In 1973, when M G Ramachandran rebelled against M Karunanidhi and formed ADMK, he took with him a chunk of the DMK’s frontline leaders and grassroot workers. But his fan clubs, the Mandrams, named after his films ‘Urimai Kural’ and ‘Naalai Namadhe’ formed the backbone of his new party. Three years later, ADMK swept the 1977 assembly election. Will actor Rajinikanth, who will turn 70 soon, repeat the MGR magic? Or even replicate the success of N T Rama Rao, who floated Telugu Desam in 1982 and defeated the Congress within a year?

The actor’s fans, friends and associates are confident that Rajinikanth’s yet-to-be-named new party would storm the Dravidian arena and sweep the April 2021 assembly election. But that’s easier said than done as it is a David versus Goliath battle. With barely five months to go for the election, Rajini and his band of ‘rasigars’ are pitted against the two Dravidian giants, the ruling AIADMK and the DMK, who have been preparing for the 2021 election ever since the outcome of the last one.

Now that the actor has taken the political dive, the real challenges are yet to come. Rolling out a political party is no easy task and contesting an election five months later much less.

The Rajini Makkal Mandram, a loosely put-together outfit, a precursor to a formal political party, is packed with politically inexperienced fans. While confidantes affirm that the structure, from top to bottom, has been constructed with a few dedicated wings in place, appointment of toplevel officebearers are yet to get underway. Those already appointed in the lower rungs are mostly Rajni’s film fans, who have little knowledge of the ways of politics. “But we anticipate the erosion of rival parties to begin soon. We will get senior leaders from other parties too, those with good reputation and integrity,” said a close associate, seeking anonymity.

While the making of a political party could prove a daunting task, there’s more. For any party, the booth committees form the backbone of its election machinery. While his associates claim that 80% of the work has been completed, Rajini’s fans, who constitute these committees, have little political experience. The actor is expected to rope in political experts and strategists, but his dithering over the years has cut into precious time required for the massive task of transforming fans into cadres.

RSS ideologue and Rajini’s closest advisor S Gurumurthy dismisses the potential hurdles saying his mere entry into politics would create a groundswell of support among people. “After Karunanidhi and Jayalalithaa, politics shifted from personalities to party. Now the focus would be on Rajini,” said Gurumurthy. “He’s an honest man wanting to do good for the people and a spiritual leader…these are features not seen in any leader in TN today,” he said.

With the pandemic proving a major dampener, Rajini, who has health issues, will have to depend on 3D Holographic projection technology to reach people. How effective such a campaign would be remains to be seen. “But imagine 20 Rajnikanths walking on the streets of TN,” said Gurumurthy gleefully.

There’s the biggest challenge yet – choosing the ideal partners to face the election. Pressure from the BJP has been immense not just for him to enter politics but to team up with it to break the Dravidian stranglehold over Tamil Nadu. Close associates have emphasized the actor’s apprehension in teaming up with the BJP for fear of losing minority votes. Which path he chooses could define the actor’s political fate.

An all-woman police station at Suramangalam in Salem city has been rated as the second best-performing police station in the country for 2020. Nongpok Sekmai police station in Thoubal district of Manipur occupied the top slot on the list released by the Union home ministry.

Home minister Amit Shah said a vast majority of the shortlisted police stations are located in small towns and rural areas. “This indicates that while availability of resources is important, what matters more is the dedication and sincerity of our police personnel to prevent and control crime and serve the nation,” he said.

The rating of police stations was done on the basis of data analysis, direct observation and public feedback. The parameters for short-listing the police stations in the initial stage of the survey included property offences; crimes against women; crimes against weaker sections; and missing persons, unidentified found persons and unidentified bodies. The last parameter was introduced this year.

Actor Rajinikanth finally ended the suspense over his political foray on Thursday and said he would launch his political party in January. A formal announcement would be made on December 31, Rajinikanth said, taking to twitter and ending a more than 24-year wait of his fans.

“With the massive support of people, we will capture power and provide a corruption-free and transparent government that will be above caste, creed and religion,” Rajinikanth said in a tweet.

“Change. We will change

everything. Miracle and wonder will happen. If not now, then never,” Rajinikanth tweeted, taking a leaf out of a campaign that his fans have been running over the past few months on the same slogan. As political buzz picked up traction, the actor followed up with a hurriedly convened media conference.

“I had made it clear on December 31, 2017 (when he addressed his fans at a gathering at his Raghavendra marriage hall here) that I will surely enter politics in time for the assembly elections. In March this year, I said I wanted to see a wave and uprising from the people wanting a political change. I wanted to undertake a tour of the state to make that happen. But corona prevented that from happening,” Rajinikanth told reporters at his residence. The actor said he has already started the work for launching the party. But it requires gigantic effort and he has given the responsibility to supervise the work to Tamilaruvi Manian, chief of Gandhiya Makkal Iyakkam. “Despite criticism, he has stood by me ever since I made it clear that I will enter politics,” the actor said. He also said he has appointed R Arjuna Murthy, who was in the BJP till a few days ago, as the chief coordinator.

The BJP, which is believed to have played a significant role in Rajinikanth’s decision to finally take the political plunge, may well be among the actor’s top choices for an ally, if he decides to build one. According to sources, several saffron party leaders feel that Rajinikanth is their best bet to stop the juggernaut of Dravidian politics as he can attract leaders from both the DMK and the AIADMK and bring about a tectonic shift in TN politics. CHENNAI: Former Calcutta High Court judge CS Karnan was arrested by the Central Crime Branch (CCB) officials on Wednesday for his remarks against the retired and serving Supreme Court judges, their wives, and women judges, in a video which went viral on social media.

He was remanded in judicial custody in Puzhal prison. The arrest comes days ahead of a hearing of a case on the matter on December 7.

In October, Tiruvanmiyur police had booked a case against five men, without naming Karnan, for trespassing into a woman SC judge's residence in their jurisdiction, after which a video of him making sexually violent remarks against women judges and wives of other SC judges had gone viral on social media.

On November 26, Karnan had appeared in front of the Central Crime Branch sleuths for an inquiry in connection with his remarks.

He was also booked under several sections, including insulting the modesty of a woman and criminal intimidation, based on a complaint by one advocate Devika, soon after he appeared for an inquiry before the CCB.

Last week, during a hearing at the Madras High Court, the CCB officials had produced an apology letter claiming that the retired judge had given it to them promising not to indulge in similar acts. But the judges rejected the letter and asked the DGP and the City Police Commissioner to be present for the December 7 hearing.

On November 10, the court had also ordered the police to pull down the video from social media.

This is the second time Karnan is being arrested. In June 2017, he was arrested from a private guest house in Malumachampatti in Coimbatore by West Bengal police, after being on the run for 40 days since vanishing from the government guest house in Kolkata. Karnan was also sentenced to six-month imprisonment earlier, while he was a sitting judge at the Calcutta High Court.

    CHENNAI: Days after a textile businessman lodged a complaint that a sum of Rs 43.90 lakh had gone missing from his house in Foreshore Estate, his wife and her Facebook friend were arrested.

    On November 24, Thameem Ansari (40) of Mandaveli had lodged a complaint that Rs 43.90 lakh which included his partners’ share went missing from a cupboard in the house.

    “Since he celebrated his son’s birthday around that time the needle of suspicion fell on family and friends who attended the function. However, since nothing came out it, Thanseem, the businessman’s wife was questioned,” said police.

    She admitted to having given the money to one A Riaz Ahmed (38) of Purasawalkam. Police said that Thanseem met Riaz Ahmed on Facebook and developed a relationship. 

    “Thameem hatched a plan to steal the money a day before her son’s birthday so that suspicion would fall on the visitors. She wanted to share the money with Ahmed,” said police. Based on her confession, Riaz Ahmed was picked up and the entire sum of stolen cash was seized from him.

Talking to TOI, his mother T Shantha saidher son madeChinnappampatty, a small village famous. “Everyone is calling to congratulate my son’s achievement,” she said.

    Twenty-eight-year-old Natarajan, belonging to a middle-classweaver family,cametothelimelight when Kings Eleven Punjab auctioned him for ₹3 crore in the Indian Premier League (IPL) in 2017. He played for Sunrisers Hyderabad in the IPL 2020. Natarajan’s father Thangaraj, 59, is a weaver while his mother Shantha, 58 runs a roadside chicken stall. Eldest among five siblings, Natarajan was passionate about cricket since childhood. Despite the family’s financial constraints his parents encouraged him to pursue sports and he started playing state-level cricket in 2014.. Two years later he was in Tamil Nadu Premier League , where his outstanding performance got him an IPL entry.

    It may not be a nailbiter anymore, but two days after he met functionaries of his Rajini Makkal Mandram, actor Rajinikanth kept his fans guessing by continuing consultations with friends and associates. On Wednesday, longtime friend and Gandhiya Makkal Iyakkam founder Tamilaruvi Manian called on the actor. “Whether he will come into politics or not, only Rajini knows…I told him that whatever decision he takes, it should not be at the cost of his health,” Manian told reporters after the meeting.

    The actor continues to be a “confused man”, said friends, who either met him or spoke to him over the phone. But those close to him were unanimous that Rajinikanth’s health condition should be the sole factor influencing his decision. “He is very clear that campaigns cannot be virtual, and that he preferred direct interactions with the people. This would jeopardize his health,” a senior associate, who spoke to the actor after his November 30 consultations with RMM functionaries, told TOI.

    “I told him that preparations for elections were like preparing the dough to make dosas. It has to be done well in advance. He merely laughed,” said another associate. “Moreover, for Rajini, the launching of the party has to be a grand affair. How is this possible during the Covid-19 pandemic?”

    Another loyalist said it was just a matter of time before the actor cited his health to back away from politics. “His doctors have warned him about the consequences. It is just a matter of time before he makes his announcement, perhaps on his birthday on December 12 or sometime in January,” he said. The actor had hinted as much during the RMM meeting that doctors had advised him against the political adventure.

    “It seems unlikely that he would take any chance with his health,” s”aid a RMM district functionary, sounding disappointed. “People believe he is a winning horse. But not if it is at the cost of his health,” said an associate, who spoke to the actor on Tuesday.

    The gold standard for Covid-19 diagnosis, RT-PCR test, is now part of several standard operating procedures laid down for education institutions, travel and public events, but its cost is among the highest in Tamil Nadu.

    While testing is done free of cost in 67 recognised government labs, the state health department has capped RT-PCR test cost at ₹1,500 (additional ₹500 in case of home collection) for private facilities. People enrolled with chief minister health insurance can be charged a maximum ₹1,200 for individual tests and ₹900 in case of pooled sampling. The state health department is considering bringing down the cap now.

    “When several states have cut the cost, shouldn’t Tamil Nadu consider making the test affordable for people, especially since colleges are asking students to produce test results at the time of joining,” asked S Senthilvel, a public health activist from Vyasarpadi. “Most testing kits are now made locally and cost less than ₹450. Many states have cut down cost and allow patients to undergo antigen testing as well. But in Tamil Nadu, only RT-PCR tests are recognised and the cost is still high,” he said.

    On Tuesday, the UP government slashed the test rates by nearly half to ₹700 (₹200 more for home collection) and the previous day, the Delhi government cut the cost from ₹2,400 to ₹800. Gujarat, Telangana and Rajasthan governments have capped the price of lab tests at ₹800.

    Health department in Tamil Nadu is also revising the rates. Officials say the cost for individual tests will be brought down to ₹800 for those with the state health insurance. Labs will be allowed to charge ₹600 for pooled samples. For others, labs can charge ₹1200 (additional ₹300 for door-step collection). “A government order in this regard will be released soon. We want to implement the revised cost for insurance holders from December 4,” said a senior official.

    The state, he said, did not want to bring down the cost for private patients to ₹800 as it felt it would not be “viable for staff.” The state has 221 labs that are authorised to conduct RT-PCR testing. Director of medical services Dr S Gurunathan said nearly 70% of tests in the state were done in government labs. In November, 83% of the tests were done in government labs, he said. Data shows that while government labs tested more than 15 lakh samples, the private labs processed 3.13 lakh. “We will be able to keep prices under control naturally because government labs have been doing the majority of tests,” he said.

    The under-construction foot over bridge over the GST Road connecting Tambaram old bus terminal with the railway station is not going to be ready anytime soon as the railway authorities are delaying in giving their nod to the work within their premises, highways department sources said.

    When the project was in the proposal stage, a senior railway official who was in charge of road over bridges was very cordial with government officials. But, now there is no such cooperation from the railway authorities, the sources said.

    A senior department official said the length of the FoB is 242 meters. Of this, 130 meters is within the railway premises and the rest is over the GST Road. Almost 90% work is over on GST Road of the FoB, the official said.

    On an average about 50,000 people move from east Tambaram to west Tambaram and vice-versa daily. So, once constructed, the facility will become a vital link for the daily users.

    A senior railway official said the role of railways was minimal for the project. “Railways need not do any work in connection with the FoB. So, need for a permission is not a major factor behind the delay in the work,” he added. Railways is working to improve passenger amenities at stations and the bridge is considered as an advantage for the commuters.

    The Madras high court has made it clear that once a building plan is approved by authorities concerned, fresh application is not required in case of expiry of time for completion of construction.

    A mere application for renewal is sufficient under the District Municipalities Act, if there are no changes in the approved plan, Justice N Anand Venkatesh said, concurring with the submissions of counsel Abudukumar Rajarathinam.

    “…there is no question of once again going through the entire process afresh once the building has already been approved by the authority concerned,” the court added.

    This stand has been consistently followed and the court does not find any ground to deviate from this view. In fact, such a construction has been upheld by the Division Bench of this court through an order dated June 13, 2018 the court said.

    The issue pertains to pleas moved by Mistair Realty's Private Limited and Jansi Kishore challenging the order of the commissioner of Udhagamandalam Municipality rejecting renewal for their approved building plan.

    According to the petitioners, due to an unforeseen exigency, all the money that was saved for putting up the construction was spent on some medical emergency and, therefore, they could not complete the construction within the licensed period.

    Subsequently, they applied for renewal of the building approval. However, the same was rejected by the authorities on the ground that the licence period has expired.

    Aggrieved they have moved the present plea. When the pleas came up for hearing, advocate Abudukumar Rajarathinam contended that the authorities should not have rejected renewal as there were no changes made to the approved plan.

    Opposing the same, the municipality submitted that the petitioners had approached the municipality after a delay of 10 years that too after the expiry of the license period.

    Refusing to accept the contention, the court quashed the rejection order and directed issuance of renewal.

    Justice N. Anand Venkatesh of the Madras High Court on Wednesday lauded the enactment of the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homeopathy on preferential basis to students of Government Schools Act, 2020.

    The judge told Advocate-General (A-G) Vijay Narayan that the 7.5% horizontal reservation for government school students in medical college admissions was “the greatest” thing to have happened in the State in a long time.

    “This will be a turning point for government school students and will change their family status altogether,” he said.

    The observations were made while hearing petitions filed by the parents of students R. Dharshini and A. Elakkiya of Cuddalore district. Senior Counsel P. Wilson said the students had been offered seats under the 7.5% quota in private colleges, but were kept in the waiting list because they were apprehensive of paying the fees.

    Entire expenditure

    However, the A-G told the court that the government had now decided to bear the entire expenditure to be incurred for educating all students admitted under the 7.5% quota, even if they get allotted to private colleges. “These students need not pay even a single paisa. Even their food will be sponsored by the State,” he said.

    At the time of counselling, a government order to this effect had not been issued. However, the officials gave an oral assurance to the students that the government would bear the expenditure.

    “The present petitioners fall under the third category. We are trying our best to accommodate this category also after the return of unfilled seats to the State government from the all-India quota. Every year, the Centre returns 100 to 150 seats to the State government. Apart from that, some private colleges also surrender their seats to the government quota,” he said.

    “After these seats are returned, the 7.5% quota would be applied to them, too,” the A-G assured the court.

    The judge recorded his submission and adjourned the two writ petitions for December 11, since it was represented to the court that the number of unfilled seats under the all-India quota would be made known by the Director General of Health Services by December 8.

    The prison head office in the Karnataka government is considering the remission and early release request of expelled AIADMK leader V K Sasikala, who is serving fouryear jail term in connection with the disproportionate assets case.

    Her request, submitted to the Parappana Agrahara jail authorities on November 19, pointed out that she had to her credit 129 days of remission and that she would need only 69 days (as on November  19) of that period to be released from jail.

    It has now been forwarded to competent authorities for appropriate decision.

    “She has applied for remission of her jail term and it has been forwarded to the head of the department for their consideration,” a source said, adding, “Authorities are yet to take a call on it.”

    When contacted, Sasikala’s lawyer Raja Senthur Pandian on Wednesday told TOI that as of now Sasikala needed only 56 of her earned remission days to be released from jail.

    He also said that as per replies obtained under the Right To Information (RTI) Act, inmates convicted under the Prevention of Corruption Act had been granted remission and released from the same jail. “Therefore, conviction under the PC Act cannot be a bar. While so, similar benefit should be extended to Sasikala also,” he said, adding that she alone could not be discriminated against.

    Along with Sasikala, her sister-in-law J Elavarasi and nephew V N Sudhagaran are also serving a four-year jail term. Charges against the prime accused and former chief minister Jayalalithaa, however, lapsed as she had passed away by the time the Supreme Court delivered its judgment on February 14, 2017.

    As per the Karnataka prison manual, a convict serving a sentence of not less than three months is eligible for three days each of remission every month for good conduct. Sasikala has completed 43 months. An incomplete month or a month where the convict availed herself of parole benefit is not taken into account for the remission benefit, rules state.

    The state selection committee allotted MBBS seats to 472 students and BDS seat to one student during the single window counselling on Wednesday.

    The committee invited 499 candidates, who scored marks from 591 to 575, for the counselling. Of them, 485 students turned up at the Nehru stadium. When the counselling began at 9am, 1,653 MBBS seats in government colleges and 1,037 seats in self-financing colleges were available.

    While 431 students were allotted seats in government medical colleges and 41 others were admitted to selffinancing colleges. One student was admitted to government dental college and 10 were waitlisted. Applications of two other candidates were rejected as they did not produce the necessary documents, officials said.

    At the end of the day, there were 1,222 MBBS seats in government medical colleges and 996 in self-financing colleges available. Counselling will be held on Thursday for students who scored between 574 and 562 marks in NEET 2020.

    Former Tamil Nadu Chief Minister Jayalalithaa’s aide V.K. Sasikala has made an application before the authorities at Parappana Agrahara Central Prison, where she is serving a four-year sentence in a disproportionate assets case, to consider remission of her sentence and early release from the jail.

    However, a remission of over 120 days that she had acquired has been forfeited by the former jailer, over allegations of special benefits and for being irregular for work in the jail.

    The prison authorities have forwarded her application to the Prisons Department, which is yet to take a call on the issue.

    Convicts are eligible for three days of remission per month of good behaviour. “Remission is not a right, but a discretion of prison authorities. She has sought a review of an earlier decision, where her remission was forfeited. A decision is pending on the application,” a senior prison official said.

    Meanwhile, Sasikala will complete her sentence on January 27, 2021, if she doesn’t avail herself of any remission.

    Justice N. Anand Venkatesh of the Madras High Court on Wednesday lauded the enactment of the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homeopathy on preferential basis to students of Government Schools Act, 2020.

    The judge told Advocate-General (A-G) Vijay Narayan that the 7.5% horizontal reservation for government school students in medical college admissions was “the greatest” thing to have happened in the State in a long time.

    “This will be a turning point for government school students and will change their family status altogether,” he said.

    The observations were made while hearing petitions filed by the parents of students R. Dharshini and A. Elakkiya of Cuddalore district. Senior Counsel P. Wilson said the students had been offered seats under the 7.5% quota in private colleges, but were kept in the waiting list because they were apprehensive of paying the fees.

    Entire expenditure

    However, the A-G told the court that the government had now decided to bear the entire expenditure to be incurred for educating all students admitted under the 7.5% quota, even if they get allotted to private colleges. “These students need not pay even a single paisa. Even their food will be sponsored by the State,” he said.

    At the time of counselling, a government order to this effect had not been issued. However, the officials gave an oral assurance to the students that the government would bear the expenditure.

    The Tamil Nadu government has assured the Madras high court that it would work out seats for waitlisted government school candidates under the 7.5% quota in medical and dental courses.

    These students were kept on the waitlist as they did not take government quota seats in private college because they could not afford the fees. While annual fee in is less than ₹20,000 in government medical colleges, the state quota seats in private colleges cost more than ₹4.5 lakh per annum as tuition fee.

    Advocate general Vijay Narayan made the submission on a batch of pleas moved by such students.

    Representing the petitioners, senior advocate P Wilson submitted that the government’s offer to pay fees in private medical colleges for such students was made on November 20. But the students who had been called for counselling on November 18 and could not take the allotted seats in private colleges, as they were not able to afford the fees. They were then kept in the waitlist, Wilson said.

    He submitted that the government’s fee offer should be given retrospective effect and applied to petitioners and similarlyplaced candidates.

    Recording the submissions, Justice N Anand Venkatesh adjourned the hearing to December 11.

    In their petitions, A Rajalakshmi and others said since they were not in a position to afford huge fees in private colleges allotted to them, they were compelled to opt for waiting list.

    While so, a day after their counselling, the director of medical education addressed all the deans of self-financing medical and dental colleges coming under the single window selection to admit all the candidates under 7.5% government school reservation without insisting on fees.

    Therefore, the petitioners wanted the court to direct the authorities to grant admission to them for MBBS/dental course of their choice as per rank, communal, horizontal reservations and other factors.

    This apart, the petitioners also wanted the court to pass an interim order restraining the authorities from filling up all seats in MBBS course in MBC category under 7.5% horizontal reservation pending disposal of the plea.

    After a gap of more than eight months, arts and science, and professional colleges across Tamil Nadu reopened on Wednesday for postgraduate students and research scholars. But most colleges in Chennai reported thin attendance.

    Colleges took precautionary measures and checked body temperatures of students at the entrance and provided them hand sanitizers.

    “After a long time, our students have come to our campus. They had a meeting with their guides. From December 7, we are planning to hold classes in full swing for undergraduate and postgraduate final year students,” said S Kothai, principal of Ethiraj College for Women.

    Students who live in Chennai came but those in far-flung areas expressed their inability to attend classes citing lack of transport, she said.

    Principal of a government college in the city said: “Some parents have sent us letters saying they are not willing to send their children to college and some students said they cannot attend the classes as there was no transport.”

    DG Vaishnav College recorded less than 50% attendance among PG students and research scholars.

    “We are expecting more students on the campus from Monday. We are planning to start with value education classes,” said S Santhosh Baboo, principal of the college.

    “Though we are reopening from Wednesday, we will not force students to come to the campuses,” said M G Ragunathan, principal of Guru Nanak College. He said the college will be lenient on attendance for now.

    Colleges are planning to have their online semester exams from the second week of December. Some principals said it is the wrong time to reopen colleges as students will be preparing for the exams.

    Professors from Anna University said research scholars and postgraduate students turned up in good numbers after the reopening. Professors from the University of Madras said some scholars visited their departments on Wednesday.

    Colleges outside Chennai had few students. No postgraduate student turned up at PSG College of Arts and Science in Coimbatore. Teachers said they have completed the syllabus and students have been preparing for the semester exams.
