Daylight assault on doctor at government hospital leaves medical fraternity in shock

Wednesday’s brutal assault on a senior medical oncologist at a government hospital left the medical fraternity in Tamil Nadu in shock. Balaji Jegannathan, associate professor, medical oncology, Kalaignar Centenary Super Speciality Hospital (KCSSH), Guindy, was attacked by the son of a patient in his outpatient department room.

The attacker, identified as Vignesh, was reportedly frustrated over the treatment given to his mother, who was diagnosed with Hodgkin lymphoma in an advanced stage. KCSSH director L. Parthasarathy told reporters that the woman had come for treatment when the disease was in an advanced stage, having spread to other parts of her body. “The doctor had informed them that her lungs were affected. The family decided to take her home, and this was the attendant’s (Vignesh’s) version too,” he said.

Police said Vignesh had taken his mother to a private hospital at Virugambakkam, where a doctor reportedly told him that she had not been given proper treatment. He then met Dr. Balaji at KCSSH and told him that his mother was suffering because of “improper treatment”. The doctor reportedly scolded him and sent him out. The woman was later taken to a private medical college hospital at Poonamallee, where doctors said she could not be treated as the disease was in an advanced stage. She had severe pain, and was unable to sleep.

Easy entry

With the intention of harming Dr. Balaji, Vignesh boarded a suburban train at Perungalathur and reached KCSSH at 10.30 a.m. on Wednesday. He had an easy entry since he had visited the hospital frequently as a patient attendant. He went to Dr. Balaji’s department and waited outside his room, requesting to be let in. Once inside, he had a quarrel with the doctor, holding him responsible for his mother’s suffering. The doctor reportedly pushed him and, in retaliation, the youth stabbed the doctor on the neck, head and face with a knife. Before the other staff members and patients realised what had happened, Vignesh walked out and reached the main entrance, where he was nabbed by the staff. He was pinned down and thrashed before being handed over to the police. Vignesh was arrested by the Guindy police and taken to a court for remand in the evening.

He was booked under Sections 127 (2) (Wrongful confinement), 115 (2) (Voluntarily causing hurt), 118 (1) (Voluntarily causing hurt or grievous hurt by dangerous weapons), 121 (2) (Voluntarily causing hurt or grievous hurt to deter public servant from his duty), 109 (Attempt to murder), and 351 (3) (Criminal intimidation) of the Bharatiya Nyaya Sanhita, and under the Tamil Nadu Medicare Services Persons and Medicare Services Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2008.

Side effect

Sources said the patient was discharged against medical advice after being admitted to a private medical college hospital two days ago. She was receiving a chemotherapy drug that could have the side effect of interstitial lung disease that shrinks the lung. But the patient’s attendant was counselled about the side effect before the chemotherapy began.

Health Minister Ma. Subramanian said the doctor was in the Intensive Care Unit, and his condition was stable. He spoke to the doctor on a video call in the evening. Commissioner of Police A. Arun visited the hospital and held a preliminary inquiry.

CM’s assurance

Chief Minister M.K. Stalin said his government would take steps to ensure that such incidents did not recur. Expressing shock over the incident, Mr. Stalin, in a social media post, said the person who had committed the offence had been arrested, and Dr. Balaji was being given medical treatment. Mr. Stalin said he had ordered a thorough investigation and all possible medical support to the doctor.

AIADMK general secretary Edappadi K. Palaniswami said that the attack had exposed the poor law and order situation in the State. Former Ministers D. Jayakumar and C. Vijayabaskar visited the doctor.

ADMK Workers’ Rights Retrieval Committee coordinator O. Panneerselvam said the attack could have been prevented, had there been proper security at the hospital.

AMMK general secretary T.T.V. Dhinakaran called for steps to create adequate infrastructure at government hospitals.

Tamil Nadu Congress Committee president K. Selvaperunthagai, PMK president Anbumani Ramadoss, and DMDK leader Premallatha Vijayakant also condemned the attack.

Union Minister of State for Information and Broadcasting L. Murugan said the attack spotlighted the plight of government hospitals under the DMK government. “The government is focusing only on advertisements. The lives of doctors, farmers, and government employees are under threat in Tamil Nadu. These incidents expose the fake Dravida model government,” he said.

Former Telangana Governor Tamilisai Soundararajan said the incident showed that there was no safety for doctors at government hospitals.

Tamil Maanila Congress (Moopanar) president G.K. Vasan demanded a detailed probe.

Actor and Tamilaga Vettri Kazhagam president Vijay said, “The number of crimes taking place in Tamil Nadu, that too in broad daylight, shows the breakdown of law and order. The attack on the oncologist is shocking, and it took place owing to the negligence of the government.”

“The attack on Dr. Balaji Jagannathan is shocking and highly condemnable. Any form of violence against doctors and medical fraternity is absolutely unacceptable,” the Raj Bhavan said in a social media post quoting Governor R.N. Ravi.

Puducherry : Police in Puducherry have booked 44 students for forging documents to join the MBBS course under non-resident Indian (NRI) quota in four medical colleges in the Union territory. They will lose their seats if the case against them is proved. The anomaly came to light when convener of the centralised admission committee (Centac) Cheryl Ann Gerardine Shivan started verification following complaints about forged documents. 

“The name of certain consular staff (the signing authority) in the consulate in Dubai was spelt differently on different applications, and his signature was almost not uniform. It was then decided to forward all NRI embassy and sponsorship certificates to the various missions/posts in the different countries (for verification),” said the convener. 

in a complaint lodged at Lawspet police station. She said the missions/posts concerned have started responding to the queries raised by Centac and ascertaining the genuineness of the certificates and documents. “For those certificates determined as ‘forged’, the missions/posts themselves have recommended that necessary action as deemed fit may be taken,” she said. She said they have not received any reply from a few missions/ posts and hence approached the external affairs ministry to expedite the process. Investigation is on

Given its current trend, the movie could earn over 275 crore gross worldwide and possibly even break into the 300 crore club. It all depends on how Kanguva is received by the audience this week.

PUDUCHERRY: Scores of students continue to forge documents to join the MBBS course under the non-resident Indian (NRI) quota in four medical colleges and hospitals, including a govt medical college and hospital, every year in the Union territory of Puducherry, alleged a section of students-parents welfare forums.

There are 130 MBBS seats under the NRI quota for the academic year 2024-25 in the four colleges. The candidates applying under the quota must submit ʻattested NRI/NRI sponsorshipʼ letters from the embassies/high commissions in the countries where the NRI sponsors are currently employed. In addition, the NRIsponsored candidates must submit sworn affidavits establishing a first-degree relationship with their sponsors.

The Centralized Admission Committee (Centac), which admits students to various courses, including medicine, in the Union territory, received a series of complaints that students joined the MBBS course under the NRI quota by furnishing forged documents.

Following this, Centac convener Cheryl Ann Gerardine Shivan commenced verification of the documents submitted by NRI candidates. “…it was observed that the name of certain consular staff (the signing authority) in the consulate in Dubai was spelt differently on several different applications, and his signature was almost not uniform. It was then decided to forward all NRI embassy and sponsorship certificates to the various Missions/Posts in the different countries (for verification),” said the convener in a complaint lodged at Lawspet police station.

“For those certificates determined as ʻforgedʼ, the Missions/Posts themselves have recommended that necessary action as deemed fit may be taken,” she said. The Centac convenor said the committee had not received any reply from a few other Missions/Posts and hence approached the Union external affairs ministry to expedite the process. “The ministry responded immediately and took up the matter (with the Missions/Posts concerned),” she said.

Lawspet police booked the 44 students under sections 336 (3) (forgery) and 340 (2) (forged document or electronic record and using it as genuine) of BNS and began investigations.

Chennai : In a major haul after a hiatus at Chennai airport, Directorate of Revenue Intelligence (DRI) sleuths seized nearly 20 kg gold from 25 flyers arriving from Singapore on three different flights in an overnight operation that lasted until the early hours of Monday. 

The seized gold, of 22 carat purity, is said to be worth ₹15 crore in the market, said DRI sources. Based on specific information, DRI sleuths at Chennai International Airport intercepted flyers arriving by Scoot Airways, Air India, and Indigo Airlines flights from Singapore. While the flights landed within a gap of 1-2 hours, the sleuths identified some passengers from all three flights carrying gold in pouches in their attire and detained them. Two carried gold weighing above 1kg, while others possessed gold up to 600g. In total, gold was seized from 25 passengers, including eight women. 

The flyers, engaged by different cartels, were handed over to Air Intelligence Unit of Chennai Customs for further investigation. Customs sleuths said the arrested would be let off on bail, since the quantity of gold seized was not big enough to remand them. The possibility of connivance of customs officers on duty is also being probed, as 25 flyers carried gold on the same night. Officials believe the smugglers may have switched to 22 carat gold as its cheaper in Singapore and would fetch smugglers more profit. This is the second biggest seizure of gold from flyers in one day after DRI busted a bid to smuggle 13 kg of gold (biscuit and paste), 200 new iPhones and Google phones worth ₹3.5 crore, besides cigarettes, refurbished laptops, and saffron worth ₹3.5 crore by a single flight from Muscat in Sept 2023.

NMC Announces Revised Performance Bank Guarantee Rates for Medical Colleges



The National Medical Commission (NMC) has announced revised rates and validity periods for performance bank guarantees (PBGs) and electronic bank guarantees (e-PBGs) for medical colleges and institutes. These changes will take effect for the academic year 2025-26 onwards. This notification was issued on September 20, 2024.

This announcement follows a previous NMC notification dated September 2, 2024.

What are Performance Bank Guarantees (PBGs)?

PBGs are financial instruments that ensure medical colleges fulfill their obligations, such as meeting infrastructure and faculty requirements.

The NMC has established a tiered system for PBGs based on the number of MBBS seats offered and the type of postgraduate program:MBBS Seats:50 Seats: Rs. 15 Crore (6 years)

100 Seats: Rs. 20 Crore (6 years) (Rs. 5 Crore for additional 50 seats)
150 Seats: Rs. 25 Crore (6 years) (Rs. 5 Crore for additional 50 seats)

Postgraduate Programs: First 4 Seats: Rs. 2 Crore (4 years)
Additional Seats: Rs. 25 Lakh per seat (4 years)

Certain postgraduate programs, including MD (Anatomy), MD (Community Medicine), and MD (Microbiology), are exempt from PBG requirements.

These revised rates aim to streamline the application process for medical colleges while ensuring they meet quality standards. Medical colleges establishing new programs or increasing MBBS seat intake will need to factor in the revised PBG costs.

All concerned medical colleges and institutes are required to comply with the revised PBG rates and submit the necessary guarantees with their applications for the 2025-26 academic year onwards.
