கள், வணிகர்கள், சிறு வியபாரிகள் மத்தியில் சந்தேகம் எழுந்துள்ளது.

இந்த நிலையில், 10 ரூபாய் நாணயங்கள் சட்டப்படி செல்லும் என்றும் வதந்திகளை நம்ப வேண்டாம் என்றும் ரிசர்வ் வங்கி செய்தி குறிப்பு ஒன்றை வெளியிட்டது. அதேபோல், போலி 10 ரூபாய் நாணயங்கள் தயாரித்த 3 தொழிற்சாலைகள் கண்டுபிடிக்கப்பட்டு 6 லட்சம் ரூபாய் மதிப்பிலான நாணயங்கள் பறிமுதல் செய்யப்பட்டதாகவும் ரிசர்வ் வங்கி தெரிவித்தது.

ஆனாலும், 10 ரூபாய் நாணயங்கள் சட்டப்படி செல்லுமா என்ற அச்சம், மக்களைவிட்டு அகலவில்லை என்றே தெரிகிறது. தென் தமிழகத்தில் 10 ரூபாய் நாணயங்களை வாங்காத பேருந்து நடத்துனர்களும், வியாபார ஸ்தலங்களும் இருந்து வருகின்றன.

இந்த நிலையில், 10 ரூபாய் நாணயங்களை வாங்க மறுப்பவர்கள் மற்றும் தவறான தகவல்களைப் பரப்புவோர் மீது நடவடிக்கை எடுக்கப்படும் என்று ஈரோடு மாவட்ட ஆட்சியர் பிரபாகர் எச்சரிக்கை விடுத்துள்ளார்.

மேலும் 10 ரூபாய் நாணயங்கள் குறித்து வதந்தி பரப்புவோர் மீது குற்றவியல் நடவடிக்கை எடுக்கப்படும் என்றும் அவர் கூறியுள்ளார்.

வங்கி, வியாபார நிறுவனங்கள், அரசு அலுவலகங்களில் 10 ரூபாய் நாணயங்கள் பெறப்படும் என்ற அறிவிப்பும் ஒட்ட வேண்டும் என்று அவர் வலியுறுத்தி உள்ளார். இது தொடர்பான புகார் அளிக்க 0424 2260211, 1077, 7806977007 என்ற எண்ணில் தொடர்பு கொள்ளலாம் என்று ஆட்சியர் பிரபாகர் கூறியுள்ளார்.
