CHENNAI: Incessant rains since Wednesday evening resulted in power cuts in parts of central and north Chennai. As the streets were flooded, power had to be shut down as part of precautionary measures.

According to TANGEDCO data, as on Thursday noon, 44.2 lakh consumers in the city were without power supply. Minister of Electricity V Senthil Balaji inspected a few waterlogged areas on Thursday. “We have enough manpower to resume power within 24 hours. Instructions have been given and hospitals are prioritised,” he said.

Pulianthope, Perambur, West Mambalam, Velachery, Mudichur, and Madipakkam were among the worst-affected areas. “It is risky to resume power in those areas. Most of the complaints have been addressed,” said an TANGEDCO official Apart from the flooded areas, power was resumed for most of the areas by Thursday evening.

Chennai: Power supply will be suspended from 9am to 2pm in Ponneri, KK Nagar, Sembium and Tambaram MEPZ areas on Tuesday to facilitate maintenance work, a release from Tangedco said. Supply will be restored before 2pm if work is completed sooner. There will be no power supply in commercial establishments and residents in Arasur, Vellodai, Anuppambattu, Perumbedu, Athipattu, Saikiruba Nagar, Thatchoor, Andarkuppam, Madhavaram and surrounding areas of Ponneri. Similarly, those residing in Rajamanar Salai, RK Shanmugham Salai, Kannigapuram and Vijayaraghavapuram in KK Nagar circle and DRJ Hospital area, Ranga Garden, Balaji Nagar, Thirumalai Nagar, Jayanthi Nagar and VMT Nagar in Sembium will face power cuts. Power supply will be cut in MEPZ-I part of Tambaram, West Tambaram area, GST Road, Chitlapakkam, Thiruneermalai, Rail Nagar and Moulana Nagar. TNN

CHENNAI: To facilitate maintenance work, power supply will be suspended in parts of Chennai between 9 am and 2 pm on Monday and Tuesday (December 28 and 29).

Supply will be restored ahead of 2 pm if the work is completed, said Tangedco in a statement.

The full list of areas where power will be suspended on Monday is as follows:

Rajakilpakkam area: Shantha avenue, Thirumagal nagar, Chitlapakkam part, Umar nagar, Balaji avenue, Mahalakshmi nagar, Ganesh nagar, Sembakkam (part), Iyyappa nagar, Pavanandiyar st, Prasanthi colony, Camp road Velachery main road, Mosque colony, Tellus avenue-I, Rajakilpakkam, Gowrivakkam.

The full list of areas where power will be suspended on Tuesday is as follows:

    Tamil Nadu government is mulling changing the electricity billing cycle of domestic consumers from bimonthly to monthly system, said state power minister P Thangamani on Tuesday.

    “We will have to discuss it with the chief minister before taking a decision. There is a demand for returning to the monthly cycle. We have to take a call on this,” said Thangamani.

    Changing the billing cycle with the current tariff system would provide major benefits to consumers as their tariff will remain in lower slabs as most consumers will not cross 500 units. Moreover, the first 100 units are free for all domestic consumers. It is not clear as of now whether the government has plans to tweak the tariff along with change in the billing cycle. Changing the billing cycle without altering the tariff would be suicidal for the power utility, Tangedco.

    People who cross consumption of 500 units bimonthly, after factoring in the 100 free units, are paying Rs 6 per unit at present. Use of air-conditioners, especially in cities like Chennai, leads to power consumption crossing 500 units in the bimonthly cycle.

    “The bi-monthly cycle of billing was introduced in August 1987 as the then TNEB did not want crowding of consumers at bill collection centres. But things have changed a lot now. Only a few consumers pay at collection centres at present. Most consumers make online payment, either using Tangedco App or its website,” said Pattabirambased consumer activist T Sadagopan.

    Domestic sector alone follows bimonthly billing cycle at present. All other segments like commercial and industrial are paying monthly bills in Tamil Nadu.

    “Lack of adequate assessors was one of the reasons to introduce bimonthly billing cycle for domestic consumers. Moreover, there was no hand-held machine for taking meter reading those days. Everything was done manually and it was not possible to record meter readings every month. Since technological advancements have simplified everything now, it is time we got back to the monthly cycle,” said a senior Tangedco official.

    The discom has not got any official communication from the government regarding the change in the billing cycle. Hence, even deliberations have not started, he said.

    CHENNAI: Morethan 11%of the power consumers in Tamil Nadu, about 45 lakh of 4.07 crore users, have not paid their bills despite Tangedco extending deadlines several times since the lockdown started.

    The discom has now extended the deadline for paying power bills in six districts – Chennai, Chengelpet, Kancheepuram, Tiruvallur, Madurai and Theni – to July 31. Consumers in other districts, who have failed to pay power bills, will face snapping of power connections starting from today, said a senior official in Tangedco. Their supply would be restored only after they pay the bills, he said.

    Only 3.62 crore consumers had paid bills for the past four months till July 15, said the official. A sizeable segment of defaulters are commercial consumers. “Many are taking the deadlines lightly, hoping that it would be extended. Lockdown and financial crunch may be the reason for not paying bills on time. Tangedco, however, does not have the financial muscle to condone non-payment of bills,” said another official.

    The discom has refused to provide any relief to consumers, who have to pay bills for four months at a go. “Oncelockdown started,Tangedcohad asked consumers to keep paying bills based on the previous billing cycle to avoid accumulation of huge amounts. The discom had said it would take meter readings and adjust the payment after the lockdown. A vast majority of people followed the instructions, but some did not bother to make timely payments,” said the official.

    Commercial consumers have been demanding lowering of power tariff as their businesses have taken a beating. “I have just opened my shop after three months. Business is dull. Though my shop was closed, two weeks ago, I received a bill, running into several thousand rupees,” said M Rajaraman, a shop owner in Tambaram.

    Tangedco received Rs 3,775 crore revenue in the first quarter of the current financial year from low tension consumers, said the official.

    The rapid spread of the Coronavirus pandemic across the country has forced it into a lockdown that has lasted over a month now. During this time, other than essential services, all other activities have been suspended. The pandemic has also put many in a financially precarious situation with job losses and pay cuts. 

    Central and state and local governments have taken cognisance of the difficulties faced by the public to offer some concessions on dues such as loans, property tax dues, water tax dues and electricity bills. 

    In line with this, and also partly due to operational hurdles, the Tamil Nadu Electricity Board (TNEB) has decided to charge the same amount as in the previous billing cycle for the present cycle as well, and offer some relief to those running commercial operations. 



    If your bi-monthly electricity bill is much less than you anticipated during the lockdown, this is the reason and here’s what you need to know. 

    Why is the bill amount due the same as the previous cycle? 

    For the billing cycle that falls during the lockdown, TNEB has decided to charge customers the same amount that they paid during the last cycle. This is because the EB staff has been unable to calculate the meter readings since they cannot visit houses during the lockdown period. 

    Does this mean the remainder of the bill amount has been waived? 

    No. The concession is only applicable during the lockdown. After the lockdown, the accurate meter readings for this billing cycle will be determined and the amount due will be adjusted with the payment that has already been made. The revised bill will be added to the next billing cycle after deduction of subsidy for 100 united for each cycle. 

    How can electricity bills be paid during the lockdown? 

    The officials of TNEB have encouraged residents to avoid visiting their offices as much as possible and pay the dues online. Those who are unable to pay online may visit the office, but they are advised to pursue this only as a last resort. 

    Can you set up online payment for EB now? 

    Yes. The online payment option can be activated by visiting the website of TNEB by following the steps listed here. 

    Can advance payment be made in order to avoid paying a huge amount in the next cycle? 



    Yes. After you have cleared the current dues, the website offers an option to pay in advance for the coming cycle. The amount paid will be adjusted with the actual dues when the next billing cycle is completed. 

    Does this apply to both residential and commercial connection holders? 

    The change in the billing method is applicable only to residential connection holders. Since most commercial establishments were shut due to the lockdown, their dues are likely to be much less than the amount paid in the previous billing cycle. 

    With businesses inoperational, many would be short of cash. As a result of a representation made by industries to the EB, the EB has decided to allow commercial connection holders to self-report the meter readings to their respective Assistant Engineers by sending a photo of the reading. The bill amount is then calculated based on the actual consumption for the month. 

    Will power connections be snapped if dues are not cleared? 

    Authorities from the TNEB say that since the beginning of the lockdown, no power connection has been cut even if payment could not be made due to the difficult circumstances faced by the people; this consideration will continue until the lockdown is lifted. 

    How can those living in containment zones pay the bill? 

    Those living in Chennai’s 200+ containment streets have been advised to avoid stepping out. If a resident of the containment zone wishes to pay their electricity bill, they may do so online (as described above). 

    If online payment is not an option, they may reach out to the corporation officials stationed at their zone for assistance. 

    Embrace online payment 

    Palani Vel, Superintending Engineer said that the TNEB has attempted to ease the burden on the public and its staff through this move. “We have had our staff coming in to work from various parts of the city passing through checkpoints. We decided to follow this method so as to not have them visit houses during the lockdown and expose themselves or the public to any risk of the illness.” 

    A smart metering system that would allow for TNEB to register meter readings automatically could have prevented this situation. But the project’s limited pilot in T Nagar has come to a halt due to COVID-19. “We had just kicked off the project with the meter installation that would have allowed us to take readings remotely. But it will have to be resumed only after the lockdown now,” said Palani Vel. 

    He also urged the public to embrace online payment wherever possible. “Only around 40% of the total customers pay online. There has been a small uptick in that number since the lockdown but we are hoping that more people will take to online payments as a result of the situation we are in.”

    The calculation for the two billing cycles and slab rates as clarified by TNEB. 

    On May 8th, TNEB provided certain clarifications with regard to the charges and slabs as can be seen above. To sum up: 

    The accurate reading for the current and next billing cycle will be ascertained by taking the meter reading at the end of the next billing cycle, by when lockdown restrictions may be eased. 

    The total number of units consumed over the four months will be divided by two. 

    The slab rates are then applied to the figure arrived at for number of units consumed during each cycle. 

    Subsidy of 100 units is applicable to the unit readings in each cycle. 

    The amount already paid during the lockdown will then be adjusted in the final amount due.

    CHENNAI: Tamil Nadu electricity minister P Thangamani on Sunday said that no power connection would be disconnected till April 14 for non-payment of power bills. The minister said all officials concerned had been instructed not to disrupt any power connection - domestic, commercial and industrial – till the lockdown ended. Tangedco, a week ago, had asked consumers, whose bimonthly bills had to be generated between March 22 and 30, to pay bills as per the previous bimonthly readings as the discom staff are not able to visit households to take meter readings.
    With regard to some industrial associations seeking three months grace time to pay their February bills, the minister said only chief minister Edappadi K Palaniswami could take a call on that.

    He said some power connections in Tiruvannamalai district, which were disconnected a few days ago for non-payment of bills, had been restored based on instruction from senior officials.

    “Nearly 80% of Tangedco employees are either attending office or working from home. Braving the virus outbreak, Tangedo employees have attended to complaints of power cuts across the state,” said Thangamani.

    There was no power shortage in the state and the discom was committed to providing uninterrupted power supply to help people lead normal life, he said. Much of the demand at present is from domestic sector as most people are working from homes, he said.

    Once normalcy returns, the assessors will visit each consumer and record the meter readings. The balance amount to be paid by the consumers, if any, will be intimated to them once the readings are taken. In case of excess payment by anyone – for those who pay bills based on previous billing cycle – the utility would adjust the excess payment against future bills, Tangedco has clarified.
