NOTICE Urgent Attention Colleges/ Candidates:

Candidates participating for Round-2 of PG Counselling 2021 are informed that many PG/ PG DNB colleges who have received LoPs from NMC/ NBE after Round-1 of counselling started are still contributing seats for Round-2 of counselling.

In this regard, candidates are advised to take note of the following:

1. The New Registration/ Payment Facility for Round-2 of counselling will begin on 04.02.2022.

2. The Choice Filling facility will be available from 07.02.2022

3. The revised schedule for PG Counselling 2022 will be uploaded on MCC website shortly.

4. Please stay in touch with the MCC website for further updates on counselling.

NEET UG 2021 COUNSELLING

NOTICE

It is for the information to all candidates that the Final Result of Round-1 of NEET UG Counselling 2021 has been revised and a fresh result is now available.

The result which was uploaded at 03:00 P.M of 02.02.2022 may be treated as ‘Null & Void’. Candidates are advised to make note of the following points before proceeding for Reporting of Round-1 of UG Counselling 2021:

1. The Fresh revised Result for Round-1 has been uploaded on MCC website.

2. In the fresh revised result of Round-1 there may be some changes in the allotment status of candidates than the earlier result. Hence, candidates are advised to download fresh Provisional Allotment Letters and then proceed for reporting as per the college allotted to them in the revised result. Any Provisional Allotment Letters which were earlier downloaded will be treated as ‘Null & Void’

. 3. The facility for downloading of Fresh Provisional Allotment Letters and Reporting module of Round-1 will be available by 10:00 A.M of 03.02.2022.

4. Candidates are requested to proceed for Physical/ Online Reporting (EJoining) to the allotted college as per schedule after downloading their Provisional Allotment Letters from MCC website.

5. The candidates can contact their allotted college directly for queries related to documents to be submitted at the time of Physical/ Online Reporting. Also, candidates should confirm Admission Schedule from the allotted college before proceeding for Reporting of Round-1 along with all required original documents.

6. The revised Schedule for UG Counselling 2021 will be uploaded on MCC website shortly. Candidates are advised to stay in touch with MCC website for updates on UG counselling 2021.

NOTICE Urgent Attention Candidates/ Colleges:

Keeping in view, the prevailing adverse situation of COVID pandemic, MCC/ MoHFW has decided to allow candidates of UG Counselling 2021 for HYBRID MODE OF REPORTING i.e Candidates who have been allotted seats by MCC in UG Counselling 2021 can report in both ONLINE/ OFFLINE mode at the allotted college. In reference to above the Candidates/ Colleges may note following points:

1. Candidates who are opting for Online Reporting/ E-joining can join the allotted college by sending a confirmatory email regarding acceptance of seat and uploading scanned copies of relevant documents as mentioned in Information Bulletin. Hence, the verification of documents of such candidates will be done by the college through scanned copies. However, kindly note that candidates who want to give willingness for Upgradation for Round-2 while retaining Round-1 seat, have to ‘Report physically’ at the allotted institute to confirm their admission.

2. Candidates reporting ‘Online’ or doing ‘E-joining’ should ensure that they receive ‘Admission Letter’ generated online, through MCC portal by the college otherwise their admission will be considered ‘Null & Void’.

3. Email Id/ Phone Number of the Principal/ Nodal Officer of college for Online Reporting should be displayed on respective college websites.

4. Candidates can pay the requisite fees to the allotted college through their authorized portal to be notified in advance by the college authorities on the college website.

5. All admissions made online will be deemed Provisional, and will be considered Final only on verification of documents at the time of Physical Joining and Medical Fitness at the college. The candidates who join their seat of Round-1 and later want to resign the same can do so till 04:00 P.M of 16th February, 2022 after which they will be considered as part of Round-2 and same rules will apply as applicable for Round- 2 of counselling. Candidates should ensure that the Withdrawal/ Resignation Letter should be generated ‘online’ by the college through portal provided by MCC. Resignation taken in offline mode will be treated as ‘Null & Void’.

7. Candidates who want to avail ‘Free Exit’ option in Round-1 need not Report at the allotted college.

8. By default the candidates should Report physically at the allotted college. ‘Online Reporting’ or ‘E-joining’ should be opted only in case of COVID protocol or in case the candidate himself/ herself is suffering from Covid, with prior consent of allotted college.

Chennai: Tamil Nadu governor R N Ravi on Thursday refused to give his assent to the anti-NEET Bill passed by the assembly, saying it was against the interest of students, especially those from rural areas and underprivileged families. The state government objected to the governor’s remarks and convened an all-party meeting on Saturday to decide its course of action.

A release from Raj Bhavan said the governor took the decision after a detailed study of the bill for admission to UG medical courses that seeks to do away with NEET, besides the report of the state government-constituted panel that recommended the move. The high-powered committee, led by Justice (retired) A K Rajan, examined the pre NEET status of social justice in medical admission, especially for students coming from socially and economically underprivileged backgrounds. “The governor returned the bill to the Speaker, Tamil Nadu legislative assembly, on February 1, 2022, giving detailed reasons for its reconsideration by the House,”  the release said.

The governor can return the bill “only on sound legal grounds, and not due to his subjective satisfaction”, said Justice K Chandru, former judge of the Madras high court. This decision to return the bill, coupled with the long delay, has rendered the decision clearly unconstitutional, he said.

Ravi’s decision reflects the will of four BJP MLAs, and disregards the collective resolution of 230 MLAs who supported the legislation, Justice Chandru said. “Return of a bill for reconsideration is open only when the issued concerned was never taken note of by the House, not when it has debated and adopted. ” The Supreme Court had examined the issue while hearing the Christian Medical College, Vellore Association Vs Union of India case in 2020, especially from the standpoint of social justice, and upheld NEET as a screening exam.

Chennai: Asserting that the anti-NEET bill passed by the Tamil Nadu assembly was against the interests of students, especially those from rural areas and economically poorer sections, governor R N Ravi returned the bill to Speaker M Appavu.

Chief minister M K Stalin, however, said the governor’s remarks were unacceptable to the people of Tamil Nadu. He announced a meeting of all legislature parties on Saturday to decide the next course of action.
An official release from Raj Bhavan said the governor took the decision after a detailed study of the Bill for admission to UG medical courses seeking exemption from NEET, and the report of the high-level committee constituted by the state in this regard, which was the basis for the bill and examined the preNEET status of social justice in medical admission especially for students coming from socially and economically poor background.

“The governor returned the bill to the speaker, Tamil Nadu Legislative Assembly on February1, 2022, giving detailed reasons for its reconsideration by the House,” the release said.

The governor was of the opinion that the bill was against the interests of stu- dents, especially the rural and economically poor students of the state. The Supreme Court in the Christian Medical College, Vellore Association Vs Union of India case (2020) had comprehensively examined the issue, particularly from the social justice perspective, and upheld NEET, as it prevented economic exploitation of poor students and is in furtherance of social justice, the release said.

In a statement, the chief minister said,“The government will make every effort to examine the views expressed by the governor and clarify the factual position and pass the Bill again.

A61-year-old retired schoolteacher K Sivaprakasam from Dharmapuri cleared NEET-2021, applied for an MBBS seat under the government quota and was called for counselling. But his application was turned down on Friday because he hadn't completed his schooling under the 10+2 system. S election committee secretary Dr P Vasanthamani said he had cleared the pre-university course (PUC), a sy stem that was later abolished. With 249 marks in NEET, he stood 349th on the government quota list. “We included his name inthe rank list but sought opinion from higher officials and lawyers. Government quota is for students who have cleared 10+2. ,” an officer said.

Puducherry: The Puducherry government has requested Jipmer to permit all domicile students to register for MBBS counselling after verifying the residential proof. The government had earlier sent the Neet UG 2021 results of the domicile students to Jipmer. However, the directorate of health and family welfare services received representations from Puducherry domicile students stating that they are unable to register for the counselling since Jipmer gave the provision of entry in the field ‘applicant’s state’ as Puducherry to only 5,025 students.

Mumbai: Competition for post-graduate medical seats just got intense. The implementation of the 27% other backward classes (OBC) and 10% economically weaker section (EWS) quota in the all-India seats has had a huge impact on post-graduate seats for the 2022 academic year.

As the seat matrix was released by the medical counselling committee on Friday, student intake in the general category has seen a 42% reduction, or 2,747 seats. In 2021, the all-India quota had 6,556 spots for open merit students. This year, those numbers are down to 3,809.

Moreover, what will make the admission process even tougher is that a general rule that was applicable till last year will no longer be possible now: If a particular branch in a public medical school has four seats, of which 50% or two will be for the all-India quota (AIQ), an open category candidate will now get a chance to join it once in two years as rotational reservation will be put in place. ›

No general seats

Earlier, if any department had two seats in the all-India quota, we made sure that one seat was available for an open category candidate. The other seat would be rotated among the reserved categories, just SC (scheduled castes) and ST (scheduled tribes) till last year. Now, the general category candidate will get that chance once in two years,” said Dr Pravin Shingare, former head of Directorate of Medical Education and Research.

For instance, at B J Government Medical College, Pune, there is no seat for a general category candidate who may want to pursue MD in physiology. Of the two seats available, one opened up for OBC and the other for ST. The wait for an open category candidate just got longer and despite the scores, there won’t be an open spot. Or, at Government Sivagangai Medical College, Tamil Nadu, there is not a single seat for MS (general surgery) for an open category student; one opened for SC. Several colleges which have fewer seats in certain branches will not be able to offer any seat to general category candidates this year. MD medicine, a clinical branch, which had 736 seats, now has 394. An analysis of the seat matrix shows a popular branch such as paediatrics, which had 475 seats last year, has 295 openings for general category candidates with no seat in several colleges such as Government Medical College, Ernakulam.

Sudha Shenoy, a parent representative, said admission season this year is rather pressured. “Candidates have the scores but seats have reduced. Cut-off scores will rise several notches. Students who planned to join certain colleges are waking up to the rude reality that the seat that was to be made available to the category is not there.” Many parents say increasing quota in government colleges pushes several meritorious candidates to deemed universities (no reservation) and private colleges.

 Provisional PG medical merit list declared

Ahmedabad: The admissions committee for professional postgraduate medical education courses (ACPPGMEC) on Monday declared its provisional merit list, which has 3,131students.

The first round of admissions for the state quota will be held from January 20 to January 24. The results of the National Eligibility and Entrance Test for postgraduate courses (NEET-PG) had been declared in September 2021, however, due to litigation in the Supreme Court challenging reservations in EWS category, the admissions process had been stalled.

The apex court ruled on the matter last week, and the process will thus begin this month. Admissions for the all-India quota will be carried out first, from January 12 to 21, after which state quotas will be filled (January 20-24).

There are 2,060 seats in Gujarat in MD, MS and postgraduate diploma medical courses. Of these, about1,200 will be in the state quota.

Registration for these admissions were open from November 12-17, during which 3,210 students had registered. Some 3,147 had got their documents verified.

Of these, there are 1,048 in the open category, 229 in the SC category, 221 in ST, 908 in the SEBC category and 725 in the EWS category. There are also 24 NRIs and 22 inservice doctors on the merit list.

Candidates who have objections regarding the provisional merit list, can approach the admissions committee with a representation till January17.

Those allocated seats in the first round will have to join colleges by February 2.

Chennai: Union home minister Amit Shah is likely to meet a seven-member all-party delegation from Tamil Nadu MPs on January 17 to discuss the anti-NEET bill and the ‘delay’ on the part of governor R N Ravi in forwarding it to the President for his nod, multiple MPs told TOI.

The development comes in the wake of the political parties strongly condemning the Union minister for not meeting the MPs from the state on multiple occasions. The issue took a political turn with chief minister M K Stalin strongly condemning the home minister on the floor of the state assembly last week for refusing an audience for the representatives of people and dubbed his act “anti-democratic”.

The MPs, who are part of the delegation, confirmed to TOI that they received a communication that Shah would meet them on January 17. “We received a communication (from DMK MP T R Baalu) regarding the appointment with home minister Shah coming Monday. The time of the meeting was tentative (between 4 pm and4. 30 pm),” said a member of the seven-member MP delegation that would be led by DMK Parliamentary party leader T R Baalu.
A few other members of the team too confirmed the schedule of the meeting with Shah. “We learned that the PM (Narendra Modi) directed Shah to meet the TN MPs,” said a senior DMK leader.

A Navaneethakrishnan of AIADMK, Navas Kani of IUML, Su Venkatesan of CPM, K Jeyakumar of Congress, Thol Thirumavalavan of VCK, Vaiko of MDMK would be part of the all-party delegation, sources confirmed.

New Delhi: NEET-PG counselling will start on Wednesday (January 12), the Union government has said.

The decision comes after the Supreme Court on January 7 passed an interim order, allowing resumption of medical counselling for NEET-PG admissions for the year 2021-22. The SC also upheld the validity of 27% OBC and 10% EWS quotas.

“As assured by the ministry of health to the resident doctors, following the order of the Supreme Court, the NEET-PG counselling is being started by the Medical Counselling Committee from January 12, 2022. This will give more strength to the country in the fight against Corona. My best wishes to all the candidates,” health minister Mansukh Mandaviya said in a tweet in Hindi. The exam was held on September 11, 2021, after being rescheduled twice.

Resident doctors of various medical colleges across the country last month held protests and boycotted work demanding that the counselling process be expedited.

Bhopal: 13 medical colleges across the state are conducting counselling for admissions to PG courses. Earlier NEET-PG counselling based on existing OBC, EWS quota was cleared by the Supreme Court. On these lines, UG counselling will also be conducted. Seat charts are expected to be released on January10. 

Through MP NEET PG, registration for counselling will be till Jan 11. Directorate of Medical Education in MP has started preparations for counseling. Schedule has been uploaded on the web portal of the DME. Process of registration will continue till January11. It includes 6 government medical colleges and 7 private medical colleges. JUDA doctors have expressed a sigh of relief as there were nationwide protests to start counselling.

Chennai: A meeting of all legislature parties chaired by chief minister M K Stalin on Saturday resolved to take necessary legal steps to abolish NEET. The meeting also decided to take other state governments into confidence and put up a collective fight against NEET. The MLAs said the common entrance test had destroyed the dreams of the poor and rural students and affected the autonomy of the state.

The meeting saw 12 parties endorsing the resolution, including the DMK and the main opposition, the AIADMK. BJP leader Vanathi Srinivasan walked out of the meeting, protesting against the resolutions. “Tamil Nadu is a model to other states in medical education, but NEET and National Medical Commission Act introduced by the Union government have affected the students. The Union government has snatched the rights of the states in deciding admission to medical colleges set up with their own funds,” the resolution said. The parties alleged that the governor’s act of sitting on the Bill, which was passed unanimously by the assembly in September, without forwarding it to the President, questioned the sovereignty of the legislature. NEET benefited only those students who had access to specialized training. It created an impression that 12 years of schooling was of no use in medical admissions and made the educational system meaningless, they said.

The chief minister himself visited the governor and urged him to send the Bill to the President, while a delegation of MPs representing all parties could not meet the President and submitted a representation to his office, which was later forwarded to the Union home minister. Earlier, addressing the meeting, Stalin said , “The principle of democracy is that when a legislature passes a Bill, the governor should respect and give assent to it. ”

Former health minister C Vijayabaskar told TOI that the AIADMK would support the state government in the legal battle against NEET.

Health minister Ma Subramanian said that Union education minister Dharmendra Pradhan himself had admitted to him that there was opposition to NEET in his home state Odisha as well, but he could not do anything. “Legal experts will be consulted as to what kind of legal action can be initiated against the governor who has been delaying the reference of the Bill to the President, besides abolishing NEET,” Subramanian told TOI.

Chennai: Senior BJP leader and MLA Vanathi Srinivasan on Saturday denied the  contention of the Dravidian parties that NEET for medical admissions was against the principles of social justice and the reservation policy followed in Tamil Nadu.

She walked out of a meeting of legislature party leaders, chaired by chief minister M K Stalin at the Secretariat, protesting against the anti-Centre resolution passed at the meeting. “The common entrance test is being conducted based on the orders of the Supreme Court and the initiatives taken by the erst- while Congress-led UPA regime, in which the DMK was very much a constituent. It was neither the BJP’s agenda nor was it introduced after the BJP government assumed office,” she told reporters. “There was no change in the school education curriculum for 12 years in the state, but people blame students for poor results.

Chennai:As governor R N Ravi has not sent the NEET Bill to President Ram Nath Kovind and Union home minister Amit Shah refused to meet an all-party delegation of MPs, chief minister M K Stalin said on Thursday, a meeting of legislature parties will take place on January 8 to decide the next course of action in the fight to get exemption for Tamil Nadu from NEET. The main opposition AIADMK extended its support for a “joint struggle” against the entrance examinations for admission to medical and dental courses.

Making a suo motu statement in the assembly, the chief minister said the struggle for social justice and against NEET would continue based on the outcome of the meeting. The Union government snatched away the rights of the state governments in deciding admission of students to medical colleges though colleges are being funded by the state government from the state funds. NEET benefited only those students who had access to undergo training for entrance examinations. It rendered school education system meaningless, he said.

“These actions not only shatter the dreams of the students but undermine the federal principles. We cannot remain spectators. We cannot remain indifferent to the fu- ture of our students being ruined,” the CM said, recalling the unanimous passage of the NEET Bill in September and his meeting with the governor in November to get assent to the Bill. The previous DMK regime had scrapped entrance test for professional courses in 2007.

The chief minister said that a delegation of MPs from all parties led by DMK parliamentary party leader T R Baalu presented a memorandum to President Ram Nath Kovind’s secretariat on December 28, explaining the delay in getting assent to the Bill. The memorandum was forwarded to the Union home ministry for action on the same day. “Following this, an appointment was sought from the Union home minister by an all-party delegation of MPs, but the minister is refusing to meet the delegation. Refusing to meet elected members is against the ethos of democracy,” the CM said. The representation that was to be handed over to the minister was submitted to his office on Wednesday.

AIADMK member Vaithilingam raised doubts about the government’s efforts given that the NEET Bill passed by the previous AIADMK government did not get assent. Hence, the previous government enacted a legislation to provide horizontal reservation of 7. 5% for government school students that helped 435 students pursue medical education. “We extend 100% support to the fight for getting NEET exemption. We are ready to protest with you. But is it possible?” Vaithilingam urged the government to train students to face the entrance test and not ruin the future of students.

T he resident doctors have genuine concerns over the delay in admissions to PG medical courses, which have been delayed because of the pendency of the cases and the Centre’s decision to revisit the EWS criteria, he said.

The Centre was virtually forced to constitute a highlevel three-member committee headedby for mer finance secretary Ajay Bhushan Pandey on being prodded by the SC, which had posed probing questions about the sanctity of the criteria. The committee gave its report on December 31 and recom- mended sticking to the ₹8 lakh annual income cut-off criteria for a candidate to be categorised as EWS.

The government said it has accepted the Pandey Committee recommendations, including continuance of ₹8 lakh annual income limit. The Committee had said that the EWS income criteria may appear similar to the criteria for creamy layer amongOBCs at first blush, but it was very different.
The committee said that the “EWS may, however exclude, irrespective of income, a person whose family has 5 acres of agricultural land and above”.

Large-scale protests have been held by resident doctors over a delay in the NEET-PG counselling, which has been postponed due to the government deciding to revisit the criteria for the determination of the EWS quota.

The Union government has requested the Supreme Court on Monday, January 3, to schedule a hearing in a matter related to the Economically Weaker Section (EWS) quota in connection with the NEET-PG admissions on Tuesday, citing "some urgency." A bench of Justices DY Chandrachud and AS Bopanna told Solicitor General Tushar Mehta, who mentioned the matter before the court on behalf of the Union government, that the EWS quota matter is being heard by a three-judge bench of the top court.

"The moment today's work gets over, I would make a request to CJI NV Ramana for the listing of the case," Justice Chandrachud said. Mehta said if it is not possible to list the matter on Tuesday, then it could be listed on Wednesday. Senior advocate Arvind Datar, appearing in court on behalf of the doctors who have challenged a government notification for the implementation of the quota, said he has no objection if the matter is listed on Tuesday or Wednesday. The matter at present is listed for hearing on January 6.

Large-scale protests have been held by resident doctors of various hospitals under the banner of the Federation of Resident Doctors' Association (FORDA) in Delhi and other parts of the country over a delay in the NEET-PG counselling, which has been postponed due to the Union government deciding to revisit the criteria for the determination of the EWS quota.Featured Videos from TNM

In its affidavit filed in the apex court, the Union government has said it has decided to accept the recommendations of a three-member panel to retain the current gross annual family income limit for the Economically Weaker Sections (EWS) at Rs 8 lakh or less.

The government has also told the court that according to the panel, family income is a "feasible criterion" for defining EWS and in the current situation, a threshold of Rs 8 lakh of annual family income seems reasonable for determining EWS.

In its affidavit filed in a matter related to admissions for NEET-PG, the Union government has said the panel has recommended that "only those families whose annual income is up to Rs 8 lakh would be eligible to get the benefit of the EWS reservation."

The Supreme Court on Monday acceded to the Centre’s request for urgent hearing on the petitions challenging the validity of criteria for 10% Economically Weaker Section quota, judicial proceedings over which has held up admissions to the PG medical seats leading to agitation by students.

Solicitor general Tushar Mehta informed a bench headed by Justice D Y Chandrachud that the committee headed by former finance secretary Ajay Bhushan Pandey, which was tasked to revisit the criteria for candi date’s inclusion in EWS category, has already submitted its recommendations and that the Centre has filed the report before the court.

Justice Chandrachud said the matter would be required to be heard by a bench also comprising Justices Surya Kant and Vikram Nath, the latter two sitting in different composi- tions during the first week of New Year, when the court is scheduled to hear fresh cases.

However, Justice Chandrachud told the SG that he would consult the CJI and that there would be an endeavor to get the EWS quota case listed for hearing this week.
