சட்டப் படிப்பில் சேர வயது உச்ச வரம்பு இல்லை: 2017-18 கல்வியாண்டுக்கு மட்டும் பொருந்தும்

தமிழகத்தில் சட்டப் படிப்புகளில் சேருவதற்கு இந்தக் கல்வியாண்டில் (2017-18) மட்டும் வயது உச்ச வரம்பே கிடையாது என்று முடிவு செய்யப்பட்டுள்ளது.
வயது வரம்பு நீக்கப்பட்டது ஏன்?: நாடு முழுவதும் வழங்கப்பட்டு வரும் சட்டப் படிப்புகள் அனைத்தையும் இந்திய பார் கவுன்சில் (பிசிஐ) கட்டுப்படுத்தி வருகிறது.

கடந்த சில ஆண்டுகளுக்கு முன்பு வரை இந்த சட்டப் படிப்புகளில் சேருவதற்கு வயது உச்ச வரம்பு நிர்ணயிக்கப்பட்டிருந்தது. அதாவது, ஐந்தாண்டு ஒருங்கிணைந்த சட்டப் படிப்பில் சேர அதிகபட்ச வயது 20. அதுபோல, மூன்றாண்டு சட்டப் படிப்பில் சேர அதிகபட்ச வயது 30 என நிர்ணயிக்கப்பட்டிருந்தது.

இந்நிலையில், பல்வேறு தரப்பினர் சார்பில் தொடரப்பட்ட வழக்குகளில் பஞ்சாப், ஹரியாணா உயர்நீதிமன்றம் உள்ளிட்ட பல்வேறு உயர் நீதிமன்றங்கள் இந்த வயது உச்ச வரம்பை நீக்கி உத்தரவிட்டன.
அதனைத் தொடர்ந்து, இந்திய பார் கவுன்சிலும், சட்டப் படிப்புகளுக்கான வயது உச்ச வரம்பை நிர்ணயிக்கும் 'சட்டப் படிப்பு விதிகள் 2008'-இன் பிரிவு 28-ஐ கைவிட்டது. அதாவது, வயது உச்ச வரம்பு அதிகாரப்பூர்வமாக நீக்கப்பட்டது. இருந்தபோதும், தமிழகத்தில் மட்டும் கடந்த 2009-10 கல்வியாண்டு முதல் சட்டப் படிப்புகளுக்கான வயது உச்ச வரம்பு தொடர்ந்து கடைப்பிடிக்கப்பட்டு வந்தது.

தமிழக அரசு உத்தரவு: இந்நிலையில், பிற மாநிலங்களைப் பின்பற்றி தமிழகத்திலும் 2015-16 கல்வியாண்டில் சட்டப் படிப்புகளுக்கான வயது உச்ச வரம்பு தளர்த்தப்பட்டது. அதாவது, 2015-16 கல்வியாண்டு முதல், மூன்றாண்டு சட்டப் படிப்புகளுக்கான வயது உச்ச வரம்பை நீக்கியும், ஐந்தாண்டு ஒருங்கிணைந்த சட்டப் படிப்புகளுக்கான வயது உச்ச வரம்பை 21-ஆக உயர்த்தியும் தமிழக அரசு உத்தரவு பிறப்பித்தது.

ஆனால், இந்த உத்தரவை எதிர்த்து சென்னை உயர்நீதிமன்ற மதுரை கிளையில் பொதுநல வழக்குத் தொடரப்பட்டது. இந்த வழக்கை விசாரித்த நீதிமன்றம், சட்டப் படிப்புகளுக்கு வயது உச்ச வரம்பை நீக்கம் செய்து தமிழக அரசு பிறப்பித்த உத்தரவை ரத்து செய்து உத்தரவிட்டது.

இதனால், தொடர்ந்து முன்பு இருந்தது போன்றே 2015-16 கல்வியாண்டிலும், 2016-17 கல்வியாண்டிலும் வயது உச்ச வரம்பு நிர்ணயிக்கப்பட்டே மாணவர் சேர்க்கை தமிழகத்தில் நடைபெற்றது.

மீண்டும் வயது உச்ச வரம்பு: இதற்கிடையே, சென்னை உயர்நீதிமன்ற மதுரைக் கிளையின் உத்தரவை எதிர்த்து, இந்திய பார் கவுன்சில் சார்பில் உச்ச நீதிமன்றத்தில் வழக்குத் தொடரப்பட்டது. இந்த வழக்கை விசாரித்த உச்ச நீதிமன்றம் இந்திய பார் கவுன்சிலின் மனுவை ரத்து செய்து 11-12-2015-இல் உத்தரவிட்டது.

இதன் காரணமாக, சட்டப் படிப்புகளுக்கு வயது உச்ச வரம்பை இந்திய பார் கவுன்சில் மீண்டும் கொண்டுவந்தது. அதாவது, சட்டப் படிப்பு விதிகள் 2008-இன் பிரிவு 28 கைவிடப்பட்டதை ரத்து செய்து 17-9-2016-இல் உத்தரவிட்டது.
பார் கவுன்சில் உத்தரவு ரத்து: இந்த நிலையில், இந்திய பார் கவுன்சிலின் 17-9-2016 உத்தரவை எதிர்த்து ரிஷப் துகால் மற்றும் ஏஎன்ஆர் ஆகிய மனுதாரர்கள் சார்பில் உச்ச நீதிமன்றத்தில் மேல்முறையீடு செய்யப்பட்டது.

இம்மனுவை கடந்த மார்ச் மாதம் விசாரணைக்கு எடுத்த உச்சநீதிமன்றம், இந்திய பார் கவுன்சிலின் 17-9-2016 உத்தரவுக்கு இடைக்காலத் தடை விதித்ததோடு, வழக்கு மீதான அடுத்தகட்ட விசாரணையை ஜூலை 3-ஆவது வாரத்துக்கு ஒத்திவைத்துள்ளது.

இதன் மூலம், நாடு முழுவதும் மூன்று ஆண்டு எல்.எல்.பி. சட்டப் படிப்புகள், 5 ஆண்டு ஒருங்கிணைந்த சட்டப் படிப்புகளுக்கு வயது உச்ச வரம்பு மீண்டும் நீக்கப்பட்டுள்ளது.தமிழகத்திலும் வயது வரம்பு இல்லை: இதுகுறித்து தமிழ்நாடு டாக்டர் அம்பேத்கர் சட்டப் பல்கலைக்கழக பேராசிரியர்கள் கூறியது:

உச்சநீதிமன்ற உத்தரவு காரணமாக, தமிழகத்திலும் மூன்று மற்றும் 5 ஆண்டு ஒருங்கிணைந்த சட்டப் படிப்புகளுக்கு வயது உச்ச வரம்பே இல்லாத நிலை ஏற்பட்டுள்ளது.

வரும் 2017-18 கல்வியாண்டு சட்டப் படிப்புகள் சேர்க்கை மட்டுமே வயது உச்ச வரம்பு இல்லாமல் நடைபெறும். தமிழகம் முழுவதும் உள்ள அரசு சட்டக் கல்லூரிகளில் மட்டுமின்றி, பல்கலைக்கழக வளாகத்தில் அமைந்துள்ள ஆற்றல்சார் பள்ளியில் வழங்கப்படும் ஹானர்ஸ் சட்டப் படிப்புகளிலும் இந்த அடிப்படையிலேயே சேர்க்கை நடைபெற உள்ளது.

இது அடுத்த ஆண்டுகளுக்கும் தொடருமா என்பது உச்ச நீதிமன்றத்தின் ஜூலை 3-ஆவது வார உத்தரவுக்குப் பிறகே தெரியவரும்.
மேலும், ஆற்றல்சார் பள்ளி சட்டப் படிப்புகளுக்கான சேர்க்கை அறிவிப்பு மே இறுதியில் அல்லது ஜூன் முதல் வாரத்தில் வெளியிடப்படும் என்றனர்.

ஓய்வூதியர் குறைதீர் கூட்டம்: மனுக்கள் பெற்றார் அமைச்சர் ஜெயக்குமார்

ஓய்வூதியர்கள் குறைதீர்க்கும் நாள் கூட்டத்தில் நிதித்துறை அமைச்சர் டி.ஜெயக்குமார் பங்கேற்று ஓய்வூதியர்களிடம் இருந்து மனுக்களையும் பெற்றார்.
சென்னை மாவட்ட ஆட்சியர் அலுவலக கூட்டரங்கத்தில் அரசு ஓய்வூதியர்கள் குறைதீர்க்கும் நாள் கூட்டம் செவ்வாய்க்கிழமை நடைபெற்றது.
இந்தக் கூட்டம் நிதி மற்றும் மீன்வளத்துறை அமைச்சர் டி.ஜெயக்குமார் தலைமையில் நடைபெற்றது. இதில் அரசு அலுவலகங்களில் பணியாற்றி ஓய்வு பெற்றோர், குடும்ப ஓய்வூதியம் பெறுவோர் ஆகியோர் ஓய்வூதியம் பெறுவதில் உள்ள குறைகள் குறித்த மனுக்களை அமைச்சரிடம் அளித்தனர்.
இந்தக் கூட்டத்தில் சென்னை மாவட்டத்தில் பல்வேறு பகுதிகளைச் சேர்ந்த ஓய்வூதியர்கள், குடும்ப ஓய்வூதியம் பெறுவோர் ஆகியோர் திரளாகக் கலந்து கொண்டனர். இதில் மாவட்ட ஆட்சியர் வெ.அன்புச்செல்வன், ஓய்வூதியர் அலுவலக இயக்குநர் கயிலைநாதன் உள்ளிட்ட அலுவலர்கள் கலந்து கொண்டனர்.

விசா காலம் முடிந்த 30,000 இந்தியர்கள் அமெரிக்காவில் உள்ளதாக தகவல்

கடந்த ஆண்டில் விசா காலம் முடிந்த பிறகும் 30,000-க்கும் மேற்பட்ட இந்தியர்கள் அமெரிக்காவில் சட்டவிரோதமாக தங்கியுள்ளதாக அந்நாட்டு உள்நாட்டுப் பாதுகாப்புத் துறை தெரிவித்துள்ளது.

விசா காலம் முடிந்த பிறகு அமெரிக்காவில் தங்கியுள்ள வெளிநாட்டவர்கள் குறித்த அறிக்கையை உள்நாட்டுப் பாதுகாப்புத் துறை, நாடாளுமன்றத்தில் தாக்கல் செய்துள்ளது.
அமெரிக்காவில் விசா காலம் முடிந்த பிறகும் பல்வேறு நாடுகளைச் சேர்ந்த 7,39,478 பேர் தங்கியுள்ளனர். இவ்வாறு சட்டவிரோதமாக தங்கியுள்ளனர்களின் எண்ணிக்கை கடந்த ஆண்டைவிட நிகழாண்டில் 1.47 சதவீதம் அதிகரித்துள்ளது.

கடந்த 2016-ஆம் ஆண்டில் இந்தியாவில் இருந்து 14 லட்சத்துக்கும் மேற்பட்டோர் அமெரிக்கா வந்துள்ளனர். அவர்களில் 30,000-க்கும் மேற்பட்டோர் விசா காலம் முடிந்த பிறகும் நாட்டை விட்டு வெளியேறாமல் உள்ளனர்.

வர்த்தகம், சுற்றுலா விசாக்கள் மூலம்தான் அதிகபட்சமாக 10 லட்சம் பேர் இந்தியாவில் இருந்து வந்துள்ளனர். இந்த விசாக்களில் வந்தவர்களில் 17,763 பேர் விசா காலம் முடிந்து அமெரிக்காவை விட்டு வெளியேறவில்லை. விசா முடிந்தவர்களில் 2,040 பேரை கண்டுபிடித்து இந்தியாவுக்கு அனுப்பி வைத்துள்ளோம்.

மாணவர்கள் விசாவில் இந்தியாவில் இருந்து வந்தவர்களில் 3,014 பேர் விசா காலம் முடிந்தும் அமெரிக்காவை விட்டு வெளியேறவில்லை என்று தெரிவிக்கப்பட்டுள்ளது.

குவகாத்தி: மேகாலயாவில் நடந்து முடிந்த 10ம் வகுப்பு தேர்வு முடிவுகள் இன்று வெளியான நிலையில், நேற்றே ஆன்லைனில் கசிந்துவிட்டது பெரும் பரபரப்பை ஏற்படுத்தியது.

ஹரியானா பள்ளிக் கல்வித் துறை வாரியத்தின் 10ம் வகுப்பு தேர்வில் முதல் மதிப்பெண் எடுத்த மாணவ, மாணவிகளின் பட்டியல் வெளியானது. ஆனால், அது தவறான பட்டியலாக இருந்தது. உடனடியாக அந்த தவறு சரி செய்யப்பட்டது.

இந்த நிலையில், மேகாலயா பள்ளிக் கல்வித் துறையின் 10ம் வகுப்பு தேர்வு முடிவுகள் செவ்வாய்க்கிழமை வெளியாக இருந்த நிலையில், பேஸ்புக்கில் திங்கட்கிழமை இரவே வெளியானது. இதில் முதல் 20 ரேங்க் எடுத்த மாணவ, மாணவிகளின் பெயர்கள் இடம்பெற்றிருந்தன. ஆனால், இது சரியானது அல்ல என்று அரசால் தெரிவிக்கப்பட்டது.

தமிழகம் முழுவதும் ஆதார் எண் இணைக்காத குடும்ப அட்டைகள் நிரந்தரமாக நீக்கப்பட்டுள்ளன. இவர்களில், தகுதியான நபர்கள் ஆதார் எண் இணைக்காமல் இருந்தால், அவர்கள் குடும்ப அட்டைக்கு புதிதாக விண்ணப்பிக்கலாம் என அறிவுறுத்தப்பட்டுள்ளது.

பொதுவிநியோகத் திட்டத்தில் முறைகேடுகளைத் தடுக்க அரசு பல்வேறு நடவடிக்கைகளை எடுத்து வருகிறது. நியாய விலைக் கடைகளில் பயன்படுத்தப்படும் பிஓஎஸ் இயந்திரங்கள் மூலம் விற்பனை நடைமுறை வந்த பிறகு, போலி ரசீது குறைந்துவிட்டது.
குடும்ப அட்டைதாரர்களின் செல்லிடப்பேசிக்கு விற்பனை விவரம் சென்றுவிடுவதால், பொருள்கள் வாங்காதவர்களின் பெயரில் விற்பனை செய்வது தவிர்க்கப்பட்டுள்ளது.

போலி குடும்ப அட்டைகளை ஒழிக்கும் நடவடிக்கையின் தொடர்ச்சியாக, குடும்ப அட்டையுடன் ஆதார் எண் இணைக்கப்பட்டது. தமிழகம் முழுவதும் 1.95 கோடி குடும்ப அட்டைதாரர்களிடம் இருந்து 5.97 கோடி ஆதார் எண் பதிவு செய்யப்பட்டுள்ளன.

ஆதார் எண் பதிவு செய்யாத குடும்ப அட்டைதாரர்களுக்கு பொருள்கள் விநியோகம் செய்வது கடந்த டிசம்பரில் நிறுத்தப்பட்டது.

இத்தகைய அட்டைதாரர்கள் தனிப்பட்டியலுக்கு கொண்டு வரப்பட்டனர். குடிமைப் பொருள் வழங்கல் பிரிவு மண்டல அலுவலகங்கள், குடிமைப் பொருள் தனி வட்டாட்சியர் அலுவலகங்களில் ஆதார் எண் பதிவு செய்து, பொருள்கள் நிறுத்தப் பட்டியலில் இருந்து குடும்ப அட்டைகளை விடுவித்து வந்தனர்.
ஆதார் எண் இணைப்பு நிறுத்தப்பட்டு இப்போது மின்னணு குடும்ப அட்டைகள் வழங்கப்பட்டு வருகின்றன.இதன் தொடர்ச்சியாக தமிழகம் முழுவதும் பொருள்கள் விநியோகம் நிறுத்தம் செய்யப்பட்ட பட்டியலில் இருந்த லட்சக்கணக்கான குடும்ப அட்டைகள் நிரந்தரமாக நீக்கம் செய்யப்பட்டுள்ளன.

மதுரை மாவட்டத்தில் மட்டும் ஏறத்தாழ 1 லட்சம் குடும்ப அட்டைகளுக்கு பொருள்கள் நிறுத்தப்பட்டன. இவர்களில் 20 ஆயிரம் பேர் தங்களது ஆதார் எண்களைப் பதிவு செய்து, பொருள்கள் நீக்கப் பட்டியலில் இருந்து தங்களது குடும்ப அட்டைகளை விடுவித்துள்ளனர். மற்றவர்களின் குடும்ப அட்டைகள் நீக்கம் செய்யப்பட்டுள்ளன.

இதுகுறித்து உணவுப் பொருள் வழங்கல் துறை அதிகாரிகள் கூறியது:

குடும்ப அட்டையுடன் ஆதார் எண் இணைக்க போதிய அவகாசம் அளிக்கப்பட்டது. பொருள்கள் நிறுத்தம் செய்யப்பட்ட பிறகும், குடும்ப அட்டைதாரர்கள் பலர் ஆதார் எண் பதிவு செய்திருக்கின்றனர். அதற்குப் பிறகே பொருள்கள் நிறுத்தப் பட்டியலில் இருந்த குடும்ப அட்டைகள் நீக்கப்பட்டுள்ளன.
குடும்ப அட்டைதாரர்கள் தங்களது ஆதார் எண்ணை ஒன்றுக்கும் மேற்பட்ட இடத்தில் பதிவு செய்ய முடியாது.

இதன் மூலம் ஒன்றுக்கும் மேற்பட்ட குடும்ப அட்டைகள், போலி குடும்ப அட்டைகள் வைத்திருப்பது தற்போது முடிவுக்குக் கொண்டு வரப்பட்டுள்ளது. நீக்கப்பட்டவர்களில் ஆதார் எண் இருந்தும் அதை பதிவு செய்யாத தகுதியான குடும்ப அட்டைதாரராக இருப்பின் புதிய குடும்ப அட்டைக்கு இ-சேவை மையங்களில் விண்ணப்பிக்க அறிவுறுத்தப்பட்டுள்ளனர். அவர்களுக்கு மின்னணு குடும்ப அட்டை வழங்கப்படும் என்றனர்.

அடுத்த 3 கல்வியாண்டுகளில் 1 முதல் பிளஸ் 2 வரை பாடத் திட்டங்கள் மாற்றம்: தமிழக அரசு உத்தரவு

அடுத்த கல்வியாண்டில் (2018-19) இருந்து மூன்று ஆண்டுகளுக்குள் ஒன்றாம் வகுப்பு முதல் பிளஸ் 2 வரை அனைத்து வகுப்புகளுக்கான பாடத் திட்டங்கள் மாற்றியமைக்கப்படும் என தமிழக அரசு அறிவித்துள்ளது.
இதுகுறித்து பள்ளிக் கல்வித் துறைச் செயலாளர் த. உதயச்சந்திரன் வெளியிட்டுள்ள அரசு உத்தரவு: தமிழகத்தில் ஒன்று முதல் பிளஸ் 2 வகுப்பு வரையிலான பாடத் திட்டத்தில் மாற்றம் கொண்டு வரலாம் என்று அண்மையில் நடைபெற்ற வல்லுநர் குழுக் கூட்டத்தில் தீர்மானங்கள் நிறைவேற்றப்பட்டன.

இதன் அடிப்படையிலும், மாநில கல்வியியல் ஆராய்ச்சி மற்றும் பயிற்சி நிறுவன இயக்குநர் தெரிவித்த கருத்துகளின்படியும், மத்திய இடைநிலைக் கல்வி வாரிய பாடத் திட்டத்துக்கு (சி.பி.எஸ்.இ.) நிகராக தமிழகப் பாடத் திட்டத்தை உடனடியாக வடிவமைக்க வேண்டிய அவசியத்தை உணர்ந்து அதன் அடிப்படையில் பாடத் திட்டங்கள் மாற்றி அமைக்கப்பட உள்ளன.
எந்தெந்த வகுப்புகள் எப்போது? ஒன்று, ஆறு, ஒன்பது மற்றும் பிளஸ் 1 வகுப்புகளுக்கான புதிய பாடத் திட்டம் மற்றும் பாடப் புத்தகங்கள் அடுத்த கல்வியாண்டில் (2018-2019) மாற்றியமைக்கப்படும்.

இரண்டு, ஏழு, பத்து மற்றும் பிளஸ் 2 வகுப்புகளுக்கான புதிய பாடத் திட்டம் 2019-2020-ஆம் கல்வியாண்டிலும், மூன்று, நான்கு, ஐந்து மற்றும் எட்டாம் வகுப்புகளுக்கான புதிய பாடத் திட்டம் 2020-2021-ஆம் கல்வியாண்டிலும் மாற்றியமைக்கப்படும்.

புதிய பாடத்தில் ஐ.டி. கல்வி: ஆறாம் வகுப்பு முதல் பத்தாம் வகுப்பு வரையிலான அறிவியல் பாடத்தின் ஒரு பகுதியாக தகவல் தொழில்நுட்பவியல் (ஐ.டி.) கல்வி கற்பிக்க ஏதுவாக பாடத் திட்டத்தில் உரிய மாற்றம் கொண்டு வரப்படும்.

செய்முறைக் கையேடு-இணைய வழிக் கற்றல்: புதிய பாடத் திட்டம் என்பதால் ஆசிரியர், மாணவர்களுக்கு உரிய கையேடுகள் வழங்கப்பட உள்ளன. புதுமையான கற்றல் மற்றும் கற்பித்தல் முறைகளை ஆசிரியர்கள் மேற்கொள்ளும் வகையில் தகுந்த ஆசிரியர் கையேடுகளையும், மாணவருக்கான செய்முறைக் கையேடுகளையும் தயாரித்து வழங்க மாநில கல்வியியல் ஆராய்ச்சி மற்றும் பயிற்சி நிறுவனம் கேட்டுக் கொள்ளப்பட்டுள்ளது.

இணைய வழிக் கற்றல் மற்றும் கற்பித்தலை ஊக்குவிக்கும் வகையில் விரிவான கற்றல் மேலாண்மைத் தளத்தை உருவாக்கவும், ஆசிரியர்களும், மாணவர்களும் எளிதில் பயன்படுத்தக் கூடிய செல்லிடப் பேசி செயலிகளை உருவாக்கிச் செயல்படுத்தவும் தமிழக அரசு அனுமதி வழங்கியுள்ளது.
பாடத் திட்ட மாற்றத்துக்கு ஏற்ற வகையில் ஆசிரியர்களுக்குத் தகுந்த பயிற்சி அளிக்குமாறும், பொதுக் கல்வி வாரியத்தின் ஒப்புதலைப் பெற்று பாடத் திட்ட மாற்றுப் பணியை ஆறு மாத காலங்களில் முடிக்குமாறும் ஆராய்ச்சி மற்றும் பயிற்சி நிறுவனம் கேட்டுக் கொள்ளப்பட்டுள்ளது.

புதிய பாடத் திட்டம்:
கவனத்தில் கொள்ளத்தக்கவை

கற்றலை மனப்பாடம் செய்யும் திசையில் இருந்து மாற்றி படைப்பின் பாதையில் பயணிக்க வைக்க வேண்டும்.
தோல்வி பயம் மற்றும் மன அழுத்தத்தை உற்பத்தி செய்யும் தேர்வுகளை உருமாற்றி கற்றலின் இனிமையை உறுதி செய்யும் நேரமாய் அமைந்திட வேண்டும்.

உலகப் புகழ்பெற்ற ஜேம்ஸ் பாண்ட் கதாபாத்திரத்தில் நடித்த ஆங்கிலத் திரைப்பட நடிகர் ரோஜர் மூர் (89) செவ்வாய்க்கிழமை காலமானார்.
பிரிட்டன் நாட்டின் ரகசிய உளவுப் பிரிவு அதிகாரியாக "ஜேம்ஸ் பாண்ட்' என்ற கதாபாத்திரம் வடிவமைக்கப்பட்டிருக்கும். இந்த ஜேம்ஸ் பாண்ட் திரைப்படங்களுக்கு உலகம் முழுவதும் கோடிக்கணக்கான ரசிகர்கள் உள்ளனர்.
இந்தத் திரைப்படங்களில் 1970-களில் ஜேம்ஸ் பாண்ட் கதாபாத்திரத்தை ஏற்று நடித்து உலகப் புகழ்பெற்றவர் நடிகர் ரோஜர் மூர். தனது வசீகரத் தோற்றத்தாலும், திறமையான நடிப்பாலும் ஆயிரக்கணக்கான ரசிகர்களை தன்வசம் இழுத்தவர் ரோஜர்.
1973 முதல் 1985-ஆம் ஆண்டு வரை ஜேம்ஸ் பாண்ட் கதாபாத்திரத்தை ரோஜர் மூர் ஏற்று நடித்தார். ஜேம்ஸ் பாண்டாக 7 படங்களில் நடித்த ரோஜர் மூரை அக்காலகட்டத்தில் உண்மையான ஜேம்ஸ் பாண்டாகவே மக்கள் கருதியதாக பரவலாக பேச்சு உண்டு.
ரோஜர் மூரின் அசாத்திய நடிப்புத் திறமையை அங்கீகரிக்கும் வகையில் பிரிட்டன் அரசு அவருக்கு "சர்' பட்டம் வழங்கி கௌரவித்தது.
இந்நிலையில், சுவிட்சர்லாந்தில் தனது மகன் வீட்டில் வசித்து வந்த ரோஜர் மூருக்கு கடந்த சில ஆண்டுகளுக்கு முன்பு புற்றுநோய் பாதிப்பு இருந்தது தெரியவந்தது. இதற்காக அவர் தொடர் சிகிச்சைப் பெற்று வந்தார். எனினும், புற்றுநோய் பாதிப்பிலிருந்து அவரால் முழுமையாக மீள முடியவில்லை.
இந்தச் சூழலில், உடல்நிலை மிக மோசமாக பாதிக்கப்பட்ட நிலையில் செவ்வாய்க்கிழமை ரோஜர் மூர் மரணமடைந்தார்.

DME cancels, postpones counselling after ruckus

CHENNAI: THE Directorate of Medical Education cancelled and postponed indefinitely counselling to fill Master of Dental Surgery (MDS) seats in self-financing colleges that was scheduled for noon session on Tuesday, after the candidates and parents alleged the colleges surrendered only a limited number of seats.

Police were called in after the ruckus in the counselling hall to pacify the candidates and their parents.
Counselling to fill management and government quota seats in MDS course was scheduled for noon session at the Government Multi-Super-Speciality Hospital, Omandurar government estate, Anna Salai, after PG medical counselling was over in the morning session.

When the session was about to start, candidates argued with officials that minority colleges did not surrender to the government the number of seats that they should.  As  per rules, these institutions should surrender 50 per cent of seats while it was 65 per cent for non-minority colleges.

Ramya Dharshini, a candidate who came from Madurai to attend the counselling, said minority colleges surrendered less number of seats. Also, there were only 108 seats available while officials had called 600 candidates for counselling.

Speaking to Express, selection committee secretary G Selvaraj cited rules and also an order of the Madras HC that minority institutions can surrender the number of seats they are willing to give. “They surrendered only that much. Without realising this, candidates created a ruckus,” he said.

Second phase of medical counselling today

On Tuesday, 24 management quota PG Medical seats in self-financing colleges were allotted. Over 1,881 candidates were called, of which 230 attended. As many as 206 have been wait-listed. The second phase of medical counselling for government quota seats in self-financing colleges will be conducted on Wednesday.

ALLAHABAD: LUCKNOW: Imagine a situation where not only a family but every fifth person of a village of 10,000 people share the same date of birth (DoB). What's more, in some cases, an entire family has got the same DoB. A considerable chunk of the population in the village of Kanjasa on the banks of Yamuna in Allahabad’s Jasra block have January 1 as their birth date though the years vary.

At least their Aadhaar cards say so. Strange as it may sound, it speaks volumes about how mindlessly the column seeking DoB for Aadhaar has been filled up by the agency concerned. Now, the villagers are at a loss and feel cheated on finding their DoBs wrong in the Aadhaar card which they got after a long wait.

The faux pas emerged when teachers of a government school in the village started registering the Aadhaar number of students as per the directives of the State government to ensure that the benefit of welfare schemes reach them.

“As we started registering the Aadhaar card number of the students, we found that a large number of students had a common date of birth (January 1) though the years were different,” said Savita, a teacher in the primary school.

She added that initially it was seen as sheer coincidence but when the number started going up, the massive blunder was exposed. In many cases, the students were found to be much older than their age mentioned in the Aadhaar card, she added.

One of the elders of Kanjasa, Ram Kripal, was miffed with the situation. He said: “We have been awaiting the Aadhaar card for long. When it came, it had this blunder. Now, we have to wait to receive the cards with correction.”

However, village head Ram Dulari said: “We have found that wrong date of birth has been entered in the Aadhaar card of the villagers. The error will be rectified and we will get new cards soon.” According to Jasra block development officer Neeraj Dubey, the error could be due to the software used to create the card, as it had a feature to take January 1 as the date of birth by default of those people who were not aware of their actual DoB. “But even those who had furnished their correct details have got it wrong in their cards.

This will be rectified,” he said. District administration officials said that first the agency which was entrusted with creating the Aadhaar card will be identified. “A probe has been ordered. Secondly, we will correct the wrong entries as there is an option for correction. The villagers will get new cards," said Daya Shankar Pandey, ADM (finance & revenue).

Chief Minister inaugurates the facility

With the formation of new taluk at Kayathar, Thoothukudi district has a total of nine taluks now.

Chief Minister Edappadi K. Palanisami inaugurated the facility through video conferencing on Tuesday.

Fifty villages Kovilpatti taluk and seven villages from Ottapidaram taluk and town panchayats of Kadambur and Kayathar were brought under the fold of Kayathar taluk, which has a population of 1,03,767. K. Muruganandam would be the tahsildar of this new taluk.

Information and Publicity Minister Kadambur C. Raju along with Collector M. Ravikumar visited the Kayathar taluk office near Kayathar union office. They inspected the veterinary dispensary at Kalugumalai at a cost of Rs. 21 lakh. Later, the Information Minister inaugurated an anganwadi building constructed at a cost of Rs. 6 lakh at Kodangal in Kadambur, sources said.

Earlier, the minister distributed welfare assistance worth Rs. 31, 53,350 to 99 beneficiaries. Motorised scooters to 35 differently abled persons, revolving fund to 28 self-help groups, assistance for two panchayat-level federations under Tamil Nadu State Rural Livelihood Scheme, aid for three under the Backward Classes Welfare Department and through Adi Dravidar Welfare Department.

Differently Abled Welfare Officer S. Saravanan, Project Officer, Mahalir Thittam, Revathi were present.

Local holiday

A local holiday has been declared for Tiruvarur district on May 29 in view of the car festival of Sri Thyagarajaswamy Temple.

However, the district treasury and sub-treasuries would function with limited staff on that day.

June 10 will be a working day in lieu of the local holiday, Collector L.Nirmal Raj said in a press release.

Demand far outstrips available number of seats in many colleges in Tirunelveli

Arts and science colleges are getting a huge number of applications for undergraduate courses this year.

Almost all leading arts and science colleges here are attracting numerous aspirants and their parents. While demand for Mathematics, Physics and Chemistry is overwhelming, rush for B.A. (English) and B.Com., is unprecedented, sources say.

In Rani Anna Government College for Women at Pettai has sold 5,424 applications and received 3,200 filled-in applications till Monday for the 1,252 seats in 14 undergraduate courses. “Since we don’t demand donation and collect the prescribed fee, girls, who want to pursue their higher studies in arts or science stream, prefer our college first,” a faculty member said. Counselling for selecting the students has been scheduled on May 31.

The St. Xavier’s College, Palayamkottai, is the first choice of most of the students and around 6,000 applications have been sold for 900 seats (Shift I and Shift II) in 18 undergraduate courses. “This number may cross 7,000 in the next couple of days,” a faculty member said.

A girl, who has scored 1,159 marks in Plus Two and applied for B.Com. at St. Xavier’s College, was seen enquiring with others if she could get admission for sure. “Apart from the science streams, there is a rush for B.A. English and B.Com.,” said another faculty member.

In St. John’s College, Palayamkottai, around 5,000 applications have been sold till Monday for the 550 seats in 8 undergraduate programmes.

“It shows the faith the students have in our college and the quality of education we offer. We also concentrate on holistic development of students through methodically designed extra-curricular and co-curricular programmes,” said John Kennedy, principal, St. John’s College, which has upgraded its mathematics and chemistry departments into research departments last year.

The reason behind the rush for arts and science programmes is the students’ belief in securing a government job by cracking competitive examinations immediately after the undergraduate programmes. Students make all-out efforts to join an undergraduate course in a college that has flexible curriculum and equip the students with the skills to crack the competitive examinations.

While a few new private arts and science colleges have been opened this year in the district, the Manonmaniam Sundaranar University has introduced undergraduate programmes in physics and chemistry in its constituent colleges at Kanniyakumari, Naagalaapuram and Kadayanallur from this academic year onwards.

Panel fixes fee structure

The Fee Committee headed by Justice S. Rajeswaran, Chairman of the Committee, has fixed the fee structure for self-financing medical colleges in Puducherry from academic year 2015-16, 2016-17, 2017-18 and 2018-19. The minimum annual fee proposed is Rs. 2.99 lakh while the maximum rate is Rs. 3.35 lakh.

The fee in each college: Sri Manakula Vinayakar Medical College and Hospital (Rs. .3.13 lakh); Sri Venkateswara Medical College, Hospital and Research (Rs. .2.99 lakh); Pondicherry Institute of Medical Sciences (Rs. .3.35 lakh).

For Dental colleges: Mahe Institute of Dental Sciences (Rs. .79,000) for 2015-16, 2016-17 and 2017-18; Sri Venkateswaraa Dental College (Rs. 79,000) for the academic year 2017-18, 2018-19 and 2019-20.

Judge comes down heavily on CBSE Regional Officer for ignoring such issues

The Madras High Court Bench here has ruled that educational institutions have no right to withhold crucial documents such as Transfer Certificate (T.C.) and Conduct Certificate of students in an attempt to collect fee dues. It also observed that any claim relating to fee dues could be resolved only before civil courts.

Justice N. Seshasayee passed the order while disposing of two writ petitions filed by K. Nimmathi of Thanjavur district seeking a direction to Ponnaiyah Ramajayam Public School in Kumbakonam to issue the T.C. and other certificates of his two children besides refunding a deposit of Rs. 25,000 supposedly made at the time of their admission in 2015-16.

“No school has any authority to deny the issuance of the transfer certificates and other documents when the children opt to move to other schools...,” he held.

Pointing out that he initially made an attempt to solve the dispute between the writ petitioner and the school management through the intervention of the head of the of the Regional Office of Central Board of Secondary Education (CBSE) in Chennai, the judge came down heavily on the official concerned for turning a blind eye to such issues.

After recording the submission of Assistant Solicitor General G.R. Swaminathan that he could not obtain instructions from the officials concerned despite sending an e-mail and making several phone calls, Justice Seshasayee said: “The conduct of the second respondent (Regional Officer of the CBSE) is highly reprehensible and could not be appreciated.

Raps school chairman

He also rapped the chairman of the private school for displaying “arrogance” by reportedly describing all lawyers as “criminals” just because the petitioner had chosen to issue a legal notice to the school management through his advocate seeking return of the children’s T.C. and other documents.

“It is very unfortunate for someone who runs educational institutions with an avowed object of imparting knowledge and discipline to children to lose his balance and make such uncalled for statements,” the judge observed and directed the management to issue the T.C. and all other documents to the petitioner’s children.

“In case of any failure to obey this order by the fourth respondent (the school represented by its correspondent) resulting in delay and consequent inability of the petitioner to secure admission for his children in other schools, the children would continue their education in the next academic year in the same school without payment of any fees,” he ordered.

One held for assaulting medical officer

Race Course Police have arrested a lodge owner and are on the lookout for two 'journalists' on charges of assaulting the Resident Medical Officer (RMO) of the Coimbatore Medical College Hospital on Tuesday.

The police said that following a dispute in claiming the body of a man from Karamdai, the lodge owner, G. Venkatesh of Gandhipuram in the city and 'journalists' Prabhakaran and Gilmor abused RMO A. Soundaravel, threatened him with dire consequences and broke his mobile phone.

The RMO immediately informed the police, who managed to nab Venkatesh. But, Prabhakaran and Gilmor fled the hospital, the police said.

The three along with a few people went to the hospital to claim the body of a man they claimed was Krishnasamy of Karamadai. The identity card they produced was that of Krishnasamy. But the man whose body remained unclaimed in the hospital mortuary was that of a Kittusamy, who was admitted on May 11 and died despite treatment on May 15.

When the identification papers did not match, Dr. Soundaravel, suggested that they get a letter from the village administrative officer concerned so that he could handover the body.

Rejecting the suggestion, the three picked up a fight with the RMO, assaulted him and snatched the phone from him and broke it, the police said. Cases were registered against them under the provisions of the Indian Penal Code and Tamil Nadu Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2008.

Students allege lack of transparency in seat matrix, express unhappiness

Counselling for post-graduate seats in self-financing dental colleges was postponed on Tuesday after candidates alleged lack of transparency in the seat matrix.

The Directorate of Medical Education had called 601 non-service candidates and 26 service candidates for counselling. According to selection secretary G. Selvarajan, in the first round of counselling for 19 seats, 17 were filled.

On Tuesday, the remaining seats and five seats under the All India Quota were to be filled, apart from 109 seats surrendered by private dental colleges.

However, students surrounded the medical education officials alleging lack of transparency. A parent said: “They said only 109 seats were available whereas there should be more.”

Dentist B. Selvakumar, whose wife was participating in the counselling, said that as a topper in 2006, he had faced a similar situation. “There is need for transparency,” he said.

Students noted that under the government quota, the cost of education would be lower although there continue to be anomalies even there. A student said, “Annamalai University has been taken over by the government and though it has fixed a fee of Rs. 2.5 lakh, we paid Rs. 8 lakh per year for a BDS course.”

Similarly, P. Paul of Tiruchi, a parent, said his daughter had finished BDS in 2014 as a government quota student in a private dental college. “I paid Rs. 2.5 lakh per year as fee when the government fee was only Rs. 80,000. There was no stipend either.”

A disappointed M. Neelambari, who completed BDS in 2013, and is hoping to study orthodontics, said: “I wrote the State government’s entrance exam every year but with only four colleges offering the course and each of them having only three or four seats, I had to wait. This year, the new colleges have surrendered seats but the older colleges with good faculty have not. Under management quota, I must pay Rs. 8.5 to Rs. 9.5 lakh per year whereas a seat under the government quota would cost Rs. 2.5 lakh.”

‘No details’

Students say in deemed universities they would have to pay Rs. 12-18 lakh a year as fee and call for governmental pressure on private colleges to surrender 50% seats as mandated by the Dental Council of India. Dr. Selvarajan said, “Deemed universities have not yet given the details of seat availability.”

He added, “We are abiding by the Madras High Court judgement and the State government’s Act framed in 2007, which allows for consensual agreement on surrender of seats between the DME and minority institutions.”
