Pune: A group of woman doctors and staffers at a private hospital on Bund Garden Road barely had any inkling aboutwhatwas in store for them when they made follow-up calls to a man from a city in Andhra Pradesh whom they had treated for some ailment in 2019.

The man sentvulgar texts and obscene photographs to their phone numbers, police said.

On Wednesday, the Koregaon Park policeregistered a case after a staffer (29) from the hospital lodged a complaint accusing the man of outraging her modesty.

The complaint contained details of texts and photos sent to three others, including woman doctors, police said. “One of our teams will soon go to the city (name withheld by police) in Andhra Pradesh to arrest the man,” said inspector Deepali Bhujbal of the Koregaon Park police.

When contacted, a senior doctor from the hospital told TOI, “This is the first time that we have come across such an incident. The man, who was our patient, abused and sent vulgar messages to our staff members whenever they called him for follow ups. ”

The police have registered a case under sections 354-A (showing pornography against the will of a woman; or making sexually coloured remarks) and 354-D (stalking) of the IPC, besides the relevant provisions of the Information Technology Act.

Chennai: While it should generally take four to six hours for Covid-19 RTPCR test results to arrive, for many residents of the city, results are being delayed by one to three days.

Lakshmi S, a resident, said her father who had given a test on Wednesday in a private lab received his results only on Saturday. “We took a test in a private hospital. We could not wait for the test results. We went ahead with the CT scan and began his treatment,” she said.

Similarly, another 84 year-old woman, who got tested in a government hospital on Wednesday, received the results on Friday. “After my mother tested positive, the corporation officials visited my house in Velachery and took swabs of my wife and children on Saturday. We have not received the results till Sunday night,” said a resident, who did not want himself or the government hospital to be named.

While Covid-19 norms say a person can be discharged if they observe no fever after three days of testing positive in an RTPCR, a delay in results may end up the quarantine period for the patients. The delay has its mental aspects too.

A doctor from the microbiology department of Stanley GH said there was a rise in samples coming in from the corporation lately. “We process the day's samples fully. A day’s delay in RTPCR status can only occur in one or two cases,” the doctor said.

City corporation commissioner Gagandeep Singh Bedi said more than 30,000 tests were being done in the city lately.

This is an increase from the 20,000-odd tests done till last week.

“To our knowledge, results are given at the right time and there has been no delay. In case of specific private labs delaying the results, we will follow up with them,” he added.

Madurai: The Madras high court has directed the principal secretary of the health department to pay ₹25,000 as compensation to a woman who was bitten by a rat inside the Government Rajaji Hospital (GRH) in Madurai district in 2014. The court was hearing the petition filed by Muthulakshmi alias Rajam. The petitioner’s son Suresh had suffered grievous injuries in a road accident and was admitted as in-patient on January 19, 2014.

On January 23, 2014, when the petitioner was sleeping near her son’s cot, a rat bit her on her left elbow. She suffered pain and swelling. Since the pain increased, she took treatment as an out-patient.

She then gave a representation to the authorities in February 2014 seeking to prevent rat menace at the hospital. Since there was no response, she had filed the present petition before the HC Madurai bench in 2014, seeking compensation of 2 lakh for the injury suffered by her.

In the counter affidavit, the dean of GRH had stated that though the petitioner claimed that a rat had bitten her on January 23, 2014, she did not approach the medical officer on that very night but took treatment only on January 31, 2014. Justice C V Karthikeyan said that a copy of the medical receipt given to the petitioner which had been enclosed as a document to the petition shows that the nature of treatment given to the petitioner was for rat bite. The petitioner also produced newspaper reports regarding this incident.

Chennai: A Siddha Covid care centre, comprising 41 beds, was inaugurated in Periyar Maniammai hospital at Periyar Thidal in Vepery on Tuesday. It is the first Siddha Covid care centre to be inaugurated in the state at a time when the spread of Covid and Omicron variant is on the rise, an official press release said.

Health minister Ma Subramanian said that the guidelines for people infected with Omicron variant have been released.

Pointing out that those with mild Omicron symptoms, who fully vaccinated, can isolate at their homes, he said, they can return to their routine duty after five days following a negative RT-PCR test.

All private laboratories approved by the Indian Council of Medical Research (ICMR) have been asked to immediately notify local health officials of all COVID-19 positive cases so that containment measures can be taken, according to the Directorate of Public Health and Preventive Medicine.

Director of Public Health T.S. Selvavinayagam on Tuesday conducted a review of the performance of these laboratories through video-conference. They were told to collect only the prescribed fees, avoid pooling of samples and update all data on the ICMR portal.

He said healthcare workers should be protected because of the high rate of transmissibility of the Omicron variant of the novel coronavirus. Surprise checks with an inventory audit would be done, if needed. All standard operating procedures should be followed to ensure the quality of investigations and more human resources should be engaged to avoid any backlog when the number of tests increased, he said.

During the Christmas season when children usually expect gifts from Santa Claus, a senior faculty at a medical college in Ahmedabad is facing an investigation on allegations of ill-treatment and demanding gifts from her
students.

In a  letter to the  faculty dean, Gujarat University, the Junior Doctors’ Association has alleged that  the head of the ENT department at BJ Medical College (BJMC), Ila Upadhyay, asked one of her students resident doctor Saurabh Banerjee to gift her a micro-meter drill set.

“When the student refused to gift her the medical device, he was threatened that his senior residency would be terminated. Using her position, she has tried to take undue favours in the form of gifts. We want the authori-ty to take immediate action against her else we will launch a protest,” said JDA vice-president Oman Prajapati, a student at the ENT department.

In a video message circulated on social media, Banerjee is seen narrating how the HoD demanded the drill set, his refusal and the alleged harassment by her.

Sources in the department said Banerjee had recently gone on leave andt here was an issue regarding the forwarding of his application.

Upadhyay, head of the ENT department, said no such incident had taken place and that she was being targeted. “There are already three drill machines in the department, so why should I demand one from the students?” Upadhyay said.

Jayesh Sachdeva, the faculty dean at Gujarat University, said they have received a complaint in the matter. “We have decided to form a three-member committee to investigate it. The findings of the committee will be sent to the state government for further action,” said Sachdeva.

In another letter to the college authorities, signed by ENT department students, they have written about alleged harassment in the department under the HoD.

The Urban Primary Health Centre in Santhome was flooded on Friday not because storm water entered the building but due to a leakage from cracks in the roof.

Workers were forced to place buckets beneath leakages in the roof of the PHC while sanitation workers spend hours mopping the floor. More than 50 patients who had come to the centre for treatment and vaccination were left in a fix.

R Ramesh, who was at this PHC for vaccination, had raised the issue of leaking ceilings in November on the Namma Chennai app. “But the Corporation has not attended the complaint till now,” he said. He received a response from an assistant engineer that the issue would be addressed shortly.

Nurses and health staff at the centre on condition of anonymity said the leakage issue was there since 2017, when cracks had developed. Civid body officials said they would have to prepare a budget and fix the building. The PHC was inaugurated by chief minister MK Stalin in 2009 when he was the deputy CM.

For 14-year-old Aradhya Yadav, Tuesday proved a long day as she waited on a stretcher with a plastered leg for a doctor to attend to her at Ram Manohar Lohia Hospital. But even after almost six hours of waiting, no doctor was available to see her.

Reema Yadav, the teen’s mother, said that they reached the hospital from Badarpur around 6am but hadn’t seen a doctor till past noon. “Aradhya had surgery around a fortnight ago and we were scheduled to visit the hospital today for a follow-up. In 15 days, proper dressing hasn’t been done even once,” the mother said. “When I called our doctor from the hospital, I was told to come back later because nobody was available. He simply asked us to continue with whatever medicines Aradhya was having despite the course being over.”

From a hassled father running anxious about his son’s treatment to a pregnant woman waiting on the pavement, patients and their caregivers found themselves helpless with hundreds of doctors at government hospitals on strike.

At Dwarka, Markandey Sharma reached the hospital around 9am with his wife. They were asked to go elsewhere as the emergency ward was closed due to the strike.

“My wife has been having intestinal problems and is finding it difficult to move. But at the hospital, we were asked to go somewhere else. We will probably head to the ESI Hospital because she needs immediate attention,” the desperate construction worker said.

Many others similarly complained of travelling long distances only to be turned back at the hospitals. Kishandevi was there with her injured 24-yearold son. “We cannot afford treatment in private hospitals, but this is what we face in government hospitals. They asked us to come once the strike was over,” she grumbled. The Rohini resident at Safdarjung Hospital added, “A bus takes us two hours and using the motorcycle means spending for petrol. It is almost a 45km journey to and fro.”

Mohammad Irfan of Shiv Vihar was pushed on his wheelchair from one area to another, his child on his lap, at the hospital for two hours before his mother and wife saw the futility of hanging around. “I can’t walk after an operation went wrong two years ago,” said Irfan. “I need regular check-ups, but today we found no one available here.”

Attendants of in-hospital patients said there were announcements on Monday about the strike. Flustered Badarpur resident Mohit said, “My father is admitted here after a recent stroke. Last evening, doctors said that we could take the patient home because of the strike. How can we just take him home? He is in a poor condition. We don’t know what to do.”

As many as 18 out of the 34 Covid-19 patients, who were infected by the new Omicron variant, have been discharged from hospitals. All the remaining active cases, who had a S-gene drop and suspected to be infected with Omicron, are undergoing treatment. This included actor Vadivelu and some members of his film crew, who returned from the UK recently. Chief minister M K Stalin on Sunday inspected infrastructure, amenities and availability of medical oxygen here to tackle the Omicron strain. Around 1.15 lakh beds are ready, and steps are being taken to create another 50,000 beds if warranted, said an official release.

In Tamil Nadu, 610 tested positive for Covid-19 on Sunday -- this was marginally higher than the numbers reported in the last two days. Chennai topped the chart with 171 new cases. With ten more people dying, TN's death toll increased to 36,735. But the state has received applications from 42,600 people for the CM's ex-gratia of Rs50,000 for every covid victim. The government claims that 20,900 have received this amount till date. It has spent Rs104 crore towards this.

As far as vaccination is concerned, more than 17.3 lakh people got inoculated through the state's 16th mega vaccination camp on Sunday. Among them, nearly 70% got their second doses. TN still has more than 90 lakh people who are still due for their second dose. The release said that 58% of the state's vaccine-eligible population have got their first dose and 86% were fully vaccinated. Meanwhile, the government is gearing to begin administration of booster doses for frontline workers and vaccination for children (aged 15 to 18). Health minister Ma Subramanain said TN has over 1.4 crore frontline workers and they will start getting booster shots from January

10. For children (15-18 age), health officials will vaccinate them at their respective schools and special camps.

Nine new Covid-19 cases in Puducherry

Puducherry:

Puducherry logged nine fresh Covid-19 cases on Sunday, taking the tally to 1,29,415, while the toll remained at 1,880 with no fresh fatalities being reported from any of the four enclaves of the Union territory. Puducherry accounted for the maximum number of cases

(8), while Mahe reported one. Karaikal and Yanam reported nil infections, Director of the Department of Health G Sriramulu said in a release. Active cases stood at 127, of whom 34 patients were in hospitals and the remaining 93 in home isolation, he said.

CHENNAI: Several doctors and medical staff have tested positive for Covid-19 after they contracted the infection from a patient who underwent a surgery at the Rajiv Gandhi Government General Hospital (RGGGH) recently, Health Minister Ma Subramanian said on Saturday.

After the patient tested positive, 3,038 contacts were traced and screened. Of the 54 samples that tested positive for Covid, 39 specimens, including those of a few healthcare workers, showed S-gene drop, indicating possible Omicron infection. The samples have now been sent for genome sequencing to the National Institute of Virology (NIV). The health minister further said none of the patients have major symptoms.

Till date, 12 patients who were affected with Omicron have been discharged. Seven of them are from Chennai. The health minister said it is compulsory for all international passengers to be quarantined for seven days as the Omicron variant has a high transmission rate.

He further highlighted that the 16th mega vaccination camp will be held on Sunday. According to the Public Health Department, though TN’s vaccination coverage for the first dose is 84.8 per cent, and for the second dose is 55.8 per cent, the coverage among people above the age of 60 is 59 per cent for the first dose and 42 per cent for the second dose.

As per the evidence available, two doses of vaccination offer protection from death and severe illness even if there is an immune escape. As of now, TN has about 80.57 lakh vaccine doses, of which 50.68 lakh are Covishield and 29.88 lakh are Covaxin.

A 14-metre-wide pedestrian subway linking MGR central railway station with Rajiv Gandhi government general Hospital(RGGGH) is nearing completion. Work on repairing the old subway will also be completed in January 2022. More than 70,000 people cross the road in front of the railway station during peak hours.

Passengers with luggage and senior citizens can take advantage of the escalators and elevators of the new subway. As one end of the subway will be closer to RGGGH, those visiting the hospital and taking the train or an MTC bus could also have easy access to the facilities. The old subway linking Central Railway station and the MTC bus stop near RGGGH, which is partly open, will also further help pedestrians cross the road easily when it is fully ready.

“The new subway is ready without elevators. Escalators on both sides have been installed. Refurbishment of the old subway is in progress. It will be ready by the end of January 2022,” a metro rail official said.

At present, except for a few who use the pedestrian subway opened in 2018 linking Park Station with Moore Market complex and the underground Central metro, an average 300 people cross the Poonamallee High Road every hour in front of Central Railway station. This is causing traffic congestion.

According to CMRL, in the pre-covid times, more than 70,000 people used to cross Poonamallee High Road around central railway station during peak hours. More than four lakh commuters take suburban, MRTS and long-distance trains from the surrounding stations. In addition, metro rail estimates that nearly 15,000 passengers will board trains at central metro by 2026, so the number of pedestrians will only rise.

To take the pedestrians completely underground and ensure smooth traffic flow on Poonamallee High Road, CMRL planned four pedestrian subways on the stretch between Evening Bazaar Road and Moore Market Complex. They include a nine-metre-wide subway linking Evening Bazaar Road and RGGGH, a nine-metre-wide subway linking southern railway building with RGGGH, a 14-metre-wide subway linking central railway station with RGGGH and a nine-metre-wide subway to link Park station with Moore Market Complex.

The district civil surgeon has launched an investigation into death of a woman during a family planning operation at JP Hospital here on Saturday.

It is alleged that the woman, who died in the operation theatre, was referred to Hamidia Hospital on the pretext that the ‘deceased was still alive’, alleged Prakash, her husband.

According to reports, to avoid action, the doctor did not pronounce the woman dead and asked the relatives to call for an ambulance. The 27-year-old woman died minutes after she reached the operation theatre for sterilization.

To save herself from any unpleasant situation, the doctor at JP hospital allegedly ‘referred’ the dead woman to Hamidia after telling her relatives that she was still alive.

According to reports, Muskaan, wife of Prakash, a resident of Barkheda, had reached JP Hospital on Saturday for sterilization under family planning scheme of the government. After all the investigations, the woman was taken to the operation theatre, after some time the woman’s body started getting cold.

The testimony of three other doctors who did not find the woman’s pulse or heartbeat, will be ascertained by the government investigation.

Family members alleged that the doctor at JP Hospital told them that Muskan’s pulse had returned, and they should take her to Hamidia Hospital soon. On the pretext of helping the family, the doctor called 108 ambulance from the mobile of her associate nurse and distanced herself from the matter by ‘referring’ the dead body, it is alleged.

“We will get this matter investigated. On the face of it, it looks very complicated. Action will be taken after cause of death is known,” said district civil surgeon, Dr Rakesh Srivastava.

Sources say the 27-year-old woman died in the OT during a sterilisation op but instead of declaring her dead, a doctor rerferred her to another hospital to avoid an unpleasant situation

CHENNAI: There has been no respite for Dr Sangeetha* from her tiring work schedule for more than a year now. The 26-year-old is among the many second year post-graduate students in the State’s government medical college hospitals, who have lost their sleep as they still don’t have any juniors to share their burden. The delay in the counselling for PG NEET 2021 has meant that these students, who are obliged to work in hospitals as part of the course, have a hectic life at the start of their careers.

“My emergency duty started at 7.30 am on Saturday and I finished around 12.30 pm on Sunday. My next shift starts at 6 pm. I am physically and mentally exhausted, and have lost my personal life. I don’t even have time to attend to my mother’s phone calls,” said Sangeetha.

Sangeetha said once during her first year, she started her duty on a Saturday and got relieved only on Tuesday evening. “This is still continuing. Even though I am in the second year, I still do basic works in wards, which are supposed to be done by first year students,” she said. First year PG doctors have to follow-up patients, admit them, take their history, check their blood pressure before surgeries, and get clearance from specialist doctors for the surgery of patients with comorbidities. Post surgery, they have to check on the patient’s condition, Sangeetha said.

Dr Keerthy Varman, a second year PG doctor at the Government Stanley Medical College Hospital, said, “Our work has only doubled since the pandemic. Now, non-Covid services have also resumed. Then there were the medical camps during floods, and Covid vaccination duty. We have to do all these.” The doctors rued that the busy hours have left them with very little time for their studies. “There is no time for our peripheral postings to other departments such as cardio-thoracic, where we learn their specialities. When will I study my lessons or learn new things when I am still busy doing routine ward works,” asked Dr Keerthy Varman. He added that they were compensating for about 2,000 PG first year students (including diploma) in government medical colleges, who are yet to be let in.

A second year PG student at the Royapettah Government Hospital said, “If juniors are there, they can take care of ward duties on the days we go for peripheral duty. But now if we leave and go for peripheral duty, no one is there to do routine works.” The doctors said they are still uncertain on until when the situation would continue. The PG counselling was temporarily suspended due to a case on the EWS quota seats, which is pending in the Supreme Court.

The doctors association had recently met Health Minister Ma Subramanian and requested the State Government to pressurise the Union Government, and request the Supreme Court to finish the hearing quickly and conduct the counselling. It had demanded contract extension for doctors recruited for mini-clinics, and posting them in hospitals under the Directorate of Medical Education till the first year PG students come. It had also asked for the service of Covid medical officers who were temporarily recruited during the Covid second wave, to compensate the manpower shortage. Meanwhile, the Union Health Ministry has issued a plea to fast track the court hearing.

Trichy: Bharathi  , a two-year-old from Thanjavur with spinal muscular atrophy (SMA), on Friday got a ₹16-crore imported drug procured through crowdfunding at a Bengaluru hospital.

Doctors at Baptist Hospital administered Zolgensma, imported from the US, to Bharathi on Friday morning, her mother K Ezhilarasi told TOI. “We got six vials of Zolgensma, imported through a dealer in London, on Thursday. The doctors administered all the vials in an hour,” she said.

Born to R Jagadeesh and Ezhilarasi, both bank employees from Nanjikottai, Bharathi was diagnosed with the rare genetic disorder by doctors of Christian Medical College (CMC), Vellore, in August. The disorder cripples the motor ability of the child leaving her unable to stand up and walk. As doctors advised them to arrange the medicine which has to be administered before she turned two, the parents turned to social media for help.

The funding, which started off with contributions from a small number of people, saw more than five lakh pitching in, thanks to efforts of YouTubers and celebrities. Thanjavur collector Dinesh Ponraj Oliver opened a bank account on behalf of the district administration in the name of ‘Support Bharathi’. Actor Vijay Sethupathi gave ₹20 lakh and Tenkasi Aakash Friends IAS academy ₹25 lakh.

It was on November 19 that the couple got the entire amount after certain hiccups in crowdfunding. Thereafter, they got customs import duty waived for the medicine. Though Bharathi turned two on November 6, the doctors considered it to be an ideal time to administer the drug, said Ezhilarasi. She would be monitored at the hospital for three months.

CHENNAI: Scenes of patients lying on the floor in government hospitals are nothing new. One such incident was witnessed by a TNIE photojournalist at the Royapettah Government Hospital on Friday. Based on a tip-off from a source, the photojournalist rushed to the hospital and found Durai (68) lying on the floor near a bathroom on the premises.

When asked how he ended up there, Durai broke down and said he had presented to the hospital on Wednesday evening to get treated for a dog bite. Upon closer inspection, the photojournalist realised that the deep wound on his left leg was not fresh and was probably infested. Other people in the premises gathered around on hearing his cries.

Durai, who lives alone in Triplicane, said he received first aid but was denied admission because he did not have an attender, adding his pleas for proper care fell on deaf ears and he had been lying near the toilet ever since. On seeing the large crowd, a lady police official arrived on the scene and enquired about what was going on.

After seeing the large crowd, a nurse informed the hospital staff about the situation. Later, they shifted Durai to the casualty in a wheelchair and his wound was cleaned and dressed. The staff then promised the policewoman that Durai would be taken care of. While a senior official said he was not aware of the incident, another did not respond to calls from TNIE.

    The Director of Medical Education, Chennai, on Monday, has suspended a radiologist of Government Rajaji Hospital on a charge of sexual harassment.

    A woman had come for scan to the hospital on November 27. The radiologist, it is alleged, misbehaved with the patient on the pretext of examining her. The patient narrated the incident to Dean A. Rathinavel, who asked the patient to lodge a complaint. Dr. Rathinavel placed the patient’s written complaint before an internal committee. After inquiry, the committee sent the observations based on which the DME ordered the suspension of the radiologist.

    A radiologist at Government Rajaji Hospital (GRH) has been accused of sexually harassing a 24-yearold woman transplant patient from Madurai and an internal committee has conducted an inquiry based on her complaint. The committee has submitted the report to director of medical education Dr R Narayana Babu and further action is awaited.

    According to sources, the woman had come to GRH on November 26 for a scan and was attended to by a radiologist at the hospital. She was asked to come the next day for another scan. However, on November 27, the radiologist allegedly sent the nurse out of the room and sexually harassed the woman on the pretext of examining her.

    The woman subsequently filed a complaint with the government hospital. TNN

    A city civil court has directed the Madras Medical College dean to settle dues worth ₹23 lakh to a contractor who was running the mess at the MMC post graduates hostel.

    The contractor, K Srinivasan of Arumbakkam, in his petition stated that he entered into an agreement with the institution in June 2008 to run the mess. His contract was renewed every year and he ran the mess until 2016.

    Subsequently, a fresh tender was issued and the petitioner had moved the Madras high court against it. The act of the authorities spoiled the goodwill and reputation the petitioner had earned among the students, the petition stated and citing various heads, sought dues of ₹41 lakh.

    In response, the authorities submitted that the petitioner and his son had attacked students for complaining about non-availability of food during dining hours and had indulged in unauthorized sale of food to outsiders. After perusing all submissions and documents, additional sessions judge, S T Lakshmi Ramesh held that the contractor be paid ₹23 lakh dues alone and not the claims towards vessels, groceries and other compensation.
