சமூக மாற்றங்களுக்கான களமாக பல்கலைக்கழகங்கள் மாற வேண்டும் என்று உச்சநீதிமன்ற முன்னாள் தலைமை நீதிபதியும், கேரள மாநில முன்னாள் ஆளுநருமான ப.சதாசிவம் தெரிவித்தாா்.சேலம் பெரியாா் பல்கலைக்கழகத்தில் வியாழக்கிழமை நடைபெற்ற 19-ஆவது பட்டமளிப்பு விழாவில், அவா் பட்டமளிப்பு விழா உரையாக பேசியது:புதுமைகளே தொழில் மற்றும் தொழில்நுட்பம் வெற்றிக்கு அடித்தளம் என்பதை நாம் அறிவோம். ஸ்டாா்ட்அப் இந்தியா, டிஜிட்டல் இந்தியா போன்ற புதிய திட்டங்கள் புதுமையைக் கொண்டுவரும் ஊக்கமான பெருமுயற்சிகளாகும். கல்விசாா் ஒத்துழைப்பு மற்றும் ஆரோக்கியமான அறிவுநிலைக் கருத்தாடல்கள் இன்றைய வளாகங்களுக்கு தேவையாகும். சமூகம் நம்மிடம் எவ்வித உதவியையும் எதிா்நோக்காது. ஆனால், நாம்தான் சூழலுக்கு பொருத்தமான சேவைகளை நேரத்திற்கு ஏற்ப மேற்கொள்ளவேண்டும். கல்வி நம்மை மிக நோ்த்தியாக மேம்படுத்தி எப்போது, எவ்வாறு, எதனை செய்ய வேண்டும் என பண்படுத்தியிருப்பதனால், நாம் ஒருபோதும் தவறாக செயல்படமாட்டோம். சமூகம் நம்மிடம் கேட்கும்வரை காத்திருக்காமல் முழு வளத்தோடும், பரிபூரண மனதுடனும் நாம் சமூகத்துக்கு சேவையாற்ற வேண்டும்.நமது பல்கலைக்கழகங்கள் அறிவியல் மற்றும் பொருளாதாரத் துறைகளில் மற்றும் மாற்றங்களை உருவாக்குகின்ற கிரியா ஊக்கிகள் அல்ல. மாறாக சமூக மாற்றங்களுக்கும் பல்கலைக்கழகங்களே களமாக அமைகின்றன. நமது அரசமைப்பு சட்டத்தின் வழிகாட்டு நெறிமுறைகள் அறிவியல் விழிப்புணா்வு மனிதம், மாற்றம் போன்றவற்றை உருவாக்க வேண்டுமென நம்மை அறிவுறுத்துகிறது. அறிவியல் தொழில்நுட்ப சேவைகளை நமது அறிவைக் கொண்டு உருவாக்கி, அதன் மூலம் தேவையுள்ள மக்களுக்கான மாற்றங்களுக்கு வித்திட வேண்டியது பல்கலைக்கழகங்களின் பணியாகும்.நாம் இந்த உயா்கல்வியில் பயன்படுத்திக் கொண்டிருக்கின்ற கட்டமைப்புகள் எல்லாம் சமூகத்தால் வழங்கப்பட்டவை என்பதனால், அவற்றை சமூகத்திற்கே திரும்ப வழங்க வேண்டியது நமது சமூக கடமையாகும். மக்கள் நம்முடைய சேவைகளை கோருவதற்கு தயக்கம் காட்டக் கூடும். ஆனால், நம்முடைய பல்கலைக்கழத்தின் ஆராய்ச்சித் துறைகள் அம்மக்களை சென்றடைய வேண்டும். நீண்டகால அளவில் கிராமங்களைத் தத்தெடுப்பது என்பது மக்களைச் சென்று சோ்வதற்கான மேம்பட்ட நம்பிக்கையை உருவாக்கும் என்பதை கவனத்தில் கொள்ள வேண்டும். பல்கலைக்கழகங்கள் ஆற்றல், நீா் மேலாண்மை மற்றும் மறுசுழற்சி போன்றவற்றில் தன்நிறைவு பெற்ற சூழலை உருவாக்கிக் கொள்ளும் வளாகமாக இருக்க வேண்டும். பல்கலைக்கழகங்களால் முன்னெடுக்கப்படுகின்ற பசுமை தொழில்நுட்பங்கள் சூரிய ஆற்றல், சுற்றுச்சூழல் தணிக்கை மற்றும் ஆற்றல் தணிக்கை போன்ற செயல்பாடுகள் வளாகங்களுக்கு இடையில் பகிரப்பட்டு, பல்கலைக்கழகங்கள் முன்மாதிரி வளாகங்களாக மாற்றப்பட வேண்டும் என்றாா் அவா்.

சிவகங்கை, ''மத்திய அரசுக்கு இணையான சம்பளம் உள்ளிட்ட கோரிக்கையை முன்வைத்து அக்.,30,31ல் ஸ்டிரைக்கில் ஈடுபட உள்ளோம்,'' என சிவகங்கையில் அரசு டாக்டர்கள் சங்க மாநில பொருளாளர் ராமு தெரிவித்தார்.அவர் கூறியதாவது:டாக்டர்களாக பணியில் சேர்ந்து 14 ஆண்டுகளுக்கு பின் மத்திய அரசுக்கு இணையான சம்பளம் வழங்க வேண்டும். ஆனால், தமிழக அரசு பணியில் சேர்ந்து 22 ஆண்டுகளுக்கு மேலாகியும், மத்திய அரசுக்கு இணையான சம்பளம் வழங்கவில்லை. கிராமங்களில் பணிபுரிந்த அரசு டாக்டர்களுக்கு உயர்கல்வியில் 50 சதவீத ஒதுக்கீடு செய்ய வேண்டும் என்பது உட்பட பல்வேறு கோரிக்கைகளை முன்வைத்து போராட்டத்தை துவக்கியுள்ளோம்.முதற்கட்டமாக அக்.,24 முதல் 29 வரை நோயாளிகளுக்கு சிகிச்சை அளிக்கும் பணி மட்டுமே செய்வது. நிர்வாக ரீதியாக கூட்டங்களை புறக்கணிப்பது, நிர்வாகத்திற்கு முழு ஒத்துழைப்பு தருவதில்லை என முடிவு செய்துள்ளோம். அக்.,30 மற்றும் 31 ஆகிய இரு நாட்கள் அவசர சிகிச்சை, தீவிர காய்ச்சல் பிரிவுகளில் பணிபுரிவதை தவிர்த்து, மற்ற அனைத்து சிகிச்சை பணிகளையும் புறக்கணித்து 'ஸ்டிரைக்கில்' ஈடுபட முடிவு செய்துஉள்ளோம், என்றார்

HC pulls up government department

Pulling up the Adi Dravidar and Tribal Welfare Department for filing a vague counter affidavit, the Bench of the Madras High Court sought a detailed counter from the department on the disbursement of Post Matric SC/ST Scholarship to eligible students.

A Division Bench of Justices T.S. Sivagnanam and R. Tharani observed that the department should file a proper counter affidavit, if not an official would be summoned.

A contempt petition was filed by A. Ajith of Theni seeking a direction to the department to follow the earlier order of the court and sanction the Post Matric SC/ST Scholarship to eligible students immediately after the commencement of the academic year. Payment of arrears for eligible students under the scheme was still pending, he said.

MK University seeks ₹700-crore grant to manage financial stress

Madurai Kamaraj University has approached the Higher Education Secretary seeking a one-time grant of ₹700 crore as there are only limited internal resources to pay pension to retired staff.

The university which created a corpus fund in 2004, specifically to pay pensioners initially, had ₹221 crore, and now it has now come down to ₹82 crore.

Speaking to The Hindu, Vice-Chancellor M. Krishnan said that the Secretary sought a detailed report on the number of pensioners on the university’s payroll and how much money was currently available with the university.

“Since the amount has shrunk, we are seeking a joint account in the name of the university and the State government. We can pay the pension amount with the interest generated,” he said.

The Vice-Chancellor met the Secretary on Wednesday for the university’s finance committee meeting.

Different associations, including Madurai Kamaraj University Faculty Association (MUFA) and Madurai Kamaraj University Administrative Staff Association (MKUASA), too made representations to Ministers, seeking the grant.

The letter from the MKUASA said that there had been no marked improvement in the university’s resources, which came mainly from tuition fees, examination fees and 15% contribution from distance education revenues.

A letter from MUFA office-bearers said that the income had come down due to stiff competition as all universities in the State had already begun their distance learning programme.

“Constant and indiscriminate withdrawal from the corpus fund for payment other than terminal benefits has reduced it to ₹ 82 crore,” the letter added.

Currently, there are about 1,200 pensioners attached to the university, according to the association members.
