MBBS admissions: 10-fold jump in students with ‘nativity’ certificates

Chennai: It is not just the national common entrance test (NEET) that has snatched away the dreams of several students in Tamil Nadu, the process of medical admission that allows students from other states claiming nativity, some fraudulently, has also played a significant role in stymieing chances of meritorious students from within the state.



After a Villupuram-based advocate submitted names of nine candidates whose names figured in both Kerala and Tamil Nadu rank list on Thursday, several parents pointed out that the name of one of the toppers in Tamil Nadu rank list (name withheld) was also found in neighbouring Kerala's rank list.

But these names could just be a tip of an iceberg considering there is 10-fold increase in the number of applicants claiming nativity. From 47 in 2016, the number of candidates has risen to 499 this year. 

Among southern states, 58 students have come from Karnataka, 44 from Kerala and 17 from Andhra Pradesh, as compared to a mere 2, 9 and 15 students respectively from these states in 2016. Among other states the number rose from 21 to 381.



While the Supreme Court order in May restrains students from moving out of a seat allotted to those under the All India Quota, there is no restriction as far as state counselling are concerned. But senior officials say students who have studied in Tamil Nadu can claim nativity in another state, and vice versa. "This is our state rules. Other states will follow rules as per their policy," the official said.

The prospectus issued by the state selection committee, which is in-charge of medical and dental admissions in the state, said all candidates should be a native of Tamil Nadu or should have studied from VIII to XII standards in schools in Tamil Nadu. If native of Tamil Nadu have studied from VIII to XII standards either partly or completely in schools situated outside Tamil Nadu, they should produce a nativity certificate from the competent authority in a specified format.


The prospectus says producing false nativity certificate will result in expulsion of the candidate from the course and also initiation of criminal proceedings against the candidate as well as the parents as per provision of law.

Director of Medical Education Dr A Edwin Joe said the committee was, however, exercising caution. "We have taken an undertaking from students but there is nothing in the prospectus that stops a student from seeking admission in two states. Students must have original certificates, including nativity, and mark sheets," he said.


In case of complaints, the committee will forward applications to police and revenue departments, officials said. "We are running short of time for medical admission and it may be impossible for us to check whether or not students are faking certificates," he said.
