Judge comes down heavily on CBSE Regional Officer for ignoring such issues

The Madras High Court Bench here has ruled that educational institutions have no right to withhold crucial documents such as Transfer Certificate (T.C.) and Conduct Certificate of students in an attempt to collect fee dues. It also observed that any claim relating to fee dues could be resolved only before civil courts.

Justice N. Seshasayee passed the order while disposing of two writ petitions filed by K. Nimmathi of Thanjavur district seeking a direction to Ponnaiyah Ramajayam Public School in Kumbakonam to issue the T.C. and other certificates of his two children besides refunding a deposit of Rs. 25,000 supposedly made at the time of their admission in 2015-16.

“No school has any authority to deny the issuance of the transfer certificates and other documents when the children opt to move to other schools...,” he held.

Pointing out that he initially made an attempt to solve the dispute between the writ petitioner and the school management through the intervention of the head of the of the Regional Office of Central Board of Secondary Education (CBSE) in Chennai, the judge came down heavily on the official concerned for turning a blind eye to such issues.

After recording the submission of Assistant Solicitor General G.R. Swaminathan that he could not obtain instructions from the officials concerned despite sending an e-mail and making several phone calls, Justice Seshasayee said: “The conduct of the second respondent (Regional Officer of the CBSE) is highly reprehensible and could not be appreciated.

Raps school chairman

He also rapped the chairman of the private school for displaying “arrogance” by reportedly describing all lawyers as “criminals” just because the petitioner had chosen to issue a legal notice to the school management through his advocate seeking return of the children’s T.C. and other documents.

“It is very unfortunate for someone who runs educational institutions with an avowed object of imparting knowledge and discipline to children to lose his balance and make such uncalled for statements,” the judge observed and directed the management to issue the T.C. and all other documents to the petitioner’s children.

“In case of any failure to obey this order by the fourth respondent (the school represented by its correspondent) resulting in delay and consequent inability of the petitioner to secure admission for his children in other schools, the children would continue their education in the next academic year in the same school without payment of any fees,” he ordered.

One held for assaulting medical officer

Race Course Police have arrested a lodge owner and are on the lookout for two 'journalists' on charges of assaulting the Resident Medical Officer (RMO) of the Coimbatore Medical College Hospital on Tuesday.

The police said that following a dispute in claiming the body of a man from Karamdai, the lodge owner, G. Venkatesh of Gandhipuram in the city and 'journalists' Prabhakaran and Gilmor abused RMO A. Soundaravel, threatened him with dire consequences and broke his mobile phone.

The RMO immediately informed the police, who managed to nab Venkatesh. But, Prabhakaran and Gilmor fled the hospital, the police said.

The three along with a few people went to the hospital to claim the body of a man they claimed was Krishnasamy of Karamadai. The identity card they produced was that of Krishnasamy. But the man whose body remained unclaimed in the hospital mortuary was that of a Kittusamy, who was admitted on May 11 and died despite treatment on May 15.

When the identification papers did not match, Dr. Soundaravel, suggested that they get a letter from the village administrative officer concerned so that he could handover the body.

Rejecting the suggestion, the three picked up a fight with the RMO, assaulted him and snatched the phone from him and broke it, the police said. Cases were registered against them under the provisions of the Indian Penal Code and Tamil Nadu Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2008.

Students allege lack of transparency in seat matrix, express unhappiness

Counselling for post-graduate seats in self-financing dental colleges was postponed on Tuesday after candidates alleged lack of transparency in the seat matrix.

The Directorate of Medical Education had called 601 non-service candidates and 26 service candidates for counselling. According to selection secretary G. Selvarajan, in the first round of counselling for 19 seats, 17 were filled.

On Tuesday, the remaining seats and five seats under the All India Quota were to be filled, apart from 109 seats surrendered by private dental colleges.

However, students surrounded the medical education officials alleging lack of transparency. A parent said: “They said only 109 seats were available whereas there should be more.”

Dentist B. Selvakumar, whose wife was participating in the counselling, said that as a topper in 2006, he had faced a similar situation. “There is need for transparency,” he said.

Students noted that under the government quota, the cost of education would be lower although there continue to be anomalies even there. A student said, “Annamalai University has been taken over by the government and though it has fixed a fee of Rs. 2.5 lakh, we paid Rs. 8 lakh per year for a BDS course.”

Similarly, P. Paul of Tiruchi, a parent, said his daughter had finished BDS in 2014 as a government quota student in a private dental college. “I paid Rs. 2.5 lakh per year as fee when the government fee was only Rs. 80,000. There was no stipend either.”

A disappointed M. Neelambari, who completed BDS in 2013, and is hoping to study orthodontics, said: “I wrote the State government’s entrance exam every year but with only four colleges offering the course and each of them having only three or four seats, I had to wait. This year, the new colleges have surrendered seats but the older colleges with good faculty have not. Under management quota, I must pay Rs. 8.5 to Rs. 9.5 lakh per year whereas a seat under the government quota would cost Rs. 2.5 lakh.”

‘No details’

Students say in deemed universities they would have to pay Rs. 12-18 lakh a year as fee and call for governmental pressure on private colleges to surrender 50% seats as mandated by the Dental Council of India. Dr. Selvarajan said, “Deemed universities have not yet given the details of seat availability.”

He added, “We are abiding by the Madras High Court judgement and the State government’s Act framed in 2007, which allows for consensual agreement on surrender of seats between the DME and minority institutions.”

High fee forces students to skip counselling

Several students opted out of PG medical counselling on Monday after coming to know that the fee structure in self-financing colleges was higher than what was mentioned on the official website.

A candidate from Bengaluru, who arrived at 9.30 a.m. at the Government Multi Super Speciality Hospital on Anna Salai, was awaiting his turn when a representative of a medical college announced that what is mentioned on the website (Rs. 13 lakh) was only the tuition fee and that it did not include hostel accommodation and other fees.

“We were told that it would cost Rs. 25 lakh per year, including hostel accommodation. We said we would stay out of the campus, but she said it was compulsory to stay on campus,” the candidate who opted out of counselling said.

The candidate’s relative said he was shocked to see college representatives on the premises where counselling was held. “During engineering counselling, self-financing engineering college representatives cannot come anywhere close to Anna University. Why is such a system not being followed,” he wanted to know.

This year, following directions from the Medical Council of India, the Directorate of Medical Education is conducting counselling for seats in deemed universities, management quota and government quota. Selection committee officials said they had permitted the representatives to enable candidates to assess the facilities in the college of their choice.

Officials said candidates could lodge written complaints if they were asked to pay fees higher than the government stipulated amount.

They said the mandate was only for counselling and the fee structure was fixed by a separate committee.

Hostel stay must

Hostel was not a choice for candidates choosing clinical courses, officials said. “PG students opting for clinical programmes must stay on campus as it involves hospital services. Non-clinical programme students can stay off campus,” explained an official. When the selection committee was asked why college representatives were permitted, selection secretary G. Selvarajan said it was done with the idea of helping students clear their doubts. Also, counselling was being held for management quota seats. No representatives of self-financing institutions would be allowed on the premises during counselling for government quota seats, he said.

Counselling for management quota seats will continue on Tuesday after which counselling for government quota seats will be held. There is likely to be a mop-up round for vacancies in deemed universities.

Academics seek to disband Vice-Chancellor search committees

See discrepancies in the panels that were announced many months ago; want fresh ones with qualified members to be constituted

At a time when the Vice-Chancellor search committees of the University of Madras, Anna University and Madurai Kamaraj University are learnt to have submitted their respective shortlists to the Governor-Chancellor Ch. Vidyasagar Rao, a section of academics has called for disbanding the search panels and constitute them afresh citing discrepancies. Besides, the search committees were constituted many months ago.

It is learnt that among those being considered for the post of Vice-Chancellor to these universities include Maria John, a professor of Manonmaniam Sundaranar University; R. Perumalsamy, former member of State Information Council and TN Public Service Commission; A. Chelladurai, former Registrar in MS University; H. Devaraj, former Vice-Chairman of UGC; D. Velmurugan, former head of Department of Crystallography and Biophysics at University of Madras; former Vice- Chancellor R.Thandavan; former V-C M. Rajaram and two professors from Central institutions.

“The Governor should constitute a fresh search panel for Madurai Kamaraj University. The search committee was originally constituted over two years ago. One of the members Mu. Ramasamy had resigned last year levelling charges of bias against the convenor of the search committee. At that time itself the panel should have been disbanded but the government chose to retain the committee by inducting a new member in place of Mr. Ramasamy,” pointed out a former professor of the university. “How could a panel whose convenor faced charges of bias be allowed to recommend a shortlist,” he asked.

Likewise, the search panel for University of Madras too was constituted over a year ago. One of its members is R. Surendira Prasad, a full-time Ph.D scholar at the university. When he was nominated by the senate, academics had wondered how could a research scholar of the university be a member of the search panel that would recommend names for the university’s Vice-Chancellor post. In the case of Anna University, the search committee comprises the chairman of a self-financing engineering college. “Also, the convener of the panel is not an engineer by qualification. How could this panel recommend names for the Vice-Chancellor of the largest technical university,” asked an Anna University professor.

Ma. Selvarajan, a former president of Madras University Teachers’ Association, says it should take only one month to identify a qualified academician to head the university.

Study confirms airport baggage delays

Passengers sometimes wait for up to an hour to see their bags rolling down the belt: AAI

A common grouse among passengers who fly in to Chennai is the long wait to collect the baggage at the terminal.

Harried passengers often take to social media to vent their anger. “Flight arrived at 8:20, baggage arriving to the belt at 9:40, Chennai airport is the best in handling the baggages,” tweeted Venkat recently on his handle @venkat1INDIA. An exasperated Venkat couldn’t help the sarcasm.

Another passenger through his handle @dinu757 posted: “50 mins to start baggage belt and worst services. No responsibility and immature labour.”

What has been known anecdotally has now been established by a recent study by the Airports Authority of India (AAI) that operates Chennai airport. The study found that it can take up to one hour for a passenger to see his or her bags rolling down on the belt.

The study was initiated after frequent complaints by passengers.

Done over a month, it sought to analyse how long it takes for checked-in bags to travel from the aircraft to the belt in the terminal.

During the study period, for eight days, it took nearly an hour for passengers to get their baggage. On one occasion, it took 81 minutes.

Analysing bottlenecks

Officials of the AAI said they did this study to zero in on bottlenecks in the bags’ journey.

“Now that we have the results, we will hold discussions with the stakeholders and find out where the problem lies and how it can be rectified. We will make sure the issue is resolved at the earliest,” an official said.

Passengers say the problem is particularly bad in the international terminal. Suhrith S, a passenger, said that when he returned from the U.S. a few weeks ago he had to wait for nearly half hour at the belt to get his bag.

“The flight journey is tiring enough for us. Standing in the terminal for long is frustrating. Sometimes the baggage is not handled well either,” he said.

Sources at Chennai airport said various factors were involved in baggage arriving at the belt on time, including the type of aircraft, its capacity and where it is parked.

If it is a wide-body aircraft and parked away from the terminal, then it takes longer, sources said. Airlines have set deadlines for how soon the baggage should reach the passengers, sources added.

“Ideally, for a domestic flight, baggage should reach within 15-25 minutes and for international, about 45 minutes," an official said.

Wait to use cell phone in metro underground stations gets longer

The wait to use your mobile phones in the underground section of Namma Metro just got longer. The Bangalore Metro Rail Corporation (BMRCL) officials say they are not to blame this time. Two months after the first service provider signed up to provide connectivity, others are yet to follow.

In March this year, one cell phone service provider – Reliance Jio – started providing services to customers who would travel the underground stretch between Cubbon Park and Magadi Road. This was possible only a year after the stretch was commissioned. The BMRCL had tied up with a company – American Tower Corporation (ATC) – to provide the infrastructure needed for broadcasting mobile signals underground.

Work on the project was delayed several times as time could not be allotted for the laying of cables in the tunnels.

However, work was completed in March this year and BMRCL invited service providers to sign up with ATC use the infrastructure.

Almost two months later, users are still not able to use their cell phones.

“It has been more than one year since they started services on this route. If cell phones connected to one provider work, why can’t the other companies also provide the service,” asks Anita R.K., who commutes to the Vidhana Soudha station daily.

“The companies have to approach ATC and sign an agreement with them. We are also on track to finish laying infrastructure for the underground section of Green Line. It will be complete in two months. It is up to the companies now to sign agreements and start providing the service,” a senior BMRCL official said.

Chaos as 35 allotted PG seats get cancelled

KEA calls it an oversight

An oversight on the part of the Karnataka Examinations Authority (KEA) has left more than 400 postgraduate medical and dental students fuming. On Tuesday, they were alerted that the seats allotted to them last week had been cancelled.

Thirty-five candidates lost their seats, while 404 were informed that they have been allotted different courses or colleges from what was assigned to them on May 20.

Officials attributed the reasons for this mess to the failure to factor in the Hyderabad-Karnataka reservation.

Notification issued

“During the allotment on May 20, Hyderabad-Karnataka reservation was not considered for allotment due to a technical error. Hence, the second round allotment for medical/dental postgraduate seats was redone and republished on May 22,” said a notification from the authority.

A total 129 Group A and Group B officers of the government of India have been sacked over the past one year for non-performance, Union minister of state for personnel Jitendra Singh said on Tuesday .The “compulsory retirement“ of 30 Group A and 99 Group B officers -ordered under Rule 56(J) of CCS Pension Rules, 1972 -is an outcome of an ongoing review of service record of 24,415 Group A officers and 42,521Group B officers over the past few months. The review had found the said officers to be `deadwood', based on adverse inputs obtained from their respective departments, leading the department of personnel and training to order their compulsory retirement for service “in public interest“.
The Centre had in January terminated a senior IAS officer on grounds of non-performance.
Earlier in 2014, graft-taint ed IAS couple in Madhya Pradesh, Arvind and Tinoo Joshi, were dismissed from service.
Singh, while briefing mediapersons on the achievements of departments under his charge in the past three years of Modi regime, said the government has zero-toler ance policy towards corruption and is committed to ensure citizen-centric governance. The government, he said, is working on finalising amendments to the Lokpal Act, primarily to plug the inadequacies in the original Act drafted by the UPA government.
Two issues that a ministerial panel examining the report of a parliamentary standing committee, is seized of are inclusion of leader of the single largest opposition party , in the absence of a leader of the opposition, in the selection committee as well as specifying the tenure of the jurist member on the panel.

Patient dies after ward boy keeps brick under his 

head

A picture of an emergency patient lying on a stretcher with a brick placed under his head, which was tweeted to state health minister Siddharth Nath Singh, drew his attention and the minister ordered a probe into the matter on Tuesday . The inquiry revealed that a ward boy who has now been suspended had placed the brick under the patient's head when he complained of headache. The patient later died. According to the officials at the district hospital, 42 year-old Najeemuddin Ansari was admitted to emergency ward of district hospital early on Monday . Najeemuddin had a head injury . After an X-ray of his head, the patient was being taken on a stretcher to the emergency ward when the ward boy placed a brick under his head.“We received an email from the state government and were asked to take immediate action into the matter. I directed two of our doctors, Dr V K Dhasmana and Dr Karmendra, to probe the matter. The inquiry report stated that when the patient was being shifted from X-ray room to the emergency ward, he complained of headache.In case of a head injury, we do not keep pillow under the head of the patient. However, after the patient complained of headache on his way to emergency ward, the ward boy picked a brick lying on the roadside and placed it under his head,“ said Dr K S Gupta, chief medical superintendent, district hospital.
Action is also being taken against a nursemaid present when a brick was placed under the patient's head.
“As it was an inhuman act, ward boy Baljeet has been suspended. Besides, I have written to the private agency from which we have outsourced ward nursemaid, Poonam, to transfer her elsewhere. As she is not our employee, I cannot take direct action against her,“ said Dr Gupta who has forwarded the report to the state government. After the patient succumbed to his injuries on Tuesday , his family took the body home.

Compensate PhD scholar for 16 yrs lost in jail:

The Uttar Pradesh government has been directed by a Barabanki court to compensate former AMU scholar Gulzar Ahmed Wani, who was acquitted of terror charges after 16 years of incarceration in the 2000 Sabarmati Express blast case.The court directed the Aditya Nath Yogi-led government to pay compensation to Wani in terms of the average income in accordance with his educational qualification for the time he spent in jail, saying he was a victim of “negligence“ of officials in probing the case.
Wani was pursuing PhD in Arabic from Aligarh Muslim University when he was arrested from Delhi on July 30, 2001.
The court held the UP government responsible for the damage caused by its officials to the state exchequer for their negligence in probing the case leading to financial loss. It said the officials had not obtained sanction to prosecute the accused and a chargesheet was filed in dereliction of their duty , violating Wani's physical independence and also harming him physically and mentally .
The court's findings came as it acquitted Wani and Mohd Abdul Mobeen of the charge of having allegedly orchestrated the Sabarmati Express blast in 2000 that had claimed nine lives and left several others injured.
It said the police had not produced any evidence to prove that the two had conspired with others to cause a bomb blast in the train and wage a war against the country . Additional sessions judge M A Khan, in his judgment written in Hindi, said if the government feels, it can recover the compensation amount from the concerned police officials.
It said if the government failed to pay the compensation, Wani would be at liberty to approach the Allahabad high court.
A total of 11cases were lodged against Wani, of which he has been exonerated in 10 -either acquitted or discharged.

Study reveals how neem can cure oral cancer

India's traditional toothbrush, the neem, has properties that can prevent oral cancer, scientists from the biochemistry and biotechnology department at Annamalai University in Chidambaram have confirmed.While neem's anti-cancer properties have been demonstrated several times by a number of researchers, scientists in Annamalai University demonstrated that a bioactive ingredient, nimbolide, activates a tumour suppressor protein called RECK (Reversion-inducing Cysteinerich Protein with Kazal Motifs), which is found in all normal tissues but is low or absent in malignant tumours. The research, they hope, will enable the manufacture of drugs that improve survival rates and treatment outcomes in patients with oral cancer.
The research study , pub lished in a peer reviewed journal, Scientific Reports, Nature Publication Group in May , said nimbolide, derived from the leaves and flowers of the neem tree, could be used effectively to treat oral cancer, said biochemistry and biotechnology professor Siddavaram Nagini. In the laboratory , a team of researchers showed that nimbolide prevents cancer progression by preventing growth of uncontrolled malignant cells. It also spreads to other tissues through new blood vessels and kills cancer cells.
“RECK has tumour suppressing properties. In normal cells, it maintains tissue architecture and prevents infiltration and spread of tumour cells to other organs. In cancer, an array of molecules inhibits the function of RECK. Nimbolide suppresses the functions of the molecules that inhibit the function of RECK,“ Nagini said.
The team is planning to conduct large-scale studies to analyse the therapeutic potential of nimbolide as a stand-alone drug and in combination with other chemotherapeutic drugs in other preclinical cancer models.They also have proposed to study the absorption, distribution, metabolism, and excretion properties of nimbolide. They have established the anticancer properties of neem extracts and neem compounds, especially nimbolide, through a series of studies over the past two decades.

Doctors turn to crowdfunding to help patients

City doctors are now going beyond the confines of clinical practice to seek funds for patients struggling to meet medical expenses through crowdfunding.At least 22 doctors have helped find financial resources through crowdfunding to meet the treatment expenses of around 350 patients, many of who were children requiring transplants and those suffering from cancer.
The family of a 6-year-old girl with leukemia who needed `10 lakh for chemotherapy , an eight-month-old boy born to his parents 20 years into their marriage who required a liver transplant ­ every doctor present at a press meet held on Tuesday bore testimony to the gratitude and relief of anxious families.
“It isn't just the poor who struggle. We've seen middleincome couples, some who have already spent exorbitantly for fertility treatments, running from door-to-door seeking money for their child ren's surgeries,“ said Revathi Raj, paediatric haematologist, who refers some of her patients to Bengaluru-based crowfunding platform Milaap.
Doctors say monetary issues also delay treatment. “It is shameful if we lose a patient just because they can't afford treatment. Sometimes, we take time off to write to numerous people in desperation,“ said senior surgeon Dr Priya Ramachandran of Kanchi Kamakoti CHILDS Trust hospital, who also raises funds for children with cancer. She said oncologists in particular find it difficult as they have to play the role of doctors and counselors. “We also need to help them find a way out. Crowdfunding has been a great resource,“ she sa id.
Crowdfunding is the practice of funding a project or venture by raising money online from a large number of people who each contribute a relatively small amount.
Anoj Viswanathan, co-founder of Milaap, said the platform receives a lot of requests for raising funds for medical needs. “Doctors have been setting up fundraisers for patients in need within their capacity for some time now. A tieup with crowdfunding sites can speed up the process and help them reach out to more people,“ he said. He said donors can also authenticate the request for funds by contacting the respective doctors whose details will also be available on the site.

`Don't recruit docs on contract'

The Tamil Nadu Government Doctors association has urged the principal health secretary J Radhakrishnan to stop appointment of the director of Omandurar Super Speciality Hospital on a contractual basis.

On April 28, the medical services recruitment board called for applications for the director's post for monthly salary of `2.5 lakh by May 19. The doctors association has opposed appointment which offers higher salary on contract basis as it would demoralise government doctors who are eligible for the post.

“Better pay belittles the massive role of the dean of Madras Medical College and all other medical colleges,“ said association president K Senthil. Recruitment on a regular basis will provide opportunities for government doctors at the cadre of dean he said.

கடந்த 2012க்கு பிறகு தற்போது கணக்காயர் அலுவலக குழு இம்மருத்துவமனையில் ஆய்வுப்பணிகளை மேற்கொண்டு வருகிறது. முதலில் மூன்று பேர் கொண்ட குழுவினர் பத்து நாட்கள் ஆய்வுப் பணியில் ஈடுபட திட்டமிட்டிருந்தனர். ஆய்வு துவங்கியதும், அமைச்சர் விஜயபாஸ்கர் அழுத்தத்தால் பல லட்ச ரூபாய் செலவில் வாங்கப்பட்டு பயன்பாடின்றி உள்ள 'பேட்டரி' கார்கள் மருத்துவமனை விரிவாக்க கட்டடத்தில் மறைத்து வைக்கப்பட்டன. அரசு காப்பீட்டு திட்ட வருவாயை கையாண்டது குறித்த ஆவணங்களை குழுவுக்கு வழங்க மருத்துவமனை அலுவலர்கள் மறுத்தனர்.
கிடைத்த சில ஆவணங்கள் மூலம் குழுவினர் பொதுப்பணித்துறை பணிகளில் பெரிய அளவில் ஊழல் நடந்ததை குழு கண்டறிந்தது. அதை உறுதிப்படுத்த, அவர்கள் மேற்கொண்டு கேட்ட ஆவணங்கள் தர பொதுப்பணித்துறை மறுத்து விட்டது. இதனால் ஆய்வுப்பணி மேலும் சில நாட்களுக்கு ட்டிக்கப்பட்டுள்ளது.

தோண்ட, தோண்ட பூதம்
டாக்டர்கள் கூறியதாவது: 'தோண்ட, தோண்ட பூதம் கிளம்புவது போல்', கணக்காயர் குழு ஆய்வில் பல்வேறு முறைகேடு வெளியாகி வருகிறது. அரசு காப்பீட்டு திட்டம் மூலம் ஆண்டுக்கு 25 கோடி ரூபாய் வருவாய் கிடைக்கிறது.
இதனை முன்னாள் நோடல் அதிகாரி சந்திரகுமார் கையாண்டது குறித்த ஆவணங்களை அலுவலர்கள் தர மறுத்ததால், மருத்துவமனை அதிகாரிகளுக்கு சம்மன் அனுப்பும் நிலை ஏற்பட்டது. உள்ளூர் அமைச்சர்கள், அதிகாரிகளுக்கு கொடுக்கப்படும் 'கமிஷன்' போக, 50 சதவீத நிதி கூட பொதுப்பணித்துறை திட்டங்களுக்கு பயன்படுத்தப்படுவதில்லை.

சென்னை: 'இன்று, தமிழகத்தின் கடற்கரையிலிருந்து எட்டியுள்ள மாவட்டங்களில், கன மழை பெய்யும்' என, வானிலை ஆய்வு மையம் கணித்துள்ளது.

தமிழ்நாட்டில் கடந்த 4ம் தேதி அக்னி நட்சத்திரம் துவங்கியது. அக்னி நட்சத்திரம் வருகிற 28ம் தேதியுடன் முடிவடைகிறது. இதனால் இரண்டு வாரங்களாக, வடக்கு மற்றும் உள் மாவட்டங்களில், அனல் அலை வீசியது. அதனால், 24 இடங்களுக்கு, அனல் அலை எச்சரிக்கை விடுக்கப்பட்டது. இந்நிலையில், அனல் அலை தணிந்து, பெரும்பாலான மாவட்டங்களில், வெப்ப நிலை, 40 டிகிரிக்கு கீழ் குறைந்து உள்ளது.

அ.தி.மு.க. கட்சியில் பிளவு ஏற்பட்டு அ.தி.மு.க. அம்மா அணி, அ.தி.மு.க. புரட்சி தலைவி அம்மா அணி என்று இரண்டு கட்சிகளாக செயல்பட்டு வருகின்றன. ஆளும் கட்சியான அ.தி.மு.க. அம்மா அணியில் 122 எம்.எல்.ஏ.க்கள் உள்ளனர்.

திருமங்கலம் முதல் நேரு பூங்கா வரை சுரங்க ரெயில்பாதையில் கடந்த 14–ந்தேதி முதல் போக்குவரத்து தொடங்கப்பட்டது. இதுவரை 2 லட்சத்து 82 ஆயிரத்து 621 பயணிகள் பயணம் செய்துள்ளனர். 1 லட்சத்து 23 ஆயிரத்து 827 ஸ்மார்ட் கார்டுகள் விற்பனை செய்யப்பட்டு உள்ளன. கடந்த ஜனவரி மாதத்தில் இருந்து கடந்த 21–ந்தேதி வரை மெட்ரோ ரெயிலில் 20 லட்சத்து 25 ஆயிரத்து 439 பேர் பயணம் செய்துள்ளனர். நேரு பூங்காவில் இருந்து பரங்கிமலை வரை ரூ.45–ம், நேரு பூங்கா முதல் விமானநிலையம் வரை ரூ.54 கட்டணமும் வசூலிக்கப்படுகிறது.

அனைத்து ரெயில் நிலையங்களிலும் ஸ்மார்ட் கார்டுகள் வினியோகிக்கப்படுகிறது. பள்ளி, கல்லூரி மாணவர்கள் குழுவாக பயணம் செய்தால் 10 சதவீதம் தள்ளுபடி வழங்கப்படுகிறது. நீண்ட வரிசையில் காத்திருப்பதை தவிர்ப்பதற்காக தனியாக பயண அட்டை விற்பனை செய்யப்படுகிறது. ரெயில் நிலையங்களில் உள்ள டிக்கெட் விற்பனை செய்யும் எந்திரத்தில் ரீசார்ஜ் செய்துவிட்டு பயணத்தை தொடரலாம். குறைந்த பட்சம் ரூ.50–க்கு கிடைக்கிறது. தேவையில்லை என்று அட்டையை திரும்ப செலுத்தினால் ரூ.10 திருப்பி தரப்படும். அதிகபட்சமாக நாம் பயணம் செய்யும் எண்ணிக்கைக்கு தகுந்தவாறு ரூ.3 ஆயிரம் வரை ரீசார்ஜ் செய்துகொள்ள முடியும். இவ்வாறு அதில் கூறப்பட்டு உள்ளது.

டாக்டர் ஏ.எல். முதலியார், என்.டி.சுந்தரவடிவேலு, மால்கம் ஆதிசே‌ஷய்யா, சில தினங்களுக்கு முன்பு மறைந்த பேராசிரியர் ஞானம் போன்ற பலர் இந்த துணை வேந்தர் பதவிக்கு பெருமை தேடித்தந்தனர். சில துணை வேந்தர்கள் தங்கள் பதவிக்குரிய கவுரவத்தை கட்டிக் காத்தனர். அமைச்சர்கள் பார்க்கவேண்டும் என்றாலும்கூட, துணைவேந்தர் அறைக்கு வந்துதான் பார்க்கவேண்டும் என்று உறுதியாக இருந்தவர்களும் உண்டு. ஆனால், சமீபகாலங்களில் பல துணைவேந்தர்கள், அமைச்சர்களின் அறைவாசலிலும், உயர்கல்வித்துறை செயலாளர் அலுவலக வாசலிலும் பைலோடு காத்துக்கொண்டிருந்த நிலையும் இருந்ததாக பலர் கூறுவது, நிச்சயமாக இந்த துறைக்கே பெரிய குறைபாடாகும். மதுரை காமராஜர் பல்கலைக்கழகத்தில் துணைவேந்தராக இருந்த கல்யாணி மதிவாணன் ஓய்வுபெற்று 2 ஆண்டுகளாகியும், துணை வேந்தர் நியமிக்கப்படவில்லை. இதுபோல, சென்னை பல்கலைக்கழக துணைவேந்தராக இருந்த தாண்டவன் ஓய்வுபெற்று 1½ ஆண்டுகளாகிறது. அண்ணா பல்கலைக் கழக துணைவேந்தராக இருந்த ராஜாராம் ஓய்வுபெற்று ஒரு ஆண்டாகிறது.

கலந்தாய்வு நடத்தப்படாமல் தேதி குறிப்பிடாமல் தள்ளிவைக்கப்பட்டது.பல் மருத்துவம்

தமிழகத்தில் மருத்துவ பட்டமேற்படிப்பில் சேருவதற்கான கலந்தாய்வு சென்னையில் உள்ள பன்னோக்கு சிறப்பு மருத்துவமனையில் நடந்தது. பல் மருத்துவ பட்டமேற்படிப்புக்கான கலந்தாய்வு நேற்று பகல் 2 மணிக்கு தொடங்குவதாக இருந்தது. இதற்காக பல் மருத்துவ பட்டதாரிகள் ஏராளமானோர் கூடியிருந்தார்கள். 108 இடங்களுக்கான கலந்தாய்வுக்கு 601 பேர் அழைக்கப்பட்டு இருந்தனர்.

அவர்கள் அனைவரும் கடந்த வருடம் நடைபெற்ற நீட் தேர்வில் தேர்ச்சி பெற்று, ரேங்க் அடிப்படையில் அழைக்கப்பட்டு இருந்தனர். ஆனால் சுயநிதி பல் மருத்துவ கல்லூரிகளில் இருந்து 50 சதவீத இடங்களை பெறவில்லை என தெரிகிறது. மேலும் எத்தனை இடங்கள் உள்ளன என்பது தமிழக சுகாதாரத்துறை இணையதளத்தில் வழக்கமாக 2 நாட்களுக்கு முன்பு வெளியிடப்படும். ஆனால் கலந்தாய்வுக்கு முந்தைய நாள் இரவில் தான் இந்த பட்டியல் வெளியிடப்பட்டது.மாணவர்கள் தகராறு

அரசுக்கு சுயநிதி பல் மருத்துவக் கல்லூரிகளில் இருந்து சமர்ப்பிக்கப்பட்ட இடங்கள் கிளினிக்கல் படிப்பு சார்ந்த இடங்கள் இல்லை என்றும் தெரியவந்தது. இதன் காரணமாக கலந்தாய்வை நடத்தவிடாமல் மாணவர்கள் பலர் தகராறு செய்தனர். ஏராளமான பல் மருத்துவ பட்டதாரி மாணவ–மாணவிகள் தங்களது கோரிக்கைகளையும், வருத்தத்தையும் கலந்தாய்வு நடத்தவந்த ஊழியர்களிடம் தெரிவித்தனர்.

இதனால் கலந்தாய்வு நடத்தப்படாமல் பாதுகாப்புக்கு போலீசார் வரவழைக்கப்பட்டனர். போலீஸ் அதிகாரிகள் மாணவர்களை சமரசம் செய்ய முயன்றனர். ஆனால் அவர்கள் அதனை ஏற்காததால், அமைதியாக வெளியேறும்படி போலீசார் கூறினார்கள். இந்த சம்பவம் காரணமாக கலந்தாய்வு தேதி குறிப்பிடாமல் தள்ளிவைக்கப்பட்டது.

இதுகுறித்து கலந்தாய்வுக்கு வந்திருந்த மாணவர்கள் சிலர் கூறியதாவது:–மாணவர்கள் குமுறல்

நீட் விதிமுறைப்படி 50 சதவீத இடங்களை தனியார் கல்லூரிகள் மாநில அரசுக்கு சமர்ப்பிக்க வேண்டும். ஆனால் கலந்தாய்வுக்கு 108 இடங்கள் தான் வந்துள்ளன. அதிகமான இடங்கள் குறைக்கப்பட்டுள்ளது. நீட் தேர்வில் மதிப்பெண் குறைவாக பெற்றவர்கள் ஏற்கனவே சுயநிதி பல் மருத்துவக் கல்லூரிகளில் சேர்ந்து வகுப்புகள் நடந்து கொண்டிருக்கிறது. அவர்கள் அதிக கட்டணம் கொடுத்து சேர்ந்துள்ளனர். கலந்தாய்வுக்கு கிளினிக்கல் இடம் சமர்ப்பிக்கப்படாததால் நாங்கள் பாதிக்கப்படுகிறோம். கிளினிக்கல் படிப்பிற்கான இடங்களை சமர்ப்பித்தால் தான் எங்களுக்கு இடம் கிடைக்கும்.

இவ்வாறு அவர்கள் தெரிவித்தனர்.

மருத்துவ மாணவர் சேர்க்கை செயலாளர் டாக்டர் செல்வராஜ் கூறியதாவது:–சிறுபான்மை கல்லூரிகள்

சுப்ரீம் கோர்ட்டு, சிறுபான்மை சுயநிதி பல் மருத்துவக் கல்லூரிகள் 70 சதவீத இடங்களை வைத்துக்கொண்டு, 30 சதவீத இடங்களை அரசுக்கு வழங்கினால் போதும் என்று கூறியுள்ளது. ஐகோர்ட்டு சமீபத்திய தீர்ப்பில், சிறுபான்மை சுயநிதி பல் மருத்துவக் கல்லூரிகள் விரும்பினால் இடங்களை அரசுக்கு கொடுக்கலாம் என்று உத்தரவிட்டுள்ளது. சில வருடங்களுக்கு முன் தமிழக அரசு சட்டம் ஒன்றை பிறப்பித்தது. அதில் சிறுபான்மை கல்லூரிகள் அவர்களாக விரும்பி தரும் இடங்களை பெற்றுக்கொள்ளலாம் என்று கூறியுள்ளது.

அரசு பல் மருத்துவ கல்லூரியில் மருத்துவ பட்டமேற்படிப்பிற்கான இடங்கள் 19 இருந்தன. கலந்தாய்வில் அதில் 17 இடங்களை மாணவர்கள் தேர்ந்து எடுத்தனர். சுயநிதி கல்லூரிகளில் பல் மருத்துவ பட்டமேற்படிப்பில் சேர கலந்தாய்வுக்கு 108 இடங்கள் தான் உள்ளன. இதில் சிறுபான்மை பல் மருத்துவ கல்லூரிகள் 50 சதவீத இடங்களை அரசுக்கு சமர்ப்பிக்கவில்லை. இதனால் தான் இந்த பிரச்சினை எழுந்துள்ளது.கலந்தாய்வு தள்ளிவைப்பு

இந்த பிரச்சினை காரணமாக கலந்தாய்வு தேதி குறிப்பிடாமல் தள்ளிவைக்கப்பட்டுள்ளது. அரசிடம் ஆலோசனை பெற்று கலந்தாய்வு தேதி பின்னர் அறிவிக்கப்படும். இவ்வாறு டாக்டர் செல்வராஜ் தெரிவித்தார்.

இது ஏறத்தாழ ஆறு தசாப்தங்களுக்கு முன் நடந்த சம்பவம். ஒல்லியான தேகம்கொண்ட அந்த இளைஞர் பிரபலமான ஒரு கல்லூரியில் சேர்வதற்கான நேர்காணலுக்குச் செல்கிறார். நேர்காணல் தொடங்கிய ஒரு சில நிமிடங்களிலேயே அவருக்கு அந்தக் கல்லூரியில் சேர்வதற்கான வாய்ப்பு மறுக்கப்படுகிறது. அதற்குக் கூறப்பட்ட காரணம், “நீங்கள் இந்திவழியில் கற்றவர்” என்பதுதான்.

 அந்த இளைஞர் பதற்றப்படாமல் சொல்கிறார், “ஓ, அப்படியா... சரி நீங்கள் எனக்கு வாய்ப்பு மறுக்கும் காரணத்தை ஒரு துண்டுச் சீட்டில் எழுதித் தாருங்கள். அந்தச் சீட்டை எடுத்துக்கொண்டு நான் ராஷ்டிரபதி பவனுக்குச் செல்கிறேன். நான் இந்தியில் படித்ததால் எனக்கு வாய்ப்பு மறுக்கப்பட்டது என்று கூறுகிறேன். பன்மைத்துவமான ஒரு தேசத்தில், ஒருவனுக்குத் தன் தாய்மொழியில் படிக்க உரிமையில்லையா...? என்று ஜனாதிபதியிடம் கேட்கிறேன்.” என்கிறார். தேர்வுக் குழு வாயடைத்துப் போகிறது. அவரது கேள்வியில் உள்ள நியாயம் புரிந்து இப்போது அந்த மாணவனைக் கல்லூரியில் சேர்த்துக்கொள்கிறது. அந்த மாணவர் இந்தியாவின் முக்கியமான கல்வி செயற்பாட்டாளரான பேராசிரியர் அனில் சடகோபால்.

தற்போது அனில் சடகோபால் இந்தியா முழுவதும் பயணித்து நீட் தேர்வுக்கு எதிராகத் தீவிரமாக பிரசாரம் செய்துவருகிறார். சென்னைக்கு இன்று (22-05-17) நீட் தேர்வு சம்பந்தமாக பொதுப்பள்ளிக்கான மாநில மேடை ஒருங்கிணைத்த ஒரு கூட்டத்துக்கு வந்தவரிடம் பேசினோம்.

''ஒரு கல்வியாளராக இருந்துகொண்டு ஏன் நீட் தேர்வை எதிர்க்கிறீர்கள்... நம் கல்வித் துறை மேம்பட வேண்டும் என்று உங்களுக்கு விருப்பம் இல்லையா...?''

''நான் கல்வியாளர், பேராசிரியர் என்பதனால்தான் நீட் தேர்வை எதிர்க்கிறேன். நீட் தேர்வினால் கல்வித் தரம் மேம்படும் என்பது மக்களை ஏமாற்றும் வேலை. சொல்லப்போனால், நீட் தேர்வு இந்திய அரசியலமைப்புச் சட்டத்துக்கே எதிரானது.''

''எப்படிச் சொல்கிறீர்கள்...?''

''அரசியலமைப்புச் சட்டத்தின் ஒவ்வொரு பத்தியும் சமூகநீதியையும், சமத்துவத்தையும் பரிந்துரைக்கிறது. ஆனால், இந்த நீட் தேர்வு, அதற்கு நேரெதிராக இருக்கிறது. இந்தியா என்பது ஒற்றைத் தேசம் கிடையாது. அது, பல்வேறு தேசிய இனங்கள் வாழும் மாநிலங்களின் தொகுப்பு. பல்வேறு தேசிய இனங்களின் மாணவர்களின் திறனை ஆராய ஒற்றைத் தேர்வு என்பது சுத்த அயோக்கியத்தனம். எப்படி எதுவும் இதுவரை சேராமல் இருக்கும் வட கிழக்கு மாணவனும், எல்லா செளகர்யங்களையும் பெற்ற டெல்லி மாணவனும் போட்டி போடுவான். இருவருக்கும் ஒரே தேர்வு என்பது மக்களை மடையர்கள் ஆக்கும் வேலை இல்லையா? அது மட்டுமல்ல, புதிய கல்விக் கொள்கையை மக்கள் மன்றத்தில் வைக்காமல், அதில் உள்ள ஷரத்களை ஒவ்வொன்றாக நிறைவேற்றும் வேலையைத்தான் இந்திய அரசாங்கங்கள் செய்துவருகின்றன. அதில் ஒரு பகுதிதான் இந்த நீட் தேர்வு.''

''சரி... அப்படியானால் இன்னும் அதே பழைய கல்விக் கொள்கையைத்தான் தொங்கிக்கொண்டு இருக்க வேண்டுமா... காலத்துக்கு ஏற்றாற்போல் புதிய கல்விக் கொள்கை வேண்டாமா...?''

''கண்டிப்பாக மாற வேண்டும். நிறுவனங்களின் நலனுக்கானதாக இல்லாமல், நம் மாணவர்களின் நலனுக்கானதாக இருக்க வேண்டும். ஆனால், இப்போது நம் கல்விக் கொள்கையைப் பெரும் நிறுவனங்கள் வடிவமைத்துக் கொண்டிருக்கின்றன. அதன் பிரதிநிதிகளாக உலக வங்கி, சர்வதேச நாணய நிதியம், உலக வர்த்தக அமைப்பு ஆகியவை வடிவமைத்துக் கொண்டிருக்கின்றன. மாணவர்களின் நலன் முதன்மை பெறாமல், முதலாளிகளின் நலன்தான் இந்தக் கல்விக் கொள்கையில் முதன்மையானதாக இருக்கிறது. உலக மூலதனம் இந்தியக் கல்வித் துறையின் மீது ஒரு யுத்தத்தைத் தொடுத்திருக்கிறது. அந்த மூலதனம் தேசத்துக்கு, மக்களுக்கு, இயற்கை வளங்களுக்கு என யாருக்கும் விசுவாசமாக இருக்காது. அது லாபத்துக்கு மட்டும்தான் விசுவாசமாக இருக்கும், அந்த மூலதனத்தின் பிள்ளைதான் ‘நீட்' தேர்வு.''

''புரியவில்லை. நீட் தேர்வுக்கும் உலக வர்த்தக அமைப்புக்கும், உலக மூலதனத்துக்கும் என்ன சம்பந்தம்...?''

''உலக வர்த்தக அமைப்புக்குச் சில வாக்குறுதிகளை இந்திய அரசு அளித்துள்ளது. அதில், ஒன்று இந்தியச் சுகாதாரத் துறையை முழுவதும் தனியார்மயமாக்குவது. அதில் தங்குத்தடை இல்லாமல், அந்நிய நிதியை அனுமதிப்பது. இது நிறைவேற வேண்டுமானால், இந்தியப் பொது சுகாதாரத் துறையைச் சிதைக்க வேண்டும். அதைச் சிதைக்கத்தான் இந்த நீட் தேர்வு.''

''இன்னும் கொஞ்சம் விளக்கமாகச் சொல்ல முடியுமா...?''

இப்போதுள்ள மருத்துவக் கல்வி முறையில் மாணவர்கள் சில காலம் கிராமத்தில் பணியாற்ற வேண்டும். அதற்கான ஒதுக்கீடு இருக்கிறது. ஆனால், நீட் தேர்வில் அதற்கான வாய்ப்பே இல்லை. இதனால், கிராம மற்றும் ஆரம்ப சுகாதார நிலையங்கள் அழியும். அந்த இடத்தில் தனியார் மருத்துவமனைகள் வரும். நீங்கள் நீட் தேர்வைத் தட்டையாகப் புரிந்துகொள்ளாமல் இந்தப் பின்னணியில்தான் புரிந்துகொள்ள வேண்டும். இந்த நீட் தேர்வைச் சர்வதேச அரசியல் அல்லாமல் சமூகநீதி கண்ணோட்டத்தில் பார்த்தீர்கள் என்றால், வாய்ப்பு மறுக்கப்பட்ட பின்தங்கிய சமூக மக்களை, மருத்துவத் துறையில் உள்ளே வரவிடாமல் பார்த்துக்கொள்ளும் அரசியல் தெரியும்.''

''தகுதியானவர்கள்தானே மருத்துவத் துறையில் வரவேண்டும்?''

''தகுதி எதைவைத்து நிர்ணயிக்கப்படுகிறது? தாழ்த்தப்பட்ட, பழங்குடி சமூகங்களைச் சேர்ந்த ஒரு மாணவன் கடினப்பட்டு படித்து, நல்ல மதிப்பெண் பெற்று மருத்துவப் படிப்பு வாய்ப்புக்காகக் காத்திருக்கும்போது, அவன் மீது நீட் தேர்வைத் திணிக்கிறீர்கள். கொஞ்சம் நினைத்துப் பாருங்கள். அவனால், நீட் தேர்வுக்கானச் சிறப்பு வகுப்பில் பணம் கொடுத்து சேர முடியுமா...? ஆனால், பணம் கொடுத்து சிறப்பு வகுப்புகள் சேர முடிந்த ஒரு மாணவனையும், பணம் கொடுத்து சேர முடியாத ஒரு பழங்குடி மாணவனையும் 'ஒன்றாக ரேசில் ஓடுங்கள்' என்கிறீர்கள். கொஞ்சம் மூளையிலிருந்து யோசிக்காமல், மனதிலிருந்து யோசியுங்கள். உங்கள் மாநிலத்திலேய அனைத்து மாவட்டங்களுக்கும், அனைத்து வசதிகளும் கிடைத்துவிட்டதா? நான் இங்கு பேசிக் கொண்டிருக்கும்போது... மத்திய அரசின் ஏழாவது ஊதியக்குழு பரிந்துரைகளைத் தமிழகத்தில் அமல்படுத்துவதற்கான பணிகளில் தமிழக அரசு தீவிரம் காட்டி வருகிறது. அதன் அடிப்படையில், `ஊதியக் குழு ஊதிய மாற்றம் - ஊதியக் குழு அறிக்கைக்கு முன் ஊதிய மாற்றம்செய்தல் தொடர்பான பரிசீலனைக்குத் தமிழக அரசு அனைத்துத் துறைகளிலிருந்தும் விவரம் கோரியுள்ளது.

அதாவது, 'அரசுத் துறைகளில் 01.05.2017 அன்று பணியாற்றுவோர் விவரம், அவர்களின் ஊதிய விவரம், காலிப்பணியிட விவரம், 2017 முதல் 2022 ஆம் ஆண்டு வரை ஓய்வுபெறுவோர் விவரம், தர ஊதிய அடிப்படையில் வெவ்வேறு நிலைகளில் வீட்டு வாடகை படிபெறுவோர் விவரம்' ஆகியவற்றையும் 30.6.2017-க்குள் கோரியுள்ளது. இந்தத் தகவல் கிடைத்த பிறகு, மத்திய அரசு அறிவித்த ஏழாவது ஊதியக்குழுவுக்கு இணையான சம்பளம் தமிழக அரசு ஊழியர்களுக்குக் கிடைக்கும் என்று எதிர்பார்க்கப்படுகிறது.
