The State Human Rights Commission has ordered the Tamil Nadu government to pay ₹50,000 as compensation to the father of a girl who sustained injuries after an electric cable that was damaged and hanging fell on her at the V. Kallipalayam Panchayat Union Primary School in Tiruppur district.

The case was filed by K.V.S. Manikumar, whose daughter, a Class V student, sustained injuries from an electric shock while heading to a toilet on the school premises.

Mr. Manikumar submitted that on July 16, 2018, his daughter had gone to the back side of the school near the compound wall when a live wire fell on her, inflicting injuries from electrocution on her. On hearing her cries, a teacher rushed to the spot and saved her life. The girl was given medical treatment. “She received treatment as an inpatient from July 16, 2018 to July 23, 2018 and was also referred to the Government Hospital, Coimbatore, for further management of a neurological problem,” he said in his petition.

Mr. Manikumar claimed that the sub-inspector of Kamanaickenpalayam, Amal Arockia Dass, failed to register an FIR and treated the case as just a CSR. He said the Assistant Engineer (Operations & Maintenance), Tangedco, Palladam Electricity Distribution Circle, K.V. Sathyanarayanan, had “miserably failed to maintain the live wire in a proper manner, and the incident took place due to the negligence of the 2nd Respondent and not by the act of God. Therefore, the Respondents had violated the human rights of the victim girl”.

‘Act of God’

The respondents submitted that the school headmaster had no direct nexus with the incident. And, the electric wire was damaged “due to no man’s fault and the damaged live wire was hanging near the rear side of the compound wall and toilet of the school. The current supply was automatically disrupted”.

The respondents also sought to blame the girl, saying she had come out of the class “without knowing the incident and without knowing the instruction from the teachers, entered the said place and came in contact with the damage(d) wire and sustained simply (sic) injury on her left hand”. They submitted that the incident was down to an act of God, and the respondents were in no way connected to the incident.

After hearing the arguments, SHRC member D. Jayachandran held that had the Assistant Engineer maintained the live wire in a proper manner in accordance with the Electricity Act, the incident could have been avoided. “Therefore, the incident took place due to the negligence of the second respondent (K.V. Sathyanarayanan) only,” he said, holding that the officer had violated the girl’s human rights. While dismissing the charges against the headmaster of the school and the sub-inspector, the Commission ordered that a compensation of ₹50,000 be paid by the Tamil Nadu government. “This Commission further recommends that the Government of Tamil Nadu should give suitable instructions to Tangedco to be vigilant in the matter of maintenance of electric lines in accordance with the Electricity Act, 1935 and the Electricity Rules,” the order read.

Wait for baggage at airport to be cut down
New system will bring relief to domestic passengers

For years now, baggage reclaim at the Chennai airport has been a nightmare. The wait could be anywhere between 45 minutes to an hour, and bags from multiple flights are sometimes loaded on to a single belt.

There may be temporary relief soon for at least domestic passengers, as the Airports Authority of India (AAI) plans to implement the “Multi Apron Ramp System”.

In many cases, arrival of baggage gets delayed because an aircraft is parked at a remote bay, far from the terminal. It therefore takes time for the baggage to reach the terminal. If the new system is implemented, some aircraft can get parking space close to the terminal, and the baggage may get to the conveyor belt quicker.

Increasing parking space

Officials said they were trying to increase the parking space on the airside. So in the space where three ‘code E’ aircraft (like Boeing 777 and Boeing 787, with a capacity of about 400-450) are parked, five ‘code C’ aircraft (such as A320, having a seating capacity of about 150-200) can be parked.

“We have redrawn some markings in a few bays. Now we will send the plan for approval from the Directorate General of Civil Aviation. It will greatly help in the domestic sector, as nearly 90% of flights are ‘code C’ aircraft,” an official said. But due to space constraint, no new additional bays are available for huge aircraft arriving in the international sector.

Stiff penalty for drunk driving kicks in under new law

For the first time in Tamil Nadu, a Metropolitan Magistrate’s Court made a motorist cough up ₹10,000 fine for drunken driving and another ₹15,000 for driving under the influence of alcohol and without a valid driving licence on Wednesday.

The Motor Vehicles (Amendment) Act, 2019, was passed by the Rajya Sabha on July 31 and on August 9, the President of India gave his assent and it was notified in the gazette. An increase in penalties has been stipulated under the law. Following this, the Chennai traffic police had issued an advisory indicating the new fines for various violations.

On Wednesday, B. Santosh, who is additional in-charge of XXII Metropolitan Magistrate, Egmore, fined motorist Santosh ₹10,000 for drunken driving and another motorist Viswa ₹15,000 for drunken driving and not having a licence.

From Wednesday morning, the photos of the receipts signed by the cashier of the XXII Metropolitan Magistrate’s Court, were widely circulated on social media platforms. A few policemen claimed they were earlier instructed that the revised fines would come into effect from August 16, but later were informed that it will be done from August 20.

“For all other offences, the fine amount appears on the e-challan device and he/she can pay it through net banking, post offices or using credit/debit cards and other modes of payment. However, for drunken driving, the motorist has to pay the fine in the mobile court only,” a police officer said.

“Once a law is passed, the Judiciary does not need a separate circular to implement it,” said a source from the court. On Wednesday, the same magistrate ordered two-day imprisonment and a fine for a man who drove a heavy vehicle under the influence of alcohol in Periamet police station limits.

Senior transport and traffic police officials welcomed the move. “On an average, 33 persons die in Tamil Nadu every day due to accidents caused by drunk drivers. So such heavy fines will be a deterrent,” said an official from the transport department.

The Central Bureau of Investigation on Wednesday arrested former Finance Minister P. Chidambaram soon after he held a press conference at the Congress headquarters refuting all charges against him in the INX Media case.

“He has been arrested on an arrest warrant issued by a competent court,” said CBI spokesperson Nitin Wakankar.

After his arrest, doctors from the Ram Manohar Lohia Hospital conducted a medical examination on him at the CBI headquarters, sources said.

Mr. Chidambaram has been kept in suite No. 5 of the CBI Guest House on the ground floor of the agency headquarters, they said.

He will be produced before a special CBI court on Thursday, where the agency will seek his remand.

Earlier, high drama unfolded outside Mr. Chidambaram’s residence following his arrival after the press conference around 8.15 p.m.

A CBI team, which had earlier reached the Congress headquarters, jumped over the wall of the premises to enter Mr. Chidambaram's house. An ED team, led by a Joint Director-level officer, also entered the residence.

Mr. Chidambaram’s supporters soon gathered outside, shouting slogans against the investigating agencies and the Central government.

After completing the formalities, the CBI team took custody of Mr. Chidambaram around 9.30 p.m. and drove away in a car to the CBI headquarters.

Bail denied

The CBI and the ED teams had started looking for Mr. Chidambaram after his plea for anticipatory bail was denied by the Delhi High Court on Tuesday, and his appeal was not immediately listed for hearing by the Supreme Court.

Several teams of the two agencies attempted to track him down, but he could not be traced till he appeared for the press conference.

In a twist to the daylong drama with news channels and the ruling government questioning Mr. Chidambaram’s alleged attempts at “evading” arrest, he appeared at the Congress headquarters at 8 p.m. to address the media.

“In the INX Media case, I have not been accused of any offence. Nor has anyone else, including any member of my family, been accused of any offence. In fact, there is no chargesheet by either the CBI or the ED filed before a competent court,” he said.

He also said that the FIR did not accuse him of any wrongdoing. “Yes, there is a widespread impression that grave offences have been committed, and my son and I have committed those offences. Nothing can be farther from truth. These are lies spread by pathological liars.”

Capping a day of dramatic developments, including at the Supreme Court where he failed to get relief, former finance minister P Chidambaram was arrested by CBI on Wednesday evening from his residence even as Congress supporters raised slogans and TV crew members milled around.

Chidambaram, missing since Tuesday afternoon when the Delhi high court ended his interim bail in the INX FDI case, dramatically appeared at the Congress headquarters on Wednesday evening claiming he had been planning his legal defence and was ready to face the law. After a brief statement, he reached his Jor Bagh residence where he remained ensconced till 9.45pm when he was arrested by a CBI team amid tumultuous scenes.

The CBI team and an accompanying Delhi police force reached Chidambaram’s residence after having gone to the Congress office earlier. Congress MPs and senior lawyers Abhishek Singhvi and Kapil Sibal were seen entering the residence along with Chidambaram.

If a woman continues to maintain a physical relationship with a man for a long time despite knowing it won’t result in marriage, she cannot accuse him of rape on the ground that he made a false promise of marriage, the Supreme Court has ruled.

The verdict of Justices D Y Chandrachud and Indira Banerjee came as it quashed the rape case lodged by an assistant commissioner of sales tax against a deputy commandant of CRPF.

They were in a relationship for six years and lived in each other’s houses on multiple occasions, which showed they were in a consensual relationship, the court said.

The complainant who knew the CRPF man since 1998 alleged he had forcibly established a sexual relationship with her in 2008 on the promise of marriage. The relationship continued till 2016 during which they used to visit each other’s house and stayed together for days.

In 2014, he raised concerns about marriage on the ground of her caste but they continued to remain in a relationship. She filed FIR against him in 2016 when he told her about his engagement with another woman.

The bench said any false promise of marriage must be of immediate relevance or bear a direct nexus to the woman’s decision to engage in the sexual act. It said there is a distinction between a false promise , and a breach of a promise which is made in good faith but subsequently not fulfilled.

Breach of promise cannot be said to be false promise: SC

The court said, “Where the promise to marry is false and the intention of the maker at the time of making the promise itself was not to abide by it but to deceive the woman to convince her to engage in sexual relations, there is a misconception of fact that vitiates the woman’s consent.

On the other hand, a breach of a promise cannot be said to be a false promise. To establish a false promise, the maker of the promise should have had no intention of upholding his word at the time of giving it.”

Referring to various SC verdicts, the court said, “To summarise the legal position that emerges from the above cases, the consent of a woman with respect to Section 375 must involve an active and reasoned deliberation towards the proposed act. To establish whether the consent was vitiated by a misconception of fact arising out of a promise to marry, two propositions must be established. The promise of marriage must have been a false promise, given in bad faith and with no intention of being adhered to at the time it was given. The false promise itself must be of immediate relevance, or bear a direct nexus to the woman’s decision to engage in the sexual act”.

The bench said the allegations do not indicate that the promise by the appellant was false.

“The appellant’s failure in 2016 to fulfil his promise made in 2008 cannot be construed to mean the promise itself was false. The allegations in the FIR indicate that the complainant was aware that there existed obstacles to marrying the appellant since 2008, and that she and the appellant continued to engage in sexual relations for long after their getting married had become a disputed matter,” the court said.

Home alone, an 11-year-old braveheart fought off a thief who barged into his Virar home on Tuesday and stopped him from stealing his mother’s favourite gold necklace worth around ₹55,000.

The boy’s screams for help alerted his mother, who was returning home, and neighbours who caught the suspect.

The incident took place around 12.30pm, when Tanish Mahadik, a Class V student, returned from school to his third-floor flat in New Tapovan building. His father, Prakash, was at work and mother, Divya, had gone to drop his sister to school.

The suspect, Abdul Khan, 52, posing as a lineman, rang the doorbell of the Mahadiks’ residence and said he wanted to check the power lines, but Tanish told him to come back later as he was alone at home. On hearing this, Khan barged into the flat and pushed the boy on the bed in the living room. Even before Tanish could recover from the shock, Khan went into the kitchen, opened the metal cupboard and stuffed ornaments worth nearly ₹1.4 lakh into the pockets of his trousers. Just as he was about to leave the flat, Tanish noticed his mother’s necklace in Khan’s hand and charged towards him and screamed for help.

“I couldn’t let go of the gold necklace, it means a lot to my mother. Luckily the thief did not assault me,” Tanish later told TOI.

Khan panicked, let go of the necklace and started running down the stairs. He bumped into Divya, who was running up the stairs on hearing his son’s screams, on the second floor. Divya, along with neighbor Swati Khargaonkar, caught hold of the suspect’s bag and raised an alarm. By then Tanish rushed down and was shocked to see Khan drag his mother down the staircase even as she held on to his bag. On reaching the first floor, Khan let go of the bag, but residents caught him in the building compound. They beat him, tied him up and handed him over to the Virar police.

ED explores leads on PC ‘getting ₹300cr in bribes’

Widening its probe against senior Congress leader P Chidambaram in the INX Media money laundering case, the Enforcement Directorate is now working on “leads” allegedly suggesting that the former finance minister received ₹300 crore in bribes for Foreign Investment Promotion Board (FIPB) approvals to different companies.

According to sources, the new line of investigation by ED as well as CBI will cover the FIPB approvals granted to Diageo Scotland Ltd, Katara Holdings, Essar Steel Ltd and Elforge Ltd.

As in the case of Aircel Maxis and INX Media, the bribe money was allegedly put in a shell company operated by Chidambaram’s son, Karti, who was recently elected to Lok Sabha. Put together, Chidmabarams allegedly collected ₹300 crore in bribes from companies including Aircel Maxis and INX Media.

“This is a political witchhunt and media leaks. I have nothing to do with INX or the FIPB. All my assets and liabilities are duly declared in statutory and regulatory filings,” said Karti Chidambaram in his reaction on Twitter.

However, sources in the probe agencies maintained that Karti had launched several shell companies both in India and abroad in which the kickbacks were received. The proceeds were deposited in nearly two dozen accounts in foreign banks.

The agency claimed that the deposits in the shell companies were used for meeting personal expenditure of Chidambarams and for purchasing several properties in Malaysia, UK and Spain.

The ED sources also alleged that Chidambarams owned the shell company in India which received ₹300 crore from another shell company registered in British Virgin Islands (BVI). The two directors of the shell company, a school teacher and her husband, have already been questioned by the agency. The couple were asked to make a will where they transferred all their shares to the daughter of Karti who also served as the executor of the will.

The agency has claimed that since Chidambaram did not cooperate with the investigation, withholding information which the agency eventually managed to source from foreign countries by issuing Letters Rogatories.

No physiotherapy sans doctor’s prescription?

Patients visiting a physiotherapist without proper prescription of orthopaedic surgeon, physician, or a licensed medical practitioner will not be allowed if proposed changes in the Clinical Establishments (Registration and Regulation) Act get final approval. Moreover, ministry of health has also proposed to make review and re-prescription from the treating doctor mandatory after every three-week period to continue physiotherapy.

Physiotherapists across the country have already started opposing such provisions in the draft of Clinical Establishments (Central Government) Third Amendment Rules, 2019.

“Physiotherapy is a distinct profession from paramedical branch. But, in the draft proposals it has been placed in allied health profession which is inappropriate,” said Dr Umasankar Mohanty, president of national affairs committee of the Indian Association of Physiotherapists (IAP). “This provision will end autonomous and independent practitioner status of physiotherapists. They will be dependent on physicians or surgeons,” he added.

To press their demands for independent status for physiotherapy and establishment of a central council, physiotherapists across the country will be taking out a ‘Physio-Swaraj’ foot march from August 25. “We will start from Dandi in Gujarat and walk up to Sabarmati Ashram … This is crucial for us because if our independent rights are curtailed, physio profession will be ruined,” said Mohanty.

As part of this nationwide agitation, a delegation of IAP recently met Union minister Nitin Gadkari in Nagpur and submitted a memorandum. Gadkari has written to Union health minister Dr Harsh Vardhan and requested him to consider the demands.

“Making surgeon’s prescription mandatory would be an injustice with the patients who have less serious ailments and wanted to consult physiotherapists first. Physiotherapy will lose its due professional status. Future of more than 67,000 qualified physiotherapists and 35,000 students is at stake,” said Dr Sanjay Rajhansa, member of Nagpur branch of IAP.

The ministry of health has invited suggestions and comments on the draft rules from citizens by Augustend.

On the other hand, orthopaedic surgeons found nothing wrong in the draft. “It’s a welcome step to conduct physiotherapy under the supervision and reference of doctors. This will ensure good results for patients as they will be checked after every three weeks by expert doctors,” said orthopaedic surgeon Dr Sanjeev Chaudhary, who is senior member of Vidarbha Orthopaedic Society.

HRD introduces biggest teachers’ training programme

launched the national mission, National Initiative for School Heads and Teachers Holistic Advancement (NISHTHA) on Wednesday.

Pokhriyal said, “This is the largest teachers’ training programme of its kind in the world. The basic objective of this massive training programme is to motivate and equip teachers to encourage and foster critical thinking in students.”

The programme includes training of faculty members of State Councils of Educational Research and Training (SCERTs), District Institutes of Education and Training (DIETs) as well as block resource coordinators and cluster resource coordinators in all states and UTs. This training will be conducted directly by 33,120 key resource persons and state resource persons identified by the state and UTs, who will in turn be trained by 120 national resource persons identified from NCERT, NIEPA, CBSE and KVS, among others.

Teachers will get awareness and develop their skills on various aspects related to learning outcomes, competency based learning and testing, learnercentered pedagogy, school safety and security, personal-social qualities, inclusive education, ICT in teaching-learning including artificial intelligence, health and well being including yoga.

Pokhriyal said that this training programme has been included as one of the two transformative ideas from this ministry for the 100 days programme of the government.

‘Govt, pvt sector should tap senior citizen workforce’

“There is a need for the state and private sector to support seniors and offer them a second career chance because we are losing a very valuable workforce who are not only fit but also mentally agile,” said Monimita Sarkar on Wednesday.

The founder of Unmukt Festival, an expo focused on senior life and retirement planning, was talking at Unmukt Knowledge Series seminar “Solutions for Empowered Elder Living” where experts stressed on supporting senior citizens and using their experience.

Pointing to a United Nations Population Fund report which estimates that the population of senior citizens in India would, by 2050, grow from 130 million to 300 million, Monimita said, “But we still have people retiring at 60 and preparing for an additional 30 years of life, sometimes with no income. It is time for the authorities to find ways of harnessing their knowledge and utilise what they know. It can be through a change of career, including them in education and giving them projects to work on.”

On the increasing incidence of mental health issues and dementia, especially in seniors, the view was that a combination of family and institutional care is the way forward. Neha Sinha, founder and CEO of Epoch Eldercare said, “In a few years, the total societal cost of dementia is going to grow 3 times from ₹24,700 crore now. Dementia care is exhausting for family members and needs an ecosystem of support, for themselves as well.”

Dr B Vivekanand, founder of Naimisha, said mental well-being was taking a hit due to work pressure and the demand to be successful. “India is in denial on ageing and unless we get out of this, things will only get worse. Stigma on mental health problems needs to be removed.”However, Monimita said, there has been a change in temperament of the retired community.

“Today we see that those nearing 60 plan well in advance, they are conscious about fitness, they move into retirement communities and travel widely. But what they need is resources to support them, which is only possible with a proper collaboration of all sectors.”

150 MORE MBBS SEATS LIKELY

Sri Muthukumaran medical college to get conditional affiliation

The state health department is likely to include 150 more MBBS seats in seat matrix this year, as the Madras high court on Wednesday asked Tamil Nadu Dr MGR Medical University to give conditional, provisional affiliation to Sri Muthukumaran Medical College.

The college could not find itself in the list of eligible colleges during MBBS counselling because seven building blocks in the self-financing medical college had been declared illegal by the Chennai Metropolitan Development Authority (CMDA), which also issued lock, seal and demolition notices. On Wednesday, however, Justice G Jayachandran directed the state medical university to grant affiliation to the college after getting undertaking from the management that within a period of three months they will rectify the defects pointed out by the university’s inspection team.

“The defects pointed out by the inspection committee appears to be compliable, if the institute genuinely wants to rectify and comply. This court is of the opinion that the institute may not take the risk of disaffiliation by not complying with the undertaking, to rectify the defects pointed out by the inspection committee within three months,” Justice Jayachandran said while disposing of the plea moved by the college.

In July, a letter from CMDA chairman Vikram Kapoor asked Tamil Nadu Generation and Distribution Corporation Limited (Tangedco) to withdraw power to 14 blocks of Sri Muthukumar Group of Institutions. The blocks housing library, doctors' quarters, hostels, college of nursing, and a public school were declared unauthorised. Although the college has won this round of legal battle, the state selection committee may have to seek permission from the Medical Council of India (MCI) to conduct counselling for the 150 MBBS seats in the college.

The deadline for MBBS counselling for admission to government and self-financing colleges ended on August 8. As per the MCI guidelines, allotted students had to join the respective colleges by August 12. The seats remaining vacant post August 12 were considered stray vacancies by the college. The management was allowed to admit students based on an in-house rank list based on NEET 2019. “We returned more than 200 NRI seats to various self-financing colleges. Most of these seats will be converted to management quota seats where the fee is lower,” said selection committee secretary Dr G Selvarajan. The deadline for admission to stray vacancies was August 18.

The selection committee will now have to seek permission from the apex body to see if it can admit students for the current academic year.

Shah wants proper assessment of leaders wishing to join BJP

BJP president Amit Shah urged senior leaders at a meeting on Tuesday to do a proper evaluation of leaders of Opposition parties wanting to join the BJP.

Leaders of various parties have been flocking to the BJP recently. In the Rajya Sabha alone, four members of the Telugu Desam Party and one each of the Congress and the Samajwadi Party have joined the BJP.

BJP general secretary Anil Jain, who is the organisational in charge for Haryana, said the leaders discussed the strategy for the Assembly elections.

“We have been receiving many applications for party membership; therefore, he [Mr. Amit Shah] has recommended that every person who wants to join the BJP be evaluated properly,” a top leader said.

Those who attended the meeting included Union Minister Prakash Javadekar, who is the election in-charge for Delhi, which will go to the polls in February 2020, Agriculture Minister Narendra Singh Tomar, who is in charge of Haryana, which will go to the polls at year-end, general secretary Bhupender Yadav, who is in charge of Maharashtra, and vice-president Om Mathur, who is looking after Jharkhand. Both Maharashtra and Jharkhand will go to the polls at year-end.

BJP working president J.P. Nadda and general secretary (organisation) B.L. Santosh were also part of the deliberations.

“Now, there is a general feeling amongst the parents of students, especially female students that co-educational study in Christian institutions is highly unsafe for the future of their children and though they impart good education, the preach of morality will be a million dollar question. As long as a religion is practised in streets in lieu of its worship places, like temple, mosque, church etc., such devastation, as in the present case, does (sic) occur and will be mushrooming.”

The controversial lines led to an uproar with the Tamil Nadu Bishops’ Council, Tamil Nadu Latin Bishops’ Council, All India Democratic Women’s Association, Indian Christian Association of Tamil Nadu and a section of advocates insisting that the observations be withdrawn. In the same verdict, the judge also stated that several women-centric enactments were being misused to teach a lesson to men in strained relationships.

“This is the right time to think of suitable amendments in those laws in order to safeguard the interest of the innocent masculinity (sic) too,” the judge had said and directed the High Court Registry to mark a copy of his judgment to the Union Ministry of Law and Justice. These observations continue to remain a part of the order.

HC sets aside order on TRB selection process

The Bench of the Madras High Court on Tuesday directed the State government to incorporate necessary amendments to the Tamil Nadu Education Subordinate Service Rules to bring it in tune with the eligibility criteria prescribed by the National Council for Teacher Education (NCTE).

The court observed that this should be done by considering the change in nomenclature of courses and their equivalence so that future recruitments would be in strict adherence with NCTE norms and free from unnecessary complications, paving way for unwanted litigations and delay.

A Division Bench of Justices N. Kirubakaran and S. S. Sundar disposed of a batch of review applications and writ appeals filed against the striking down of the Tamil Nadu Teachers Recruitment Board’s selection process held for the selection of special teachers in the cadre of Physical Education Teacher.

The court set aside the order of a single bench that struck down the entire selection and the recruitment notification. The single bench had held that the notification calling for the recruitment to the post was not in consonance with the subsequent changes made in the field of physical education.

It took cognisance of several changes introduced and redesigned from 2004. The one-year course of Higher Grade in Physical Education was scrapped in 2004 and reintroduced as a two-year course as Certificate of Physical Education. This course was redesigned in 2006 as a two-year Diploma in Physical Education.

The Division Bench held that the single bench ought not to have scrapped the entire selection process and directed the TRB to consider the candidature of the writ petitioners based on merit.

‘A training programme is just the beginning, and not the end’

Training programmes should be outcome-driven. So, a mechanism to assess the impact of a training programme should be built into it.

Jacob Jesuroon, head - People Function, Access Healthcare, points out that the assessment should be taken step-by-step, and he illustrates the idea with one of the training systems followed at his company.

Step one: The immediate response to a training programme.

When a training programme has been completed, feedback is sought from the participating employees about the trainer, training content and training environment.

Step two: The effectiveness of a training programme is gauged from how much it has improved workaday behaviour. “So, after the training is done, we have 30 days of on-the job coaching, which is essentially about observing the extent of behaviour and capability improvement of employees.

Wherever necessary, the trainer works with the participants to ensure that lessons taught during the training are reiterated,” says Jesuroon.

If the trainer had identified any specific need for the employee, 45 days of personalised coaching is provided to them. Following this, they are issued a certificate.

Jesuroon says, “It takes time to exhibit competitiveness, so we measure the overall effectiveness of a training initiative at the 120th day. We are happy seeing any improvement above 20% and a continuous learning attitude,” says Jesuroon.

Outcome metrics of an effective supervisor training programme are: managing their team, providing for a productive work environment, empowering their team, and providing employees with the right career opportunities in the organisation.

Another indicator of effective supervisor programme is the happiness quotient of the team members, measured every day through an internally developed app called “Happiness Meter.”

Jesuroon says that it is the job of line managers to support the career goals of employees.

“Line managers have to ensure their team members are upskilled from time to time and are growing internally,” says Jesuroon, adding that they insist that at least 70% of the members in a team are promoted once in two years.

He said the government found it a challenge to trace the ‘originator’ of such online content. The services of social media platforms, which were used to circulate such content, was the need of the hour. “We do not have the mechanism to find out the originator... We cannot have people commit crimes.”

Senior advocates Mukul Rohatgi and Kapil Sibal, representing social media platforms, said they had moved the Supreme Court for the sole purpose of transferring the proceedings pending in High Courts to the apex court for adjudication.

Facebook contended that there were four petitions — two in the Madras High Court and one each in the Bombay and the Madhya Pradesh High Courts — on the issue. Mr. Rohatgi said Mr. Venugopal was unnecessarily delving into the merits of the case and he should only argue on the question of transfer. The court, as the highest court in the country, and not the High Courts, should decide the issue that affected the privacy of an online user. A decision of the top court would cover the entire span of the country and would uniformly apply to all the States, he said.

There was a risk that the High Courts might arrive at conflicting decisions on the issue. It would be better to have the Supreme Court take the final call. The Tamil Nadu police were saying that Aadhaar should be used for linking user profiles, he said.

“They cannot tell us how to run our platforms. We have end-to-end encryption on WhatsApp and even we do not have access to the content. How can we tell them what is the Aadhaar number? We also have to take care of the privacy of the users,” he stated.

Mr. Sibal said a decision of the Indian courts would have global ramifications.

Both lawyers pointed out that a nine-judge Constitution Bench had declared privacy as a fundamental right associated with life and dignity under Article 21 of the Constitution.

Mr. Venugopal asked why social media platforms have decided to approach the Supreme Court at this point of time.

“Why are they coming now? Eighteen hearings have already taken place [in the Madras High Court]. The proceedings are at an advanced stage. They [social media platforms] had accepted the jurisdiction of the High Courts,” he said, opposing the move to transfer the cases from the Madras High Court.

The court finally issued notice to the Centre and the States on the plea made by social media platforms for transferring the proceedings in High Courts to the apex court. It further scheduled the next hearing to September 13.

The Bench said the “hearing before the Madras High Court may go on but no effective order be passed till further orders.”

Overdose of laddoos leads to divorce plea

A resident of Uttar Pradesh’s district has sought divorce on grounds that his wife, under the influence of a tantrik (shaman), was giving him only ‘laddoos’ to eat.

The man approached a family court where he said that on the instructions of the tantrik, his wife gave him four laddoos to eat in the morning and four in the evening. He was not allowed to eat anything else.

-The Union Health Ministry claims to have given itself a deadline of six months for preparing the groundwork for the implementation of the common final year undergraduate medical examination (NEXT) which will come into effect in three years.

“It is going to a large exercise and we understand that multi-layer co-ordination is required to ensure that we are able to roll-out this standard exam for all our medical students and even for foreign graduates who want to work in India,’’ explained a senior health official.

Union Health Minister Harsh Vardhan said the Ministry is targeting six months to prepare the ground for ensuring that the country is ready to host the exam. “We are giving ourselves six months though the time allocated for us to do the groundwork is a year,” he said.

The Minister said NEXT will set common standards for doctors nation-wide.

பணம், படிப்பு, திறமை, அதிர்ஷ்டம்? இவை எல்லாவற்றையும் விட உண்மையான ஊக்கத்தைத் தருவது ‘ தன்னால் எது முடியும், எது முடியாது என்று தீர்மானித்துச் செயல்படும் தன்மை’தான்.

மனம் ஆயிரம் நினைக்கும்; லட்சங்களை நாடும்; கோடிகளை எதிர்பார்க்கும். அவற்றை எல்லாம் தன்னால் சாதிக்க முடியுமா? தன்னுடைய பலம் என்ன, பலவீனம் என்ன, நிறை என்ன, குறை என்ன? எதில் ஈடுபட்டால் சிறப்பாகச் செயல்பட முடியும் என்ற தெளிவு அவசியம் தேவை. இந்தத் தெளிவு மட்டும் இல்லாமல் ஒரு மனிதன் முயற்சியில் இறங்கினால்.. அது அவன் வாழ்வையே நகைப்புக்கு உரியதாக்கிவிடும்.

காரணம், வெற்றிக்கான பாதை கரடு முரடானது. முட்களும், கற்களும், கன்னாடிச்சில்லுகளும் நிறைந்த பாதை. வெகு சிரமப் பட்டுத்தான் அந்தப் பாதையில் பயணிக்க முடியும். இப்படிப்பட்ட வெற்றிப்பாதையில் பயணிக்கத் தேவைப்படும் சாதனம் தன்னையே தான் அறிவதுதான்.
இதை வெகு அருமையாக கவியரசு கண்ணதாசன் தனது பாடல் ஒன்றில் வெகு எளிமையாக அழுத்தமாகக் கேட்பவர் மனதில் ஆழமாகப் பதியவைத்திருக்கிறார். திரையிசைத் திலகம் கே.வி. மகாதேவனின் சிறப்பான இசை அமைப்பில், சங்கராபரண ராகத்தின் அடிப்படையில் அமைக்கப்பட்டு, டி.எம். சௌந்தரராஜனின் குரலில் கேட்பவர் மனங்களில் வெகு அழுத்தமாகப் பதிந்து இன்றளவும் அழியாவரம் பெற்றப் பாடல் அது. மக்கள் திலகம் எம்.ஜி.ஆர் நடித்து, தேவர் பிலிம்ஸ் தயாரித்த வெற்றிப்படமாக 1964-ல் வெளிவந்த ‘வேட்டைக்காரன்’ படத்தில் இடம் பெற்ற பாடல்.

எதற்கும் அஞ்சாமல் துணிவுடன் எல்லாவற்றையும் எதிர்நோக்கும் மனம், தன்னைத்தானே நன்றாகப் புரிந்துகொண்ட ஒருவனுக்கு வந்துவிடும். ஆகவே, அவன் தாழ்ந்துவிடும் சூழல் வந்தாலும் தளர்ந்துவிடமாட்டான். அவனுக்கு, தன்னால் எது முடியும் முடியாது என்பது நன்றாகத் தெரியுமே! ஆகவே, இந்தத் தாழ்வையும் களைந்து தன்னை எப்படி உயர்த்திக்கொள்வது என்பது அவனுக்கு தெரியும். ஆகவே, தலைவணங்காமல் அவனால் வாழமுடியும் என்று தன்னம்பிக்கை ஊட்டுகிறார் கவிஞர்.

சரணத்தில் திருக்குறள் கருத்துகளை வெகு அருமையாக எளிமையான வரிகளில் சுலபமாக கவிஞர் கையாளும் விதம் வியக்க வைக்கிறது.
‘மயிர்நீப்பின் வாழாக் கவரிமான் அன்னார்
உயிர்நீப்பர் மானம் வரின்’

- தன் உடலில் இருந்து ஒரு முடியை இழக்க நேரிட்டாலும் கவரிமான் உயிரை விட்டுவிடும். அதுபோல மேன்மையான குணம் படைத்த மனிதர்கள் தன்மானத்துக்கு ஒரு இழுக்கு ஏற்பட்டால் உயிரைவிடக்கூடத் தயங்க மாட்டார்கள். தொடரும் சரணத்தில் முதல்வரியாக இந்தக் குறளின் கருத்தை எளிமையாகப் பாமரரும் உணரும் வகையில் ஒரே வரியில் கொடுத்திருக்கிறார். 

‘மானம் பெரிதென்று வாழும் மனிதர்களை
மானென்று சொல்வதில்லையா?’
-என்ற கவிஞர் அடுத்த வரியைப் பல்லவியோடு தொடர்புபடுத்தி இருக்கிறார்.

பல்லவி என்ன? ‘உன்னை அறிந்தால் நீ உன்னை அறிந்தால்’ என்பதுதானே. ? 

அதுசரி.. தன்னை அறிவதால் ஏற்படும் பயன் என்ன? அதை முதல் சரணத்தின் கடைசி வரிகளில் வைத்திருக்கிறார் கண்ணதாசன். ‘தன்னைத் தானும் அறிந்துகொண்டு ஊருக்கும் சொல்பவர்கள் தலைவர்கள் ஆவதில்லையா?’
அடுத்த சரணத்தின் முதல் அடியிலும் ஒரு திருக்குறள் கருத்தை வெகு எளிமையாகப் பதியவைத்திருக்கிறார் கவிஞர். உலகில் கடைப்பிடித்து ஒழுக வேண்டிய ஒழுக்க நெறிகளைப் பின்பற்றி வாழும் மனிதன் வானில் உள்ள தெய்வத்துக்கு நிகராக கருதப்படுவான்.

வையத்துள் வாழ்வாங்கு வாழ்பவன் வான்உறையும்
தெய்வத்துள் வைக்கப் படும்.

இந்தத் திருக்குறளின் கருத்தைத்தான் கவியரசர் கண்ணதாசன் இரண்டாம் சரணத்தில் முதல் கருத்தாக, ‘பூமியில் நேராக வாழ்பவர் எல்லோரும் சாமிக்கு நிகரில்லையா?’ என்று கேட்கிறார். அடுத்த வரி ‘பிறர் தேவை அறிந்துகொண்டு வாரிக்கொடுப்பவர்கள் தெய்வத்தின் பிள்ளை இல்லையா?’ - மக்கள் திலகம் எம்.ஜி.ஆரை மனதில் வைத்து எழுதப்பட்ட பாடல் என்பது இந்த வரியிலேயே தெளிவாக புரிந்துவிடுகிறது. இப்படித் தன்னை அறிந்துகொண்டு தன்மானம் காத்து சீரிய வழியில் வள்ளன்மை பூண்டு வாழும் போது தானாகவே புகழ் வந்து சேருகின்றது. அதுவும் எப்படிப்பட்ட புகழ்? 

மிகப் பெரிய சான்றோர்கள் நிறைந்த சபை நடுவே அவன் நடந்தால் புகழ் மாலைகள் கழுத்தில் விழும். மாற்றுக்குறையாத தங்கமல்லவா இவன் என்று போற்றப்படுவானாம் அவன்! கடைசி சரணத்தில் இதைச் சொல்லி பாடலை நிறைவு செய்கிறார் கவிஞர்.
‘மாபெரும் சபைதன்னில் நீ நடந்தால்
உனக்கு மாலைகள் விழவேண்டும்.
ஒரு மாற்றுக்குறையாத மன்னவன்
இவன் என்று போற்றிப் புகழ வேண்டும்’
இந்தப் பாடலின் சிறப்பம்சமே அது அமைக்கப்பட்டிருக்கும் விதம்தான்.

இதன் கடைசிச் சரணத்தில் சொல்லப்பட்டிருப்பதுபோல மாபெரும் சபைதனில் மகத்தான கௌரவமும் புகழும் கிடைக்க வேண்டுமானால் என்ன செய்யவேண்டும்? முதல் மூன்று சரணங்களைப் படியுங்கள். பதில் தானாகவே கிடைத்துவிடும்.
இப்படி அன்றும் இன்றும் என்றும் உயர்ந்த கருத்துக்களில் புகலிடமாக - வாழும் கலையைக் கற்றுக்கொடுக்கும் உன்னதப் பாடலாக - இந்தப் பாடல் இருப்பதில் ஆச்சரியம் என்ன நண்பர்களே?

காஞ்சிபுரத்தில் கடந்த 48 நாட்களாக நடைபெற்ற அத்திவரதர் வைபவத்துக்காக ஏராளமான போலீஸார் பாதுகாப்புப் பணியில் ஈடுபட்டிருந்தனர். வைபவம் நேற்று நிறைவடைந்ததை அடுத்து சொந்த ஊர்களுக்குத் திரும்புகின்றனர்.

காஞ்சிபுரத்தில் நடைபெற்ற அத்தி வரதர் வைபவத்தின் சிறப்புக்குப் பின்னணியில் ஆயிரக்கணக்கான அலுவலர்களின், தொழிலா ளர்களின் அயராத உழைப்பும் அடங்கி இருக்கிறது.

காஞ்சிபுரத்தில் அத்திவரதர் வைபவத்தை இந்து சமய அறநிலையத் துறையும், மாவட்ட நிர்வாகமும் இணைந்து நடத்தின. வேலை நாட்களில் 20 ஆயிரம் பக்தர்களும், விடுமுறை நாட்களில் 50 ஆயிரம் பக்தர்களும் வருவார்கள் என்று கணித்து ஒரு லட்சம் பேருக்குத் தேவையான வசதிகள் மட்டுமே முதலில் செய்யப்பட்டன. ஆனால் ஒரு நாளைக்கு 5 லட்சம் பக்தர்கள் வரை வந்ததால் வைபவ ஏற்பாடுகள், அலுவலர்கள், தொழி லாளர்கள் அனைவரும் கூடுதலாக் கப்பட்டனர்.

இந்த வைபவத்தில் காவல் துறையினரின் கெடுபிடிகளால் பக்தர்கள் போலீஸார் மீது ஏகப் பட்ட புகார் கூறியபோதிலும் அவர் களது அயராத உழைப்பு அத்தி வரதர் தரிசனத்தை எந்தப் பிரச்சி னையும் இல்லாமல் கொண்டு சென் றது. இவ்வைபவத்தை முன்னிட்டு 2 ஏடிஜிபி, 8 ஐ.ஜி, 12 டிஐஜி, 48 எஸ்.பி உட்பட 14,500 போலீஸார் பாதுகாப்புப் பணிகளில் ஈடுபட்ட னர். இவர்கள் பக்தர்களை வரிசைப் படுத்துவதில் இருந்து போக்கு வரத்தை சீர்செய்வது வரை இவர்களின் பங்கு மிகப்பெரியது.

இதேபோல் சுகாதாரத் துறை சார்பில் 46 மருத்துவக் குழுக்கள் உருவாக்கப்பட்டன. இவர்கள் பக்தர்கள் வரிசையில் செல்லும் இடங்களில் மருத்துவ முகாம்களை உருவாக்கினர். வரிசையில் பாதிக் கப்படும் பக்தர்களுக்கு மருத்துவ உதவிகளை இவர்கள் செய்தனர். இந்த மருத்துவக் குழுவில் 168 மருத்துவர்கள், 654 செவிலியர்கள் உட்பட பலர் பணியில் ஈடுபட்டனர். பக்தர்களுக்காக 108 ஆம்புலன்ஸ் 10, பைக் ஆம்புலன்ஸ் 12 செயல்படுத்தப்பட்டன.

பல லட்சம் மக்கள் கூடியதால் பல்வேறு இடங்களில் குப்பை சேர்ந்தன. துப்புரவு பணியாளர்கள் 5 குழுக்களாக வந்தனர். இவர்களில் முதல் 4 குழுவில் தலா 620 பேர் பணியில் ஈடுபட்டனர். இவர்களுக்கு தனியாக ஒவ்வொரு குழுவிலும் 50 மேற்பார்வையாளர்கள் இருந்தனர். கடைசியாக வந்த ஐந்தாவது குழுவில் 1,200 பணியாளர்கள், 150 மேற்பார்வையாளர்கள் பணியில் ஈடுபட்டனர்.

இவர்கள் அத்திவரதர் வைபவம் நடைபெற்ற இடத்தில் இருந்து தினம்தோறும் 25 டன் குப்பை களை அப்புறப்படுத்தினர். பக்தர் கள் விட்டுச் சென்ற 2 டன் காலணி களை அப்புறப்படுத்தினர்.


மின் துறை சார்பில் இந்த விழா வுக்காக கடும் உழைப்பு அளிக்கப் பட்டது. 50 பொறியாளர்கள் மேற் பார்வையில் 300 மின் துறை பணி யாளர்கள் இரவு பகலாக தங்கள் பணிகளை மேற்கொண்டனர்.

தற்காலிக பேருந்து நிலையங் கள் அமைக்கப்பட்டு அங்கிருந்து 80 மினி பேருந்துகள் இயக்கப்பட்டன. சுமார் 300-க்கும் மேற்பட்ட போக்கு வரத்து தொழிலாளர்கள் இது தொடர்பான பணிகளில் ஈடுபட் டனர்.

தீயணைப்புத் துறை சார்பில் 6 தீயணைப்பு வாகனங்கள் கோயி லைச் சுற்றி முன்னெச்சரிக்கையாக நிறுத்தப்பட்டன. ஒரு நவீன கிரேன் வாகனமும் கொண்டு வரப்பட்டது. சுமார் 150 தீயணைப்பு வீரர்கள் பணியில் ஈடுபடுத்தப்பட்டனர்.

பொதுப்பணித் துறை சார்பில் மேற்கூரைகள் அமைப்பது, தற் காலிக பேருந்து நிலையம் அமைப் பது, சாய்வுதள நடைமேடை அமைப்பது போன்ற பணிகளில் 150-க்கும் மேற்பட்ட தொழிலாளர் கள் பணியில் ஈடுபட்டனர்.

வருவாய்த் துறை சார்பில் மாவட்ட ஆட்சியர் தலைமையில் 8 மாவட்ட வருவாய் அலுவலர்கள், 12 கோட்டாட்சியர்கள் 16 குழுக் களாகப் பிரிக்கப்பட்டு தங்கள் பணிகளை மேற்கொண்டனர்.

இந்தக் குழுக்களில் 300-க்கும் மேற்பட்டோர் பணியாற்றினர். இந்து சமய அறநிலையத் துறை சார் பில் இணை ஆணையர் செந்தில் வேலன் தலைமையில் சுமார் 60-க் கும் மேற்பட்டோர் தீவிர களப் பணியாற்றினர்.

பல்லாயிரக்கணக்கான தொழி லாளர்களின் உழைப்பில் எவ்வித இடர்ப்பாடும் இன்றி நிறைவு பெற் றுள்ளது அத்திவரதர் வைபவம்.

சென்னை மக்களுக்கு கவனத்திற்கு... ஆக 21 முதல் தனியார் தண்ணீர் லாரிகள் வேலைநிறுத்தம்

சென்னை: தனியார் தண்ணீர் லாரிகள் சிறைபிடிக்கப்படுவதை கண்டித்தும், உரிமையாளர்கள் மீது திருட்டு வழக்கு பதிவு செய்வதற்கு எதிராக வரும் 21 ஆம் தேதி முதல் மாநிலம் தழுவிய வேலை நிறுத்தப் போராட்டத்தில் ஈடுபடப் போவதாக தனியார் தண்ணீர் லாரி உரிமையாளர் சங்கத்தினர் தெரிவித்துள்ளனர்.

தனியார் இடங்களிலும், விவசாயக் கிணறுகளிலும் இருந்து தண்ணீர் எடுப்பதற்கு உயர்நீதிமன்ற வழிகாட்டுதலின்படி சில நிபந்தனைகளை தமிழக அரசு விதித்தது. இதனால், பாதிக்கப்படுவதாகக் கூறி தனியார் தண்ணீர் லாரி உரிமையாளர்கள் கடந்த 6 மாதங்களுக்கு முன்பு வேலைநிறுத்தப் போராட்டத்தில் ஈடுபட்டனர்.

இந்த நிலையில் நிலத்தடி நீரை எடுக்க சென்னை உயர்நீதிமன்றம் விதித்துள்ள தடையை நீக்க வேண்டும். நிலத்தடி நீரை கனிம வளப் பிரிவில் சேர்த்துள்ளதால் தனியார் தண்ணீர் லாரி உரிமையாளர்கள் நிலத்தடி நீரை பெறுவதில் பல்வேறு பிரச்னைகள் ஏற்படுகிறது. இதனால் நிலத்தடி நீர் தொடர்பான தடையை நீக்க வேண்டும். கனிம வளப்பிரிவில் இருந்து நிலத்தடி நீரை நீக்க வேண்டும் என்று வலியுறுத்தி தனியார் தண்ணீர் லாரி உரிமையாளர்கள் மே 27 முதல் வேலை நிறுத்தப் போராட்டத்தில் ஈடுபடப் போவதாக அறிவித்திருந்தனர்.

இதையடுத்து, நகராட்சி நிர்வாகம், குடிநீர் வழங்கல் துறை அதிகாரிகள் தண்ணீர் லாரி உரிமையாளர்களுடன் பேச்சு வார்த்தை நடத்தினர். பேச்சுவார்த்தையின்போது கோரிக்கைகளை நிறைவேற்றுவதாக அதிகாரிகள் உறுதி அளித்தனர். அதன்பேரில் வேலைநிறுத்தம் தள்ளி வைக்கப்படுவதாகவும் தற்போது வேலைநிறுத்தத்தை வாபஸ் பெறுவதாகவும், தமிழ்நாடு தனியார் தண்ணீர் லாரி உரிமையாளர்கள் சங்கத்தினர் அறிவித்தனர்.

இந்நிலையில், லாரிகளில் தண்ணீர் எடுக்க இடமில்லை என்பதாலும், தண்ணீர் கிடைக்கும் இடங்களில் தண்ணீர் எடுக்க பொதுமக்கள் எதிர்ப்பு மற்றும் திருவள்ளூர், காஞ்சிபுரம், விழும்புரம், திருப்பூர், ஈரோடு உள்ளிட்ட மாவட்டங்களில் தண்ணீர் லாரிகள் சிறைபிடிக்கப்பட்டுள்ளதாக குற்றஞ்சாட்டிய சங்கத்தினர், பருவமழை பொய்த்ததாலும் சென்னைக்கு குடிநீர் வழங்கும் ஏரிகளில் தண்ணீர் இல்லாமல் வறண்டதாலும் மக்கள் கடும் குடிநீர்ப் பிரச்னையால் அவதிப்பட்டு வருந்தனர். லாரி தண்ணீருக்காக மக்கள் காத்திருக்கும் சூழ்நிலை உருவான நிலையில், தண்ணீர் கிடைக்கும் இடத்தை காட்டினால், தண்ணீர் எடுத்து மக்களுக்கு விநியோகிக்க தயாராக உள்ளோம் என்றும், தண்ணீர் எடுக்கும் இடத்தில் போதிய பாதுகாப்பு அளிக்க வலியுறுத்தி ஜூலை 8 ஆம் தேதி வேலைநிறுத்தப் போராட்டத்தை அறிவித்தனர்.

தனியார் தண்ணீர் லாரிகள் வேலைநிறுத்தப் போராட்டத்தால் சென்னை மற்றும் புறநகர் பகுதிகளில் மக்கள் குடிநீர் பற்றாக்குறையால் அவதிப்படும் சூழ்நிலை உருவானது.

இதையடுத்து அதிகாரிகளுடன் நடந்த பேச்சுவார்த்தையில் போதிய பாதுகாப்பு அளிப்பதாக அரசு தரப்பில் உறுதி அளிக்கப்பட்டதால் ஜூலை 8 ஆம் தேதி நடக்கவிருந்த வேலைநிறுத்தத்தை வாபஸ் பெறுவதாக தனியார் தண்ணீர் லாரி சங்கத்தினர் அறிவித்தனர்.

இந்நிலையில், வரும் 21-ஆம் தேதி முதல் மாநிலம் தமழுவிய வேலைநிறுத்தப் போராட்டத்தில் ஈடுபடப் போவதாக தனியார் தண்ணீர் லாரி உரிமையாளர்கள் சங்கத்தினர் தெரிவித்துள்ளனர்.

இதுகுறித்து அச்சங்கத்தினர் கூறியது: நிலத்தடி நீரை எடுக்க முறையான அனுமதி அளிக்க வேண்டும். இத்தொழில் ஈடுபட்டுள்ளவர்களின் பணிப் பாதுகாப்பை உறுதி செய்யும் வகையில் தனி வாரியம் அமைக்க தமிழக அரசு முன் வர வேண்டும். தனியார் தண்ணீர் லாரிகள் சிறைபிடிக்கப்படுவதை கண்டித்தும், உரிமையாளர்கள் மீது திருட்டு வழக்கு பதிவு செய்வதற்கு எதிர்ப்பு தெரிவித்து வரும் 21-ஆம் தேதி முதல் மாநிலம் தழுவிய வேலைநிறுத்தப் போராட்டத்தில் ஈடுபட உள்ளோம். தண்ணீர் எடுக்க அரசு தரப்பில் உரிமம் வழங்கும் வரை பேச்சுவார்த்தையில் ஈடுபடமாட்டோம் என தெரிவித்துள்ளனர்.

தனியார் தண்ணீர் லாரிகள் உரிமையாளர்களின் போராட்ட அறிவிப்பால் தமிழகம் முழுவதும் 15 ஆயிரத்துக்கும் மேற்பட்ட தண்ணீர் லாரிகள் இயங்குவதில் சிக்கல் ஏற்பட்டுள்ளது. இது மாநகர மக்களுக்கு பெரும் கலக்கத்தை ஏற்படுத்தி உள்ளது.

தனியார் லாரி உரிமையாளர்கள் அறிவித்துள்ள வேலைநிறுத்தம் பொதுமக்களுக்கு தண்ணீர் கிடைப்பதில் மேலும் சிக்கலை ஏற்படுத்தி உள்ளது. அடுக்குமாடி வளாகங்கள், ஐடி பூங்காக்கள், விடுதிகள், விடுதிகள் மற்றும் மருத்துவமனைகள் மோசமாக பாதிக்கப்படும் நிலை ஏற்பட்டுள்ளது.

அத்திவரதர் பெருவிழா: 1979-2019 ஆண்டுகளில் வியப்புக்குரிய ஒற்றுமை

அனந்தசரஸ் திருக்குளத்தில் பெருமாள் வைக்கப்பட்டுள்ள நடவாவிக் கிணற்றில் கடந்த 1979- ஆம் ஆண்டு வைக்கப்பட்டிருந்த கல்வெட்டு.

காஞ்சிபுரம் வரதராஜப் பெருமாள் திருக்கோயிலில் 40 ஆண்டுகளுக்கு ஒருமுறை நடந்து வரும் அத்திவரதர் பெருவிழாவில் 1979 மற்றும் 2019 -ஆம் ஆண்டுகளில் பெருமாள் திருக்குளத்திலிருந்து எழுந்தருளிய நாளும், மீண்டும் திருக்குளத்துக்குத் திரும்பிய நாளும் ஒரே மாதிரி அமைந்திருப்பது வியப்புக்குரிய ஒற்றுமையாகும்.



காஞ்சிபுரம் வரதராஜப் பெருமாள் திருக்கோயிலில் அத்திவரதர் பெருவிழா 40 ஆண்டுகளுக்கு ஒருமுறை நடந்து வருகிறது. இதற்கு முன்பு 1979 -ஆம் ஆண்டு பெருமாள் திருக்குளத்திலிருந்து 2.7.1979 திங்கள்கிழமை வெளியில் வந்து 48 நாள்களுக்குப் பிறகு 18.8.1979 -ஆம் தேதி சனிக்கிழமை மீண்டும் திருக்குளத்திற்கு எழுந்தருளியிருக்கிறார்.

40 ஆண்டுகளுக்கு முன்பு பெருமாள் திருக்குளத்தில் எழுந்தருளியதற்கான கல்வெட்டு ஒன்றும் பெருமாள் வைக்கப்பட்டுள்ள நடவாவிக் கிணற்றில் வைக்கப்பட்டுள்ளது.

இந்த ஆண்டு பெருமாள் திருக்குளத்திலிருந்து வெளியில் வந்து பக்தர்களுக்கு அருள் பாலித்த ஜூலை 1- ஆம் தேதி திங்கள்கிழமையாகும். மீண்டும் ஆக. 17-இல் (சனிக்கிழமை) திருக்குளத்திற்கு எழுந்தருளியுள்ளார்.

1979-ஆம் ஆண்டும், 2019-ஆம் ஆண்டும் திங்கள்கிழமை திருக்குளத்திலிருந்து வெளியில் வந்து சனிக்கிழமை மீண்டும் சயனக்கோலத்தில் திருக்குளத்துக்கு எழுந்தருளியுள்ளார். 40 ஆண்டுகளுக்குப்பின் இரு நாள்களும் ஒன்றாக வருவது வியப்புக்குரிய இறை ஒற்றுமையே!

1977-க்குப் பதிலாக 1979-இல் அத்திவரதர் தரிசனம்: கடந்த 1937-ஆம் ஆண்டு அத்திவரதர் திருக்குளத்திலிருந்து எழுந்தருளி, பக்தர்களுக்கு தரிசனம் தந்தார். அதற்குப்பிறகு 40 ஆண்டுகள் கழித்து 1977-இல்தான் திருக்குளத்திலிருந்து அத்திவரதர் வெளியில் கொண்டுவரப்பட வேண்டும்.

ஆனால், அப்போது கோயில் திருப்பணிகள் நடந்து கொண்டிருந்தன. திருப்பணிகள் நடக்கும் போது விழாக்கள் எதுவும் கோயிலில் நடத்தக்கூடாது என்ற ஐதீகம் இருப்பதால் 1977-இல் அத்திவரதர் பெருவிழா நடைபெறவில்லை. அதன்பிறகு திருக்கோயில் பணிகள் முடிந்து, மகா சம்ப்ரோஷணம் நடந்த பிறகு இரு ஆண்டுகள் கழித்து 1979-ஆம் ஆண்டு பெருமாள் திருக்குளத்திலிருந்து வெளியில் வந்து பக்தர்களுக்கு அருள்பாலித்துள்ளார்.

தற்போது 40 ஆண்டுகளுக்குப் பிறகு 2019 -ஆம் ஆண்டில் அத்திவரதர் பக்தர்களுக்கு காட்சியளித்துள்ளார். இதன் பிறகு 2059 - ஆம் ஆண்டு மீண்டும் பக்தர்களுக்கு அருள்பாலிப்பார்.

முதியவர்களைப் போற்றுவோம்

திருநெல்வேலி மாவட்டம் கடையம் பகுதியில் வயதான தம்பதி துணிச்சலுடன் செய்த செயல் நாடு முழுவதும் பேசப்பட்டு வருகிறது.
கடையம் அருகேயுள்ள கல்யாணிபுரத்தைச் சேர்ந்த சண்முகவேலுவின் பண்ணை தோட்டத்தில் சில நாள்களுக்கு முன் இரவு நேரத்தில் ஆயுதங்களுடன் புகுந்த முகமூடி கொள்ளையர்கள், சண்முகவேலுவை நாற்காலியுடன் சேர்த்து இழுத்துக் கீழே தள்ள முயன்றனர். அவர்களை சண்முகவேலு எதிர்கொண்டு போராடினார். சத்தம் கேட்டு வந்த அவரது மனைவி செந்தாமரையும் கணவரும் சேர்ந்து துணிச்சலுடன் போராடி கொள்ளையர்களை விரட்டியடித்தனர். கொள்ளையர்கள் கையில் அரிவாள் இருந்தபோதும், அது முதியவர்களை பயம் கொள்ளச் செய்யவில்லை.

சண்முகவேலு தம்பதியினரிடம் எந்தவித ஆயுதங்களும் இல்லை. ஆனால், மன திடத்துடன் கையில் கிடைத்த பொருள்களைக் கொண்டு கொள்ளையர்களை விரட்டி அடித்த காட்சி அங்கிருந்த கண்காணிப்புக் கேமராவில் பதிவாகியது. இந்த காட்சி சமூக வலைதளங்களில் வைரலாக பரவியது. 

தொடர்ந்து கொள்ளையர்களை விரட்டியடித்த தம்பதிகளை நடிகர் அமிதாப்பச்சன் உள்ளிட்ட பிரபலங்கள் சமூக வலைதளங்கள் மூலம் பாராட்டினர். சண்முகவேலுவின் வீட்டுக்கு திருநெல்வேலி மாவட்ட காவல் கண்காணிப்பாளர் அருண் சக்திகுமார் சென்று அவர்களுடைய துணிச்சலைப் பாராட்டினார். சென்னை தலைமைச்செயலகத்தில் வியாழக்கிழமை நடைபெற்ற சுதந்திரதின விழாவில், அதீத துணிவுக்கான முதல்வரின் சிறப்பு விருதுக்கான தங்கப் பதக்கம், ரூ. 2 லட்சத்துக்கான காசோலை, பாராட்டுச் சான்றிதழை சண்முகவேலு-செந்தாமரை தம்பதியினருக்கு முதல்வர் பழனிசாமி வழங்கி கெளரவித்தார்.

ஆனால், இத்தகைய முதியவர்களின் அனுபவ அறிவைப் பயன்படுத்தாத ஏராளமான இன்றைய தலைமுறையினர் இன்று நகரங்களில் வசித்து வருகின்றனர். இதனால், முதியவர்கள் என்றாலே பாரம்தான் என்ற மனப்போக்கு அடுத்த தலைமுறையினரிடம் உள்ளது.
இன்றைய இயந்திரமயமான உலகில், வாரிசுகள் ஒரு பகுதியிலும் பெற்றோர் வேறு இடத்திலுமாக தனித்து வாழ்கின்றனர். காலை முதல் இரவு வரை ஓயாது உழைக்க வேண்டியதாக நகர வாழ்க்கை இருந்து வரும் நிலையில், ஊருக்குள் குடியிருக்க வீடுகள் கிடைப்பதில்லை; புறநகர்ப் பகுதியில்தான் அவர்கள் வசிக்க வேண்டியுள்ளது.
புறநகர்ப் பகுதியிலுள்ள வீடுகளில் குழந்தைகளுடன் தான் உண்டு தன் வேலை உண்டு என வாழ்ந்து வரும் அவர்களுக்கு அலுவலக வேலையில் மட்டுமே கவனம் செலுத்த முடிகிறது. வீட்டைச் சுற்றி என்ன நடக்கிறது என்பதை இவர்கள் என்றுமே கவனத்தில் கொள்வதில்லை.
ஊருக்கு வெளியே புறநகர்ப் பகுதிகளில் அமைந்துள்ள வீடுகளில் வசிப்போர், கொள்ளைச் சம்பவங்கள் நடக்கும்போது என்ன செய்வது என்றே தெரியாமல் இன்றைய இளம் தலைமுறையினர் தவிப்பதுடன், சேர்த்து வைத்த செல்வத்தையும் இழக்கின்றனர்.

அது மட்டுமல்ல, கணவன்-மனைவி இருவரும் வேலைக்குச் செல்லும் நிலையில் குழந்தைகளை என்ன செய்வது என்று தெரியாமல் மாலை நேரத்தில் வீடுகளில் இருக்க வைத்துவிட்டு அலுவலகத்திலிருந்து கவலைப்பட்டு கொண்டு இருப்போரின் எண்ணிக்கையும் அதிகரித்து வருகிறது. பெற்றோர்களின் கண்காணிப்பு இல்லாமல் பல குழந்தைகள் தங்களின் வாழ்க்கைப் பாதையை திசை மாற்றி தொலைத்து வரும் சம்பவங்களும் நிகழ்கின்றன. 

பெரும்பாலான வீடுகளில் வேலைக்குச் செல்லும் தம்பதிகள் இரவில்தான் வீடு திரும்புகின்றனர். தாங்கள் வரும் வரை பசிக்கு மாற்றாக , வேறு வழியின்றி தவிர்க்க வேண்டிய உணவுப் பண்டங்களை வைத்து விட்டுச் செல்கின்றனர் பெற்றோர். இத்தகைய உணவுகளை இரவு வரை இடைவிடாது உண்பதால் குழந்தைகளின் உடல் நலனும் பாதிக்கப்படுகிறது. மேலும், தந்தையும் தாயும் வீடு திரும்பும் வரை, இளம் தலைமுறையினர் செல்லிடப்பேசியே கதி என நேரத்தைக் கழிக்கின்றனர். வீட்டில் யாரும் இல்லாதபோது, இன்றைய இளம் தலைமுறையினரின் பெரும்பாலானோர் செல்லிடப்பேசியில் சமூக ஊடகங்களில் மூழ்கி தங்களது வாழ்க்கையைச் சிதைத்துக் கொள்கின்றனர்.

சில இடங்களில் வேலைக்குச் செல்லும் தம்பதிகள் , மாலை நேரத்தில் தங்கள் பிள்ளைகளை பக்கத்து வீட்டில் இருக்கச் சொல்வார்கள். அது போன்ற நிகழ்வுகளிலும்கூட சில விரும்பத்தகாத சம்பவங்கள் நடப்பதையும் மறுப்பதற்கில்லை; ஆண் வாரிசுகளைவிட பெண் வாரிசுகள்தான் இதனால் பாதிக்கப்படுவது அதிகம்.
முன்பு கூட்டுக் குடும்ப முறை இருந்தபோது, வாரிசுகளை தங்களின் பெற்றோரிடம் ஒப்படைத்து விட்டு பல நாள்கள் வெளியிடங்களில் தங்கியிருந்த சம்பவங்கள் அதிகம். இப்படிச் செல்வோர், எதற்காகச் சென்றார்களோ அந்தப் பணிகளை நிம்மதியாக முடித்து விட்டு வருவார்கள். ஆனால், இன்றோ இரண்டு நாள்கள் வெளியூர் செல்ல வேண்டுமென்றாலும்கூட , தங்கள் வாரிசுகளை என்ன செய்வது என்ற குழப்பம் பெற்றோருக்கு ஏற்படுகிறது. 

வீட்டுக்கு ஒரு பெரியவர் இருந்தால் இதுபோன்ற சம்பவங்கள் நிகழ்வதைக் குறைக்க முடியும். முக்கியமாக, தங்கள் வீட்டுக் குழந்தைகளை எந்தவிதப் பயமும் இல்லாமல் வீடுகளில் விட்டுச் செல்ல முடியும். அப்படி விட்டுச் செல்லும்போது, தனது தாத்தா அல்லது பாட்டி இருக்கிறார் என்பதால் தொடர்புடைய இளம் தலைமுறையினர் தவறு செய்வதைத் தவிர்க்கக் கூடிய சூழல் உருவாகும்.

எனவே, தங்களுடைய முதிய பெற்றோரின் நலனைப் பாதுகாக்க வேண்டும் என்ற அக்கறையுடன் அவர்களைப் பாதுகாப்பு அரணாக இன்றைய தம்பதியினர் கருத வேண்டும். அதாவது, தங்களது வாரிசுகளையும் வீட்டையும் அவர்கள் பாதுகாப்பார்கள் என்பதையும் உணர வேண்டும். 

கடையத்தின் முதிய தம்பதிகளின் விவேகத்துடன் கூடிய வீரமே இன்றைய இளைஞர்களுக்கு தேவை. அத்தகைய திறனை இன்றைய இளைய தலைமுறையினருக்கும், எதிர்காலத் தலைமுறையினருக்கும் சொல்லிக் கொடுத்து வளர்க்க கிராமங்களில் இருக்கும் பெற்றோராகிய முதியவர்களை நகரங்களில் உள்ளோர் தங்களது வீட்டுக்கு அழைத்து வந்து போற்றுவது அவசியம்.

Chennai: In a major relief to thousands of government doctors, whose transfer/posting/promotion counseling was stalled due to interim orders, the Madras high court has vacated its earlier interim orders and directed the authorities to recommence the counseling exercise for the present year immediately and complete the same on the basis of the recommendations of the committee within three weeks.

Disposing of a batch of 62 petitions from doctors, Justice V.Parthiban said as far as doctors who already participated in the counselling are concerned, who were not affected by the challenges, consequential orders were not issued in view of the interim orders passed by this court, it is now open to the authorities to go ahead and issue appropriate consequential orders.

The entire litigation has its present origin when the government has issued an order dated February 15, 2019, sanctioning the posts department wise and colleges wise as per the norms of the MCI in Tamil Nadu Medical Service including teaching posts in Directorate of Medical Education. 

The government by the said order has taken a comprehensive decision in regard to streamlining of transfer/posting/promotion of doctors belonging to various categories of posts of medical officers in the state. Pursuant to the GO, a circular was issued on May 24, 2019, in regard to specialty transfer counselling for medical officers in the cadre of Assistant Professor /Senior Resident /Tutor /Junior Resident who were under the control of the DME in Tamil Nadu Medical Service. The counselling was scheduled to be held between May 30 and June 6. The doctors who were aggrieved by circular have filed number of petitions and the judge had on June 4 granted the interim orders (injunction). However, after the judge suggested forming a committee, the government formed a committee, which after receiving objections from the stakeholders submitted a report. However, when the cases came up for hearing on August 14, counsels including G.Sankaran, appearing for the petitioners had expressed certain reservations about the overall recommendations of the committee.

The judge said this court has gone through the recommendations and find that the Committee has considered the objections of the doctors objectively by taking into consideration the ground realities in the matter of transferring, posting and promoting the doctors belonging to different posts/categories with a paramount view of upholding the interest of patient care. From the recommendations, as found in the report of the committee, this court finds that the committee has come up with equitable criteria which cannot be faulted with by giving undue consideration to certain individual grievances of the doctors, the judge added.

The judge said according to the committee's report, this was the first time such revamping exercise has been done in the medical administration of the state in line with the norms fixed by the MCI. When such exercise was undertaken in order to overhaul the cadre restructuring in the medical service, it may give rise to certain teething issues/problems. But such problems cannot be magnified by the so-called aggrieved individual doctors in order to stall the entire process of the counseling for this year.

Any exercise of restructuring of cadre and revamping of the medical administration, the effect of revamping or restructuring will always affect a miniscule group of individual doctors, but that by itself cannot give rise to challenge by those individual doctors and seek to derail the entire process of counseling exercise to be undertaken by the government for this year. In fact, as per the report of the committee, 95 percent of the qualified doctors whose posts and qualifications were not in dispute would get promotions. The aggrieved per centage of the doctors in the state was only 5 percent. Therefore, at the instance of such a wafer-thin group of doctors, the transfer/posting/promotion of the medical officers cannot be kept in abeyance, the judge added.

Medicated oil applied on Athi Varadar

According to Srivatsav Bhattar of Sri Devaraja Swamy temple, they had applied about 500 litres of medicated oil to the Lord and also the pedestal during the 48-day festival, which had commenced on July 1.

CHENNAI: After 48-days of hectic activity wherein politicians, bureaucrats, film stars and a criminal who made headlines, thronged the Sri Devaraja Swamy temple for darshan of Athi Varadar, the Lord returned to His abode underneath the Ananthsaras tank on Saturday night following the conduct of elaborate rituals.

At about 10 pm the Lord's image made of fig tree wood was brought from the Vasantha Mandapam and placed deep inside the Ananthasaras tank in sayana kollam (reclining position) following the conduct of Aranadhan and pradana naivedyam. He was adorned with silk robes and decorated with flowers and anointed with medicated oil before He retired to the Ananthasaras.

His head was placed facing west while His feet faced east. above His head is serpent Adiseshan.

According to Srivatsav Bhattar of Sri Devaraja Swamy temple, they had applied about 500 litres of medicated oil to the Lord and also the pedestal during the 48-day festival, which had commenced on July 1.

“The medicated oil comprises Elakai, jadikai, jadi patri, lavangam, pachai karupuram, kungumapoo, vettiveru sambrani and chandanadi thailam. Once heated, the combination will neither be solid or liquid. Each vial costs Rs 25,000 and it was gifted by a donor,” he says.

The medicated oil was applied on the Lord using a cloth.

It was meant to protect the image from any insects from flowers used to adorn Him during the festival. Also, the oil acts as preservative.

“This procedure was followed in 1937 and even in1979. Though the Lord was to have been brought out in 1977, He was brought out of the Ananthsaras in 1979 after consecration of the Rajagopuram,” Srivatsav Bhattar said.

He added, “I am seeing the Lord for the first time. This time in 2019 (on June 28) I was the first to touch the Lord while bringing Him out. There was silt around - covered up to one foot over the image. But a pleasant whiff emanated from the chamber due to medicated oil applied in 1979. The oil was intact for 40 years. We gave the silt as prasadam to devotees.”

Today also three bottles were applied in the morning, afternoon and another four vials were applied before He was placed in the pond.

The procedure of applying medicated oil is followed for Sri Ranaganathaswamy in Srirangam, Veeraraghavar in Tiruvallur, Thirukovilur Ulagalantha Perumal, twice a year, as no abishekam is performed to these images.

With Saturday being a restricted for public darshan, the rituals were entirely performed by priests at the temple. The Lord would be brought out again after four decades in 2059.

CHENNAI: Cooperation minister Sellur K. Raju sarcastically remarked that Makkal Needhi Maiam (MNM) leader Kamal Haasan could become chief minister only in film but not in reality, as people who are real custodians of democracy have not accepted him as their leader.

“Kamal Haasan is not a popular leader enjoying the support of the masses. This was proved by the recent Lok Sabha election results. People still consider him as an actor. If he wants, he can become chief minister in films,” Sellur Raju said on Saturday and added that people decide who should be their leader.

On earlier occasion too. Raju had flayed Kamal saying people never understood what Kamal speaks and sometimes Kamal himself does not understand what he speaks.

The minister, who is known for making u-turns, had even criticised veteran actor Rajinikanth and later withdrew his remark after the members of the Karaikudi Nagarathar Sangam sought an apology from him for his comments on women from Karaikudi. While speaking on actor Rajinikanth's political career, the Minister had said, “Rajini may capture Karaikudi Aachi. Capturing Tamil Nadu politics is in the hands of the people.”

Speaking to reporters after participating in the Bhoomi Pooja for laying tar road for Rs. 39. 55 lakh at HMS Colony in Madurai on Saturday, the minister said about 1,535 tanks and ponds in and around Madurai are being desilted. Also, steps would be taken to desilt and renovate the temple tanks, which serve as rainwater harvesting structures. “These measures will ensure the harvesting of rainwater,” Raju said.

Asked about MNM's political ambition of making Kamal the CM in 2021 Assembly election, the minister replied that every party has its own stand. “It is nothing wrong on the part of MNM workers to decide on making him CM. But will it happen? Everything is in the hands of people who are the masters and custodians of democracy. If there's any government that reflected the feelings of the people, it is the Amma's government and the schemes brought by her,” Raju said.

CHENNAI: The Madras High Court has upheld the orders of the government dismissing a noon-meal worker in Villupuram district from service.

The petitioner C Masilamani, a noon meal organiser, was held responsible for the shortfall of 205 kg of rice, 19.5 kg of dal and 500 eggs out of 800, which are meant for supply to students. Since he did not defend his case effectively and had committed a serious misconduct, he was foisted with the order of dismissal, which has been confirmed by the appellate authority.

As the petitioner had involved in misappropriation, the disciplinary and appellate authority had rightly come to the conclusion that the charges were proved. The petitioner’s contention that the students had not been examined, itself, is an ample proof that there was an enquiry and therefore, the defence taken herein by him, that there was no enquiry at all, cannot be accepted.

“When there is a prima facie case made out and the authorities have rendered a finding of fact, in the considered opinion of this court, the writ petition is liable to be dismissed and the petitioner is not entitled to any relief,” judge said.
