BDS intake on even after DCI deadline

CHENNAI: The Dental Council of India (DCI) deadline for admissions to all BDS courses this year ended on Sunday, and yet many colleges and deemed universities continue to admit students into the course using backdated cheques and documents.

On Wednesday, four self-financing medical colleges and three deemed universities told TOI that they had been calling parents and even offering up to 50% discount towards course fee for BDS seats to NEET-qualified students. A student was even promised a job in the same college after he completed the course.

Marketing teams and agents have been flooding parents/students with messages and calls every day. While many dental colleges said they still had more than 60% of their seats vacant, some premier ones said they too had a handful. "We are trying our best to fill the seats before September 18. Even last year some of our seats went vacant. This time it seems far worse than 2016-17," said a dean of a medical college, refusing to be named.

As against the usual cutoff date of August 31, the DCI had extended the deadline for admissions to September 10 this year, as many states, including Tamil Nadu, were new to the NEET-based admission process. "No college can admit students after this. In the next one week they should process details and submit names of the students who enrolled into the course," said DCI vice-president Dr SM Jayakar. "We depend upon state government to keep a tab on admission process. If complaints against colleges are proven we will initiate action," he said.

The Directorate General of Health Services returned more than 80% of seats that could not be filled through three rounds of all-India counselling to deemed universities. The state selection committee secretary G Selvarajan said the committee returned 492 seats to self-financing colleges after single window counselling.

The state has 100 seats each in government dental college and state-managed Raja Muthiah Medical College and 1,710 seats in the 18 self-financing dental colleges. The fee for government dental college was Rs 11,600. The statutory fee fixation committee had fixed tuition fee for all government quota seats in self-financing college as Rs 2.5 lakh per annum and management seats as Rs 6 lakh. The NRI seats cost Rs 9 lakh.

Most colleges have converted NRI seats into "open category seats". "I received a message from a private college. I called the admission officer who said the college was willing to reduce the tuition to Rs 1.20 lakh per annum if we join today," said Mahendran T, a businessman, whose son had applied to various dental colleges.

Government-designated counselling authorities in states such as Bihar, Karnataka, Punjab and Puducherry allegedly adopted inconsistent norms to enroll students in the last round of admission to medical colleges for MBBS courses.

These norms contravened guidelines set by the Supreme Court, Medical Council of India and the health ministry.

For instance, Bihar opened the final counselling session at 5pm on August 31, the last day of admission, and asked candidates to bring demand drafts of more than Rs 10 lakh drawn in favour of colleges.

Parents alleged that no banks are open from 5pm to midnight. But candidates, who came through commission agents, had their demand draft ready in advance in favour of colleges they were supposed to be assigned after the counselling.

Similar irregularities happened in Karnataka, Madhya Pradesh, Puducherry and Punjab.

The allegations defeat the purpose of the Supreme Court-mandated single entrance examination, called national eligibility cum entrance test (NEET), for more than 60,000 MBBS seats in 474 private and government colleges in India.

Introduced last year to weed out corruption in medical education, NEET provides students rankings by which colleges offer admission through state-run counselling sessions. Complaints of irregularities surfaced in the final leg, called left-out or mop-up round, of the counselling process.

Deepak Kumar Gupta of Uttar Pradesh’s Gorakhpur said he got a text message from Karnataka officials at 11pm on September 4 to appear in a final-leg counselling session the next day by 11am in Bengaluru.

He took a morning flight from Lucknow and reached the admission office at 10am.

“The officer rejected my application because I didn’t have the draft. I requested for time or take money through NEFT (online transfer). But it was turned down,” he alleged.

Such irrational demands were allegedly made to deny deserving candidates seats and give admission to lower-ranked students.

“We have access to the majority of private colleges in Bihar, Karnataka, Uttar Pradesh and Puducherry,” a tout operating from east Delhi said.

Bihar medical education director Prabhat Kumar dismissed the allegations.

“We started counselling at 3pm and allowed transfer of money through NEFT as well. We gave time till 1pm the next day,” he said.

But Kumar admitted the mistake of not mentioning the payment mode in the official advertisement. Students denied the NEFT, or online payment, option.

Candidates scoring as low as 107 got seats during the second leg of admissions in Puducherry. But students such as R Akash, with 128 marks, didn’t get admission despite officials calling a final round to fill 96 vacant seats.

Punjab’s counselling authority, Baba Farid University of Health Sciences (BFUHS), informed on September 2, which was a Saturday and a holiday for Eid, that students should appear for the final round with a demand draft at 11am on Monday.

BFUHS vice chancellor Raj Bahadur denied any wrongdoing. He said: “We accepted bank drafts of any amount in the name of BFUHS so that colleges don’t refuse admission to candidates.”

In Madhya Pradesh, the final round began at 4pm on September 10 and ended at midnight, the last day of counselling.

“A candidate with 191 marks was selected, but students with more than 400 marks were left out,” a student alleged.

A Madhya Pradesh official clarified that it was done to give preference to candidates from the home state.

“கடந்த பத்து ஆண்டுகளில் சராசரியாக 30 அரசுப் பள்ளி மாணவர்கள் மருத்துவம் படிக்கச் சேர்ந்துள்ள நிலையில், இந்த ஆண்டு நீட் தேர்வின் வழியாக அரசுப் பள்ளியில் படித்த வெறும் ஐந்து மாணவர்கள் மட்டுமே வாய்ப்புப் பெற்றிருக்கிறார்கள்'' என்று மருத்துவக் கல்வி இயக்ககத்தின் உயர் அதிகாரி தெரிவித்துள்ளார். இந்த ஆண்டு ஒற்றை இலக்கத்தில் இடம் கிடைத்திருப்பது அதிர்ச்சியாக இருக்கிறது.

தமிழ்நாட்டில் மொத்தம் உள்ள 3,534 இடங்களில், மாநிலப் பாடத்திட்டத்தில் படித்த 2,314 பேருக்கும், சி.பி.எஸ்.இ மற்றும் இதர பாடத்திட்டத்தில் படித்த 1,220 பேருக்கும் இடம் கிடைத்திருக்கிறது. 2,314 பேரில் தனியார்ப் பள்ளியில் படித்த 2,309 பேர், மருத்துவப் படிப்பு படிக்க உள்ளனர். அதாவது 99.9 சதவிகிதம் பேர் தனியார்ப் பள்ளியில் படித்தவர்கள். அரசுப் பள்ளியில் படித்த 0.14 சதவிகிதம் பேருக்கு மட்டும் இடம்கிடைத்திருக்கிறது.

அரசுப் பள்ளியில் படித்த ஐந்து பேரில் இரண்டு பேருக்கு அரசு மருத்துவக் கல்லூரியிலும், மீதி மூன்று பேருக்கு சுயநிதி மருத்துவக் கல்லூரியிலும்தான் இடம் கிடைத்திருக்கிறது. அரசு மருத்துவக் கல்லூரியில் இடம் கிடைத்த இரண்டு பேரில் ஒருவர் தருமபுரி மருத்துவக் கல்லூரியிலும், மற்றொருவர் சிவகங்கை மருத்துவக் கல்லூரியிலும் சேர்ந்திருக்கிறார்கள். ஐந்து பேரில் இரண்டு பேர் மாணவர்கள்; மூன்று பேர் மாணவிகள்.

கடந்த ஆண்டுகளில், மருத்துவ மாணவர் சேர்க்கையில் ஏற்கெனவே படித்து முடித்தவர்கள் இடம்பெற முடியாத நிலை இருந்து வந்தது. ஆனால், கடந்த ஆண்டு மாநிலப் பாடத்திட்டத்தில் படித்த 1,004 பேருக்கு இடம் கிடைத்திருக்கிறது. இதன்மூலம் ஓராண்டு பயிற்சி பெற்றவர்கள் பெருமளவில் மருத்துவ இடங்களைப் பெற்றிருக்கிறார்கள். அதாவது, 2016-17-ம் கல்வியாண்டில் +2 படித்தவர்கள் 1,310 பேருக்கு மட்டுமே இடம் கிடைத்திருக்கிறது.

கடந்த ஆண்டு சி.பி.எஸ்.இ பாடத்திட்டத்தில் படித்த 30 மாணவர்களுக்கு மட்டுமே இடம் கிடைத்த நிலையில், இந்த ஆண்டு 1,220 மாணவர்களுக்கு மருத்துவம் படிக்க வாய்ப்பு கிடைத்திருக்கிறது. இதில் கடந்த ஆண்டு படித்த 351 மாணவர்களும் அடக்கம்.



வெளி மாநிலத்தில் பணியாற்றும் தமிழகத்தைச் சேர்ந்தவர்களின் பிள்ளைகள் 422 பேருக்கு இடம் கிடைத்திருப்பதுதான், மற்றுமோர் அதிர்ச்சித் தகவல். இதுவரை வெளி மாநிலத்தில் பணியாற்றுபவர்களின் பிள்ளைகள் தமிழக மருத்துவப் படிப்பில் சேராத நிலையில் இந்த ஆண்டு நீட் தேர்வின் மூலம் 12 சதவிகித இடங்களை நிரப்பியிருக்கிறார்கள். தமிழ்நாட்டில் பணியாற்றும் வெளி மாநிலத்தைச் சேர்ந்தவர்களின் பிள்ளைகள் 28 பேருக்கும் இடம் கிடைத்திருக்கிறது.

இந்த ஆண்டு, பெருநகரங்களில் படித்த மாணவர்களுக்கு அதிக அளவில் இடம் கிடைத்திருக்கிறது. உதாரணத்துக்கு, கடந்த ஆண்டு சென்னையைச் சேர்ந்த மாணவர்கள் 113 பேர் மட்டுமே சேர்ந்திருக்கிறார்கள். ஆனால், இந்த வருடம் 471 பேர் மருத்துவக் கல்லூரியில் சேர்ந்திருக்கிறார்கள். இதைப்போலவே, கோயம்புத்தூர் 182, சேலம் 192, மதுரை 179, திருநெல்வேலி 162 பேர், காஞ்சிபுரம் 140, திருவள்ளூர் 158 பேர், வேலூர் 153 பேரும் மருத்துவம் படிக்க வாய்ப்புப் பெற்றிருக்கிறார்கள்.

கடந்த ஆண்டுகளில் நாமக்கல் மாவட்டத்தைச் சேர்ந்த 957 பேர், தருமபுரியைச் சேர்ந்த 225 பேர், கிருஷ்ணகிரியைச் சேர்ந்த 338 பேர் என 50 சதவிகித இடத்தை நிரப்பியிருக்கிறார்கள். ஆனால், இந்த ஆண்டு மூன்று மாவட்டங்களையும் சேர்த்து 273 பேருக்கு மட்டுமே இடம் கிடைத்திருக்கிறது. கடந்த ஆண்டுடன் ஒப்பிடும்போது நாமக்கல், தருமபுரி, கிருஷ்ணகிரி மாவட்டத்தைத் தவிர, இதர மாவட்டங்களிலிருந்து அதிக அளவில் மருத்துவக் கல்லூரியில் சேர இடம் கிடைத்திருப்பது ஆறுதலான விஷயமாக இருந்தாலும், கிராமப்புற மாணவர்களுக்கு வாய்ப்புகள் கிடைக்கவில்லை என்பது தெளிவாகத் தெரிகிறது.

`தமிழ்நாடு மாணவர்களுக்குக் கடந்த ஆண்டு மட்டும் விலக்கு' என்று உச்ச நீதிமன்றம் தீர்ப்பு வழங்கிய நிலையில், தொடர்ந்து விலக்குப் பெறுவோம் என்று தமிழக அரசு தவறான நம்பிக்கையை ஏற்படுத்தியதும், மாற்று ஏற்பாடு செய்யாததுமே தற்போதைய பின்னடைவுக்குக் காரணம்.

Students from four districts fared badly in the exam

Over the last decade or so, four districts emerged as the top educational districts of the State, if the measure of success was entry of students into professional courses. The four districts in the western region — Namakkal, Dharmapuri, Krishnagiri, and Erode — renowned for their extra-rigorous coaching techniques have been attracting students in large numbers.

Also, over the years, these districts seem to have accounted for most number of students who secured MBBS and BDS seats in various government colleges across the State. This year, however, when the criteria for admission was NEET, the number of students who secured MBBS/BDS seats in these districts fell rather dramatically — to 373 from 1,750 in 2016.

“Though these districts are sometimes called backward, it certainly is not the case when it comes to education. These schools work on a blueprint geared towards propelling a student towards a seat in an engineering or medical college, and have even found great success with this technique,” says a Health Department official.

The blueprint includes ignoring the Class XI syllabus and vaulting straight into Class XII, with a particular approach to cracking the board exam. With Tamil Nadu admitting students to professional engineering and medical colleges based on these marks, the entire system was geared towards producing successful candidates in this very task.

Namakkal, for instance, in 2016, had the highest number of students who had got admission into MBBS/BDS at 957. It also has 13 schools that send more than 20 students to do medicine every year. This year, that number has dropped to 109, and the number of schools that have sent over 20 students is at three. The other three districts send only a fraction of Namakkal's 957 students, but their numbers are in several 100s too.

An education department official in Krishnagiri makes no bones about it: “NEET is the reason.” Students were either unprepared or, under prepared to ace the entrance exam this year, he added.

K. Murugan, who runs a coaching centre for Plus Two students at Mohanur, zeroed in on the nub of the issue: a majority of private schools skipped Class IX and Class XI syllabi regularly. With the NEET question paper containing questions from Class IX to XII, the students were naturally caught unawares, leading to their poor performance, he rationalised.

He reckoned it would take another couple of years to enable the students of Namakkal schools to gain their supremacy by performing well in the NEET.

Education Department officials in Erode agreed that there had been a decline in the number of students from the district being admitted to the MBBS course this year. They agreed that the root cause was the fact that class XI portions were ignored in these schools. Adding to this was the confusion over whether NEET would indeed be implemented in Tamil Nadu, one official said.

Even in instances where students from these districts did take up coaching for NEET, leaving out the class XI portions completely made the gulf too wide to bridge, educationists pointed out. Besides, as the issue continues to gain political and community level traction in Tamil Nadu, they urged that no confusion should prevail about the manner of admission into MBBS courses.

S. Palaniandi, chairman of the Subramanian Arts and Science College, Mohanur, Salem, also a retired teacher, called for employing teaching methods that would help students understand the subject, rather than promote rote learning, which cannot help a student tackle a competitive exam such as NEET. But he added, the government would do well to start NEET coaching centres across the State, so that the next batch of students is well equipped.

BMCRI told to lodge police complaint for submission of fake disability certificate

A medical student, who was supposed to graduate in 2017-18. is now in trouble for submitting a fake disability certificate to obtain the seat.

The Medical Education Department has asked Bangalore Medical College and Research Institute (BMCRI) to lodge a police complaint against her and her father, who is a doctor at BMCRI.

The girl had obtained a medical seat under the government quota in 2012-2013 through counselling conducted by the Karnataka Examinations Authority (KEA).

A investigation by KEA revealed that Mahesh Babu, an ENT specialist at BMCRI, helped his daughter obtain a seat under the physically disabled quota. The girl had been examined by a panel of three doctors, which included her father.

“The KEA had received complaint in 2014 and cancelled the seat in April 2017 after an investigation. Based on this, we have ordered action and will also probe this internally to decide what action should be initiated against Dr. Babu after serving a show-cause notice,” an official said.

Dr. Babu said he had not received a show-cause notice and refused to discuss the matter.

Gang was arrested in Mangaluru on the charge of cheating aspirants

The Mangaluru police are trying to find out whether a gang of 10 persons, who were arrested on Saturday on the charge of cheating the parents of two MBBS seat aspirants of Rs. 10.8 lakh, have cheated others in the State.

The Mangaluru East Police had arrested them on the charge of cheating residents of Delhi and Rajasthan by promising them MBBS seats in the A.J. Institute of Medical Sciences and Research Centre by posing as employees of the medical college.

The incident came to light after the parents, Kamalsingh Rajpurohit from Delhi and Mahendar from Rajasthan, filed a complaint with the city police on Saturday.

The police said that no other complaints have been filed in the city so far. But, the police from a central Karnataka district have contacted them to ascertain whether the gang has any link with a case of cheating reported there. The police refused to divulge more information. “We are looking for other persons associated with this group,” Police Commissioner T.R. Suresh told The Hindu .

On September 5, one of the arrested reportedly sent messages to MBBS aspirants for seats in the A.J. Institute of Medical Sciences and Research Centre and in Kanachur Medical College.

Posing as staff member of A.J. Institute, the accused allegedly took a demand draft of Rs. 5.4 lakh each from Mr. Rajpurohit and Mr. Mahendar. The Mangaluru East Police arrested the 10 persons on Saturday and seized the two demand drafts, 20 mobile phones, and two laptops from them.

They had promised MBBS seats in A.J. Institute of Medical Sciences and Research Centre by posing as employees of the medical college.

Why anti-NEET protests are happening in Tamil Nadu despite SC ban

CHENNAI: Tamil Nadu is witnessing protests and rallies against the National Eligibility cum Entrance Test despite the Supreme Court ban on them. The protests were sparked by the death of S Anitha, an aspiring medical student in Ariyalur district, on September 1.

Anitha, a dalit girl who had scored 1176 out of 1200 marks in her Class XII state board examinations, committed suicide as she could not clear the NEET and study in a medical college in the state.

Tamil Nadu was exempted from the NEET last year, and it was widely anticipated that this year also it would be exempted. However, the NEET exemption didn't happen this year.

The Tamil Nadu government had reserved 85% of the seats to state board students in medical admissions. The Madras high court dismissed a government order for
reservation for state board students. Following this, the state government tried to promulgate an ordinance seeking an exemption from the NEET for a year.

However, it didn't get the support of the Centre. After a case was filed by Central Board of Secondary Education students in the Supreme Court, Anitha had impleaded herself in the case claiming that the NEET was against the interests of rural students. However, the Supreme Court stated that admissions should be made only based on the NEET.

School and college students, activists, NGOs and cadres of various political parties intensified their anti-NEET protests after Anitha's death. Roads were blocked, schools and colleges were closed.

Anti-NEET activists with or without political affiliations were showing their opposition by holding protests and raising slogans.

On Saturday, a day after the Supreme Court ordered a ban anti-NEET protests, students from classes VIII to XII at a Chennai Corporation school, blocked an
arterial road. They continued their protest despite threats from school principal that they would not be allowed to write their first-term exams.

The Supreme Court's order banning protests has had minimum impact in the state. All parties took umbrage at the last para of the Supreme Court order which allowed protests provided they did not affect daily life of people.




On Friday, a few hours after the Supreme Court banned the protests, the DMK-led opposition parties went ahead with a planned public meeting in Trichy against NEET.

The opposition parties led by the DMK have planned a statewide protest on September 13.

The AIADMK faction led by 'sacked' party deputy general secretary TTV Dhinakaran has called for a rally against the NEET in Trichy on September 16. Dhinakaran has appealed to party cadre and students to assemble on the Uzhavar Santhai ground in Trichy for a rally seeking permanent exemption for Tamil Nadu from the NEET.

Meanwhile, the BJP, which is trying to get a hold in the state, is planning to organise pro-NEET protests. The party wants to explain to the people the advantages of the NEET.

MBBS students attempt protest at Annamalai univ

Cuddalore: Tension prevailed at Annamalai University, Chidambaram, on Monday morning, after a section of MBBS students from Rajah Muthiah Medical College and Hospital attempted to stage a protest within the campus demanding that the state take over the medical college-cum-hospital.

The students dispersed after a police team, which reached the university, informed them that the Supreme Court had issued them a warning not to hold protests within the campus.

The Tamil Nadu government in 2013 took over administrative control of the Annamalai University following widespread financial and administrative irregularities and appointed an IAS officer as the administrator of the university. However, Rajah Muthiah Medical College and Hospital affiliated to Annamalai University continued to function under self-financing mode.

Students of the college launched an indefinite strike on September 1 demanding that the government take over the college. They argued that the college, affiliated to a state university, charged exorbitant fees (Rs 4.5 lakh per annum for MBBS course), while other state-run colleges charged only a few thousand rupees per annum for the course.

The college administration said the government took control of the university and not the college, which continued to function under self-financing mode. The administration also said the Madras high court passed an order in favour of the college administration regarding the fee structure after a section of students approached the court.

The students have filed an appeal before the Supreme Court. " We can't take any action as the matter is pending before the Supreme Court. We expect a verdict soon," said a spokesperson of the college administration.

CMC begins MBBS classes with one student

Vellore: It is Siddhant Nair's dream to pursue medicine at the prestigious Christian Medical College in Vellore. But, there's a catch. Siddhant is the lone first year student in the MBBS programme in the college where regular classes are to begin on Monday.

Being the only student in the UG course, Siddhant, son of a martyr, said the seniors and the faculty members were warm and friendly to him, but he was keenly looking forward to his classmates joining him soon. Siddhant's father Rajesh was attached to BN 4 Rashtriya Rifles Regiment. He was killed in a militant attack on November 15 in 2001 at Doda in Kashmir.

The CMC normally admits 100 students for MBBS course, 192 students for postgraduate (PG) and 62 super specialty courses in an academic year. But, the institution admitted only one candidate in UG this academic year under the defence ministry quota as it suspended admission for the remaining seats, citing common counselling.

The institution had filed a writ petition in the Supreme Court against common counselling under NEET, pleading for exemption, saying it curtailed its right to select suitable candidates for upholding its motto. The case would come for hearing in October.

Meanwhile, Siddhant underwent a week long orientation course on ethics, background of the health need of the people of the country, mission and vision of the institution and activities such as gardening and staying with doctors for a day or two in hospital.

Regular classes, including lectures on anatomy, physiology and biochemistry and practical, would start from 8 am and go until 5 pm on Monday. "The student (Siddhant) has joined the senior batch to take part in extra-curricular activities. He will also be taken care of by the staff in the hostel," Principal of the institution Dr Anna Pulimood told TOI.

Siddhant's mother Supriya Nair said her son was thrilled to pursue his dream in CMC. "We went through the history of the institution for three months and he decided to join it," said Supriya hoping that her son would soon get classmates.

The Delhi High Court has asked the Centre to include a student, seeking admission to MBBS course through NEET as an NRI candidate though he appeared for the entrance exam as a resident candidate, in the waiting list for deemed universities.

Justice Vibhu Bakhru said that this would enable the student to approach the deemed universities directly and his counsel said this was acceptable to him.

The high court passed the direction after central government standing counsel Jasmeet Singh informed that all unfilled seats have been released to the deemed universities.

The only assistance that can be granted to the student is that his name can be included in the waiting list as an NRI candidate for onward transmission to deemed universities.

The court was hearing the student's petition, filed through advocate Pradeep Kumar Arya, seeking direction to the Centre to consider and admit him as an NRI candidate for the admission in MBBS in pursuance to National Eligibility cum Entrance Test (NEET) conducted for year 2017-18 in the central list for deemed universities.

The student, who completed his class 12th last year from Saudi Arabia, said his father was a resident of Madhya Pradesh and his mother is a non-resident Indian as she had spent more than 180 days in the last financial year in Saudi Arabia.

He had applied under the NEET as a resident candidate and not as an NRI and could not be considered in the NRI category.

However, the Centre had issued a notification on July 21, informing all NRI candidates who had registered under UR/ Indian category at the time of registration for undergraduate MBBS/BDS seats and were eligible to be considered under NRI quota, to send their relevant documents supporting their status by July 25, for being considered under the NRI category, the plea said.

The student did not send any of the application or documents following the notification but claimed that he had made the request prior to July 21 and even after July 25, which should have been considered.

There is no substitute for hard work and the National Eligibility cum Entrance Test precisely demands that, said O.V.A.Vamanan, Chairman of Bhaktavatsalam Educational Trust, on the Founders’ day celebrations of Brindavan Public School, Aathur, near Chengalpattu on Friday. Students need not fear NEET if they are willing to put in such hard work, he added.

Mr. Vamanan said though there were some deficiencies in the NEET, it was necessary to ensure a uniform education throughout the country. Dispelling the common notion that pupils studying in the CBSE alone could clear NEET easily, he pointed out that two students from ISC stream from their educational institution had made it to medical college this year.

Another student, who passed out with high marks in the State Board examinations in 2016 joined medical education by clearing the NEET this year.

N.Murali, co-chairman, Kasturi and Sons Limited, who was the chief guest, said NEET had become an emotional and political issue owing to the failure on the part of the State government to get exemption for students. But he said there is no need to fear the test.

Dismisses petitions submitted against government decision

The Supreme Court on Friday rejected the writ petitions submitted by two MBBS aspirants against the conversion of NRI quota seats to general category seats during the spot allotment for MBBS courses held here the other day.

The plea was heard by a Bench headed by the Chief Justice of India Deepak Mishra.

Even though counsel for the students argued that the NRI quota seats could not be converted into merit seats, the Bench was not inclined to listen.

Mukul Rohatgi, appearing for the State government, argued that it was because the candidates did not have sufficient documents with them to prove that they were legitimate claimants to the NRI quota that the seats were later converted to general category seats.

Hearing postponed

In the meantime, the Supreme Court postponed to Monday the hearing on writ petitions filed by the managements of three self-financing colleges against the cancellation of admission to the MBBS seats in their institutions. Notices would be sent to the Medical Council of India and the Central government.

On the basis of an interim ruling of the Kerala High Court, 400 students were admitted to Al Azhar College, Thodupuzha, Mount Zion Medical College, Adoor, and DM Institute of Medical Sciences, Wayanad.

The apex court had the other day set aside these admissions.

The MCI’s case is that permission to admit students should not be given to colleges that do not have the necessary infrastructure.

The State government’s stand is that these 400 students were taken from the NEET list and so the admissions should be okayed.

Precedence

Counsel for the managements led Kapil Sibal argued that there were parallels in this case with that of the Appollo Institute of Medical Science, Hyderabad, and the medical college run by the Saraswathi Charitable Trust, Karnataka. These colleges were allowed admissions by the apex court. A similar approach may be adopted in this case too, they argued.

'நீட்' தேர்வு மூலம் தமிழகம் முழுவதும் பரவலாக மாணவர்கள் பயனடைந்துள்ளனர். முன்பு கிருஷ்ணகிரி, நாமக்கல் என குறிப்பிட்ட சில மாவட்டங்களை சேர்ந்தவர்கள் தான் பலன் பெற்றனர். இந்த நிலைமை தற்போது மாறியுள்ளது. மருத்துவ படிப்புக்கான தகுதி மற்றும் தேசிய அளவிலான நுழைவுத்தேர்வு தான் 'நீட்' (national eligibility cum entrance test). கடந்த முறை பிளஸ் டூ மதிப்பெண் அடிப்படையிலாவ தேர்வு முறையில் ஈரோடு, தர்மபுரி, கிருஷ்ணகிரி நாமக்கல் ஆகிய நான்கு மாவட்டங்களில் இருந்து மட்டும் 1,750 பேர் தேர்வாகினர். இந்த ஆண்டு இப்பகுதியில் இருந்து நீட் அடிப்படையில் 373 பேர் தான் தேர்வாகினர். மறைந்த மாணவி அனிதாவின் அரியலூரில் இருந்து 4 பேர் தான் கடந்த முறை வாய்ப்பு பெற்றனர். இம்முறை 21 பேர் தேர்வு பெற்றுள்ளனர். சென்னை, காஞ்சிபுரம், மதுரை, கோயம்புத்தூர் கன்னியாகுமரி ஆகிய மாவட்டங்களை சேர்ந்தவர்கள் இம்முறை அதிக எம்.பி.பி.எஸ் இடங்களை பெற்றுள்ளனர்.






நீட் தேர்வு மூலம் சென்னையை சேர்ந்தவர்கள் 471 பேர் வாய்ப்பு பெற்றுள்ளனர். இது கடந்த ஆண்டைவிட நான்கு மடங்கு அதிகம். கடந்த முறை 113 மாணவர்கள் மட்டுமே தேர்வாகி இருந்தனர்.

நாமக்கல்லுக்கு தான் அதிக பாதிப்பு. இங்கு இருந்து கடந்த முறை 957 மாணவர்கள் எம்.பி.பி.எஸ். படிப்புக்கு தேர்வாகினர். இம்முறை 109 பேர் மட்டுமே வாய்ப்பு பெற்றுள்ளனர்.
