Pammal municipality lodges complaint on waste dumping

The Pammal municipality has lodged a criminal complaint against miscreants who regularly dump decayed meat and poultry waste from Pallavaram market on streets in and around MGR Nagar.

A group of men recently vandalised CCTV cameras placed to track those who dump waste and threatened to beat up municipality workers posted there to prevent dumping. This led to spread of communicable diseases in the locality, according to some media reports.

Taking suo motu cognizance, the National Green Tribunal (NGT) Southern Zone on Thursday directed authorities to take stern action against the offenders. “Meat shops and small-scale leather tanneries near Nagalkeni, Periyar Nagar and Pallavaram regularly pack waste in gunny bags and dump them on the roadside in the middle of the night to avoid attention,” said C Mari Selvi, Pammal municipality commissioner.

Syed, a resident of Pammal, said crossing the stretch was difficult because of the foul smell. “Besides spread of diseases, the waste brings in a lot of strays. Somehow they turn aggressive after consuming it and try to attack everyone crossing the stretch, particularly in the night,” he added.

The municipality had placed notice/warning boards on streets and around its limits to stop illegal dumping of waste. But the shops removed the boards and continued to dump waste.

Counsel for the municipality argued that authorities cleared the accumulated waste on Wednesday using earthmovers and trucks and requested police (Krishna Nagar station) to intensify patrols during nights and take action on their complaint. Violators can be booked under IPC Sections 278 (Making atmosphere noxious to health), 269 and 270 (Negligent and malignant act likely to spread infectious disease dangerous to life).

Hearing the case, NGT Southern Zone members Justices K Ramakrishnan and Saibal Dasgupta directed the Tamil Nadu Pollution Control Board (TNPCB) to find out if these shops and tanneries had necessary environmental clearance and comply with terms and conditions. A joint committee, comprising representatives of TNPCB, municipality and Chengelpet collector, has been told to submit a factual and action-taken report regarding the issue in February and impose fine on the offenders.
