Medicos condemn Pollachi incident

More than 200 students of Madurai Medical College formed a human chain on the college premises on Thursday, condemning the Pollachi sexual abuse incident and demanding stringent action against the perpetrators.

The students said that the incident had shaken the conscience of the people of Tamil Nadu. T. Sethupathi, a postgraduate student, said the investigation and trial must be conducted in a speedy and fully transparent manner. “No one involved in committing this heinous crime must be allowed to escape from the law,” he said.

Another student said the punishment to the perpetrators must be exemplary. “We are not demanding capital punishment. However, the punishment must be stringent enough that it acts as a deterrent,” she said. Stating that the incident also indicated the deep-rooted flaws in the society, Mr. Sethupathi said children should be taught through the school curriculum itself to treat the opposite gender equally.

Medical, engineering fee likely to go up this year

BENGALURU: Undergraduate engineering and medical seat aspirants might have to shell out more for government quota seats at private medical or engineering colleges for the academic year 2017-18.
Managements of both medical and engineering colleges in the state have demanded a fee hike of up to 30 per cent. Following the communication from the Karnataka Unaided Private Engineering Colleges Association (KUPECA), Higher Education Minister Basavaraj Rayareddi and Medical Education Minister Dr Sharan Prakash Patil met college representatives on Wednesday.

Speaking after the meeting, KUPECA secretary M K Panduranga Setty said, “We have submitted our request seeking 30 per cent hike for undergraduate engineering courses. We also gave reasons for the hike.”

“Instead of doing the exercise every year, we have asked the government to fix the percentage of hike which should be done every year,” Setty said.

However, Rayareddi said he need to discuss the hike with the chief minister.

As far as the medical and dental courses are concerned, the managements are demanding a steep hike.
Minister Patil said, “The hike demanded by some of them is very high while some are saying that a nominal hike is enough. We have not yet discussed their demand to hike the medical and dental fee.”

TS govt clears way for separate test for MBBS admissions under management quota, hikes fees

The Telangana state government has cleared a long pending demand seeking permission allowing private medical colleges in the state to conduct a separate entrance test for admissions to MBBS seats in private medical colleges under private and management quotas. At the same time the state government has also allowed the private medical colleges to hike fees from Rs.2.4 lakhs to Rs.9 lakhs to B category seats in all the private medical colleges from the 2015-16 academic year going to begin in June.

The MBBS seats in the state are categorised as A, B and C based on government, private and management quotas respectively. The state government had stipulated a particular fee structure to each category. The fees for MBBS seats in government medical colleges is not changed, while 10 per cent of B category seats in private medical colleges has increased from this academic year.

With the state government approving the proposal, detailed orders are expected to be released soon. “As the state government has agreed to allow private medical colleges conduct separate medical admission tests, it will allow all them to fill about 35 per cent of medical under B category and management quota,” said a senior official in the Medical and health education department.

There are altogether 13 medical colleges in both government and private sectors in Telangana having 2950 MBBS seats in all. Out of which 5 colleges are under government sector and 8 medical colleges are under private managements. The 35 per cent of MBBS seats for which the private managements are allowed to conduct a separate test constitute 10 per cent under B category in private medical colleges and the remaining 25 per cent under C1 quota which comes under management category seats. For all these seats, the government has also given a green signal to increase the fees. This means about 210 seats under B category will have an annual fee of Rs.9 lakhs which is a huge burden on the students and the parents. “This has increased a huge burden on the middle class and upper middle class people who want to secure a seat under private quota. Earlier we could manage to get loans for B category seats, but with Rs.9 lakh fees annually, it amounts Rs.45 lakhs by the time a student completes his MBBS education. With limited incomes and no option for even going to loans this fee structure completely blocks the middle class and upper middle class to look for private quota,” said a parent.

MCI issues circular authorizing state councils to initiate action against doctors’ strike

CHENNAI: In a move that has ruffled a few feathers among the medical fraternity, the Medical Council of India (MCI) has issued orders to ban strikes by doctors and has instructed the state medical council to take immediate disciplinary action against anyone going against the order. With increasing incidents of doctors going on strike demanding hikes and protection against attacks on hospitals, the order is said to be issued in an effort to ensure that patients do not suffer the consequences of such protests.

Following a writ petition filed by the People for Better Treatment in November last year, the Supreme Court took cognisance of a series of strikes called by doctors on numerous occasions which caused tremendous suffering to certain patients. It further placed the onus on MCI to ensure that doctors did not go on strikes and inconvenience patients.

A senior MCI official in the state confirmed that they have received the circular from the apex body and the matter has been taken into consideration. "Each time doctors in the city call a strike, lakhs of people suffer. There is no excuse for putting patients through such trauma. However, there are several incidents of assault on doctors and hospitals. The state should ensure that the Hospital Protection Act is implemented effectively," said the official.

Though the Supreme Court's judgment is law, The recent MCI directive would expose all striking doctors to likely punishment with disciplinary action such as suspension of their registration certificates. "Going on a strike is any person's fundamental right. Even the Supreme Court does not call for a blanket ban of strikes by doctors. How else can we doctors express our objection towards anything?" said , Dr K Senthil Kumar, president of Tamil Nadu Government Doctors Association. "Even if we are on a strike, we ensure that all emergency cases are attended to and no one gets affected. As long as proper notice is given, strikes are not illegal," he added.

Rise in sale of MBBS, BDS forms

More students have bought application forms for MBBS/BDS courses offered by the Tamil Nadu Dr. MGR Medical University this year.

In 10 days since forms began to be issued, the selection committee has sold as many as 31,687 forms, exceeding the number of forms sold last year. Forms will be sold till May 28.

As of Wednesday, around 3,000 candidates had submitted their forms, selection committee officials said. The last date for submission of filled forms is May 29.

This year, the State government expects to add 100 seats through a new college – the Omandurar Medical College, which is attached to Kasturba Gandhi General Hospital.

The Medical Council of India officials have said that they had recommended that the college be permitted to function as it had satisfied the MCI norms.

The Health Department had also sought to increase intake in three other colleges in the State but the MCI had denied permission during its earlier inspections. The Central government later provided funds to upgrade the facilities in the colleges but there is no information on their status yet.

The MCI is also silent on the status of ESIC Medical College, which had for two years admitted 100 students. In December, following an inspection the MCI had urged the college to rectify the deficiencies to permit admission of students.

Despite protests by the students and confirmation by the Central government that it will continue to run the ESIC medical colleges, MCI has remained reticent.

MCI for renewal of permission for college

The Medical Council of India (MCI) has recommended renewal of permission to the Indira Gandhi Government Medical College and Research Institute (IGMC&RI) to admit students for the academic year 2015-16.

A top Government official said that MCI had recommended renewal of permission to the Union Health Ministry. A communication to this effect was received by the Government on Monday.

It may be recalled that the council had earlier refused to grant renewal of permission even after it carried out an inspection. The MCI, while denying permission had cited inadequate teaching and non-teaching staff in the college.

However, the Government gave an undertaking and assured that all deficiencies would be rectified in time.

தனியார் மருத்துவக் கல்லூரிகளில் எம்பிபிஎஸ் படிப்புக்கான கல்விக் கட்டணம் ரூ.20 ஆயிரத்தில் இருந்து ரூ.70 ஆயிரம் வரை உயர்த்தப்பட்டுள்ளது. தனியார் பல் மருத்துவக் கல்லூரிகளில் பிடிஎஸ் படிப்புக்கான கல்வி கட்டணம் ரூ.15 ஆயிரம் அதிகரிக்கப்பட்டுள்ளது.

தமிழகத்தில் சென்னை மருத்துவக் கல்லூரி, அரசு ஸ்டான்லி மருத்துவக் கல்லூரி, கீழ்ப்பாக்கம் அரசு மருத்துவக் கல்லூரி உட்பட 19 அரசு மருத்துவக் கல்லூரிகள் உள்ளன. இந்த கல்லூரிகளில் மொத்தம் 2,555 எம்பிபிஎஸ் இடங்கள் உள்ளன. இவற்றில் 383 இடங்கள் (15%), அகில இந்திய ஒதுக்கீட்டுக்காக மத்திய அரசுக்கு ஒதுக்கப்படுகின்றன. எஞ்சிய 2,172 இடங்கள் (85%) மாநில அரசு ஒதுக்கீட்டில் உள்ளன.

சென்னையில் உள்ள தமிழ்நாடு அரசு பல் மருத்துவக் கல்லூரியில் 100 பிடிஎஸ் இடங்கள் உள்ளன. இவற்றில் 15 இடங்கள் அகில இந்திய ஒதுக்கீட்டுக்கு போக, 85 இடங்கள் மாநில அரசு ஒதுக்கீட்டுக்கு உள்ளன. இவை தவிர, இந்திய மருத்துவ கவுன்சில் (எம்சிஐ) அனுமதியைப் பொறுத்து தனியார் (சுயநிதி) மருத்துவ, பல் மருத்துவக் கல்லூரிகள் மூலம் 1,000-க்கும் மேற்பட்ட எம்பிபிஎஸ், பிடிஎஸ் இடங்கள் மாநில அரசுக்கு கிடைக்க வாய்ப்பு உள்ளது.

2015-16ம் கல்வி ஆண்டுக்கான எம்பிபிஎஸ், பிடிஎஸ் விண்ணப்ப விநியோகம் கடந்த 11-ம் தேதி தொடங்கியது. வரும் 28-ம் தேதி வரை விண்ணப்ப விற்பனை நடக்கும். பூர்த்தி செய்யப்பட்ட விண்ணப்பங்களை 29-ம் தேதி மாலை 5 மணிக்குள் சமர்ப்பிக்க வேண்டும். தரவரிசைப் பட்டியல் ஜூன் 12-ல் வெளியிடப்பட உள்ளது. எம்பிபிஎஸ், பிடிஎஸ் படிப்புக்கான முதல்கட்ட கவுன்சலிங்கை ஜூன் 19 முதல் 25-ம் தேதி வரை நடத்த மருத்துவக் கல்வி இயக்ககம் (டிஎம்இ) திட்டமிட்டுள்ளது.

ரூ.3 லட்சம் வரை

இந்நிலையில் தனியார் மருத்துவக் கல்லூரிகள், தனியார் பல் மருத்துவக் கல்லூரிகளில் மாணவ, மாணவிகளிடம் வசூலிக்கவேண்டிய கல்விக் கட்டணத்தை கட்டண நிர்ணயக்குழு நிர்ணயித்துள்ளது. அதன்படி, தனியார் மருத்துவக் கல்லூரிகளில் கட்டணம் குறைந்த பட்சம் ரூ.2.50 லட்சத்தில் இருந்து அதிகபட்சம் ரூ.3 லட்சம் வரையும், தனியார் பல் மருத்துவக் கல்லூரிகளில் கட்டணம் ரூ.1.30 லட்சமாகவும் நிர்ணயிக்கப்பட் டுள்ளது.

அரசு மருத்துவக் கல்லூரிகளில் எம்பிபிஎஸ் படிப்புக்கு கட்டணம் ரூ.13,600 என நிர்ணயிக்கப்பட்டுள்ளது. தனியார் மருத்துவக் கல்லூரிகளில் நிர்ணயிக்கப்பட்டுள்ள கட்டணம் இதைவிட 20 மடங்கு அதிகம். சென்னையில் உள்ள தமிழ்நாடு அரசு பல் மருத்துவக் கல்லூரியில் பிடிஎஸ் படிப்புக்கு ரூ.11,600 கட்டணமாக நிர்ணயிக்கப்பட்டுள்ளது.

CU does it again: Nursing grad awarded MBBS degree

KOZHIKODE: There are no limits to the surprises that Calicut University can pull off. Its recent 'reforms' in the process of issuing degree certificates have resulted in miracles such as students of BSc Nursing becoming MBBS graduates and BBA undergraduates left holding BCom degrees.

Then there are many instances of names in degree certificates misspelt to the annoyance of students. V V Georgekutty, controller of examinations, admitted to the snafu but said subjects in degree certificates got mixed up due to a glitch in the software supplied by C-DIT.

"In all the cases, the copy of the certificate which was verified by the examination wing had correct details. Errors crept in when the original was printed," he said. He, however, played down the number of such instances to two or three per month.

Sources blamed the certificate fiasco on doing away with the two-stage verification of the original certificate by Pareeksha Bhavan. The second layer of verification after the vice-chancellor signs the certificate is no longer there, said an examination wing official.

The Association of Calicut University Teachers said these instances have put the credibility and the statutory existence of the varsity under a cloud.

"The removal of multi-layer safeguards in the name of speeding up the issuance of certificates has compromised the verification process. We suspect that it could be even exploited to commit serious malpractices in issuing degree certificates. The government should institute a high-level probe into the incident," said Dr. P Sivadasan, secretary, ACT.

Plea to conduct admission counselling to Siddha courses

Students of Government Siddha Medical College here have appealed to the Commissioner of Indian Medicine and Homeopathy to conduct the counselling for admission to the Siddha medical colleges without delay. In a memorandum submitted to the Commissioner of Indian Medicine and Homeopathy, the students of Government Siddha Medical College have said good number of students, who have scored high marks in the Plus Two examinations, were keen on joining Government Siddha Medical Colleges with the Siddha formulations without side-effects becoming so popular among people.

While counselling for MBBS, engineering, veterinary and agriculture courses are conducted within a couple of weeks from the date of declaration of results, counselling for Siddha courses is conducted only after four months, which triggers a sense of fear among the aspirants. Some of them, who actually wanted to become Siddha doctors, have unwillingly joined other courses due to fear of losing the chance of joining other institutions.

“Though the Siddha students have submitted similar petitions in the past, no action has been taken to conduct the counselling immediately after completing the admission for MBBS or BDS courses. Hence, considering the welfare of the students and Indian medicine system, the officials should take steps for conducting the counselling without any delay,” the petitioners said.

Finally, CMCH Gets MCI Nod To Continue MBBS Course

COIMBATORE: Following an appeal by the State government, the Medical Council of India (MCI), has finally agreed to continue recognition for Coimbatore Medical College Hospital (CMCH) for the existing 150 MBBS seats for the approaching academic year.

CMCH Dean, A Edwin Joe said that MCI’s executive committee which met on Wednesday, decided to accept the compliance report submitted by the college this March to continue the recognition.

Earlier, the MCI had recommended to the Centre to discontinue recognition for CMCH to offer MBBS degree for the academic year 2015-16.

In response to the hospital’s request to increase the undergraduate strength from 150 to 250, a four-member MCI team inspected the institution in January. The assessors report was submitted to the executive committee of the council for consideration.

The committee had pointed out 20 deficiencies, and reasons to reject the proposal to increase the number of seats. In addition to this, the recognition for awarding 150 UG seats was also not supported in the committee’s report.

The Ministry of Health and Family Welfare had sought a personal hearing with the college Dean Edwin Joe. Following this, the dean submitted the arguments on behalf of the Tamil Nadu Directorate of Medical Education on March 13. The MOH had taken up the justification and sent a letter to the MCI.

In the compliance report, it was mentioned that even though the hospital lacked the infrastructure demanded for 250 seats, there was no deficiency preventing MCI from giving permission for the existing 150 seats except for staff shortage (13 per cent).

Clarifying on this, the Dean told Express that during the day of inspection more than four per cent staff were on leave and according to MCI norms less than 10 per cent staff shortage was permissible for 150 seats.

Once the other deficiencies pointed out by MCI are rectified with the help of State and Central Government funds, we will approach for increase in MBBS admissions, he added.

The college management also said that CMCH was added to the list of medical institutions for All India Online UG Counselling’ 15 and 15 percent of its MBBS seats (22) were handed over to MOH and the remaining seats would be filled by the State.

MCI recommends 100 seats for new college in Chennai

The Medical Council of India has recommended to the Central government that the new medical college coming up on the Omandurar Estate be permitted to add 100 seats this academic year.

With this, the number of seats available in government medical colleges under single window counselling is expected to go up to 2,655.

Of these, 85 seats will be allotted to students in the State and 15 seats will be reserved for All India Quota.

C. Bhirmanandham, MCI vice-president, said the inspection team was satisfied with the facilities in the college and had recommended that it be permitted to admit students for the 2015-2016 academic year.

He said all government medical colleges are slated to receive permission to admit students.

Cut-off marks for MBBS likely to be low

Due to drop in number of centum in Biology and Physics

With the drop in number of centum in Biology and Physics in the Plus Two examination results, the cut-off marks for admission to MBBS course is expected to be low for the academic year 2015-16.

Centums

The numbers of centum in 2014 examination results were Physics (2,710), Chemistry (1,693), Biology (652) and Mathematics (3,882).

Results published last week shows that there is a significant drop in number of centum in Physics (124), Chemistry (1,049) and Biology (387) except Mathematics (9,710).

Academicians said that the drop in centum in Physics, Chemistry and Biology, which decide the cut-off, is due to tough questions in the examination.

Academicians opined that owing to the toughness of the question paper, the current year cut-off marks should not be compared with previous year.

Government colleges

S.P.N. Sharavanan, Correspondent of Green Park Matriculation Higher Secondary School, told The Hindu that the drop in cut-off could be 1 to 1.25 marks for government colleges while it would be 1.5 marks for government quota seats in private colleges.

A student belonging to Backward Community with 197.50 cut-off could get admission for MBBS in Government College while a student with 195.75 cut-off could get admission to private medical colleges, he added.

“Unless the previous year students apply for medicine, there would be no change in the cut-off”, he added.

For engineering courses, the competition for top institutions would remain high.

Engineering

Since, the number of centum in Mathematics has tripled when compared to last year, the competition for second level engineering colleges would be intense. “There is a gradual rise in the cut-off for engineering courses”, he added.

Academicians said that students with above mentioned cut-offs need not worry as they could get admissions either in government colleges or government quota seats in private institutions.

Medical college may get 50 more MBBS seats

The Medical Council of India (MCI) is yet to give recognition for 50 additional MBBS seats in the K.A.P. Viswanatham Government Medical College (KAPVGMC) for the academic year 2015-16.

The college had offered 50 additional seats, in addition to 100 seats, in 2013-14 based on temporary approval by the MCI. While granting permission for 2014-15 in July 2014, the MCI had stated that the college should meet the MCI requirements for conducting MBBS course with 150 seats.

Based on it, the State government had taken a number of steps to increase the manpower requirements, mainly additional faculty requirement, classroom facilities and others.

Following this, a three-member MCI team recently visited the medical college and the Mahatma Gandhi Medical College Hospital, which is attached to the medical college. The team inspected all facilities including hostels, canteen, classrooms and others required for 150 students. Similarly, it checked whether the college had sufficient number of faculty members, as prescribed by the MCI, for taking classes for 150 students. The team members paid special attention to check if the discrepancies pointed out by the earlier MCI teams had been rectified.

Hospital authorities are hopeful of getting the MCI nod for the additional 50 seats. M.K.Muralidharan, Dean, KAPVGMC, told The Hindu that the approval might come anytime. The team had made positive remarks about the facilities. Once it gets the approval, there would not be any hurdle in admitting 150 students for the next five academic years.

'ராஜினாமாவை ஏற்று மருத்துவ மேற்படிப்பு நுழைவுத் தேர்விற்கு 'ஹால்டிக்கெட்' வழங்க உத்தரவிட வேண்டும்' என உயர்நீதிமன்றக் கிளையில் மனு செய்தனர். நீதிபதி எஸ்.வைத்தியநாதன் விசாரித்தார். மனுதாரர் வழக்கறிஞர் எம்.சரவணக்குமார் ஆஜரானார். அரசு வழக்கறிஞர், 'மருத்துவப் பணி தேர்வு வாரிய விதிகள்படி பணியில் சேர்ந்து ? ஆண்டுகள் முழுமை அடைந்தால் தான் முதுகலை படிப்பிற்கு விண்ணப்பிக்க முடியும்' என்றார்.

MBBS, BDS merit list on June 12

The issue of application forms for MBBS and BDS courses offered in government medical colleges began on Monday.

The last date for issue of forms is May 28 and the last date for submission of filled-in forms is May 29.

The forms and the prospectus can be downloaded from tnhealth.org.

Forms will be sold at all the 19 government medical colleges and the dental college. The form costs Rs. 500 and is free for SC/STstudents who must produce a copy of the caste certificate at the time of purchase to avail themselves of the facility.

“The merit list of candidates will be released on June 12 and the first session of counselling will be held from June 19 to 25,” said Director of Medical Education S. Geetalakshmi.

Counselling will be held for 2,172 seats as of the 2,555 seats currently available, 383 seats will be set aside for All India Quota (AIQ).

To questions about whether admission to the ESIC Medical College would be conducted, medical education officials said that they were awaiting information from the Centre.

“All efforts are being made to ensure that the Medical Council of India gives the approval to admit students to the new college coming up at Omandurar Estate,” she said.

According to selection committee secretary R.G. Sukumar, at present 803 seats were available in 13 self-financing medical colleges and 1,020 seats in self-financing dental colleges.

Of the 100 seats in dental colleges, 15 would be allotted under AIQ.
