The Greatest of All Time had an excellent start at the Indian box office, raking in Rs. 54 crore approx on its first day. This marks the third-highest first day ever for a Thalapathy Vijay starrer, behind Leo and Beast, and the fifth-highest for a Kollywood film. The film had a near-record start in Tamil Nadu and a strong debut in Karnataka and Kerala.

In Tamil Nadu, the film grossed Rs. 31-32 crore approx on Thursday, which is the fourth-highest first day for any film in the state. It stands behind three other Vijay films; Beast, Leo and Sarkar. In the new norms of shows starting from 9 AM, no other star film has crossed Rs. 25 crore in daily collections in Tamil Nadu. Whereas Vijay has not only crossed Rs. 25 crore but also Rs. 30 crore, twice, first with Leo last year and now with The GOAT. This shows the sort of domination Vijay holds at the Tamil Nadu box office.

Elsewhere, Karnataka recorded third highest opening day for a Tamil film just shy of Rs. 10 crore. Kerala had the fifth biggest start with Rs. 5.80 crore. The Hindi dubbed version of the film put in Rs. 2.25 crore approx, which is a decent start.

The disappointment came from the Telugu states where it collected just Rs. 3.50 crore approx, well short of Rs. 8 crore of Beast. Vijay made huge inroads into this territory with his recent films but here since the music and promos didn’t click, the start wasn’t up to the mark. Having said that, the Telugu states are a bonus market and the core Tamil markets of Tamil Nadu, Kerala and Bengaluru have all delivered for the film.

The Greatest of All Time posted USD 14.25 million (Rs. 120 crore) overseas in its four-day extended weekend. This marks the third greatest start of all time for a Kollywood film internationally, just behind Leo (USD 17.90 million) and Jailer (USD 14.90 million). Combined with Rs. 162 crore approx in India, the worldwide gross amounted to Rs. 282 crore after four days.

After its opening day, it seemed like the weekend may settle around USD 13 million but the film showed a strong hold on Friday and then the weekend played very well to take it over USD 14 million. The film started USD 2.50 million lower than Leo on its opening day but on Sunday the shortfall was just USD 100K, all of which was from the Middle East, whereas in almost all other markets the film moved ahead of Leo. Leo added USD 6 million to its total after the first weekend, The GOAT will be expected to replicate that if not more as the trend has been stronger so far.

The opening was strong across the board. Among the best, Sri Lanka and France set a record for an Indian film. Malaysia will be a close call with early estimates putting it just ahead of Leo. Canada and other European markets performed similarly to Leo, while the United States managed to match Leo for the Friday-Sunday frame despite Thursday being less than half.

The State Highways Department has decided to widen and strengthen a section of the Namakkal-Kannanur-Thuraiyur Road in a phased manner.

In the first phase, a stretch of 9.2 km in Senthamangalam Assembly constituency in Namakkal district will be developed as a two-lane road with paved shoulders at an estimated cost of ₹40 crore, sources in the Highways Department told The Hindu.

Phased development

The remaining section of the road in the constituency will be developed in a phased manner.

The 56-km-long Namakkal-Thuraiyur Road runs for a length of about 26 km in Namakkal district and of this, about 4.6 km has been widened, according to sources.

A Government Order for widening and strengthening the road has been issued and administrative sanction granted. The department would soon seek technical sanction for the project after drawing up the estimates.

According to official sources, the Namakkal-Kannanur-Thuraiyur Road will offer a shorter route for people travelling from Namakkal to Chennai via Thuraiyur and Perambalur in comparison to the Namakkal-Salem-Ulundurpet-Chennai route.

Going via Thuraiyur will help reduce the travel time significantly and bring in attendant benefits such as less fuel consumption and vehicle emissions, the official said.

The road is the main route for those travelling between Namakkal and Perambalur.

It caters to a large number of “working population” who commute by the road and accidents, especially those involving two-wheelers, are frequent. Widening the road is expected to help check accidents.

Move welcomed

Welcoming the move, N. Saravanan, a road safety of Thuraiyur, said once the road was strengthened passenger and goods vehicles would get a shorter route to Chennai via Thuraiyur and Perambalur from Namakkal.

Already some stretches of the Namakkal-Kannanur-Thuraiyur-Perambalur road have been developed and only the remaining portion needed to be strengthened, he observed.

Patna High Court Chief Justice K Vinod Chandran on Monday expressed scepticism about the use of Artificial Intelligence for writing judgments.

While speaking at the launch of six new applications developed by the Patna High Court's e-Committee for technological advancement of the legal system, the CJ remarked,

“Essentially what we have to realise when we go into computerization, is that there are certain things where human interference cannot be avoided, like writing judgments, for one. I don't know how fruitful it would be to have AI write judgments. I hear a lot about that all over, but I do not think the time has come yet to speak about what you call AI judgments.”

During his address, the CJ also recollected that a similar function was held a year ago where nine IT initiatives were inaugurated under the leadership of Justice Amanullah. He expressed his admiration for the rapid progress made by the court's IT team but pointed that despite the remarkable strides in digitalization, Patna High Court has not always received the recognition it deserves. He shared his observations from various Computer Committee meetings, where other courts highlighted their achievements, while Patna remained under acknowledged.

"We have been taught—our generation has been taught—that somebody else has to pat our backs, not ourselves, but these days, that is not what I see around. In all the Computer Committee meetings and conferences I attend, whether in the Judicial Academy or otherwise, we see some of the courts highlighting their achievements. I have always wondered why Patna has not been given such a unique position, especially since—you would all know, or I don't know if you know about it—recently Patna was commended for having the best online filing system in the country. Patna is the only High Court in the country where there is complete online filing,” he said.

Further, the Chief Justice lauded the voluntary efforts of 1,700 officers from the district judiciary who undertook the translation of Supreme Court judgments into regional languages without receiving any monetary compensation. “The Supreme Court was paying per paper to the advocates and other persons who volunteered, who were entrusted with the task of this translation. 1,700 of our district judiciary officers volunteered, and they did it for free, without any payment.”

He concluded his address with a commitment to ensuring that the Patna High Court's achievements in the technological domain receive the recognition they deserve, stating, “Next time we are invited to a Computer Committee meeting, I intend to ask someone to ensure that Patna High Court's achievements are also showcased.”

The Patna High Court recently ruled in favour of the State Bank of India's right to recover an excess amount of Rs. 8.63 Lakhs that was mistakenly paid to a widow pensioner over several years.

The woman's late husband had retired as an Auditor in 1998, and she had been receiving an enhanced family pension since his death in 2002. The State Bank of India (SBI) later discovered that she had received excess pension payments for several years.

Justice Harish Kumar presiding over the case, noted, “So far the contention of the petitioner that she has been getting enhanced pension or family pension, soon after demise of her husband w.e.f. 27.09.2002 and now at this belated stage, after sixteen years any alleged excess amount ought not be recovered, does not find force as the payment of excess pension is a recurring/successive wrong, which gives rise to a distinct and separate cause of action and the wrong or illegality cannot get sanctity or legalized by mere passage of time.”

“This Court is also not oblivious of the fact that the petitioner is a hapless widow. She has been getting enhanced pension and thereafter family pension since long and at this stage, any deduction from the family pension would certainly cause hardship but at the same time this fact could not be ignored that the excess payment paid to the petitioner is a public money which belongs neither to the officers who effected overpayment nor to the recipient,” Justice Kumar added.

Background

The petitioner argued that the overpayment was due to the Bank's mistake and should not be recovered after 16 years. However, the Court rejected this contention, emphasizing that the wrongful payment of pensions is a recurring issue that does not gain legitimacy over time. Justice Harish Kumar, presiding over the case, remarked that although the petitioner is a widow and the recovery would cause hardship, the excess pension paid is public money and must be returned.

The petitioner's late husband retired voluntarily in 1998 due to health reasons after working for the government since 1965. Upon his death in 2002, the petitioner started receiving an enhanced family pension, which was supposed to continue for seven years, after which she was entitled to a reduced pension. However, the Bank continued to pay both her husband's pension and the family pension, resulting in the excess payment.

In 2019, the Bank informed the petitioner about the overpayment and started deducting Rs. 4,400/- per month from her family pension to recover the excess amount. The petitioner claimed that she was unaware of the mistake and should not be held responsible for the Bank's error, but the Bank maintained that she had submitted her husband's life certificates even after his death, leading to the overpayments.

The question for adjudication before the Court was whether, at this late stage, she was empowered to recover an excess amount paid to the petitioner from her family pension, which had been allegedly overpaid.

In its judgement, the Court referred to the Payment of Defence Pension Instruction, 2013, noting that recovery of excess pension is permitted but must be ordered by the Principal Controller of Defence Accounts (Pensions) if the overpayment is detected more than 12 months after the first erroneous charge. The Court also cited provisions from the Master Circular issued by the Reserve Bank of India, which the Bank, acting as a Pension Disbursing Authority, was required to follow.

The Court remarked, “the pension is paid to the petitioner by the Bank under the scheme for payment of pension by Public Sector Banks; on being acceded, at the request of the pensioner to credit to saving/current account in single name of the pensioner payable to him from time to time.”

“As it falls due for the said purpose, the pensioner executes an undertaking to refund or make good to the Bank any amount to which the pensioner is not entitled or any excess amount which may be credited to the account over that to which the pensioner would be entitled and agrees that the amount, when demanded by the Bank and as due and payable to the Bank shall be conclusive and binding on the pensioners,” the Court added.

The Court also noted that the pensioner had bound herself and her legal heirs to indemnify the Bank for any loss, damage, or expenses incurred due to overpayment of her pension, authorising the Bank to recover any such amount from her account or other deposits with the Bank.

The Court referred to the Master Circular, which stipulates that whenever any excess or overpayment is detected, the entire amount should be credited to the government account in lump sum immediately, particularly if the excess payment was due to an error by the Agency Bank. In cases where the error was caused by the Government, the Court observed that the Bank may take up the matter with the relevant Government Departments to resolve the issue promptly.

The Court further observed that the relationship between the petitioner and the Bank did not fall within the typical employer-employee dynamic, as the Bank was acting as a Pension Disbursing Authority, disbursing pension pursuant to the Pension Payment Order issued by the Government of India, PCDA (Pension), Allahabad. As an agency, the Bank was bound by its Master Circular and the guidelines issued by the Reserve Bank of India, which had not been questioned in this case.

In light of these findings, the Court concluded that there was no merit in the writ petition and dismissed it. However, the Court granted the petitioner liberty to file an application before the Centralised Pension Processing Centre if she was dissatisfied with the Bank's calculation or the re-fixation of monthly instalments. The Court instructed that the Centre should consider the matter sympathetically, in accordance with the Master Circular of the S.B.I., and pass necessary orders promptly.

The film has garnered positive feedback from audiences. In a recent interaction with fans on Twitter, director Venkat Prabhu revealed that he is planning to release an extended, uncut version of 'GOAT' on OTT platforms. Thalapathy Vijay’s latest release, GOAT (The Greatest of All Time), is proving to be a colossal disaster in the Telugu market. The trailer was poor, the songs were worst, there were zero promotions and the film received extremely negative reviews from Telugu audiences. 

While GOAT is faring somewhat better in Tamil Nadu and overseas, it has bombed badly in Telugu states. Vijay’s previous films like Master, Adirindi, Varasudu, and Leo were profitable and fetched decent profits to the Telugu distributors, even Beast was an average fare, but GOAT is on track to be his worst-performing film ever in Telugu. 

The film’s pre-release business was pegged at over Rs. 20 crores in Telugu states, but it now seems unlikely to even touch the Rs. 10 crores mark. The film is projected to end up with a share of less than Rs. 5 crores for the four-day weekend. By the time the dust settles, GOAT is expected to be a double or even triple disaster, an unprecedented flop in Vijay’s career in Telugu.  This sharp downturn marks his first major disaster in the Telugu states since 2017, a stark contrast to his generally successful recent track record in Telugu cinema. Vijay and his fans must have expected more from one of his last films before he quit films and took a plunge into politics.

The Supreme Court on Monday (September 9) passed an interim order in a petition filed by medical students challenging the withholding of original documents by a medical college for non-payment of arrears of fees. The Court directed the release of the documents upon the condition that 7.5 lacs will be deposited towards the pending fee arrears with an undertaking to pay the remaining balance amount.


The petitioners have challenged the rise in the fees by the Respondent - Shri Guru Ram Rai Institute of Medical and Health Sciences College for the MBBS Course. The college had increased its fees of 5 lac per student to 13.22 lacs for All India Quota, and 9.78 Lacs from 4 lacs for State Quota per annum. The decision was applied retrospectively in April 2018. (applying it to the 2018 batch of students)

The 91 students who have completed their course and one year internship have challenged the decision of the Uttarakhand High Court dated August 6. requiring them to pay the arrears of around Rs. 30 Lac to get their original documents.

Senior Advocate Gaurav Agarwal and Advocate Tanvi Dubey appearing for the petitioners argued that without the original documents from the college, they would be unable to apply to NEET-PG counselling or commence their careers in hospitals.

Senior Advocate Gopal Sankaranarayanan appearing for the college stressed that often it gets difficult for the colleges in such scenarios to keep track of the pending dues from students after documents are released. The withholding of the documents acts as a surety to ensure that the remaining deposit sum is paid.

Notably, the challenge to the decision is already pending before the Uttarakhand High Court. During its pendency, the High Court on February 28, directed payment of the entire amount of 36.99 lacs (in arrears) (All India Quota) and 26.01 lacs (State Quota) in 9 instalments. The college released notice stating that internship cannot start unless payment is made. The said decision was challenged in the Supreme Court.

By the order dated April 28, the Top Court directed that the internship be continued subject to the deposit of the fees in two installments. The High Court was further directed to dispose of the pending writ petition as expeditiously as possible, "preferably within three months from today".

The impugned order of the High Court on August 6, however posted the matter for hearing in March 2025. It also observed that the original documents can only be released if the petitioners pay the deposit sum directed in the February 28 order.

Today, the bench of CJI DY Chandrachud and Justices JB Pardiwala and Manoj Misra passed an interim direction allowing students to obtain their original documents on the condition of paying a sum of Rs.7.5 lacs and an undertaking to pay the remaining amount depending upon the merits of the matter.

"Since the petitions are admitted in the High Court, in the meantime, it is common ground that the petitioners have paid an amount of Rs. 34 lacs (All India Quota) Rs.__ Lacs (State Quota) ....at this stage, bearing in mind the above amount paid, we are of the view that an interim order be passed so as to enable the students to obtain their testimonials to pursue their post graduate studies and practice medicine. We accordingly issue the following directions- conditions upon the petitioners (1) depositing Rs 7.5 lacs each with the 2/3rd respondents over and above the amounts which are already deposited; (2) petitioners shall be entitled to a return of their testimonials submitted at the time of obtaining admission, subject to the condition that petitioners shall file an undertaking in to pay the balance, in the event that that they are called upon to do so in conclusion of the final disposal of the pending writ petition."

Lucknow : A murderer successfully concealed his dark secrets and served in UP irrigation department for six years in what clearly puts a question mark on the process of stringent police verification for a govt job. The man in his mid-30s had spent four months in jail in 2013 after being charged with a murder that year. Police even recovered the murder weapon following his confession. But he kept all that under wraps till Aug 14 this year, when he was re-arrested after a Jhansi court sentenced him to life in the case. 

Anoop Dubey had secured the job in 2018 on compassionate grounds after the death of his father, chief engineer Mithlesh Dubey. On August 13, 2024, Anoop visited his office in Jhansi and applied for a day’s leave. The next day, the court convicted him and three others in the murder case. When the senior assistant failed to return to work, the dept initiated an enquiry, leading to the discovery of his criminal antecedents and subsequent conviction. 

“An investigation is underway to find out how Anoop was issued a character certificate, given that the murder case against him was filed in May 2013, years before his appointment in 2018,” dept’s superintending engineer Ashok Kumar told TOI. He added that the dept had sent a letter to district govt counsel to confirm the details of Anoop’s conviction and also informed Mahoba irrigation division, where Anoop was originally appointed. 

In 2013, Lakhan Singh Tomar from Nainagarh filed a police complaint after his son, Devendra, left home on May 14 and did not return. On May 16, Lakhan learned that Devendra had been drinking with Anoop Dubey, Gaurav Jha, Kapil Sharma, and Akash near Jhansi’s Babina, police said. When Lakhan confronted them, they admitted to murdering Devendra over his “arrogant behaviour.” They said they had lured Devendra to Babina under the pretext of a picnic, shot him dead, and burned his body. They even threatened to kill Lakhan if he went to police.

Kolkata : Bengal chief secretary Manoj Pant issued a missive on Saturday aiming to improve work culture among govt staff and officials, ahead of Monday’s administrative review meeting at Nabanna. The missive was sent to all departmental secretaries as well as to DMs, DGP and police commissioners. 

In the directive, the CS stated that “any unauthorised absenteeism from duties or deflection from sincere discharge of official functions shall be viewed as violation of service rules”. He added that implementation of various important projects had been affected due to the Lok Sabha polls and natural disaster in some districts. Pant said that to bring the projects back on track, govt staff “must focus diligently on their assigned works and tasks and discharge their duties during their duty hours with more devotion”. Pant said it was high time efficiency and expediency were brought in for implementation of infrastructure-related projects as well as providing citizen-centric services.

Jaipur : Rajasthan police on Saturday arrested a 50-year-old school principal in Uttar Pradesh’s Deoria for allegedly tampering with the birth records of a 14-year-old rape survivor to help the accused secure bail by falsely claiming the girl was not a minor, thus weakening the Pocso case. The girl reported to Jaipur’s Murlipura police station last month that her father and aunt had sold her to a Haryana-based man named Sandeep for Rs 2 lakh, said DCP Amit Kumar. She alleged that Sandeep raped her. Police subsequently filed an FIR under Pocso Act and arrested the girl’s father, aunt, and Sandeep, all of whom are now in judicial custody. 

To undermine the survivor's age and gain a legal advantage, the accused's family members produced a falsified birth record from the school where the minor had been enrolled. The altered documents falsely stated that the girl was born in 2003, making her 21 years old and thus an adult. Police found the birth year had been changed from 2010 to 2003 by principal Vijendra Kumar Mal, in collusion with the survivor’s family, who sought to protect her imprisoned father and aunt. As a result, police filed a second FIR and arrested the principal. 

U’khand headmistress suspended for ‘negligence’ after rape of 4-year-old The acting headmistress of a govt primary school in Udham Singh Nagar district in Uttarakhand was suspended for negligence following the alleged rape of a four-year-old girl on the school campus, reports Aakash Ahuja. The incident, involving alleged offenders — one aged eight in Class 2, a 10-year-old in Class 4, and a 12-year-old in Class 5 — came to light on Monday, prompting a departmental inquiry.  District chief education officer KS Rawat visited the school on Wednesday to conduct an investigation. While the headmistress and two other teachers said the incident occurred after school hours, the survivor’s family disputed this, alleging it took place between 10.30am and 11am. The family also alleged the principal left the school around 11am on her scooter. Rawat said the school had high boundary walls and secure gates, making it unlikely for anyone to leave the premises unnoticed. He concluded there was a failure of supervision and discipline, leading the education department to suspend the acting headmistress on Friday. The headmaster was also transferred to another school.

Prayagraj : Vande Bharat trains, operating between Varanasi and New Delhi via Prayagraj, will be equipped with the Kavach 4.0 in Nov. On June 24, Railway Minister Ashwini Vaishnav reviewed the advanced version of Automatic Train Protection System Kavach 4.0. It was decided that it should be installed first in trains running on the Delhi-Howrah and Delhi-Mumbai routes. Now, preparations are being made to equip Vande Bharat running between Varanasi and New Delhi with Kavach 4.0 first. 

Currently, two Vande Bharat trains are running between Varanasi and New Delhi. One Vande Bharat leaves from New Delhi for Varanasi in the morning and the other in the evening from Delhi via Prayagraj. There is a plan to equip both of them with the Kavach System 4.0. After Vande Bharat, Rajdhani, Shatabdi, Prayagraj Express, and other premium trains running on this route will also be equipped with it. Kavach has been developed by the railway to prevent accidents. 

In case of emergency, if the loco pilot is negligent or fails to apply brakes, Kavach gets activated automatically and averts the risk of an accident by applying brakes to the moving train. Earlier, the NCR zone was to be equipped with the 3.2 version of Kavach, but now it will be equipped with the advanced version 4.0. Some technical changes have been made in Kavach 4.0.

Kolkata : CBI’s probe into financial irregularities of RG Kar Hospital details how arrested exprincipal Sandip Ghosh and his cronies minted money from diverse sources, including manipulating students’ results and appointing “candidates of his choice” as house staff – internships after completion of MBBS. 

In submissions to the special CBI court that remanded Ghosh in custody a few days ago, the agency said it suspected Ghosh “surpassed the process and straight away appointed house staff of his choice” without “adopting a transparent method” or going through any hospital panel. The agency has dug into such recruitments made in 2022 and 2023. The appointment orders only mention final marks of the candidates. Doctors at RG Kar said they knew of no selection panel for house staff. According to CBI, Ghosh had introduced a system of “interviews” for the candidates. Later, a list of house staff was prepared by him and many meritorious students were left out. CBI officers have reasons to believe that scores from such “fictitious interviews” might have been added to the MBBS marks of the candidates picked against payments to Ghosh’s cronies.

 The corruption, CBI found, was even more deeprooted and spread to other areas, including “collusive bidding” and “bid rigging” in every tender process for hospital equipment and services. Investigators have come across fake companies, owned by Biplav Singha and his relatives, that took part in the tendering process to help his firm Maa Tara Traders bag the contracts.

 T’puram : Govt employees and teachers will receive a bonus of Rs 4,000 each, for Onam. Those ineligible for bonus will get a special festival allowance of Rs 2,750, said finance minister K N Balagopal in a statement on Friday. Service pensioners will also receive a special festival allowance of Rs 1,000 each, and retired employees under contributory pension scheme too will receive a special festival allowance. Balagopal said all govt employees in the state will be given an Onam advance of Rs 20,000. Other employees, including parttime and contingent staff, will receive an advance of Rs 6,000. Contract and scheme workers who received a festival allowance last year will receive the same rate this year too. 

Over 13 lakh employees will benefit from this special Onam assistance, he added. Despite financial difficulties caused by Centre’s policies, state govt has decided not to reduce Onam benefits for employees. All benefits provided last year will be available this year too, said the minister. Govt has given priority to pension distribution. Monthly pension distribution has been ensured since March this year. This month’s pension is being provided early for Onam, he said. Social security and welfare fund pension beneficiaries will receive two instalments. Balagopal said Rs 1,700 crore has been allocated for this purpose. 

Nearly 62 lakh people will receive Rs 3,200 each for Onam. Besides the ongoing distribution of one instalment, two more instalments have been approved, he said. Beneficiaries will start getting the amount from Wednesday. The amount will be credited to the bank accounts of over 26 lakh people. The rest will receive their pension at home through cooperative banks, said Balagopal.
