குழந்தை பருவத்துக்கும், இளமை பருவத்துக்கும் இடைப்பட்ட குறுகிய காலகட்டம், ‘டீன் ஏஜ்’ பருவம். இந்த பருவத்தில் பிள்ளைகளுக்கும், பெற்றோருக்கும் இடையே ஏற்படும் நெருக்கம்தான் உறவு பந்தத்தை வலுப்படுத்தும். பிள்ளைகள் வளர்ந்து ஆளான பிறகும் பெற்றோருடன் இடைவெளியின்றி வாழ்க்கை பயணத்தை தொடர இந்த பந்தம் வழிவகுக்கும்.

பெரும்பாலான பெற்றோர் மழலை பருவத்தில் குழந்தைகளிடம் காட்டும் பாசத்தை அவர்கள் வளர்ந்து ஆளாகும் சமயங்களில் காட்டுவதில்லை. அதிலும் டீன் ஏஜ் பருவத்தில் பிள்ளைகளிடம் அதிகம் பேசுவதற்கான சந்தர்ப்பத்தை அமைத்து கொள்ளாமல் விட்டுவிடுகிறார்கள். பிள்ளைகள் பேசுவதை காதுகொடுத்து கேட்கும் மனநிலையிலும் இல்லாமல் போய்விடுகிறார்கள். அதுவே இருவருக்குமிடையே இடைவெளியை ஏற்படுத்தி விடுகிறது.

பிள்ளைகள் வீட்டில் இருக்கும் சமயங்களில் அவர்களுடன் நேரத்தை செலவிடுவதற்கான வாய்ப்புகளை பெற்றோர் உருவாக்க வேண்டும். அவர்களுக்கு பிடித்தமான விளையாட்டுகளை உடன் சேர்ந்து விளையாடுங்கள். அது அவர்களுக்கு நல்ல உடற்பயிற்சியாகவும் அமையும். பெற்றோருடன் சேர்ந்து பொழுதை கழித்த மனநிறைவையும் கொடுக்கும். அதுபோல் விடுமுறை நாட்களில் பிள்ளைகளுடன் சேர்ந்து வெளி இடங்களுக்கு செல்வதற்கான சந்தர்ப்பங்களை பெற்றோர் ஏற் படுத்திக்கொள்ள வேண்டும்.

டீன் ஏஜ் பருவத்தில் பெற்றோரை விட நண்பர்களுக்கு முக்கியத்துவம் கொடுப்பதற்கு பெற்றோர்-பிள்ளைகளுக்கான இடைவெளியே முக்கிய காரணம். அதனை பெற்றோர் புரிந்துகொண்டு பிள்ளைகளின் உணர்வுகளுக்கு முக்கியத்துவம் கொடுக்க வேண்டும். நல்ல நண்பர்களை தேர்ந் தெடுத்து பழகவும் பிள்ளைகளுக்கு வாய்ப்புகளை உருவாக்கிக்கொடுக்க வேண்டும். அதேவேளையில் அவர்களை கண்காணிக் கவும் வேண்டும்.

பிள்ளைகள் கோபத்துடன் நடந்து கொள்ளும் சமயங்களில் பொறுமையை கடைப் பிடிக்க வேண்டும். அவர்களிடத்தில் போதுமான மனப்பக்குவமோ, அனுபவ அறிவோ, உணர்ச்சிகளை கட்டுப்படுத்தும் சுபாவமோ இருக்காது. சில சமயங்களில் காரணமே இல்லாமல் கோபப்படுவார்கள். சம்பந்தமே இல்லாமல் மகிழ்ச்சியில் திளைப்பார்கள். திடீரென்று சோர்வான மனநிலையில் காணப்படுவார்கள். அந்த சமயங்களில் பெற்றோர், நெருங்கிய நண்பர்களை போல் பழகவேண்டும். அவர்களின் உணர்வுகளை புரிந்துகொண்டு அதற்கேற்ப அவர்களை வழிநடத்தி செல்ல வேண்டும். பெற்றோர் பெருமைப்படும் அளவுக்கு பிள்ளையிடம் நிச்சயமாக சில நல்ல விஷயங்கள் இருக்கும். அவைகளை கண்டறிந்து பாராட்ட வேண்டும். மற்றவர்களிடம் பேசும்போதும் பிள்ளைகளிடம் வெளிப்படும் நல்ல விஷயங்களை சுட்டிக்காட்டி பேச வேண்டும். ஒருபோதும் பிள்ளைகளின் சுயமரியாதையைப் பாதிக்கும் வகையில் பேசுவதோ, திட்டுவதோ கூடாது.

டீன் ஏஜ் வயதில் சமூக தொடர்பு சாதனங்களை பயன்படுத்துவதில் ஆர்வமாக இருப்பார்கள். அதனால் சில தவறுகளும் நடக்கலாம். அதுபோன்ற சூழலில் பின்விளைவுகளை எடுத்துக்கூறி அவர்களை வழிநடத்தி செல்ல வேண்டும். அவற்றில் இருந்து அறவே ஒதுங்கி இருக்குமாறு கடுமை காட்டக்கூடாது. அதிலிருக்கும் நல்ல விஷயங்களை பயன்படுத்துவதற்கான வழிவகைகளை ஏற்படுத்தி கொடுக்க வேண்டும். இந்த பருவத்திற்கே உரித்தான இனக்கவர்ச்சி சார்ந்த பிரச்சினைகளை எப்படி கையாள வேண்டும் என்பதையும் சொல்லி புரிய வைக்க வேண்டும். பாலியல் சார்ந்த தவறான செய்திகளை நண்பர்களிடம் இருந்தோ, சமூக தொடர்பு சாதனங்கள் மூலமோ தெரிந்து கொள்வதற்கு இடம் கொடுத்துவிடக்கூடாது. அதனால் அவர்கள் கேட்காமலேயே, பாலியல் பற்றிய தெளிவான புரிதலை பெற்றோர் விளக்கி கூற வேண்டும். அதில் ஏற்படும் சந்தேகங்களை தயக்கமின்றி கேட்குமாறு கூறுவதோடு அவர்களின் கேள்விகளுக்கு தெளிவான பதில்களை சொல்ல வேண்டும்.

டீன் ஏஜ் பிள்ளைகளுக்கு தனிப்பட்ட விருப்பு வெறுப்புகள் இருக்கும். அதற்கான அங்கீகாரம் கிடைக்காத சூழலில் வளருபவர்கள் விரக்தியின் விளிம்பில் இருப்பார்கள். அவர்களை சாதுரியமாக கையாண்டு அவர்களின் எண்ணங்களுக்கு மதிப்பு கொடுக்க வேண்டும். ஒருபோதும் பெற்றோர் தங்கள் நிறைவேறாத ஆசைகளை பிள்ளைகள் மீது திணிக்கக்கூடாது. அவர்களின் விருப்பங்களுக்கு முன்னுரிமை கொடுத்து தன்னம்பிக்கையை வளர்க்க வேண்டும். அதன்மூலம் அவர்களிடத்தில் தாழ்வு மனப்பான்மை வெளிப்படாமல் பார்த்துக்கொள்ள இயலும்.

MBBS: HC asks Centre to include student in waiting list as NRI

The Delhi High Court has asked the Centre to include a student, seeking admission to MBBS course through NEET as an NRI candidate though he appeared for the entrance exam as a resident candidate, in the waiting list for deemed universities.

Justice Vibhu Bakhru said that this would enable the student to approach the deemed universities directly and his counsel said this was acceptable to him.

The high court passed the direction after central government standing counsel Jasmeet Singh informed that all unfilled seats have been released to the deemed universities.

The only assistance that can be granted to the student is that his name can be included in the waiting list as an NRI candidate for onward transmission to deemed universities.

The court was hearing the student's petition, filed through advocate Pradeep Kumar Arya, seeking direction to the Centre to consider and admit him as an NRI candidate for the admission in MBBS in pursuance to National Eligibility cum Entrance Test (NEET) conducted for year 2017-18 in the central list for deemed universities.

The student, who completed his class 12th last year from Saudi Arabia, said his father was a resident of Madhya Pradesh and his mother is a non-resident Indian as she had spent more than 180 days in the last financial year in Saudi Arabia.

He had applied under the NEET as a resident candidate and not as an NRI and could not be considered in the NRI category.

However, the Centre had issued a notification on July 21, informing all NRI candidates who had registered under UR/ Indian category at the time of registration for undergraduate MBBS/BDS seats and were eligible to be considered under NRI quota, to send their relevant documents supporting their status by July 25, for being considered under the NRI category, the plea said.

The student did not send any of the application or documents following the notification but claimed that he had made the request prior to July 21 and even after July 25, which should have been considered.

Don't overcharge for convocation certs: govt to ask varsities

Higher Education Minister Basavaraj Rayareddi on Friday said the government will ask all universities in the state not to charge exorbitant fee for issuing convocation certificates. 

Replying to B J Puttaswamy (BJP) in the Council, he said Mangalore University has been collecting Rs 5,000 from each student for issuing the convocation certificate within 24 hours. Otherwise, a nominal fee is collected for the purpose. “The university is charging more for providing special service. People have to pay more for any special and speedy service.” 

“Universities are autonomous bodies and it is the syndicate that fixes convocation certificate fees. The Higher Education department cannot interfere in such matters. Still, the government will write to all the universities in the state asking them not to charge exorbitant fees,” he stated.

To a question by Nirani Hemanth Rudrappa (BJP) on the delay in establishing the proposed Lalita Kala university at Badami in Bagalkot district, Rayareddi said the government has not earmarked funds for the proposed university. “It is my view that establishing a separate Lalita Kala university will lead to unnecessary expenditure. We can open a wing under an existing university.” 

He said though the announcement to establish the university was made in 2011-12, the then government did not earmark funds. Instead, a special officer was appointed for establishing the university. The government has so far spent Rs 86 lakh towards salary and other expenditure of the officer.

800 engg colleges with low enrolment face closure

The All India Council for Technical Education (AICTE) may order closure of 800 engineering colleges across the country next year in order to ensure quality of education in engineering colleges. These are colleges with less than 30% enrolment of their capacity for five years.

According to Anil D Sahasrabudhe, chairman, AICTE, less than 30% enrolment reflected badly on the quality of education in these colleges and the closure was inevitable to ensure quality of teaching at engineering colleges.

"The decision to close about 800 colleges was taken after much deliberation based on the analysis of data of these colleges in the last few years. Students studying in these colleges would be shifted to nearby colleges that have sufficient student strength,” he said.

Infrastructure is inadequate, while quality of teaching is not up to the mark in these colleges, affecting the learning process, he said.

Out of 10,363 engineering colleges across the country, a large number of seats fall vacant every year. The number of vacant seats in colleges in Karnataka alone for 2017-18 is over 29,000.

Single entrance unlikely next year

He said that there would not be a single entrance test across the country for admissions to engineering colleges along the lines of NEET for medical course from 2018-19.

"The Class XII curricular of all states need to be realigned so that they are on par with the NCERT syllabus before the introduction of a common examination," he said.

"Students will largely benefit from the single entrance test. Those who have performed better in the test will have the option of applying to all good colleges across the country," he said.

Students in Karnataka should write multiple examinations to vie for a seat in an engineering college at present.

The Common Entrance Test (CET) ranking decides admissions for government and government-quota engineering seats.

Private and deemed universities conduct their own entrance tests.

Students are forced to appear for the Joint Entrance Examination (JEE) for admissions to the Indian Institutes of Technology, National Institutes of Technology and other Centrally funded technical institutions.

Managements of private colleges allocate seats based on the Consortium of Medical, Engineering and Dental Colleges of Karnataka (ComedK) rank.

Kolkata: The West Bengal government on Friday said it will not direct state-run universities to follow through with the University Grants Commission (UGC) circular on viewing Prime Minister Narendra Modi`s address on September 11.

The circular asked all the vice chancellors of universities and heads of higher educational institutions to "provide opportunity and facility to the teachers and students to view" Modi`s address.

Modi would be addressing a student leaders` convention on the theme of `Young lndia, New India -- A Resurgent Nation: from Sankalp to Sidhhi` in New Delhi on the occasion of Pandit Deendayal Upadhyaya`s centenary celebrations and 125th anniversary of Swami Vivekananda`s address at the Chicago World Parliament of Religions.

"This is a clear attempt to saffronise education. They are taking decisions on their own without consulting us," West Bengal Education Minister Partha Chatterjee said here. 

"We did not get any directive so we will not give any instructions to universities and the idea that state-run varsities will follow through the Centre`s directive without consulting us, is wrong," Chatterjee said.

In August, the state government had issued "urgent" instructions to all schools and other educational institutions to "stop all preparations" for celebrating Independence Day 2017 in a format prescribed by the Union Human Resource Development (HRD) Ministry.

License of four KGMU teachers suspended by MCI

LUCKNOW: Medical license of four teachers at King George's Medical University(KGMU) was on Friday suspended by Medical Council of India (MCI) for the next six months. This means the doctors have also been refrained from dispelling clinical duties at KGMU or anywhere else for the same period.

Dr Shailendra Singh of the orthopaedic department, Dr Sanjeev Kumar of the general surgery department, Dr Shiuli of forensic medicine department and Dr Parul Verma of the dermatology venerology department were the ones pulled by the MCI, after the latter won the case in the high court.

"The four doctors had provided MCI wrong information on their declaration form during an MCI inspection at KGMU. They had previously appeared in other MCI inspections at private colleges which was hidden by them in the said form. Found out by MCI, the doctors were suspended but they instead took a stay from the high court against MCI's order. Now MCI has won the same case after which KGMU was through Uttar Pradesh MCI asked to carry out the suspension," informed KGMU spokesperson, Prof NS Verma.

‘Penalise them for unaddressed issues’

Evolving a legal principle to ensure accountability of private medical colleges which do not rectify infrastructural or instructional deficiencies pointed out either by a Committee of Inspectors or Visitors of the Medical Council of India (MCI), the Madras High Court has suggested that compensatory costs should be imposed on those institutions at the rate of Rs. 2 lakh for every postgraduate student and Rs. 1 lakh for every undergraduate student passing out of them.

Stating that the MCI adopts a soft approach against such institutions and ends up punishing the students by refusing to register their degrees, the court said: “If the various measures adopted by the MCI are not producing desired results, perhaps time has come to evolve a legal principle and fasten accountability on the medical college concerned. The power to do so is clearly available both under Sections 17 and 19 of the [MCI] Act of 1956.”

A Division Bench of Justices Nooty Ramamohana Rao (since retired) and S.M. Subramaniam said that the State could recover the costs, imposed by the MCI, annually from the defaulting medical colleges through the Director of Medical Education and disburse the amount to the students concerned after deducting Rs. 10,000 with respect to every undergraduate student and Rs. 25,000 each from the postgraduate students.

“The money so withheld by the State shall not be appropriated by it for any other purpose but must be exclusively spent for upgrading the infrastructure in one or more than one medical college administered by it,” the judges said. The observations were made while dismissing a batch of writ appeals filed by the MCI against a single judge’s order to Tamil Nadu Medical Council to register the postgraduate degrees obtained by a group of doctors.

Victimising students

The council had refused to register their degrees on the ground that the colleges where they had studied had failed to rectify certain deficiencies. Holding this as not proper, the Division Bench said that the students could not be punished since they had pursued the courses in the colleges only after the MCI had accorded Letter of Permission (LoP) to the institutions.

இதுகுறித்து அந்த அமைப்பின் பொது இயக்குநர் குமார் ராஜேஷ் சந்திரா வெள்ளிக்கிழமை வெளியிட்ட உத்தரவில் கூறப்பட்டுள்ளதாவது: சோதனை அடிப்படையில் மேற்கொள்ளப்பட்ட நடவடிக்கையில் திருப்தி ஏற்பட்டதை அடுத்து, கோவை, கொல்கத்தா, வதோதரா, இந்தூர் ஆகிய 4 நகரங்களில் உள்ள விமான நிலையங்களில் உள்நாட்டில் பயணிப்பவர்களின் கைப்பைகளில் இனி "டேக்' இணைக்கப்படமாட்டாது. இந்த உத்தரவை உடனடியாக அமல்படுத்த வேண்டும் என்று குமார் குறிப்பிட்டுள்ளார். கடந்த ஏப்ரல் முதல் ஜூன் மாதம் வரை 13 விமான நிலையங்களில் இந்த முறை கைவிடப்பட்டுள்ளது. நாட்டில் உள்ள அனைத்து விமான நிலையங்களிலும் இந்த முறையைக் கைவிட விமானப் போக்குவரத்து பாதுகாப்பு அமைப்பு திட்டமிட்டு வருகிறது. கைப்பைகளில் இணைக்கப்படும் "டேக்'கில் பயணிகள் பெயர் உள்ளிட்ட விவரங்கள் இடம்பெற்றிருக்கும். அதில் இருக்கும் பார்கோடுகளை ஸ்கேன் செய்யும்போது விவரங்கள் தெரியவரும். பாதுகாப்பைக் கருத்தில் கொண்டு "டேக்' இணைக்கப்பட்டு வருகிறது.
எனினும், வெளிநாடு செல்லும் பயணிகளின் கைப்பைகளுக்கு "டேக்' இணைப்பு முறை தொடரும் என்பது குறிப்பிடத்தக்கது.

சீனர்களின் பேய் திருவிழா

NEW DELHI: The government will move ahead with linking Aadhaar with all mobile SIM cards, as per the Supreme Court order of February 2017.

All SIM cards have to be verified with Aadhaar within a year from the date of judgement. All unlinked phones will be deactivated after the February 2018 deadline.

The move is to prevent obtaining mobile connections with fraudulent information. The government assured that biometrics are not stored by the mobile operators, nor they have access to any of the other personal data.

The court passed the February order acting on a PIL filed by NGO Lokniti Foundation, seeking 100% verification of cell phone subscribers with regard to their identity and address by linking their phone numbers to their Aadhaar cards.

Then attorney general had said that the government in principle agreed to the idea, but given the huge number, about 105 crores, of mobile phone users, the process wil take time. Besides, over 90% subscribers used pre-paid connections, making registration difficult.

To this, the bench had said, "The government has to devise a method. The person who comes for recharge of the phone should be given a form to give his details including Aadhaar number. He should submit the filled form the next time he goes for recharge. You can give him more time. May be three or four recharges before he furnishes the details. But make it mandatory that he must furnish details or else there would be no recharge of prepaid SIMs."

The apex court bench then set the government a one-year time frame to complete the Aadhaar linking process.

Doc detained for rape of minor

Chennai: The city police detained a doctor for sexually assaulting a 15-year-old girl, who was forced into flesh trade by a woman and her boyfriend who lured her promising to get her a job in Arani near Thiruvannmalai district.

Jayaprakasam and his assistant Pandian have been taken into custody and police are conducting interrogations to nab their associates. Jayaprakasam was employed in a government hospital in Arani.

A senior police officer said, "We have verified the veracity of the arrested Jayaprakasam. He has completed MBBS and was working at the government hospital."

During questioning, Jayaprakasam told the investigating officers that he was not aware that the girl is a juvenile and the woman Chitra and her boyfriend Suresh introduced the girl to him as a prostitute. Police are yet to arrest Chitra and her accomplices.

Chitra, a family friend of the victim, had promised to get her a job but instead forced her into flesh trade with the help of her boyfriend after detaining the victim at a house in Arani.

CBI books bank, 19 city firms for remittance of Rs421cr to foreign countries

Chennai: The anti-corruption branch of CBI, Chennai on Friday booked unknown officials of Punjab National Bank and 19 companies, mainly at Sowcarpet in north chennai, for suspected remittances of Rs 421 crore in foreign currency to UAE, Hong Kong and Taiwan through shell companies.

A case of criminal conspiracy, cheating and forgery and criminal misconduct by public servants has been made out, but case details indicate the Enforcement Directorate (ED) could step in to press other charges.

The modus operandi in the case registered by the CBI is similar to the one in the recent case registered by ED officials who arrested the son of former DMK minister Ko Si Mani.

The 19 companies named in the CBI FIR had opened accounts with PNB and were sending out foreign exchange without genuine business transactions. Money was flowing into the accounts through RTGS transactions from other banks, credit co-operative societies and accounts in Mumbai.

This money was sent out as outward remittances, a method of settlement of dues, through the PNB accounts. A request with a quotation issued by a foreign supplier for 100% advance remittance was made with the bank. The outward remittance was kept at less than $100,000 so that it did not violate regulatory requirements of Reserve Bank of India and hence escape the FEMA violations or ED requirements.

About 700 such remittances worth around Rs 420 crore were made for imports during the five month period. All these were routed through a Nostro account maintained by PNB with HSBC, New York.

When the bank verified the addresses of the account holders, it found none of them there. When it began to insist on the bill of entries as evidence of import, the account holders stopped coming to the bank for foreign remittances, CBI said in the FIR.

The PNB branch also earned Rs 17 lakh as commission and the CBI has alleged that the officials did not verify the genuineness of the transactions or ascertain if the customers had the financial wherewithal to receive such huge money through RTGS.

All the transactions together have caused a loss of Rs 421 crore in foreign exchange to the government of India, CBI said.

In the case handled by ED, the officials had discovered some import-export shell companies which had routed Rs 20 crore in foreign exchange to several south-east asian countries without producing genuine bill of entries.

அதில், கூறப்பட்டுஉள்ளதாவது:அரசு போக்குவரத்து கழகங்கள், நிதிப் பற்றாக்குறையில் உள்ளன. அதனால், காலாவதியான பஸ்கள் தான், அதிகளவில் இயக்கப்படுகின்றன. தொழிலாளர் வருங்கால வைப்பு நிதி, பணிக்கொடை, ஆயுள் காப்பீடு, அஞ்சல் காப்பீடு, கூட்டுறவு
சங்கங்களுக்கான பிடித்தம் உள்ளிட்ட, 5,500 கோடி ரூபாயை, நிர்வாகம் செலவு செய்து விட்டது; தற்போதும் செலவு செய்து வருகிறது.
