செப்டம்பர் மாதம் 7ஆம் தேதி, பிற்பகல் ஒன்றேகால் மணியளவில் லோரோங் சுவானில் இரண்டு தடங்கள் கொண்ட பிரேடலை நோக்கிச் செல்லும் சாலையின் வலப் பக்கத்தில் இயோங் வாகனத்தைச் செலுத்தியிருக்கிறார்.

அப்போது வேறொரு காரை முந்திச் செல்லும் முயற்சியில் அவர், போக்குவரத்துக்கு எதிர்த்திசையில் வாகனத்தை வேகமாகச் செலுத்தினார். அப்போது அவருடைய காரின் முன் பக்கம் சேதமடைந்தது.

ஆபத்தான முறையில் வாகனத்தைச் செலுத்தியதற்காக அபராதத்துடன், ஓராண்டு வரை சிறைத் தண்டனையும் விதிக்க சட்டத்தில் இடமுண்டு.

சிங்கப்பூர் விலங்குத் தோட்டம், இனுக்கா பனிக்கரடி இன்று காலை கருணைக் கொலை செய்யப்பட்டதாக அதிகாரபூர்வமாக அறிவித்துள்ளது.

காலை 7 மணிக்கு மயக்க மருந்தின் உதவியுடன் அதற்கு விடைகொடுக்கப்பட்டதாக சிங்கப்பூர் வனவிலங்குக் காப்பகம் தெரிவித்தது.

சிறிது காலமாக இனூக்காவின் உடல்நலம் குறைந்துவந்தது. மூட்டுவலி, பல் தொடர்பான பிரச்சினைகள், எப்போதாவது காதில் ஏற்படும் கிருமித்தொற்று ஆகியவற்றால் அது சிரமப்பட்டது.

3 வாரச் சிகிச்சைக்குப் பிறகு மேற்கொள்ளப்பட்ட மருத்துவப் பரிசோதனையில் முன்னேற்றம் ஏதும் தென்படாததால் கருணைக் கொலை செய்ய முடிவெடுக்கப்பட்டது. இனுக்காவின் பாதங்களிலும், வயிற்றுப் பகுதியிலும் காணப்பட்ட ஆழமான காயங்கள் ஆறவில்லை.

அவற்றால் இனுக்காவிற்கு வலியும், வேதனையும் நீடித்திருக்கும். சிகிச்சையால் அதன் வேதனை அதிகரிக்க மட்டுமே செய்திருக்கும்.

மூட்டுவலி, பற்கள் தொடர்பான பிரச்சினைகள் ஆகியவற்றுடன் எப்போதாவது காதில் கிருமித்தொற்று ஏற்படுவதால் Inuka சிரமப்படுவதாகக் கூறப்பட்டது.

மூப்படைவதால் Inukaவின் தசைகள் செயல் இழந்துவருகின்றன. அது நடப்பதில் சிரமத்தை எதிர்நோக்குகிறது.

உலகில், வெளிநாட்டினர் வசிப்பதற்கு மிகவும் விலையுயர்ந்த நகரமாக சிங்கப்பூர் மீண்டும் தெரிவாகியுள்ளது.

ஐந்தாம் ஆண்டாக சிங்கப்பூர் முதல் இடத்தைப் பிடித்துள்ளது.

133 நகரங்களில், 150 மளிகைப் பொருட்களின் விலைகளை ஒப்பிட்டு மதிப்பீடு செய்யப்பட்டது.

பாரிஸ் இரண்டாம் இடத்திலும் ஸூரிக் (Zurich) மூன்றாவது இடத்திலும் வந்தன.

ஆண்டுக்கு இரண்டு முறை அந்த ஆய்வை Economist சஞ்சிகை மேற்கொண்டு வருகிறது.

சிங்கப்பூரில் போத்தல்களில் விற்கப்படும் குடிநீர் பாதுகாப்பானது என்று வேளாண் உணவு கால்நடை மருத்துவ ஆணையம் தெரிவித்திருக்கிறது. அவற்றின் மாதிரிகள் சோதனை செய்யப்பட்டதாகவும், அவை பாதுகாப்புத் தரநிலைகளை எட்டியதாகவும் ஆணையம் சொன்னது.

உணவுப் பாதுகாப்புத் தரநிலைகளைச் சோதிக்க, ஆணையம் அவ்வப்போது சோதனைகளை மேற்கொள்வது வழக்கம்.

பொருட்கள் தரநிலைகளை எட்டத் தவறினால், அவற்றை விற்பனை செய்வதற்குத் தடை விதிக்கப்படும்.

புக்கிட் பாத்தோக்கில் செயல்படும் Heng Heng உணவகத்தின் வர்த்தக உரிமையாளர் லாம் கிம் ஹெங் (Lam Kim Heng) அந்தக் குற்றத்தைக் கடந்தாண்டு அக்டோபர் மாதம் 14ஆம் தேதி புரிந்தார்.

CHENNAI: Singapore-Tamil Nadu collaboration on maternal and child health care was closed on Friday after three-year stint.

The initiative under Enhancing Maternal and Child Health Services (EMCH) programme trained over 1,000 healthcare professionals with its special training of trainers programme and was of benefit to more than one lakh mother and newborns in Tamil Nadu.

Implemented by the Singapore International Foundation (SIF) in partnership with the Department of Health and Family Welfare, Government of Tamil Nadu, Temasek Foundation International (TFI) and Sing Health, the programme ended with a Leader's Dialogue at the Tamil Nadu Government Multi Super Specialty Hospital to share their experiences over the past three years.

“The programme helped to identify the key issues on public health, prevalent in Tamil Nadu that includes the need for appropriate infrastructure, socio-economic problems, lack of awareness and human resource management. We believe that we have helped play a small part in enabling safer pregnancies and deliveries in Tamil Nadu,” said Dr Shephali Tagore, senior consultant, department of maternal-fetal medicine, KK Women’s and Children’s (KKH) Hospital, Singapore.

Health minister C. Vijayabaskar emphasised on the need to ensure that every mother should have access to quality antenatal services and safe confinement on par with international standards.

The EMCH Programme was launched in July 2015 in the state as a specialist programme to train healthcare professionals for better management of high-risk pregnancies through clinical training, management programmes.

As part of this pilot project, the healthcare professionals from Singapore worked with their counterparts in Tiruchirappalli, Kanchipuram, and Pudukkottai, with a prime objective to reduce infant mortality rates (IMR) and maternity mortality rates (MMR).

The healthcare professionals mentioned that Tamil Nadu is one of the leading states in India with an IMR of 17 and the state health department is aiming to attain a single digit IMR and ensuring safer pregnancies for more women with EMCH programme.

Medical practitioners from MGM Hospital, Chengalpet Medical College and Hospital, Rannees Hospital, and district public health officials from the Primary Health Care Centres participated in the EMCH Programme.

தென் கிழக்காசிய நாடுகளில் ஒன்றான, சிங்கப்பூரில், இந்தாண்டு பட்ஜெட்டில், 4.8 லட்சம் கோடி ரூபாய் உபரியாக இருக்கும் என, எதிர்பார்க்கப்படுகிறது. இது, அந்நாட்டின் மொத்த உள்நாட்டு உற்பத்தியில், 2.1 சதவீதம். 2017 நிதியாண்டின் மொத்த உள்நாட்டு உற்பத்தி, முந்தைய ஆண்டை விட, 0.4 சதவீதம் அதிகம்.

சிங்கப்பூரில் அண்மைய காலங்களில் இல்லாத அளவுக்கு வெப்பநிலை நேற்று குறைந்தது. ஜூரோங்கில் நேற்று 21.4 டிகிரி செல்சியஸ் வெப்ப நிலை பதிவாகி இருக்கிறது. செந்தோசாவில் நேற்று பிற்பகல் 4 மணி அளவில் பதிவான வெப்பநிலை அளவு 24.7 டிகிரி செல்சியஸ் என்று தேசிய சுற்றுப்புற வாரியம் ஃபேஸ்புக் பக்கத்தில் நேற்று தெரிவித்தது. ஜூரோங் வெஸ்ட் பகுதியில் வியா ழக்கிழமையும் ஆகக் குறைவாக வெப்பநிலை 21.6 டிகிரி செல்சியசாக இருந்தது என்பதை இந்த வாரியம் சுட்டிக்காட்டியது.

சிங்கப்பூர் வனவிலங்குப் பூங்காக்களில் சென்ற ஆண்டு போர்னியோ ஓராங் உத்தான், குரங்குக் குட்டி, சிறுத்தைக் குட்டி போன்ற540 விலங்குகளும் பறவைகளும் பிறந்தன.

சிங்கப்பூர் வனவிலங்குக் காப்பகம் அந்தத் தகவலை வெளியிட்டது.


ஜூரோங் பறவைப் பூங்கா, சிங்கப்பூர் விலங்குத் தோட்டம், ஆற்று சஃபாரி ஆகியவற்றில் 145 பிறப்புகள் பதிவுசெய்யப்பட்டன.

அவற்றுள் கால்வாசி அருகிவரும் இனத்தைச் சேர்ந்தவை.

விலங்குகளின் பாதுகாவலர்களை காப்பகத்தின் துணைத் தலைமை நிர்வாக அதிகாரி பாராட்டினார்.

அவர்களின் அர்ப்பணிப்பால் கடந்த ஆண்டு சிறப்பாய் அமைந்ததாக அவர் சொன்னார்.

கான்ஸாவோடு சேர்த்து சிங்கப்பூர் விலங்குத் தோட்டத்தில் மொத்தம் 46 ஓராங் உத்தான் குரங்குகள் உள்ளன.

Singapore passport ranks ‘most powerful’, India ranks 75th

Singapore: Singapore has the world's "most powerful" passport, according to a global ranking topped for the first time by an Asian country with India figuring at 75th position, three notches better than its previous ranking.

According to the 'Global Passport Power Rank 2017' by global financial advisory firm Arton Capital, Germany is ranked second, followed by Sweden and South Korea in third place.

Paraguay removed visa requirements for Singaporeans, propelling Singapore's passport to the top of Passport Index' most powerful ranking with a visa-free score of 159, the company statement said.

Historically, the top 10 most powerful passports in the world were mostly European, with Germany having the lead for the past two years. Since early 2017, the number one position was shared with Singapore, which was steadily going up, it said.

"For the first time ever an Asian country has the most powerful passport in the world. It is a testament of Singapore's inclusive diplomatic relations and effective foreign policy," said Philippe May, managing director of Arton Capital's Singapore office.

India, which was listed 78th last year, has improved its ranking, figuring at 75th position with a visa-free score of 51.

Coming in at last place on the list is Afghanistan, ranked 94 with a score of 22, followed by Pakistan and Iraq at 93 with a score of 26, Syria at 92, having a score of 29 and Somalia at 91 with a score 34.

"Visa-free global mobility has become an important factor in today's world," said founder and president of Arton Capital Armand Arton at the recently held Global Citizen Forum in Montenegro.

"More and more people every year invest hundreds of thousands of dollars in a second passport to offer better opportunity and security for their families," Mr Arton added.

While Singapore quietly climbed the ranks, the US passport has fallen down since President Donald Trump took office. Most recently Turkey and the Central African Republic revoked their visa-free status to US passport holders, the statement said.

Passport Index has become the most popular interactive online tool to display, sort and rank the world's passports.

The index ranks national passports by the cross-border access they bring, assigning a "visa-free score" according to the number of countries a passport holder can visit visa-free or with visa on arrival.

Singapore students top in maths and science

Students here have been ranked the world's best in mathematics and science by a key global study.

The Trends in International Mathematics and Science Study (TIMSS) also showed improvements by Singapore students in reasoning and applied learning, and progress made by weaker students.

The results, said the Education Ministry, show that moves to trim syllabuses in 1998 and 2003, and give more time to higher-order thinking skills are paying off. Programmes that cater to students' different learning needs are also bearing fruit, it said.

This is the second time that students here outdid those from all other countries across all four categories in TIMSS, which takes place every four years. The last time this happened was in 2003.

The latest test was conducted here in 2014.

A total of 12,600 Primary 4 and Secondary 2 students across all 179 primary schools and 167 secondary schools, and academic streams, were included in the sample. They were among over 582,000 students from 64 education systems tested.

Primary 4 pupils here had the highest mean score of 618 in maths, with those in Hong Kong coming in second with a score of 615. The same pupils also attained the best score of 590 in science, beating those in South Korea, which had 589.

Sec 2 students who sat the test were also ranked first with top scores of 621 and 597 for mathematics and science respectively, beating students in South Korea and Japan which came in second.

The proportion of students with the lowest score of below 400 was also much smaller than the international average. Just 1 per cent of Singapore students scored below 400 for Primary 4 maths, for instance. The global average was 7 per cent.

The test was administered by the International Association for the Evaluation of Educational Achievement, a non-profit research cooperative based in Amsterdam.

A further analysis of the scores showed that Singapore students are getting better in tackling non-routine questions and those requiring them to apply knowledge. For instance, Sec 2 students scored 616 in reasoning for maths, up from 589 scored by the 2007 batch.

Educators attributed these improvements to schools focusing more on inquiry-based teaching and learning over the last decade.

Dr Ridzuan Abd Rahim, a lead curriculum specialist in maths, said: "Today, you'll see in our maths classroom children talking and reasoning a lot more. They are asked to explain their statements and conclusions.

"When students speak up more, teachers can also see what level of understanding they are at."

Dr Chin Tan Ying, a lead curriculum specialist in science, noted that there has been a gradual shift towards encouraging students to "ask questions, collect evidence, explain things".

"This allows students to play a very active role in the learning process," she said, adding that there is also less need to memorise facts.

"Some of these facts can even be presented in exam questions, just like how you can Google for information these days... So, instead, we encourage students to think deeper based on the information given."

Singapore: Indian national gets 8 yr in jail for slashing ex-wife's throat

Singapore: A 45-year-old Indian man was sentenced to eight years in prison and nine strokes of cane for slashing throat of his estranged Singaporean wife, a media report said on Saturday.

Krishnan Karunakaran had slashed throat of his 38-year-old wife Boomichelvi Ramasamy in October 2013 after she rebuffed his demands to help him stay in Singapore by getting his visa extended and not let him see their one-year-old daughter.

In his mitigation, Krishnan claimed that they separated after his wife had an affair, reported The Straits Times.

Deputy Public Prosecutor Mohamed Faizal took issue with the "false narrative" and rejected the assertion that the separation was victim's fault.

He argued that the attempt to pin the blame on the victim highlighted that Krishnan "absolutely shows no remorse".

In sentencing Krishnan, Justice Chan Seng Onn said-- "There's no reason for you to resort to such violence, even if you desperately wanted to see your daughter. You should have resorted to the legal process and not take matters into your own hands.

"You are lucky that she survived, or you would be facing a far more serious charge," Justice Chan told Krishnan.

On the morning of Oct 27, 2013, Krishnan waited for his wife at the lift lobby of her apartment block in the Hougang housing estate.

Krishnan, who had a knife tucked under his singlet, barged inside the lift when he saw her.

He then made her walk towards her flat before slashing her throat in front of her nine-year-old daughter from a previous marriage and her maid.

The domestic helper opened the gate to help her bleeding employer while her daughter called the police.

Krishnan had pleaded guilty on Tuesday (on November 1) to one charge of attempted culpable homicide and one charge of criminal intimidation. Two other charges - for trying to stab

Boomichelvi's abdomen and for threatening her domestic worker - were taken into consideration.

Krishnan's lawyer Eugene Thuraisingam said his client was frustrated and desperate because his wife refused to help him extend his visa and blocked him from seeing his baby daughter.

He said that Krishnan had bought the knife to threaten, not kill, his wife and that only one cut was inflicted.

Yesterday, the prosecutor told the court that Krishnan's actions were premeditated and that he had no qualms about carrying out the assault in front of the victim's young child.

The couple had married in a temple ceremony in India in 2011 and Krishnan, who ran a herbal medicine business, came to Singapore in July 2012.

They separated less than a year later, according to The Straits Times report.

John Little to close last Singapore store by December

After 174 years, John Little is closing its last department store in Singapore. The remaining outlet in Plaza Singapura will shutter by the end of December.

In a statement on Friday (Nov 4), Robinsons Group - which manages John Little, the oldest department store in Singapore - said that the decision was made "after evaluating the relevancy and sustainability of the John Little brick-and-mortar business".

But it does not mark the end of the John Little brand. Robinsons Group said that John Little will instead "evolve as a brand into a pop up format, which is in line with the global trend for retail businesses".

John Little's new format will be revealed next year.

The closure is part of the consolidation efforts to focus on businesses that are growing within the Group, the statement said.

The Al-Futtaim Group - the Dubai-based owner of Robinsons Group, Royal Sporting House and other retail brands - announced plans earlier this year to shut 10 loss-making outlets here under its distribution and retailing arm RSH.

John Little had seven branches in 2002, including its flagship store at Specialists' Shopping Centre, which it vacated in 2007, after more than 20 years.

Its outlet at Jurong Point shopping mall was the penultimate to close, shutting its doors earlier this year.

Staff affected by the closure of John Little have been briefed, and will be deployed to other businesses within the organisation, which includes Robinsons and Marks and Spencer, Robinsons Group's statement said.

John Little Plaza Singapura will be holding a moving out sale offering discounts up to 90 per cent until it shutters.

Use less water, Singapore reminded as Johor reservoir dries up

SINGAPORE: Even as water-efficient devices helped Singaporeans cut water use by nearly 4.5% over the last decade, a renewed call to do more has been made amid worries that water levels at Johor's Linggiu Reservoir, the country's main supply, are falling.

Singapore is also pushing ahead to its 2030 target of each person using 140 litres a day, down from the 151 litre-figure of last year.

Despite recent rains, the Linggiu Reservoir, from which Singapore draws more than half its water supply, is now just over a fifth full.

Prime Minister Lee Hsien Loong, speaking at an event to promote environmental awareness Saturday, highlighted the challenges that come with climate change.

"Droughts and water shortages are becoming more common," he said.

"Linggiu Reservoir in Johor, which supplies water to Singapore, is very dry. Right now, (it is) less than one-quarter full, only 22%. And that slightly improved because it rained last week."

While the country is already moving to increase water supply and making it more reliable, by building desalination plants for instance, there is still a role for all to play.

"Sustainability also depends on each one of us, how we live our daily lives and how we adjust our habits to be greener," Lee said.

Environment and Water Resources Minister Masagos Zulkifli urged Singaporeans to save water by taking shorter showers and washing vehicles less frequently, for instance.

Calling the 22% figure worrying, he said water is a resource Singapore must keep a close eye on.

Despite efforts to increase local water supply, conditions across the Causeway have a significant impact here.

"When there is a drought up north... it affects our total water supply. We must... ensure our water supply is weather resilient, and take steps to conserve water use."

There has been some progress in the latter. In 2006, each household used a monthly average of 18,300 litres of water.

This fell to 17,600 litres last year, going by figures from national water agency PUB. This roughly works out to every person going from using 158 litres a day a decade ago, to 151 litres last year.

There are two reasons for this - the first of which is the adoption of increasingly water-efficient appliances, such as washing machines.

The second is that the save water message has filtered through to the public, said Professor Ng Wun Jern, executive director of the Nanyang Environment and Water Research Institute at Nanyang Technological University.

But there is a need to continue with ongoing efforts in education and increasing water efficiency, he added.

Last month, the authorities called for proposals to develop smart meters which can tell users in near real time, for instance through a mobile application, how much water and electricity they are using.

Since August, consumers have been able to compare their water and energy use with that of neighbours within a block as well as with the national average. This is to nudge heavier users to cut back on their usage. - The Straits Times/Asia News Network
