Chennai: Around 30% of people with Covid-19 in the city are those who share homes with quarantined patients, the city corporation has found.

According to data collated by the corporation through contact tracing, 1,502 of the 5,040 people who tested positive on January 8, are family contacts or those who shared the household with quarantined patients.

Such cases made up half the new infections in north Chennai, where manyneighbourhoods have small houses. In Madhavaram zone, 60% of cases were household contacts, Thiru Vi Ka Nagar reported 49% of them, and Tondiarpet 43%.

Such cases were fewer in Anna Nagar, Teynampet and Adyar, where housesaregenerally bigger. Only 12% cases are family contacts in Anna Nagar zone, 25% in Teynampet and15% in Adyar.

With this learning, the city corporation has suggested people sharing houses with patients wear masks all the time.

Corporation commissioner Gagandeep Singh Bedi said the civic body could do little to contain spread in homes. “We are efficiently containing it in public places, but mostcases arecoming from inside homes. Only wearing masks at home can reduce the spread,” the commissioner said.

Medical experts also suggested the same thing. Dr C Jagadeesh, senior consultant, internal medicine, Apollo Hospitals, said people with comorbid conditions sharing houses withquarantined patients should wear mask and try to maintain social distance as much as possible.

“The spread inside the houses was observed even during the previous Covid waves, but this time it is faster. Other than this, hygienic practices such as frequent washing of hands should be followed,” said Dr Jagadeesh.

7 states in red with high fortnightly TPR

ALL-INDIA TPR AT 4%

7 states in red with high fortnightly TPR

Pradeep.Thakur@timesgroup.com

10.01.2022

New Delhi: The third wave of Covid may be here but not all states need to worry yet. Fortnightly Covid positivity rates or total confirmed cases per 100 tests measured over a 14day period (December 26-January 8) have gone up to 17% in West Bengal, Maharashtra, Goa, Mizoram, Punjab, Kerala and Delhi, but the situation in other parts of the country has not taken such a serious tur n.

The situation may be alarming in West Bengal where the pandemic has rapidly spread in thelast fortnight with the positivity rate going beyond 17%, much above the World Health Organisation’s red line of 5%,which acted as a threshold during the second wave, breaching which a state must set up containment zones under strict lockdown. At present, Tamil Nadu’s TPR stands at 8. 7%.

Significantly, each of these states, except Mizoram and Kerala, had positivity rates ho- vering around 1% in the previousfortnight (December 13-26). A TOI study found that while most other states and Union territories too witnessed a rapid increase in cases in the last two weeks, manyarestill out of danger and away from the WHO’s red line for the second wave.

All-India positivity rate over last fortnight has been around 4%

Unlike Delta variant which caused the second wave, Omicron has turned out to be less lethal, with the overwhelming majority of the infected not requiring hospitalisation.

The situation in the five poll bound states is a mixed one. While Goa (15%) and Punjab (6%) seem to be in need of immediate and stringent containment measures, the others are yet to reach that stage with positivity rates remaining below 2%, the lowest being in UP at less than 1%. Uttarakhand and Manipur have around 2%.

The all-India positivity rate over the last fortnight has been around 4%, though it is a massive spike from 0.5% in the previous 14-day period. Situations in many other states are quite similar with at least seven of them — Jharkhand, Himachal Pradesh, Haryana, Chhattisgarh, Gujarat and Rajasthan — having positivity rates of around 3-4% during the fortnight ending January 8.

A high positivity rate is indicative of a state testing only the sickest and lacking in tracking and treatment measures. One reason why positivity rate has not flared up yet could also be because of the larger vaccination coverage with country last weak reaching the milestone of 150 crore doses.
Bihar, Odisha, Telangana, Karnataka, Madhya Pradesh, Andhra Pradesh, Assam and J&K all have kept the positivity rate lower than 2%, so far.
During the peak of the second wave in April-May, Goa had the highest fortnightly positivity rate of 43%, followed by Karnataka 32%, West Bengal 30%, Kerala 27%, Uttarakhand 23% and 22% each in Himachal Pradesh, Andhra, Chandigarh and Rajasthan.

As on Sunday, the highest number of active Covid cases are in Maharashtra (1.7 lakh), West Bengal (62,055) and Delhi (48,178). Tamil Nadu, Karnataka and Kerala each have between 30,000 to 40,000 active cases while Gujarat and Jharkhand have over 21,000 cases each, UP has 18,551 cases and Rajasthan 14,000.

VIRUDHUNAGAR: Former AIADMK minister K T Rajenthra Bhalaji was arrested in a case involving alleged job scam on Wednesday in Karnataka and brought to Tamil Nadu, police said.

Three others who allegedly helped him have also been arrested.

The former Minister, whose anticipatory bail application was dismissed by the Madras High Court last month, was arrested in connection with the scam, a police official here said.

The police case here on job scam is against Bhalaji, two of his personal assistants and an associate.

Two separate FIRs were registered previously by the Virudhunagar police following complaints.

At least 23 victims were identified and a total of Rs 1.

40 crore was collected from them allegedly for securing jobs.

They were promised various jobs in the state government departments/undertakings including in the state-run dairy cooperative 'Aavin.

' Conspiracy, cheating, criminal intimidation are among the IPC sections invoked against them.

Bhalaji held the milk and dairy development portfolio in the previous AIADMK government (2016-21).

Dismissing the anticipatory bail petition of Bhalaji and others, the High Court had said in cases of job racketeering, the court finds innocents are being cheated, lured and their future becomes questionable.

"Job aspirants not only lose their money, they also lose their future. This case is one of job racketeering. Hence, this court is not inclined to show any leniency on the petitioners."

After the plea was rejected, police had formed special teams to apprehend him.

Permission denied for Karunanidhi’s statue, Tiruppur Collector tells HC

Permission denied for Karunanidhi’s statue, Tiruppur Collector tells HC

Legal Correspondent CHENNAI

Tiruppur Collector on Tuesday informed the Madras High Court that he has rejected an application made by a legislator representing Tiruppur South Assembly constituency seeking permission to install a statue of former Chief Minister M. Karunanidhi near the railway station bus stop in the city. The Collector said the decision was taken in view of a 2013 Supreme Court order against erection of statues on busy road junctions.

Justice S.M. Subramaniam recorded the submission made by Additional Government Pleader M. Rajendiran on behalf of the Collector and closed all further proceedings on the issue. The judge had called for an explanation from the official after Atchaya Thirumuruga Dinesh, who claimed to be the State president of Shivsena, wrote a letter to the judge complaining about the plan to install the former Chief Minister’s statue at a place prone to road accidents.

The author of the letter had requested the judge to initiate suo motu contempt of court proceedings since he had in October 2021 ordered creation of leaders’ parks across the State to shift over there all the statues that pose a threat to road safety. However, the Collector told the court that the MLA had filed the application on August 24, 2021 and it was rejected on September 15, much before the judge passed orders with respect to shifting of statues on October 7.

Even 12 days after inauguration, Thanjavur bus stand fails to become operational

The smart city bus stand has 39 bus bays, five waiting halls for passengers, a mother feeding centre, four toilet blocks each two for men and women, six drinking water kiosks, a clock room and a time

THANJAVUR: The Thanjavur old bus stand, which has been redeveloped under the Smart City scheme and inaugurated by Chief Minister M K Stalin through video conference on December 8, is yet to become operational. Passengers are still seen going to the temporary bus stand at Karanthai area. To carry out the construction work, the terminus was closed on September 8, 2019.

Passengers who take the buses from the old bus stand area can be seen standing in the open braving the sun and rain owing to the delay in beginning operations at the bus stand. Two of the 20 components of the Smart City scheme pertain to the redevelopment of the Thanjavur old bus stand and converting the nearby terminus for Tiruvaiyaru route buses into a multi-purpose parking area.

According to sources, a sum of Rs 14.88 crores was spent for the redevelopment of the old bus stand and Rs 13.85 crores for converting the Tiruvaiyaru route bus stand into a mixed-use, multi-level parking area.

Though  works had to be completed by October 2020, even after adjusting the schedule due to the pandemic, the construction work ended only a few months ago.

According to sources, shopkeepers who took shops inside the terminus on lease had sought time from the City Corporation to furnish their shops and the administration had also given a week's time. However, even after the lapse of 12 days, the bus stand has not become operational.

"We have been demanding the early opening of the bus stand. Now, even after the inauguration ceremony, passengers and bus crew are suffering as operations are yet to begin," rued D Mathivanan, State vice-president of Tamil Nadu State Transport corporation (TNSTC) workers federation (AITUC).

"To reach the temporary bus stand at Karanthai, TNSTC has to spend extra fuel. Passengers also have to suffer standing outside the old bus stand in the open. The redeveloped bus stand, now called the smart city bus stand, must be made operational without delay," he said.

The smart city bus stand has 39 bus bays, five waiting halls for passengers, a mother feeding centre, four toilet blocks each two for men and women, six drinking water kiosks, a clock room and a time office. Besides, there are 40 shops and a separate restaurant block. The multi-purpose parking area, developed at the erstwhile Tiruvaiyaru route bus terminus, has a parking area with space for 434 two-wheelers and 61 four-wheelers. Besides, there are 31 shops and eight restaurants on this complex.

When contacted K Saravanakumar, Commissioner of City Corporation, told TNIE that he would take immediate action to begin the operations at the bus stand.

E-Bike rental service outside Tiruchy Railway Station

    Express News Service 11.12.2021

TIRUCHY: The e-bike rental service, which was inaugurated at the Tiruchy railway station on Thursday, received plenty of enquiries from passengers visiting the station on Friday. Officials said Tiruchy division is the first in Southern Railway to come up with such a facility and they are expecting good response from people.

At present, the facility is available from 9 am to 9 pm and is the only e-bike rental facility in the district. Sources said the railway has plans to make the facility available round the clock. “So many people have approached us to get the details of various packages. Some of them also enquired about the price of e-bikes and charges. At present, we are offering hourly, day rental, weekly and business packages. We are charging about Rs 50 for the hourly package. But, customers have to pay a refundable security deposit of Rs 1,000 for taking the bike. We also need a copy of their Aadhaar and driving licence,” an employee of the e-bike centre said.

Passengers have appreciated the initiative and said the railway should come up with such facilities at more stations. Selvaraj, a railway passenger, said, “It is a good initiative. However, the railway should consider avoiding security deposits. Though the security deposit is refundable, many people might avoid using the facility as they have to pay Rs 1,000 as deposit. Therefore, they should consider reducing the amount.”

According to sources, several passengers also enquired whether the facility is available only for railway passengers.“Anyone can use this facility by submitting the documents and security deposit. All the bikes have an in-built GPS facility and we are able to track its location. We would give the bike with sufficient charge and it can travel a maximum of 110 to 130 km (depending on speed and other factors). But, the customers can use this bike only in Tiruchy and they cannot travel to other districts. If the bike faces any technical issue, they can inform us and we will pick it up from the spot,” an e-bike centre employee clarified.

Meanwhile, a section of students opined that the railway should consider offering some packages for them. “Many of us would like to use this facility as it is very convenient. But, the railway should consider coming up with a package for students as the existing deposit fee is not affordable for us,” said Rahul Raj, a college student and railway passenger.

MADURAI: Less than a week after ordering judicial custody, Dindigul Mahila Court granted bail to the private nursing college correspondent, one P Jothimurugan, who was booked under the Protection of Children from Sexual Offences (POCSO) Act, 2012, following students’ complaints. He was released on bail on Saturday night.

Alleging that many girl students were sexually abused by Jothimurugan, the students of the private nursing college in Muthanampatti staged a protest on November 19. Of the three students who came forward to file a police complaint, two were aged below 18. Following the protests, the college was closed indefinitely. Meanwhile, Jothimurugan surrendered at Polur Judicial Magistrate Court in Thiruvannamalai on November 23 and was locked in the Vellore Central Prison.

According to sources, a bail petition was filed on behalf of Jothimurugan at Dindigul Mahila Court last week. On Saturday, he was taken from Palani sub-jail to Dindigul Government Hospital at 8.30 pm as he was allegedly sick. The Mahila Court Judge S Purushothaman, who reviewed the bail petition on Saturday, granted the bail at night on conditions of him surrendering his passport and paying the bail amount of Rs 20,000. He ordered that Jothimurugan should sign at the Vadamadurai police station every day.

N Ilango, General Secretary of Madurai Bench of Madras High Court Bar Association, said that the first Saturday of all subordinate courts is a working day. “There might be several reasons for the order to be passed during the night hours and it is totally within the discretionary power of the court. The bail order should be submitted to the prison authorities on the same day, failing which, it would be considered illegal custody. However, the prisoners are not released after 6 pm usually as the prisoners’ count is already submitted for the day before 6 pm. Even if the bail was granted on a Saturday night, the prison authorities should have released the prisoner on Monday,” he added.

    Express News Service

PUDUKKOTTAI: Friday evening wasn’t pleasant for Gunasekaran (50), who sat dejected at the construction site of his house, after waiting all day for guests to arrive. His second consecutive moi virundhu, a traditional form of crowd-funding through feasts scheduled for the day, turned a damp squib. The last time he held such a feast was October 13. But, even that didn’t get him the cash gifts that were due.soumyadeep sinha

A traditionally-evolved practice, moi virundhu is a feast hosted by a person or group of people who are in dire need of money. Moi refers to the cash a person gives as a gift on a birthday, wedding, or other event. Guests at such feasts offer cash gifts, which are noted down by the hosts and repaid when the guests organise a similar feast.

Says Tamilarasan, a moi virundhu organiser in Vadakadu, “It originated in Peravurani, Thanjavur, to help people farm. Farmers would repay their guests from their profits. From Peravurani, the practice came to Alangudi and Vadakadu. I started getting people together and organising feasts as people couldn’t individually afford to spend on one.”

Gunasekaran also got into this practice about 20 years ago and has organised four feasts. “It can be done only once in four or five years. In 2011 and 2016, I received good cash gifts and have paid back everything. Now, I need money to build a house. I am disappointed as people are not giving the moi they owe me,” he explains.

On Friday, there was actually no feast, or even tea. It was more like ‘please come and give the cash you owe.’ Moi, says Tamilarasan, is also a matter of honour for many. “If don’t pay back, people will ensure everyone hears about it. It is essentially an interest-free loan,” he says. Often held in the Tamil months of Aadi or Avani (June to August), such feasts usually witness gifts of anywhere between Rs 250 and lakhs of rupees.

So, why has such the traditional form of crowd-funding lost its appeal? Locals cite a wide variety of reasons, from natural calamities like Gaja cyclone to the pandemic-induced lockdowns. “Covid rendered a cruel blow to the business. Earlier, such feasts would help people raise funds to send children abroad or get them married or build a house. Now, people can’t repay the gifts,” says Tamilarasan. Gunasekaran says he is planning to stop this practice now. “I just want to recover my money. Once it’s done, I will no longer continue this.”

Kanchi bus terminus turns crime hotspot

    TIMES NEWS NETWORK

    Chennai:27.10.2021

The Kancheepuram bus terminus which witnesses large numbers of passengers throughout day and night, is turning into the most unsafe zone for the passengers, especially women in the night.

In the past two days alone, three snatching incidents have been reported leaving the passengers in panic.

At 9.30pm on Monday, an unidentified man snatched cell phones of an elderly couple, Srinivasan and Banu, while two other women lost their expensive mobile phones to miscreants on Sunday. On Tuesday, a woman was relieved of ₹7,000 cash.

Passengers complain that anti-social elements lurk there as many of the shops remain closed and consume liquor besides committing crimes.

Commuters say, the main bus stand, though has lights, is not an ideal place for women and it inconveniences them to a great extent. Absence of CCTV cameras has come handy for the miscreants to to have afree run.

They said that more than half of the shops have yet to start functioning. “Since many shops are closed, antisocial elements have taken up space to consume alcohol in public,” says Prathiba, a commuter who takes bus from the terminus to Uthiramerur regularly.

"Except for two or three shops with CCTV cameras, no surveillance is provided by the police for safety. We can see men openly consuming liquor and creating ruckus. They attack people who try to question them," she said.

Even if a crime happens, police will be left clueless about the identity of the miscreants, she added.

Gandhiya Makkal Iyakkam district president Bethraj who recently submitted a petition to the police highlighting the problems haunting the bus depot said that people are scared even during day time.

"We have sought them to increase the policing to keep the miscreants at bay, as it is one of the main bus stops," said Bethraj.

Government hospitals across the district reported 1,034 fever cases in the month of September and 629 cases as of October 12.

SALEM: Fever cases are on the rise in the district which has recorded widespread rain in the last few weeks. Most hospitals and clinics reported an increase in footfall of patients, children, in particular, complaining of fever.

Government hospitals across the district reported 1,034 fever cases in the month of September and 629 cases as of October 12.

Since fever is a symptom of Covid-19, people are rushing to health care centres to confirm if it is viral fever or Covid.

V Swami (58), a resident of Gorimedu, said he was down with fever and cough last week and rushed to a clinic. “ I saw more than 20 people waiting to see the doctor and all were fever cases. Doctors are asking us to take blood tests. With Covid-19 not yet eradicated, this creates additional fear,” he added.

Malar of Angammal Colony said her four-year-old daughter had to be hospitalised for fever. “Over 50 parents brought their children to the hospital while I was there and everybody complained of fever,” she said.

A paediatrician in the city said the people were rushing to hospitals due to Covid-19 fear. “Not all fever are symptoms of Covid-19. However, people should not ignore fever or flu-like symptoms and should visit a doctor immediately,” he said. Parents must monitor if children are active and eat well, he added.

Health officials said most of the fever cases were mosquito-borne and that they had deployed domestic breeding checkers to visit every household and check for water stagnation. “Water distributed to the residents in Salem is double chlorinated. People should wash the water tanks at houses before storing water as it would remove larvae,” the officials said.

Salem City Municipal Corporation (SCMC) Commissioner T Chirsturaj said they would soon conduct mass camps and raise awareness and remove mosquito breeding sources. District Deputy Director for Health Services Nalini was unavailable for comments.

MADURAI: Workers are busy at Thiyagam Women’s Trust, tucked away in Nagamalai Pudukottai of Madurai. While one section stitches face masks, another makes doormats and gloves. Some sew night gowns for women, and others craft decor items. All of them are persons with disabilities (PwD) being trained to earn a living.

Started in 2005 by S Amuthashanthy, the trust aims to make disabled rural women economically independent. When Amuthashanthy was young, her parents admitted her to a home as she was born without a left hand. This had a huge impact on her mental health as a child.

“Though I excelled in academics, I was insecure because of my disability and would isolate myself. But my teacher saw my talent and encouraged me to participate in elocution competitions. This soon helped me step out of my shell. I won a State-level elocution competition and received a prize from the then chief minister MG Ramachadran,” Amuthashanthy said.

Started with tailoring unit at home, friends as colleagues

Amuthashanthy worked at various private institutions after completing her degree. In the holidays, she and her friends would go to villages to volunteer in helping disabled women. It was then that she realised she could start a tailoring unit for disabled persons.

In 1999, with Rs 30,000 in her bank account, Amuthashanthy quit her job and started a tailoring unit at the back of her house. “Meena, my friend, and I got on her cycle and went around Sellur in search of stitching orders. We approached about 10 shops but nobody was willing to give us an order, stating that the disabled can’t do ‘normal’ work. But we soon received an order for three dozen towels and no time to finish it. My friends and I got together and completed the task in a day. Our focus was only on the goal,” Amuthashanthy recalled.

Two years later, people came forward to sponsor tailoring machines, rental charges, and to also place orders; and in 2005, Thiyagam Women’s Trust was formed with the help of volunteers and the media.

Over the past 16 years, the trust has empowered more than 6,000 persons with disabilities across the State. Coordinator at the trust, S Meena, said, “When a person with disability is referred to us or comes seeking help, we first counsel and address them based on the issues they face. Then, we identify their skills and education level, and accordingly introduce them to higher education, sports, government schemes and the like.”

The residents at the facility are allocated work on the basis of skill and education. If a person cannot use their legs, they can stitch mats; if they are educated, they are trained in data entry. “Our aim is to rehabilitate and help them survive independently,” Meena said.

After the training, the parents or caregivers of the persons with disabilities are briefed and they are encouraged to set up a workspace at home. “Family members think the disabled are useless and the person too thinks they can’t do anything. Everyone has the potential to do something. We brief the parents and family members so that they realise it is also their responsibility to take care of and support them rather than have them idle at home,” Meena reiterates.

    A home for new beginnings

The trust has helped breathe a new lease of life into the residents. Nancy Sahana (30), the warden of Thiyagam Stay Home was referred to the trust by the Collector after her friend cheated her of her money and abandoned her at the Government Rajaji Hospital. As she has passed Class 10 exams, she was made the warden and also takes care of logistics for the trust.

Besides the skills that Thiyagam teaches, the residents at the facility are skilled in dancing, singing, and mimicry, among other things.

Some sections of society get a raw deal, depriving them of proper education, exposure, and employment. But there’s hope even in the darkest of places. People ostracised and labelled useless have found ways to thrive. Here are a few of their stories

A former deputy tahsildar and his subordinate were found guilty of graft charges by a special court in Chengelpet district. The two of them were sentenced to four years rigorous imprisonment by the special court after it held that the prosecution proved all charges against them. The revenue official had demanded a bribe of Rs5,000 from a person for carrying out his duty and the subordinate had received the amount on the official's instruction.

The accused officials J Selvam and M Kuppusamy were working as deputy tahsildar and record clerk at Taluk officer in Uthiramerur between January 2012 and January 2013.

According to the prosecution, in the second week of December 2012, a person had approached Selvam to issue Adangal -- a type of revenue record which contains details of land, area, ownership, liabilities and other details -- for which the revenue official had demanded a bribe other than the legal remuneration.

Unwilling to pay the bribe, the complainant approached the vigilance and anti-corruption police in Kancheepuram who laid a trap and caught the clerk while collecting the chemical-soaked currency notes meant for the deputy tahsildar.
