CHENNAI: Extending the lockdown for 15 more days from November 1, Tamil Nadu Chief Minister MK Stalin on Saturday announced more relaxations. However, the ban on festivals and political events will continue.

The following relaxations come into force with immediate effect:

So far, all kinds of shops, restaurants and bakeries were allowed to function till 11 pm. This restriction has been removed.

Similarly, at all stadia, both contact and non-contact sports will be allowed.

Swimming pools can be used for therapeutic purposes.

From November 1, the following relaxations come into force:

In all schools, Classes 1 to 8 will be allowed on a rotation basis.

Theatres can function with 100 percent occupancy.

All indoor cultural programmes are allowed. Individual liquor bars can function.

Intra-district and inter-district public transport (ordinary and air-conditioned buses) will be allowed with 100 percent seat occupancy. However, this will not be applicable on buses to Kerala.

All film shootings can take place with a sufficient number of workers. All those engaged in shooting should have been vaccinated.

Anna Management Training Institute, SIRD, Bhavanisagar Officers Training Institute and other government training institutes and centres can function with 100 percent trainees.

About 40 restaurants and eateries were ordered to down shutters after they had opened for business on Saturday at nine locations in the city where Greater Chennai Corporation had announced a lockdown of markets and shops for the next ten days. Civic officials accompanied by police personnel went around these areas enforcing the lockdown.

The Chennai Hotels Association said the official communique from Greater Chennai Corporation did not include hotels in the list of business establishments that must be shutdown and appealed to the government to declare eateries an essential service and exempt them from the shutdown.

Association president Ravi said, "We have taken up the issue with Greater Chennai Corporation, seeking permission to continue to keep the restaurants open," he said, adding that the representatives will also be meeting the police in this regard.

On Friday, the civic body had announced closure of markets and shops at nine locations in the city for 10 days from July 31 in a bid to check the spike in Covid-19 cases. The areas include Ranganathan street, parts of North Usman Road, the area from Ratna Café to Bells Road in Zam Bazaar, Thiru-Vi-Ka-Park junction, the stretch from Anjaneya statue to Ambedkar statue in Red Hills, Kuralagam to Thanga Road junction on NSC Bose Road, Habibullah Raod, Pulipon Bazaar, Royapuram Market Kalmandapam Road, Royapuram water tank to Kamatchi Amman temple, and part of Aminijikarai market on Poonamallee high Road.

Temples closed to devotees for 3 days

The Hindu religious and charitable endowments (HR&CE) department on Saturday announced that devotees will not be permitted to congregate in major ‘Amman’ and ‘Murugan’ temples in the state from August 1 to August 3 to offer prayers for Aadi Krithigai. Senior officials said the government has taken the decision in view of Covid-19 cases rising. However, pujas will continue in the temples, which include Vadapalani Andavar temple, Kandaswamy temple at Kandhakottam, and Padavattamman temple at Padi in the city. Every year, Aadi Krithigai is celebrated in a grand manner in the six abodes of Lord Muruga in the state — Palani, Tiruttani, Swamimalai, Thiruparangundram, Tiruchendur and Palamuthircholai. TNN

The Tamil Nadu government on Friday announced extending lockdown by two weeks ending 6am on July 31.

In an official statement, chief minister M K Stalin said that certain activities, remained prohibited, including inter-state public and private transport except Union territory of Puducherry, international air travel except the purposes permitted by the Union home ministry, cinema theatres, all liquor bars, swimming pools, all social, political gatherings, entertainment, sports and cultural events, schools and colleges and zoological parks.

“A maximum of 50 persons will be permitted for marriage events and 20 persons in funeral/last rites in a bid to contain the spread,” the chief minister said. The already permitted activities will continue in the state, except containment zones.

Stalin said that industrial training institutes (ITIs) and industrial schools, and typewriting/ shorthand institutes shall function with 50% students at a time and on a rotation basis from Monday. Teachers will be allowed to work in schools to facilitate admission of students, distribution of books and preparation of syllabus.

IT companies are reopening workplaces, balancing safety with team productivity. Smaller units are taking the lead with some having reopened and others charting a comeback in August. The few firms that have reopened only allow vaccinated employees. Large companies may reopen in October.

SaaS company Kissflow’s founder-CEO Suresh Sambandam told TOI that employees can choose to return from August 1. Their presence will be mandatory from October 1 on a ‘remote plus’ model wherein teams can work for three weeks in office and one from home. The effectiveness of ideation is better when teams work together in the office, and the ‘Remote plus’ model will ensure reduced staff strength. Kissflow has not made vaccination mandatory but is helping staff get the shot.

“As a young company, culture and agility is important. So, we vaccinated all our staff on a priority basis,” said Arvind Parthiban, co-founder and CEO of startup SuperOps.ai. The entire 45-member team returned to its office at RMZ Millenia on Monday. All staff needs, such as food and refreshments, are met on premises to curb external contact.

Cognizant, the city’s largest tech employer, said its focus now is vaccinating employees and dependents. Sources said plans are on for a phased reopening starting October.

Prabhu Ramachandran, cofounder of real estate startup Facilio, who interacted with IT park operators, said the consensus is to reopen with a flexible working model and the share of staff vaccinated plays a key role in the decision.

About 5% of cybersecurity firm Bahwan CyberTek’s staff work from office at the moment and plans are afoot to increase the strength in a phased manner. Tech company Guvi is opening its Taramani office on a partial basis over the next two months.

HR tech company Neeyamo has been operating with 50% staff at its Perungudi centre since July

5. The company said it is assessing employee preferences to decide when to reopen fully.

Bus services to Puducherry from Tamil Nadu will resume and shops can remain open till 9pm across the state from Monday as chief minister M K Stalin on Saturday announced extension of the Covid-19 lockdown till 6am on July 19 with more relaxations. Competitive exams for state and Union government jobs will also be allowed, but agencies conducting the tests must inform district collectors in advance.

Interstate public and private transport and international air travel, except the ones permitted by the Union home ministry, however, will continue to remain prohibited. Curbs on cinema theatres, bars, swimming pools, social and political gatherings, entertainment, sports and cultural events, schools and colleges and zoological parks too will remain intact. A maximum of 50 people will be permitted to attend marriages, and 20 people for funerals and last rites.

“All permitted activities will be allowed to continue in the state, except in containment zones. Shops and other activities permitted till 8pm will be allowed till 9pm,” the CM said. Restaurants, tea shops, bakeries, eateries, sweet shops will be permitted with a 50% cap on customers at a time till 9pm. “Standard operating procedures should be followed strictly at all shops and public gatherings,” the CM said.


Doors, windows must be kept open in shops to ensure good ventilation

Even as the total positive rate is falling, the state government wants to remain cautious. “The state is still not in a comfort zone to open up fully,” said a senior official.

Hand sanitizers and dispensers should be compulsorily made available at the entry and customers screened using thermal screening. Management should ensure that staff and customers wear masks at all times. Doors and windows should be kept open in shops with air-conditioning facilities to ensure adequate ventilation. Entry should be restricted to maintain social distance, while marking should be drawn for the customers to maintain distance when they stand in queue near shops.

“The district collectors and local bodies will have to take up intensive preventive measures through micro-level containment of cases,” he said. No other activities other than medical emergency services and supply of essential commodities will be permitted in the containment zones. The administrative machinery should set up committees and take up aggressive door-to-door monitoring in these zones.

Stalin urged the public to avoid stepping out of houses and gather in public places to prevent the infectious disease. “Wearing masks, maintaining social distance and frequent hand washing should be strictly followed. Public should visit hospitals nearby for consultation or treatment as soon as they get to know of the symptoms,” Stalin said. Imposing fines on violations of Covid protocols will continue, he said.

And I promise I've been present every day but over there.” The mystified ‘Miss’ had nothing to say. Clearly, another of the travails of remote learning. And to think the school year has just begun!

Casual sexism meets veggie shopping

A mobile vendor selling vegetables and fruits recently had a crash course on casual sexism as it seems many expect only women to do the shopping. The vendor in question drove into an apartment complex in Nungambakkam and called out the customary ‘Vaanga ma vaanga’. A few minutes later, he drove to another building nearby when a woman came running behind him with a basket in hand. She said, “Why do you always say ‘vaanga ma vaanga’ and call only the women? My husband uses this as a silly excuse to refuse to go out and buy vegetables. I have to take care of my children and by the time I come out after looking for a mask, you are gone.” The visibly awkward vendor said, “I will wait for a few more minutes in every block hereafter, madam.”

A short-lived respite

Many residents are going through lockdown fatigue. But not those in a certain neighbourhood in Thilaiganga Nagar and Jeevan Nagar. For them, the lockdown has offered some peace of mind as the restrictions made the giant piling machines working to build the metro fall silent for almost two months. Early this year, they rejoiced when work started on the MRTS after more than a decade’s wait. However, the joy soon turned sour when huge, noisy, piling machines started boring the earth, disturbing their peace. Then the lockdown began, restoring the serenity of the neighbourhood. But now restrictions have eased, and with the state government allowing construction work, they looked with trepidation as workers arrived to move the piling machines and brought more loads of steel bars for concreting. Till the next lockdown, life is going to be jarring for good.

Council matters

On June 21, governor Banwarilal Purohit in his address to the state assembly announced a five-member Economic Advisory Council, surprising people across the country. The names included Nobel laureate Esther Duflo and prof Jean Dreze, besides former RBI governor Raghuram Rajan, former economic adviser to the Centre Arvind Subramanian and former Union finance secretary S Narayan. Naturally, everyone was curious whose idea it was to form a council with such high-profile economists. “The idea did not come from the bureaucracy. It came from the political executive. It came right from the top,” a senior state government official told this journalist. "Given his background, the finance minister, PTR Palanivel Thiagarajan, would have reached out to connect with them too," said the official.

Lockdown woes

When this reporter had to move into a new house and needed the help of carpenters, electricians, plumbers, little did she know it would be a huge challenge. She had to scout for more than two weeks to find them. And then it turned out that most of these workers either did not have the necessary equipment or charged double the usual price. With the pandemic and numerous lockdowns, most had moved to smaller cities or sectors that give more job security. Paying rent for accommodation in the city is very difficult, especially during extended lockdown, said a carpenter. Though the state has eased rules and let these workers move around, the demand for their services has dropped significantly.

CHENNAI: The Tamil Nadu state government has extended the ongoing lockdown till June 28 morning 6 am with some more relaxations starting Monday.

The public transport such as bus service will resume in Chennai and its three neighbouring districts.In Chennai, Metro service will also be resumed.

The new relaxations were given following the recommendations of the medical experts committee and authorities team.

To curb the spread of Covid-19 in the state, the Tamil Nadu government has extended the lockdown till June 28 morning 6 am. The districts are divided into three categories and relaxations vary in each category.

Category 1:


Coimbatore, Nilgris, Tiruppur, Erode, Salem, Karur, Namakkal, Thanjavur, Thiruvarur, Nagapattinam and Mayiladuthurai districts:


Existing Lockdown continues without any additional relaxations.

Category 2:

Ariyalur, Cuddalore, Dharmapuri, Dindigul, Kallakuruchi, Kanyakumari, Krishnagiri, Madurai, Perambalur, Pudukkottai, Ramanathapuram, Ranipet, Sivaganga, Theni, Tenkasi, Tirunelveli, Tiruppattur, Tiruvannamalai, Thoothukudi, Tiruchirappalli, Viluppuram, Vellore and Virudhunagar districts.

Business hours of the individual shops including tea stalls: Morning 6 am to 7 pm.

Hotel, restaurants, bakeries and food supply e-commerce services: Morning 6 am to 9 pm.

Beauty parlours, saloons and spa, non-AC., will be permitted to function from morning 6 am to 7 pm.

Government departments for essential services will function with 100 percent capacity.

Non-essential departments will function with 50 percent of employees.

The sub-Registrar office will be functioning with full capacity.

All private companies are permitted to function with 33 percent of employees.

Export companies and the units which provide inputs to export companies will be permitted to function with 100 percent of employees.

Shops that sell electric and electronic goods and service centres, vehicle spare parts and service centres, and two-wheeler service centres, stationery shops, cell phone sales and service, construction material sales, footwear shops, opticals, Home finance companies, Non-banking finance companies and microfinance companies will be functioning from 9 am to 5 pm.

Admission and other administration works in educational institutions.

Functioning of sports academies and sports competitions in open places will be permitted from morning 6 am to 5 pm.

Cinema halls can carry out maintenance works once in a week with due permission from the respective Tahsildar.

Category 3:

Chennai, Chennalpattu, Kancheepuram and Thiruvallur districts.

Additional relaxations along with the relaxations given to category 2 districts.

Roadside food stalls can sell foods, only parcel service, from 6 am to 7 pm.

Shootings for cinema and TV serials will be permitted with a maximum of 100 people after conducting the Corona test.

Post-productions works will be permitted.

The public transport within districts and inter districts, only the above four districts, will be permitted with the 50 per cent of passengers, only in non-AC busses.

Call taxi and auto service will be permitted without e-registration.

Metro rail service will be permitted to operate with 50 per cent of passenger capacity.

All construction works will be permitted.

All private companies will be permitted to function with 50 percent of employees.

Fancy stores, vessels stores, xerox shops, tailors, printers, photo and video studios, dry cleaners will be permitted to function from morning 9 am to 7 pm.

Potters and other handicraft workers will be permitted to function from 9 am to 7 pm.

Computer software and hardware sales and service from morning 9 am to 7 pm.

General to all districts:

After getting the e-pass from the respective districts, where the marriage will take place, only 50 persons can attend the marriage functions, except for Coimbatore, Nilgris, Tiruppur, Erode, Salem, Karur, Namakkal, Thanjavur, Thiruvarur, Nagapattinam and Mayiladuthurai districts.

Emergency travelling for Kodaikkanal, Nilgris, Yercud, Yelagiri and Kutralam will be permitted after getting the e-pass from the respective district collectors.

The Tamil Nadu government on Sunday extended the Covid-19 lockdown in the state by one more week till 6am on June 28 with more relaxations including permission for public transport to resume with 50% occupancy in Chennai and neighbouring Thiruvallur, Kancheepuram and Chengalpet districts.

The state also allowed resumption of metro rail service with 50% occupancy in Chennai and film and television shooting with a cap of 100 people. People in the above four districts can hire taxis and autos without e-registration. All types of construction work will also be permitted in these districts.

Dividing the state’s 38 districts into three categories based on Covid-positive numbers, Tamil Nadu government ordered the continuation of existing restrictions in 11 districts (Category I) including Coimbatore, Tirupur and Salem in the west and Thanjavur in the central region, where case count is still high. It, however, permitted more establishments and industries to function and for extended hours in 23 other districts (Category II), including Cuddalore, Dharmapuri and Vellore.

Schools, colleges, universities and training institutes are permitted to undertake administrative work for admission process across the state. In a statement, chief minister M K Stalin urged people to maintain Covid norms and not to step out of their homes unnecessarily.

The resumption of public transport is restricted to non-AC buses, with 50% occupancy, in Chennai, Thiruvallur, Kancheepuram and Chengalpet districts (Category III). People are permitted to move within the Category III districts and the government has done away with the need for eregistrations for this region.

Automobile showrooms and service centres can function in Category III districts as also sports related training and competitions can be held without spectators.

All state government offices can function with 100% employees, while private offices can function with 50% attendance. Export units and their vendors can operate with 100% employees, while other industries can operate with 50% workers.

In the districts coming under Category II, state government offices involved in essential services can function with 100% employees, while other government offices are permitted to function with just 50% employees. All private offices will function with 33% employees, while export units and their vendors are allowed to operate with 100% workers in these 23 districts. People can travel intra-district by taxis and autos after applying for e-registration.

Theatres will be permitted to undertake maintenance work once a week with prior approval in Category II and Category III districts. People from districts falling within these two categories can obtain e-pass and attend weddings, but only 50 people are permitted to attend a wedding.

The demand for public transport is getting more intense, and Metropolitan Transport Corporation (MTC) might resume government bus services in Chennai from Monday but with restrictions.

A Tamil Nadu transport department source said that half the bus fleet might be operated for the first one week with 50% seating capacity so that there was no crowding inside the vehicle and at bus stops.

“We are expecting the chief minister (M K Stalin) to make the formal announcement before Saturday. In case the government permits MTC to resume operation, all buses were serviced and kept ready so that they can be operated on alternate days. During the one-day break, buses will be taken to depots for disinfection,” the source added, requesting anonymity.

Alongside bus maintenance, MTC has also intensified vaccine drives for its employees. Of the total 24,000 staff (including drivers, conductors and technical crew), around 60% of the workforce has already received their first dose of vaccination, according to official data on Thursday evening.

More camps were planned in the next three days at bus depots to ensure that maximum workforce was available for duty from Monday, said a senior MTC official.

K Anbalagan from SVSAAP transport workers' union said that the vaccination programme, which was slow early, gained momentum this week and depot authorities called up individual drivers and conductors to check their vaccination status.

"However, there is a sense of fear among employees as they have received only the first dose. Besides this, some of them are still hesitant to get vaccinated because of misconception about side-effects. So MTC should take more steps to create awareness among them," he said.

Given the limited number of cabs in city roads, autos turned out to be the most accessible urban commute option this week. "People, who want to avoid crowded share autos, can opt for regular auto rides. But not all can afford it everyday," said transportation activist R Rengachari.

T Sadagopan, a residentactivist from Avadi said, even those who have private cars or bikes are not in a position to use them because of the increase in fuel cost. "Employees, who are stuck in their native districts, are unable to reach industries, shops and hotels are unable to get back to work because of the lack of buses," Sadagopan said.

Even if bus services are resumed, inter-district buses might not run from Monday as infection rate is high at 10 or more districts in the state.

Several relaxations in lockdown norms including availing services at government offices and banks have been announced, but residents of Chennai and its suburbs have been unable to apply for e-registration on the official portal to be able to make use of these services.

Regional Transport Offices (RTOs) began accepting driving licence and learner’s licence applications, but that option is not available on the list of reasons allowed to commute within Chennai city or from neighbouring districts.

Similarly, there is no option to travel in case of visa appointments. R Sundararajan, a native of Bengaluru, plans to travel to Chennai on June 17 (Thursday) for his daughter’s US student visa appointment, but has not been able to apply for e-registration. “There is no such option available for travelling to Chennai for the said reason,” he said.

T Sadagopan, a residentactivist from Avadi, said hundreds of working professionals from private and government sectors had shifted their residences from core city to suburban areas in the recent past. “It is common knowledge that getting addresses changed in government ID proof documents is not easy in Tamil Nadu. So these people still have to travel to the city for banks and ration shops (to avail food items and ₹2,000 incentive),” he said.

A senior official in the revenue and disaster management department said no e-registration is required for intra-district travel to government offices.

However, residents from western suburbs, particularly Pattabiram or Thirunindravur, say that every time they cross the Avadi border, police ask for e-registration documents. Even when Avadi falls under Greater Chennai Police (GCP) limit, the law enforcers seek e-registration documents because technically it is located in the revenue district of Tiruvallur.

V Gokul of Adambakkam said there was no clarity on whether passengers needed e-registration even if they booked a cab (Ola or Uber) to reach his optical shop in Nanganallur.

“There was no proper response from the helpline. So the driver and I registered separately to avoid trouble. Such duplications can be avoided if there is better clarity from the government. Besides, the online server is getting crashed frequently during working hours as site traffic increases manifold. This too needs to be addressed,” he said.

The government has permitted travel within the city only with e-registration. There is no separate category for travel for banking purposes. You may have to wait till the lockdown is over.
