எஸ்ஆர்எம் பல்கலைக்கழகம் சார்பில் கவிஞர் வைரமுத்துவுக்கு கவுரவ டாக்டர் பட்டம் வழங்கும் விழா திடீரென நேற்று ரத்து செய்யப்பட்டது.

சென்னை புறநகர், காட்டாங் கொளத்தூரில் உள்ள எஸ்ஆர்எம் பல்கலைக்கழக சிறப்பு பட்டமளிப்பு விழா நேற்று நடைபெற்றது. இதில் எஸ்ஆர்எம் பல்கலைக்கழக வேந்தரும், பெரம்பலூர் மக்களவைத் தொகுதிஎம்.பி.யுமான டி.ஆர்.பாரிவேந்தர்தலைமை தாங்கினார்.

இவ்விழாவில் மங்களகிரி அகில இந்திய மருத்துவ அறிவியல் நிறுவனத் தலைவர் டி.எஸ்.ரவிக்குமார் சிறப்பு விருந்தினராக பங்கேற்று தேர்வில்சிறப்பிடம் பெற்ற 251 மாணவ,மாணவியருக்கு பதக்கங்கள் வழங்கினார். அவர்கள் உட்பட 5,884 மாணவ மாணவியருக்கு பட்டங்கள் வழங்கப்பட்டன.

இதில் அகில இந்திய தொழில்நுட்பக் கல்வி கவுன்சில் முன்னாள் தலைவர் மற்றும் ஐஐடி கரக்பூர்முன்னாள் இயக்குநர் டி.ஆச்சார்யா, எஸ்ஆர்எம் கல்வி நிறுவனசேர்மன் ரவி பச்சமுத்து, தலைவர்பி.சத்தியநாராயணன், துணைத் தலைவர் ஆர்.சிவகுமார், துணைவேந்தர் சந்தீப் சன்சேத்தி, பதிவாளர் என்.சேதுராமன், தேர்வுகட்டுப்பாட்டாளர் எஸ்.பொன்னுசாமி உள்ளிட்ட பலர் பங்கேற்றனர்.

இந்த பட்டமளிப்பு விழாவில் சென்னை மற்றும் டெல்லி என்சிஆர் வளாகங்களில் பயின்ற மாணவ - மாணவியர் 3,901 பேருக்கு இளங்கலை பட்டமும், 1,576 பேருக்கு முதுகலை பட்டமும், 69 பேருக்கு ஆராய்ச்சிக்கான பிஎச்டி பட்டமும், 338 பேருக்கு டிப்ளமோ பட்டயமும் வழங்கப்பட்டன.

இந்து அமைப்புகள் அறிவிப்பு

இதற்கிடையே, வைரமுத்து எழுதிய ஆண்டாள் குறித்த ஆய்வுக் கட்டுரைக்கு இந்து அமைப்புகள் எதிர்ப்பு தெரிவித்து பல்வேறு போராட்டங்கள் நடத்தின. ‘மீ டூ’ இயக்கம் மூலம் பாடகி சின்மயி, வைரமுத்து மீது பல குற்றச்சாட்டுகள் தெரிவித்தார்.

மேலும் பட்டமளிப்பு விழாவில் பங்கேற்றால் ராஜ்நாத் சிங் மற்றும் வைரமுத்துவுக்கு எதிராக கருப்புக் கொடி ஆர்ப்பாட்டம் நடத்தப்போவதாக இந்து முன்னணி, விஸ்வ இந்து பரிஷத் ஆகிய இந்து அமைப்புகள் அறிவித்திருந்தன.

ராஜ்நாத்சிங் பங்கேற்கவில்லை

இந்நிலையில் பல்வேறு அழுத்தங்கள் காரணமாக மத்திய அமைச்சர் ராஜ்நாத் சிங் பட்டமளிப்பு விழாவுக்கு வருவதை தவிர்த்திருப்பதாக கூறப்படுகிறது. அதே போல் கவிஞர் வைரமுத்துவும், பிரச்சினைக்குரிய இந்த விழா வில் பங்கேற்பதை தவிர்த்து விட்டதாக அவரது தரப்பில் தெரிவிக்கப்பட்டது.

இதைத் தொடர்ந்துவைரமுத்துவுக்கு வழங்கப்படவிருந்த கவுர டாக்டர் பட்டம் வழங்கும் விழாவை கல்லூரி நிர்வாகத்தினர் திடீரென ரத்து செய்தனர்.

There is good news for consumers with the government on Saturday announcing that from January 1, there will be no merchant discount rate (MDR) charges for transactions using Ru-Pay debit card or UPI.

In addition, businesses with annual turnover of ₹50 crore or more will have to mandatorily offer the two digital payment options as the government makes a fresh push for mass use of digital payments.

“After extensive consultation with stakeholders, banks and so on, I’m happy to say that announcement which was made in the budget will see the notification coming on January 1, 2020, whereby those modes which are getting notified will not have charges under the MDR being levied on them,,” finance minister Nirmala Sitharaman said after a meeting with bankers.

The government and RBI had earlier ordered a waiver of MDR charges on transactions up to ₹2,000 using a handful of payment tools, which has now been expanded to cover all transactions, a senior official said.

The revenue department will issue the notifications, the FM said. In her maiden budget in July, Sitharaman had proposed that businesses should offer low cost digital modes of payment such as BHIM UPI, UPI QR Code, Aadhaar Pay, Debit Cards, NEFT, RTGS, etc. to their customers, and no charge or MDR will be imposed on customers to promote digital payment.

RBI and banks will absorb the costs from the savings that will accrue to them on account of handling less cash as people move to these digital modes of payment.

Banks have been instructed to launch campaigns to popularise RuPay debit card and UPI to strengthen the digital payment ecosystem and move towards a less-cash economy.

The finance minister launched a common e-auction platform to sell attached assets of defaulters for improved realisation of value. The platform is equipped with property search features and navigational links to all PSB e-auction sites, provides single-window access to information on properties up for e-auction as well as facility for comparison of similar properties, and also contains photographs and videos of uploaded properties.

In all, 35,000 properties have been uploaded on the platform by PSBs. PSBs have attached assets worth over ₹2.3 lakh crore over the last three financial years.

Tatkal system for Class XI, XII pvt candidates

The directorate of government examinations has called private candidates who had failed to apply for the March 2020 Class XI and Class XII exams earlier, to apply now through the tatkal system. For this, the directorate would set up seva centres or nodal centres at eight places in Coimbatore district, said officials of the directorate of government exams. The candidates have been asked to apply through these centres on January 2 and 3.

Also, candidates who had written Class XI and Class XII board exams in old syllabus and had not cleared it, can apply and write the exams in the old syllabus itself, said a communication from the directorate of government exams. Private candidates who have passed Class X or equivalent and those who have not cleared Class XI exam earlier, can apply for the Class XI board exam now. TNN

Temple town of Kanchi in throes of gang war

Following frequent stand-offs between two rowdy groups trying to establish supremacy in Kancheepuram, police teams working to curb the ‘war’ found many college students involved with the gangs. On Saturday, the town police called in parents of the students involved and took an undertaking from them.

The groups, led by Thanika and Dinesh, have been ‘in battle’ ever since Kanchi don Sridhar Dhanapal’s suicide in Cambodia in 2017. Dinesh worked as Sridhar’s driver, while Thanika was a close aide of Sridhar’s. “The two gangs have been fighting to grab the hot-seat held by Sridhar for about two decades,” said a police officer. At least 20 people have been killed in the fights since 2017.

After the fighting resulted in a double murder on December 21, B Jeeva, 28, and R Gopi, 26, of Periya Kancheepuram being the victims, Kancheepuram district superintendent of police B Shamoondeswari ordered a crackdown on the gangsters.

Under her supervision, six teams formed under the guidance of ADSP Balachandar and DSP Kalaichelvan managed to round up 38 rowdies linked to gangs in the past three days. All of them have pending cases against them and were remanded in judicial custody.

Further inquiries revealed that at least five dozen more youngsters, all aged between 18 and 23 years, were part of the gangs. Around 50 school, college students and dropouts were detained and brought to the Kancheepuram SP’s office on Saturday and their parents were told to assemble as well.

“They were involved in passing on messages, buying food and drinks for the gangsters, guarding the area when attack plans were made... We called them and their parents in and have warned them,” said Shamoondeswari. The youngsters were warned and let off after their parents gave it in writing that their kids would stay out of trouble.

Two days ahead of New Year’s eve, the city police have framed guidelines and issued a directive to regulate merrymaking. Commissioner A K Viswanathan has told all police personnel to conduct a district-level meeting with owners of hotels, resorts and all other places where parties are being organised.

As senior officers track the ongoing protests against the Citizenship Amendment Act, there is little time for a meeting. Top brass have instructed their junior officers – joint commissioners of police and deputy commissioners of police – to give permission to New Year parties and programmes only after field officers have conducted a proper scrutiny.

The detailed guidelines which were drafted and followed last year will be implemented this year as well. Police have informed hotel and resort owners that all celebrations and parties have to conclude by 1am. The timings to serve alcohol have also been specified. All those visiting hotels or resorts will have to provide proper identification and their credentials will have to be verified by hotel authorities before letting them in. This should be accompanied by a thorough security check, and hotels can seek assistance of women police personnel.

Police also laid down rules regarding fire safety and asked hoteliers to explain all visitors about how to use emergency exits in case of an emergency. The facilities should also have clear signs directing people to emergency exits. Apart from this, police asked hotels to set up CCTV cameras where parties and other events are planned.

Hotels have been asked to close their swimming pools. Those that cannot do so have been asked to tell security guards to keep visitors away from the pools. No party should be held near a swimming pool and no stages should built over the pool, police said.

The owners of a hotel or a resort should ensure that no guest resorts to drving while drunk after a party. Arrangements should be made to drop drunk guests at their residences. In some cases, security guards can be roped in to escor guests to their residences, police said.

Respond to plea of cancer patient: HC to AIIMS, Centre

‘Hospital denied treatment saying cannot take outside cases’

The Delhi High Court has asked the Centre and All India Institute of Medical Sciences (AIIMS) to respond to a plea by a woman suffering from fourth stage of esophageal cancer seeking direction to the hospital to provide her medical treatment.

Justice Navin Chawla, in an interim order, asked AIIMS to examine and render full treatment to the woman if she goes there till January 16.

“Till the next day of hearing, in case the petitioner [woman] produces herself for examination/ treatment before the respondent no. 2 [AIIMS], it shall examine and render full treatment to the petitioner,” the court said and listed the matter for hearing on January 16.

Fifty two-year-old Shashi Bala, in her petition, sought direction to the AIIMS to provide her treatment according to her present medical condition and after considering her previous reports and tests conducted in two different hospitals.

The counsel appearing for Bala also sought direction to the Centre to frame guidelines to be followed by government hospitals wherein no patient should be denied medical treatment if he/she is earlier treated at some other hospital.

“Denial to admit or treat the woman, who is suffering from fourth stage of cancer, is violation of her fundamental rights... The condition of the woman is weak and fragile and if she is not treated by AIIMS, she might lose her life. Failure by AIIMS to provide timely medical treatment to a needy person abrogates his/ her right to life guaranteed under Article 21,” the plea said.

It said the woman was earlier being treated at Batra Hospital and thereafter at Rajiv Gandhi Cancer Institute and Research Centre but the treatment was not satisfactory.

Subsequently, the woman’s son had visited AIIMS but the doctors refused treatment saying that they would not “entertain or take outside cases,” the plea alleged. It claimed that the doctors said they only take those cases where the patient directly comes to them.

The minimum temperature in the Capital was 5.8 degree Celsius on Thursday and is expected to drop to 4 degree Celsius on Saturday and Sunday, the India Meteorological Department (IMD) said.

On Thursday, the air quality of the city was in the ‘very poor’ category and is expected to be ‘severe’ on Saturday and Sunday, said SAFAR, a government-run monitoring agency.

The minimum temperature on Thursday was two notches lower than the season’s normal, while the maximum temperature was 13.4 degree Celsius, colder than the season’s normal by seven degrees, the IMD said. The maximum temperature is likely to pick up slightly over the next few days.

The city’s air quality index (AQI) on Thursday was 349, said the Central Pollution Control Board (CPCB).

“On Friday, the AQI is forecast to deteriorate towards the higher end of ‘very poor’ category which is likely to enter ‘severe’ category by Saturday night. AQI is likely to further deteriorate and remain in the ‘severe’ category on December 29,” SAFAR added.

On Thursday, the average level of PM 2.5 was 172.5 ug/m3, which was about three times the safe limit of 60ug/m3, as per Indian standards in Delhi-NCR at 8 p.m., the CPCB said. The level was, however, more than six times the safe limit (25 ug/m3) set by the World Health Organization.

‘2nd coldest December’

The mean maximum temperature for December 2019 is expected to be 19.15 degree Celsius. “In that case, will be the second coldest December after 1997,” said Kuldeep Srivastava, head of regional weather forecasting centre, IMD.

HC relief for bus conductor

TNSTC had held him guilty of losing money after accident

Bringing relief to a Tamil Nadu State Transport Corporation bus conductor, the Madurai Bench of the Madras High Court set aside an order passed by the corporation against him. The transport corporation held him guilty of losing possession of the ticket collection amount after the bus was involved in an accident.

The court was hearing the petition filed by P. Rengaraj, who joined the TNSTC as a temporary bus conductor in 2009. His job was to be made permanent after the completion of 240 days of service. On his 240th day in service, the TNSTC bus he was attached to rammed into a stationary lorry near Ulundurpet.

The incident left many, including the petitioner, grievously injured. The conductor lost possession of the ticket collection amount among other belongings. A charge memo was issued against him for losing possession of the collection amount.

The explanation offered by the petitioner was rejected by the transport corporation. He was found guilty of losing possession of the collection amount and an order was passed to recover the lost amount from the petitioner. The petitioner challenged the order passed by the corporation.

Allowing the petition, Justice J. Nisha Banu observed that it was not a case of misappropriation of the money nor was it a case of negligence. The bus conductor himself had sustained injury in the accident. Therefore, the amount lost during the accident could not be recovered from the petitioner, the court said, and set aside the order passed by the TNSTC against him.

However, with regard to the relief sought by the petitioner on confirmation of job, the court granted liberty to the petitioner to move the labour court for appropriate remedy.

Senior citizens can withdraw postal deposits at any time

Senior citizens who have deposited in postal saving schemes may now withdraw their deposits at any time. This is one among the changes made in saving schemes after the recent gazette notification brought out by the Department of Economic Affairs, Ministry of Finance.

Earlier, senior citizen account holders were allowed to opt for premature closure of their accounts only after a year of deposit. Following the gazette notification, the senior citizens’ saving scheme does not have any lock-up period. However, when an account is closed before one year, interest paid on the deposit will be recovered.

The changes are expected to increase the number of accounts. At present, there are nearly 1.09 lakh senior citizen postal account holders in the Chennai city region.

The previous revision for the scheme through a gazette notification was done in 2004. Similarly, changes were made to different postal saving schemes during various years, between 1981 and 2016. New forms have also been introduced for various transactions under the schemes, be it premature closure or withdrawal.

Sources said postal customers would have to increase their minimum balance in savings accounts within a year, after which a penalty of ₹100 per year would be levied. Earlier, customers could maintain a minimum balance of ₹50. It has now been revised to ₹500. This would bring down silent saving accounts and provide better interest rates on deposits, officials said.

Human Resource Development Minister Ramesh Pokhriyal ‘Nishank’ on Thursday launched new guidelines for values and ethics in higher education.

In a section on the role of different stakeholders, the guidelines prepared by the University Grants Commission (UGC) has the following advice for student unions: “Support the administration for right and timely decision [and] raise legitimate issues in dignified manner.”

The guidelines also call for students to “observe modesty in their overall appearance and behaviour”, “maintain good health and refrain from any kind of intoxicants” and “maintain harmony among students belonging to different socio-economic status, community, caste, religion or region”.

In another development, with regard to professional ethics, the UGC now requires all Ph.D. candidates to complete two compulsory credit courses on publication ethics from the coming academic session.

In a letter to all Vice-Chancellors, UGC secretary Rajnish Jain said the 30-hour courses would provide awareness on publication ethics, misconduct and research integrity.

Photos of NEET impersonators sent to MCI for verification

So far, CB-CID has arrested 12, including seven students and their parents

Photographs of candidates, who were engaged as impersonators in the National Eligibility cum Entrance Test (NEET), have been sent to the Medical Council of India (MCI) to verify if they were students of any medical college in the country.

In September this year, the case of a student gaining admission to MBBS at the Government Theni Medical College by engaging an impersonator to clear NEET marked the beginning of a scam in the State. So far, the CB-CID, which is probing the NEET impersonation case, have arrested 12 persons — seven students and their parents. An intermediary (broker) was also arrested, while they are on the lookout for another intermediary, official sources said.

“The CB-CID police have sent a letter along with photographs of candidates, who impersonated in NEET, to MCI. Except for their photographs, we have no names and addresses of these candidates. So, the MCI should verify if these candidates are studying in undergraduate or postgraduate medical courses in any medical college in the country. This is because these candidates have cleared NEET,” an official said. MCI has to send these photographs to colleges to identify if these students were studying at the institutions.

The focus has turned on the impersonators as the police have nabbed almost all students and their parents involved in the case, he said. Most of the impersonators had appeared for the examination in NEET centres outside Tamil Nadu.

PG NEET list

In another development, the CB-CID has sought a list of candidates, who had appeared for NEET PG in the last two years from the Directorate of Medical Education. While the directorate is preparing the list, officials said the police as of now did not suspect impersonation. “The list was sought from the investigation point of view,” the official said.

Move to appoint honorary professors draws criticism

A move to appoint honorary professors in government medical colleges has drawn flak from a section of government doctors.

A three-member committee to frame guidelines and appoint honorary professors was constituted at the Madras Medical College/Rajiv Gandhi Government General Hospital, based on instructions from the Directorate of Medical Education (DME).

24-hour duty

Already, the department’s instruction directing associate professors of general medicine, paediatrics, general surgery, obstetrics and gynaecology, anaesthesia and orthopaedics to perform 24-hour duty, citing a shortage of assistant professors, did not go down well with a section of doctors.

Now, the decision to appoint honorary professors has also evoked criticism.

“Why should the government appoint private doctors or retired doctors as honorary professors in medical colleges? Prior to the restructuring of doctors’ posts, we had no shortage of doctors,” a government doctor said, on condition of anonymity.

Madras varsity gets ₹24.15-crore grant

Funds sought for building completion

The Higher Education Department has sanctioned a one-time grant of ₹24.15 crore to the University of Madras to complete a multi-storey building on its Taramani campus.

The building was commissioned during G. Thiruvasagam’s vice-chancellorship in 2010, and the construction contract was given to an outsider instead of the Public Works Department.

The construction was suspended in 2014 due to financial constraints in the university. The poor finances of the university did not allow it to take up the construction, and its requests for finance to complete the structure were on hold.

Last week, the government issued an order granting the funds in response to the registrar’s request for ₹31 crore. The G.O. stated that the one-time grant to complete the balance works of the building was approved based on the recommendation of the finance committee and the Syndicate in March.

The university has also sought a sanction of ₹35 crore as a one-time grant to pay the retirement benefits of the teaching and non-teaching staff.

“We are awaiting the government’s approval. Once that comes, the university’s financial problem will be solved. It will benefit around 145 persons,” university vice-chancellor Duraisamy said.

Recovery from police driver set aside

Madurai: Madras high court has set aside the order of recovery of money from a driver in the police department for causing an accident, saying it contradicts the authorities’ stand before the Motor Accidents Claims Tribunal.

Petitioner M Thangavel was driving a police van at Madurai on April 4, 2000 when a bullock cart suddenly came in the way leading to an accident which caused minor injuries to the cart rider. Though a criminal case was registered against the driver, he was acquitted after trial on March 8, 2002. The cart rider filed a petition in the Motor Accidents Claims Tribunal seeking compensation. The tribunal in its order on January 25, 2011 awarded a compensation of Rs 32,300 with 7.5% interest to the bullock cart rider. The Tamil Nadu Special Police VI battalion commandant in Madurai subsequently passed an order on September 18, 2011 to recover the money from Thangavel but without hearing him. When Thangavel moved HC Madurai bench in 2011, the court on August 13, 2012 set aside the order but granted liberty to the authorities to proceed with the process by providing sufficient opportunity to the petitioner to explain. Subsequently, a show cause notice was issued to the petitioner in 2013 for which he submitted explanation. The tribunal concluded that the accident occurred due to negligence of the petitioner. Hence the authorities ordered on April 20, 2014 to recover the compensation of Rs 48,804 from the petitioner in instalments. Thangavel moved HC Madurai bench in 2014 challenging the recovery order.

Justice J Nisha Banu observed that a division bench of the court in an order on July 7, 1999 had held that the department’s action seeking recovery of the amount awarded by the tribunal from a driver is wholly unsustainable as the employer is bound to pay the compensation. The judge said in this case the petitioner was not added as a party to the tribunal’s proceedings and there was no clear finding in the departmental inquiry that he had driven the vehicle in a negligent manner. It was only based on the conclusion of the tribunal that the authorities had passed the order of recovery. “The authorities had taken a stand before the tribunal that the accident had not occurred due to the rash and negligent driving of the petitioner. Contrary to the same, now they cannot pass an order for recovery of amount from the petitioner,” observed the judge. Taking cognizance of the petitioner’s submission that he had now retired from service and the recovered amount is with the authorities concerned, the judge set aside the recovery order and directed to refund the amount within eight weeks.

Madras high court rejects cop’s plea against dismissal from service

MADURAI: Madras high court has dismissed the appeal of a police constable against his removal from service for unauthorized absence from duty, saying he had not produced any evidence to substantiate his illness during the period before the disciplinary authority, appellate authority, review authority, the single judge and even before the court.

P Selvan was working as a grade I police constable in Pudukottai highway patrol when he was transferred to Puliyampatti police station on April 8, 2004. Before joining duty, the appellant went to visit his family where he suffered chest pain and was admitted to a hospital. Subsequently, he was not able to join duty on the specified time. Subsequently, disciplinary proceedings were initiated and a charge memo issued on August 23, 2004. Though the appellant was asked to appear before the superintendent of police (SP) within 60 days, he failed to do so due to which desertion notice was issued to him. Failing to appear before the SP became the second charge against the petitioner which amounts to gross negligence of duty.

An inquiry officer submitted a report dated November 8, 2011 stating that the appellant had not produced medical certificate or any evidence to support his case. Based on this report, the disciplinary authority removed him from service on November 24, 2004. Though Selvan filed an appeal it was rejected and so was his review petition in 2005. He subsequently moved the HC Madurai bench, but a single judge also dismissed his petition on October 7, 2009, which he challenged in 2012. A division bench comprising Chief Justice A P Sahi and Justice Subramonium Prasad observed that the appellant could not produce any evidence to show that he had informed the department that he was not keeping well or that he would be sending the medical certificate. “There is no material on record to show that the inquiry has been conducted by violating the principles of natural justice and the decision making process cannot be faulted with,” the judges said while dismissing the appeal.

New med colleges may not begin admissions this academic year

Chennai: Special officers have been posted and tenders have been granted for construction of six of the nine new medical colleges in Tamil Nadu, but none of them will open for admissions in 2020, health department officials said. The target for medical officers posted in each of these colleges is to ensure admission for 1,350 seats in all nine colleges by 2021.

Tamil Nadu has been granted permission to start nine medical colleges under the Centre’s scheme. In August, the cabinet committee on economic affairs approved setting up of 75 government medical colleges by 2021-22. The centre has proposed to partially fund the project as it wanted to increase the number of medical schools. Tamil Nadu, which has 24 medical colleges, proposed medical colleges in two batches. In the first batch, six colleges were proposed in Tirupur, the Nilgiris, Ramanathapuram, Namakkal, Dindigul and Virudhunagar. Once decks were cleared for all six colleges, the state applied for permission to set up colleges in coastal and tribal belts – Krishnagiri, Tiruvallur and Nagapattinam. For colleges in Krishnagiri, Tiruvallur and Nagapattinam, tenders will be handed over after the local body polls.

Health minister C Vijayabaskar said the state plans to have at least one medical college hospital in every district. “Besides creating more MBBS seats, we will be able to offer tertiary care facility to people,” he said. The nine colleges were expected to add 150 MBBS seats each in the districts and create more than 9,000 jobs for doctors, nurses, paramedical staff and other health assistants.

Officials at the directorate of medical education said it may not be possible for them to complete construction and ready human resources before the Medical Council of India’s deadline. “We haven’t even begun construction. We will have to build nearly a dozen blocks, including classrooms, labs, hostels and library,” a senior official said. Earlier in December, chief minister Edappadi K Palaniswami had said the state will apply for four more medical colleges in Kancheepuram, Cuddalore, Ariyalur and Kallakurichi districts. The state will make presentations for these colleges before the MCI soon, officials said.

ஒவ்வொரு ஆண்டும் இந்திய மாணவர்கள் இந்தியாவில் மருத்துவம் படிப்பிற்கான இடம் கிடைக்காமல் வெளிநாட்டிற்கு சென்று படிக்கின்றனர். அங்கு 5 முதல் 6 வருடங்கள் படித்து முடித்த பின்னர் இந்தியா வரும் அனைத்து மாணவர்களுக்கும் இந்தியாவில் மருத்துவம் பார்ப்பதற்கு தேசிய தேர்வு குழுமம் சார்பில் (என்.பி.இ.,) வெளிநாட்டு மருத்துவ பட்டதாரி தேர்வை (எப்.எம்.ஜி.இ.,) நடத்துகிறது. இதில் வெற்றி பெற்றால் மட்டுமே மருத்துவ கவுன்சிலில் பதிவு பெற முடியும்.

TIRUCHY: The absence of a clinical psychologist at Mahatma Gandhi Memorial Government Hospital (MGMGH) is forcing parents of intellectually challenged children to take the kids to Thanjavur Medical College Hospital to undergo IQ test and certificates.

The certificate is compulsory for these children to get scribes for exams. “We were asked to take our son to Thanjavur Medical College Hospital to get the IQ certificate. Tiruchy is also a centre but we do not know why MGMGH has no clinical psychologist.

It is difficult for us to take them to Thanjavur every time. Our children are asked to bring 8th or 10th certificates even to work in a supermarket. They would not be able to write by themselves even with the extra time the board provides to them,” said Malathi B, mother of a child with cerebral palsy.

“The struggle is not just for me. All parents of differently-abled children take their kids to Thanjavur Medical College Hospital to apply for a scribe, which is difficult. We need to be there at 7.30 am to start the procedure. Our children are unable to cope as it is a huge adjustment.

During the IQ test, children are often too scared to answer due to unfamiliar surroundings and people. Doctors judge them on this and mark them with a lesser IQ, which means they would not get a scribe. If they write the exam by themselves, they would be unable to pass,” said Joseph Sahayaraj M, father of a disabled boy.

Starting from this year, the Education department has asked differently-abled people to acquire IQ certificates from government hospitals to apply for a scribe. Until last year, they got certificates from private hospitals in Tiruchy.

Because of the new rule, they are now forced to go to Thanjavur Medical College Hospital. “Most parents do not send their children with disabilities to school. It would be good if the government provides facilities to make things easier,” said Martin S, member of Trichy Disability Forum, a network of NGOs working for persons with disabilities in Tiruchy.

A medical officer at MGMGH said, “We have requested our director to appoint a clinical psychologist, but it’s a long process. It would take some time for someone to be appointed.”

VILLUPURAM: When ‘Lord Shiva’ came home to bless him six months ago, little did S Munusamy (40) of Eyagunam near Gingee, realise that his fortunes would take a turn for the worse. He ended up ‘offering’ gold jewellery and a sum of Rs 5,000 after drinking an intoxicating ‘teertham.’

However, Munusamy came across the fake lord and his friends near the Melmalayanur temple on Monday, and managed to nab two of them with help from the public.

According to police, Munusamy, who is into fixing CCTV cameras, was facing personal problems six months ago. A team of six people had come to his village in a car, and one of them, dressed as Lord Shiva, claimed to be a ‘fortune-teller.’

As people started approaching him seeking solutions to problems, Munusamy invited the person home for his blessings.

The ‘fortune teller’ offered Munusamy and his wife an intoxicating ‘teertham,’ and the couple went into a semi-conscious state after drinking it.

‘Fake lord’ gang men arrested

The man and his gang asked the couple to make them an offering, and Munusamy gave them a one-sovereign jewel and a sum of Rs 5,000. After a while, the couple regained full consciousness and realized what had happened.

Munusamy ran out and searched for the gang, but could not find them.

He felt ashamed on being conned and did not tell villagers about the incident.

Nevertheless, he identified the gang using CCTV camera footage recorded at home and was on the lookout for them. On Monday evening, he spotted the gang roaming in the same car near Melmalayanur temple.

When he blocked the car, two persons got down and tried to flee. While they were nabbed by the public, three others in the vehicle managed to escape.

Police took them to Valathy station, and following inquiry, identified them as S Jayavel (50) of Krishnagiri and K Prakash (35) of Tiruvannamalai.

Intoxicating holy water

A gang, which had come to Eyagunam, offered intoxicating water to a man on the pretext of fortune-telling and robbed him of jewel and cash.

COIMBATORE: Days after a lifetime of savings in demonetised currencies failed to keep 75-year-old Rangammal alive, a 92-year-old is now having to come to terms with the fact that she might not be able to convert her stash of Rs 33,000 into valid currency notes. A year and a half spent trying to appeal to government officials and bankers could do little to help her cause.

R Kuppammal of Kondayampalayam had spent her life tucking away spare change and loose money into nooks and corners of her house. When demonetisation hit, the nearly-illiterate woman knew nothing about how much the rule would affect her life. However, her son Gopal stepped in and managed to convert the available money into valid currency. Well, not everything it seems.

It was in mid-2018 when the family had to clear out their house while shifting to another that they found a part of Kuppammal’s savings that they had overlooked. In 1s, 100s, 500s and 1,000s, her savings amounted to Rs 33,000. Kuppammal herself had forgotten about storing away all that money. Gopal says that they stumbled upon the money while clearing his mother’s wardrobe. Since then, they have knocked on several doors, been to many offices to get the money exchanged but in vain. Bank officials have made it clear that they can do little to help. If they were to convert the money for one, they explain, it might set a precedent that would allow others to exploit the system.

All India Bank Employees Association (AIBEA) General Secretary C H Venkatachalam says that writing to the finance minister or the governor of Reserve Bank of India could be the only option left. Collector K Rajamani, on his part, said that he would do what he can to help Kuppammal.

Notebandi not friendly

The Tirupur sisters -- Rangammal (75) and Thangammal (78) were faced with a similar situation when they found that their life savings of Rs 44,000 were declared invalid. In November, Rangammal needed treatment for her blood pressure issues. However, the family could not afford it. It was then that the two women came out and declared that they had been saving for years now and the money could help. However, the entire amount turned out to be in demonetised currencies. By the time the news broke, they could do little about it. On December 15, Rangammal succumbed to her illness.

COIMBATORE: The Health Department on Tuesday secured a 54-year-old fake medical practitioner near Chinna Thadagam.

The officials said the woman S Kuppammal (name changed), a native of Tiruverumbur in Tiruchy district has reportedly been running a clinic in No: 24 Veerapandi Pudur in Chinna Thadagam area for almost 20 years now.

It is also found Kuppammal had no educational background to run a clinic and the reports revealed she had been prescribing medicines to the locals, migrants, and pregnant women.

The issue of a woman running a clinic with no educational background became known recently when a pregnant woman suffered excessive bleeding after she consumed medicines prescribed by Kuppammal.

After admitting the pregnant woman to Coimbatore Medical College Hospital (CMCH), the health department was informed about the incident.

Based on the information, the officials led by the Joint Director of Health Services P Krishna inspected the clinic run by Kuppammal on Tuesday. The officials then questioned Kuppammal about her educational qualifications and the medicines she prescribes. Krishna confirmed that an inquiry was held in Chinna Thadagam on Tuesday. Further investigation is on.

CHENNAI: On Christmas afternoon, 45-year-old Subramania Kumar was having an animated conversation with his friend Ezhumalai and that too in impeccable English.This could very easily be a scene from an eatery, cafe or maybe a park. But this chat was taking place at the Corporation shelter for the homeless in Koyambedu.

Out of 45 inmates in the home, 12 are graduates and postgraduates, but nobody has a job. Subramania Kumar has completed MCom and Ezhumalai, MA. Both were rescued from Koyambedu bus terminus, where they were living after failing to land a job. The story does not end here. According to Chennai Corporation data, of the 38 government shelter homes in the city that houses 1,000 odd adults, 87 hold bachelor degrees, 16 are postgraduates, two even finished MPhil and 16 completed diploma. Apart from this, 210 inmates have basic educational qualification (completed 10th or 12th). Around 95% of them are unemployed or involved in unskilled labour.

Officials in-charge of shelter homes say most end up in the homes after having failed to find a job. They were picked up during rescue drives from beaches and bus termini.A large number of people in their 20s and early 30s finish graduation and come to Chennai with dreams of making it big, but when they fail to find a job they usually end on the road. Each home has people who are either with a job or involved in construction work, said senior Corporation official from Wing for Homeless Shelters Department. When Express visited several homes, the educated inmates either doing construction work or employed as unskilled labour.

“I came to Chennai in 2010 despite opposition from home. I completed MA in Tamil and could not find any job for years and could not ask for money from home anymore. So, I started sleeping at Marina, from where officials picked me up. Though I have a shelter now, I still do not have a job. So, I am working as a construction labourer,” said an inmate at Egmore, not wanting to be named.

He said 10 of his friends who came in search of jobs too are in different shelter homes and are working as drivers and construction workers. “The inmates mostly claim two reason for being homeless – lack of jobs and no family to fall back on. More number of qualified people at shelter homes are turning towards unskilled jobs and an initiative must be taken to stop this. If the emphasis is on education, equal emphasis must be on jobs too,” said R Gopalakrishnan, in-charge of Koyambedu shelter home.Officials in the Wing for Homeless Department said they are drafting measures to help these people find jobs.

Cold day conditions continued in the Capital making for a cold Christmas day with the maximum temperature settling at 12.7 degrees Celsius that was nine degrees colder than the normal for this time of the year.

The minimum temperature settled at 6 degrees Celsius which was two degrees below normal for this time of the season. The forecast shows that it is set to get colder with the minimum temperature expected to fall to 4 degrees Celsius by January 26-27. The maximum temperature is also likely to stay below 15 degrees Celsius.

Delhi has been going through its longest extreme cold spell since 1997. It has recorded nine cold days in December, while in 1997, 17 cold days were recorded.

A “cold day” is when the maximum temperature is at least 4.5 notches below the normal and a “severe cold day” is when the maximum temperature is at least 6.5 degrees below the normal.

The forecast for Thursday shows that there will be mainly clear sky with moderate fog in the morning. There will be cold day conditions at many places and severe cold day conditions at isolated places. The maximum and minimum temperatures are likely to be around 16 and 6 degrees Celsius respectively.

On Tuesday, the minimum temperature recorded in Delhi was 5.7 degrees Celsius, which was two degrees below normal and was the second coldest night of the season. On December 19, the minimum was recorded at 5.2 degrees Celsius which was the coldest. Last year, the lowest temperature recorded in December was 2.6 degrees Celsius on December 28.

Former HC judge denies taking up BJP membership

Further, explaining the circumstances that led to the misunderstanding, the former judge said that he had gone to the BJP meeting at Valluvar Kottam on July 6 to meet Mr. Prasad whom he knew in his personal capacity. The intention of the visit was to meet the Minister in private and discuss certain issues relating to enactment of new laws and issues revolving around welfare of advocates.

The Minister reached the venue over an hour late and BJP lawyers requested him to wait on stage until Mr. Prasad arrived.

The moment the Minister got up on stage, the public meeting began and there was no time to talk. “After he had made his speech, my name was called and I was invited to accept membership of the party, which was a total surprise for me as that was not the intention of my being at the venue of the meeting,” the communique read.

It went on to read: “I would like to make it clear that I am not a member of the Bharatiya Janata Party and I have never intended to be one. However, if my name has been given the tag of a member, I would request the office-bearers of the party concerned to remove the same forthwith.”

Kolkata: When 63-year-old Pradip Basu was invited to join an anti-CAA rally led by Presidency University students, teachers and non-teaching staff on Tuesday evening, he did not think twice before saying yes to what he felt was a “much needed exercise”.

Less than 24 hours later, when a video of him at the rally went viral, he feels the “repercussion”, if any, is a “little sacrifice” that is “affordable”. That is because, Basu wasn’t just one of the teachers who joined the students in their protest on Tuesday; he happens to be the dean of Humanities and Social sciences at Presidency University.

“I was asked [by the students] to speak twice. I spoke once in the beginning, and once again at Shyambazar. There were no political flags in this protest, not even the Presidency student unions carried their flags. At least 30 other professors joined in along with nonteaching staff,” Basu told TOI on Wednesday.

He said there were several driving factors behind his decision. “How many more days would we be playing safe? Here is a party that is increasingly tending to use religious fascism on its own people. The demonetisation happened. The country’s economy is being slowly controlled by the big capitalists and the rogue ones are fleeing. The students have their semester exams from January 2. Yet when they saw what happened at Jamia Millia and in UP, when they saw the counter protests at Hyderabad and Jadavpur University students approached us to be part of their protest, we had to say yes,” he said.

“I have a family too but if indeed there is any repercussion at all, these are issues for which a little sacrifice is affordable. My students and colleagues who joined the rally share the same thoughts,” Basu said. Basu had earlier taught at the Scottish Church College for 27 years before joining Presidency in 2012 in the Political Science department.

Demonetized currency: After Tirupur sisters, it’s a 92-yr-old

Coimbatore: A month after two septuagenarian sisters from Tirupur drew media attention for saving ₹46,000 in demonetized notes, it has now come to the light that a nonagenarian granny from the same district had saved ₹33,500 in banned notes.

The granny, R Kamalammal, 92, has been saving the money for more than two decades, one of her family members said. Due to old age, she was unable to remember the amount of money she had saved.

When TOI contacted her on Wednesday, Kamalammmal was unable to say when she had started to save the money and what she had intended to do with it.

Her son R Gopal, 64, said she must have started saving from the income she used to get from the houses they had let out for rent at Ganapathy. “She had saved ₹100, ₹500 notes and also notes of lower denominations such as ₹1,” he said.

When around a year ago, Kamalammal was shifted from the house she was living at Ganapathy to Gopal’s house at Kondayampalayam near Keeranatham, they found the notes hidden inside her old clothes in an almirah, Gopal said. “She had saved the money by hiding it in between her saris. She had tied the notes with strings. My daughters found it when we were moving her almirah,” Gopal said.

However, he said, when they had inquired for what she had saved the money, she was unable to answer. “We also tried to tell her that the old currency notes had no value now. But all she said was she did not remember saving the money,” he said.

Kamalammal’s husband Rajuvadu passed away a few years ago. She has three children, two daughters and a son. She now lives with her son.

Last month, it had come to light that K Rangammal, 75, and her younger sister, P Thangammal, 72, in Tirupur, had saved ₹46,000 in demonetized notes for their last rites and medical expenses. Later, the Tirupur collector offered them old age pension.

“For every single case of AIDS detected in India, hundreds go undetected,” said noted physician and microbiologist Suniti Solomon, in the early 1990s. It was this remark that came to one’s mind, when news about the death of a five-member goldsmith family in Villupuram came to light less than a fortnight ago, after the family head had run up huge debts due to his addiction to the ‘three number’ lottery.

“Stop this ‘three number lottery’ menace. At least 10 other families could be saved in this town,” Arun’s video appeal, minutes before he consumed a cyanide-laced drink after giving it to his three daughters and wife, shook social media. The deaths indicate that more than two decades after the sale of lottery was banned in Tamil Nadu, the illegal trade is thriving, not just in Villupuram but across the state. Such a trade cannot sustain without the connivance of police.

“It is because five members of a family died in this case, it attracted a lot of attention. There are many other cases that go unreported. It is time to put an end to this menace,” said P V Ramesh of Makkal Paadhukaappu Kazhagam, a human rights organisation from Villupuram.

For a section of people in Trichy, illegal lottery remains an addiction despite this ruse leaving addicts in severe financial distress and pushing a few debt-ridden to end their lives. “Though the probability of winning is low, addiction forces them to squander their hard-earned money with the false hope of taking in bulk returns one day,” said an addicted customer on condition of anonymity. His friend, who has run up a ₹20 lakh debt, nods in silence.

The nexus between police and illegal lottery agents is evident, with 11 police officers, including three inspectors and three subinspectors, being transferred to armed reserve police in June 2017, following the arrest of illegal lottery kingpin S Manoharan in Trichy.

The transfers were made after senior police officers chanced upon a list of policemen receiving bribe from lottery sellers.

While police crackdown once in a while brings down sales for a few weeks, the same people resume their business after coming out on bail. “All assistant commissioners have been instructed to crack the whip on the illegal lottery sale in the city. We have got some inputs about the key persons and they will soon be arrested,” said Trichy city police commissioner, V Varadharaju.

The illegal business continues unabated in Villupuram, despite the district police boasting about having nabbed several people involved in the trade.

Mannan (name changed), 25-year-old graduate, became addicted to lottery around six years ago. “I got closer to local agents, through whom I got to know the main agent, ‘Reddiyar’ of Villupuram. After gaining his faith, I turned into an agent. Now, I collect a minimum of 500 sets of numbers (tickets) from my 50 regular customers daily. For every ticket, I get a commission of ₹5,” he said.

According to a special branch police officer, who spoke on condition of anonymity, there used to be a competition among policemen to get posted in Villupuram town, west and east police station limits, as the region used to command huge sums of money as bribe from arrack and spurious liquor business.

“After that trade was curtailed, the number lottery has become the mainstay and policemen continue to vie for postings there,” the officer said. In Coimbatore, diehard lottery addicts were known to take a 50km bus ride to Kerala to buy lottery tickets legally. Now, police say several gangs have set up base in the area. Police have busted at least six such networks in the past two years and arrested more than 15 people. But the network is well oiled comprising agents, sub-agents, and local agents who visit various places to collect money from people.

“They had worked in lottery shops in Kerala and learned the tricks of the trade before starting here,” said a police officer.

Tickets from Arunachal Pradesh, Assam and Bhutan are also sold in the state. “The three number lottery is not just an addiction from Kerala. I am told it is quite popular in Malaysia too, where workers from Nagapattinam and Tiruvarur districts have migrated, many of them lost heavily over there too. They retain their addiction when they return home. If it is taken to the attention of the CM, I am sure he will put an end to this menace, just as J Jayalalithaa did to sale of spurious liquor in the 1990s,” says Siva Elango of Satta Panchayat. Sooner the better, since the numbers keep changing by the day.

Insurance firm to pay ₹22L to family of accident victim

An accident claims tribunal in the city has directed an insurance firm to pay ₹22.26 lakh as compensation to the family of an accident victim who was killed by a rashly driven truck near Madipakkam ten years ago.

Parents of D Suresh, Dhamodharan and Visalatchi moved the petition seeking a compensation of ₹35 lakh for the death of their son. A rashly driven truck hit their son’s two-wheeler. In the impact, Suresh fell off the bike and the truck ran over his head, killing him on the spot, according to the petition. The deceased was 25 years at the time of the accident and was working as a driver.

After perusing the submissions and documents, the tribunal held that the accident was due to the rash and negligent driving by the truck driver. Noting the young age of the deceased and that he was the only son of the couple, the tribunal computed various factors including loss of dependency, loss of affection and arrived at a compensation of ₹22.26 lakh.

Of the total amount, the mother and father are entitled to an amount of ₹11.13 lakh each, the tribunal said and directed the insurance firm to deposit the amount within two months.

In another order, the tribunal directed the Tamil Nadu State Transport Corporation (TNSTC)- Kanchipuram to pay ₹5.57 lakh to a pedestrian who was injured after he was hit by a TNSTC bus near Padappai five years ago.

The petitioner, A Murali who runs an eatery on a push cart was returning home along with his push cart, when a rashly driven government bus hit him from behind. He was 52 years at the time of the accident and because of the injuries he suffered 30% disability according to the regional medical board.

Though the corporation countered that the pedestrian was at fault, the tribunal went by the FIR and other records and held that their bus is responsible for the accident and directed the corporation to pay the compensation.

New Year cheer: Expect some rain in Jan

The city’s residents are likely to ring in the New Year carrying umbrellas or wearing raincoats. The weatherman says an extended northeast monsoon could bring cloudy skies and light rain in January 2020.

“This time northeast monsoon is extending to January and because of that, we can see light rain in the coastal districts in the first week of the month,” said N Puviarasan, director, Area Cyclone Warning Centre, Regional Meteorological Centre, Chennai.

Weather bloggers too have forecast rainfall in January.

“There is some light rain expected around new year for Kancheepuram, Tiruvallur, Chennai and there is also some rain in January first week,” Pradeep John posted in his online update.

This, according to experts, is because of the flow of the easterlies, which normally begins to decline by December.

While meteorologists said it is normal for the monsoon to extend beyond December, this year the southwest monsoon, which was supposed to begin withdrawing in September, ended only by mid-October. The southwest monsoon withdrawal, which takes place over a month, was rapid and northeast monsoon began within a few days by October 16.

However, the rain forecast for early next month may not make up much of the monsoon deficit in the city. As of Wednesday, Chennai has recorded 613.3mm rain so far this monsoon season against the average 740.4mm, leaving a deficit of 17%.

“The rain next month could bring down the deficit by one or two percentage points, not more than that. It could last for four or five days,” an IMD official said.

For the next 48 hours, IMD has forecast the sky condition likely to be generally cloudy and light rain likely to occur in some areas. Maximum and minimum temperatures likely to be around 30 and 25 deg C.

IMD had forecast light rain for the last two days, but the city only recorded a trace — around 2mm of rainfall. These conditions, experts said, are likely to continue till the end of this year.

Mahesh Palawat, chief meteorologist, Skymet weather, said a cyclonic circulation in the Comorin region extending up to southern Tamil Nadu could bring moderate rainfall in southern districts and isolated spells in the northern districts of the state for the next two days. “Chances of rain around New Year are very slim,” he said.

Since there was no rain and the sky was clear, the temperature touched 30 degree Celsius on Wednesday while it was around 26 degree Celsius on Tuesday because the sky was cloudy and there was a drizzle.

A met official said temperatures will fall only if the day is cloudy.

At Broadway bus terminus, hawkers crowd out passengers

The Broadway bus terminus, which sees at least 50,000 passengers arriving or leaving by the 700 to 800 services every day, is under siege from hawkers. People selling vegetables and fruits have virtually taken over the terminus, crowding out commuters from the waiting areas and shrinking the space for the Metropolitan Transport Corporation (MTC) to park its buses.

The hawkers also leave behind mounds of garbage everywhere, which is hardly ever cleared by Greater Chennai Corporation workers. The rear of the premises, especially, reeks of urine and commuters blame the hawkers and the homeless, at least 200 of whom spend the night at the terminus. Not that the toilets can be used. Everyone uses the compound walls.

The MTC blames the corporation, saying it does little to evict the hawkers, who have encroached the bus bays and even the entry and exit points, or clear the packing material and rotten fruit and vegetables left behind.

Passengers are lucky if they can find an empty seat among the few that can still be used. Elderly passengers waiting for buses are often forced to squat on the floor.

A V S Marimuthu, coconvenor of North Chennai People Rights Federation, said at least 200 people take refuge at Broadway bus terminus at night, and they are largely responsible for the appalling conditions.

“They sleep and attend to nature call inside the facility," he said. Entry of unauthorised persons should be restricted by closing the gates once services end for the day, he added.

At the rear of the terminus, the entire platform has been taken over by pavement dwellers and vendors. Prabhakaran, a resident of Chengalpet, said the poor condition of the facility was akin to Chengalpet bus terminus.

MTC crew say they suffer as much as the passengers. They point out that driving the buses into and out of the terminus, is fraught with danger as people are milliing all around as the waiting areas are overrun by hawkers.

MTC sources charged that the hawkers are ruling the roost with the support of political parties. "There is kneejerk response from authorities when we complain," said a MTC official.

But the hawkers are back the next day, he added.

When contacted, Greater Chennai Corporation officials said raids are conducted on a frequent basis to keep hawkers and vendors at bay.

If there is one thing that needs aggressive therapy at the government’s premier Rajiv Gandhi Government General Hospital it is hygiene.

On Wednesday, doctors and nurses could be seen chasing away stray dogs that were digging into piles of garbage including hazardous biomedical waste stacked at different places such as staircases and corridors of the hospital.

None of the dogs has collars and most of them depend of food left behind by attendants of patient or visitors. The hospital has more than 3000 in-patients and 15,000 out-patients. It sees at least 50,000 people every day. Although a board says how many dogs have been sterilized, no one is sure about the number of strays in the hospital.

Hospital resident medical officer Dr S K Thirunavukkarasu said Greater Chennai Corporation picks up stray dogs from the campus, sterilises them and drops them back on campus. “We are told that the civic agency is following a government order. It is a big nuisance because they roam about everywhere,” he told TOI.

Although the waste is segregated at source as hazardous and general waste, it often gets mixed up when left beneath staircases for pickup. “This is the area for the patients and visitors to sit. No one is here because it stinks,” said Santhosh S, a visitor.

Another visitor Ranjan V said the management should ensure hygiene. “They tell us to take care of patients because their immune system is not good. Sadly, even hospital isn’t safe enough for them.”

There are 34 points for general waste collection and the civic agency picks them up at least twice every day. About 450kg of bio-medical waste is picked and sent for incineration, autoclave or deep burial.

Hospital dean Dr R Jayanthi said the hospital has been making appeals to visitors. “We clean the hospital every day. We also ask visitors to leave the place the way they would like to see it. That doesn’t happen,” she said.

Seven key posts in TN medical varsity vacant

At least seven key posts in the state medical university including of registrar, controller of examination and administrative officers remain vacant, increasing risks of delays and slips in administrative work such as affiliation and conducting exams.

The issue triggered a storm during the recent senate meeting of the university where members wanted to know why the government had not appointed a registrar and deputy controller even though a committee had selected two doctors. University officials said the government did not respond to more than a dozen reminders sent from vice-chancellor Dr Sudha Seshayyan’s office since July. When contacted, the vice-chancellor merely said, “all efforts are being made to fill up vacancies. We are also working harder to ensure there are no delays or slips.”

The Tamil Nadu Dr MGR Medical University affiliates 24 government medical colleges and 10 self-financing colleges, besides several nursing and paramedical colleges and AYUSH institutions.

Ramkumar Ramamurthy, the Governor’s nominee to the senate and president of the Madras Chamber of Commerce, wanted to know why so many posts were unfilled. “He referred to the discussions at the governor’s retreat for vicechancellors in Ooty, where vacancies to key posts were seen as one of the major reasons for inefficiency,” said a medical college representative, who is also a senate member.

The university has deputed various officials to hold additional charge of key administrative posts. “Neither can they concentrate completely on academics nor can they focus on the administrative work,” said the principal of a medical college. In May, the university advertised for the post of registrar and received applications from several inservice candidates from across the state. On June 17, the panel selected Dr Ashwath Narayanan, who works for Madras Dental College. The decision was approved by the governing council the next day. Along with Dr Narayanan, Dr S Y Jagananthan, currently deputy director of medical education, and Dr Vasumathi of Villupuram Medical College were selected as deputy controllers. Now, all the four deputy controllers posts are vacant.

However, these doctors have not joined as they are yet to be relieved by the directorate of medical education.
