ஆங்கிலத்தில் 'நீட்' என்று சுருக்கமாக அழைக்கப்படும் மருத்துவப் படிப்புகளுக்கான தேசிய பொது நுழைவுத் தேர்வு நடக்குமா நடக்காதா, தமிழகத்திற்கு விதிவிலக்கு அளிக்கப்படுமா அளிக்கப்படாதா போன்ற கேள்விகளுக்கு முற்றுப்புள்ளி விழுந்துவிட்டது. மாநிலப் பட்டியலில் இருந்த 'கல்வி', அவசரநிலைச் சட்டகாலத்தில் பொதுப் பட்டியலுக்கு மாற்றப்பட்டு விட்டதால், பொதுத் தகுதித் தேர்வு பிரச்னையில் தலையிடும் அதிகாரம் மத்திய அரசுக்கும் அளிக்கப்பட்டிருக்கிறது. மத்திய மனிதவள மேம்பாட்டுத் துறையும், உள்துறையும் தமிழக சட்டப்பேரவையில் நிறைவேற்றப்பட்ட மசோதாவின் அடிப்படையில் குடியரசுத் தலைவர் மாளிகைக்கு அழுத்தம் கொடுத்திருந்தால் ஒருவேளை தமிழகத்துக்கு தேசிய பொது நுழைவுத் தேர்விலிருந்து விலக்கு கிடைத்திருக்கலாம். அப்போதும்கூட அந்த விலக்கு இந்தக் கல்வியாண்டுக்கானதாக மட்டும்தான் இருக்குமே தவிர நிரந்தர விலக்காக அமையாது.
மருத்துவப் படிப்புக்கான தேசிய பொது நுழைவுத் தேர்வு எழுப்பும் பிரச்னைகள் மூன்று. முதலாவது பிரச்னை, மாநில சமச்சீர் கல்வி முறையில் படிக்கும் மாணவர்களால், சி.பி.எஸ்.இ. எனப்படும் மத்திய இடைநிலைக் கல்வி வாரிய முறையில் படிக்கும் மாணவர்களுடன் தேசிய பொது நுழைவுத் தேர்வில் போட்டியிட முடியுமா என்பது. தேசிய பொது நுழைவுத் தேர்வை நடத்துவதே சி.பி.எஸ்.இ. வாரியம் என்பதால், கேள்வித்தாள்கள் அந்தப் பாடத்திட்டத்தின் அடிப்படையில் கேட்கப்படுவதால், மாநில வழிக் கல்வி முறையில் படிக்கும் மாணவர்களால் போட்டி போட முடியாது.

தமிழகத்தைப் பொருத்தவரை ஏறத்தாழ 9 லட்சம் மாணவர்கள் சமச்சீர் கல்வித் திட்டத்தில் படிக்கிறார்கள். இந்த மாணவர்கள் தேசிய பொது நுழைவுத் தேர்வு எழுதும் அளவுக்குத் தகுதி பெறும் நிலையை அடைய, சமச்சீர் கல்வித் திட்டத்தில் மாற்றங்கள் ஏற்படுத்தினால்கூட, அடுத்த பத்தாண்டுகள் காத்திருக்க வேண்டும். அதற்குள் 90 லட்சம் மாணவர்களின் மருத்துவக் கல்விக் கனவு பொய்த்துவிடும். இது முதலாவது பிரச்னை.

இரண்டாவது பிரச்னை, தேசிய பொது நுழைவுத் தேர்வுக்கு மாணவர்களைத் தயார்படுத்துகிறோம் என்று புற்றீசல் போல ஆங்காங்கே பயிற்சி வகுப்புகள் தொடங்கப்பட்டிருக்கின்றன. எந்தவிதத் தேர்ச்சியும் இல்லாத ஆசிரியர்களின் மூலம் நடத்தப்படும் இந்தப் பயிற்சி நிலையங்கள், மாணவர்களின் மருத்துவக் கனவை பயன்படுத்தி லட்சக்கணக்கில் கட்டணம் வசூலிக்கின்றன. தனியார் பள்ளிகளிலும் தனி வகுப்புகள் நடத்தப்பட்டு கட்டண வசூல் நடக்கிறது. இதை அரசு வேடிக்கை பார்க்க முடிகிறதே தவிர, தடுக்க வழியில்லை.

மூன்றாவது பிரச்னை, மாநிலங்களின் உரிமை தொடர்பானது. தனது மாநிலத்தில், எந்த முறையில் கல்வி வழங்கப்பட வேண்டும், தேர்வுகள் நடத்தப்பட வேண்டும் என்று தீர்மானிக்கும் உரிமை கூட மாநில அரசுக்குக் கிடையாது என்று சொன்னால் அது கூட்டாட்சித் தத்துவத்தின் அடிப்படையையே சிதைப்பதாகும்.
இந்திய ஆட்சிப் பணி (ஐ.ஏ.எஸ்.) உள்ளிட்ட தேசிய அளவிலான தேர்வுகளில் கலந்து கொண்டு தமிழக மாணவர்கள் தேர்ச்சி பெறும்போது, மருத்துவத்துக்கான தேசிய பொது நுழைவுத் தேர்வில் போட்டியிட முடியாது என்று சொல்வது, மாணவர்களின் திறனையும், கல்வி முறையின் தரத்தையும் கொச்சைப்படுத்துவதாக அமையும் என்று சிலர் வாதம் செய்கிறார்கள். தேசிய அளவிலான தேர்வுகளில் எந்தவொரு குறிப்பிட்ட கல்வி முறையும் பின்பற்றப்படுவதில்லை. ஆனால், மத்திய இடைநிலைக் கல்வி வாரியத்தின் புத்தகங்களின் அடிப்படையில்தான் பெரும்பாலான கேள்விகளும் இருக்கின்றன என்பதால், அந்த முறையில் படித்தவர்கள்தான் பெரும்பாலும் 'நீட்' நுழைவுத் தேர்வில் வெற்றி பெறுவார்கள் என்பதைச் சொல்லித் தெரிய வேண்டியதில்லை. சமச்சீர் கல்வி முறையின் அடிப்படையில் மருத்துவத்துக்கான தேசிய பொது நுழைவுத் தேர்வு நடத்தப்படும் என்றால் அதை ஏனைய கல்வி முறையில் படிப்பவர்கள் ஏற்றுக் கொள்வார்களா?

இந்தப் பிரச்னைகளை எல்லாம் இனிமேல் பேசிப் பயனில்லை. இந்தியா முழுவதும் இந்த ஆண்டுக்கான 'நீட்' நுழைவுத் தேர்வு நடந்து முடிந்துவிட்டது. இந்தத் தேர்வில் 11 லட்சத்து 35 ஆயிரத்து 104 மாணவர்கள் விண்ணப்பித்து அதில் 10 லட்சத்து 80 ஆயிரம் மாணவர்கள் இந்தியாவிலுள்ள 103 மையங்களில் தேர்வு எழுதியிருக்கிறார்கள். தமிழகத்தில் ஏறத்தாழ 80,000 பேர் இந்த நுழைவுத் தேர்வு எழுதியிருக்கிறார்கள். இவர்களில் சமச்சீர் கல்வி முறையில் படித்தவர்கள் அதிகமாகவே இருந்தனர்.

தேர்வு பற்றிய சர்ச்சைகள் ஒருபுறம் இருக்க, தேர்வு நடத்தப்பட்ட விதம் கடுமையான விமர்சனத்தை எழுப்பி இருக்கிறது. கடந்த ஓராண்டாக, தேசிய பொது நுழைவுத் தேர்வில் அதிக மதிப்பெண் பெறுவதற்காகப் பெற்றோராலும், ஆசிரியர்களாலும் கடுமையான மன அழுத்தத்துக்கு ஆளான மாணவர்கள், தேர்வு மையங்களில் நடந்த கெடுபிடிகளுக்கு ஆளாக்கப்பட்ட விதம் மிகவும் அநாகரிகமானது. உள்ளாடைகளை அகற்றச் சொல்வதெல்லாம் உச்சகட்ட வரம்பு மீறல்.

'நீட்' நுழைவுத் தேர்வுக்காக இரவு பகல் பாராமல் படித்துத் தங்களைத் தயார்படுத்திக் கொண்டு வரும் மாணவர்களைத் தேர்வு எழுதுவதற்கு முன்னால் கடுமையான சோதனைக்கு உள்ளாக்கி அவர்களது சிந்தனையைச் சிதற அடித்தது தற்செயலானதா அல்லது எந்தவிதமான சோதனையையும் எதிர்கொள்ளும் மனத்திடம் மருத்துவம் படிக்க விரும்பும் மாணவரிடம் இருக்கிறதா என்பதை சோதிப்பதற்கான திட்டமிட்ட செயலா? எதுவாக இருந்தாலும் கண்டனத்துக்கு உரியது.

தேசிய பொது நுழைவுத் தேர்வு என்பது தவிர்க்க இயலாததாகிவிட்டது. அதற்கு நமது மாணவர்களை நாம் எப்படித் தயார்படுத்தி தேசிய அளவில் வெற்றி பெறப்போகிறோம் என்பதை சிந்திப்பதுதான் புத்திசாலித்தனம்.

நம் வெற்றியைத் தீர்மானிப்பது தேர்வு முடிவுகள் அல்ல: உளவியல் ஆலோசனை வழங்குகிறது '104' சேவை மையம்

மாணவ, மாணவிகள் மற்றும் பெற்றோர் ஆலோசனைகளைப் பெறுவதற்கு '104' என்ற தொலைபேசி எண்ணை தொடர்பு கொள்ளலாம்.

இது குறித்து 108 ஆம்புலன்ஸ் சேவை மைய ஒருங்கிணைப்பாளர் பிரபுதாஸ் கூறியதாவது:

"கடந்த 2014-ம் ஆண்டு முதல் 104 சேவை மையத்தில் உளவியல் ஆலோசனை வழங்கப்படுகிறது. ஒவ்வோர் ஆண்டும் இந்த ஆலோசனை ஜனவரி மாதமே தொடங்கிவிடுகிறது. தேர்வு எழுதப்போகும் மாணவர்கள் மனதை ஒருமுகப்படுத்துவது எப்படி, ஆரோக்கியமான உணவு முறை என்ன, எப்போது தூங்கவேண்டும், எவ்வளவு நேரம் தூங்க வேண்டும், மின்னணு சாதனங்களில் இருந்து தங்களை விடுவித்துக் கொள்வது எப்படி போன்ற பல்வேறு ஆலோசனைகளும் வழங்கப்படுகின்றன.

தேர்வு நடைபெறும் காலகட்டத்தில் இரண்டாம் கட்ட ஆலோசனைகள் வழங்கப்படுகின்றன. சில மாணவர்கள் ஒரு தேர்வை ஒழுங்காக எழுதாவிட்டால் முடங்கிப் போய் அடுத்தடுத்த தேர்வுகளையும் சரியாக எதிர்கொள்ளாமல் போய்விடுவார்கள். அப்படியான மனக்குழப்பத்தில் தொடர்பு கொள்ளும் மாணவர்களுக்கு உத்வேகம் அளிக்கும் ஆலோசனைகளை வழங்குகிறோம்.

என்ன மாதிரியான ஆலோசனைகள் வழங்கப்படுகின்றன..

கடந்த ஆண்டு சம்பவம் ஒன்றை நினைவு கூர்ந்தார் 104 சேவை மைய ஒருங்கிணைப்பாளர். "திருவண்ணாமலையைச் சேர்ந்த ஒரு மாணவி பிளஸ் 2 தேர்வில் நல்ல மதிப்பெண் பெற்றிருந்தார். ஆனால் அவருக்கு பொறியியல் கல்லூரியில் சேர முடியுமா என்ற சந்தேகம் ஏற்பட்டிருக்கிறது. இதனால், அந்த மாணவியும் அவரது தாயாரும் மன அழுத்தத்தில் இருந்தனர். 104 சேவை மையத்தை தொடர்பு கொண்ட அவர்களுக்கு சுமார் 1 மணி நேரம் உளவியல் ஆலோசனை வழங்கப்பட்டது. அழுதுகொண்டே பேச ஆரம்பித்த அவர்கள் தன்னம்பிக்கையுடன் இணைப்பத் துண்டித்தனர்" என்று கூறினார்.

தேர்வு முடிவு காலங்களில் மாணவர்களைவிட பெற்றோர்களுக்கு அதிகமான ஆலோசனை தேவைப்படுவதாக உளவியல் நிபுணர்கள் கூறுகின்றனர். சக ஊழியர்களின் பிள்ளைகள் பெறும் மதிப்பெண்ணையும் தங்களது குழந்தைகளின் மதிப்பெண்ணையும் ஒப்பிட்டுப் பேசுவது தவறு என்பதைக் காட்டிலும் குற்றம் என்றே கூறலாம் என்கின்றனர் சில உளவியல் ஆலோசகர்கள்.

விவேகம் தேவை..

"நீயா ஒத்துக்குற வரைக்கும் உன்ன யாரும் ஜெயிக்க முடியாது. முயற்சியைக் கைவிடாதே" என்பது சினிமா வசனமாக இருந்தாலும் உத்வேகம் தரக்கூடியதாகவே இருக்கிறது.

சென்னை: முதுநிலை மருத்துவ படிப்புக்கான மாணவர் சேர்க்கை கவுன்சிலிங்கில், மூன்று நாட்களில், 609 பேருக்கு இடங்கள் கிடைத்தன. தமிழகத்தில், 13 அரசு மருத்துவ கல்லுாரிகளில், முதுநிலை மருத்துவ படிப்புகளுக்கு, 1,489 இடங்கள் உள்ளன. இதில், மாநில ஒதுக்கீட்டிற்கு, 762 இடங்கள் உள்ளன. சென்னை உயர் நீதிமன்ற உத்தரவின் படி, இந்த இடங்களுக்கான மாணவர் சேர்க்கை கவுன்சிலிங், சென்னை அரசு பல்நோக்கு மருத்துவமனையில், 8ல் துவங்கியது.

Anna University's convocation row goes to Madras HC, faculty threatens boycott

CHENNAI: THE controversy surrounding the May 19 Anna University convocation got deeper on Wednesday after a faculty body filed a writ plea in the Madras High Court seeking its cancellation. A section of the teachers also threatened to boycott the event if a regular Vice-Chancellor is not appointed by then.

The writ petition urged the court to declare as illegal, a resolution dated March 3 of the Syndicate of Anna University, proposing to hold the convocation despite the absence of a regular Vice-Chancellor.

A vacation bench of justices K Kalyanasundaram and S M Subramaniam, before which a PIL from Anna University Teachers’ Association (AUTA), by its president I Arul Aram, came up on Wednesday, ordered notice to the authorities concerned returnable by May 17.

The petitioner contended that the resolution was illegal and without jurisdiction and against the scheme of the Anna University Act.

Under the scheme of the Act, it is the Vice-Chancellor (V-C) who has got to perform his functions. Or the Higher Education Secretary can be requested to perform those functions during the tenure of V-C.

But, it does not mean that even after the V-C’s term expired and a Search Committee has been constituted to select a new V-C, the secretary can perform the functions of the V-C. Before the expiry of the tenure of the V-C, a new one should have been appointed, who alone can confer the degrees on the students, the petitioner contended.

In a related development, a section of the Anna University faculty said they would abstain from the Tamil Nadu Common Engineering Admission (TNEA 2017) conducted by the university if career advancement scheme (CAS) was not implemented.

According to AUTA secretary S Chandramohan, the faculty members have not received the routine promotion in the form of CAS for the last seven years. Normally, the All India Council for Technical Education (AICTE) issues gazette notification for CAS, which is then be placed before the Syndicate and promotions under CAS are implemented.
The association said instead of the Syndicate approving the gazette notification issued by the AICTE in 2012, it was sent to the higher education department to issue a government order.

“They made changes to the notification before sending it to the higher education department for approval, though it is illegal to tinker with a gazette notification,” charged Chandramohan.

No convocation without V-C: AUTA
AUTA said the Syndicate’s decision to conduct the convocation in the absence of a Vice-Chancellor was untenable, and added that the faculty members have decided to boycott if the convocation was conducted without the V-C

The Madras High Court Bench here has permitted a woman to redeem jewels that were pledged with a nationalised bank by her estranged husband after she claimed that they were her jewels and he was not cooperating in retrieving them since she had lodged a dowry harassment complaint against him and his family.

Disposing of a writ petition filed by her, Justice V. Parthiban directed the Pudukottai branch manager of Canara Bank to hand over the jewels to the writ petitioner. He observed that she could not be denied the right to redeeem her jewels especially when she had already discharged the entire loan amount through her funds.

“However, this Court is conscious that the interest of the respondent bank should also be protected in case of any claim by the husband of the petitioner in future. In the above circumstances, the respondent bank is directed to return the jewels pledged by the petitioner's husband to the petitioner by directing the petitioner to execute an Indemnity Bond,” he ordered. The judge gave liberty to the bank to impose any condition which it would think fit and proper in the facts and circumstances of the case before handing over the jewels to the petitioner within eight weeks.

 Counsellors offer supportive therapy and guidance to quell their anxieties

With the Plus 2 results to be announced on Friday, stress levels are high among the students and parents.

At the State-run 104 health helpline, counselling psychologist B. Elayaraja said he had received a call from the parents of a student in Vellore who had locked herself in her room as she was scared about the results.

“Her mother kept asking her about the results and she was not able to bear it. We managed to speak to her father and told him that they had to be supportive of her and that the results alone would not decide her future,” he said.

Giving the students supportive therapy, including deep breathing techniques, counselling them to speak to their friends and do other tasks to take their mind off their anxieties, are some of the methods the counsellors at the helpline use, he said.

Nearly 8.98 lakh students wrote the Class XII board examinations in March. To lessen the stress among students who anxiously await the early declaration of results to start the college admission process, the government had announced the date of the results even before the examinations began.

Get results through SMS
On Wednesday, School Education Minister K.A. Sengottaiyan said that in addition to students being able to view the results online, they would know the results through SMS.
“The results would be sent to the number that students have submitted in their schools as a part of their general information and bio-data,” he said.

Meanwhile, schools in the city are gearing up to counsel students.

“Our school counsellors as well as faculty who teach class XII will be on campus from morning to ensure that the students can talk to someone if they need. While a few of them might be dejected about their results, many students too constantly approach us to speak about career options and which colleges they can apply,” said the headmistress of a city school.

The 104 helpline, like last year, began its preparation for the exam season in three phases, said B. Prabhudoss, head, marketing and communications, GVK EMRI

Psychologists will be available the day before, on the day of the results and the day after and additional resources will be brought in, he said. “Talking to the students about pursuing their passions, building confidence and telling them that the results are not the only thing that matter in life are all part of what of we do. Last year, we received 25,000 calls on exam-related counselling,” he said.

SNEHA, the suicide prevention centre too, is gearing up for the results.

“Right now, we are getting worried calls from students — more than whether they pass or fail, they are worried about what marks they will get,” said Lakshmi Vijayakumar, founder of the centre. She said a lot of emails were also pouring in, and after the results, the centre was expecting calls from parents too.

‘Re-conduct NEET’

 The Doctors Association for Social Equality has demanded a re-conduct of the National Eligibility cum Entrance Test (NEET) for undergraduate medical courses. The association also wants the test that was held on Sunday to be declared as void.

The association’s general secretary, G.R. Ravindranath, pointed out that the questions that featured in the regional languages were different from those in the English version of the test, and that the difficulty level also varied. He demanded a CBI inquiry into allegations that around 1,000 questions for the NEET PG computer-based exam were leaked. “The CBSE should conduct paper-based NEET for PG courses also, instead of holding online tests,” he said..

Though aspirants to undergraduate medicine courses took the NEET examinations a few days ago, the controversy surrounding it has not died down. Political parties and parents continue to voice opinion for and against the eligibility test.
If the government were to introduce a similar examination for admission to engineering courses, the consequences will be varied. Academics here say that the quality of education will improve. The students who clear such an entrance test will come with the aptitude and skill required for engineering courses.

This will result in improvement in pass percentage in colleges, says S. Chenthurpandian, principal of a city engineering college. At present many colleges see fewer than 70 % of the students completing engineering courses. This is likely to improve.

Having an entrance examination will also see fewer students discontinuing courses because of accumulating arrears examination.

This will also see improvement in placements for students as those students who clear entrance examination to secure engineering seats will be able to easily crack placement interviews, says a placement officer of a city college.

A few academics say that entrance examination will also see colleges gaining in admission. Of the 550-odd colleges in the State, over 200 institutions see fewer than 50 per cent admission. An entrance examination will see students from other parts of the country taking seats in colleges in the State and that means colleges not closing down.

But this will help only those colleges that see near cent per cent admission, says G.K. Nagaraj, a director, Professional Group of Institutions. Many students from rural areas and Tamil medium will not be able to make it past the cut-off mark.

At present, all students who clear Plus-Two are eligible for engineering course and that means more admissions to recently started colleges. Therefore an entrance examination for engineering will mean more trouble to young institutions, he reasons.

39K computer science teacher aspirants left in the lurch

More than 39,000 computer science graduates are awaiting appointments as teachers since 2011 after the state government promised to introduce computer science as a subject in government schools. Members from the association of B Ed graduates in computer science met Rajya Sabha MP Trichy Siva and sought his support on Wednesday .

Months before the 2011 state assembly election, the DMK had announced introduction of computer science as a subject for classes 6-10. The Tamil Nadu government has computer sci ence as subject at the higher secondary level, but not at the middle and high school level. Believing the DMK orders, nearly 39,000 graduates in computer science decided to pursue BEd in the subject, making them eligible for the post of a government school teacher.
However, AIADMK came to power and quashed DMKs decision. Following this, the candidates staged a hunger strike, and the AIADMK government promised the candidates that it will reimpose the decision to make computer science as a subject.

There are many states that have computer science for classes 6-10. “The neigh boring states have introduced computer science as a subject at the middle and high school levels and appointed teachers. But Tamil Nadu continues to be an exception,“ said the regional secretary of the association Nirmal Singh.
Rajya Sabha MP Trichy Siva said that he will take up the matter with the leader of the opposition and the working president of the DMK, M K Stalin. “The AIADMK has to be blamed for the plight of the candidates. The AIADMK government, by not appointing computer science teachers, is also depriving TN students of computer science education,“ said Siva.





Counselling to fill PG med seats today

The centralised admission committee (Centac) will hold counselling from 9am on May 11 for admission of students into postgraduate medical programmes in private medical colleges and deemed universities under government quota followed by counselling for admission under management quota in the institutions in the Union territory of Puducherry .

 

Thirty-eight students were allotted postgraduate medical seats under government quota in private medi cal colleges and deemed universities and three students at the Indira Gandhi government medical college and research institute during the first phase of counselling on May 4, which was stopped abruptly by the committee, citing `court orders'.

The committee will hold counselling between 9am and 11am on May 11 to fill up 121 postgraduate medical seats in private institutions under government quota. There are 315 postgraduate medical seats in three private medical colleges and four deemed universities. As per the Union health and family welfare ministry's order in February this year, 50% of the seats in each discipline (159) in the institutions must be surrendered under government quota. The committee, which has already allotted seats to 38 students during the first phase, will attempt to fill up the remaining 121seats. It has issued call letters to 127 students to attend counselling.

Only a few students appeared for the first phase of counselling (May 4) as the fees committee has not announced the fee structures of postgraduate programmes in private institutions. Fortyfive students out of 147 appeared for the counselling and the students who were allotted seats could not join as the private institutions demanded exorbitant fees (` `30 lakh per annum for clinical courses and `10 lakh per annum for non-clinical courses).

State to set up digital archives for board exam marksheets

The Tamil Nadu government, for the first time, will set up a digital archive for Class XII and Class X mark sheets, school education minister K A Sengottaiyan said on Wednesday .

 

This will help candidates reclaim their marksheets in case of theft or loss, and also the state government to verify marksheets when candidates apply state government jobs.Sengottaiyan told reporters class XII state board results will be published on May 12, Friday . “We will release the results as per the schedule, at 10am,“ he said.
Sengottaiyan said this was the first time the state govern ment is introducing an online archive facility to maintain records of the marksheets. “This will prevent students from running pillar to post for mark sheets in case they lose them in the future,“ he said.

A senior official of the school education department said the online archive would make certificate verification process easier. “Reviving marksheets from physical records is a cumbersome process.It also delays the process of joining of a selected candidate.“ The marksheets will also have the candidate's name in Tamil, another first by the government, said Sengottaiyan.

He said Class XII results will be available on three to four websites at 10am. “ Also we will send a text message to the mobile number that the candidate has provided. This SMS will reach them at 10.10am,“ he added. Nearly 95% of the 9lakh students who appeared for Class XII exams have provided their mobile numbers, Sengottaiyan said. “The contact numbers are either of the student or the parent,“ he added.





Parents demand re-examination in NEET, allege bias, paper leak

Parents of medical aspirtants who appeared for the National Eligibility-cumEntrance Test (NEET) IN Chennai have asked for a re-examination in the wake of allegations over question papers being leaked and discrepancies in level of difficulty in the question paper in English and in vernacular languages. At a meeting on Wednesday , parents of candidates and members of Doctors' Association for Social Equality (DASE) said the papers had completely different sets of questions for English and vernacular languages

. While students who opted for Gujarati found the questions easy , those who took the test in Bengali found the paper tough. “In Tamil Nadu, most of the students who chose Tamil found the paper moderate but still tougher than English,“ said Dr G R Ravindranath, of DASE. “Why was there a bias? The questions should have been just translated“ he said. Dr Geetha, whose son took the exam, is among those who are demanding a retest. “The idea behind having a nationallevel exam is to assess students on the same level. But if the questions are different and the difficulty levels are different, the purpose is defeated,“ she said. The NEET exam was held on Sunday by the Central Board of Secondary Education (CBSE) at 1,921 Exam Centres in 103 cities across the country.

While traditionally the CBSE conducted the admission test in English and Hindi, this year it added eight vernacular languages including Gujarati, Assamese, Odia, Telugu and Marathi. Around 11.35 lakh students had appeared for the test across the nation.

A group of parents in the city along with DASE are drafting a letter to the CBSE, the Union Ministry and the Medical Council of India in this regard. Allegations of question paper leak in some states were also a cause of concern for parents.

Metro Costs 4.5 Times Less Than Cabs 

 

With metro rail opening an 8km underground line on Sunday , a ride from Nehru Park to Chennai Airport, that covers a distance of 23km, could cost less than `70. It means the commuters will have to shell out just `2.8 per km for the ride on the stretch.

 

A metro rail official said the maximum ticket price for phase-I of the metro rail project has been capped at `70.

“It may cost around `65 for the longest distance which is between Nehru Park and airport on the current underground line,“ the official said.

The city's first underground metro line between Nehru Park and Koyambedu covers a distance of about 8km with seven stations.

At present, a metro ride could cost a minimum of `10 and a maximum of `50, which is charged for a ride between Koyambedu and Airport. When inaugurated, the new Nehru Park to Koyambedu underground line will connect to the already operational Koyambedu-Alandur-St Thomas Mount elevated line. Commuters can changeover at Alandur to trains on Little Mount-airport line to get to the airport.

The services will allow people to get to the airport or Alandur, which costs approximately `362 by Ola Mini and `263 by Uber. Though the distance by road is lesser than the metro line, people will be able to beat the traffic at Koyambedu and 100ft Road and reach southern destinations in the city quicker by metro trains. It will take around an hour for commuters to reach the airport after a changeover at Alandur metro.

Though the metro ride between the two stations is cheaper than compared to taking a cab, the price is still on the higher side compared to Delhi Metro (DMRC).

DMRC revised it ticket fares by increasing its minimum fare from `8 to `10 and the maximum from `30 to `50. Commuters will have to pay `10 for a distance of up to 2km while it may cost `50 to travel a stretch of more than 32km.

Russia varsities to offer Indians 500 med seats

Russian universities will offer 500 undergraduate medical seats to Indian students this academic year, an increase of around 40% from current number.

 

The development comes during a teething process in the country's transition to a uniform medical admission process, a time that has also been marked by an increase in applications from students for medical courses.

Consulate general of the Russian Federation in south India vice-consul (cultural) Yury S Belov announced the increase in seats at a meeting on the Russian Education Fair here on May 13 and 14.
Study Abroad managing director Ravichandran C said around 1,800 to 2,000 students from across the country apply for undergraduate medical courses in Russia every year.

“There has been an in crease in the number of applications,“ the education consultant said. “We usually receive around 300 applications from Chennai, but have received 500 this year.“
Ravichandran said one could not point out specific reasons for Rusian universities increasing the number of seats for Indian students, but he acknowledged that a contributing factor could be an increase in demand, based on student perception that the introduction of the National Eligibility Entrance Test (NEET) had made it harder to secure an MBBS seat in the country.

There are now 10,000 Indian students in Russian universities. Around 2,000 students move to Russia from the country every year, with 80% of these students pursuing a degree in general medicine.
The Medical Council of India recognises 63 government medical universities in Russia. To qualify for admission in a Russian university, students should be eligible under MCI guidelines that mandate a minimum of 50% marks in the relevant core subjects (40% for SC STOBC categories) in the Class XII board exams.

Students who complete the course receive an MD, which is equivalent to an Indian MBBS degree. But graduates returning to India have to pass an MCI screening test and complete an internship to be eligible for practice as a physician.

Several Russian universities will participate in the fair in six cities in the country between May 13 and 21. In Chennai, the fair will be at the Russian Centre of Science and Culture, Alwarpet.

The National Eligibility cum Entrance Test (NEET) held on Sunday has courted controversy of an unseemly kind. It began with an invigilator asking a student in Kannur to remove her bra before writing the exam. Soon, more parents came out with similar allegations—one student was forced to remove the metal button on her pants, some were asked to lift their dress, while others had to tear off a part of their dress. A few hapless students were even forced to frantically scamper at the last minute to find ‘suitable’ clothes on a Sunday, with the parents pleading with shopowners to raise the shutters.

The tough anti-cheating dress code by the CBSE is understandable. The past years have seen NEET examinations getting embroiled in controversies over attempted question paper leaks. Over 11 lakh MBBS and BDS aspirants appeared for the NEET exams at over 1,900 centres across the country. In an era where bluetooth and wrist watches are used to cheat in the exams, the CBSE has some curious anti-cheating rules for the NEET. Head scarves are a strict no-no, so are full sleeves, nose-pins and earrings.

But how does one explain the fact that only one or two schools saw bizarre issues involving clothes worn mostly by girls when almost all the jeans, trousers, and of course, bras have metal zips and hooks. A day after the Kerala State Human Rights Commission ordered a probe, the school—TISK English Medium School, Kovvapuram, Kannur— suspended four women teachers for forcing the students to remove their innerwear. On Tuesday, the CBSE distanced itself from the Kannur episode.

It advised the school principal to tender an unconditional apology to the candidate, even though an official affirmation that the agony caused to the candidate is deeply regretted by the CBSE, won't be a true salve to the wounded self-esteem of a young girl. Rules are fine as long as those who interpret them use common sense and discretion.

NEW DELHI/PATNA: The Supreme Court on Tuesday said an HIV positive destitute woman, who was raped on the streets of Patna and is 26 weeks pregnant, cannot abort the foetus as a medical report has suggested it would be risky for the mother and the child.

A bench of Justices Dipak Misra and AM Khanwilkar said the 35-year-old woman, being a rape victim, was eligible for compensation under theprovision of CrPC and directed the Bihar government to pay her Rs three lakh withinfour weeks.

The court also asked the State government to provide her all medical facilities at Patna’s Indira Gandhi Institute of Medical Science (IGIMS) as per the treatment chart which would be given to her by the doctors of AIIMS here.

Earlier, being a married mother of two children and deserted by her husband, she had sought abortion of her foetus when she was 17 weeks pregnant.

 

But Patna Medical College and Hospital (PMCH) refused to terminate her pregnancy for lack of her identity proof. The Patna High Court refused to permit her to terminate the pregnancy after a medical board that examined her said it could be dangerous.

A day after the apex court ordered her medical examination by a panel of doctors of All India Institute for Medical Science (AIIMS), she was flown to New Delhi on Thursday. The panel informed the top court in its report that there was grave danger to her life and that of the foetus if her pregnancy is terminated.

Karnan’s native village far from all the controversy

People who know him are not aware of the row the Calcutta High Court judge is caught in 

 

Calcutta High Court Judge C.S. Karnan may be at the centre of a raging national controversy. He may have incurred the wrath of the Supreme Court but in his native village, there is barely a whisper of it.
“Some reporters were here and only then we came to know that there is some trouble. But I don’t know the details,” says V. Adikesavan, a former vice- president of Karnatham panchayat near Vriddhachalam.

Born in a Dalit family to a high school headmaster father, Justice Karnan lived in this village until he completed his school education, but left to study pre-university in Vriddhachalam and subsequently migrated to Chennai.

Justice Karnan’s house still exists at Karnatham but his name doesn’t seem to have much recall value among villagers. Some Dalits are, however, proud that he became a High Court judge.
Karnatham doesn’t seem to be the typical village where Dalits live in colonies and caste Hindus live separately. Here, some 500 families – nearly 40% of them Dalits – live in mixed neighbourhoods. Village water taps are common to all communities.

‘Didn’t interact much’
Justice Karnan is the second of eight children — five sons and three daughters — born to his parents. His 87-year-old paternal uncle C. Kasilingam, who lives in Karnatham, said that his elder brother Chinnaswamy Swaminathan was the headmaster of a Government High School and the president of the teachers association in the erstwhile South Arcot district. Swaminathan passed away two years ago.

“The judge’s father was a disciplinarian and educated all his eight children well. Karnan studied at the Mangalampettai High School and did his graduation at the Vriddhachalam Arts College,” he said. Two of Justice Karnan’s siblings — Devaneethi and Arivudainambi — are practising lawyers, while another brother Thiruvalluvan is with the Tamil Nadu Special Police. Villagers recall that Justice Karnan last visited the village more than seven months ago. “He didn’t interact with locals much,” recalls Mr. Adikesavan.

Tenuous links
While Justice Karnan’s links with his native village may appear tenuous, like most people hailing from a village, he seems to have some attachment to his family deity. He has arranged to build a shrine for Vairavar, a form of Ayyanar, at Karnatham.

Kannur principal told to apologise

  CBSE blames staff for NEET frisking

With the intrusive frisking of a girl student appearing for the National Eligibility-cum-Entrance Test (NEET) in Kannur evoking widespread criticism, the Central Board of Secondary Education on Tuesday ordered the principal of the school in Knnur where the incident took place to apologise to her.

The directive for the apology came after CBSE Chairman R.K. Chaturvedi met Union Human Resource Development Minister Prakash Javadekar in New Delhi, two days after the incident to check cheating was reported.

The Board meanwhile attributed the incident to the overzealousness of the female staff of the examination centre. Four teachers of the school at Kunhimangalam in Kannur were also suspended on Tuesday pending an inquiry into an incident on May 7 in which the student was asked to remove her innerwear before she could take the test.

The management of the TISK English Medium School at Kovvappuram at Kunhimangalam said the teachers entrusted with the task of frisking students were placed under suspension for a month pending investigation. The suspended teachers have been identified as Sheeja, Safeena, Bindu, and Shahina.

The CBSE, which conducts the NEET for admission to MBBS and BDS courses, said the incident was very unfortunate. Board officials present in Kannur were not informed of the incident either by the Principal of the school concerned or the parents of the candidate, it said.

Defending frisking in the interests of candidates, the Board said it followed the same “protocol of frisking” for NEET this year as was done in 2016 and 2015. The candidates were informed well in advance of the “guidelines for frisking and dress code” through the NEET information bulletin, the CBSE NEET website, printed instructions on admit cards, and individual communication through e-mails and SMS.

Bharti Airtel, the country's top telecom operator, on Tuesday reported a 72% decline in fourth quarter net profit as an intense tariff war takes its toll, following the aggressive entry of Reliance Jio. Jio's free voice and unlimited data offerings, which had continued till the end of March after being rolled out in September last year, had a catastrophic impact on the business and financials of Airtel as it IndiGo Q4 net dips 25% on fuel cost, P 21 witnessed a contraction in earnings from both voice and data segments. Airtel's net profit in January-March 2016-17 stood at Rs 373 crore against Rs 1,319 crore in same quarter of 2015-16.This was the second straight quarter of a steep decline in the company's net profit after 55% fall in October-December quarter. Airtel continued to accuse Jio of engaging in “predatory pricing“ and blame it for “dete riorating health“ of the telecom industry .

“The sustained predatory pricing by the new operator has led to a decline in revenue growth for the second quarter in a row. The telecom industry as a whole also witnessed a revenue decline for the first time ever on a full-year basis,“ Gopal Vittal, MD and CEO of Airtel's India & South Asia operations, said.
Vittal said the company was forced to make “significant investments“ to cope with the “tsunami of incoming voice traffic from the new operator“. Jio's aggressive entry has impacted business of telecom players badly . While Airtel is bleeding, equally-bruised Vodafone and Idea have decided to merge operations to strike economies of scale and face competition with more strength.

Airtel's average revenue per user (ARPU) -a barometer to gauge health of a telecom company -was down to Rs 158 at the end of the fourth quarter compared to Rs 196 realised at end of the first quarter (AprilJune) of 2016-17.

SC convicts Mallya for contempt, asks him to appear before it on July 10

The Supreme Court on Tuesday held controversial liquor baron Vijay Mallya guilty of contempt of court for not honestly disclosing all his assets and diverting his $40 million to overseas accounts of his family members in violation of the court's order.

 

A bench of Justices A K Goel and U U Lalit directed Mallya, who left for the UK to dodge criminal proceedings against him for not refunding loans worth over 9,000 crore, to personally appear before the court on July 10.

The order against Mallya came a day after the court held that loan defaulters deserved to be dealt with iron hand and it can serve to reinforce the message.
The court agreed with the contention of consortium of 17 banks led by SBI that the flamboyant businessman did not make a complete disclosure of his assets to the Supreme Court.The banks which have lent money to Mallya said he intentionally kept the court in dark about $40 million he received in February last year from British liquor major Diageo for stepping down as chairman and MD of United Spirits Ltd.

The bench said it had found Mallya guilty on both counts and dismissed his plea that he did not violate the court's order on disclosure of assets. SBI has the highest exposure of `1,600 crore to the beleaguered promoter of now grounded Kingfisher Airlines. Other banks that have exposure to the airline include Punjab National Bank and IDBI Bank (``800 crore each), Bank `650 crore), Bank of of India (` Baroda (` `550 crore) and Central Bank of India (` `410 crore).

3 get death for Pune techie's rape & murder

A sessions court on Tuesday sentenced all three convicts to death for the gang rape and murder of software engineer Nayana Pujari in October 2009.

 

Additional sessions judge Lata Yenkar ruled the case qualified for the “rarest of rare“ doctrine propounded by the Supreme Court for awarding death sentences. “ All the three accused shall be hanged by the neck till they are dead,“ she said in the Pune court. The death sentence is subject to confirmation by the Bombay high court.

On Monday , the sessions court had held Yogesh Raut, Mahesh Thakur and Vishwas Kadam guilty of six offences, including kidnapping, gang rape, murder and criminal conspiracy . This is the second death sentence handed down by a local court in a rape and murder case.In March 2012, a sessions court had sentenced a cab driver and his friend to death for raping and murdering BPO executive Jyotikumari Chaudhari, 22, in 2007; it was upheld by the Bombay high court in September of the same year and later by the Supreme Court in 2015.

Pujari, 28, who worked with a software company in Kharadi, was kidnapped on the evening of October 7, 2009 from the Kharadi-Mundhwa bypass while she was waiting for transport to return home from office.Two days later, her badly mutilated body was found in the Zarewadi forests in Khed taluka.She had been gang-raped at different locations before being strangled and her body disposed of. The accused pulled out `61,000 cash from her bank account by using her ATM card at three places, and also took her ornaments, worth `72,000.

In September 2011, main accused Raut had escaped from police custody while being taken to hospital for a medical test.He was, however, re-arrested from Shirdi in May 2013.

The judge also sentenced the three men to rigorous imprisonment (RI) for life for the offence of gang-raping the victim. They were also handed seven years' RI each for kidnapping Nayana and robbery with intent to commit murder, and an other two years for misappropriation of the woman's belongings. The judge ordered the release of the fourth accused, Rajesh Chaudhari, who later turned an approver, for having met all the conditions of pardon granted by the court and for cooperating with the investigating agency .

Main accused Raut collapsed in his seat, crying and burying his face in his hands after the judge declared the punishment. Thakur and Kadam stood motionless with their heads bowed. The sentencing was met with thunderous applause in the courtroom and the judge had to ask the police to restore normalcy .

Speaking to TOIlater, Nayana's husband, Abhijit, said, “We were waiting for this very moment to hear this very sentence from the court. We are content with the court's ruling.“ Nayana's two sisters and younger brother were inconsolable after hearing the sentencing.

In her sentencing order, Yenkar ruled, “Considering the facts and circumstances, the inhuman conduct of the accused, the fact that the murder was committed in a brutal, gruesome, diabolical and beastly manner, the innocence and helpless condition of the victim, and the impact of the crime on society and the community at large, I have no hesitation to hold that the case comes within the rarest of rare doctrine. The investigation has been done in a fair and proper manner by investigating officers Deepak Sawant and Vishwanath Ghanwat, who have taken special efforts in doing a credible job.“

Medical aspirant stabbed to death in Kota

A 22-year-old medical aspirant was allegedly stabbed to death outside Kota's Garh Palace fort on Monday evening while trying to pacify an arguing couple.

 

Police said Anil Bamal, a resident of Gurugram in Haryana, had appeared for the National Eligibility cum Entrance Test in Kota on Sunday . Bamal was visiting the palace with his friends on Monday when they spotted a couple fighting, following which the boy tried to rough up the girl.

When Bamal tried to intervene, he was stabbed on the chest, which punctured his heart. Bamal was rushed to the hospital, where doctors declared him brought dead, said KC Meena, SHO Kaithunipol.
The accused Lalit Kahar, 19, initially fled the spot with his girlfriend, but was arrested on Tuesday . Kahar said he was extremely upset with his girlfriend's regular taunts and she was pestering him to visit another place that day , which led to the argument. Embarrassed that a stranger had intervened in their brawl, he stabbed Bamal in a fit of rage.

Bamal's body was handed over to his family on Tuesday after the autopsy , cops said.
