டிச., 31ம்தேதிக்குள் ஆதார் எண்ணை இணைக்க கடைசி நாளாக அறிவிக்கப்பட்டுள்ளது. அதற்குள் ஆதார் எண்ணை இணைக்காவிடில், வரும் 2018, ஜனவரி முதல் வாடிக்கையாளர்களின் கணக்குகளில் பரிவர்த்தனை நிறுத்தப்படும். திண்டுக்கல் மாவட்டத்தில் 85 சதவீத வாடிக்கையாளர்கள் வங்கி கணக்குடன் ஆதார் எண்ணை இணைத்துள்ளனர். இன்னும் 15 சதவீதம் பேர் இணைக்க வேண்டியுள்ளது.வங்கிகளில் ஆதார் மையம்: வாடிக்கையாளர் மற்றும் அவர்களது குடும்பத்தினர் ஆதார் போட்டோ எடுப்பதற்காக வங்கிகளில் முதல் கட்டமாக 12 ஆதார் மையங்கள் அமைக்கப்பட உள்ளது.

CHENNAI: Former BJP MP Tarun Vijay addressed students of Dr MGR Educational and Research Institute on Friday. Speaking at convocation ceremony of engineering students as the chief guest, he discussed with students the importance of rural and agricultural sector in India and the need for technological innovation in this sector.

"Some of the challenges plaguing this sector are scarcity of water, lack of infrastructure, illiteracy and lack of finances. To meet the forthcoming demand and challenges, we need young minds to engage in this challenge and suggest new ideas and methods to improve lives of the Indians," he told students.

He also remembered Dr MGR and said he was a legendary and charismatic leader who introduced many innovative ideas in film industry as well as in politics. Vijay said that many of the welfare schemes introduced by MGR were later implemented by central govt like mid-day meal schemes. He said that following Thirukural must inspire young students to be innovative and respect the rural talent among poor farmers and village artisans.

Madras HC directs EC to conduct RK Nagar bypoll by Dec 31

CHENNAI: The Madras high court today directed the election commission to conduct the by-election to RK Nagar assembly constituency here, lying vacant following the demise of Tamil Nadu chief minister J Jayalalithaa, "preferably" by December 31.

The first bench of Chief Justice Indira Banerjee and Justice M Sundar gave the direction to the EC after taking up a PIL by K K Ramesh.

The PIL petition sought a court direction to the Chief Election Commissioner to conduct the by-poll.

Disposing of the PIL, the bench in its order said, "It is expected that the Election Commission of India will announce the election date at the earliest and conduct the elections preferably by December 31, 2017."

The by-election scheduled for April 12 in RK Nagar was canceled by the poll body following allegations of distribution of cash to voters.

The PIL petitioner had submitted that not conducting elections in the constituency was not good for democracy and the society.

He said that as per the Representation of the People Act, 1951, if any legislator died, a by-election should be conducted within six months, whereas the date of polls had not been announced for the RK Nagar constituency so far.

The petitioner said he had made a representation on July 3 in this regard to the EC which had not evoked any response, and hence he filed the current plea.

CHENNAI: Tamil Nadu assembly Speaker P Dhanapal on Monday disqualified 18 AIADMK MLAs+ who are supporting sidelined party deputy general secretary TTV Dhinakaran. The MLAs were disqualified+ under Schedule 10 of the Indian Constitution, which deals with the anti-defection law.

"The Speaker has taken action under schedule 10 of the constitution and therefore the following MLAs are disqualified and therefore they lose their MLA post," said a statement issued by assembly secretary K Boopathy on Monday morning.

The MLAs are S Thangatamilselvan (Andipatti), R Murugan (Harur), S Mariappan Kennedy (Manamadurai), K Kadirkamu (Periyakulam), Jayanthi Padmanabhan (Gudiyattam), P Palaniappan (Pappireddypatti), V Senthil Balaji (Aravakurichi), S Muthiah (Paramakudi), P Vetrivel (Perambur), N G Pathiban (Sholingur), M Kodandapani (Tiruporur), T A Elumalai (Poonamallee), M Rengasamy (Thanjavur), R Thangadurai (Nilakottai), R Balasubramani (Ambur), S G Subramanian (Sattur), R Sundaraj (Ottapidaram) and Uma Maheswari (Vilathikulam).

The speaker had summoned all the rebel MLAs to appear before him. However, only a few of them appeared before him despite the speaker sending notices to all a couple of times.

Last month, 19 MLAs met Governor C Vidyasagar Rao and gave separate letters withdrawing support to the chief minister Edappadi K Palaniswami after the EPSfaction and the faction group led by former chief minister O Panneerselvam merged.

With the disqualification of the 18 MLAs, the strength of AIADMK has come down to 116 (including the speaker). The DMK has 89 members, the Congress has eight MLAs and the IUML has one member. The assembly had 234 elected members, with RK Nagar seat which former chief minister J Jayalalithaa represented remaining vacant.

With 18 MLAs disqualified, there are 19 seats vacant now. This means the assembly has only 215 elected members. The government needs only 108 votes to prove its majority in the assembly now in case of floor test.

Reacting to the decision of the speaker, TTV supporters said they would go to court against the speaker's decision.

"The EPS govt which can't prove majority in the floor of House is resorting to disqualification of MLAs. We will move court seeking relief," Vetrivel, one of the disqualified MLAs, told TOI.

Vetrivel said MLAs staying in resort at Coorg in Karnataka were being intimidated by the Tamil Nadu police. "The EPS government acts like a demon," he said.

"This is murder of democracy by the Speaker to help CM. He could have disqualified the MLAs if they acted against the party whip during floor test, but he disqualified those who expressed their differences outside the assembly. I have lost my respect for Speaker,"" said DMK deputy floor leader S Duraimurugan.

அந்த மனுவில், ‘‘தமிழக அரசு கடைப்பிடிக்கும் 69 சதவீத இட ஒதுக்கீட்டை ரத்து செய்து, ஏற்கனவே கடந்த சில ஆண்டுகளாக செய்து வருவது போல் மருத்துவ கல்லூரிகளில் 50 சதவீத இட ஒதுக்கீட்டை பின்பற்றி, அதன் அடிப்படையில் மேலும் சில இடங்களை உருவாக்கி தகுதி அடிப்படையில் உரிய மதிப்பெண் பெற்ற மாணவ–மாணவியருக்கு இந்த கல்வி ஆண்டு மருத்துவ கல்லூரியில் இடம் வழங்க உத்தரவிட வேண்டும்’’ என்று கூறப்பட்டு இருந்தது.

TIRUPUR: Lord Vinayaka can remove all obstacles in one's life. But the question is: will a picture of Lord Vinayaka on a smart card issued by a state government department remove obstacles or create more hindrances for the card holder?

Lord Vinayaka's photograph has appeared on a smart card issued by the Tamil Nadu Civil Supplies and Consumer Protection Department to a resident of Udumalpet in Tirupur district.

N Nallasivam of Vadugampalayam was surprised when he collected the smart card from a ration shop in the area on Friday last. Instead of his photo, he found Lord Vinayaka's picture on the smart card.

CBI is not fully exempt from RTI Act, rules Delhi High Court

Provision can't be used to deny information related to corruption charges, other violations

The CBI cannot claim absolute exemption from disclosing information pertaining to allegations of corruption and human rights violations held by it under the RTI Act, the Delhi High Court has held.

The CBI has been denying information citing Section 24 of the Right to Information (RTI) Act, which says that its provisions will not apply on intelligence and security organisations, which also include IB, RAW, NIA and the Enforcement Directorate.

The CBI was included in the list by the erstwhile UPA Government.

The Act however clearly states that the information pertaining to the allegations of corruption and human rights violations will not fall under the exemption given to these organisations under Section 24 of the RTI Act.

Hyderabad-based RTI activist C J Karira had sought information pertaining to corruption in several top offices of the country from the CBI, but the agency had said since it is exempted from the RTI Act, it will not share such records.

It had also said that the information on alleged corruption and human rights violations can only be disclosed if the allegations are against any official of the agency.

This was an incorrect interpretation, as the RTI Act dealt with information 'held or controlled' by a public authority and does not make any distinction if the allegations of corruption are against its employee or not, the CIC had noted.

In 2012, then Chief Information Commissioner Satyananda Mishra had rejected the claims of the agency saying when it comes to disclosure of information on allegations of corruption, blanket immunity given to the agency from the RTI Act in Section 24 will not apply.

The agency had challenged it in the Delhi High Court.

In a judgement earlier this month, the High Court rejected the argument of the agency and said the allegations of corruption do not attract blanket exemption given to the agency in Section 24.

It has said the information pertaining to allegations of corruption and human rights violation can be denied only if they fell under Section 8(1) of the RTI Act which gives 10 grounds on which information can be denied.

"It is apparent from the plain reading of the first proviso to Section 24(1) of the Act that the information pertaining to allegations of corruption and human rights violations are not excluded from the purview," Justice Vibhu Bakhru pointed out.

The judge also cited a recent order of the High Court which dealt with the information sought from the Intelligence Bureau, also an exempted organisation under the RTI Act.

"The only conclusion that can be drawn is that, if the information sought pertains to allegations of corruption and human rights violations, it would be exempt from the exclusion clause, irrespective of the fact that the information pertains to the exempt intelligence and security organisations or not, or pertains to an officer of the Intelligence Bureau or not," the bench had said in the order.

Karira, who was present in the court, stated that the information sought by him has now become stale and he should be permitted to file a fresh application.

"In the event, such application is filed, the petitioner (the CBI) would examine the same. Although it would not be open for the petitioner to claim that information related to allegations of corruption in other organisation is exempt from disclosure, however, the petitioner would be liberty to examine whether the information sought by the petitioner is exempt under any clauses of Section 8(1) of the RTI Act," Justice Bakhru said.

He also upheld the cost put by the Central Information Commission to the CBI.

"The CIC had also awarded a cost of Rs 153 to the petitioner, which the petitioner has not paid as yet. The petitioner is directed to pay the sum along with interest at the rate of 12 per cent per annum from October 31, 2012 till the date of payment. Such payment as directed be paid within a period of four weeks from today," he said.

To crack NEET, medical aspirants take a break

CHENNAI: She had always aspired to become a doctor, but Meena* opted for a geology course at a city college after securing 94% in her Class XII board exams this year.

With a NEET score below 150, Meena could not make it to a medical college. But she is not giving up. She has taken up geology as it will give her the time to prepare for the exam next year. "I wanted to drop year but my parents were against it. So I took up a lighter course that would give me enough time to prepare for next year's NEET," she said.

Meena is not alone. Unable to crack NEET, several students in the city have either decided to take a break or join courses that are less time-consuming.

Rajesh of Pioneer Academy said several students pursuing BSc in Agriculture and BPharma courses want to take up weekend or evening classes for NEET. "Many of them want to give it a shot next year," he said.

Arts and science colleges in the city said they got enquiries following the NEET results even though admissions for most were over in August. Some colleges said they received a higher number of applications for courses across the board. Given the uncertainty surrounding NEET, institutions said students had sensed the high competition and had sought seats in other courses.

Loyola College said they had received around 40,000 applications -- almost 10,000 more than the average number every year - which was an all-time high. "We saw high demand for science courses that are usually not much sought after," said the college's PRO Anthony Samy.

The prospective NEET takers are not limited to those who have joined arts and science colleges. Several medical aspirants turned engineering students too are eyeing next year's NEET. This group has two types of students - while one set has joined engineering for the present academic year and are planning to prepare for NEET, there are those who have finished a year in engineering and are now keen on taking up NEET coaching.

Many students from Anna University have taken TC

after a year of engineering and are enrolling for coaching programmes to pursue medicine. "Some engineering students who had settled for the course want to join crash courses ahead of next year's NEET," said Sanjay Dadlani of the academy.

There are some, especially from the state board, who are staying away from the colleges altogether. The concept of taking a gap year is not new. Many state board students last year had enrolled for coaching to get a grasp of study material modelled on the CBSE syllabus.


This year too, many coaching centres have been kept busy, getting enquiries and admitting students for the year-long course. Some centres are offering CBSE Class XI and XII coaching along with NEET material.


K Yagnesh from Holy Cross Matriculation HSS said he decided to drop a year and concentrate on NEET.

"It was a sudden shift from state board to a CBSE-based paper. So I decided to take a year gap and enroll for coaching as I felt I could do better in NEET if prepared for it," he said.

CHENNAI: Censuring government teachers who are boycotting classes as part of their protest along with other state government employees demanding implementation of the Seventh Pay Commission recommendations, Justice N Kirubakaran of the Madras high court on Wednesday said such boycotts and strikes by teachers were also a primary reason for government school students' low marks in NEET.

"Only five government school students from the state have managed to secure medical seats. Protesting teachers should feel ashamed of this fact. They should know their responsibility. Such persons cannot involve in strikes," Justice Kirubakaran said.

The judge then directed the government to file a report by September 18 explaining the steps taken to bring the protests to an end.

Justice Kirubakaran made the observations while hearing a plea moved by advocate A P Suryaprakasam seeking a direction to the government to form an expert committee to urgently and effectively advise and prepare student community who have scored low marks in NEET and to provide psychological and moral support to face the reality.

Doctor dreams collapse due to lack of funds

G Sukanya aspires to be a doctor

CHENNAI: The dream of G Sukanya (23) had been to be a doctor. Until May, her dream was only a few months away from becoming a reality; now, it could remain just a dream.A medical seat didn’t come easy for Sukanya, who was from the Arunthathiyar SC community. When she didn’t get a seat in Government medical colleges, her father, a farmer, decided that that he would make her a doctor somehow, even if it meant selling all his property to get her a seat in a deemed university. It cost Rs 45 lakh, to be precise.
After paying Rs 16 lakh for the first and second academic years, her father passed away, leaving her looking skyward for a miracle. Unable to pay the fees for the third year, the college authorities allegedly asked her to leave which she eventually did in May this year.

“Since 2014, the authorities had been warning me that if I am unable to pay the fees, I have to leave. I joined the college in the year 2012 and yearly we had to pay Rs 8 lakh. In 2014, I was in the third year and was allowed to continue. By the end of 2015, I was not regular to college as the authorities went on asking for fees but I couldn’t pay. There was a gap of one-and-a-half years when I didn’t continue studies,” she said adding that it was this year in the month of May she had to give up her dreams.

Helpless yet determined to continue pursuing her dreams, she approached five businessmen and politicians in Coimbatore. But nobody was willing to pay the full amount. “From third year to the fifth year, it would cost Rs 24 lakh. But I asked only for Rs 8 lakh. They said they were ready to pay Rs 2 lakh to Rs 3 lakh. Even this they were not confident of paying,” she said.

While her father was a farmer, he sold bathroom tiles along with farming that fetched him around Rs 50,000 monthly. But after his demise, her mother started working in a dye factory and began earning Rs 10,000 a month which was sufficient for the two. But fulfilling her daughter’s dreams was impossible. “I want her to complete her MBBS. I just wish we get some sponsors. She had worked hard for this and she can do it. But if she has to give up her dreams due to lack of finance, it would be disappointing,” said B Sathya, her mother.

Sukanya said in Government colleges, an SC/ST student gets a scholarship of Rs 3 lakh and yearly, they have to pay less than Rs 50,000. But as she was in a deemed university, she is not eligible for a scholarship. “My teachers are saying that the management is only money oriented and are not bothered if I finish my MBBS. Now, I am waiting for somebody to help. I am also seeking help from activists,” she said.
She also added that when she approached banks for loans, they refused, saying they couldn’t provide loans in the middle of a course.

R Christiodas Gandhi, founder of Ambedkar Kalvi Centenary Movement (AKAM) said that since it was a deemed university, the activists could not approach the authority.“This is a case study of a capitation-fee victim. The SC/ST students in such colleges are ignored. We want to approach the management and urge them to consider her case,” he said, and added that they would also approach the Government for scholarship. “She was not able get loans or scholarships. Inspite of poverty, her father wanted her to pursue medicine. Dreams like hers get crushed because of the money-mindedness of colleges,” he said.

Puducherry: Lt governor Kiran Bedi has sought a thorough CBI probe into the alleged malpractices in the admission of students into MBBS courses under management quota in private medical institutions for the academic year 2016-17 in the Union territory of Puducherry.

Bedi's reaction comes a day after The Times of India published an article (on September 16) on three private medical colleges in Puducherry admitting 186 students, who had not even applied for admission in those colleges for MBBS last year under management quota.

"Justice demands that CBI investigates and chargesheet all responsible for creating this situation," she said. Bedi also asked the central vigilance commission to undertake a detailed inquiry into the negligence of all officers of the territorial administration.

Chairperson of the permanent admission committee and Madras high court former judge Chitra Venkataraman, in a report dated October 19 last year and addressed to the chief secretary, listed out serious lapses in the admission process in three private medical colleges and asked the Puducherry government to take appropriate action.

The government did not initiate any action on Justice's report. The Medical Council of India issued a notice on September 7, 2017 directing the government and institutions to discharge 770-odd MBBS students, who were not allotted seats through centralized admission committee (Centac). The MCI sought the government and institutions to send a compliance report within two weeks from the date of the order being dispatched.

Bedi while responding to chief minister V Narayanasamy's charge that she has been blocking development projects for the Union territory asked him to list them out.

"Would be happy to know from the honourable chief minister which development and whose development is he talking about? I am here for the good of Puducherry and its people. I will be happy to know of any productive project which was within the financial capability of approved financial budget that I held back. The chief minister may please make it public," she said,

Bedi maintained that it is her duty as an administrator with financial responsibilities not to approve any wasteful expenditure to save Puducherry from growing debt burden. She said she had been urging the government to improve its administrative management and financial recoveries.

The Supreme Court has allowed the Medical Council of India (MCI) to encash the bank guarantee of Rs10 crore furnished by Chintpurni Medical College and Hospital, Pathankot, for its failure to meet the MCI norms and rectify deficiencies.

The Supreme Court had allowed the college to fill 150 MBBS seats in September 2014, after it gave an undertaking that there were no shortcomings in the college.

The college had also given an undertaking that Rs10 crore, which the college had deposited with the MCI, might be forfeited by way of penalty if it failed to meet the MCI norms.

Now when the High Court issued an order in Aakansha Mahajan and others versus the Union of India and others on September 8, allowing the shifting of all MBBS students of 2014 batch of Chintpurni college to other colleges due to lack of facilities, the MCI has the liberty to encash the bank guarantee, reads the Supreme Court order passed this week. The order has been received by Baba Farid University of Health Sciences here.

For lapses in infrastructure or faculty requirement in the college, the MCI and the Union Government had denied the renewal of permission for admission to this college in 2012-13, 2013-14 and 2014-15.

But the permission was given on SC orders in September 2014.

NAINITAL: With eight faculty positions vacant, Dr Susheela Tiwari Government Medical College and Hospital could be in danger of losing its permanent accreditation by the Medical Council of India (MCI) to run an MBBS course.

A team of MCI officials had visited the institute on September 7 for a surprise inspection and found several irregularities. A total of eight positions are vacant in the medical college, including six in the radiology department, one in the biochemistry department and one in the dental department. Fifteen positions of resident and senior resident doctors have also been lying vacant here, the only government medical college in Kumaon.


Alok Upreti, public relations officer of the college said, “We are working towards fulfilling the requisite criteria that will help us secure the MCI accreditation.”

The institute was granted permission to run MBBS courses in 2004 by the MCI. The permission was later extended to 2009, keeping in view its satisfactory performance. In the same year, the institute was also granted a permanent accreditation.

ஒரே கிராமத்தை சேர்ந்த 900 பேர் ஆசிரியர்களாக பணிபுரியும் பெருமையை பெற்றிருக்கிறது, அலவான்டி கிராமம். கர்நாடக மாநிலம் கொப்பல் மாவட்டத்தில் அமைந்துள்ள இந்த கிராமத்தில் குறைந்தபட்சம் வீட்டுக்கு ஒருவர் ஆசிரியர் படிப்பு படித்திருக்கிறார்கள்.

மாநிலத்தில் உள்ள பல்வேறு பள்ளிகளில் அவர்கள் ஆசிரியர்களாக தங்கள் பணியை திறம்பட செய்து வருகிறார்கள்.இந்த கிராமத்தை சேர்ந்த சிவமூர்த்தி சுவாமி அலவான்டி, சுதந்திர போராட்டத்தில் பங்கு கொண்டவர். அவர்தான் அங்குள்ள மக்களுக்கு படிப்பின் முக்கியத்துவத்தை உணர்த்தி இருக்கிறார். ஆரம்பத்தில் அந்த கிராமத்து பள்ளிக்கூடத்தில் 4-ம் வகுப்பு வரையே இருந்திருக்கிறது. 1955-ம் ஆண்டு 7-ம் வகுப்பு வரையும், 1968-ம் ஆண்டு 10-ம் வகுப்பு வரையும் வகுப்புகள் தொடங்கப்பட்டிருக்கின்றன. 1981-ம் ஆண்டு கல்லூரி அமைக்கப்பட்டிருக்கிறது. அதனால் கிராமத்தில் படிப்பறிவு பெற்றவர்களின் எண்ணிக்கை பெருக ஆரம்பித்து விட்டது.

இந்த கிராமத்தைசேர்ந்தவர்களுக்கு விவசாயம்தான் பிரதான தொழிலாக அமைந்திருந்தாலும் கல்வி புரட்சியில் தங்களை இணைத்து கொண்டு விட்டார்கள். தங்கள் பிள்ளைகளை நன்றாக படிக்க வைத்து ஆசிரியர்களாக உருவாக்கி இருக்கிறார்கள்.அலவான்டி கிராமத்தில் 23 ஆண்டுகளாக ஆசிரியர் பணியில் இருக்கும் குருராஜ் பாட்டில், “ஒவ்வொரு வீட்டிலும் இரண்டு அல்லது மூன்று பேர் ஆசிரியர்களாக இருக் கிறார்கள்” என்கிறார். அவர்களை ஆசிரியர்களாக உருமாற்றியதில் தனக்கும் பங்கு இருக்கிறது என்கிற பூரிப்பு அவரிடம் வெளிப்படுகிறது.விரிவுரையாளராக பணிபுரிந்து ஓய்வு பெற்றவரான ஏ.டி கல்மாத், “சுதந்திர போராட்டம் எந்த அளவிற்கு கிளர்ச்சியை ஏற்படுத்தியதோ அதேபோல் இந்த கிராமத்தில் கல்வியும் பெரும் புரட்சியை ஏற்படுத்தியிருக்கிறது” என்கிறார்.அலவான்டியில் 1800 குடும்பங்களை சேர்ந்த சுமார் 8000 பேர் வசிக்கிறார்கள்.

பரிசலில் சென்று சுற்றி பார்க்க சுற்றுலாப் பயணிகள் ஆர்வம் காட்டுகின்றனர். ஆனால் இந்த பரிசல் ஓட்டும் தொழிலாளர்களின் நிலையோ மிகவும் கவலைக்குரியதாக இருக்கிறது. முதலில் இரண்டு ஷிப்ட் முறையில் இயங்கிய பரிசல் துறை, மாற்றப்பட்டு தற்போது ஒரே ஷிப்டாக இயங்குகிறது.




இந்த முறையில் பரிசல் ஓட்டுவது உங்களுக்கு சிரமம் இல்லையா என நாம் கேட்டபோது "இங்க மொத்தம் 400 பரிசல்கள் இருக்குங்க, ஆனால் ஓடுறதோ வெறும் 200 தான். மீதி இருக்குற பரிசல்கள் ஓட்ட முடிவதில்லை. லைப் ஜாக்கெட் இல்லாததே இதுக்கு காரணம். குறைந்த பட்சம் 900 லைப் ஜாக்கெட்டாவது வேணும். ஆனா எங்களுக்கு கொடுத்துள்ளதோ வெறும் 350 தான். இதனால சுற்றுலா பயணிகள் 1.30 மணி நேரத்துக்கு மேல காத்திருக்க வேண்டியிருக்கு. அந்த கோவத்த அவங்க எங்க மேலதான் காட்டுறாங்க. கடுமையா திட்டுராங்க. சுற்றுலா பயணிகள்கிட்ட திட்டு வாங்கிதான் எங்க பொழப்பே ஓடுது’ என்று குமுறுகிறார் ஒரு பரிசல் ஒட்டி.

அங்கு வேலை பார்க்கும் பெண் பணியாளரிடம் பேசினோம், ’ காலைல 7 மணிலருந்து ராத்திரி 7 மணி வரைக்கும் வேலை பாக்குறோம். ஒரு நாளும் எங்களுக்கு லீவு இல்லை. எங்களுக்கு சம்பளமா 233 ரூபா தரனும் ஆனா 203 ரூபா தா தராங்க’ என்றார்.

தோழர் பெரியார் அவர்களுக்கு,

வணக்கம். இறந்தவர்களுக்கு கடிதம் எழுதுவது பகுத்தறிவில் சேராது என்றாலும், காலத்தின் தேவை கருதி இந்தக் கடிதத்தை எழுதுகிறேன். 'பெரியார்' என்பவர் ஒரு மனிதர் மட்டுமல்ல; அடக்குமுறைகளுக்கு எதிரான கருத்தியல் என்பதை உளப்பூர்வமாக நம்புகிறேன்.

சமூகநீதிக்கு எதிராகவும், மாநில சுயாட்சிக்கு எதிராகவும் நிகழ்த்தப்பட்ட போரில், சில நாட்களுக்கு முன்னர், அனிதாவை இழந்திருக்கிறோம். அனிதா எங்களுள் ஒருத்தி. நாங்கள் இந்தக்கால தலைமுறையினர். நீங்கள் இறந்து ஏறத்தாழ நாற்பத்தைந்து ஆண்டுகள் கழித்தும் எங்கள் தலைமுறை மீண்டும் உங்களுக்காக ஏங்குகிறது.

‘பெரியார்’ என்ற மனிதர் குறித்த அறிமுகங்களை நாங்கள் பயின்ற பள்ளிகள் எங்களுக்கு ஏற்படுத்தித்தரவில்லை. மகாத்மா காந்தியோடு ஒத்துழையாமை இயக்கத்தில் ஈடுபட்ட பெரியாரை, சில மதிப்பெண்களுக்காக நாங்கள் படித்திருக்கிறோம். உங்களைப் போலவே, உங்கள் நண்பர் அம்பேத்கரும் ‘இந்தியாவின் அரசியலமைப்பை எழுதியவர்’ என்ற அளவில் மட்டுமே எங்களுக்கு அறிமுகம் செய்யப்பட்டிருந்தார்.

தமிழ்நாட்டில் சாதியை மிக வலிமையாக எதிர்த்ததும், பிற்படுத்தப்பட்டவர்களுக்கும் தாழ்த்தப்பட்டவர்களுக்கும் சமூகநீதியான இட ஒதுக்கீட்டைப் பெற்றுத் தந்ததும் திராவிட இயக்கங்கள். எங்கள் காலத்தின் மிக முக்கியமான அரசியல்வாதிகள் திராவிடத்தின் பெயராலேயே இயங்கி வருகின்றனர். அவர்கள் தங்களைத் தாங்களே உங்களின் வழித்தோன்றல்களாக முடிசூட்டிக்கொண்டாலும், நாங்கள் உங்களை ஏற்றுக்கொண்டதைப் போல அவர்களை ஏற்கவில்லை. சில மாதங்களுக்கு முன்பு நாங்கள் அதனையும் பெரும் போராட்டமாக வெளிப்படுத்தினோம்.

1951-ம் ஆண்டு இந்திய அரசியலமைப்புச் சட்டத்தின் முதல் திருத்தத்தைக் கொண்டு வந்து பல போராட்டங்கள் மேற்கொண்டு உங்களால் கொண்டுவர முடிந்தது. கல்வி மறுக்கப்பட்ட எங்கள் முன்னோருக்குக் கல்வி நிலையங்களுக்குள் நுழைய அது வாய்ப்பாக அமைந்தது.

நாங்களும் கடந்த ஜனவரி மாதம் ஏறத்தாழ ஏழு நாட்கள் போராட்டம் நடத்தினோம். வாடிவாசலில் காளைகள் நுழைவதற்கான போராட்டம் அது. எங்கள் வாழ்நாளில் நாங்கள் கண்ட மாபெரும் போராட்டம் அது. சென்னையின் மெரினா கடற்கரை முழுவதும் இளைஞர்களால் நிரம்பியிருந்தது. மத்திய அரசுக்கு எதிரான அந்த எழுச்சியை நீங்கள் கண்டிருந்தால் நிச்சயம் மகிழ்ந்திருப்பீர்கள்! நாங்கள் அந்த போராட்டத்தில் வெற்றிபெற்றோம். எனினும் அண்ணாவின் பெயரிலும், திராவிடத்தின் பெயரிலும் இயங்கும் ஆளுங்கட்சியின் உத்தரவால் காவல்துறையினர் எங்கள்மீது வன்முறையைத் தொடுத்தனர். மீனவ மக்கள் எங்களுக்கு உதவிக்கரம் நீட்டினார்கள். அவர்களது குடியிருப்புகளும் சூறையாடப்பட்டன.

கடந்த மே மாதம், சென்னை மெரினாவில், ஈழத்தமிழர்களுக்காக நினைவேந்தல் நிகழ்ச்சி மே 17 இயக்கத்தினரால் ஒருங்கிணைக்கப்பட்டிருந்தது. தடையை மீறி மெரினாவில் மக்கள் கூடுவதை தமிழக அரசு விரும்பவில்லை. நினைவேந்தல் நிகழ்ச்சிக்கு வந்தவர்களைக் கைது செய்தார்கள். அப்போது கடற்கரைக்கு சுற்றுலா வந்திருந்த வடமாநில இளைஞர்கள் இருவர் கைது செய்யப்பட்டிருந்தனர். கைதுக்கு சொல்லப்பட்ட காரணம், அவர்கள் கறுப்புச் சட்டை அணிந்திருந்தார்கள் என்பது. எந்த அண்ணா, தான் பாடுபட்ட இயக்கத்திற்காக கருஞ்சட்டை அணிந்து இளைஞர் படைக்கு தலைமை தாங்கினாரோ, அந்த அண்ணாவின் பெயரில் இயங்கும் ஆளுங்கட்சி மேடையேற்றிய அவலக்காட்சிகள் இவை.

நினைவேந்தல் நிகழ்ச்சி நடத்தி, ஈழப்போரில் இனப்படுகொலை செய்யப்பட்ட மக்களுக்கு அஞ்சலி செலுத்தியதற்காக திருமுருகன் காந்தி உள்ளிட்ட நால்வர் குண்டர் சட்டத்தில் கைது செய்யப்பட்டு, நூறு நாட்கள் கடந்து இன்னும் சிறையில் உள்ளனர். திருமுருகன், தமிழ்நாட்டு மக்களிடையே மத்திய அரசின் திட்டங்களைத் தொடர்ந்து அம்பலப்படுத்தியவர்.

நீட் தேர்வு சமூக நீதியின் அடிப்படையையே மறுக்கிறது. எங்களில் பலர் மருத்துவர்களாக இருக்கின்றனர். எனினும், நாங்கள் எங்களுக்கு அடுத்து வருபவர்களைச் சிந்திக்கின்றோம். ஒரு மனிதன் தன் எஞ்சிய வாழ்வைக் கழிப்பதற்கு இரண்டு விஷயங்களைத் தன் விருப்பப்படி தீர்மானிக்க வேண்டும். ஒன்று கல்வி; மற்றொன்று திருமணம்.

எங்களுக்குக் கல்வியில் இட ஒதுக்கீடு பெறப் போராடியது போல, சுயமரியாதை திருமணங்களையும் பல்வேறு இன்னல்களைத் தாண்டி நடத்தி வைத்தீர்கள். இன்று ஒரு ஆணும் பெண்ணும் சுயமரியாதையோடு, தங்கள் சாதி மறுத்து, திருமணம் செய்துகொள்வது, அவ்வளவு எளிதானது அல்ல. சாதிமறுப்பு திருமணம் செய்யும் இளைஞர்கள் அவர்களது பெற்றோராலேயே சாதி கெளரவத்திற்காகக் கொல்லப்படுகின்றனர். உடுமலைப்பேட்டையில் கெளசல்யா, தலித் சமூகத்தைச் சேர்ந்த சங்கரை திருமணம் செய்து கொண்டார். அதன் விளைவாக, நடுவீதியில் வைத்து இருவரும் வெட்டப்பட்டனர். சங்கர் உயிரிழந்தார்.

இன்று, கெளசல்யா உங்களையும், உங்கள் நண்பர் அம்பேத்கரையும் மக்களிடம் எடுத்துக்கூறி சாதிக்கு எதிரான பறையை வீரியமாக ஒலித்து வருகிறார். அவரைப் போலவே பல பெண்கள் இன்று போராட்டக் களத்தை நிரப்பி வருகின்றனர். அன்று உங்களால் கள்ளுக்கடை மறியலுக்கு நாகம்மையாரும், கண்ணம்மாவும் தலைமை தாங்கினர். அதன் நீட்சி, இன்று தமிழ்நாட்டில் அரசு மதுபானக்கடைகளுக்கு எதிராக பெண்களைப் போராட வைக்கிறது.

கதிராமங்கலத்தில் நடந்த போராட்டத்தில் மத்திய அரசுக்கு எதிராக போராடியதாக கைது செய்யப்பட்டு, குண்டர் சட்டத்தில் சிறையில் அடைக்கப்பட்டு, பிறகு விடுதலை பெற்றிருக்கிறார் வளர்மதி. விடுதலை பெற்றவுடன் போராட்ட களத்திற்கே சென்றிருக்கிறார். அனிதாவுக்காக தனது அரசுப் பதவியை உதறிய சபரிமாலா முதலானோர் நம்பிக்கை நட்சத்திரங்களாக இருக்கின்றனர்.

தமிழ்நாடு கடந்த சில ஆண்டுகளாக, அதிக போராட்டங்கள் நடத்திய மாநிலங்களில் முதலிடத்தில் உள்ளது. இது திராவிட இயக்கத்தின் மூலம் நீங்கள் விதைத்தது. அதிலும் இன்றைய ஆளும்கட்சியான அ.இ.அ.தி.மு.க. ‘வெங்காயம்’ ஆக முளைத்திருக்கிறது. ''வெங்காயத்தை உரித்துக்கொண்டே போனால் கடைசியில் எதுவுமே மிஞ்சாது. ஒன்றும் இல்லாத பூஜ்யப் பேர்வழிகளைத் தாக்கவே அந்த வார்த்தையைப் பயன்படுத்துகிறேன்'' என்று நீங்கள் சொன்னது மிகப்பொருத்தம்.

அனிதாவின் மரணம், தமிழ்நாடு முழுவதும் ஒட்டுமொத்த மாணவர்களையும் உலுக்கியிருக்கிறது. தமிழக அரசோ எந்தச் சலனமும் இல்லாமல் போராடும் மாணவர்களை ஒருபுறம் கைது செய்துவிட்டு, மறுபுறம் மாணவர் அமைப்பான சாரணர் படைக்கு பா.ஜ.க-வின் தேசியச் செயலாளர் ஹெச்.ராஜாவை தலைவராக்க முயற்சித்து, தோல்வி அடைந்தது.

அண்ணாவையும், திராவிடத்தையும் முன்னேற்றுவதாகக் கட்சி நடத்திக்கொண்டு, அமித் ஷா-வுக்கும் தமிழிசைக்கும் பணிசெய்து கொண்டிருக்கிறார்கள் எங்களால் தேர்ந்தெடுக்கப்பட்ட சட்டமன்ற உறுப்பினர்கள். பாரதிய ஜனதா கட்சி இத்தனை ஆண்டுகள் கழித்து தமிழ்நாட்டிற்குள் வெற்றிகரமாக நுழைந்திருக்கிறது.

உங்கள் வழித்தோன்றல்களை எங்களுக்கு முந்தைய தலைமுறையினர் நம்பினர். எங்களுக்கு அவர்கள் மீதான நம்பிக்கை குறைந்திருக்கிறதே தவிர, கூடவில்லை. உங்களைப் போன்ற அடிப்படைக் கொள்கைகளில் சமரசம் செய்யாத, துணிந்து போராடக்கூடிய கருத்தியல் தலைமைகளை மட்டுமே எதிர்பார்க்கிறோம். போராட்டங்களுக்காகவே காத்திருக்கிறோம்;
